Le Brésil construira 6 frégates FREMM et 4 sous-marins Scorpène

Le quotidien brésilien Correio Braziliense a annoncé jeudi que le Brésil devrait construit un total de 6 frégates multi-missions FREMM, un projet commun franco-italien à la furtivité élevée, et un total de 4 sous-marins Scorpène (rebaptisé Marlin par les français, puisque les espagnols ne font pas partie de ce projet). Ce contrat ferait partie d’un grand "paquet" que le gouvernement brésilien devrait annoncer le 9 septembre.


L’annonce du Plan Stratégique de Défense devait être effectuée le 7 septembre, mais le gouvernement a préféré la retarder de quelques jours à cause de problèmes d’agenda pour certaines réunions préliminaires avec le président Lula.

En décembre prochain, le président français Nicolas Sarkozy devrait venir au Brésil pour signer les contrats de construction de 6 frégates FREMM et de 4 sous-marins Scorpène. La construction sera effectuée à l’Arsenal de Marinha do Rio de Janeiro (AMRJ), qui devra être entièrement modernisé pour pouvoir effectuer des travaaux de grande envergure. Construites sur place, les 6 FREMM ne couteront au Brésil que 3 milliards $ (2,1 milliards €). Construites en France, elles auraient couté plus de 4 milliards $ (2,8 milliards €).

La marine nationale et la marine italienne développent conjointement le programme FREMM et devraient recevoir un total de 27 frégates, 17 pour la France, 10 pour l’Italie.

Pour l’instant, seules 8 unités ont été commandées par la France, 6 en version ASM, 2 en version lutte contre la terre. Le contrat est évalué à 3,5 milliards €, avec des livraisons entre 2011 et 2015. L’Italie devrait recevoir 10 frégates, 6 ASM et 4 multi-missions.

FREMM signifie FRégate Européenne Multi-Missions.

C’est un navire multi-missions innovateur, conçu par DCNS et Fincantieri, pour effectuer des missions de lutte anti-aérienne, anti-sous-marine et anti-navires. Il peut effectuer des attaques loin à l’intérieur des terres avec ses missiles de croisière Scalp Naval, lancés depuis des lanceurs verticaux.

Airbus Helicopters et sa filiale brésilienne (à 85 %) Helibras ont démarré les essais en vol pour l'intégration du missile Exocet sur l'hélicoptère EC725. Ces premiers essais, réalisés au Brésil, visent à évaluer les performances aérodynamiques de la machine avec deux maquettes de la munition installées sur les flancs du fuselage.

L'hélicoptériste européen réalise l’intégration du missile anti-navire de MBDA pour le compte de la marine brésilienne et dans le cadre d'un programme de coopération entre le missilier européen et Avibras. L'industriel brésilien a en effet développé un nouveau propulseur pour le Exocet AM39 Block Mod 2. Ce dernier sera fabriqué localement par Avibras et intégré sur la version de combat naval de l'EC725.

En décembre 2008, le Brésil a commandé 50 hélicoptères EC725 pour les besoins de ses forces  : 18 pour la force aérienne (FAB), 16 pour la marine, et 16 pour l'armée de terre. A ce jour, une poignée d'exemplaires, fabriqués à Marignane, ont été livrés. Helibras, qui a ouvert une chaine d'assemblage au Brésil, devrait livrer le premier exemplaire "made in Brazil" dans les prochains mois.

Le drone Camcopter S-100 expérimenté sur un patrouilleur brésilien




La société autrichienne Schiebel a mené à bien une campagne d’expérimentation de son drone aérien Camcopter S-100 sur l’Apa, l’un des trois nouveaux patrouilleurs hauturiers brésiliens de la classe Amazonas. Les essais se sont déroulés du 2 au 5 juin au large de San Pedro, à 160 km à l’est de Rio de Janeiro. Pour l’occasion, le drone a été doté d’une boule électro-optique L3 Wescam MX-10, d’un système de guerre électronique SAGE ESM et d’un radar PicoSAR fournis par Selex, ainsi que d’un récepteur AIS (système d’identification automatique des navires). Via différentes manœuvres, l’engin sans pilote a pu faire la démonstration de ses capacités en matière de surveillance maritime, de renseignement, de détection, d’identification et de suivi d’objectifs.



Alors que Schiebel espère convaincre le Brésil d’adopter son UAS (Unmanned Aeriel System), le Camcopter S-100 est actuellement mis en œuvre par la marine française et son homologue italienne au travers d’expérimentation de longue durée où l’engin est employé depuis des bâtiments pour des missions opérationnelles. Dans sa version maritime, le drone autrichien a également été testé par les garde-côtes néerlandais, les marines allemande et espagnole, ainsi qu’en Russie, en Inde et au Pakistan.

MOSCOW, June 12./ITAR-TASS/. Russia and Brazil did not manage to finalize a contract on supplies of Pantsir-S1 (NATO’s reporting name: SA-22 Greyhound) surface-to-air-missiles before beginning of World Cup-2014, though both countries are interested in signing the agreement, head of the federal service on the military-technical cooperation Aleksander Fomin said on Thursday.

“Apparently, we are not managing in time by the beginning of the championship, but we continue the dialogue with our counterparts, the project is in its active phase,” he said. “We hope to finalize this project this year.”

He continued saying the Brazil side had confirmed its interest in buying Panstir-S1 systems.

“Surely, our counterparts need those complexes,” the official said.

Among the tasks, Brazil named for buying the complexes, were security measures at international sports and cultural events, including the World Cup, which begins on Thursday.

“Our counterparts had to observe certain procedures, lice tenders, reasons for choosing a counterpart, the samples and so on. All those procedures have taken time, and most of them are being finalized now. We have been contacting actively, but, unfortunately, the contract is not in place yet.”

Pantsir-S1 is a short to medium range ground based air defense system, wheeled, tracked or stationary with two to three operators. Its air defense consists of automatic anti-aircraft guns and surface-to-air-missiles with radar or optical target-tracking and radio-command guidance. Its purpose is protection of civil and military point and area targets, for motorized or mechanized troops up to regimental size or as defensive asset of higher ranking air defense systems like S-300/S-400. It is produced by KBP of Tula, Russia.

The World Cup in Brazil will continue from June 12 through to July 13.

 Airbus livre à la marine brésilienne le premier EC725 construit localement




Le premier EC725 réalisé au Brésil et destiné à la marine de ce pays a été livré vendredi dernier. C’est ce qu’a annoncé hier Airbus Helicopters, dont la filiale locale, Helibras, est en charge de la production des machines à Itajubá, dans l’Etat de Minais Gerais. Représentant un investissement de 160 millions d’euros, la nouvelle usine comprend la chaîne d’assemblage final de l’EC725, des bancs d’essais, un centre d’ingénierie et des espaces de formation et d’entrainement.

A ce jour, les forces armées brésiliennes ont reçu 12 hélicoptères de ce type, soit 5 pour l’armée de l’air, 4 pour l’armée de terre et 3 pour la marine. Alors que les 11 premiers ont été réalisés en France par Airbus, la machine livrée vendredi dernier a été assemblée Itajubá avec l’aide technique d’une équipe hexagonale. Helibras va désormais monter en puissance pour produire les prochains EC725, l’objectif étant de générer le maximum de retombées sur l’économie locale. A ce titre, un accord a été signé avec 16 sociétés brésiliennes pour la fourniture de différents composants, représentant 50% de l'hélicoptère.



Lancé en 2008, le programme porte sur la livraison d’un total de 50 EC725, soit 18 pour les forces aériennes, 16 pour les forces terrestres et 16 autres pour l’aéronavale. Au sein de cette dernière, l'ultime évolution de la famille Super Cougar, dont le premier exemplaire est opérationnel depuis le printemps 2011, remplace progressivement l'actuel parc d'hélicoptères de combat, de transport et de sauvetage, constitué de 7 SH-3D Sea King et 7 AS332 Super Puma.

Brazil's ARES Aeroespacial e Defesa, a local subsidiary of Israel's Elbit Systems, is soon expected to be awarded a Brazilian Army contract to supply 5,000 of its MVR MARS RS multipurpose aiming reflex sight and TRISIGHT lightweight multipurpose x3 telescopic aiming sight.

A tender was issued in early 2014 but the exact numbers of each system have not been revealed.

The sights are branded as ARES Aeroespacial e Defesa products but come from Elbit Systems - ITL's portfolio. Production will eventually take place in Brazil.

TRISIGHT can be mounted in a standalone configuration or integrated with the MVR MARS RS sight.

Le Brésil modernise ses Lynx !



La marine brésilienne vient de confier à  AgustaWestland un contrat, d'une valeur de plus de 160 millions de dollars US pour la modernisation des huit hélicoptères Lynx Mk21A. Les activités de mise à niveau débuteront à la mi-2015 à l'usine d’AgustaWestland à Yeovil au Royaume-Uni, avec le premier hélicoptère prévu pour être livré au client à l'automne 2017. L’ensemble des huit hélicoptères devront être à niveau pour le début de 2019.

Amélioration du Lynx :

Les améliorations comprennent le remplacement des moteurs actuels avec une nouvelle motorisation Rolls-Royce/Honeywell  LHTC CTS800-4N qui équipent dorénavant les Super Lynx 300 britanniques. et la nouvelle version AW159. Le cockpit sera doté d’une nouvelle avionique avec écrans couleurs avec système de navigation par satellite, un nouvel ordinateur de gestion de mission et un système d'évitement de collision.

Embraer to partner with Saab on fighter jets for Brazil air force

Brazilian aircraft maker Embraer will partner with Sweden's Saab in the development and manufacture of 36 Gripen NG fighter jets for Brazil's air force, the two companies said in a press release Friday.

Embraer and Saab, which was awarded a $4.5 billion fighter-jet contract from Brazil late last year, signed a memorandum of understanding to partner in joint program management for the Brazilian air force's so-called F-X2 Project.

"Under this agreement, Embraer will perform a leading role in the overall program performance as well as undertake an extensive share of work in the production and delivery of both the single- and two-seat versions of (Saab's) state-of-the-art Gripen NG aircraft for the Brazilian air force," the press release said.

Indeed, two of the deciding factors in Stockholm-based Saab's successful bid were its commitment to sharing technology with Brazil and to producing most of the plane's parts in the South American nation.

The Brazilian government announced in December 2013 that it had chosen Saab to supply 36 next-generation fighter jets to replace its aging fleet of French-made Mirage 2000s.

Saab beat out France's Dassault Aviation and U.S. multinational Boeing in the bidding process, which was launched in 2001 but was postponed several times.

Embraer, the world's third-largest aircraft manufacturer, "will coordinate all development and production activities in Brazil on behalf of Saab and, in addition to its own extensive work packages, will participate in systems development, integration, flight tests, final assembly and deliveries," the press release said.

The two companies "will be jointly responsible for the complete development of the two-seat version of the Gripen NG."

Embraer and Saab also are discussing a strategic partnership for the future promotion and marketing of both the single- and two-seat versions of the fighter jet in other countries.

Assembly of the Gripen NG fighters in the South American country will create between 2,000 and 3,000 direct jobs and nearly 22,000 indirect jobs, according to Brazilian government projections. EFE

En visite officielle avant le sommet des pays émergents des Brics (Brésil, Russie, Inde, Chine et Afrique du Sud) à Brasilia, le président russe, Vladimir Poutine a signé plusieurs accords avec son homologue brésilienne, le 14 juillet.

L’un d’eux concerne la coopération militaire entre les deux pays, appelée à s’intensifier au cours de ces prochains mois, l’organisation, dès août, d’un exercice conjoint basé sur l’utilisation du système anti-aérien Pantsir S-1 (code Otan : SA-22 Grayhound), lequel intéresse les forces armées brésiliennes.

« Nous soulignons l’importance de la coopération en matière de défense et dans l’utilisation pacifique de l’énergie nucléaire. C’est pourquoi nous avons demandé à nos représentants d’accélérer les négociations pour l’acquisition de la part du Brésil de matériel russe de défense anti-aérienne », a déclaré Mme Rousseff.

« Nos pays sont parmi les plus grands du monde et ils peuvent ne pas être tranquilles, en plein XXIe siècle, s’ils dépendent de quelque chose. Des faits récents ont prouvé qu’il est essentiel que nous cherchions nous même l’autonomie scientifique et technologique », a encore affirmé Mme Rousseff.

Le président Poutine a quant à lui salué le Brésil comme étant « le plus grand partenaire » de la Russie en Amérique latine, en souligant que Brasilia et Moscou sont « unis sur les grandes questions internationales ». Et les deux pays, selon lui, vont « accroître leur potentiel industriel industriel, en particulier en ce qui concerne la technologie », dans le cadre d’initiatives conjointes.

Développé à partir des années 1990, le système Pantsir S-1 se compose d’un radar à balayage électronique d’une portée de détection de 36 km, de canons 2A42M de 30 mm et de missiles 57E6E, le tout monté sur un camion  KamAz-6350 doté de vérins pour assurer sa stabilité. Il peut atteindre simultanément 4 cibles évoluant jusqu’à 15.000 d’altitude à une distance de 20 km. Le Brésil a fait part de son intérêt pour un tel équipement en septembre 2013, avec l’idée d’en acquérir 18 unités pour 1 milliard de dollars.

Airbus Defence and Space has delivered the last of nine P-3 Orion anti-submarine warfare (ASW) aircraft modernised with new systems and avionics for the Brazilian Air Force (FAB). The aircraft has been ferried from Seville, Spain to Salvador de Bahía, Brazil, where it will be based.

The nine aircraft were acquired by the FAB from the US Navy in 2006, along with three more to be dismantled for spares, and were upgraded at facilities in Seville and Getafe, near Madrid.

In the aircraft Airbus Defence and Space installed its Fully Integrated Tactical System (FITS) and a completely new suite of mission sensors, communications systems and cockpit avionics. In addition, the aircraft engines and structures were updated, extending the fleet´s operational life for many years to come and providing Brazil with a modern and highly effective asset suitable for military and civic duties including anti-submarine, maritime patrol, search and rescue, and economic exclusion zone enforcement.

Under the terms of the contract, Brazil is benefitting from a comprehensive package of offsets including a range of industrial projects as well as training and research in the aerospace sector.

“This has been a large and complex programme and we are very proud of the work done in upgrading the Brazilian P-3 fleet. The FAB now has one of the most modern fleets in its class”, said Antonio Rodríguez Barberán, Head of Commercial for Military Aircraft with Airbus Defence and Space.

Airbus Defence and Space has modernised a total of 12 P-3 Orions, nine for the Brazilian Air Force and three for the Spanish Air Force.

Aviadarts 2015: le Brésil enverra ses pilotes en Russie

Des pilotes brésiliens participeront à la 2e édition du tournoi international de tir en avion et en hélicoptère Aviadarts programmé en Russie pour 2015, a annoncé mardi l'attaché militaire brésilien en Russie Marco Antonio de Freitas Coutinho.

"Cette année, nous avons reçu une invitation que nous avons envoyée au Brésil pour examen. L'an prochain, nous participerons sûrement à cette compétition", a indiqué M.Coutinho.

"Si le Brésil confirme sa participation, nous préférons utiliser des hélicoptères de fabrication russe", a ajouté l'attaché militaire.

M.Coutinho a hautement apprécié l'organisation du tournoi Aviadarts 2014 qui s'est déroulé dans les régions russes de Lipetsk et de Voronej. "C'était une belle occasion d'observer des professionnels au travail, de voir beaucoup d'aéronefs et d'évaluer leurs performances. J'ai surtout admiré le haut niveau professionnel des pilotes russes", a noté l'attaché militaire brésilien.

Le premier tournoi international de tir en avion et en hélicoptère Aviadarts s'est tenu du 22 au 28 juillet dans les régions russes de Voronej et de Lipetsk. 34 équipages russes, deux équipages chinois et deux biélorusses ont pris part aux compétitions. Les attachés militaires de plusieurs pays dont l'Inde, le Pakistan, l'Egypte et le Brésil ont suivi le déroulement du tournoi. En 2015, les organisateurs comptent élargir le nombre des participants.

WASHINGTON, Sep 9, 2014 - The State Department has made a determination approving a possible Foreign Military Sale to Brazil for UH-60M Black Hawk helicopters and associated equipment, parts, training and logistical support for an estimated cost of $145 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on September 8, 2014.

The Government of Brazil has requested a possible sale of 3 UH-60M Black Hawk helicopters with 8 T-700-GE-701C engines (6 installed and 2 spares), 12 M-134 7.62mm Machine Guns, 8 H765GU Embedded Global Positioning System/Inertial Navigation Systems, spare and repair parts, tools and support equipment, publications and technical data, personnel training and training equipment, U.S. Government and contractor engineering and technical support services, and other related elements of logistics support. The estimated cost is $145 million.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of Brazil, which has been, and continues to be, an important force for political stability and economic progress in South America.

Brazil needs these aircraft to fulfill its strategic commitments for additional search and rescue and internal security capabilities. This procurement will upgrade its air mobility capability and provide for the defense of vital installations and close air support for ground forces. Brazil will have no difficulty absorbing these helicopters into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The principal contractors will be Sikorsky Aircraft (United Technologies) Corporation in Stratford, Connecticut; General Electric Engines in Lynn, Massachusetts; and Dillon Aero Systems in Mesa, Arizona. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale may require the assignment of one contractor representatives to Brazil for a period of up to three years to support the fielding, maintenance, and personnel training.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

Second lot de Mi-35 pour le Brésil !



Moscou, la Russie va livrer le second lot d’hélicoptères Mil-Mi-35 commandé par le Brésil d'ici la fin de l'année, a annoncé samedi à Pretoria Sergueï Goreslavski, directeur général adjoint de l'Agence russe d'exportation d'armements Rosoboronexport.

"Nous nous sommes mis d'accord sur la date de livraison du dernier lot d'hélicoptères Mi-35 au Brésil. La Russie livrera les hélicoptères d'ici la fin de l'année dans le cadre du contrat signé en 2008", a indiqué M.Goreslavski, lors du salon international de la défense Africa Aerospace and Defence 2014. Dans un autre domaine, la Russie et le Brésil ont poursuivi leurs consultations sur la livraison de systèmes de défense sol-air russes de type Pantsir S1.

Au total, le Brésil avait commandé 12 hélicoptères pour un coût total de 150 millions de dollars. Ce second lot concerne les six derniers appareils.

Le MIL Mi-35M

Le Mi-35M est version modernisée du Mi-35 au niveau de l’avionique, de la motorisation (turbines Klimov VK-2500 de 2’400 chevaux), des capteurs (GOES-342 géostabilisé par exemple) et de l’armement (missiles anti-char AT-6 « Spiral », AT-9 « Spiral-2 » et AT-12 « Ataka », missiles air-air SA-18 « Grouse », canon bitube GSh-23V de 23mm) avec notamment des éléments communs avec l’hélicoptère de combat Mi-28N, comme son rotor et sa transmission. Le poids à vide de l’appareil est réduit à 8,09 tonnes augmentant ses performances. Le Mi-35M est proposé principalement à l’exportation.

Au Brésil le Mi-35 est nommé L'AH-2 «Sabre», il est déployé dans le district de Rondônia, car, selon la FAB, il permet d’accroître la présence militaire dans l'Amazonie. L'escadron a pour mission de lutter contre le trafic de drogue à la frontière et peur mener des missions CSAR, grâce à sa capacité de transport. Cet hélicoptère est l’un des plus performants déployé dans la région.

Boeing eyes possible Chinook helicopter sale to Brazil


WASHINGTON (Reuters) - The Brazilian Army has expressed interest in buying a handful of Boeing Co CH-47 Chinook helicopters, the company said on Wednesday, saying that it continued to view Brazil as an important partner for defense and commercial projects.

"We have had some early discussions about the Chinook with the Brazilian Army," Boeing spokesman Scott Day said, when asked about a potential CH-47 sale to Brazil. Day declined to give any details, but said the potential order was "not a large one."

Ties between the United States and Brazil are starting to recover from deep strains caused last year after documents leaked by former National Security Agency contractor Edward Snowden showed that Washington had spied on Brazilian President Dilma Rousseff and other world leaders.

After the incident, Roussef canceled a state visit to the United States and Brazil scrapped plans to buy Boeing F/A-18 fighter jets, but the Brazilian leader has since indicated she is ready to move on.

The State Department has already approved several other possible U.S. weapons sales to Brazil this year, calling the country "an important force for political stability and economic progress in South America."

The potential weapons deals include a $169 million deal for 16 AGM-84L Harpoon missiles, also built by Boeing; 40 upgrade kits for M109A5 self-propelled howitzers built by the U.S. unit of BAE Systems ; and three UH-60M Black Hawk helicopters built by Sikorsky Aircraft, a unit of United Technologies Corp , in a deal valued at about $145 million.

Day said Boeing viewed the Chinook discussions with Brazil as "pretty positive" and said the company believed the workhorse twin-rotor helicopters would provide the Brazilian army a lot of good capacity.

"We still view Brazil as a very important country for Boeing," he said.

Chris Raymond, vice president of business development for Boeing's defense division, declined to comment on the possible Chinook sale to Brazil after an event in Washington on Tuesday evening.

But he underscored the company's continued commitment to the Brazilian market, highlighting a broad partnership agreement that the company signed with Brazilian aircraft maker Embraer , and its decision to open an office in Sao Paolo.

Saab nears Gripen contract with Brazil


Saab is on track to sign a contract with Brazil to provide its air force with the Gripen NG multirole fighter, following the nation's selection of the type for a 36-aircraft purchase in December 2013.

Speaking on 23 October, chief executive Håkan Buskhe said an agreement should be signed “in the near future”.

“The negotiations with Brazil regarding Gripen NG (Gripen E/F) move forward according to plan, and the ambition is to reach an agreement in the near future,” Buskhe states, as part of the Swedish company's year-to-date financial results release.

On 18 December 2013, Brazilian defence minister Celso Amorim and air force commander Gen Juniti Saito declared Saab the winner of the F-X2 fighter contest. It was also announced that the negotiation phase would take 10-12 months to complete.

The acquisition will cost some $4.5 billion, with the purchased aircraft to replace retired Dassault Mirage 2000C fighters and a number of modernised Northrop F-5EMs. Deliveries are expected to start 48 months after the contract is signed, and will eventually reach a rate of 12 aircraft per year.

An option to supply Brazil a bridging fleet of existing Swedish air force Gripen C/Ds could also be included in the deal, following Brasília’s retirement of its Mirage 2000C/Ds at the end of 2013 and the need for an interim capability until the new-build Gripens enter service.

In July, a memorandum of understanding was signed by Saab and Brazilian manufacturer Embraer, whose absence had been noted last December when the Gripen selection was announced. “This is thought to further strengthen Gripen’s position in the market,” Buskhe says.

Brazil’s Gripens will be assembled at Embraer’s military factory and flight test centre in Gavião Peixoto, the company's chief executive Frederico Curado said in July.

Embraer will also play a role in developing the two-seat version of the Gripen NG, which would mark its first significant effort in designing and producing a new supersonic aircraft.

Defence and security company Saab has signed a contract with the Brazilian Federal Government (Ministry of Defense through the Aeronautics Command, COMAER) covering the development and production of 36 Gripen NG fighter aircraft for the Brazilian Air Force. The total order value is approximately SEK 39.3 billion. Saab and COMAER have also signed an Industrial Co-operation contract to deliver substantial technology transfer from Saab to Brazilian industry.

On 18 December 2013 Brazil selected the Gripen NG to be its next-generation fighter aircraft, through the F-X2 evaluation programme. Since then all parties have negotiated to finalise a contract. Today’s announcement marks the successful conclusion of that process.

Saab and COMAER have signed a contract for the development and production of 36 Gripen NG fighter aircraft, plus related systems and equipment. The programme comprises 28 single-seat and eight two-seat Gripen NG. The total order value is approximately SEK 39.3 billion.

Saab and COMAER have also signed a contract for industrial co-operation projects, including technology transfer to Brazilian industry, to be performed over approximately ten years.

There is already a long and successful history of industrial co-operation between our two countries, and this historic agreement takes that partnership to a new level”, says Marcus Wallenberg, Chairman of Saab’s Board of Directors.

The contract with COMAER for Gripen NG and the associated Industrial Co-operation contract will come into effect once certain conditions have been fulfilled. These include, among others, the necessary export control-related authorisations. All of these conditions are expected to be fulfilled during the first half of 2015. Gripen NG deliveries to the Brazilian Air Force will be undertaken from 2019 to 2024.

“The contract with Brazil validates Gripen as the most capable and modern fighter system on the market. It solidifies Saab’s position as a world-leading fighter aircraft producer and strengthens our platform for growth,” says Håkan Buskhe, President and CEO of Saab.

The contract with Brazil strengthens the ties between Saab and Brazilian industry. Embraer will have a leading role as the strategic partner in the F-X2 programme. As part of the technology transfer plan, Brazilian industry will have an important role in the development of, and be responsible for, the production of the two-seat Gripen NG variant for the Brazilian Air Force.

Brazil joins Sweden in becoming the launch customer for the next-generation Gripen, which shares the same smart design and innovative technology as today’s Gripen versions. Gripen aircraft are currently in operational service with the Swedish, Czech, Hungarian, South African and Royal Thai Air Forces, and also with the UK Empire Test Pilots’ School (ETPS).

The next-generation Gripen meets the market’s demand for a sophisticated and flexible combat aircraft with sustainable costs. The aircraft provides more thrust, extended range and endurance, expanded weapons capacity, new sensors including an advanced AESA radar, highly effective electronic warfare systems and multi-function communications.

The Gripen NG for Brazil and Gripen E for Sweden share all the attributes of the next-generation Gripen design, but are also tailored to each country’s specific national requirements. The commitments by Sweden and Brazil secure Gripen’s industrial and operational future into the 2050 timeframe.

La Russie et le Brésil signeront un contrat sur la livraison de missiles sol-air russes Pantsir-S1 en 2015, a annoncé mercredi à Jakarta Alexandre Khanov, directeur général adjoint du Bureau d'études de Toula (KBP).

"Nous œuvrons en ce sens. Tout dépend du client, pour le moment le contrat est en voie d'élaboration. Nous avons beaucoup de rencontres, d'entretiens, nos partenaires (brésiliens) étudient le système Pantsir-S1. A mon avis, la question sera réglée en 2015", a indiqué M.Khanov lors du salon international de l'armement INDO Defence 2014.

Pantsir-S1 (code de l'Otan: SA-22 Greyhound) est un système anti-aérien mixte qui combine un canon bitube de 30 mm d'une portée de 4 km et 12 missiles hypersoniques d'une portée de 1,2 à 20 km. Les missiles se déplacent à une vitesse de 1.300 mètres par seconde et sont capables de neutraliser les cibles aériennes les plus modernes (surtout les armes de haute précision). Les obus détruisent les cibles navales, terrestres ou aériennes à une altitude allant de 0 à 3 kilomètres. Le Pantsir-S est en mesure de frapper quatre cibles simultanément.

Comme pour être sûre de son acquisition, la Força Aérea Brasileira a signé avec Saab le contrat pour l’achat de 36 chasseurs Gripen NG, le vendredi 24 octobre, à la veille du second tour des élections présidentielles remportées de justesse par l’actuelle présidente Dilma Rousseff.

Aux termes de cet important contrat, curieusement signé en l’absence du ministre de la Défense, Celso Amorim, et de l’indéboulonnable chef d’état-major de la FAB, le général Juniti Saito (72 ans), le premier exemplaire d’avion du programme F-X2 (maintenant désigné F-39 Grifo) devra être livré en 2019 et le dernier en 2024. La mise en service opérationnelle du chasseur étant attendue pour 2022, soit presque une décennie après le retrait des chasseurs F-2000 (alias Mirage 2000 C).

Ce contrat englobe la formation complète des pilotes et des mécaniciens en Suède, le soutien logistique de l’industriel suédois (ainsi que de la force aérienne royale suédoise) de même que l’incontournable transfert de technologie au profit de l’industrie brésilienne, à propos duquel le flou reste savamment entretenu, autant à Brasilia qu’à São José dos Campos, siège de la société nationale Embraer, partenaire obligé de ce programme.

Mais la signature, en toute hâte et sans publicité, de ce contrat, à la veille d’une élection clé, entre la COPAC et la firme Saab par un simple général deux étoiles, le Brigadeiro do Ar José Augusto Crepaldi Affonso, soulève bien des questions. Et ce sont les parlementaires de la Comissão de Relações Exteriores e de Defesa Nacional (CREDN) de la chambre fédérale, qui vont se charger d’obtenir des réponses claires dans les jours et semaines qui viennent. Ils ont en effet convoqué pour cela le ministre Celso Amorim, le commandant de la FAB, le Tenente-Brigadeiro do Ar Juniti Saito, et le président de la COPAC, le Brigadeiro do Ar José Augusto Crepaldi Affonso, pour qu’ils expliquent comment le gouvernement a pu s’engager sur une telle décision précisément entre les deux tours des élections, et sans attendre la présentation du budget fédéral 2015 qui s’annonce très difficile, vu les circonstances économiques nouvelles auxquelles doit faire face le pays.

Échelonné sur cinq ans et plus ou moins arc-bouté sur une croissance économique envisagée de 3 % et un baril de pétrole oscillant entre 110 et 120 dollars, le budget d’acquisition du F-X2 va néanmoins se heurter à deux gros écueils. Premièrement la stagnation économique qui frappe rudement le pays, maintenant au bord de la récession, et puis surtout la brutale et importante baisse du prix du pétrole intervenue depuis l’été. Approchant les 110 dollars le baril en juin, il a aujourd’hui perdu plus de 27,50 dollars, soit très exactement plus du quart de sa valeur (référence WTI) ! Or, fort de ses nouveaux gisements pétroliers off-shore, le Brésil attendait tout de son or noir sorti des profondeurs de l’Atlantique, au large des côtes de l’Etat de Rio de Janeiro. A 80 dollars le baril, il ne faudra pas attendre des miracles en matière de revenus, ces recettes exceptionnelles permettant de régler les nombreux autres problèmes qui se posent à ce pays toujours émergent, notamment en matière de financement d’infrastructures, de santé et d’éducation.

Inquiets de l’éventualité de l’arrivée au pouvoir du candidat de l’opposition Aécio Neves da Cunha, autant le ministre de la Défense que le chef d’état-major de la FAB auraient-ils précipité la signature du contrat avec Saab ? Surprenant dans un pays où la hâte ne figure pas dans les habitudes gouvernementales.

C’est à la requête expresse des députés Rubens Bueno du PPS et Duarte Nogueira du PSDB — qui ne font pas partie de la coalition au pouvoir depuis douze ans — que la CREDN va tenter de savoir pourquoi la valeur finale du contrat signé avec Saab est passée en moins d’un an d’un montant de 4,5 milliards de dollars à 5,4 milliards. «Ceci représente une augmentation de 20 % par rapport au montant du contrat annoncé initialement par le ministre Amorim», a expliqué Rubens Bueno à la presse. Selon Duarte Nogueira, «la valeur de la transaction, selon ce qui a été révélé, a dépassé de 900 millions de dollars ce qui avait été annoncé par le gouvernement en décembre 2013». La FAB, de son côté, a nié que l’annonce de l’achat ait été influencée par le processus électoral.

Il reste que, au sein de l’équipe du perdant à l’élection présidentielle, Aécio Neves, très nombreux sont ceux qui se posent des questions sur les circonstances de la signature du contrat et sur les dépassements de coût. Tout comme sur la valeur technologique du choix fait par la FAB de l’avion suédois, qui était le moins performant des trois chasseurs encore en lice en 2013… Certains évoquent ouvertement les pressions d’Embraer, avant tout soucieux de ne pas voir l’interminable programme F-X2 venir contrecarrer le développement de son nouveau bimoteur de transport KC-390 et surtout son financement par le budget de la FAB !

Brazilian air force confirms Gripen acquisition numbers

A leading Brazilian air force figure has confirmed that 108 Saab Gripen NG multi-role fighters will be acquired for the force.

Following the announcement in October that a $5.8 billion contract had been signed for the first batch of 36 aircraft, an air force representative confirmed to the International Fighter conference in London on 18 November that the full requirement will be for 108 airframes.

The Gripen will initially replace Dassault Mirage 2000C fighters that have already been retired, and eventually the Northrop F-5EM and Alenia/Embraer A-1M aircraft that are still in service.

“We had in 2007 a feasibility study to imagine future scenarios,” the representative says. “They reached that final number based on the requirements for the future.”

The 108 will be delivered in three batches, and although it has not yet been decided how many of these will be single-seater and how many will be two-seater aircraft, under the terms of the October contract eight of the first batch of 36 will be two-seat variants.

Brazil has been in discussions with the US Navy regarding the ideal mix of single- and two-seater aircraft that the force needs, plus it has been talking to the South African air force, which also operates the Gripen.

“Our air force staff force is assessing again the number of one-seater to two,” he adds.

Fifteen of the first batch will be wholly built in Brazil, while the other 21 will be made by Brazilian and Swedish engineers.

In conjunction with Brazil’s national defence strategy released in 2008, which encouraged all defence contracts to favour local industry, 80% of the aerostructure contracts will be bid for by Brazilian industry, the representative says.

“We are comfortable to now say that the transfer of technology…is what we aimed for,” he adds.

Meanwhile, the Denel Dynamics A-Darter air-to-air missile that will be integrated onto the Brazilian Gripens will receive its final qualification “next week”, the representative says.

“This will be on the Gripens that we hope to have by 2019.”

The Gripen will also have the indigenous-built Mectron MAR-1 air-to-surface/air-to-air anti-radiation missile on board.

A Brazilian Army programme to buy one prototype 105 mm turreted gun system, with the option for a pilot batch of about 13 systems, is expected to attract bids from several international companies.

Interested firms have until late December to formally issue a proposal, a source close to the programme told IHS Jane's on 17 November.

The source said that so far ARES Aeroespacial e Defesa (incorporating a 105mm gun of Israel Military Industries), China North Industries Corporation (NORINCO), CMI Defence, Denel Land Systems, and OTO Melara have obtained the Request for Proposal (RfP) issued by the army on 7 November.

Brazil begins flight training on Gripen

The first two Brazilian pilots to undergo training for the Saab Gripen NG multirole fighter have completed their first flight on the type: a 50min training sortie conducted over the Baltic Sea on 19 November.

Capt Gustavo de Oliveira Santos and Capt Ramon Pascotto Fórneas – former Northrop F-5 and Dassault Mirage 2000 pilots – of the Brazilian air force have been training in Sweden at Satenas air base, where all Gripen training takes place, according to a statement from the service.

They flew the Gripen D variant and were accompanied by Swedish air force pilots. After take-off, an ascent was made to 35,000ft in 1.5min, before manoeuvres were carried out in order to meet the training schedule set by the Swedish air force.

Both pilots will spend six months training in Sweden and become the first Brazilian instructors for the Gripen E/F aircraft that were ordered by Brazil in October. Air force personnel have previously flown the Gripen prior to ordering the type, but Santos and Fórneas are the first that will be responsible for training other pilots for the force.

Three hours after landing, the pilots began to follow a new flight simulator training course, the Brazilian air force says. The main benefit of flying the Gripen as noted by the pilots was the aerodynamic advantage provided by the canards, it adds.

This first training flight was conducted the day after an air force official announced that the service plans to acquire an eventual total of 108 Gripens.

A first batch of 36 aircraft – including eight twin-seat examples – is covered by a $5.8 billion contract signed last month, and these will be delivered between 2019 and 2024. Speaking at IQPC’s International Fighter conference in London, an air force official said it has not yet been decided how many additional twin-seat aircraft will be included in the future batches.

Four industry teams have until mid-December to deliver offers to the Brazilian Army (Exército Brasileiro) for an initial tranche of 32 4x4 tactical armoured vehicles, following a request for proposals issued in October.

Italy's Iveco Defence Vehicles together with its Brazilian operation Iveco Latin America, Brazil's Avibras teamed with France's Renault Trucks Defense, BAE Systems Land Systems South Africa, and the United States' AM General teamed with Israel's Plasan are all set to participate in the competition.

A contract is scheduled to be awarded by the army's Department of Science and Technology during the first six months of 2015, with the first units expected to be inducted just six months after a contract is firmed. The package will also include nationalisation of vehicle production and delivery of training, spares, and logistics support services.

Iveco proposed the Light Multirole Vehicle (LMV); Avibras the Tupi, which is based on Renault Trucks Defense's Sherpa Light Scout vehicle; BAE Systems Land Systems South Africa the RG32LTV (Light Tactical Vehicle); and AM General and Plasan the MLTV-BR (Modernised LTV-Brazil). Those vehicles were earlier tested extensively in Brazil by the army's Evaluations Center.

The programme, known as VBMT-LR (Lightweight Wheeled Multi-Role Armoured Vehicle), is part of the service's Strategic Project Guarani and is to purchase a total of 186 lightweight multi-purpose armoured vehicles: an initial 32 and another 154 to be later bought in separate tranches of 77 each. The first 77 would be received as Complete Knock-Down kits for local assembly and second will be serial produced in Brazil.

The Brazilian vehicles are to include mine and ballistic protection, provisions for communications, and the ability to be outfitted out with 76 mm smoke grenade launchers, protected weapon mounts by Plattmounts, and an ARES Aeroespacial e Defesa REMAX (REparo de Metralhadora Automatizada X) remote weapon station that was developed for CTEx and can be armed with 7.62 mm or 12.7 mm machine guns.
