Le National Audit Office (NAO), l’équivalent britannique de la Cour des Comptes, a indiqué que les nouveaux destroyers Type 45 de la Royal Navy auraient 2 ans de retard. Le budget prévu a été dépassé de 1,5 milliard de £ pour 6 exemplaires. Le NAO a aussi indiqué que les navires prendraient au départ la mer sans leur système de missiles anti-aériens à cause de retard dans la mise au point. Le ministère a indiqué que, après des retards au début du programme, il respectait désormais le calendrier. Les destroyers sont les chevaux de trait de la Royal Navy, protégeant contre des attaques aériennes les bâtiments plus gros comme les porte-avions, et fournissant un appui feu pour les troupes au sol. Ils effectuent aussi un large éventail d’autres missions comme les patrouilles anti-pirates et le secours en cas de catastrophe naturelle. Une flotte vieillissante Le ministère britannique de la défense avait d’abord prévu d’acheter 12 destroyers Type 45, mais ce chiffre avait été réduit à 8 en 2004, puis à seulement 6 l’an dernier. Néanmoins, le NAO indique que le programme, qui devait au départ couter 5 milliards de £, couterait au final près de 6,5 milliards de £ (pour un nombre de bâtiments divisé par 2). Le premier des destroyers, le HMS Daring, qui a été lancé en 2006, ne dispose toujours pas de la totalité de son système de communications. Il ne recevra pas avant 2011 son principal système de missiles anti-aérien, le PAAMS. Celui-ci peut abattre en même temps plusieurs appareils ou missiles ennemis. Il devra aussi attendre jusqu’en 2014 pour être équipé de la capacité de combat en coopération, qui relie ensemble les systèmes de combat et les senseurs de plusieurs navires, améliorant leur capacité à combattre ensemble. Le NAO indique que, en raison de ces retards, la Royal Navy devra conserver plus longtemps ses destroyers Type 42 vieillissants, qui avaient été conçus pour la Guerre Froide et que les Type 45 doivent remplacer.

The Royal Navy is to send one of its most advanced warships to the Falkland Islands in late March, just weeks before the 30th anniversary of the 1982 War, it has been reported.
The Portsmouth News said that HMS Dauntless, a £1bn Type 45 air defence destroyer, would be leaving for the Falklands in late March.
A Ministry of Defence spokesman did not confirm the date, but said the ship would be sent on a routine deployment to replace a Royal Navy frigate in the area later this year.
The spokesman said the deployment was not related to recent tensions between the UK and Argentina.
Former First Sea Lord Admiral Lord West, who served in the 1982 war, told the Portsmouth News the Type 45 destroyers had "the most amazing anti-air warfare capability".
"Should there be any foolish nonsense from Argentina, Dauntless can sit just off the airfield and take down any aircraft coming in," he said. "It's a game-changing capability."
The discovery of oil fields near the islands and upcoming six-week deployment of Prince William in February have led to increasingly strongly worded public statements from Argentine President Cristina Fernandez de Kirchner regarding her country's claim of sovereignty over the islands.
Defence minister Gerald Howarth recently dismissed the statements as "sabre rattling" on Argentina's part. However, news of the deployment comes just one day after Armed Forces Minister Nick Harvey revealed the increases in funding planned for the defence of the Falkland Islands until 2015.

Thales UK has been awarded a £30m+ contract to supply the Sonar 2076 fully integrated search and attack submarine sonar system for the UK Royal Navy’s fifth Astute-class submarine, HMS Anson.
Thales will supply the sonar system to BAE Systems Submarine Solutions, the prime contractor for the Astute-class build, to be fitted to the submarine at the shipyard in Barrow-in-Furness.
Under the terms of the contract Thales will supply a complete sonar system, comprising both inboard and outboard of the bow, fin, intercept and flank arrays, and the associated inboard processing.
Thales has now been contracted to supply Sonar 2076 and other equipment for the first five boats – Astute, Ambush, Artful, Audacious and Anson.
The Astute-class platform is also fitted with a significant number of other Thales sensors and systems, including two non-hull penetrating CM010 optronic masts, which together with Sonar 2076, effectively provide the submarine with its ‘eyes and ears’.
Thales also supplies the UAP4 electronic support measures (ESM) system, which has two multi-function antenna arrays mounted on the masts. These are designed to monitor the electronic environment around the submarine, to provide situational awareness of other platforms equipped with radar systems operating in the area.
Other Thales equipment includes the ECB680 communications and SEEPIRB emerg-ency beacon buoys and an ultra-high frequency satellite communications antenna.
Ian Hawkes, Head of Combat Systems, BAE Systems Submarine Solutions, says: “BAE Systems is pleased to award Thales UK with this important contract for the sonar system for the fifth Astute-class submarine, Anson. British warship escorts Russian aircraft carrier passed UK waters
HMS Liverpool, a British warship, was dwarfed by a Russian aircraft carrier as it passed UK waters.

The destroyer sailed alongside the 50,000-tonne Russian aircraft carrier Admiral Kuznetsov as it made its way north.
The Portsmouth-based Type 42 warship was acting as fleet escort as it followed a carrier-led Russian task group from the Channel off south-west England to the seas off south-west Ireland.
The task group of two warships and five support ships were making their way home to the northern and Baltic fleets of the Russian navy. The images were released by the Royal Navy.
HMS Liverpool's commanding officer, Commander Colin Williams, said: ''As an island nation, it is essential for the UK to maintain a military presence in our waters.
''HMS Liverpool is well-placed to carry out this duty after her extremely successful Operation Ellamy and Nato contributions off Libya last year.''

UK MoD to Buy Eighth C-17A Globemaster III Transport Aircraft
MOD to buy extra C-17 aircraft
Prime Minister David Cameron has today announced that the MOD is to order an additional C-17 Globemaster, taking the number of aircraft in the RAF's fleet to eight.
Speaking in the House of Commons, Mr Cameron said:
"Because the Ministry of Defence's finances are better run and better managed, and because we have found savings, we will be able to purchase an additional C-17 for the RAF.
"This aircraft is becoming an absolutely brilliant workhorse for the RAF in terms of bringing men and material into a war zone like Afghanistan, but also evacuating civilians in times of need.
"It's an important investment for the country and I'm glad to announce we can make it today."
The purchase of an extra C-17 will help to support the airbridge which transports Armed Forces personnel and equipment between the UK and Afghanistan. A Royal Air Force C-17 taking off
The newest C-17 is currently being built by Boeing in the USA and is due to come off the production line next month. It is then expected to enter service with the RAF in July 2012.
The aircraft, which will cost £200m, will be based at RAF Brize Norton in Oxfordshire along with the other aircraft in the fleet which are operated by 99 Squadron. The C-17 aircraft can fly over 4,500 nautical miles (8,300km), meaning it can cover the distance beween the UK and Helmand province in the one flight.
Defence Secretary Philip Hammond said:
"The C-17 has shown its worth in Afghanistan ensuring that our troops are given the fastest, most efficient passage home.
"It is a vastly impressive aircraft that can carry three Apache helicopters, or take a whole Chinook helicopter.
"This latest addition to the RAF fleet will further strengthen the vital airbridge between Britain and Afghanistan, ensuring critical deliveries are made to the front line.
"Buying equipment off-the-shelf allows us to quickly deliver equipment that our troops need on operations at best value prices for the taxpayer and is a great example of the White Paper, announced last week, in action."
As well as transporting troops and equipment, C-17s can also be converted rapidly to offer intensive care provision in support of the aeromedical airbridge.
One aircraft is on standby 24-hours-a-day to fly seriously injured personnel back to the UK at short notice. The aircraft can also be deployed to help with humanitarian and disaster relief efforts around the world.

Construction of Second Carrier Begins at Portsmouth

Portsmouth, United Kingdom: Production on HMS PRINCE OF WALES, the second Queen Elizabeth Class aircraft carrier, has started today at BAE Systems in Portsmouth Naval Base – the future home of the Queen Elizabeth Class.
Work on the forward section of the hull, known as Lower Block 02, commenced as Commander-in -Chief Fleet Admiral George Zambellas cut the first steel in a ceremony at the company's production facility. The huge section, which will weigh around 6,000 tonnes upon completion, will house the ship's machinery spaces, stores and switchboards, as well as some of the accommodation, including 85 cabins.
Commander-in-Chief Fleet Admiral George Zambellas, said: ""As Commander-in-Chief Fleet, I am honoured and delighted to be asked to cut the steel that will be form part of the mighty hull of HMS Prince of Wales, the second of the Royal Navy's new 65,000 tonne aircraft carriers. Along with HMS Queen Elizabeth these two ships - each of which will be in service for over 50 years - lie at the heart of our national security posture. With the equipment that will operate from them, they will be pivotal to the UK's ability to project power at range for decades to come."
Mick Ord, Managing Director at BAE Systems' Naval Ships business, said: "The steel cut for Lower Block 02 demonstrates the steady progress which continues to be made on the carrier programme. As home of the Royal Navy's surface fleet, everyone here is hugely proud to be involved in one of the largest engineering projects in the UK today and excited that the ships will return to Portsmouth, as their home port once complete."
As a member of the Aircraft Carrier Alliance, BAE Systems is working in partnership with Babcock, Thales UK and the Ministry of Defence to deliver the biggest and most powerful surface warships ever constructed in the UK. The company has an overarching role in managing the QE Class programme, as well as playing a central role in the design and build of the ships.
Construction of the forward island, which will control vessel navigation and house the ship's bridge, is also underway at Portsmouth, while work continues on Lower Block 02 and the stern section (known as Lower Block 05) of HMS Queen Elizabeth. Both sections are in the advanced stages of outfit, with the team focusing on preparing the blocks for their transit to Rosyth later this year, where all of the units and sections of the carriers will come together to be assembled in the dry dock.
Integration and testing of the ship's complex mission system is currently underway at the company's Maritime Integration and Support Centre on Portsdown Hill, whilst teams of engineers from BAE Systems and Thales are testing the advanced communications systems for the ships. Elsewhere in the Hampshire region, Southampton-based Kempsafe Limited has contracts to supply galley and laundry equipment on the vessels and Portsmouth-based Selex Communications is involved in the design of the Identification Friend or Foe system.
A significant plan of investment is underway to enhance the Naval Base, which will become the home of the two aircraft carriers when they enter service. The plan, which will cost approximately £140 million, includes the dredging the existing channel to Portsmouth to make it deeper and wider, and refurbishing the base's jetties to ease access for both the QE Class and Type 45 fleet.
Each 65,000 tonne aircraft carrier will provide the armed forces with a four acre military operating base which can be deployed worldwide. The vessels will be versatile enough to be used for operations ranging from supporting war efforts to providing humanitarian aid and disaster relief. The QE Class will be the centre piece of Britain's military capability and will routinely operate at least 12 of the carrier variant Joint Strike Fighter jets, allowing for unparalleled interoperability with allied forces.

Royal Navy orders four 37.000 tons tankers to support renewed surface fleet and attack submarines
A new generation of 37.000-tons tankers has been ordered for the Royal Navy fleet, the MoD announced Wednesday. The new Military Afloat Reach and Sustainability (MARS) tankers will maintain the Royal Navy’s ability to refuel at sea and will provide fuel to warships and task groups.
They will support deployed amphibious, land and air forces close to the shore, will be able to operate helicopters and are planned to enter service from 2016, replacing existing Royal Fleet Auxiliary (RFA) single hulled tankers.
At over 200 metres long, the four tankers will be approximately the same length as 14 double-deck buses and can pump enough fuel to fill two Olympic sized swimming pools in an hour.
Minister for Defence Equipment Support and Technology, Peter Luff, announced that Daewoo Shipbuilding and Marine Engineering (DSME) is the Government’s preferred bidder for the deal. This represents the best value for taxpayers’ money, with £452 million to be spent on the four new vessels to support the Royal Navy on operations around the world.
A number of British companies took part in the competition, but none submitted a final bid for the build contract. In light of this, the best option for Defence and value for money for taxpayers is for the tankers to be constructed in South Korea by DSME.
However UK companies will however benefit from £150m of associated contracts comprising: £90m on UK contracts for the provision of key equipment, systems, design and support services. The winning design is being provided by UK company BMT Defence Services; £60m investment in the UK from customisation, trials and specialist engineering support.
The tankers are part of a multi-billion pound investment program for the Royal Navy, which includes Type 45 destroyers, Queen Elizabeth Class aircraft carriers and Astute Class attack submarines, employing thousands of people in the UK.
Minister for Defence Equipment, Support and Technology, Peter Luff, said that “over the next decade, the Government will be investing billions of pounds in our Maritime capabilities to ensure that our Royal Navy remains a formidable fighting force. This project will inject up to £150 million into UK industry and support and maintenance will also be carried out in the UK. The Government remains committed to building complex warships in UK shipyards”.
Commenting on the project Commodore Bill Walworth, Head of the RFA, said “we are delighted the RFA will be able to operate these world class vessels. These fleet replenishment tankers will be flexible ships, able to operate with the Royal Navy and Armed Forces in conflict, and are designed to allow for upgrades and emerging technologies meaning that they have been designed with the future in mind”.
Chief of Defence Materiel, Bernard Gray pointed out that “the competition for the contract sought to engage shipbuilders from across the globe. I believe the winning bidder's solution will offer the UK the best value for money. The MARS tanker is an exceptionally versatile platform; able to simultaneously refuel an aircraft carrier and destroyer whilst undertaking helicopter re-supply of other vessels. I am looking forward to the award of the contract and the work that will follow in the lead up to the delivery of the ship”

British test pilot marks milestone in the Joint Combat Aircraft
People on this side of the Atlantic Ocean tend to look twice when they see the “c” replacing the “s” in the British version of the word “defense.”
Now, those on the other side of the Atlantic might look twice when they see the “c” entered into the Royal Air Force’s flight log.
On Feb. 21, Royal Air Force (RAF) Squadron Leader Jim Schofield became the United Kingdom’s first military test pilot to fly the
F-35C, the carrier variant of the Lightning II Joint Strike Fighter (JSF) aircraft.
“The F-35 has the best handling of any jet I’ve flown, which means it’s going to be easier to land on a ship than current aircraft, and pilots can devote all of their attention to the mission,” Schofield said. “Combined with the world’s best sensors which allow the pilot to find and target anything that’s out there, and a stealthy signature, which means the enemy can’t do the same to you, this is exactly the aircraft the UK needs to provide the best protection for our soldiers, sailors and airmen for the next 35 years.”
Schofield’s flight is the latest in a series of milestones for the UK’s Joint Combat Aircraft program, which included the first F-35C launch on the test electromagnetic aircraft launch system (EMALS) on Nov. 18, 2011, and the rollout of the first UK F-35 from the production line four days later. EMALS is the current launching system of record for the future HMS Queen Elizabeth aircraft carrier, currently under construction.
“This is another major step forward for the UK’s Joint Combat Aircraft programme,” said Group Captain Harv Smyth, the UK’s JSF national deputy. “Squadron Leader Schofield is now test-flying both the [short takeoff and vertical landing] and carrier variants of the F-35, which affords the UK unprecedented early learning regarding this 5th-generation air system. This is a very exciting period for JCA, as not only are we now testing both the B and the C variants, but we look forward to taking delivery of our first production F-35 aircraft later this year.”
As an international program, the F-35 has eight cooperative partners working with the United States; the United Kingdom was the first country to join the program in January 2001.
According to the RAF’s website, the F-35 employed as the Joint Combat Aircraft in UK forces will offer many advantages over legacy platforms: low observability, supersonic flight, improved survivability, internal and external weapons carriage, increased range and easier supply and maintenance.
The F-35C carrier variant of JSF is distinct from the F-35A and F-35B variants, with its larger wing surfaces and reinforced landing gear to withstand catapult launches and deck landing impacts associated with the demanding aircraft carrier environment. The F-35C is undergoing test and evaluation at Naval Air Station Patuxent River prior to delivery to the fleet and international partners.

HMS Illustrious works with Danish military in Copenhagen
Portsmouth-based warship HMS Illustrious has been working with colleagues in the Danish Armed Forces during a four-day visit to Copenhagen.

The ship hosted a Lynx helicopter from the Royal Danish Air Force for several hours of flight deck drills. Among the helicopter's crew was Lieutenant Richard Dixon, a Royal Navy pilot on an exchange posting with the Royal Danish Navy.
The port visit also allowed Illustrious to open her hatches to the Copenhagen public for a day, and 4,500 visitors took the opportunity to see her impressive hangar and flight deck and talk to crew members.
Further links were forged when 60 officers under training on board paid a visit to the Royal Danish Naval Academy.
The helicopter carrier stopped off at the Danish capital on her way north for Exercise Cold Response - a multinational two-week exercise inside the Arctic Circle.

"It was also a great opportunity for us to operate with a helicopter from the Danish Armed Forces, once again demonstrating the Royal Navy's close links with our partner nations.
"We look forward now to continuing our preparations for the multinational exercise Cold Response, which will take place in challenging conditions alongside other ships from the Royal Navy's Response Force Task Group and other allied navies."

Codenamed 'Taurus Mountain 2', the exercise will involve more than 13,000 servicemen and women and will test air defences and air missile systems prior to the 2012 London Olympic Games.

HMS Vengeance ( S31 ) hier à Plymouth, le plus jeune des SNLE anglais, est en route vers le chantier de Plymouth ou il recevra une modernisation.
