Le National Audit Office (NAO), l’équivalent britannique de la Cour des Comptes, a indiqué que les nouveaux destroyers Type 45 de la Royal Navy auraient 2 ans de retard. Le budget prévu a été dépassé de 1,5 milliard de £ pour 6 exemplaires. Le NAO a aussi indiqué que les navires prendraient au départ la mer sans leur système de missiles anti-aériens à cause de retard dans la mise au point. Le ministère a indiqué que, après des retards au début du programme, il respectait désormais le calendrier. Les destroyers sont les chevaux de trait de la Royal Navy, protégeant contre des attaques aériennes les bâtiments plus gros comme les porte-avions, et fournissant un appui feu pour les troupes au sol. Ils effectuent aussi un large éventail d’autres missions comme les patrouilles anti-pirates et le secours en cas de catastrophe naturelle. Une flotte vieillissante Le ministère britannique de la défense avait d’abord prévu d’acheter 12 destroyers Type 45, mais ce chiffre avait été réduit à 8 en 2004, puis à seulement 6 l’an dernier. Néanmoins, le NAO indique que le programme, qui devait au départ couter 5 milliards de £, couterait au final près de 6,5 milliards de £ (pour un nombre de bâtiments divisé par 2). Le premier des destroyers, le HMS Daring, qui a été lancé en 2006, ne dispose toujours pas de la totalité de son système de communications. Il ne recevra pas avant 2011 son principal système de missiles anti-aérien, le PAAMS. Celui-ci peut abattre en même temps plusieurs appareils ou missiles ennemis. Il devra aussi attendre jusqu’en 2014 pour être équipé de la capacité de combat en coopération, qui relie ensemble les systèmes de combat et les senseurs de plusieurs navires, améliorant leur capacité à combattre ensemble. Le NAO indique que, en raison de ces retards, la Royal Navy devra conserver plus longtemps ses destroyers Type 42 vieillissants, qui avaient été conçus pour la Guerre Froide et que les Type 45 doivent remplacer.

Rolls-Royce to Supply Replenishment-at-Sea Systems for UK Navy
Rolls-Royce has won a contract to supply a unique replenishment-at-sea (RAS) system to the UK Royal Navy. Under the £25m contract, Rolls-Royce has already completed the detailed design phase of the project and will also build a land-based demonstrator to trial the new equipment. The new system will enable transfer of heavier-than-ever loads quickly and safely between moving ships. UK Ministry of Defence equipment and support organisation Afloat Support head Commodore Preston said the training facility would help train Royal Navy and Royal Fleet Auxiliary crews in real-time operational scenarios. Work on the land-based demonstrator will be carried out at the Royal Navy primary training facility at HMS Raleigh, near Plymouth, UK.

The Royal Air Force’s reduced fleet of Eurofighter Typhoons could cost up to £37 billion ($60.2 billion) to acquire and support over the type’s service life, but will not become the UK’s first choice aircraft for ground attack missions until around 2018, according to a new National Audit Office (NAO) report.
Published on 2 March, the government spending watchdog’s ‘Management of the Typhoon project’ overview is highly critical of what it describes as over-optimism, bad decision making and poor cost control on the part of the UK Ministry of Defence.
The RAF has so far taken delivery of 70 Typhoons from the UK’s planned offtake of 160 aircraft. The NAO says the UK's Typhoon project costs have sky-rocketed
Despite the roughly 30% reduction in aircraft numbers, the NAO says the UK’s total development and production costs are expected to reach £20.2 billion, 20% higher than originally planned. Along with other factors, it calculates that the unit cost of each Typhoon has risen by 75%. Support costs are also one-third higher than originally expected, it says, while elements of the four-nation management structure are “complex and inefficient”.
“Our examination has shown that key investment decisions were taken on an over-optimistic basis; the project suffered from corporate decisions to try to balance the defence budget; and the department did not predict the substantial rate at which costs would rise. None of this suggests good cost control, a key determinant of value for money,” says Amyas Morse, head of the NAO.
However, the watchdog notes that analysis by its consultants “demonstrates that the amount that the department is paying for Typhoon is in line with that expected for similar kinds of aircraft.”
The RAF’s current fleet is now being used to deliver quick reaction alert cover for the UK from Coningsby in Lincolnshire and Leuchars in Scotland, and also for the Falkland Islands.
This emphasis on delivering air defence services from multiple sites has come at the expense of the RAF establishing the Typhoon as a ground-attack asset. The NAO says this will prevent it from becoming the UK’s “aircraft of choice for most ground attack missions for some years”.
“In 2009, the department slowed down the pace with which it planned to introduce new Typhoon squadrons to cut costs. As a result, it reduced the requirement for flying hours by a total of 21,100 hours over the seven years to 2015-16.” Accordingly, the report says it “has prioritised pilot training on air defence roles which is currently its key task”.
Despite the cut in flying hours, the report reveals that the lower than expected availability of spare parts caused a 13% shortfall in planned sorties across the fleet in 2009-10. Some parts had to be sourced from other aircraft to support those fighters deployed in the Falkland Islands, it says.
Meanwhile, the NAO is concerned by plans to reduce the strength of the Typhoon fleet through the retirement of 53 Tranche 1 aircraft by 2019. The retained assets will be used alongside an as-yet undetermined number of Lockheed Martin F-35C Joint Strike Fighters, but it says “the department has acknowledged that there is risk that the eventual fleet size of 107 Typhoons could result in shortfalls against mandated capability levels.”
The Eurofighter programme also involves Germany, Italy and Spain, plus export operators Austria and Saudi Arabia.

BAE Systems has completed the first release of a Raytheon Paveway IV precision-guided bomb from a Eurofighter Typhoon, using the aircraft's avionics system to release the weapon, as it works to enhance the fighter for a ground-attack role.
Typhoon test pilot Nat Makepeace, who was in charge of development aircraft IPA6 for the trial at the Aberporth range in the UK, says: "This was a successful test flight demonstrating the avionics system is able to use GPS data and target information sourced from the aircraft to prepare for the release.
"All communication with the aircraft and safe release of the bomb went to plan."
The test was part of BAE's ongoing programme to integrate Paveway IV with the aircraft. Environmental and jettison trials have already been completed.
Paveway IV is expected to be available to the UK Ministry of Defence in early 2012 when the Royal Air Force will start operational evaluation.
It is part of the Typhoon Future Capability Upgrade programme.

He passed a stringent ten-month course to fly the attack helicopter and has been described as a natural flier.
The 26 year-old could be eligible to return to the front line for a combat position in Afghanistan from Spring 2012. The Apache's weaponry includes Hellfire missiles and laser-guided canons.
A spokesman for Prince Harry, whose official title is Lieutenant Wales of the Army Air Corps, said he was "delighted" to have qualified.
He spent the final weeks of his course flying in the French Alps - skills which would prove vital if he returns to Afghanistan where much of the fighting takes place at high altitude.
Prince Harry has been modest about his abilities as a pilot in the past speaking about the academic challenges posed by qualifying.
"There's times when I thought, I'm really not cut out for this, mentally,'' he said. "I hope I've got the physical skills to fly a helicopter. But mentally, there are the exams and everything." Prince Harry was awarded his provisional wings by the Prince of Wales, who is the Army Air Corps Colonel in Chief, in May last year. He has been tipped to be made a Captain in May. Speaking before he embarked upon his Apache training he said: "It is a huge honour to have the chance to train on the Apache, which is an awesome helicopter. "To be honest, I think it will be one of the biggest challenges in my life so far." Prince Harry served in Helmand for 10 weeks amid a strict press blackout in 2008. He was withdrawn from service after news of his deployment was disclosed by foreign media. He has made no secret of his desire to return to the country on active service. Only the most talented trainees are offered the chance to fly Apaches, which are each worth £35 million: just 2 per cent of those who embark on the Army Air Corps' helicopter pilots' training course end up flying the strike aircraft. British troops are due to pull out of Afghanistan by 2015.

Nimrod R1 retirement delayed

Two Nimrod R1 spy planes are to be kept in service for at least another three months, crews have been told.
The aircraft, which are based at RAF Waddington, had been due to retire on 31 March but will now continue in service until the end of June, according to the BBC.
The Nimrod R1s fill the signals intelligence role, and the report implies that the MoD may be considering using Nimrod's over Libya if military action is taken.
NATO's Secretary General has already said that AWACS aircraft are providing 24 hour surveillance of the country.
The Nimrod MR2 was withdrawn from service in 2010 and MRA4 was cancelled in last year's Strategic Defence and Security Review before being accepted by the Royal Air Force.

UK-based BAE Systems and French aerospace giant Dassault Aviation are to jointly develop a new medium-altitude, long-endurance unmanned aircraft system to be offered to the military in France and the UK.
The signing of a memorandum of understanding follows an agreement between the UK and French governments in November 2010 to collaborate on the next-generation MALE UAS to meet the requirements of both countries.
BAE and Dassault will collaborate exclusively on the preparation and submission of a joint proposal to the UK and French ministries of defence for the design, development, production and support of the MALE UAS.
The two companies have already completed a feasibility study for the project that will feed into the joint proposal.
Kevin Taylor, managing director Military Air & Information at BAE Systems says: "A successful BAE Systems/Dassault Aviation solution will ensure that the UK and France maintain their status as leading providers of aerospace capability.
"It will also ensure that both countries get the best return on the investment they have made in state-of-the-art technologies and UAS. We have a strong team in place that is ready to develop the future frontline UAS capability required by both the UK and France."
Eric Trappier, executive vice-president international at Dassault, says that the skills of both companies will allow them to provide a cost-effective system "to meet both countries' military requirements to schedule and within the budgetary constraints under which both governments will operate in future".
He adds: "We look forward to a swift development go-ahead decision from the two governments soon."

On a dusty road in Afghanistan, British soldiers inspect the bodies of two dead Taliban soldiers - one a known insurgent commander.
The James Bond-style gun barrel view through a rifle's crosshairs offers some explanation as to what has just taken place in the notoriously dangerous Helmand Province. But it does not tell the full amazing story of the moment a crack British sniper, from a distance of 196 metres, needed just one bullet to kill two insurgents fleeing on a motorcycle.

The shot is so rare among snipers that it has its own nickname, the 'Quigley' - after the 1990 western Quigley Down Under in which Tom Selleck's character manages the 'trick shot'.
Yet this was not Hollywood special effects or camera trickery. This was the real-life work of Rifleman Mark Osmond.
The stunning feat is revealed in a new book called Dead Men Risen: The Welsh Guards And The Real Story Of Britain’s War In Afghanistan.
The book, written by Toby Harnden, reveals the routines of Rifleman Osmond, 25, and his colleague Sergeant Tom Potter, 30.
Osmond and Potter are not the the pair's real names - they were changed for security reasons - but in a 40-day stretch beginning in August 2009, in a remote patrol base in Shamal Storrai, the duo chalked up an astonishing 75 Taliban kills between them, with Potter killing 31. The pair, who competed at the 2006 British Army Sniper Championships, tallied up the deaths by drawing stickmen above their chosen shooting points - and if a stickman had no head, it indicated that that fatality had been caused by a direct hit to the skull.

And a majority of those kills were at a distance of 1,200m - the longest-range kill being one of Potter's 1,430m away. In one two-hour patch they managed to kill an astonishing eight Taliban fighters. But the two-in-one shot - the 'Quigley' - is the trick shot that the author of the new book describes with particular gusto.

In an extract of the Harnden's book, serialised in the Telegraph, he wrote: 'On September 12, a known Taliban commander appeared on the back of a motorcycle with a passenger riding pillion.
'There was a British patrol in the village of Gorup-e Shesh Kalay and under the rules of engagement, the walkie-talkie the Taliban pair were carrying was designated a hostile act.
'As they drove off, Osmond fired warning shots with his pistol and then picked up his L96, the same weapon – serial number 0166 – he had used in Iraq and on the butt of which he had written, "I love u 0166". 'Taking deliberate aim, he fired a single shot. The bike tumbled and both men fell onto [sic] the road and lay there motionless.
'When the British patrol returned, they checked the men and confirmed they were both dead, with large holes through their heads. 'The 7.62 mm bullet Osmond had fired had passed through the heads of both men. He had achieved the rare feat of "one shot, two kills" known in the sniping business as "a Quigley".' Harden continued: 'The snipers used suppressors, reducing the sound of the muzzle blast. Although a ballistic crack could be heard, it was almost impossible to work out where the shot was coming from.
'With the bullet travelling at three times the speed of sound, a victim was unlikely to hear anything before he died. 'Walkie-talkie messages revealed that the Taliban thought they were being hit from helicopters. Major Mark Gidlow-Jackson, their company commander, describes Potter and Osmond as the “epitome of the thinking riflemen” that his regiment sought to produce. 'He said: "They know the consequences of what they’re doing and they are very measured men.

Babcock to Upgrade UK Navy Type 23 Frigate
UK Royal Navy Type 23 frigate HMS Northumberland is to undergo a nine-month refit provided by Babcock at its Devonport Royal Dockyard facility to increase the frigate's sustainability and fighting capability. The upgrade contract was awarded under the Surface Ship Support Alliance – the alliance between the UK Ministry of Defence (MoD), Babcock and BAE Systems. HMS Northumberland will receive 13 upgrades that include the new DNA (2) command system, installation of the defence information infrastructure (future) (DII(F)), the SeaWolf mid-life update (SWMLU) consisting of tracking, guidance and weapon management upgrades. The upgrades also include installation of a new automatic small calibre gun (ASCG) and the replacement of nuclear, chemical and biological incident surveillance system (NBCDISS) with a new sophisticated, digital system. The upgrades will be undertaken alongside a full programme of deep maintenance, including replacement of the Sonar 2050 dome and array, port and starboard shafts, and the port main propulsion gear wheel. The frigate will rejoin the fleet on completion of sea trials in December 2011.

Northrop to Upgrade MCAS Systems for UK Minehunting Ships
Northrop has been awarded a contract from BAE Systems to upgrade the machinery control, alarm and surveillance (MCAS) systems on eight UK Royal Navy mine countermeasure vessels. Under the contract, Northrop's Sperry Marine unit will supply new-generation systems with warranty and spares to replace the existing MCAS systems. The MCAS systems will monitor 500 sensor points on the ships' main propulsion engines and drive systems, generators and auxiliary machinery. Installation, testing and commissioning will be contracted after the design validation, with installations to take place between 2011 and 2015. Sperry Marine is a major supplier of machinery automation, monitoring and alarm systems for the UK Royal Navy.

The UK Royal Navy will deploy the new King Air 350 Avengers, which are scheduled to arrive in June this year, with the 750 Naval Air Squadron. The King Air 350 Avengers will replace the vintage Jetstream trainers that have served for more than 30 years at Royal Naval Air Station Culdrose. The Jetstream is a fixed wing aircraft, powered by twin gas turbine engines with spare passenger capacity and is used to train observers of the Fleet Air Arm. The 750 Naval Air Squadron commanding officer Lieutenant Commander Nick Armstrong said, "as the variety of tasks we have to achieve continues to grow, the King Air 350 ER Avenger will allow us to do exactly that."

The UK has started preparations to deploy Eurofighter Typhoon and Panavia Tornado GR4 strike aircraft to the Mediterranean region to support an international operation to restrict the activity of forces loyal to Libyan leader Col Muammar Gaddafi.
The action was confirmed by UK Prime Minister David Cameron on 18 March, who told the House of Commons that further assets, including air-to-air refuelling and reconnaissance aircraft will also be involved.
"Preparations to deploy these aircraft have already started, and in the coming hours they will move to air bases from where they can take the necessary action," he says.
The United Nations security council yesterday approved the establishment of a no-fly zone over Libya to prevent attacks on civilians opposed to Gaddafi, along with a package of other measures against his regime contained within Resolution 1973.
Committing some of its Typhoons will represent the Royal Air Force's first operational use of the type in a role beyond providing quick reaction alert cover for NATO: a responsibility currently being provided from two UK locations, and also on the Falkland Islands.
The service's Tornado GR4 force, meanwhile, already has 10 of its aircraft deployed at Kandahar airfield in Afghanistan, from where they fly missions in support of the NATO-led International Security Assistance Force.
The UN's agreement to allow military intervention against Libya has highlighted several of controversial decisions contained within the UK coalition government's Strategic Defence and Security Review. Outlined last September, this has already removed the option of it committing a Royal Navy aircraft carrier to the region carrying BAE Systems Harrier GR9 strike aircraft - the last of which were retired late last year. Instead, the RAF will be required to fly longer range missions, possibly from its Akrotiri air base on Cyprus.
But with its possible role during a coalition operation against Libya already in mind, the Ministry of Defence has quietly delayed the planned retirement date for the RAF's last two British Aerospace-built Nimrod R1 electronic intelligence aircraft. The pair had been due to leave service on 31 March, but this is believed to have been extended by at least 90 days.
Reports suggest that faced with the prospect of UN-endorsed military action against it, the Libyan government has today called for a ceasefire.

The UK Royal Air Force will stand down its last Panavia Tornado F3-equipped unit on 22 March, with the type having completed a service life spanning 25 years.
Operations with the supersonic interceptor will come to an end with the disbandment of 111 Sqn, which has flown F3s from RAF Leuchars in Scotland since 1990 and been the sole UK unit to operate the type since July 2009.
The F3's last frontline act, performed on 14 March, was to stand a final period of readiness to fly quick reaction alert (QRA) sorties to defend the northern UK. This task is now the full-time responsibility of 6 Sqn, which has flown Eurofighter Typhoons from Leuchars since last September.
"From the 1980s, the F3 has been the cornerstone of the RAF's air defence capability," says Wg Cdr Mark Gorringe, officer commanding 111 Sqn. In addition to having protected the UK since providing its first period of QRA cover from Coningsby in Lincolnshire in 1986, periods of duty over Bosnia and Iraq also followed.
The aircraft also helped to police the no-fly zones over Iraq between 1999 and 2003, logging over 5,000 flight hours, and provided air defence cover for the Falkland Islands for many years.
Developed from the Tornado GR1 ground-attack aircraft, the air defence variant (ADV) used more powerful Rolls-Royce RB199 turbofan engines, had 600kg (1,320lb) of additional internal fuel and a Foxhunter fire control radar. Problems with the latter led to an early batch of F2-standard aircraft being delivered from 1984 with only ballast in the nose, earning the nickname "Blue Circle".
In all, the RAF took delivery of 152 air defence variant Tornados, which at the height of their use equipped seven frontline squadrons, plus operational conversion and evaluation units. Notably, however, the F3 was never used to fire a shot in anger.
Despite the teething problems encountered early in its career, Gorringe says the type's final configuration, which combined the Joint Tactical Information Distribution System with Raytheon AIM-120 AMRAAM and MBDA ASRAAM air-to-air missiles, made it "a very capable platform".
The RAF's last Tornado F3s will be flown to its Leeming base by 31 March, where they will be broken down - or "harvested" - to provide spares for the service's Tornado GR4 fleet. Four of its remaining aircraft took part in a media day staged at Leuchars on 17 March, performing several formation flypasts.
In its last days, 111 Sqn's strength had been run down to eight jets and nine pilots. Several of the latter will move on to fly the GR4 and Typhoon, with others to work as instructors at the RAF's Linton-on-Ouse and Valley bases. Some of the unit's navigators have been streamed to work with 39 Sqn, which controls General Atomics MQ-9 Reaper remotely piloted air systems over Afghanistan from Creech AFB, Nevada.
First stood up in 1917, "Treble One" was the first RAF squadron to receive the Hawker Hurricane, and had 14 "aces" in the first and second World Wars. In another historic feat, its pilots performed a formation loop with 22 Hawker Hunters at the 1958 Farnborough air show, flying as the "Black Arrows".
Hailing the "diligent service" of the unit during Leuchars' two-year transition to the Eurofighter, station commander and air officer commanding Scotland Air Cdre Harry Atkinson says: "The Typhoon must now grow into the backbone to protect the UK and its interests abroad for the decades ahead."
Retirement of the RAF's last F3s leaves Saudi Arabia as the only remaining user of the Tornado ADV. Riyadh is in the process of introducing 72 Eurofighter Typhoons to replace the type.

The UK's first Airbus A330-based Future Strategic Tanker Aircraft (FSTA) remains on track for its planned delivery to the Royal Air Force late this year, with the type having recently achieved another first during testing.
One of two A330-200s to have been modified for the UK at Airbus Military's Getafe site near Madrid, the aircraft is pictured trailing its two underwing hose and drogue refuelling lines, as well as one from its centreline fuselage refuelling unit.
The image was captured by a Spanish air force Boeing EF-18 fighter, which Airbus Military says was providing support during a recent handling qualities flight.
"Two FSTAs are currently flying and the first is on schedule to transfer to the UK in the second quarter of the year to begin qualification flights with the specified receiver aircraft types, leading to first delivery towards the end of the year," the company says.
Fourteen modified A330s will enter RAF use under a private finance initiative deal with AirTanker, with the fleet to be flown from the service's Brize Norton base in Oxfordshire. AirTanker will open its new building on the site on 31 March, with the company's first aircraft due to enter operational use in October 2011.

First female British Typhoon pilot in action
The first female British Typhoon pilot flew into action on Wednesday as the RAF readied itself for another day enforcing the no-fly zone over Libya. The pilot is the only woman who flies the fighter plane for the air force. Her identity is not known.
A member of the British contingent stationed at the southern Italian airbase of Gioia del Colle, she clambered into the fighter plane this morning and took off before midday.
A total of three RAF Typhoons and two Tornados took to the skies on Wednesday morning.
RAF planes fly from Brize Norton airbase in Oxfordshire helped refuel Tornados operating over Libya to enforce the no-fly zone earlier on Wednesday.
Many of the planes are refuelling over Cyprus, which hosts two British bases, but has said it does not want any involvement in military operations over Libya
