(Reuters) - The Iraqi government is seeking to buy 36 advanced F-16 fighters from the U.S., American military officials familiar with the request told the Wall Street Journal.
This move could help Iraq reduce its reliance on U.S. air power and potentially allow more American forces to withdraw from the country than had been proposed.
The F-16, made by Lockheed Martin Corp, is the most sophisticated weapons system Iraq has attempted to purchase so far.
Late in July, the U.S. Department of Defense had approved up to $10.7 billion in arms sales for Iraq, including a $2.16 billion sale of M1A1 Abrams tanks built by General Dynamics Corp.
The U.S. recently announced F-16 sales to Morocco and Romania. Those sales, each for roughly $100 million per plane with training, related equipment and support included, offer an indication of how lucrative the Iraq deal could be for Lockheed Martin and its suppliers.
Iraq now appears determined to significantly expand the air power of its military, which has become more competent and confident in recent months but depends heavily on the U.S. for air support.
Iraq quickly has become one of the biggest weapons buyers in the world as it seeks to strengthen and professionalise its fighting force.
No one was available at the U.S. Department of Defense for comment.

BAGHDAD – The Iraqi army continued on its path toward a more professional and capable Army when IA armor students fired their first main gun shots while training on the U.S. Army’s main battle tank, the M1A1 Abrams at the Besmaya Combat Training Center located east of Baghdad, March 21.
The Iraqi army purchased the 140 Abrams tanks through the Foreign Military Sales Program from the United States and they are scheduled to be delivered by August 2010. The purchase of this sophisticated tank will greatly improve the Iraqi army’s capability to defend the country and defeat its enemies. The M1A1 tank is a vast improvement over the old Soviet-era tanks still in use by the IA.
In preparation for operating and maintaining these tanks, the Iraqi army students have been in training with their coalition forces counterparts and the Military Professional Resource Incorporated civilian instructors at Besmaya range since, Jan. 24.
Each student is trained in a variety of skills on the Abrams including how to drive, load, fire and perform basic maintenance. To be proficient in all areas of the Abrams the students will rotate between the four different positions on the M1A1 to learn the different skills needed to run the tank. Previously Iraqi soldiers were only trained on their primary position and knew little to nothing about the other soldiers’ skills.
“We teach them the basics of tank maintenance, how to shoot, move, and communicate” said William Dunbar, the MPRI tank team manager. “Once they finish the training, these students will be the subject matter experts for the IA.”
Another big difference in the training of the tank crews is the inclusion of a fourth man in the tank. Previously the Iraqis used the Soviet-designed T-72 which incorporated an auto loader that would load a new round after every fire. The M1A1 does not use an auto loader, instead relying on a crewman to load the rounds.
“The Iraqis show lots of potential, and with this training they could be really good,” said Staff Sgt. Joseph Romano, from St. Petersburg, Fla., a non-commissioned officer and instructor in the Multi-National Support Team - Center. “What they need now is repetition to build muscle memory.”
The Iraqi students’ training will be broken up into two phases. Currently they are in the first phase of their training in which they learn from the coalition soldiers and contracted instructors. In the second phase of the training the students will take the role of the instructor and will train a new group of Iraqi army soldiers in the use of the Abrams tank. This is a train the trainer concept important to the IA especially with coalition forces leaving Iraq in the near future.
“This is about more than selling and buying tanks,” said Brig. Gen. Steven Salazar, commander of the Joint Headquarters Army Advisory Training Team, while speaking to the coalition soldiers instructing the students at Besmaya. “This is about building the relationship between the coalition forces and the Iraqi army.”

- First rounds Downrange for Iraqi M1A1 Tank Program
BESMAYA, Iraq — The Iraqi M1A1 Abrams tank training program recently conducted its first live fire exercise at the Besmaya Combat Training Center.
At 2:45 pm on March 21, 2009, Iraqi Army Sgt. Ashraf Hamid Jasim a noncommissioned officer from 5th Battalion, 36th Regiment (9th IA Division) fired the first armor-piercing Sabot round from his tank’s 120mm main gun. He scored a center of mass direct hit on a moving target at 2,000 meters. “Moving targets are difficult to hit in the T-72 tank. This was a piece of cake because the GPS made the target seem very close. I lazed, got my aiming point and shot,” Ashraf said.
Students fired six main gun engagements at both stationary and moving targets on Range 2. Target engagements ranged from 1,100 meters to 2,200 meters. Under the watchful eye of their instructors and Master Gunners from Fort Knox, Ky., the students safely conducted the live fire exercise under both day and night conditions. Additionally as part of the exercise, the students engaged simulated troop targets downrange with the 7.62mm machine gun.
The 42 day course is the initial phase of a program designed to train Iraqi soldiers on the M1A1 tank. Students are from the current Iraqi Armor School and the 9th IA Division. Most of these initial 28 student-instructors will become the cadre assisting in the training of future Iraqi M1A1 tank crews. The Iraqi Army is scheduled to receive the first set of M1A1’s in 2010.
Student morale has been high and the soldiers are excited about being part of such an historic event.
The training program includes a comprehensive overview of the M1A1’s capabilities, to include bore sighting the main gun, methods of target engagement, fire commands, and tactics. In addition, the students are taught maintenance procedures and conduct driver’s training. “There is no comparison between the T-72 and M1A1” said driver Abbas Abdulamir, when he was asked to compare the driving of the two tanks.
The students will complete the live fire gunnery phase of the course on Saturday, March 28 and a graduation ceremony will take place on Monday, March 30, 2009.

WASHINGTON (Reuters) - Iraq wants to buy an initial squadron of Lockheed Martin Corp F-16 fighter aircraft this year to help guard against perceived threats from Iran and Syria after U.S. forces leave, the head of the Iraqi Air Force told Reuters on Tuesday.
Lt. Gen. Anwar Ahmed said he hoped to sign a contract for 18 advanced F-16s as the centerpiece of billions of dollars Iraq is expected to spend on arms in coming years.
"This is very important to us," he said in a telephone interview while visiting Washington. "It is a priority."
Provided funds are made available by Iraq's Parliament, he said his goal was to acquire up to 96 F-16s through 2020. He cited the F-16C/D Block 50/52 models now being produced for Poland, Israel, Greece and Pakistan.
"We need this aircraft for defense of our country," Ahmed said. He mentioned Iran as a potential threat along with Syria, which he said has been a gateway for "terrorists" aiming to destabilize the government of Prime Minister Nuri al-Maliki.
If the funds are freed and a deal is wrapped up this year, the first two Iraqi-piloted F-16s would be patrolling Iraqi skies by 2012, he said.
By that time, all U.S. armed forces are due to have left Iraq under a bilateral pact negotiated last year.
The Iraqi Air Force chief said the initial F-16 squadron would cost roughly $1.5 billion, including logistics, spares and pilot-training plus a trainer fleet of 15 T-6A Texan aircraft built by Hawker Beechcraft Corp.
FOLLOW-UP TALKS
Ahmed, 54, said he had met a U.S. Air Force team in Baghdad on March 18 to discuss F-16 purchases and held follow-up talks with Pentagon officials on Tuesday.
So far, he said, U.S. officials supported Iraq's push to acquire the F-16, one of the world's most advanced multirole fighters and a powerful symbol of ties to the U.S. military.
A spokesman for the U.S.-led Multinational Security Transition Command-Iraq, which advises the Iraqi Defense Ministry, did not immediately respond to a request for comment.
The potential sale was a government-to-government matter, said Joe Stout, a spokesman for Lockheed Martin, which has delivered more than 4,400 F-16s worldwide.
U.S. reviews of possible arms sales can take a year or more. They involve the departments of State and Defense as well as Congress and weigh power balances, technology security and other thorny issues.
Iraq's push to buy the fighter jet could spark concern about advanced arms in the hands of a country still facing major internal challenges.
Ahmed, who took over as Air Force commander on January 1, said Maliki and Iraq's defense minister, Gen. Abdel Qader Jassim, were solidly behind the acquisition of the F-16.
"In the future you leave our country," he said in imperfect English. "You must have some aircraft like the F-16 in the country."
Ahmed was to attend the third Iraq Aviation and Defense Summit, an industry conference taking place outside Washington on Wednesday and Thursday to highlight Iraq's procurement plans.
Asked whether the Iraqi Air Force would be ready to defend the country by 2012, he said it would take more time. Among other things, Iraq would have to first acquire an air defense system, more fighter jets and complete the buildup of its ground forces, he said.
"I can't give you a specific timeline" for when Iraqi forces would be capable of defending the country on their own, Ahmed said.
About 20 Iraqi Air Force cadets were being trained in the United States, including pilots, control tower technicians and logistics experts, with plans to boost this number over coming years.
So far, the U.S. Congress has been notified of potential arms sales to Iraq totaling nearly $9 billion, including the M1A1 tank by General Dynamics Corp, light armored vehicles from various contractors, armed reconnaissance helicopters from either Boeing Co or Textron Inc, and Lockheed's C-130J cargo aircraft.
The majority of the deals have been developed over the last two years, said Charles Taylor, a spokesman for the Pentagon's Defense Security Cooperation Agency, which administers U.S. government-to-government arms sales.

A formal request for proposal is due out next month to provide long-range radars to Ali Base, Iraq, to help Iraqis detect incoming air traffic and provide the capability for "air defense, air sovereignty and an air picture for the military or government," said Maj. Jim Josephson, the 350th ELSG Iraq program manager.
The long-range radars' reach would extend to an area of about 200 miles that covers the southern sector of Iraq -- including the country's southern tip, the Persian Gulf, Saudi Arabia and Jordan.
The data taken in by these radars will be provided to the Iraqi sector operations center from the long-range radars, will provide an added layer of situational awareness.
"Data from the long-range radars will be overlayed together to provide a better picture to the air operations center," the major said.
The radars will eventually be linked to a nationwide command and control infrastructure project known as the Iraqi air force information infrastructure project. I3P would serve as the backbone for information flow, permitting Iraqi air bases to communicate with aircraft and Iraq's air operations center.
The Iraqi air force already has an air operations center in place, which Major Josephson likens to a command and control hub. The long-range radars and their companion sector operations centers function as the spokes that eventually feed data right back to the air operations center.
"It's similar to what we do in the U.S. Air Force with regional command and control operations that provide a distant air picture to the air operations center," the major said.
"The program could have as many as three to four (radars) -- that's fulfilling the plan and not part of the acquisition strategy at the moment," Major Josephson said. "We can only strategize for that we have funding for."
Currently the only radars in place are those owned by the United States. According to Major Josephson, they are mobile and were designed to be temporary from the start. These radars are used to support the Air Force's functional mission as part of Operation Iraqi Freedom.
The equipment would be purchased as part of an overall effort to modernize the Iraqi air force's command and control structure that is being managed by Multinational Security Transition Command-Iraq.
The contract for the radars and operations center is expected to be awarded before September 2009, with a possible extension until 2012.

Les ambitions de la chasse irakienne
Alors que se tenait, il y a quelques semaines, à Washington, le “Third Iraq Aviation and Defense Summit” (IADS), on en sait désormais un peu plus sur les ambitions irakiennes concernant la réorganisation de sa chasse.
Bagdad souhaite acquérir un escadron de chasseurs F-16 et débuter la formation de ses pilotes avant la fin de l’année, afin que les appareils et leurs pilotes soient opérationnels dès 2012. L’objectif est de disposer d'une centaine de F-16 Block 50/52 à l'horizon 2020.
Le coût de ce premier escadron et l’acquisition d’une douzaine de T-6A Texan, pour la formation initiale des pilotes, sont évalués à 1,5 milliard de dollars. Des T-6A Texan pour lequel Raytheon a proposé la version AT-6B, qui permet aussi de mener des missions de lutte anti-insurrectionnelle et d’appui-feu. Le dossier semble avancer rapidement depuis la venue, à la mi-mars, à Bagdad d’une équipe de l’US Air Force chargée de finaliser le dossier. La signature officielle concernant ce premier escadron pourrait intervenir avant l'été.
Bagdad veut maîtriser son espace aérien
Afin de garantir l’intégrité de l’espace aérien irakien, l’acquisition de systèmes sol-air figure parmi les priorités de la shopping-list de Bagdad. Des systèmes pour lesquels rien ne serait encore décidé, malgré un fort lobbying américain, car les Irakiens n’auraient pas définitivement écarté l’hypothèse de diversifier leurs approvisionnements auprès de fournisseurs européens.
Washington s’apprête à émettre un Request for Proposal portant sur la fourniture de radars à longue portée, destinés à être déployés sur la base irakienne d’Ali située au sud de Nassiriya (ex-base aérienne de Tallil). Cette notification est attendue dans les semaines prochaines et un contrat pourrait être signé avant la fin de l’été. Ce programme qui, dans un premier temps, devrait porter sur trois ou quatre radars, permettra à Bagdad de disposer d’une couverture radar de quelques 200 miles au sud de l’Irak et sur le nord du Golfe. Les données devraient être être transmises à un centre régional et ultérieurement à une structure de commandement nationale développée à partir du centre d’opération aérien dont disposent déjà les forces irakiennes.
Ces radars doivent permettre de développer le réseau d’information et d’alerte de la future force aérienne irakienne. Si la mise en service de moyens d’interception constitue l’une des priorités de Bagdad, le déploiement de ses propres moyens radars constituent un élément clé de la restauration de la souveraineté irakienne sur son espace aérien, dont la surveillance militaires est actuellement assurée par des radars américains
L'ALAT irakienne monte en puissance
Outre l’achat de 24 hélicoptères EC635 Eurocopter, Bagdad envisage d’acquérir plusieurs dizaine de machines pour le transport et les missions navales. En attendant, l’armée de l’air irakienne s’apprête à prendre livraison, d’ici à la fin de l’année, des premiers 22 hélicoptères de transport Mil-Mi-17, acquis grâce à un programme américain FMS, qui iront s’ajouter à ceux du même type déjà en service. Même s’il aurait été plus logique, sur le plan financier, logistique et opérationnel, de continuer d’acheter des Mi-17 pour une meilleure standardisation du parc hélicoptères de transport...
Par ailleurs, l’Irak étudie la possibilité d’augmenter également son parc hélicoptères légers de reconnaissance armée par rapport au programme déjà en cours : actuellement, le nombre de Bell 407 commandés s’élève à 24, mais il est fort probable qu’il atteindra 50 machines.

| une centaine de F-16C/D Block50/52 d'ici 10, c'est gros comme nombre, les americains mettront barriére aérienne entre l'IRAN et l'Israel avec cette imense d'aresnal. |

| si l'Irak devient autonome et les US leur fournisse la centaine de block 50/52 et une couverture radar importante, il sera très difficile à Israel d'envisager une opération en Iran. Moi ce qui m'étonne c'est les délais, premier escadron opérationnel dès 2012 et 100 appareils d'ici 2020 soit 10 appareils par an pendant dix ans ! il ne fait aucun doute les américains veulent faire vite ... _________________ | |

| ils ont tjs du retard ce TTU,les F-16 font bcp de bruit dans le congress,ca ne passera pas facilement pour Baghdad,le syndrome iran79...ca negocie dure sur la facon de le faire passer sans le risque de laisser tomber des viper+ dans les mains des mollah |

TAJI, Iraq – April 22 marked a milestone in U.S.-Iraqi relations with the transfer of the 5,000th M1114 HMMWV to the Iraqi Security Forces, helping them to be more equipped to provide the safety and security the people of Iraq need.
The M1114 Transfer Program employs over 521 Iraqi local nationals from across the country. This will help the Iraqi Security Forces will now travel safer in their efforts to provide greater stability and security to the people of Iraq. This program demonstrates the cooperation and partnership between the U.S. Government and the Government of Iraq.
This two year program refurbishes M1114’s in accordance to the Inspect and Repair Only as Necessary standards. The IROAN process comprises three phases cumulating in painting the M1114 with the Iraqi Army and Iraqi Ministry of Interior color schemes.
Initially, the production goals were to deliver 200 vehicles in March 2008 and 400 vehicles per month from April 2008 onwards. TheM1114 Transfer Program goal is to deliver over 8000 M1114 HMMWV’s to the GoI by July 2009.
“The biggest success of the program was the way that the Iraqis can take the cast off parts and convert it to a viable, working vehicle ready to perform its mission,” said Elaine Bitsche, administrative contracting officer with DCMA. Bitsche has been in Iraq for the last 11 months and was glad to see the ceremony today before departing for California for her next assignment in Quality Assurance.
“It’s amazing how the Iraqi people are dedicated to this program. They take pride in their work and their dedication is outstanding,” Bitsche added.
Iraqi Army Maj. Gen. Muniem, Senior Electrical and Mechanical Engineering Officer and Brig. Gen. Mark Lacey GBR, deputy commanding general, Multi-National Security Transition Command - Iraq , were the keynote speakers and congratulated all those that worked on the project.
Lacey welcomed the guests and those that worked on the project. He mentioned that he has seen huge improvements in the security capabilities of the Iraqi Security Forces and that the up-armored HUMVEE is a significant step in that progress.
Those who worked so tirelessly on this project were recognized with certificates presented by Lacey and Muniem at the end of the ceremony.
The final transfer was performed when an Iraqi Army and a Police HMMWV pulled forward, side by side with decorations adorning the front of them. Two U.S. Soldiers got out and handed the keys over to the Ministry of Defense and Ministry of Interior representatives. These new vehicles are now ready to work for the good of Iraq.
