DATE:25/03/09 SOURCE:Flight International Elbit Systems lands helmet-mounted display deal with South Korea By Arie Egozi
Elbit Systems has received a contract to supply advanced helmet-mounted display systems for the South Korean army's Korean Utility Helicopter (KUH) programme.
Under the deal, Elbit will supply prime contractor Korea Aerospace Industries with equipment for its ongoing development effort, which is expected to lead to the manufacture of up to 250 tactical transport helicopters. The Israeli company's initial contract covers those development aircraft due to be delivered in 2009-10, but it believes the agreement could lead to follow-on orders to equip the entire KUH fleet and additional military rotorcraft.
"We believe this selection will lead to further head-up display projects in South Korea and worldwide," says Yoram Shmuely, co-general manager of Elbit's Aerospace Division.
Elbit says its helmet-mounted display systems enable helicopter pilots to fly with their "head out of the cockpit", boosting situational awareness and safety by projecting essential flight data, plus navigation waypoints and threat data into their line of sight.

US to sell $1.2bn in spy drones to S. Korea
RQ-4 Global Hawk
The Pentagon has informed Congress of its plans to sell four Global Hawk high-altitude spy drones to South Korea. Under the deal Seoul’s surveillance capabilities would be greatly improved, even though the US DoD itself wanted to retire the aircraft.
The US Department of Defense wants to sell four of the Block 30 version of the RQ-4 Global Hawk aircraft to Seoul under the Foreign Military Sales program. It formally notified Congress of the proposed deal, which is estimated to worth $1.2 billion, reports the Pentagon-affiliated Defense Security Cooperation Agency.
The deal would include “associated equipment, parts, training and logistical support”. The military says it would go in line with the transition of intelligence gathering mission from the US-led Combined Forces Command to South Korea’s own troops in 2015. South Korea hosts almost 30,000 American troops, which take on many tasks requiring use of advanced technology.
The RQ-4 Global Hawk is Northrop Grumman’s unmanned reconnaissance aircraft currently operated by the US and Germany. It fills in the same role as Cold War era Lockheed U-2 all-weather intelligence gathering.
Congress may block the deal, but diplomatic sources told the Korean news agency Yonhap that American lawmakers are likely not to oppose the sale.
Previously the US was apparently reluctant to provide Seoul with the advanced spying capabilities of the Global Hawk, the agency says. The drones can survey landscape with its radar and optical sensors through clouds while flying up to 20km high.
The Block 30 model however may not be the best value for the Korean money. The US Air Force announced in January that it wanted to retire its fleet in 2013 and instead buy more advanced Block 40s.
The military said that Block 30 version was more costly to operate that the manned U-2 spy plane, while inferior in terms of sensor capabilities. Retiring the drones would save $2.5 billion over five years, the Pentagon said, which would come in handy in the times of budgetary restraints.
The notion however was blocked by the legislators. Under the final version of this year’s defense authorization bill Block 30 models will remain in operation until at least 2014.

South Korea to speed up development of new missiles
South Korea's new government is to hasten the development and deployment of missiles capable of striking targets anywhere in North Korea.
Seoul reached an agreement with the United States in October last year that enables it to develop ballistic missiles with a range of 800km (497 miles), reducing its reliance on the US military.
Under the previous with Washington, South Korea was limited to domestically developed weapons systems with a range of 300km (187 miles), but Pyongyang's continued belligerence - including last month's launch of a missile and worrying suggestions that the regime might be planning to conduct another nuclear test - have forced Seoul to move the schedule forward.
No specific date has been given for the deployment, with a government official telling Yonhap News that the weapons would be sited as early as possible.
"We will work toward quickly putting in force ballistic missiles with a range of 800km," said Kim Jang-soo, who will oversee North Korean policies as soon as the government of Park Guen-hye is sworn in next month.
"Renewing our security readiness is a pressing matter," said Kim, who also called on the international community to take concerted measures to further isolate North Korea in the wake of its missile launch.

AgustaWestland AW-159 Lynx Wildcat AH1
Defense department opts for Anglo-Italian maritime helicopter over US model
Eight Wild Cat helicopters to be purchased at a cost of 589 billion won, or US$567 million
By Kim Kyu-won, staff reporter The British-Italian helicopter company AgustaWestland’s Wildcat (AW159) maritime helicopter, designed to detect and destroy ships and submarines, will be purchased by the South Korean Defense Department instead of US manufactured alternatives. Attention has now turned to what effect the selection of the European option will have on this year’s choice of next generation jet fighter and attack helicopter. Defense Minister Kim Kwan-jin chaired the Defense Acquisition Program Administration (DAPA), which made the decision. DAPA spokesperson Baek Yun-hyung said, “The Wildcat was deemed superior in three of four fields: cost, operational suitability, and contractual arrangements. The US Sikorski made Seahawk was judged superior only in performance. The overall consensus is that the Wildcat is the better option.” Baek went on, “This maritime helicopter is being introduced to better equip us to deal with ships and submarines and to strengthen and expand our surveillance operations. Plus, it is equipped with the most advanced core technology, such as its sound detection equipment.” With regard to the chosen European model’s interoperability with existing weapons systems, Baek added, “In joint operations the US model is superior but both models meet our performance requirements.” Eight next generation maritime helicopters will be loaded on the Ulsan-class frigate and will cost 589 billion won (US$567 million). The Department of Defense undertook integrated test evaluations between June and December 2012 in order to decide which model to acquire. The chosen Wildcat measures 15.2 in length, 3.7 meters in width, is 4 meters high, and has a maximum take off weight of 5,987 kilograms. Its maximum cruising speed is 259kmh and it is equipped with anti-ship guided missiles, torpedoes, and machine guns. Britain currently uses four of the helicopters. The Wildcat’s size and take off capacity are smaller than the Seahawk, but its principal weapons equipment is similar and it is faster.

South Korea unveils missile it says can hit North's leaders SEOUL (Reuters) - South Korea unveiled a cruise missile on Thursday that it said can hit the office of North Korea's leaders, trying to address concerns that it is technologically behind its unpredictable rival which this week conducted its third nuclear test.
South Korean officials declined to say the exact range of the missile but said it could hit targets anywhere in North Korea.
The Defence Ministry released video footage of the missiles being launched from destroyers and submarines striking mock targets. The weapon was previewed in April last year and officials said deployment was now complete.
"The cruise missile being unveiled today is a precision-guided weapon that can identify and strike the window of the office of North Korea's leadership," ministry spokesman Kim Min-seok told reporters.
North Korea has forged ahead with long-range missile development, successfully launching a rocket in December that put a satellite into orbit.
The North's ultimate aim, Washington believes, is to design an intercontinental ballistic missile capable of carrying a nuclear warhead that could hit the United States.
North Korea, which accuses the United States and its "puppet", South Korea, of war-mongering on an almost daily basis, is likely to respond angrily to South Korea flexing its muscles.
North Korea, technically still at war with the South after their 1950-53 conflict ended in a truce, not a peace treaty, carried out its third nuclear test on Tuesday, drawing condemnation from around the world including its only major ally China.
The test and the threat of more unspecified actions from Pyongyang have raised tensions on the Korean peninsula as the South prepares to inaugurate a new president on February 25.
"The situation prevailing on the Korean peninsula at present is so serious that even a slight accidental case may lead to an all-out war which can disturb the whole region," North Korea's official KCNA news agency said.

Anti-submarine torpedoes fail in additional test fires
By Kim Eun-jung SEOUL, March 6 (Yonhap) -- The South Korean Navy has additionally test-fired indigenous anti-submarine torpedoes, but found they weren't suited for combat assignments after a success rate of only about 60 percent, a military source said Wednesday.
After the torpedo failed to hit its target in the initial test in July of last year, the Navy fired off eight more in a period of five months since last October. Five of them successfully passed the test, while three went missing.
The state-funded Agency for Defense Development created Hongsangeo, or Red Shark in English, over nine years from 2000 with a budget of 100 billion won (US$92 million). Some of the destroyers were loaded with the 5.7-meter-long torpedoes in early 2012.
A precision guided weapon like Red Shark should demonstrate more than a 75 percent success rate to be suited for combat assignments.
"Investigations are currently underway. Faulty designs may have led to failures," the source said, asking for anonymity as he was not authorized to speak to media.
The two-stage torpedo is launched vertically from a destroyer and flies for about 20 kilometers before submerging into the sea to track and destroy a target.
The Navy had planned to deploy the torpedoes in its newest destroyers if they passed the tests, but it is likely to be delayed as military officials and related agencies are currently looking into the cause of the low success rate.

US and South Korea conduct Key Resolve 2013 drills 12 March 2013 The US and Republic of Korea (ROK) militaries have started the annual computerised command post exercise, Key Resolve 2013, on the Korean Peninsula, despite North Korea declaring the armistice agreement to be invalid.
More than 3,000 US personnel are participating along with 10,000 South Korean troops during the combined land, air and naval exercise, which is scheduled to conclude on 21 March.
The Swedish and Swiss Neutral Nations Supervisory Commission observers will monitor the exercise to ensure compliance with terms of the armistice agreement, according to US officials.
The exercise will also witness participation from five UN Command states, Australia, Canada, Colombia, Denmark and the UK.
Combined Forces Command and US Forces Korea commander Army general James Thurman said that this year's exercise represented a major step in advancing the alliance, as it was being planned and executed for the first time by the South Korean Joint Chiefs of Staff.
"They are taking great strides to assume wartime operational control of forces in December 2015," Thurman said.
North Korea has repeatedly called for cancellation of the US-ROK annual joint exercises, arguing that they are a provocation and a prelude to an invasion, despite US maintaining that the drills are aimed at enhancing the alliance's operational readiness.
Pyongyang had been threatening to nullify the agreement over the past week amid fresh UN Security Council sanctions, and has reportedly shut down a Red Cross hotline that offered immediate communication between the two countries during tensions.
A North Korean Army Supreme Command spokesman was quoted by Rodong Sinmun as saying: "The Korean armistice agreement is to be scrapped completely."
Signed in 1953, the armistice agreement had ended the three-year war between the North and South Korea in a truce, and also maintained peace on the Korean Peninsula since then.

All-female crew flies Air Force's C-130 for first time GIMHAE, South Korea, March 20 (Yonhap) -- A crew of two women on Wednesday flew a C-130 cargo aircraft together for the first time in their careers, cracking the glass ceiling in the male-dominated Air Force.
Capt. Lee Na-kyum and Capt. Oh Hyun-jin of the fifth tactical airlift wing based in Gimhae, 449 kilometers southeast of Seoul, successfully completed their flight mission, marking the first time an all-female crew has flown the military aircraft since female cadets were accepted into the academy in 1997.
Lee, 31, had flown the C-130 in March 2011 to carry humanitarian aid to Japan when it was hit by massive earthquake and tsunami despite risk of radiation contamination.
"It was the happiest moment of my life when I was first selected as the first female pilot for the C-130," said Lee, who has a flight record of 1,486 hours. "I am doing my best to become a good example to junior female pilots."
Oh, a 27-year-old bride-to-be, said she feels "grave responsibility" as the first to fly the military aircraft.
The C-130 Hercules is a four-engine turboprop military transport aircraft built by Lockheed Martin. The aircraft is now the main tactical airlifter for the South Korean Air Force for training, medical evacuation and cargo transport missions.
It measures 40.4 meters wide and 29.8 meters long, and accommodates up to 128 crew members.
All-female crews could be deployed in combat, search and rescue, medical evacuation and overseas missions in the future after they complete the necessary training, military officials said.
