DATE:25/03/09 SOURCE:Flight International Elbit Systems lands helmet-mounted display deal with South Korea By Arie Egozi
Elbit Systems has received a contract to supply advanced helmet-mounted display systems for the South Korean army's Korean Utility Helicopter (KUH) programme.
Under the deal, Elbit will supply prime contractor Korea Aerospace Industries with equipment for its ongoing development effort, which is expected to lead to the manufacture of up to 250 tactical transport helicopters. The Israeli company's initial contract covers those development aircraft due to be delivered in 2009-10, but it believes the agreement could lead to follow-on orders to equip the entire KUH fleet and additional military rotorcraft.
"We believe this selection will lead to further head-up display projects in South Korea and worldwide," says Yoram Shmuely, co-general manager of Elbit's Aerospace Division.
Elbit says its helmet-mounted display systems enable helicopter pilots to fly with their "head out of the cockpit", boosting situational awareness and safety by projecting essential flight data, plus navigation waypoints and threat data into their line of sight.

South Korea to Accuse North of Torpedo Attack
By CHOE SANG-HUN Published: May 18, 2010
SEOUL, South Korea — South Korea has concluded that a North Korean torpedo sank one of its warships in March, killing 46 sailors, according to government officials and domestic news reports on Tuesday. South Korean officials are preparing to announce the results of their investigation later this week.
The much anticipated finding will accuse North Korea of committing one of the worst military provocations on the Korean Peninsula since the end of the Korean War, deepening tensions between the countries. North Korea, denying involvement in the sinking, has vowed to retaliate against any attempt to link it with the March 26 explosion that broke the South Korean corvette in half near a disputed sea border. But the South has pledged “resolute measures,” including economic sanctions, once the investigation is complete.
“We will blame a torpedo attack and link it to North Korea,” said a government official briefed on the investigation, adding that the authorities were still fine-tuning an official announcement to be made on Thursday.
He refused to discuss forensic evidence that will be cited in the report.
In a series of closed-door briefings scheduled for Wednesday, the Foreign Ministry intends to present to Chinese, Russian, Japanese and European diplomats “scientific and objective evidence to back up the conclusion that it was a North Korean torpedo attack,” said the South Korean news agency Yonhap.
The finding is hardly a surprise. In recent weeks, South Korea’s defense minister has said that a torpedo attack was the likely cause of the sinking and that residue of an explosive used in torpedoes had been found in the ship’s hull.
But South Korea has carefully marshaled its evidence in a multinational investigation into the sinking to try to ensure that it can rally international support for economic and diplomatic sanctions against the North.
Investigators established what they said was a critical forensic link when they matched metal pieces and traces of explosive recovered from the ship and the site where it sank with a stray North Korean torpedo secured by the South seven years ago, Yonhap and other South Korean news outlets reported. They also said they had found a fragment believed to be part of a North Korean torpedo’s propeller.
They also found a serial number on fragments of a torpedo propeller that further strengthened the belief among South Korean, United States, Australian and other experts in the investigation that it was a North Korean attack, the newspaper Chosun Ilbo said Wednesday, citing an unnamed government source.
The investigators have been scrutinizing intercepted North Korean military communications to try to link the attack to a North Korean submarine, officials here said.
South Korean officials said that if they proved that the ship had been attacked by a torpedo, people would naturally believe that the attacker was the North, with its long history of military and terrorist provocations against the South.
But it remains unclear whether the forensic evidence the South has so far accumulated will be convincing enough to force China, a veto-wielding member of the United Nations Security Council and a North Korea ally, to support a statement or resolution denouncing the North.
President Lee Myung-bak of South Korea needs Chinese support. His plan to punish the North would further weaken his country’s already diminished diplomatic leverage over the North Koreans, because it would deepen the North’s economic dependence on China at the expense of inter-Korean trade, analysts said.
Meanwhile, opposition candidates in local and provincial elections on June 2 accused Mr. Lee of whipping up anti-North Korean sentiments to win conservative votes for his party’s candidates.
“The government is unable to present any factual evidence that the ship was broken in half by a torpedo,” Yoo Si-min, an opposition candidate, said in a radio interview. “If they make their announcement without such evidence, they will make South Korea an international laughingstock.”
Mr. Lee planned to make a speech next week to follow up on the announcement on Thursday by the Defense Ministry. In recent weeks, he and other senior officials have dropped hints that the North was to blame, although they have not formally accused it.
South Korean officials have suspended financing for government-level exchanges with North Korea and have asked South Korean companies not to start any new deals with the North.
Mr. Lee talked with President Obama on Tuesday. The White House later said that the two leaders were “committed to follow the facts of the investigation wherever they lead.” The finding of a torpedo attack would almost certainly darken the prospects for inter-Korean relations, which have deteriorated badly since Mr. Lee’s inauguration in 2008.

Factbox: Reaction to South Korea boat sinking report 3:28am EDT
SEOUL (Reuters) - South Korea on Thursday accused the North of sinking a navy warship, the Cheonan, last March, killing 46 South Korean sailors, saying the evidence was overwhelming.
This is how the world reacted:
NORTH KOREA
The South's findings were a fabrication "orchestrated by the group of traitors in a deliberate and brigandish manner to achieve certain political and military aims," the National Defense Commission said in a rare statement carried by the official KCNA news agency.
"Our army and people will promptly react to any 'punishment' and 'retaliation' and to any 'sanctions' infringing upon our state interests with various forms of tough measures including an all-out war."
SOUTH KOREA
"We will be taking firm, responsive measures against the North, and through international cooperation, we have to make the North admit its wrongdoing and come back as a responsible member of the international community," President Lee Myung-bak told Australian Prime Minister Kevin Rudd, according to the presidential office.
CHINA
"The Cheonan incident was a very unfortunate incident," Vice Foreign Minister Cui Tiankai said. "The people of this region share the hope that this incident can be appropriately handled to protect the stability of the Korean Peninsula. This suits the interests of each country's people."
UNITED STATES
"Such unacceptable behavior only deepens North Korea's isolation," the White House said in a statement. "It reinforces the resolve of its neighbors to intensify their cooperation to safeguard peace and stability in the region against all provocations.
"...This attack constitutes a challenge to international peace and security and is a violation of the Armistice Agreement."
JAPAN
Foreign Minister Katsuya Okada said it was important for South Korea, the United States and Japan to be on the same page and what was necessary now was to react "calmly and firmly".
"It would be difficult to have the six-party talks if the situation stays as it is now," Chief Cabinet Secretary Hirofumi Hirano told a news conference, referring to talks aimed at reining in North Korea's nuclear program.
Prime Minister Yukio Hatoyama said in a statement: "North Korea's action is hard to forgive and we strongly condemn it along with the international community."
UNITED NATIONS
"The secretary-general has learned of the results of the investigation into the sinking of the Cheonan naval ship of the Republic of Korea with a heavy heart and serious concern," U.N. Secretary-General Ban Ki-moon's press office said in a statement.
"The facts laid out in the report are deeply troubling. As secretary-general of the United Nations, he will continue to closely follow developments."
BRITAIN
"(North Korea's) actions will deepen the international community's mistrust," Foreign Secretary William Hague said. "The attack demonstrates a total indifference to human life and a blatant disregard of international obligations. The UK and international partners are committed to working closely with the Republic of Korea as they consider an appropriate multilateral response to this callous act."
AUSTRALIA
"The key findings of the investigation are deeply disturbing," Prime Minister Kevin Rudd said. "This hostile and unprovoked act represents a flagrant violation by North Korea of the United Nations (UN) Charter and the 1953 Korean Armistice Agreement.
"The international community cannot let this act pass without an appropriate response."
KENNETH BOUTIN, DEAKIN UNIVERSITY'S INTERNATIONAL RELATIONS SECTION
"It is possible that the attack on the Cheonan, which is provocative even by North Korean standards, signals the growing influence of more hard-line leaders in North Korea as the struggle to succeed Kim Jong-il continues. This has serious implications for efforts to address North Korea's nuclear weapons program and for security in the Korean peninsula region in general."

Scenarios: Dynamics change as North Korea blamed for ship 1:16am EDT
By Jack Kim and Jon Herskovitz
SEOUL (Reuters) - South Korea said on Thursday the evidence was overwhelming that a North Korean submarine fired the torpedo that sank one of its navy ships in March, killing 46 sailors.
The following is a look at how regional security dynamics could change in the wake of one of the deadliest strikes since the end of the 1950-53 Korean War and the likely reaction in financial markets:
SOUTH KOREA FLEXES ITS MUSCLES
Market players do not see the South planning a revenge strike on the North, but expect it to increase its military presence near the sea border where its ship went down. They worry that Seoul could then be more likely to attack North Korean vessels nearing the border, instead of issuing warnings first, as it has done before, leading to firefights that spook markets.
When news first broke of a possible North Korean link shortly after the vessel, the Cheonan, sank in late March, shares on Wall Street fell, the won dropped and the price to insure South Korean sovereign debt rose to 83 basis points from 78.
KEEPING A LID ON THE SITUATION
The South's main military ally, the United States, and the North's biggest backer, China, both see it in regional and global interests to prevent escalation and will pressure Seoul and Pyongyang to keep their tempers and armies under control.
However, the two global powers may not be able to prevent brief, live-fire exchanges between the rival Koreas who station more than 1 million troops near their border.
MISSILES, ARTILLERY AND TAUNTS
But North Korea may persist in saber-rattling that often includes missile tests and threats to attack its capitalist neighbor as it tries to win concessions from global powers to decrease the threat it poses to the economically vibrant region.
Markets are long used to this and do not expect such moves to have any impact on trading. But any test firing of a longer-range ballistic missile designed to hit all of the South, most of Japan and U.S. military bases in Guam would increase long-term risks, and market jitters might ripple beyond the South or the region.
MORE U.N. SANCTIONS
The most feasible recourse for the South will be to enlist the Security Council for tougher sanctions against the North.
This will require convincing China to come on board, involving a long and intricate diplomatic maneuver to bring Beijing around to the argument that in spite of the risks of destabilizing the leadership in Pyongyang, the world must not be left to watch the North get away with unprovoked aggression.
NUCLEAR TEST
North Korea has tested nuclear devices twice. A third test would put it closer to having a working nuclear bomb, but it would also deplete its meager supply of fissile material, which is thought to be enough for six to eight bombs.
Because a third nuclear test would not significantly alter market perceptions of risks, any negative impact on asset prices would again be relatively small and short-term.
Experts say even if North Korea develops a bomb, it has no practical means to deliver it.
SOUTH KOREA REVAMPS MILITARY POSTURE
South Korean President Lee Myung-bak has been critical of the way the navy ship was vulnerable to a torpedo attack and how the military's chain of command in the immediate aftermath of the ship's sinking nearly broke down.
Lee has repeatedly said the military must build on the findings of the probe and improve its readiness. There has also been a call to change the military's focus from passive defense to pro-active deterrence.
Some analysts say such a change would not be effective against the North's military that itself stresses deterrence, raising the possibility of a direct confrontation.
South Korea will likely upgrade its joint training with U.S. forces, especially on defense against North Korean submarines and torpedo attacks, a move which is certain to provoke the North, which has said such drills are preparations for war.
WAR?
Straight after the South announced the findings of the probe on the sunk ship, North Korea's powerful National Defense Commission warned of war if Seoul retaliates with sanctions.
North Korea has on previous occasions made bellicose threats to turn Seoul into a "sea of fire" and reduce the South to "ashes". But military experts do not believe the North's army is any match for the modern military forces of the South and its ally, the United States.
