La lecture du compte-rendu de l’audition devant la commission des Forces armées de l’Assemblée nationale des représentants syndicaux du personnel civil de la Défense peut révéler quelques surprises.

Ainsi, tel est le cas de la proposition faite par Yves Naudin, le sécrétaire général de la Fédération ministérielle CFTC du personnel du ministère de la Défense et des établissements et structures connexes. A la fin de son intervention, ce dernier a évoqué l’idée que l’entretien des sous-marins nucléaires d’attaque de l’US Navy se fasse à Toulon.

« Afin de donner du travail dans le bassin d’emploi de Toulon, pourrait-on reprendre l’idée d’un entretien des sous-marins nucléaires d’attaque américains dans le seul port méditerranéen à pouvoir assurer la sécurité nucléaire, plutôt que de voir ces navires mouiller trop souvent à Cannes (où la sécurité dans ce domaine n’est pas forcément la meilleure de Méditerranée) ? » a ainsi demandé M. Naudin.

« M. le vice-président Philippe Vitel (ndlr, de la Commission Défense et des Forces armées de l’Assemblée nationale), approché par notre syndicat toulonnais et notre fédération dès 2007 ainsi que l’état-major de la marine et DCNS trouvent tous l’idée très bonne. Pourquoi ne pas l’avoir reprise dans la loi de programmation militaire ? » s’est-il interrogé.

Pour Guy Teissier, le président de la Commission, la réparation des SNA de l’US Navy « relève d’une décision souveraine ». Mais comme Paris a réintégré le commandement militaire intégré de l’Otan, cela devrait « plutôt inciter l’administration américaine à faire procéder à ce type de réparations en France ».

D’ailleurs, sans même attendre ce retour dans l’organisation militaire intégrée de l’Alliance atlantique, l’US Navy avait déjà confié l’entretien de bâtiments à l’arsenal de Toulon, notamment avec l’USS La Salle, qui était, en 1999, le navire amiral de la VIe Flotte. Et dans les années 1960, des travaux y avait été effectués pour accueillir les porte-avions de la classe Forrestal.

Quoi qu’il en soit, l’idée semble bonne puisque le député Philippe Vitel a indiqué en avoir fait part à l’amiral commandant la VIe Flotte, il y a quelques semaines, « en présence du vice-amiral d’escadre Yann Tainguy », à l’occasion d’un colloque d’anciens élèves de l’Ecole navale américaine qui s’est tenu à Toulon, où, d’ailleurs, sont basés les SNA français .

« Je vais aussi prochainement en discuter avec le président de DCNS, M. Patrick Boissier » a-t-il promis. « Peut-être serait-ce à cette société de faire une proposition à la marine américaine » a-t-il conclu.

INDIANAPOLIS, Oct. 24, 2011 /PRNewswire/ -- The U.S. Navy’s Naval Air Systems Command has awarded Raytheon Company (NYSE: RTN) a contract valued up to $83 million to produce LAU-116B/A missile launchers. The contract includes a $7.3 million firm-fixed-price delivery order for production through December 2013 and includes two one-year options.

The launchers are used on Navy F/A-18E/F and EA-18G aircraft. They provide the structural and electrical interfaces that enable the aircraft to carry and launch missiles such as the AIM-120 Advanced Medium-Range Air-to-Air Missile (AMRAAM), the AIM-7 Sparrow and the AIM-9X Sidewinder. The launchers will be built at the Raytheon Technical Services Company LLC (RTSC) facility in Indianapolis.

“These missile launchers are an important part of America’s military arsenal,” said RTSC Customized Engineering and Depot Support Vice President Wayne Iurillo. “They are reliable and cost-effective, and we take pride in meeting the Navy’s needs for this and other vital equipment on time and on budget.”

The P-8A Poseidon successfully launched the first MK 54 torpedo during a test event in the Atlantic Test Range Oct. 13.

“The P-8A is advancing along a rigorous test schedule,” said Tony Schmidt, P-8A assistant program manager for Test and Evaluation. “The success of the first separation test of the MK 54 moves us one step closer to delivering the P-8A to the fleet on time.”

By using the Mission Computing and Display System aboard the P-8A, allowed the launching of a single torpedo from P-8A test aircraft, T-3, at 500 feet above water.

“It was a good flight and the systems worked exactly as expected,” said Lt. Larry Malone, P-8A Integrated Test Team pilot.

Unlike other platforms, the tactician performs the separation of stores and weapons from the P-8A.

“Though a large part of the team was not on the flight, the work done by the engineers, range support, and the test conductor was key to the success of the test,” said Lt. Cmdr. Cecily Walsh, P-8A Integrated Test Team tactician, who praised the entire team for their part in the test exercise.

PMA- 290 conducted initial torpedo release tests to verify safe separation of the MK 54 weapon from the P-8A. Future testing will include delivery accuracy, weapon integration, and end-to-end test.

“Through this milestone, the Navy has proved the successful integration of the extensive capabilities of the MK 54 lightweight torpedo into this next generation maritime surveillance aircraft,” said Raytheon Integrated Defense Systems’ Kevin Peppe, vice president of Seapower Capability Systems. “Our MK 54 torpedo is the Navy’s tested and proven undersea warfare weapon, now arming the P-8 with a formidable capability to successfully execute anti-submarine warfare missions worldwide.”

In addition to the MK 54 lightweight torpedo, Raytheon also equips the P-8 with its AN/APY-10 maritime, littoral and overland surveillance radar.

WICHITA, Kan., Oct. 25, 2011 — Boeing [NYSE: BA] delivered the 12th C-40A aircraft to the U.S. Navy on Oct. 21. The Boeing 737-700 derivative was modified at the company’s Wichita facility for troop and cargo transport missions.

Boeing and Navy representatives marked the milestone with a ceremonial “passing of the key” at the Wichita facility before the aircraft departed for its home base at Naval Air Station North Island in San Diego.

Latest Virginia-class submarine to be commissioned Saturday

The newest Virginia-class submarine joins the fleet Saturday in a ceremony at the naval station in Norfolk, Va.

The ceremony will celebrate the historic milestone in the life of the submarine and recognize the hard work of the crew and the shipbuilders, Cmdr. Dana Nelson, commanding officer of the California (SSN 781), said Tuesday.

Electric Boat in Groton and Newport News Shipbuilding in Virginia take turns delivering the Virginia-class submarines. Newport News was responsible for the California, the eighth member of the class.

EB began working on the 13th Virginia-class submarine, the unnamed SSN 787, last month - the first time in 22 years that construction has begun on two submarines of the same class in the same year.

"As the guy who takes the ships to sea," Nelson, a native of Clinton, said, "it makes me very happy to have more of them."

Nelson described Virginia-class submarines as well laid out, easy to operate and very capable.

"Overall I'm very impressed," Nelson, who previously served on four Los Angeles-class submarines, said in a telephone call from the pier at the naval station.

California was built in 65 months, nearly nine months ahead of the contracted date. The USS Missouri (SSN 780), the seventh member of the class, was also built in 65 months, delivered by EB and commissioned last year.

EB's goal is to deliver the ninth Virginia-class submarine, the Mississippi (SSN 782) in March, at 61 months, and then build future submarines in five years. The christening for the Mississippi is scheduled for December in Groton.

After California's commissioning, the 137-man crew will stay in Virginia for training and the holiday break, then bring the submarine to Groton in early 2012, Nelson said. California will be homeported at the Naval Submarine Base in Groton.

The submarine will spend most of the next year at EB for maintenance and modernization before preparations begin for the first deployment. Nelson said the maintenance work is difficult and unglamorous, but the crew is ready for the challenge.

"We know it's one more milestone and step we have to take before the ship's first deployment," he said. "We're excited to be moving up to Connecticut. I'm sure we'll get a warm reception, and we're looking forward to working with the local community."

Nelson said he expects California to deploy in late 2013 or early 2014. The ceremony in Norfolk, which begins at 11 a.m., will be streamed live at [url=http://www.navy.mil.

First sea trial goes according to plan for future USS Fort Worth



The future USS Fort Worth recently completed its first set of sea trials on Lake Michigan, the first time the fast-moving littoral combat ship went full power on the open water.

The $480 million ship, the first naval combatant ever named for Fort Worth and only the third in a new class of vessels, was christened in December at the Marinette Marine Corp. shipyards in northern Wisconsin. Since then, it has been undergoing further work and testing, almost all of it dockside until this month, when the ship began its first round of operational testing from lead contractor Lockheed Martin.

And according to one of two men who will take command of the ship next year, the sea trials went swimmingly.

"She drives like a dream," said Cmdr. Randy Blankenship, who will command one of two crews that will staff the ship. "Without disclosing her speed, it was the fastest I've ever gone on a Navy ship."

Speed is a major ingredient of the littoral combat ship, a much smaller class of warfighter designed after 9-11 for flexibility, agility and shallow water close to coasts. Navy officials have said the ship's 100,000 horsepower can move it in excess of 40 knots, significantly faster than destroyers.

Conceived by former Navy Secretary Gordon England and a former chief of naval operations, Adm. Vern Clark, littoral combat ships are a major departure from the custom of building a deep-water ship around a weapon system. Instead, littoral ships are designed for multiple missions with varying mission packages that can be moved on and off quickly.

The Navy has committed to buying 20 more of the ships through 2015 with an eye toward a total purchase of 55. Half of the first 20 are to be built by a Lockheed Martin team and half from a team led by General Dynamics. The ships are radically different designs, though.

The future USS Fort Worth -- it cannot be formally called that until it is recommissioned in September -- underwent a full series of tests this month in Green Bay, Wis., and Lake Michigan. All the mechanical, support, communications, radar and power systems were tested, including everything but live weapons fire, said Joe North, vice president of littoral ship systems for Lockheed Martin.

"It would be kind of like if someone built you a new race car and you take it out to see if everything is working the way it is supposed to," North said.

Other than minor issues involving a few failed parts, the tests showed that the ship is ready, North said. "The speeds we saw were better than what we anticipated."
The USS Freedom, the first Lockheed Martin version, developed a crack in its hull on its first deployment, but officials said it was a welding problem, not a design flaw. The USS Independence, the first General Dynamics version of the littoral ship, has come under greater scrutiny by congressional critics because of significant corrosion problems with its hull.
Blankenship described the testing as "aggressive" and "fun."
"I'm very confident we're going to be sailing it on the Menominee River next spring," Blankenship said of the river that leads into Green Bay from the shipyards.
The 389-foot-long ship will undergo another round of tests in late November and is scheduled to be transferred to Navy custody in February. Blankenship's crew will take the ship out the St. Lawrence River in June, head into the Atlantic Ocean and around to the Gulf of Mexico for the Sept. 22 commissioning in Galveston

Scientists at the Naval Research Laboratory (NRL) hit a materials research milestone in the Office of Naval Research's (ONR) Electromagnetic Railgun program when they fired a laboratory-scale system for the 1,000th time Oct. 31.

"A significant amount of development has been coming out of NRL to support the program," said Roger Ellis, ONR's Electromagnetic Railgun (EMRG) program officer. "It's a key piece of making railgun successful."
The EMRG is a long-range weapon that launches projectiles using electricity instead of chemical propellants. Under development by the Department of the Navy (DON) for use aboard ships, the system will provide Sailors with multi-mission capability, allowing them to conduct precise naval surface fire support, or land strikes; cruise missile and ballistic missile defense; and surface warfare to deter enemy vessels.

"The weapon does all its damage because of its speed," said Dr. Roger McGinnis, program executive for ONR's Naval Air Warfare and Weapons Department, which oversees EMRG. Launched at 2 to 2.5 kilometers per second (4,500 to 5,600 mph) without using explosives, the projectile reaches its target at speeds that require only a small charge similar to that found in automobile airbags to dispense its payload, eliminating the objective through the inherent kinetic energy.
"EMRG will provide the Department of Defense with an advantage in future conflicts by giving troops the ability to fire weapons inexpensively against targets," McGinnis said.

As part of the EMRG development program, ONR and NRL co-funded scientists at NRL to build and operate a 6-meter long, 50 mm diameter railgun as a subscale experimental lab at the Materials Testing Facility (MTF). Researchers fired the first shot in March 2007. After improving the gun's sliding armature and rails, the lab has fired an average of 300 shots per year since 2008.

A railgun launches projectiles by generating magnetic fields created by high electrical currents that accelerate a sliding metal conductor, or armature, between two rails.

"The 1,000th shot is testing new ideas of how the armature interacts with the rails," said Dr. Robert Meger, head of NRL's charged particle physics branch, which conducts about 30 experiments annually on the railgun. Following each test firing, researchers dismantle the gun to examine all the components. They slice up the rails for further analysis under a microscope to reveal surface damage.

During the course of firing all 1,000 shots, NRL scientists have experimented with a variety of materials and geometries to determine which ones can withstand the metal-melting temperatures and pressures of shooting a 1.5-megajoule energy weapon. One megajoule of energy is equivalent to a 1-ton car traveling at 100 miles per hour.

"We've really explored a lot of territory," ONR's Ellis said. "When you couple what we're seeing in testing with what we're seeing in modeling and simulation, it results in some interesting barrel shapes that you wouldn't intuitively think about. Railgun barrels don't necessarily have to be round as in most conventional gun designs."

Since 2005, scientists have been working to increase the railgun's barrel life, muzzle energy and size. Ultimately, their work will help to produce a 64-megajoule railgun with a range of about 220 nautical miles.

"You really have to look at the course of our understanding from the first day they shot to the 1,000th shot today, and how much our understanding of the rail life has dramatically increased, and how much science we have applied to ensure that we're on the path toward a future fieldable system," Ellis said.

Materials science breakthroughs resulting from the test firings have given researchers confidence to transition new technologies to a scaled-up experimental launcher at Naval Surface Warfare Center Dahlgren,Va., which fired a world record setting 33-megajoule shot in December 2010.

The $2 billion USS Mississippi submarine will be commissioned in Gulfport on June 2, U.S. Rep. Steven Palazzo’s office confirmed today.

Palazzo’s office heard the news in a legislative meeting with the Navy today.

“It is wonderful news that Gulfport has been selected for the commissioning of the USS Mississippi,” Palazzo said. “My office has been working in coordination with (Navy) Secretary Ray Mabus and the Navy to ensure the Fourth Congressional District could host the commissioning of the USS Mississippi. Both Pascagoula and Gulfport were excellent options for the Navy.”

SEATTLE, Nov. 9, 2011 -- Boeing [NYSE: BA] on Nov. 3 received a $1.7 billion low-rate initial production (LRIP) award from the U.S. Navy for seven additional P-8A Poseidon maritime surveillance aircraft.

LRIP-II is the follow-on to an initial LRIP-I contract awarded in January to provide six Poseidon aircraft. Overall, the Navy plans to purchase 117 Boeing 737-based P-8A anti-submarine warfare, anti-surface warfare, intelligence, surveillance and reconnaissance aircraft to replace its P-3 fleet.

As part of the contract, Boeing will provide aircrew and maintenance training for the Navy beginning in 2012, in addition to logistics support, spares, support equipment and tools. The training system will include a full-motion, full-visual Operational Flight Trainer that simulates the flight crew stations, and a Weapons Tactics Trainer for the mission crew stations.

"This contract is the result of the Boeing and Navy team's hard work and commitment, and moves us a step closer to P-8A full-rate production," said Chuck Dabundo, Boeing vice president and P-8 program manager. "We've assembled and flown the first LRIP plane and continue to focus on building P-8A aircraft on cost and on schedule."

"LRIP-II brings the P-8A program one step closer to delivering the Poseidon to the fleet," said Capt. Scott Dillon, P-8A deputy program manager for the Navy.

Boeing completed assembly of the first LRIP-I aircraft at its Renton, Wash., facility this summer. The aircraft subsequently completed a successful first flight July 7, 2011, from Renton Field to Boeing Field, which marked its transition from fabrication and assembly to mission system installation and checkout in Seattle.

The Poseidon team is using a first-in-industry in-line production process that draws on Boeing's Next-Generation 737 production system. All P-8A-unique aircraft modifications are made in sequence during fabrication and assembly.

The team has built and is testing six flight-test and two ground-test aircraft under the U.S. Navy System Development and Demonstration contract awarded to Boeing in 2004. Four flight-test aircraft -- T1, T2, T3 and T5 -- are conducting testing at Naval Air Station Patuxent River, Md. The program's static test plane, S1, completed its test program in January. S2, the fatigue test plane, will begin testing next year. Initial operational capability is planned for 2013.

A derivative of the Next-Generation 737-800, the Poseidon is built by a Boeing-led industry team that includes CFM International, Northrop Grumman, Raytheon, Spirit AeroSystems, BAE Systems and GE Aviation.

The U.S. Navy will christen and launch dry cargo/ammunition ship the USNS Medgar Evers, Saturday, Nov. 12, 2011, during a 9 a.m. PST ceremony at the General Dynamics NASSCO shipyard in San Diego. The ship is named to honor civil rights activist Medgar Evers.

Secretary of the Navy Ray Mabus willdeliver the ceremony’s principal address. Serving as the ship’s sponsor is Myrlie Evers Williams, widow of the ship’s namesake. Theceremony will include the time-honored Navy tradition of the sponsor breaking a bottle of champagne across the bow to formally christen the ship.

Continuing the Lewis and Clark-class (T-AKE) tradition of honoring legendary pioneers and explorers, the Navy’s newest underway replenishment ship recognizes Medgar Evers(1925-1963), who became active in the civil rights movement after returning from overseas service in World War II.

Designated T-AKE 13, Medgar Evers is the 13th of an expected class of 14 dry cargo/ammunition ships, all of which will be operated by the U.S. Navy’s Military Sealift Command (MSC). Evers is being built by General Dynamics NASSCO shipyard in San Diego. Elevenof the T-AKEs are slated to serve as Combat Logistics Force (CLF) ships, and threeare slated to become part of the Maritime Prepositioning Force. Combat Logistics Force ships help the Navy maintain a worldwide forward presence by delivering ammunition, food, fuel and other supplies to U.S. and allied ships at sea. Currently all 11T-AKEs operating today conduct CLF missions.

Maritime Prepositioning Force ships are continuously deployed to strategic locations worldwide carrying U.S. Marine Corps cargo, which is ready for rapid delivery to Marines ashore if needed.

The first Navy ship named after Evers is the T-AKE 13. Aspart of MSC, T-AKE 13 is designated as a United States Naval Ship (USNS) and will be crewed by civil service mariners. For CLF missions, the T-AKEs’ crews include a small department of sailors. Like the other dry cargo/ammunition ships, T-AKE 13 is designed to operate independently for extended periods at sea and can carry two helicopters and their crews. The ship is 689 feet in length, has an overall beam of 106 feet and a navigational draft of 30 feet. Evers displaces approximately 42,000 tons and is capable of reaching a speed of 20 knots using a single-shaft, diesel-electric propulsion system.

NORFOLK ,Va. | Program Executive Office, Littoral Combat Ships (PEO LCS), delivered the first three unmanned surface vessels to the U.S. Navy's Riverine Group One, Nov. 1.

Known as MUSCL, the Modular Unmanned Surface Craft Littoral, is an X-class unmanned surface vessel, designed to reduce risk to manned forces and perform tedious and repetitive surveillance tasks.

MUSCL is a two-man portable craft with capabilities that include intelligence, surveillance, and reconnaissance missions that provide real-time monitoring of suspicious vessels, personnel, and activity along waterways, shorelines, and under bridges and piers. The units can be employed from Navy riverine assault or patrol boats.

Riverine Group One personnel will maintain and evaluate the three delivered systems for form, fit and functionality.

PEO LCS is leading system development, production, and delivery of the system in partnership with the Naval Surface Warfare Centers at Panama City, Fla., and Carderock Combatant Craft Division, in Little Creek, Va.

PEO LCS, an affiliated program executive office of Naval Sea Systems Command, provides a single program executive responsible for acquiring and maintaining the littoral mission capabilities of the littoral combat ship class, beginning with procurement, and ending with fleet employment and sustainment. PEO LCS designs, delivers and maintains the systems, equipment and weapons necessary to dominate the littoral battle space and provide U. S. forces with assured access to coastal areas.

WASHINGTON and LONDON - Britain has agreed to sell all of its 74 decommissioned Harrier jump jets, along with engines and spare parts, to the U.S. Navy and Marine Corps - a move expected to help the Marines operate Harriers into the mid-2020s and provide extra planes to replace aging two-seat F-18D Hornet strike fighters.

U.S. Navy's program executive officer for tactical aircraft, is overseeing discussions to buy the Harrier aircraft and their Rolls-Royce engines, Heinrich said.

A spokesman for the Ministry of Defence in London confirmed the Disposal Services Agency was in talks with the U.S. Navy for the sale of the Harriers. The deal had yet to be concluded, he said Nov. 11.

Britain retired its joint force of Royal Air Force and Royal Navy Harrier aircraft late last year in one of the most controversial moves of the defense reductions, which also cut the aircraft carriers that operated the jets, other warships, maritime patrol planes and personnel.

Most of the retired Harriers are stored at the Royal Air Force base at Cottesmore, England.

They have been undergoing minimum fleet maintenance, including anti-deterioration measures, in order to keep them airworthy, Heinrich said.

A spokesman for the U.S. Navy's Naval Air Systems Command declined Nov. 11 to comment on the deal, deferring to the British military.

An MoD source said Nov. 11 that he thought both deals could be signed in the next week or two. The MoD source confirmed that the entire fleet of 74 Harrier aircraft was involved in the sale.

Heinrich noted that payment details were the only outstanding issue on the parts deal discussions, and he said the purchase will give the U.S. Marines a relatively economical way to get their hands on key components to keep the Harrier fleet running.

Transport dock San Diego completes Navy trials

PASCAGOULA, Miss.—The amphibious transport dock San Diego—also called LPD 22—has successfully completed its Navy acceptance trials, Ingalls Shipbuilding said.

Shipbuilders will spend the next month putting the final touches on the LPD 17-class vessel to be delivered in mid-December, The Mississippi Press reported (bit.ly/sb7qSe).

San Diego will be homeported in its namesake city, joining USS New Orleans and USS Green Bay.

The San Diego completed a two-day sea trial on Thursday, the shipyard said Friday.

Sea trials test the ship's main propulsion, steering, communications suite and deck missions systems. Tests on anchor handling, ballasting/de-ballasting the well deck and ventilation systems were also performed at sea.
"It's amazing what 25,000 tons of steel can do sailing through the Gulf of Mexico," said Doug Lounsberry, vice president and program manager of the LPD 17 program.
The 684-foot-long vessel's primary mission is to transport up to 800 Marines, their fighting vehicles and aircraft.
It is the sixth in the LPD 17-class built by Huntington Ingalls Industries Inc.'s Ingalls Shipbuilding division.

ST. LOUIS, Nov. 22, 2011 -- Boeing [NYSE: BA] has received a $135 million contract from the U.S. Navy for engineering and manufacturing development of the F/A-18E/F Super Hornet Infrared Search and Track (IRST) sensor system.

The F/A-18E/F IRST system is a passive, long-range sensor that searches for and detects infrared emissions. The system can track multiple targets simultaneously and provides a highly effective air-to-air targeting capability. IRST allows the user to detect advanced threats, even those equipped with radar-jamming technology.

IRST is an important element of the U.S. Navy’s F/A-18E/F Block II Super Hornet Flight Plan – a series of planned capability enhancements that ensures the Super Hornet will continue to outdistance known and emerging threats over the coming decades. The IRST system is scheduled to achieve Initial Operating Capability in 2016.

“The F/A-18E/F IRST team shares an absolute focus on getting this new capability into the hands of the warfighter,” said Tim Adrian, Boeing F/A-18E/F IRST program manager. “We will deliver a powerful sensor that is fully integrated with the advanced system architecture of the F/A-18E/F, while ensuring that the IRST system provides affordable, supportable and interoperable capability for the Navy.”

Subcontracted to Boeing on IRST are Lockheed Martin [NYSE: LMT], which is producing the IRST sensor; GE Aviation [NYSE: GE], which is supplying the fuel tank assembly that will contain the sensor; and Meggitt Defense Systems Inc., Irvine, Calif., responsible for the unit’s cooling subassembly.
