(Reuters) - The Iraqi government is seeking to buy 36 advanced F-16 fighters from the U.S., American military officials familiar with the request told the Wall Street Journal.
This move could help Iraq reduce its reliance on U.S. air power and potentially allow more American forces to withdraw from the country than had been proposed.
The F-16, made by Lockheed Martin Corp, is the most sophisticated weapons system Iraq has attempted to purchase so far.
Late in July, the U.S. Department of Defense had approved up to $10.7 billion in arms sales for Iraq, including a $2.16 billion sale of M1A1 Abrams tanks built by General Dynamics Corp.
The U.S. recently announced F-16 sales to Morocco and Romania. Those sales, each for roughly $100 million per plane with training, related equipment and support included, offer an indication of how lucrative the Iraq deal could be for Lockheed Martin and its suppliers.
Iraq now appears determined to significantly expand the air power of its military, which has become more competent and confident in recent months but depends heavily on the U.S. for air support.
Iraq quickly has become one of the biggest weapons buyers in the world as it seeks to strengthen and professionalise its fighting force.
No one was available at the U.S. Department of Defense for comment.

The source told "Shafaq News", that "the Defense Minister, Saadoun al-Dulaimi will visit Russia next month to put the final touches to the military contracts valued at $ 5 billion."
“Signing these contracts will be during the Prime Minister , Nuri al-Maliki’s visit to Moscow on the tenth of next October," noting that " senior Russian officials will be present in the meeting and it is possibly to discuss the Syrian crisis file."
The source said that "the military contracts will include Sukhoi and MiG aircrafts and Russian Mi helicopters as well as military equipments."
U.S. officials revealed earlier that Iraq will receive the first batch of American fighters, "F - 16" in September 2014.
Kurds leaders led by president of Kurdistan region, Massoud Barzani say that Maliki is awaiting the U.S. aircraft deal of F-16 to strike the Kurds, but Maliki denied this and said that Iraq doesn’t think of internal wars and will not allow firing one shot on the Kurds.
Barzani launched an attack last April on al-Maliki, saying that he did not commit to any promise made for the Kurds, noting at the same time that the Kurdistan informed Washington that it refuses to receive the F16 aircrafts as long as al-Maliki is in power.

Russia to sign $5-billion defense contract with Iraq

Russia may join the ranks of major importers of weapons to Iraq. During the visit of Iraqi Prime Minister al-Maliki's, a contract for $5 billion may be signed for the sale of MiG fighter jets, products of Russian Helicopters, anti-aircraft missile systems, armored vehicles and other weapons to the Middle Eastern country.
In Soviet times, Baghdad was one of the main buyers of the products of MIC USSR. After the war in the early 1990s, military and technical cooperation between Russia and Iraq was at a very low level. After the second US-Iraq war, Russia began supplying weapons to Iraq in larger volumes. Between 2008 and 2011 the new government in Baghdad purchased Russian weapons worth $246 million dollars. The bulk of the purchase was helicopters. In this same period, the actual deliveries of weapons and military equipment of U.S. production totaled $6.56 billion dollars, according to the director of the Center for Analysis of World Arms Trade (TSAMTO) Igor Korotchenko.
According to the Iraqi News Agency Shafaq, during the visit of Iraqi Prime Minister Nouri al-Maliki in Moscow scheduled for October 10, new contracts for the supply of arms and military equipment may be signed.
If the deal goes through, Iraq will be among five largest importers of Russian arms. According to the newspaper, contracts will be signed for the supply of the products of the pro RAC "MiG", "Helicopters of Russia, and "Tula "Instrument Design Bureau" in the amount of $4.3 billion dollars. It is assumed that Iraq would sell 30 Mi-28N combat vehicles and 42 anti-aircraft missile and gun complex "Shell-S1." Additionally, there may be new contracts for the supply of MiG-29M/M2, radars, armored vehicles and other weapons.
Until now, the main supplier of arms to Iraq was its main occupant - the USA. Baghdad has purchased from the U.S. military-industrial complex M1 tanks, F-16 fighter jets and other weapons for nearly $15 billion. The Americans supplying outdated weapons to Iraq at traditionally high prices - 36 old F-16 for over $5 billion dollars. In addition, Baghdad purchases equipment from the governments of other countries occupying Iraq. Ukraine supplies over $1.5 billion worth of weapons.
Last year, Russia has retained the second place in the world in terms of arms exports, selling weapons abroad for 11.3 billion dollars. Most likely, this year the country will also remain in second place with a total export at $13.293 billion, or 19 percent of the world supply. The main volume of shipments accounted for a very small number of countries that have the potential to negatively affect the front-runner position of Russia in the global arms trade.
In the next four years, in terms of the signed contracts, the leaders of Russian weapons import will be India, Venezuela, and Vietnam. "First place in the period from 2012 to 2015 in Russia's arms exports will again be taken by India with $14.3 billion dollars. In second place instead of Algeria will be Venezuela with $3.2 billion. Vietnam will be in third place," said Igor Korotchenko to the media based on the improved analytical predictions by TSAMTO. In the fourth place in terms of procurement of military goods from Russia is China with $2.8 billion followed by Syria with $1.6 billion.
The share of the top three importers of Russian weapons in the overall balance of supply abroad will be 62.43 percent, the share of the top five - 74.9 percent. The total volume of the Russian arms exports in this period is projected at $32.5 billion dollars. The emergence among the major buyers of Russian military equipment of Baghdad is unlikely, said the director of the Center for Analysis of World Arms Trade.
"Personally, I have serious doubts that Iraq will buy billions dollars' worth of our weapons. They will not be allowed to do it. Iraq's foreign policy is tightly controlled by the U.S., and no matter what they say, that Iraq broke away from America and left to float freely - it is not the case. Of course, there are some contradictions between the administrations in Washington and Baghdad. However, Iraq is tightly attached to the American war machine. In previous years, they purchased solely from the U.S. for the amount of over $6 billion. We sold for under $300 million dollars. The numbers speak for themselves. So I do not expect very large contracts. Even if Iraq wants to buy a large quantity of Russian weapons, America will be opposed to it," said Igor Korotchenko to "Pravda.Ru."
During the visit of Iraqi Prime Minister al-Maliki to Russia other issues in addition to the military contracts will be discussed. During the visit, the parties may sign a number of documents on the Russian-Iraqi inter-industry and investment ties. Relevant programs are being refined by the chambers of commerce of Iraq and Russia. Baghdad expects Russia's direct investment in Iraq at over $10 billion.

06:54 GMT, October 9, 2012 YORK, Pa. | BAE Systems received a $31.8 million foreign military sale contract to produce eight M88A2 Heavy Equipment Recovery Combat Utility Lift Evacuation Systems (HERCULES) for the Iraqi Army. HERCULES is the recovery system of choice for today’s 70-ton combat vehicles, cutting in half the number of recovery vehicles and personnel required to perform recovery missions in support of modern tank forces.
“BAE Systems is answering the need for a cost-effective, self-supporting, heavy recovery performance vehicle,” said Mark Signorelli, vice president and general manager of Vehicle Systems at BAE Systems. “HERCULES will provide the Iraqi military with a recovery vehicle that has been tested and proven to tow and hoist today’s heaviest combat vehicles.”
Key features of the M88A2 HERCULES include: improved power-assisted braking to enable the recovery vehicle to tow an M1A1 tank, increased horsepower, an improved electrical system, a modernized hydraulic system and a boom that enables the vehicle to lift an M1A1 turret. HERCULES has the lowest acquisition, operational and maintenance cost of any 70-ton capable recovery system. The M88A2 also provides unparalleled capability for recovering today’s heavy combat vehicles including the M1A1, M1A2, Leopard MBT, bridging systems and other medium to heavy weight vehicles.
The upgrade work will be performed by the existing workforce at BAE Systems operations in York, Pennsylvania and Aiken, South Carolina. The York facility will fabricate the new hulls for the M88A2 configuration and the Aiken facility will manufacture some of the parts for vehicles. Work is expected to begin in late 2013 and is anticipated to be complete in mid-2014.
This award brings the total value of U.S. Government contracts that BAE Systems has received for the HERCULES program to $1.4 billion. To date, more than 500 HERCULES vehicles have been fielded against an overall U.S. Army requirement of 748 vehicles. A total of 75 vehicles have been fielded to the U.S. Marine Corps.
In 2010, BAE Systems produced and delivered eight M88A2s for the Iraqi Army, bringing the total number of M88A2s the company has provided for Iraq to 16. Du coup, l’Irak, qui compte parmi sa population une majorité de chiites, se tourne à présent de plus en plus vers l’Iran, autre place forte de cet autre courant de l’Islam, même si cela peut paraître surprenant quand l’on songe que ces deux pays se sont livrés une guerre meurtrière au cours des années 1980.
Autre tendance que n’avait pas prévu Washington : le retour de la Russie en Irak, qui ne sera finalement donc pas une chasse gardée américaine. Par le passé, le régime de Saddam Hussein était un excellent client de l’industrie de défense soviétique. Et visiblement, ses successeurs ont l’intention d’en faire de même.
Ainsi, Bagdad vient de passer une commande de 4,2 milliards de dollars auprès de Moscou pour la livraison de matériels militaires. Aucun détail n’a été fourni sur la nature des équipements concernés, si ce n’est que le quotidien russe Vedomosti a avancé que 30 hélicoptères d’attaque Mi-28 NE ainsi que 42 systèmes de missiles sol-air courte/moyenne portée Pantsir-S1 font partie du lot. Il serait aussi question d’avions Sukhoï et MiG.
“Il est clair qu’on a surestimé l’influence des Etats-Unis sur l’Irak. Le gouvernement chiite de ce pays mène une politique de plus en plus indépendante à l’égard de Washington et s’oriente de plus en plus sur l’Iran”, a ainsi commenté, pour Ria Novosti, Rouslan Poukhov, directeur du Centre russe d’analyse des stratégies et technologies.
Toutefois, ces armements devront côtoyer des équipements d’origine américaine. Récemment, l’Irak a en effet commandé des avions de type F-16 et pris livraison d’une centaine de chars lourds M1 Abrams.
“En ce qui concerne l’achat d’armes, nous nous basons sur nos besoins. Nous achetons les armes dont nous avons besoin pour lutter contre le terrorisme” a expliqué Nouri al-Maliki, le Premier ministre irakien, actuellement en visite officielle à Moscou.
Par ailleurs, l’armement n’est pas le seul domaine concerné par le renouveau des relations russo-irakiennes. Celui de l’énergie figure également en bonne place. Ainsi, la compagnie russe Lukoil a obtenu un contrat de mise en valeur d’un gisement de pétrole situé à Qurna, de même que le groupe Gazprom Neft exploite le champ pétrolier de Badra, au sein d’un consortium.
“Les liens russo-irakiens dans le passé étaient très étroits et solides. Je suis sûr qu’il en sera ainsi dans le futur. Il y a une volonté des deux parties de développer et de renforcer nos relations” a commenté Nouri al-Maliki, à l’issue d’un entretien avec Dmitri Medvedev, son homologue russe.
Visiblement, la Russie, qui était opposée à l’intervention américaine en Irak, semble bien mieux traitée que la France, laquelle, partageant la même position, avait menacé d’user de son droit de veto au Conseil de sécurité des Nations unies. An agreement to buy the aircraft and 42 Pantsir air defence systems was reached during an official visit to the Russian capital by Iraqi prime minister Nouri al-Maliki, according to a report by the RIA Novosti news agency.
Iraq attempted to acquire an export version of the Mi-28A several years ago, but the deal was cancelled.
The Russian air force is the lone operator of the Mi-28, and plans to eventually field 200 of the type. The service has an active fleet of 64 N-model examples, as recorded by Flightglobal's Ascend Online Fleets database.
Russian Helicopters
Iraq traditionally purchased much of its military equipment from Russia, with roughly $30.5 billion having been spent over 30 years during the Soviet era. Its previous deals included around 1,000 fixed-wing aircraft and almost 350 helicopters, plus air-defence systems, ground vehicles and warships.
Among Baghdad's reasons for resuming orders are that the Iraqi armed forces are used to using Russian equipment, and a desire to diversify its weapons suppliers. Most of the aircraft ordered since Hussein's removal from power have been sourced from the USA.
It is also seeking to restore ties with Moscow due to instability in the Middle East, including civil war in neighbouring Syria and the international isolation of Iran.

The Iraqi government intends to buy Czech-made Aero Vodochody L-159 advanced trainer/light-attack jets, Iraq's Prime Minister Nuri al-Maliki said on Thursday in Prague after talks with his Czech counterpart Petr Necas, local TV reported.
"Further talks about purchasing the L-159 will take place on Friday between the Iraqi and Czech defense ministries," he said. Talks about an L-159 purchase between Baghdad and Prague have been underway for at least three years, acording to Defense Industry Daily.
The Czech government hopes to sell Iraq up to 24 of the jets, which Defense Industry Daily says are used aircraft which were operated for a short time by the Czech Air Force. Iraq used to operate the jet's predecessor, the L-39 Albatros.

| rien trouvé,mais faut compter avec 3/4 ans pour les livraisons,et les deals sont encore en phase de finalisation pour inclure aussi des Mig29. mais je m´attend a ce que Moscou fera tout pour livrer vite et en temps,car ils s´attendaient pas a revoir cet ancien client pris pour perdu aux US,donc priorité 1 _________________ | |

The Iraqi government intends to buy Czech-made Aero Vodochody L-159 advanced trainer/light-attack jets, Iraq's Prime Minister Nuri al-Maliki said on Thursday in Prague after talks with his Czech counterpart Petr Necas, local TV reported.
"Further talks about purchasing the L-159 will take place on Friday between the Iraqi and Czech defense ministries," he said. Talks about an L-159 purchase between Baghdad and Prague have been underway for at least three years, acording to Defense Industry Daily.
The Czech government hopes to sell Iraq up to 24 of the jets, which Defense Industry Daily says are used aircraft which were operated for a short time by the Czech Air Force. Iraq used to operate the jet's predecessor, the L-39 Albatros.

15:14 GMT, October 15, 2012 "I am glad I can announce that we have agreed upon delivery of 28 pieces of L-159 to Iraqi Air Force," Czech Defence Minister Alexandr Vondra said at the press conference held at the end of talks with his Iraqi counterpart.
Both Minister of Defence of the Republic of Iraq Sadoon Al-Dulaimi and Minister of Defence of the Czech Republic Alexandr Vondra informed the media immediately after their return from the Aero Vodochody Company, the manufacturer of L-159 ALCA (Attack Light Combat Aircraft). Also Prime Minister of the Republic of Iraq Nouri Al-Maliki visited the Aero company and participated in static and flight demonstrations.
Iraqi Prime Minister Nouri Al-Maliki with his delegation met first with the Czech Prime Minister Petr Necas at the beginning of their visit on 11 October 2012, and confirmed ongoing interest in defence cooperation with the Czech Republic.
Negotiations on the delivery of L-159, which lasted two years, will significantly contribute both to defence capabilities of Iraq and will help introduce this type of aircraft to other markets, added Minister Vondra.
Defence ministers also discussed possible delivery of new small arms from the Ceska Zbrojovka Uhersky Brod to Iraq and Czech offer to modernise T-72 tanks of Iraqi Armed Forces.
