U.K., U.S. at Odds Over Saudi Deal


LONDON — British efforts to seal a major deal with Saudi Arabia for precision-guided bombs appears to be stalled by U.S. International Traffic in Arms Regulations (ITAR), according to sources here and in Washington.

The deal to sell Paveway IV weapons developed by Raytheon’s U.K. arm has been on the table since mid-2010, but the U.S. State Department has rebuffed British efforts to secure ITAR approval despite high-level intervention by the government here, the sources said.

News that the British and U.S. governments are at odds over the issue comes just days after a successful meeting in Washington between President Barack Obama and British Prime Minister David Cameron in which military and security cooperation were at the top of the agenda.

“It’s possible there was some discussion on the issue over the last few days in the sidelines of the visit,” said one Washington source.

The impasse over a deal that would involve selling an initial batch of more than 1,000 bombs to the Royal Saudi Air Force is causing friction between London and Washington and infuriating the Saudis, the sources said. Saudi Arabia is among America’s largest defense export markets, having recently signed a $30 billion weapons deal with the U.S.

The British weapon is initially intended for use on Tornado strike jets. If the weapon is cleared for sale to the Saudis, it would also be fitted onto the 72 Eurofighter Typhoons being delivered to the Saudis by BAE Systems as part of the Al-Salam program.

It is unclear exactly what technology security issues are blocking the deal. Saudi Arabia already operates earlier versions of the Paveway family. Raytheon announced in January 2011 that it had signed a $457 million deal with Saudi Arabia for the delivery of Paveways, but never specified which members of the Paveway family were involved in the deal.

Spokesmen for Raytheon and the British government’s export arm, the Defence Security Organisation, both declined to comment on the ITAR block by the U.S. government.

The Raytheon spokesman said, “we will have to refer you to the U.S. government.” A U.S. State Department spokesman was not immediately available to comment.

Official confirmation that the precision bomb sale was an issue came from Britain’s defense attaché in Washington, Maj. Gen. Buster Howes.

Asked at a conference in Washington, where he was speaking last week, whether there had been any movement with the State Department on the Paveway IV problem, Howes said, “I know there have been discussions ... but I don’t know if there has been any progress.”

A new U.K./U.S. Defence Trade Cooperation Treaty easing the flow of technology between the two sides is scheduled to be put in place at the end of this month.

The new weapon being offered to the Royal Saudi Air Force was developed by a team of U.K. and U.S. Raytheon engineers to meet a British Royal Air Force requirement to equip its jets with an advanced version of the Paveway system fitted to a 500-pound warhead.

Featuring laser and GPS guidance with the latest Raytheon-developed anti-GPS jamming equipment, the weapon entered service with the British Royal Air Force in 2008 and has been widely used by the RAF in Afghanistan and most recently in Libya.

The British announced last week that they were spending 60 million pounds ($95.1 million) to replenish stocks of the weapon, which is cleared for use only by the RAF’s Tornado GR4 strike jets, although integration of the bomb on the Typhoon is well advanced with an expected in-service date of September 2013.

Toujours d’après la radio suédoise, le projet codename "Simoun" existe depuis 2007 et il s'agit de plusieurs milliards € qui seront investis dans une usine de 35 bâtiments. Ceci est confirmé par Jan Erik Lövgren, directeur général adjoint de l'Inspection des produits stratégiques, une autorité responsable du contrôle des exportations militaires suédoises.
D'après des documents en possession de la radio suédoise le FOI a investis un équivalent de 170-225 millions d'euros, dont une grande partie va se retrouver chez les fournisseurs suédois. La construction de l'usine n'a pas été démarrée, mais des experts suédois sont déjà en Arabie Saoudite.

En 2011 les exportations d’armes suédoises vers l’AS ont atteint 330 Mio €

Lockheed Martin Missiles and Fire Control in Orlando, FL receives a $410.6 million firm-fixed-price contract for 95 Sniper advanced targeting pod and spares; 35 compact multiband data links; 70 infrared search and track (IRST) systems and spares; 75 IRST pylons; and data, in support of the Royal Saudi Air Force F-15S to F-15SA conversion. The F-15S already uses LANTIRN, and both of these systems offer considerable improvements over that existing gear. The 2 systems can even be combined, via a single underbody pylon that contains the Tiger Eyes and mounts the Sniper pod.

Lockheed Martin’s Sniper pod offers pilots advanced day/night ground surveillance and laser or GPS targeting. The version offered is not clear; the most recent variant is the USAF’s new Sniper-SE.

Lockheed Martin’s Tiger Eyes IRST is also a long-range surveillance tool, but one focused on heat emissions from aircraft. That gives fighters a non-radar surveillance option, which is useful on a tactical level and offers options against stealth aircraft. As a side benefit, Tiger Eyes provides classic LANTIRN capabilities like terrain following, and all-weather navigation. Work is to be completed by Nov 31/17. The Warner Robins Air Logistics Center at Robins AFB, GA manages this contract on behalf of its Saudi FMS client (FA8540-12-C-0012).

April 2/12: F-15S EW.

BAE Systems in Nashua, NH received a $366.5 million firm-fixed-price contract for 70 Digital Electronic Warfare Systems (DEWS) and Common Missile Warning Systems (CMWS) and spares; 3 DEWS/CMWS test stations and associated spares; and data. This effort is in support of the Royal Saudi Air Force F-15S to F-15SA conversion, and will improve the planes’ ability to be aware of and counter enemy radar threats. DEWS was picked by Boeing in 2008, as its future F-15 EW offering.

Work will be performed in Nashua, NH Work is to be complete by Nov 31/18. The Warner Robins Air Logistics Center at Robins AFB, GA manages this contract on behalf of its Saudi FMS client (FA8540-12-C-0013).

BAE Systems making progress on Saudi-Eurofighter talks


(Reuters) - British defence contractor BAE Systems said it was making good progress on talks with Saudi Arabia over changes to its order for 72 Eurofighter Typhoon jets but that an agreement on price had yet to be reached.

"Of the 72 aircraft contracted under the Salam programme the first squadron of 24 have now been delivered to the Royal Saudi Air Force (RSAF)," BAE said in an email sent to Reuters on Tuesday.

"In terms of the location of the final assembly of the last 48 aircraft, conversion to Tranche 3 and formalisation of price escalation, good progress has been made with budgets approved in December 2011 through the royal decree. Negotiations on price escalation will continue into 2012."

The Saudi royal decree, which was signed off at the end of 2011, releases some 1.5 billion pounds ($2.40 billion) on top of the existing programme commitment for a series of enhancements to the programme, BAE said.

The Salam deal, signed in 2007, is worth around 4.5 billion pounds.

Saudi Arabia's Defence Minister Prince Salman bin Abdulaziz is due to meet British Prime Minister David Cameron and Defence Secretary Philip Hammond in London later on Tuesday. Saudi Arabia is a key Arab ally and a major buyer of British-made defence equipment.

Abdulaziz is responsible for securing multi-billion dollar arms purchases, which have been used to cement Saudi Arabia's ties with the West. He is also seen as a possible candidate to one day rule the conservative Islamic kingdom.

Earlier this year two Western defence sources said Saudi Arabia, which placed a $29.4 billion order for new Boeing F-15 jets in late 2011, was in the early stage of talks to increase its Typhoon order by as many as 48 aircraft.

Changes to the BAE-Saudi deal could see final assembly of Saudi's remaining Typhoon jets moved from BAE's facility at Warton, Lancashire, in north England.

Conversion of the jets to a Tranche 3 variant will see new missile and radar technology added to the Typhoon.

Earlier this year BAE said talks with Saudi over changes to its order for 72 Eurofighter Typhoon jets would continue into 2012. The delay hit its earnings last year, which fell 7 percent.

Defence contractor BAE Systems said a contract to build 48 Typhoon aircraft in Britain for the Saudi Arabian air force had been signed but changes to the price of the deal had yet to be agreed.

The proposed changes — such as the creation of a maintenance facility in Saudi Arabia, the addition of new capability to some aircraft and the formalisation of price changes — could affect the price of the deal.

The Salam deal to build a total of 72 aircraft was signed in 2007 and is worth around 4.5 billion pounds, with the first squadron of 24 already delivered to the Royal Saudi Air Force (RSAF).

“The contract for the final assembly of 48 Typhoon aircraft in the UK has now been signed and final assembly has commenced at our Warton facility, discussions are ongoing with regard to the creation of a maintenance facility in Saudi Arabia and the formalisation of price variations,” BAE said in an email sent to Reuters on Tuesday.

Rencontre en mer Rouge avec le Yunbou

Le 23 mars, alors que le Dixmude et le Georges Leygues naviguaient en mer Rouge, une manoeuvre a été réalisée conjointement avec la Marine saoudienne. Le pétrolier-ravitailleur (PR) Yunbou a appareillé spécialement pour participer à cet échange entre les marines des deux pays. Un échange de cadets et d’officiers des différents bateaux a été organisé durant toute la journée permettant notamment à 4 officiers-élèves et à 1 officier du Dixmude de découvrir le bâtiment saoudien.

Ainsi, des officiers-élèves de la Mission Jeanne d’Arc et quelques officiers du bord se sont rendus sur le bâtiment saoudien tandis que nous accueillions, de même que le ''Georges Leygues'' quatre officiers du Yunbou à bord, où ils se sont restaurés avant de profiter d’une visite complète du BPC. Ils ont également participé à la conduite des opérations en passerelle. Un officier-élève marocain assurait la traduction du français vers l’arabe, et vice-versa, ce qui nous a permis d’assurer une très bonne communication et d’échanger pleinement avec ces marins.

Les membres du Dixmude et les officiers élèves ont également bénéficié d’une visite du bâtiment saoudien. Une journée d’échanges, mais aussi de dépaysement, notamment lors de la diffusion générale de la prière l’après-midi ! Ils y ont suivi le « preram » organisé dans l’après-midi entre les trois bâtiments, c'est-à-dire la manœuvre de présentation et le ravitaillement à la mer, durant laquelle les navires sont parfaitement alignés et sont reliés les uns aux autres par une ligne de distance. Le « Georges » et le Dixmude étaient placés de part et d’autre du Yunbou.

Des manœuvres croisées d’hélicoptères ont également été organisées. Le Panther du Yunbou a apponté sur le Dixmude tandis que l’Alouette III de l’escadrille 22S, embarquée à bord, se posait sur le PR saoudien.

Les relations avec l'Arabie Saoudite me réjouissent.. J'espère qu'on pourra aller de l'avant vers un vrai partenariat économique. Les deux pays sont des pays du Moyen-Orient. Mener des projets militaires en commun.

BAE Systems will deliver the DEWS/CMWS system to Warner Robins Air Logistics Center in Georgia under a Foreign Military Sale to the Kingdom of Saudi Arabia. The work will be performed in Nashua, N.H., Totowa, N.J., and Austin, Texas and is scheduled to be completed by November 2018.

LONDON, May 2 (Reuters) - British defence group BAE Systems said its chances of delivering profit growth in 2012 hinged on talks to finalise a fighter jet deal with Saudi Arabia, in a year marked by tight government defence budgets.

"Whilst little sales growth can be expected for the group in 2012 in the current market conditions, modest growth in underlying earnings per share is anticipated, assuming a satisfactory conclusion to Salam negotiations (with Saudi Arabia) in 2012," BAE, Europe's biggest defence contractor, said on Wednesday.

In 2007 Saudi Arabia signed a contract with BAE to buy 72 Typhoon aircraft, 24 of which have been delivered to the Royal Saudi Air Force. The Salam deal, as it is known, is worth around 4.5 billion pounds ($7.3 billion).

Earlier this month BAE said the contract to build the remaining 48 jets in Britain had been signed but changes to the price of the deal had yet to be agreed.

"Salam trading ... remains deferred until ongoing negotiations have been concluded," BAE said.

BAE, which is involved in the production of F-35 fighter jets and Astute class submarines systems, said the approval of the United States' 2012 defence budget had resulted in less disruption to the award of contracts than in 2011 but that delays to the approval of 2013 budgets were likely.

"Saudi contract negotiations must be successfully concluded given the importance of this to BAE as both an offset to declining U.S. land revenues and management's ability to do further buybacks," said Morgan Stanley analyst Rupinder Vig.

Shares in BAE were down 1.2 percent at 292.9 pence by 0810 GMT, valuing the group at 9.6 billion pounds.

BAE shares have fallen 10 percent in the last year, underperforming the FTSE All Share Aerospace & Defence Index by almost 18.5 percent.

BAE's rivals across the Atlantic last week reported improving earnings. U.S. peers Northrop Grumman, Boeing and Lockheed Martin reported better than expected first quarter results and made bullish noises about the year ahead.

Analysts expect BAE to post flat earnings before interest, tax and amortisation (EBITA) for 2012. The company reported EBITA of 2.02 billion pounds for 2011, a 7 percent fall on 2010.



EUROFIGHTER FIGHT

Earlier this year BAE's Eurofighter consortium lost out in the deal to supply 126 fighter jets to India, which chose France's Dassault Aviation, which makes Rafale jets, as preferred bidder. The setback came after Japan chose to buy 42 Lockheed Martin F-35 jets instead of the Eurofighter.

This leaves Oman and the UAE as the largest potential markets for the Eurofighter, both of which are significantly smaller than India and less certain to move forward.

The British arms maker said it had submitted a proposal to the government of Oman to sell it 12 Eurofighter jets with a five-year support, pilot and ground crew training package.

BAE last year launched a review into its shipbuilding operations, which could lead to the closure of one or more of its British dockyards. It cut 3,000 UK jobs last year, having shed 15,000 positions globally over the previous two years.

Hundreds of BAE workers are to stage a protest outside the company's annual shareholder meeting in London later on Wednesday as part of their campaign to save jobs.
