A Groton-based submarine crossed the Suez Canal Saturday and headed north to the Mediterranean Sea.

The defense department has repositioned ships in the central Mediterranean Sea, should they be needed to respond to the situation in Libya. The USS Kearsarge, USS Ponce and USS Barry remain off the Libyan coast.

A Navy spokesman confirmed Tuesday the route of the USS Providence (SSN 719) into the Mediterranean Sea, but said he could not discuss the details or assets being directed toward Libya, especially submarines.

The Los Angeles-class submarine traveled with the USS Enterprise carrier strike group. A destroyer, the USS Mason, also crossed the canal with the Providence, the spokesman said.

Navy orders two more littoral combat ships



The Navy’s Littoral Combat Ship program continued its shift into series production with the announcement Thursday that two more ships have been ordered.
The announcement follows by less than three months the previous award of two ships on Dec. 29.
Under the new contracts, Lockheed Martin received a $376.6 million contract modification to build the yet-to-be-named LCS 7. Based on the steel-hull design of LCS 1, the ship will be built at Fincantieri’s Marinette Marine in Marinette, Wis. The work is expected to be completed by April 2016.
Austal USA’s deal is for $368.6 million for LCS 8. Austal builds its LCS 2-class all-aluminum ships at Mobile, Ala., and work on that contract is expected to be completed by October 2015.
The contract awarded Dec. 29 to Lockheed for LCS 5 was for $437 million, while Austal’s LCS 6 contract was for $432 million.
The contracts are far below the congressional cost cap of $480 million for LCS ships. Sean Stackley, the Navy’s top acquisition official, said at the time of the December contract award that the average per-ship target price for Lockheed ships is $362 million, with a goal of $352 million for each Austal ship.
Congress on Dec. 21 approved the Navy’s request to buy more ships of each design, shifting from the earlier plan to choose a single type. The Dec. 29 contracts to each shipbuilding team were for one ship, paid for with 2010 funds, with options for nine more. The March contracts are the first options to be exercised, and are funded under the 2011 continuing resolutions, which continue programs that were in effect the previous year.
Fort Worth (LCS 3) was launched Dec. 4 at the Marinette shipyard. Austal plans to launch the Coronado (LCS 4) this year.
Freedom (LCS 1), commissioned in November 2008 as the first Lockheed LCS, is at its home port of San Diego undergoing an overhaul, according to the Navy. The Independence (LCS 2), the first of Austal’s breed, was commissioned in January 2010 and is undergoing tests and trials at Mayport, Fla.
The Navy intends to field a total fleet of 55 LCS ships

US Navy Satellite Prepares for Take-Off
The new US Navy joint tactical communications satellite, the TacSat-4, has arrived at Alaska's Kodiak Launch Complex and is undergoing final preparations for its scheduled launch.

TacSat-4 is a fourth-generation microsatellite designed to increase traditional satellite communications, supplying ten legacy ultra-high-frequency channels.

Unlike traditional satellites, TacSat-4 allows warfighters to use a regular handheld radio for communications while on the move.

The microsatellite will carry a payload sponsored by the Office of Naval Research (ONR) and developed by the Naval Research Laboratory (NRL).

The satellite is expected to be launched in May or June aboard a Minotaur IV rocket built by Orbital Sciences.

Lockheed Martin’s First Littoral Combat Ship Develops Cracks, Navy Says


Lockheed Martin Corp. (LMT)’s first new warship for operating close to shore developed a crack as long as six inches through its hull during sea trials, prompting a U.S. Navy investigation of the design.
The Navy is analyzing the crack to determine if changes are required for future Lockheed Martin hulls, Naval Sea Systems Command spokesman Christopher Johnson said yesterday in an e- mail. This includes reviewing “the design, construction drawings and welding procedures,” he said.
During a heavy-weather ocean trial on the USS Freedom in mid-February, he said, sailors discovered a six-inch horizontal hull crack below the waterline that leaked five gallons an hour. Inside the hull the crack measured three inches. It originated in a weld seam between two steel plates.
The ship returned to its home port in San Diego, avoiding rough seas, after the commanding officer judged the leak rate “manageable,” Johnson said.
Smaller cracks that indicated welding “defects” showed up in the welds of the vessel’s aluminum structure during sea trials last year, Johnson said in his e-mail.
Initial analysis of the second Lockheed-built vessel, the USS Independence, showed improved welding, he said.
A spokesman for Lockheed Martin, Keith Little, said the company “is working closely with the Navy to confirm the root cause” and has made all necessary repairs to the ship. “We are also supporting the Navy in additional testing along the hull to confirm this crack was an isolated anomaly,” Little said.
First of 55


The USS Freedom is the first of 55 Littoral Combat Ships planned. The Navy accepted the $645 million vessel in September 2008; its maiden voyages included drug seizures in the southern Caribbean and sea trials.
Steve Taylor, a spokesman for U.S. Representative Todd Akin, a Missouri Republican who is chairman of the House Armed Services seapower panel, said the Navy had not told the lawmaker or staff about the cracks issue. The problem was not disclosed by Navy officials during a March 9 subcommittee hearing on shipbuilding.
“Congressman Akin is very interested in any indication there are cracks or cracking,” Taylor said. “It is of interest to the committee.”
“This presents a new potential oversight issue for Congress,” said Ronald O’Rourke, naval analyst for the nonpartisan Congressional Research Service.
Johnson said in his e-mail that repair of the hull crack was completed March 12.
In 2005, the estimated cost of the Freedom was put at $215 million, according to CRS. Since then, cost estimates for the first two vessels have more than doubled.
Fatigue Analysis


Johnson said that several years ago the Navy conducted an “early fatigue analysis” on the Freedom that “identified high-stress areas” in the aluminum superstructure. The areas were fitted with instruments to collect data and to monitor for cracks.
Cracks showed up late last year in the predicted areas. The measuring instruments remain in place, and the Navy implemented some design changes to the superstructure “to correct high stress and fatigue issues,” Johnson said.
Lockheed, based in Bethesda, Maryland, and Marinette Marine Corp. of Marinette, Wisconsin, are working together on one model. It is based on a steel monohull and aluminum superstructure.
The other design is an all-aluminum trimaran being developed by the Mobile, Alabama-based U.S. subsidiary of Australia’s Austal Ltd. (ASB) and General Dynamics Corp. (GD) General Dynamics is providing combat systems designed at its Pittsfield, Massachusetts, facility for the Austal vessel.
Close-In Missions


Littoral Combat Ships are designed to operate closer to coastlines than existing surface vessels, such as destroyers, for missions such as clearing mines, hunting submarines and providing humanitarian relief.
The Navy on Dec. 29 awarded contracts for the construction of as many as 10 Littoral Combat Ships to each team.
The Lockheed Martin team received a $491 million contract that could be worth as much as $4 billion when all options are exercised. Austal won a $465 million contract that could reach as much $3.78 billion if all options are exercised.
Contracts for a second vessel each were awarded yesterday. Lockheed Martin received a $376 million job and Austal a $368 million contract.

US Navy Awards Austal LCS 8 Construction Contract

The U.S. Navy has announced a fixed price incentive contract for the construction of a fourth 127-metre trimaran Independence-Class Littoral Combat Ship (LCS Cool valued at USD$368.6 million.

This is the second ship awarded under Austal’s recently announced U.S. Navy contract for construction of up to an additional 10 Littoral Combat Ships to be appropriated in the following five years, with a total value in excess of USD$3.5 billion. Once commissioned, these 10 ships will join the Austal-built USS Independence (LCS 2) which was commissioned in January 2010.

Austal Chief Executive Officer, Andrew Bellamy, commented “The award of this ship allows us to continue the build up of our workforce, and reinforces the Navy’s need for these vital ships.”

This 10-ship contract will require Austal to more than double its U.S. workforce to approximately 3,800 employees in order to fulfill the contracts currently awarded.

Construction of LCS 8 will commence in January 2012 at Austal’s shipyard in Mobile, Alabama, where work is also underway on the following U.S. Navy and U.S. Army ships:

• Coronado (LCS 4), scheduled for launch in mid 2011;
• Spearhead (Joint High Speed Vessel (JHSV) 1), scheduled for launch in mid 2011 and delivery in December 2011; and
• Vigilant (JHSV 2), scheduled for launch in late 2011 and delivery in mid 2012.

Over the course of the next 12 months, Austal will commence the construction of LCS 6, the first vessel awarded under the LCS 10 ship block buy contract, and JHSVs 3, 4 and 5.

For the LCS and JHSV programs, Austal is teamed with General Dynamics Advanced Information Systems, a business unit of General Dynamics. General Dynamics is the ship systems integrator, responsible for the design, integration and testing of the ship’s mission systems.

US Navy to Decommission Amphibious Assault Ship




The US Navy will decommission its USS Nassau (LHA 4) amphibious assault ship on 31 March at Naval Station Norfolk, US.
The 835ft-long and 39,000t Tarawa Class amphibious assault ship was commissioned on 28 July 1979.
USS Nassau has been used for a variety of missions, from amphibious landings to humanitarian aid and disaster relief.
The assault ship is equipped with two 600lb steam turbine engines and is configured with two rolling airframe missile launchers, two 20mm close-in weapon system mounts, as well as a variety of other weapon systems.
The ship can carry a crew of 80 officers, 880 enlisted men and a 1,900-marine detachment, and is configured with a large flight deck for handling helicopters, V-22 Osprey, and AV-8B Harriers.

SAN DIEGO (AP) — A jet fighter's engine exploded and caught fire Wednesday as it prepared to take off from an aircraft carrier off California, injuring 10 sailors, the military said.
The F/A-18C Hornet was starting a training exercise when the accident occurred about 2:50 p.m. on the flight deck of the USS John C. Stennis, according to Cmdr. Pauline Storum.
Four sailors were flown to Naval Medical Center San Diego where they were in stable condition. The six others were treated for burn injuries on board the carrier. None of the injuries was life threatening, Storum said.
The pilot was not hurt.
The fire was quickly extinguished, and there was no significant damage to the ship, Storum said. The cause of the fire was under investigation.
Storum said the Hornet sustained at least a million dollars' worth of damage.
The Stennis is based in Bremerton, Wash., and was conducting qualification flights for pilots and crews about 100 miles off the coast of San Diego at the time of the mishap.
A Navy official designated in a news release as the contact for the story did not answer calls for further comment.
The aircraft was assigned to Marine Fighter Attack Training Squadron 101 based at Marine Corps Air Station Miramar.
The F/A-18C Hornet, which was used in Operation Desert Storm, is a fighter-attack aircraft that can carry air-to-air missiles and infrared imaging air-to-ground missiles

Ends nearly 32 years of service to U.S. Navy




NORFOLK, Va. (WAVY) - Over three decades of military service came to an end Thursday as the USS Nassau (LHA 4) was decommissioned at Naval Station Norfolk.
"Haul down the colors and secure the watch," was ordered by one U.S. Navy officer.
As crewmen from the amphibious assault ship disembarked the USS Nassau for the last time, the falling rain seemed appropriate for the occasion.
"This is not rain, these are tears," said Vice Adm. Peter Daily. "Tears because we're saying goodbye to a magnificent ship. Maybe a little bit before it's time."
In its 31 years of service, the Nassau carried Marines and sailors in support of military and humanitarian missions from Lebanon, Iraq and Haiti - missions similar to those carried out today off the coast of Libya and ashore in Japan in the aftermath of a devastating earthquake.
"We are witnessing a living clinic for why we need amphibious power in our Navy," said VADM Daily.
As the Navy retired the Nassau, her last commander reminded the audience that a ship, in and of itself, is nothing more than steel.
"Nassau was brought to life by people," said Captain Samuel Norton. "People have made Nassau Special."
People like Jim McGaha, who joined the ship about a year after she was commissioned in 1979.
"When I come on the ship that's one thing, said McGaha, "but I've not seen these guys in thirty years so that was reason enough to come back."
"Whether you're a sailor or Marine, you're a part of Nassau and you'll always be a part of the "Top Gator" team," said CAPT Norton.
As the decommissioning ceremony closed, one final pronouncement was made aboard the ship was made for all to hear:
"The men and women, both past and present that have served in Nassau gave her life for almost 32 years. Now as machinery is secured, the lights go dark, the hatches are closed and the last sailor goes ashore, her decks fall silent as she exhales her last breath and goes into history having proudly and faithfully served our nation."
The Nassau now heads to a facility in Beaumont, Texas, where it will stay in storage in case the Navy decides to reactivate the ship.

Huntington Ingalls Industries, America’s largest military shipbuilder, was previously a business sector of Northrop Grumman until effectively separating on March 31, 2011, in a spinoff.

“Our strategy,” said Mike Petters, president and CEO of Huntington Ingalls Industries, “is to better align our business with the U.S. Navy’s priorities and to continue improving our shipbuilding performance while meeting our customer commitments. Operating as an independent company will allow us greater focus and agility to accomplish these important objectives, which should create significant value for our shareholders.”

The Huntington Ingalls Industries name reflects the long-standing legacies of the two shipbuilding business divisions of the new entity: Newport News Shipbuilding and Ingalls Shipbuilding. Collis P. Huntington founded Newport News Shipbuilding in 1886, and Ingalls Shipbuilding was established in 1938 by the Ingalls Iron Works of Birmingham, Ala., a company founded by the Ingalls family.

“Incorporating the names of our founding families and legacy companies into our new enterprise will build upon our 125-year tradition of demonstrated commitment to quality, customer focus and building the best military ships in the world,” Petters said. “I am very excited about our future, about the strength and depth of our leadership team, and the skill and dedication of our shipbuilders.”

Work today at Huntington Ingalls includes the construction of the Gerald R. Ford-class aircraft carriers, the refueling and complex overhaul of Nimitz-class aircraft carriers, construction of Virginia-class submarines, submarine design and life-cycle management, as well as fleet services for naval ships all over the world. The company is also constructing San Antonio-class amphibious transport dock ships and an America-class multipurpose amphibious assault ship and has built 28 of 62 Arleigh Burke-class destroyers with long-lead materials awarded on the first two ships in the continuation of the program. Recently, the company was awarded a fourth National Security Cutter construction contract for the U.S. Coast Guard, with the third ship expected to be complete by year’s end.

The US Navy has plans to widen its activities in the Black Sea region by involving 14 countries in its envisaged military training drills this year.
The chief of the US European Command admiral James Stavridis said the marine operative-tactic corps would widen the activity area in the Black Sea region to include 14 countries, according to a Georgian media report.
The widening of the activity area aims to train partner states for the Afghanistan peace mission, the admiral explained in his testimony to US Congress.
About six countries surround the Black Sea including Russia, Ukraine, Bulgaria, Romania, Turkey and Georgia

SAN DIEGO — Maintenance work on the aircraft carrier George Washington was continuing March 30 in waters off Japan, more than a week after it left its berth in Fleet Activities Yokosuka to escape radiation detected by the ship’s sensitive equipment during a yard period.
But lingering worries about the failing Fukushima Dai-ichi nuclear power plant, some 170 miles north of Yokosuka, raise questions: How long can George Washington sustain its selective restricted availability (SRA) while underway? If Yokosuka isn’t available as a viable and safe yard, what other port in Japan and in the region can support a carrier that needs to finish its maintenance period? Would the Navy send its carrier out of the region, temporarily leaving the forward-deployed naval forces and return to stateside shipyardsin San Diego; Bremerton, Wash.; or Pearl Harbor, Hawaii?
For now, George Washington will remain underway to complete repairs and upgrades scheduled for the SRA, Navy officials said

The two occupants of a Navy F/A-18 Super Hornet died when the jet crashed about a half mile from NAS Lemoore in central California Wednesday. The Navy told various media outlets the aircraft was on a routine training mission prior to deployment. The crash happened just after noon. The plane went down in a field but it wasn't immediately stated what phase of flight it was in at the time. There was also no word about whether the crew tried to eject.



NAS Lemoore is about 40 miles south of Fresno in California's Central Valley and is home to fighter squadrons deployed on five aircraft carriers based on the West Coast. The two-seat version of the Super Hornet is designated as the F model and is not simply a training version of the type. Single- and two-seat F/A-18s are used operationally

This is the first year of a four-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract, with a total value of more than $165 million.
“The Mk 38 is the Navy's choice for superior self defense capability,” said Mark Signorelli, vice president and general manager of Weapon Systems for BAE Systems. “We’re proud to support the Navy as they continue to add Mk 38 guns to the fleet, ensuring significant protection against high-speed attack craft threats.”
The Mk 38 Mod 2 is a 25mm, remotely controlled gun system that provides the Navy with a lethal weapon to fulfill the critical role of ship self-protection. The system, with a range of more than 2,500 meters, is highly autonomous and is effective against multiple surface threats.
BAE Systems supports the program of record for 374 Mk 38 gun systems and has delivered more than 180 to the Navy over the past six years. Mk 38 guns are now installed on eight of the 12 planned ship classes in the Navy and U.S. Coast Guard.
Work on this delivery order will be performed at BAE Systems’ Louisville, Kentucky facility.
BAE Systems will display the Mk 38 gun in booth #1419 at the Navy League Sea Air Space Exposition April 11-13 at the Gaylord National Resort and Convention Center in National Harbor, Md

Northrop Grumman anticipates MQ-8B Replacement

Northrop Grumman executives have confirmed the US Navy’s first unmanned helicopter, the MQ-8B Fire Scout, is to be supplanted by a new airframe.

Though support for the MQ-8B will continue, development efforts have shifted decisively to a new airframe. The internally-developed replacement, called Fire X, first flew on 10 December.

"We saw signs that the military was looking for greater capability than the MQ-8B could do," said George Vardoulakis, Northrop Grumman’s Fire X Programme Manager, speaking at the Navy League’s annual Sea Air Space Exposition on 11 April.

The Navy, Fire Scout’s primary customer, has not formally issued a request for an upgrade, but such a request is anticipated as soon as FY2012.

Vardoulakis says Northrop Grumman began the search for a new airframe a year and a half ago, focusing on technical maturity, great endurance and high payload capacity. They settled on the Bell 407, a popular civilian helicopter and upgrade of the Army’s OH-58 Kiowa.

"We haven’t seen anything from the Navy yet, so that was our best guess," Vardoulakis says.

Northrop’s development of the Bell 407 dramatically expands the performance envelope of its predecessor, roughly doubling endurance and lifting capacity. The improved performance allows for new missions using the same equipment and sensor package as the MQ-8B, notably delivering supplies for ground forces far inland.
