Pakistan to buy German subs, ignore French



KARACHI: In a departure from the past practice of acquiring submarines from France, Pakistan will buy three German Type 214 submarines.

Walter Freitag, the chief executive officer of the HDW, the largest conventional submarine maker in the world, told The News on Tuesday in an exclusive interview at the IDEAS 2008 here that his company had finalised technical specifications with the navy to build three Type 214 submarines in Pakistan.

The commercial contract has been finalised up to 95 per cent, he said, hoping the final contract in this regard will be signed soon. This is the first time that a clear picture of the billion-dollar deal that the Pakistan Navy is expected to sign in coming months has emerged. Earlier, during mid-90s, the navy had selected three French Agosta 90-B submarines, which were in addition to the two acquired earlier. The deal had generated a lot of controversy at that time.

This time French firm Armaris had offered to supply Pakistan three updated single-hulled, diesel-electric submarines all-French version of the Franco-Spanish Scorpene boat equipped with air-independent propulsion, a deal totalling about $1.2 billion.

However, Walter Freitag said he did not see that kind of controversy enveloping this project perceived during the 90s. The Pakistan Navy understands submarines and ours are the best, he said, rejecting claims of competitors that the Greek Navy had rejected Type 214.

In the Hellenic Navys case, a neutral surveyor was appointed, who decided that the submarine was technically OK and ready for commissioning, he said. The HDW CEO said the Type 214 was technologically more advanced than those of competitors. We use higher grade steel material, which allows greater diving depth, he said. Also, we have fuel cell AIPs and can integrate Harpoons with the Type 214.

The first submarine would be delivered to the Pakistan Navy in 64 months after signing of the contract while the rest would be completed successively in 12 months. Walter Freitag stated that they would be using facilities at the Karachi Shipyard for building Type 214 and minimal upgrade would be required. He added that the Type 214 was 100 per cent German and there was no chance of embargo on it in any case.

Meanwhile, authoritative sources told The News that the decision to acquire Type 214 over the French submarine was made not only because the submarine was more advanced than the French Marlin, but also because many countries had deployed the Type 214 submarines, so there would be no issue of spares.

They said Turkey would be acquiring six Type 214s, South Korea had ordered six more in addition to three ordered earlier, Portugal had bought two, besides several bought by the German Navy. As such, supportability for the Type 214 for the next 30-35 years would not be a major concern.

A fighter jet of Pakistan Air Force crashed today during a routine operational training mission in eastern parts of the country, officials said.

"An F-7P Fighter Aircraft, while on a routine operational training mission, crashed near Esa Khel town" in Mianwali district of Punjab, a statement issued by PAF said.

The pilot of the aircraft ejected safely and no loss of civilian life or property was reported on ground, it said.

The cause of the crash was not known immediately.

A board of inquiry has been ordered by the Air Headquarters.

Accidents during training are a routine in Pakistan and several small aircraft have been damaged in the past.

But in 2006 seven women broke into one of Pakistan’s most exclusive male clubs to graduate as fighter pilots — perhaps the most prestigious job in the powerful military and for six decades closed to the fairer sex.

After three weeks’ basic airborne training, which included exit, flight and landing techniques, the new paratroopers completed their first jump on Sunday and were given their “wings” by the commander of Special Services Group, Major General Abid Rafique, the military said.

US Orders Talon IV EOD Robots for Pakistan

QinetiQ North America, Waltham, Mass., is being awarded a $7,772,646 firm-fixed-price contract for the procurement of Talon IV vehicles, spares and training. This contract will support Foreign Military Sales (FMS) to Pakistan (100 percent).

The Talon IV robot provides the military’s explosive ordnance disposal technicians with a man transportable capability to remotely perform reconnaissance.

Work will be performed in Waltham, Mass. (99 percent), and Pakistan (1 percent) and is expected to be completed by December 2013. FMS funding in the amount of $7,772,646 will be obligated at the time of award, and funds will not expire at the end of the current fiscal year.

This contract was synopsized via Federal Business Opportunities as a sole source procurement authorized under 10 U.S.C. 2304(c)(1) — only one responsible source will satisfy the needs of the agency.

The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division, Indian Head, Md., is the contracting activity (N00174-13-C-0018).

In the late 2000s the US Congress eased restrictions for Pakistan to upgrade their older aircrafts and purchase new Block 52 D and C aircraft.

According to the report, Chief of Air Staff Air Marshall Tahir Rafiq Butt said that the PAF received its last batch of F-16s recently and even now there are US Congressional clearances available for the provision of additional F-16 aircraft.

Butt said that with F-16s touted as an antiquated weapon in light of fourth generation aircraft being developed by the US, Russia and China, and recent purchases made by India, Pakistan only had the option of purchasing high-tech weapons system, the report added. (ANI)

Friday, August 16, 2013 - Karachi—Pakistan Navy has inducted two state of the art ATR-72 aircraft in its fleet to augment its effectiveness and enhance its operational flexibility and reah. An impressive induction ceremoy was held at PNS Mehran here today. Chief of the Naval Staff Mohammad Asif Sandila was the Chief guest on the occasion.

ATRs are modern and widely operated turboprop machines are equipped with state of the art Traffic Collision Avoidance system(TCAS) Auto Pilot, semi glass cockpit instrumentation and high efficiency 6 bladed propellers.

Average ground speed of the aircraft is 250 knots with an endurance of about 6 hours. the induction of these aircraft being considered as a giant leap forward in accelerating the capabilities of PN Arm, will provide a low cost solution to maritime operations at sea.

Speaking on the occasion Chief of the Naval Staff said “at sea we are entrusted with the added responsibilities of countering terrorism indcluding drugs, arms and human smuggling which has led to more focused maritime security operations.” These clear and present danger and present dangers demand a timely response and an enhancement in capabilities, in order to match the changing maritime paradigm. Pakistan Navy’s air arm is being transformed to remain at par with continual changing threat. Integration of Pakistan upgrade program(PUP), modified P3Cs and Z9 Ant Surface warfare helicopters in fleet operations, adddition of new warfare dimension of unmanned aerial vehicles as an established UAV Squadron and now the induction of ATR-72 are the steps towards the attachment of national objectives and international obligations. Veteran Naval Aviators, Pakistan Navy flg Officers and civilian and military dignitaries attended the ceremony.

Pakistan’s Prime Minister Nawaz Sharif has participated in induction ceremony of ‘PNS Aslat’, a multi-mission conventionally-powered frigate, in Karachi on Tuesday.

Continuing to enhance its fighting capabilities and maintain the minimum deterrence, the Pakistan Navy added the frigate being built in collaboration with China and two latest fast attack craft within a year reported.

Pakistan’s Oversized Submarine Ambitions


Before his last term ended abruptly in a 1999 military coup, Prime Minister Nawaz Sharif dreamed that Pakistan would become an “Asian Tiger,” comparable with the rising economies of Southeast Asia.

Pervez Musharraf and Asif Ali Zardari dashed those hopes: Islamabad is now US$58 billion in debt, and economic growth has slowed to a murmur. Nevertheless, Sharif has swept into power once again with an ambitious vision of Pakistan’s role in the world. “Undoubtedly, our foreign policy demands a brave revision” he told a national television audience in one of his first speeches as prime minister, without which Pakistan “could not become [one of the] Asian Tigers.”

That “brave revision” points in part to a robust naval modernization program, including a major push to revamp Pakistan’s fledgling submarine fleet. As a Muslim-majority country with a fully serviceable Navy (surface vessels, submarines and a naval air arm), the Pakistan Navy (PN) hopes to become “the guardian navy of the Gulf regions.” Haris Khan, a senior analyst at PakDef Military Consortium, an independent Tampa-based think tank, tells The Diplomat in an interview.

Pakistan’s desire for naval modernization is predicated on its sense of strategic position in the complex Indian Ocean region. “Pakistan needs and maintains a balanced navy that can and will play its role effectively and efficiently in the region.” Khan notes. The importance of that role is underscored by a stretch of maritime border at the mouth of the Gulf of Oman and the warm-water Gwadar Port, located just 250 miles from the Straits of Hormuz, a vital chokepoint through which 20 percent of global oil traffic passes daily.

Pakistan’s naval strategy is centered on a number of goals, such as deterring India, keeping sea lanes open to Pakistan’s Karachi port, and ensuring a “stable environment in the North Arabian Sea.” To that end, Sharif has promised that priority will be given to “critical projects,” including building and procuring new submarines and frigates, and constructing new naval bases at Turbat and Gwadar, Khan says. A large corps, with over 25,000 active personnel, including 3,000 Pakistani Marines and 1,000 Special Service Group members, gives Pakistan unique flexibility in conducting missions.

“Pakistan’s naval acquisition strategy can be seen largely as being proactive and innovative.” Khan says. It will need to be, not only to accomplish a host of ambitious regional goals, but to upgrade a submarine fleet in vital need of repair, the crux of the elite forces within the Pakistani Navy. “Two are French DCNS Agosta-70 which are being upgraded and three are AIP powered Agosta 90Bs. Two of the Agosta -90B were built and assembled locally at Karachi Shipyard and Engineering Works (KSEW),” Khan says. The submarines are equipped with French and German torpedoes, French SM-39 missiles and American harpoon missiles.

Although Defense Minister Tanveer Hussain promised that “all necessary resources” would be provided to enhance the Navy in an interview with the Associated Press of Pakistan this summer, being proactive and innovative has historically gotten the aspiring tiger into serious financial trouble.

Sharif’s plan faces familiar pitfalls. Former President Pervez Musharraf’s ambitious Armed Forces Development Plan (AFDP) envisioned a US$15 billion retrofit of Pakistan’s military by 2015, expanding the submarine fleet from eight to twelve. Since 2008, GDP has stagnated with an average annual growth rate of 2.5 percent, and Sharif was even forced to borrow another US$5 billion in his first days in office in a bid to prevent widespread blackouts.

Already a 2008 IMF deal forced the government to abandon a multi-billion dollar deal with Howaldtswerke-Deutsche Werft (HDW) for three U-214 submarines. A tentative US$6 billion deal with China to provide six diesel-electric submarines was also abandoned when Pakistan could not provide collateral. Although the plans are secret, with the Air Force’s AFDP shelved five years ago, “it would be safe to assume that Navy’s AFDP "had a “similar fate,” Khan says.

Pakistan’s domestic politics may present further complications for naval modernization. As noted above, lingering debt forced the government to agree to a fresh IMF bailout package, worth US$5.3 billion, in July. A recent suicide attack on a Christian church in Peshawar, which killed 73 people, underscored the difficulties Pakistan faces in quelling internal violence, even though Sharif has indicated a willingness to reach a settlement with the Pakistani Taliban. Although Pakistan faces other serious problems, including the worst energy crisis in its history, a school system in shambles and ongoing battles to control terrorism, losing control of the naval modernization drive could have precipitous consequences.

The Navy hopes that the creation of a nearly sixteen-ton fleet tanker will promote “greater self-reliance and the increased indigenization of defense equipment production,” Khan notes. But increased focus on that, and the establishment of the Naval Strategic Force Command (NSFC) under the care of the Strategic Planning Division (SPD)— the custodian of Pakistan’s nuclear weapons—may leave conventional submarine programs starved for both attention and funding.

This would be consistent with Pakistan’s long-standing goal of acquiring a sea-based nuclear deterrent to pursue an ambitious maritime strategy. According to Khan, since 2001 the Pakistan Atomic Energy Commission (PAEC) has been working on KPC-3, a project “to design and manufacture a miniaturized nuclear power plant for a submarine.” In the long term, that may help Pakistan do less with more. PAEC and the National Engineering and Scientific Commission (NESCOM) have been working on a miniaturized plutonium warhead, a naval version of the Babur land attack cruise missile, which will further enhance Pakistan’s deterrent capability.

But doing more with less will also require Pakistan to be more efficient with the money it has on hand. “Strategic management has been another focus for the PN.” Khan says, referring to Pakistan’s Navy. To enhance the quality of manpower and improve efficiency, the navy has commissioned a review of its entire organization, and will restructure it where it deems necessary. Sharif certainly has the vision to turn Pakistan’s navy around. Whether he has the willpower is another question.

Pakistan’s first indigenously built frigate to visit Turkish naval base

LAHORE - Pakistan’s first indigenously built F-22 frigate “PNS ASLAT” will be visiting Gölcük Naval Base in Turkey from 22 to 25 October 2013 and will participate in various harbour and sea exercises with the Turkish Navy.
PNS ASLAT was commissioned in Pakistan Navy on 17 April 2013 and is the fourth ship of SWORD Class Frigates added in Pakistan Navy inventory.
This warship is 123 meters long, displaces 3144 tons and can attain and sustain speeds of over 29 knots. It forms mainstay of Pakistan Navy surface combatants. Capable of operating independently or as part of a task force in multi threat environments, PNS ASLAT is equipped with state of the art weapons and sensors for anti-submarine, anti-surface and anti-air operations with comprehensive self defence capabilities.
According to news release by Pakistan Embassy in Ankara, this friendly sojourn by PNS ASLAT to Gölcük Naval Base, which is the main base of the Turkish Navy on the east coast of the Sea of Marmara in Gölcük – Kocaeli, will further strengthen existing bilateral ties. Reciprocatory visits of high level defence delegations, exchange training programmes and visits of naval units is a regular feature of Turkey-Pakistan defence relations. Turkish frigate F-496 TCG Gökova participated in AMAN-2013 naval exercise organised by Pakistan Navy from 4-8 March 2013.
The vessel is a multi-mission frigate and embarks a Z9EC-20 helicopter which enables it to conduct dedicated anti-submarine operations thus enhancing the ship’s operational range.
Commanded by Captain Ahmad Farooq, PNS ASLAT in its current deployment in the Mediterranean and Black Sea has already visited Port Sudan (North Sudan), Tripoli (Libya), Novorossiysk (Russia) and the next destination will be Jeddah, Saudi Arabia.

GUJRANWALA: Two pilots were critically injured when a Pakistan Army helicopter crashed near Gujranwala on Monday, Geo News reported.

According to the sources, the Army helicopter crashed in the fields near Gujranwala due to which two pilots were critically injured. They were shifted to Combined Military Hospital (CMH) for treatment, where one of them is said to be in danger.

JF-17 Co- project: Air Chief praises production capability

Air Chief Marshal Tahir Rafique Butt, Chief of the Air Staff, Pakistan Air Force visited Pakistan Aeronautical Complex, (PAC) Kamra on Wednesday and appreciated the production capability of the JF-17 Co-production project. The Air Chief was given a comprehensive briefing on the working of Pakistan Aeronautical Complex Board and its factories.

He also visited various facilities of the complex and lauded the valuable contributions of Pakistan Aeronautical Complex towards the aerial defence of the country by providing prompt support for various weapon systems of the PAF. He especially appreciated the production capability of the JF-17 Co-production Project. The Air Chief appreciated the milestones achieved by PAC Kamra and underscored their significance in the strengthening of the operational readiness of PAF. He also reiterated all out support for fruitful co-operation in aviation related activities.

Earlier, on his arrival he was received by Air Marshal Suhail Gul Khan, Chairman PAC Board Kamra, who introduced the members of PAC Board and Managing Directors to the Air Chief. Pakistan Aeronautical Complex, Kamra being the leading Aviation Industry, has placed Pakistan amongst the elite group of countries that also manufacture fighter aircraft.

On Monday, Pakistan inducted the 1st fleet of indigenously developed Strategic Unmanned Aircraft Systems (UAS), namely the Burraq and the  Shahpar, into Pakistan Army and Pakistan Air Force.It is a landmark and historic event, wherein a very effective force multiplier has been added to the inventory of the Armed Forces. In the future these UAS could also be gainfully employed in various socio-economic development projects, as well.
The ceremony was attended by General Ashfaq Parvez Kayani, Chief of Army Staff, Air Chief Marshal Tahir Rafique Butt, Chief of the Air Staff, Lieutenant General (Retd) Khalid Ahmed Kidwai, Director General Strategic Plans Division and senior officers from Armed Forces, scientists and engineers.
General Ashfaq Parvez Kayani, Chief of Army Staff, while appreciating the work of NESCOM scientists and engineers, highlighted that induction of indigenously developed surveillance capable UAS in Pakistan Armed Forces is a force multiplier, and will substantially enhance their target acquisition capabilities in real time.
