Elbit Systems lands helmet-mounted display deal with South Korea

Elbit Systems has received a contract to supply advanced helmet-mounted display systems for the South Korean army's Korean Utility Helicopter (KUH) programme.

Under the deal, Elbit will supply prime contractor Korea Aerospace Industries with equipment for its ongoing development effort, which is expected to lead to the manufacture of up to 250 tactical transport helicopters. The Israeli company's initial contract covers those development aircraft due to be delivered in 2009-10, but it believes the agreement could lead to follow-on orders to equip the entire KUH fleet and additional military rotorcraft.

"We believe this selection will lead to further head-up display projects in South Korea and worldwide," says Yoram Shmuely, co-general manager of Elbit's Aerospace Division.

Elbit says its helmet-mounted display systems enable helicopter pilots to fly with their "head out of the cockpit", boosting situational awareness and safety by projecting essential flight data, plus navigation waypoints and threat data into their line of sight.

SEOUL, 09 sept. (Yonhap) -- L'entreprise de défense sud-coréenne LIG NEX1 a lancé ce lundi la construction d'une usine pour fabriquer des intercepteurs de missile antinavire avec des technologies locales pour l'achever d'ici 2015, a déclaré l'entreprise.
LIG Nex1 travaillera avec l'Agence pour le développement de la défense (ADD) et construira des antimissiles sol-air guidés par un système de navigation inertiel, qui seront installés sur des destroyers de la marine sud-coréenne, a déclaré la société. Le missile, appelé Haegung, sera lancé d'une plate-forme verticale à partir d'un destroyer. Son système de radar pourra détecter plusieurs cibles simultanément avec des ondes haute fréquence et détecteurs d'images infrarouge.
Le missile guidé pourra intercepter des missiles ennemis et atteindre des avions et navires.

ORLANDO, Fla., Sept. 12, 2013 – The LONGBOW Limited Liability Company, a joint venture of Lockheed Martin [NYSE: LMT] and Northrop Grumman [NYSE: NOC], received a $51 million foreign military sales contract to provide the Republic of Korea with LONGBOW Fire Control Radars (FCRs) for the AH-64E Apache attack helicopter.

The contract includes six LONGBOW FCR systems, spares and in-country support. Production is scheduled through 2016, with assembly of the LONGBOW FCR performed at Lockheed Martin’s Ocala and Orlando, Fla., facilities, and Northrop Grumman's Baltimore, Md., facility.

“The Republic of Korea is the 10th international customer for LONGBOW systems,” said Tom Eldredge, LONGBOW LLC president and director of LONGBOW programs at Lockheed Martin Missiles and Fire Control. “The LONGBOW FCR is a battle-proven radar system that will provide Republic of Korea Apache pilots with increased situational awareness, survivability and lethality.”

“The LONGBOW FCR team will provide the Republic of Korea with a product that promotes greater regional security and provides warfighters with the highest level of protection while increasing the international Apache footprint,” said Mike Galletti, director of the Tactical Sensor Solutions-Aviation business unit for Northrop Grumman’s Land and Self Protection Systems Division.

Since 1998, LONGBOW FCR has provided Apache aircrews with target detection, location, classification and prioritization. In all weather, over multiple terrains and through any battlefield obscurant, the radar allows automatic and rapid multitarget engagement.

Northrop Grumman is a leading global security company providing innovative systems, products and solutions in unmanned systems, cyber, C4ISR, and logistics and modernization to government and commercial customers worldwide.

SEOUL, Sept. 11 (Yonhap) -- The South Korean Navy said Wednesday it will tow a 14,000-ton amphibious assault ship whose engines were disabled by a fire to a main base in the southeastern region for repair while continuing efforts to restore the vessel.
The generator room on the Dokdo-class amphibious assault ship caught fire while the ship was sailing off the west coast of the Korean Peninsula Tuesday morning, causing a duty officer to suffer a second-degree burn.
Among the two generators on the ship, the burnt one broke down while the other stopped after sea water flowed in during the process of extinguishing the fire.
"Officers worked through the night to restore the engine damaged by fire, but it doesn't operate. So, the Navy decided to take it to Jinhae," a Navy official said, referring to a main naval base located about 410 kilometers south of Seoul.
A 2,600-ton salvage and rescue ship will soon be deployed to near the western port of Gunsan to deliver the carrier to Jinhae, which is expected to take about three days, the official said.
The ship was sailing to support a war memorial event slated for this weekend in the western port of Incheon, but its role will be replaced by an Aegis destroyer, officials said.
Named after the easternmost islets of Dokdo in the East Sea, the lead ship in its class was built by Hanjin Heavy Industries.

Le groupe-école de la marine sud-coréenne est arrivé ce samedi dans le port militaire de Cherbourg. Le public peut monter à bord de ses deux bateaux pendant le week-end.

Tour du monde

« Merci France ! » Voilà ce que l'on peut lire sur l'immense toile bleue déroulée sur le flanc de l'imposante frégate Dae Jo Young, l'un des deux bâtiments du groupe école sud-coréen. Partis le 25 juillet de Corée du Sud, les élèves de la marine sud-coréenne en fin de formation font un tour du monde jusqu'au 9 décembre. Cherbourg est la 6e étape des 15 prévues dans leur périple.

Mission diplomatique

Au delà de la formation des élèves, le groupe école a aussi une mission diplomatique. « Pendant les escales, nous essayons de faire découvrir la culture coréenne et de promouvoir l'image de la Corée du Sud », explique l'amiral Soo-hong Jang. Ce tour du monde est d'autant plus symbolique cette année car le pays célèbre les 60 ans de l'armistice de la guerre de Corée.

Un périple de 57 400 km

A bord, 620 hommes font partie du voyage, dont 140 élèves officiers. Sur 187 jours, les marins vont parcourir près de 57 400 km. Des chiffres à donner le tournis...

SEOUL, les hélicoptères utilitaires coréens de type Surion développé par Korea Aerospace Industries (KAI), ont été déployés au sein de l'école d'aviation de l'armée dans Nonsan et déclaré opérationnel. Selon KAI, le Surion a subi plus de 2’000 heures de vols d'essai sans accident.

L'hélicopère a également passé 50 tests par temps froid en Alaska entre le mois de décembre et de février pour tester son fonctionnement dans des conditions extrêmes.

Historique du KUH «Surion» :

Le programme coréen pour un hélicoptère multirôle (KMH) fut lancé le 12 mars 2004 avec comme objectif le développement d’un hélicoptère polyvalent entièrement Coréen. Compte tenu des besoins financiers énormes pour le développement d’une telle machine, le programme fut réorienté afin de répondre aux besoins utilitaires (KUH) de l’armée coréenne en priorité.

Le second problème des coréens était de pouvoir compter sur la collaboration avec un constructeur étranger reconnu pour diminuer les risques industriels. La Corée lança le 15 avril 2005 un appel d’offre international pour permettre à un constructeur étranger d’intégrer le programme.  Plusieurs sociétés étrangères telles que Boeing, Bell Helicopter, Sikorsky aux États-Unis, Eurocopter, AgustaWestland en Europe, une société russe ont répondu à l’offre.

Le 13 Décembre 2005 déjà, le gouvernement coréen a annoncé le  choix d'Eurocopter comme partenaire principal de Korea Aerospace Industries (KAI) dans le programme KUH pour le développement du premier hélicoptère de transport militaire coréen.

SEOUL, 15 sept. (Yonhap) -- La marine sud-coréenne a procédé aux derniers tirs d’essai d’un missile anti-sous-marin développé localement, et un engin sur quatre a manqué sa cible, a déclaré ce dimanche l’Administration du programme d'acquisition de défense (DAPA).
Selon un officiel de la DAPA, la marine avait procédé depuis le mois de juillet aux tirs du missile Hongsangeo (requin rouge) dans la mer de l'Est et trois balles ont atteint la cible mais un engin l'a manquée.
L'Agence publique pour le développement de la Défense (ADD) avait développé durant plus de neuf ans ce missile léger à longue portée mer-mer à partir de 2000, avec un budget de 100 milliards de wons (92 millions de dollars) afin de l'utiliser sur les destroyers sud-coréens les plus récents dont le KDX II. La DAPA avait donné son feu vert pour la production des premiers missiles en 2009, dans la mesure où le prototype avait réussi trois tirs d'essai sur quatre, soit un taux de réussite de 75%.
Lors de ce dernier test, le taux a atteint 75% mais lors des tests précédents le taux de réussite n'a pas été concluant ainsi, la DAPA est indécise quant à la reprise de la production du missile Hongsangeo.

South Korea backs down from F-15 Silent Eagle selection: report

The decision is understood to have been made on 24 September at a DAPA meeting presided over by defence minister Kim Kwan-Jin.
The three contenders for the requirement were the F-15SE, [url=http://www.flightglobal.com/landingpage/Eurofighter Typhoon.html]Eurofighter Typhoon[/url] and [url=http://www.flightglobal.com/landingpage/Lockheed Martin.html]Lockheed Martin[/url] [url=http://www.flightglobal.com/landingpage/Lockheed Martin F-35.html]F-35[/url]. Industry observers had consistently viewed the competition as a two-way battle between the two US-built aircraft, given Seoul’s extremely close ties to Washington. Observers close to the South Korean defence establishment have observed the air force’s preference for the F-35.
A re-tendering process for the competition could prove to be challenging for Seoul. Industry sources have said that DAPA loosened the stealth requirement of F-X III to allow fairer competition between the three aircraft. Placing too much emphasis on stealth in a new competition, however, could be seen as undermining a fair process.

SEOUL, Sept. 26 (UPI) -- Lockheed Martin said it will continue with its bid to land a major South Korean jet fighter contract when the deal is re-tendered.

The deal, in which Seoul required a contractor to deliver 60 jets over five years beginning in 2017, was a race between the Boeing's F-15 Silent Eagle, Lockheed Martin's F-35 Lightning II Joint Strike Fighter and EADS' Eurofighter Typhoon.

Lockheed, ahead of EADS, was thought to have been nudged out of the deal by Boeing's Silent Eagle.

But South Korea's military defense procurement agency, the Defense Acquisition Program Administration, announced Tuesday it wasn't completely satisfied with Boeing's offer.

Boeing came close to grabbing the contract with the cheapest offer, but DAPA said it will review its budget for the jet fighter deal and re-tender later this year.

Lockheed's Stealth aircraft were offered through a government-to-government sales process, meaning there was less room to negotiate on price.

Boeing and EADS aircraft were offered through direct sales to South Korea.

A statement by Lockheed after DAPA's decision said the aircraft maker "will continue to support the U.S. government in its offer of the F-35A to Korea."

DAPA's decision caps an intense bidding campaign for all three manufacturers.

There were 55 bidding sessions in June and July, but DAPA suspended bidding in mid-July over concerns that manufacturers' bids were higher than the budgeted $7.2 billion.

DAPA restarted bidding in mid-August, reiterating that its budget limit is the most important requirement for a successful bid.

Last month, a report by Yonhap News Agency said the contract was noted for its extreme bidding war following drastic cutbacks in military spending in the United States and Europe.

DAPA's decision leaves South Korea with an aging fleet of McDonnell Douglas F-4 Phantom and Northrop F-5 aircraft for at least another year.

South Korean Defense Ministry spokesman Kim Min-seok, announcing the cancellation of the tender, said DAPA committee members rejected Boeing's F-15 SE and are set to restart the project because of a "consensus that South Korea ... needs to deter the growing threat posed by North Korea."

Boeing's Silent Eagle failed to overcome its inadequate stealth capabilities to win the $7.2 billion deal amid growing regional security concerns, Yonhap reported this week after DAPA's announcement.

South Korea now will have to wait longer for suitable air defense protection but political and military climate in Southeast Asia has changed since the tender first went out, the Yonhap article said.

The need to acquire the most advanced jet took on new urgency as North Korea conducted its third nuclear test in February and continues to develop its missile program.

Japan and China are at loggerheads over disputed maritime territories in the region.

Japan signed a deal last year to buy 42 F-35s, with the first four planes to be delivered in 2017.

The Yonhap article pointed out that China boosting its strength by developing its own stealth jet -- the J-20 now in development -- and launched its first aircraft carrier last year.

Russia also is preparing its first advanced T-50 fighter jets, built by Russia's biggest defense contractor, Sukhoi, this year.

Boeing's successful bid was based on its claim that the F-15 had survivability, not stealth, in its favor -- a dual-engine power plant and and impressive arsenal.

Yonhap said experts believe the cancellation of the tender favors the F-35 because of growing calls for stealth technology to counter these threats.

A Korean F-5 fighter jet crashed into a mountain in the central part of the country today, but the pilot managed to escape safely right before the plane went down.
The one-seater plane was on its way to a military base in Cheongju to participate in a bi-annual training exercise.
The 32-year-old pilot, who ejected from the aircraft, has been transferred to a military hospital for treatment.
The crash is the latest in a string involving different variants of the F-5.
A total of three F-5s crashed in Korea's eastern Gangwon Province in 2010, killing five pilots.

EADS, BAE Systems et Finmeccanica espèrent encore vendre leur Typhoon à la Corée du Sud. Le pays a relancé le 24 septembre le plus gros appel d’offre de son histoire (une commande de 60 avions), alors que Boeing pensaient avoir remporté la partie.
Eurofighter est toujours en course pour vendre son Typhoon à la Corée du Sud. Les américains de Boeing pensaient avoir remporté l’appel d’offre le plus important jamais passé par Séoul : 7,7 milliards de dollars pour 60 avions de combats. Mais les Coréens en ont décidé autrement. Les autorités du pays ont annoncé le 24 septembre que la procédure d’appel d’offre allait être reprise à zéro. Le consortium a encore une chance de remporter la bataille.
"Ça vaut la peine parce que nous avons maintenant un produit beaucoup plus au point qu'il y a cinq ou dix ans", a affirmé le patron d'EADS (qui fait partie d'Eurofighter) Tom Enders le 26 septembre à l’AFP. "Nous avons fait une offre très concurrentielle et très substantielle", a-t-il ajouté. Le consortium européen a proposé à la Corée du Sud d’assembler elle-même l’appareil.

South Korea’s Armed Forces Day on Tuesday, October 1st, saw the first public display of two new home-grown missiles. The Chosun Ilbo reports.
The Country’s Hyunmu-3C cruise missile, which has a range of 1,000-1,500 km, could hit most strategic targets in China and Japan as well as in North Korea. Officials claim it is as accurate as the U.S.’ Tomahawk cruise missile, i.e. within a three meter radius. Hyunmu-2, a ballistic missile, has a shorter range than that of North Korea’s ballistic missiles with 300 km but can hit targets within about 10 m. Mobile launch vehicles for the missiles were also unveiled in the parade.
Also on show were the RAFAEL Spike-NLOS missiles and a remote-controlled quadruped robotic vehicle.
The Spike NLOS missiles were bought from Israel after the North shelled Yeonpyeong Island in November 2010 and are supposedly capable of destroying North Korean artillery kept in underground bunkers. They were deployed warfare-ready on the five north-westernmost islands in May.

Spike NLOS can carry the entire family of warheads designed for the Spike, including the shaped-charge anti-tank, and penetration blast fragmentation (PBR), enabling the missile to effectively strike targets beyond line of sight.
The missile integrates a dual EO seeker, effectively engaging targets in day and night, utilizing ‘fire and forget’ or ‘fire and update’ operating modes, enabling the operator to home in precisely on a pinpoint target as the missile closes-in on the terminal phase of its flight, just prior to the attack, thus maximizing the missile’s effect while minimizing collateral damage, even under highly dynamic battle conditions. The communications between the missile and operator is conducted over a two-way wireless communications.
The Spike family of missiles is considered as the most mature and versatile multi-platform electro-optical precision attack missile in the market. Spike missiles are currently operating in several countries, including Israel, several Asian and Latin American countries, as well as a wide number of NATO countries.

Washington Seek Interoperability with Seoul’s Evolving Missile Defense

South Korea’s Air and Missile Defense (KAMD) system is becoming a key issue in discussions on the transfer of wartime operational command (OPCON) from the US. Seoul’s Hankyoreh reports. The incorporation of South Korea’s system into the one led by the US stands to trigger objections from China, which sees itself a target.
The two countries discussed preparing a response to North Korea’s increased nuclear and missile capabilities on Oct. 2, 2013. “The South Korean and US missile defense systems don’t have to be identical as long as they are interoperable.” US Secretary of Defense Chuck Hagel said. His remarks suggested that South Korea is not obliged to take part in the US system, but that the two countries’ systems should allow for linkages and interoperation.
The KAMD, which is now in the planning stages, would be in place and capable of intercepting North Korean missiles by 2022 at the latest. Officials in Seoul expressed reservation from the thrust to integrate the two missile defense systems, leaving the door open for ‘exchange information on North Korean missile launches.’, particularly concerning low-altitude defense, which is the most prevalent task in the Korean Peninsula.
Both South and North Korea have maximum firing ranges of just 1,000 km. The US missile defense system, in contrast, would be designed mainly to intercept intercontinental ballistic missiles.

SEOUL, Korea Aerospace Industries vient de sélectionné l’équipementier la société israélienne Elbit Systems pour la fourniture du futur viseur de casque (HMD) qui équipera les hélicoptères KAI Surion destiné à l’armée.

Historique du KUH «Surion» :

Le programme coréen pour un hélicoptère multirôle (KMH) fut lancé le 12 mars 2004 avec comme objectif le développement d’un hélicoptère polyvalent entièrement Coréen. Compte tenu des besoins financiers énormes pour le développement d’une telle machine, le programme fut réorienté afin de répondre aux besoins utilitaires (KUH) de l’armée coréenne en priorité.

Le second problème des coréens était de pouvoir compter sur la collaboration avec un constructeur étranger reconnu pour diminuer les risques industriels. La Corée lança le 15 avril 2005 un appel d’offre international pour permettre à un constructeur étranger d’intégrer le programme.  Plusieurs sociétés étrangères telles que Boeing, Bell Helicopter, Sikorsky aux États-Unis, Eurocopter, AgustaWestland en Europe, une société russe ont répondu à l’offre.

Le 13 Décembre 2005 déjà, le gouvernement coréen a annoncé le  choix d'Eurocopter comme partenaire principal de Korea Aerospace Industries (KAI) dans le programme KUH pour le développement du premier hélicoptère de transport militaire coréen.

Les Sud-coréens proposent une frégate dotée de l’I-Mast de Thales


Le mât intégré développé par Thales est visible sur un nouveau design de frégate conçu par Daewoo Shipbuilding and Marine Engineering (DSME) pour le marché export. Il s’agit du type DW3000 H, exposé par le constructeur sud-coréen lors de récents salons navals.
Longue de 114 mètres pour une largeur de 13.8 mètres, cette frégate légère présente un déplacement de 3000 tonnes en charge. Dotée de formes furtives, elle peut atteindre la vitesse de 28 nœuds avec une propulsion axée uniquement sur des moteurs diesels et dispose d’un hangar pour un hélicoptère. L’armement comprend 8 missiles antinavire,  un système surface-air avec 8 cellules de lancement vertical, une tourelle de 76mm, un système multitubes Phalanx, deux canons de 30mm et 6 tubes lance-torpilles.

Mais ce qui frappe évidemment, c’est la présence sur la superstructure d’un mât intégré de la gamme I-Mast développée par Thales Nederland.  Ce nouvel équipement, qui fait ses débuts sur les quatre patrouilleurs néerlandais du type Holland et doit être installé sur le bâtiment de soutien logistique (JSS) Karel Doorman, n’a pas encore été vendu à l’export par le groupe d’électronique.

Interrogé sur un partenariat avec DSME pour ce type d’équipement, Thales rappelle que, si des designs sont présentés avec ses produits, c’est à la marine cliente de déterminer les senseurs et les armes dont elle a besoin. « Thales est un fournisseur indépendant de systèmes de combat, qui intègre les armes choisies par l’utilisateur final et pourra installer de tels systèmes à bord des plateformes choisies par celui-ci ». Le groupe d’électronique note que la présence de son I-Mast sur un modèle sud-coréen de frégate traduit les « excellentes relations » que le groupe entretient « avec des chantiers navals internationaux, domestiques ou étrangers, dans de nombreux pays autour du globe ». Pour preuve, la présence de ses produits sur de nombreux modèles de bâtiments : « Les chantiers montrent durant les salons ou dans leurs brochures des maquettes de leurs plateformes où l’on voit les senseurs des principaux fournisseurs de systèmes de combat. Le radar SMART-S et le conduite de tir STING-EO sont par exemple visibles sur les modèles de corvettes SIGMA de Damen Schelde Naval Shipbuilding et, dans le cas de DSME, un modèle de navire est présenté avec un mât intégré similaire à l’I-Mast fourni pour les patrouilleurs de la classe Holland ».  Le groupe d’électronique, qui se félicite de ce « marketing », estime qu’il est « la preuve de (ses) relations de longue date avec ces chantiers navals ». Thales est en effet depuis longtemps un fournisseur de la marine sud-coréenne, qui utilise notamment ses conduites de tir et ses radars.

On savait Airbus Military actif à Singapour pour tenter d'imposer son avion-ravitailleur A330 MRTT afin de remplacer d'anciens KC-135 d'origine américaine. Mais un autre prospect sérieux devrait prochainement prendre de l'importance aux yeux de l'avionneur de Séville dans cette région du monde : la Corée du Sud, qui pourrait lancer l'an prochain un programme d'acquisition de quatre nouveaux ravitailleurs.

Cité par le journal américain Defense News, un porte-parole de l'agence d'armement coréenne DAPA a confirmé qu'une enveloppe de 6,5 millions de dollars avait été prévue our lancer l'an prochain le processus d'acquisition. Si ce budget est approuvé, la procédure pourrait formellement commencer dès le mois de février, selon le porte-parole. Des évaluations auraient lieu de mars à mai, dans l'optique de présélectionner l'un des candidats avant la fin 2014.

Pour Séoul, qui ne possède pas encore d'avions-ravitailleurs, l'intention de principe est de mettre progressivement cette capacité en service entre 2017 et 2019.

Contacté, un porte-parole d'Airbus Military a indiqué que la société "se réjouirait de cette opportunité de répondre à un besoin critique de la force aérienne sud-coréenne en proposant l'A330 MRTT". L'avionneur ajoute que son appareil est "le candidat idéal pour la région Asie-Pacifique grâce à son coûts d'exploitation réduit, son potentiel de croissance et des délais de livraison courts"

Ce dernier argument joue clairement en faveur du MRTT par rapport à son futur compétiteur : le KC-46 de Boeing, en cours de développement pour l'US Air Force. Si Séoul souhaite réellement disposer d'un premier avion en 2017, Boeing pourrait se trouver dans une posture délicate puisque son nouvel appareil ne devrait entamer son évaluation opérationnelle qu'en mai 2016, au titre du calendrier actuel. Une première mise en service limitée dans l'USAF n'est pas attendue avant le second semestre 2017.

Int'l naval defense exhibition to kick off in S. Korea

BUSAN, Oct. 21 (Yonhap) -- An international naval defense industry exhibition will be held in the southeastern port city of Budan this week to showcase the latest naval weapon systems and warships, organizers said Monday.
The biennial International Naval & Defense Industry Exhibition will be held at BEXCO in the southern port city of Busan from Tuesday to Friday, bringing together some 1,590 companies from 55 nations with 2,420 promotional booths for maritime products and weapon systems, the Navy said.
During the four-day event, South Korea will showcase long-range anti-submarine torpedoes, heavyweight torpedoes, unmanned submarines and landmines removal robots to military officials and foreign buyers, it said.
Visitors will be able to have the real-ship experience through simulators of Aegis destroyers, amphibious assault ships and submarines in the venue.
On Wednesday, the Navy will carry out maritime maneuvers in the southern coast to present South Korea's latest warships equipped with anti-ship and anti-aircraft missiles as well as maritime aircraft.
Navy delegations from 20 nations will visit South Korea's major defense companies, including Daewoo Shipbuilding & Marine Engineering, LIG NEX 1 and Samsung Thales, and meet with officials to discuss ways to boost cooperation, the Navy said.
On the sidelines of the event, the state-funded Agency for Defense Development and the Navy will jointly hold international seminars on Wednesday and Thursday, which will present 68 research papers on the latest shipbuilding technology.
The exhibition has been co-hosted by the Busan Metropolitan City and the Korea International Trade Association since 2001 to promote South Korea's shipbuilding industry led by the world's leading companies, such as Daewoo, Hyundai and Samsung.

Avec un large parc installé, le Flash Sonics équipe déjà les marines française (NH90 NFH), anglaise (Merlin EH101), norvégienne (NH90), américaine (MH60-R), suédoise (NH90), australienne (MH60R) et émiratie (Super Puma).

The scale model of the Incheon class frigate Batch II was unveiled by DSME in the 63rd anniversary festival of the Incheon landing operation in the Korean War. Key updates of the Batch II over the ASW-focused Batch I include VLS and full electric propulsion system, as well as a larger hangar that can accomodate a 10-ton helicopter (Batch-I has hangar for lighter helicopters like AW159). About 8 ships of Batch II are going to be built in pairs by DSME until 2018. Some items like the MT30 gas turbine engines for the new propulsion system are already being delivered.

Based on this scale model, Incheon Batch II Frigates will be fitted with a 127mm main gun, a Phalanx CIWS, 16x KVLS cells, Sonata detection system, 3D and 2D radar, tracking radar, EOTS system, Sonata jamming system, MASS, torpedo tubes, 8x antiship launchers.

It seems like DSME kept in mind growth space for the future evolution of the Batch-II design. They will be able to put in more VLS on the frigate if they need them for Batch III ships, possivly 48 cells in total if 2x16 VLS are placed side by side behind the existing module. Meanwhile, Batch II seems to retain most sensors from Batch I: the AESA surveillance radar, a fire director radar plus EOTS. A mast MFR will eventually replace these piecemeal sensors from Batch III.

LIG Nex1 will provide a range of ship-launched SAMs which will see their first use with FFX Batch II (and with LST-II and MLS-II that use the same sensors as FFX or PKX). There was an opening ceremony of the new missile production facility recently.

The FFX VLS will also be able to employ VLS-launched variants of Haesung-I and Haesung-II series missiles (short-range tactical missile and long-range 'strategic' missile). Lastly, the Red Shark VL-ASROC will be added to Incheon's existing ASW kit.

AgustaWestland has awarded a contract to Thales to deliver the compact folding light acoustic system for helicopters (FLASH) Sonics dipping sonars in support of the Republic of Korea Navy's (ROK) new AW159 maritime operations helicopter programme.

Under the contract, Thales will supply compact FLASH Sonics dipping sonars for installation onboard AW159 maritime helicopters.

Designed for smaller helicopters, the FLASH active low-frequency airborne sonar system features an optimised, lightweight architecture as well as a fully electric reeling machine.

Thales Underwater Systems managing director Benoit Plantier said: "We are delighted that AgustaWestland has placed its trust in Thales to equip its new helicopter, and proud to have the Republic of Korea Navy as the latest customer to adopt our FLASH family of dipping sonars."

Developed to meet the weight and size requirements of smaller helicopters, the FLASH Compact sonar when integrated with the sonobuoy processing system acts as a complete and effective sonar suite for light aircraft.

Operated as an integrated tactical system or a stand-alone system, the dipping sonars can be used to detect, classify, locate, track and engage enemy submarines and perform mine clearance operations.

When linked with an active / passive sonobuoy processing system, the FLASH Sonics configuration system provides anti-submarine warfare capability, as well as helping identify small, slow moving or stationary underwater targets.

The Thales-built family of dipping sonars are currently in service on the French NH90 NFH, the UK Royal Navy's Merlin EH101, Norwegian and Swedish NH90, the US Navy's MH60-R, and the UAE's Super Puma helicopter.

The AW159 is a new generation multi-role military helicopter designed to conduct array of missions ranging from both shore and ship bases, including anti-surface warfare, anti-submarine warfare, search and rescue, maritime security and maritime surveillance, even in hot and high environments.

Powered by LHTEC CTS800-4N engines, the helicopter features modern integrated cockpit, a fully integrated avionics suite and mission system to provide increased mission capability and increased crew effectiveness.

Why South Korea’s Building an Impressive Navy


Is the South Korean Navy simply an expensive trifle?
Last week, Kyle Mizokami argued that the Republic of Korea Navy is “Impressive … and Pointless.”  Mizokami makes the nutshell case against South Korea’s shift to the sea: "In the country’s rush to embrace its destiny as a seagoing nation, South Korea has prematurely shifted resources from defending against a hostile North Korea to defeating exaggerated sea-based threats from abroad. Seoul is in the midst of a strategic shift that has shorted defenses against the North and put its forces in harm’s way."
There’s no doubt something to this argument.  The largest ships of the ROKN can, in context of the current state of disengagement between North and South Korea, look like little more than floating targets. South Korea treated the sinking of the Cheonan with admirable restraint.  Imagine, however, if an over-excited North Korean sub skipper decided to try to torpedo Dokdo or Seojong the Great?  It’s difficult to imagine that Seoul could avoid aggressive retaliation under those conditions, even given uncertainty about the North Korean response.
But navies serve multiple purposes.  For centuries, powerful warships have acted as symbols of national prestige, helping to send messages of strength and political commitment. While the ability of South Korea to maintain the security of its maritime lines of communication probably does not, in the final analysis, depend on the size or sophistication of the ROKN, the ability of South Korean forces to participate in maritime maintenance operations (such as CTF-151, off the coast of Somalia) or disaster relief (a mission that ROKS Dokdo, with aviation and well-deck capability, would excel at). 
Moreover, South Korea’s international profile is about more than just North Korea.  South Korea wants to portray itself as a “normal” East Asian nation, and for better or worse “normal” East Asian nations currently build large, technologically impressive destroyers, flat-decked aircraft carrying warships, and powerful submarines.  The ROKN also acts as an advertisement for South Korea’s defense and shipbuilding industries, although the importance of this can be overstated.
Similarly, international events such as fleet reviews and RIMPAC matter for international perception.  South Korea may not need the largest and most powerful warships at such reviews, but making some contribution increases the ROKN’s international profile, and the perception that South Korea is a state that needs to be taken seriously as an international player.
And what of the future? With the lurking potential of a North Korean collapse, having amphibious, expeditionary naval capacity and the ability to manage the littoral around the entire Korean Peninsula could be of great practical and political value. This is especially true if the ROKN can manage the task without the assistance of Japan, China, or the United States.
Of course, there can be a bit of silliness about such acquisitions.  In the early part of the twentieth century, the navies of the Southern Cone competed desperately to acquire modern dreadnoughts, only to find that they lacked the funds to pay the crews (one Brazilian battleship nearly bombarded Rio de Janeiro, and the only action seen by a Chilean dreadnought in thirty years of service was being bombed by the Chilean Air Force).
Also, naming the lead ship of a new class of flat deck aircraft carrying warships after a group of disputed, uninhabitable rocks was probably not, in the fullness of time, entirely necessary. Nevertheless, the profile of the ROKN fits with the image South Korea wants to project: a modern, technologically advanced, powerful, and responsible East Asian country.

Austrian spy drone vulnerable to GPS jamming: lawmaker

DAEJEON, Oct. 23 (Yonhap) - An Austrian-made unmanned aerial vehicle (UAV) procured by the South Korean Navy is susceptible to GPS jamming, raising concerns that the spy drone will be vulnerable once it is deployed to gather intelligence on North Korea, a ruling party lawmaker said Wednesday.
The Navy spent 25 billion won (US$23.6 million) to purchase four S-100 UAVs made by Austrian company Schiebel, the Navy said in its report submitted to the parliament. It wants to deploy them on intelligence ships that patrol seas near the western sea border, the so-called Northern Limit Line. The drones are currently undergoing testing.
Although the Austrian company says the UAVs are equipped with multiple backup inertial navigation systems, Rep. Song Young-keun of the Saenuri Party claimed the UVAs don't have the capability to withstand long-lasting GPS jamming.
"Although there is an alternative system, it lowers the efficiency of the weapons system and stops functions in the worst case, affecting accuracy," Song said during an audit on the Navy at its headquarters in Daejeon, 164 kilometers south of Seoul.
Concerns have grown over the GPS jamming after one of the drones crashed in May 2012 during a test flight near the western port city of Incheon. The accident killed a Slovakian test pilot from Schiebel and injured two South Koreans.
Experts suspect jamming of its GPS receiver may have contributed to the crash, as North Korea is believed to have masterminded massive GPS jamming that affected hundreds of commercial flights and ships in the previous month.
The Navy's intelligence gathering project on the North Korean military has been crippled for several years after two UAVs crashed during operations.
Among the three fixed-wing SHADOW-400 UAVs by American company AAI, one crashed during operations near a western island in 2007, and another went down in waters near the southeastern port city of Pohang in 2010. The third one is currently not operating.

SEOUL — The South Korean Navy believes it can deploy two light aircraft carriers by 2036 and expand its blue-water force to cope with the rapid naval buildups of China and Japan, according to a Navy source.

The service has been exploring ways of securing light aircraft carriers based on an interim feasibility study, the source said.

“It’s a hope,” the Navy source said on condition of anonymity. “There are no fixed requirements at the moment, but we’ve been studying ways of launching light aircraft carriers over the next two decades.”

Rep. Chung Hee-soo of the ruling Saenuri Party revealed the contents of a program in a feasibility report last week.

“To cope with potential maritime disputes with neighboring countries, we need to secure aircraft carriers as soon as possible,” Chung, a member of the National Assembly’s Defense Committee, said during a confirmation hearing Oct. 11 for Adm. Choi Yoon-hee, new chairman of the Joint Chiefs of Staff. “For more active international peacekeeping operations, our Navy should have carriers.”

According to Chung, the Navy envisions three phases:

■The first is to equip the second ship of the Dokdo-class landing platform helicopter ship (LPH) with a ski ramp to operate short-range or vertical take-off and landing (VTOL) aircraft.

The flight surface of the landing ship is already sprayed with urethane, which can withstand the heat created by the aircraft during operations.

Dokdo, with the addition of a ski ramp, could be deployed before 2019, according to the report, which suggests the Navy procure used VTOL jets from the US, UK and Spain if needed.

■Second, the Navy could build an amphibious assault ship, similar to the Spanish Navy’s Juan Carlos, before 2019.

■Finally, the service aims to build two 30,000-ton light aircraft carriers between 2028 and 2036, the report said. The carrier is to have specifications similar to the Italian aircraft carrier Cavour, which can support about 30 aircraft.

“We should have capabilities to deter North Korea, and at the same time, we need minimal capabilities to respond to potential threats from neighboring countries,” Choi replied to Chung, apparently referring to the naval buildups of China and Japan.

China commissioned its first aircraft carrier last year, with three more carriers planned. Japan, whose Navy is classed as a self-defense force, has controversially unveiled a 20,000-ton helicopter destroyer akin to a small aircraft carrier.
More Aegis Ships and Jets

During the National Assembly last week, the Navy unveiled mid- to long-term procurement plans to further strengthen its naval power.

The service plans to commission three more 7,600-ton KDX-III Aegis destroyers by 2023 to develop a strategic mobile fleet. The service has three KDX-III destroyers fitted with Lockheed Martin-built SPY-1D radar capable of tracking incoming ballistic missiles and enemy aircraft.

“The construction of new Aegis ships could be completed earlier than scheduled,” Adm. Hwang Gi-chul, chief of naval operations, testified. “And the new Aegis ships will have better stealth functions than those with the existing ships.”

The Navy will also launch six, 5,900-ton next-generation destroyers — dubbed KDDX — after 2023.

The development of an attack submarine is on track, according to the Navy. The service plans to commission six more 1,800-ton Type 214 submarines to bring the 214 fleet to nine subs by 2023. After that, it will deploy nine, 3,000-ton heavy attack submarines codenamed KSS-III. The KSS-III is to be equipped with a vertical launch tube to fire a 1,500-kilometer cruise missile that can hit key targets in North Korea.

Other procurement plans include the FFX program to build a dozen new frigates with advanced sensors and a wide variety of weaponry. The FFX program is intended to replace the aging fleet of existing Ulsan class frigates and Pohang class corvettes with multimission frigates.

The 2,300- to 3,000-ton FFX vessels are to be built in two batches with an objective of putting up to 24 ships into service by 2026.

The Navy also puts a priority on acquiring reconnaissance and surveillance aircraft. In particular, the service laid out plans to buy the Lockheed S-3 Vikings retired from front-fleet service aboard aircraft carriers by the US Navy in January 2009.

The service will purchase 18 S-3 jets and modify them into a new configuration meeting the Navy’s operational requirements. If adopted, it will be the first fixed-wing jet patrol aircraft operated by the South Korean Navy, which flies 16 P-3CK turboprop patrol aircraft.

“The S-3 introduction will offer a great opportunity for the ROK Navy to operate a carrier-based jet, as the service envisions deploying aircraft carriers in the future,” Kim Dae-young, a research member of the Korea Defense & Security Forum, a private defense think tank here. “From the operational perspective, the S-3 is expected to be used for various purposes, such as patrol, surface warfare and aerial refueling.”

In order to beef up its anti-submarine operation, the Navy will procure six more new naval helicopters by 2022.

In January, AgustaWestland won a $560 million contract to supply the South Korean Navy with six AW159 Lynx Wildcat helicopters equipped with an active dipping sonar for anti-submarine role.

S. Korea develops first radar-absorbing paint

BUSAN, Oct. 25 (Yonhap) -- South Korea has developed its first radar-absorbing paint to camouflage its warships, fighter jets and tanks to help them bypass detection, a local university institute said Friday, in its latest efforts to arm the nation's weapons with stealth features.
Korea Maritime and Ocean University's Stealth Technology Center unveiled the "stealth paint" designed to have a low detectability during the International Naval & Defense Industry Exhibition held in the southeastern port city of Busan from Tuesday to Friday.
Stealth technology has been considered one of the key features that raise survivability during wartime, with many countries developing related technologies, designs and materials.
During the exhibition that drew some 1,590 companies from 55 nations and foreign delegations, military officials from such countries as the United States and China, which keep much of their stealth technology highly confidential, have paid keen attention to the radar-absorbing paint, the center's exhibition team said.
The radar-absorbing material can be applied with a spray to make it lighter, durable and cheaper than the current tile- or sheet-type electromagnetic wave absorbers made of an iron mixture, Kim Yong-hwan, the director of the Stealth Technology Center, said.
"This paint greatly decreases warships' visibility on radars to help raise their survivability from missile attacks," the former Navy Captain said, showing an iron sheet coated with the paint that absorbs up to 99 percent of radar waves.
While the paint has recently passed certification in 11 categories by the Korea Testing & Research Institute, it is expected to first be applied in naval weapons systems as South Korea has the world's three biggest shipbuilders.
Daewoo Shipbuilding & Marine Engineering is among the companies that are eyeing the material for their latest Navy destroyers under development, said Hwang Young-woo, the center's vice president.
"It is easy to apply evenly to any surface as it is a spray, saving considerable time compared to other sheets or tiles," Hwang said. "Plus, it's much cheaper than the normal paint."

   As the South Korean military has included the development of radar-evading and anti-stealth technology in its long-term defense strategy, Hwang said the center has been developing various types of paints to meet different requirements for the Navy and Air Force, and is consulting with local defense contractors.
The paint for warships needs to withstand corrosion from sea waters, while the material for fighter aircraft must endure the high engine temperature and frictional heat.
The radar-absorbing material is one of the anti-detection techniques to reduce radar cross section (RCS) that are more effective when incorporated with other features, Hwang said, hoping to see a warship designed with flat surfaces reflect the radar directly back for a low profile.
Since radar is the most difficult form of detection to elude, avoidance is generally accomplished by reducing RCS of the object to within the level of background noise.
The U.S. has leading stealth technology already demonstrated in its F-35 and F-22 fighters as well as B-2 stealth bomber. Its Navy recently unveiled the DDG-1000 Zumwalt-class ships with downward-sloping designs optimized for stealth, with plans to deploy three ships to the Pacific.
China is building its own experimental stealth jets, such as the J-20 and J-31, as well as a stealth-detecting radar to counter U.S. stealth jets, with the goal of deploying them in a few years.
"As other advanced countries are developing stealth jets and anti-stealth radars, South Korea should speed up developing technology to counter potential threats in future warfare," Hwang said.
While North Korea reportedly has its own stealth jet that absorbs radar waves, Hwang doubted its capability as the isolated communist country does not produce the required materials.
"It is highly likely that the North is trying to show off with fake materials," he said, noting a report smuggled out of the North by a South Korean Christian group in 2010.

Korea Aerospace Industries (KAI) has displayed two conceptual models for the country’s proposed KFX indigenous fighter programme at the Seoul International Aerospace & Defense Exhibition.

One model represents KAI’s in-house proposal for the programme, while the other represents the ambitions of Seoul’s Agency for Defense Development (ADD).

KAI’s proposal is for a single-engined aircraft based largely on systems developed for the country’s T-50 advanced jet trainer. The company feels that this approach would be more cost effective and draw from its experience with the T-50, which had extensive design input from Lockheed Martin.

The ADD concept is a twin-engined design and would involve considerably more indigenously-developed content.

Both appear to recognise the challenges involved in building a true stealth aircraft. While each bears a passing resemblance to the low observable Lockheed Martin F-35, particularly in regard to the shaping of the intakes and forward fuselage, neither possesses internal weapons bays.

KAI did not state the powerplant for either aircraft, but one source says that it is likely to require similar power to the Pratt & Whitney F100 or General Electric F110, the engines for the F-16 fighter.

Industry sources at the show say that KAI has been actively seeking information on a range of equipment that the KFX would need to be a truly capable fighter jet, including its radar, avionics, mission computers, and other systems.

Although this is the first time KAI has displayed such detailed models at the Seoul show, there is still a great deal of uncertainty about the programme.

To a large degree, Seoul is relying on technology transfer stemming from its F-X III acquisition for 60 fighters to develop indigenous manufacturing capabilities for KFX. Given that F-X III is in limbo following Seoul’s decision to re-tender the competition rather than obtain the Boeing F-15 Silent Eagle over the F-35 and Eurofighter Typhoon, any decision on KFX is effectively stalled as well.

Another challenge for the KFX programme is the presence of Indonesia in the effort as a 20% partner. While Jakarta is generally an ally of the West, the US government could be dubious about providing advanced technologies to Jakarta through the KFX programme, which will invariably require a large degree of foreign content.

In the event that Seoul decides to move forward with the programme, the Korean air force is likely to obtain 120 examples, with Jakarta to take 80. KAI also hopes to win other export orders for the aircraft.
