WASHINGTON, December 24, 2012 – The Defense Security Cooperation Agency notified Congress Dec. 21
of a possible Foreign Military Sale to the Government of Qatar for rocket and missile systems and associated
equipment, parts, training and logistical support for an estimated cost of $406 million.

The Government of Qatar has requested a possible sale of 7 M142 High Mobility Artillery Rocket System
(HIMARS) Launchers with the Universal Fire Control System (UFCS); 60 M57 Army Tactical Missile System
(ATACMS) Block 1A T2K Unitary Rockets (60 pods, 1 rocket per pod); 360 M31A1 Guided Multiple Launch
Rocket System (GMLRS) Unitary Rockets (60 pods, 6 rockets per pod); 180 M28A2 Reduced Range Practice
Rockets (30 pods, 6 rockets per pod); 7 M68A2 Trainers, 1 Advanced Field Artillery Tactical Data System
(AFATDS); 2 M1151A1 High Mobility Multipurpose Wheeled Vehicles (HMMWV); and 2 M1152A2
HMMWVs. Also included are simulators, generators, transportation, wheeled vehicles, communications
equipment, spare and repair parts, support equipment, tools and test equipment, technical data and publications,
personnel training and training equipment, U.S. government and contractor engineering, technical and logistics
support services, and other related elements of logistics support. The estimated cost is $406 million.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to
improve the security of an important partner which has been, and continues to be an important force for political
stability and economic progress in the Middle East.

The proposed sale will improve Qatar's capability to meet current and future threats and provide greater security
for its critical infrastructure. It will also enhance Qatar’s interoperability with the U.S. and its allies, making it a
more valuable partner in an increasingly important area of the world. Qatar will have no difficulty absorbing
these launchers into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The prime contractor will be Lockheed Martin Missile and Fire Control in Dallas, Texas. There are no known
offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will require the assignment of two contractor representatives to Qatar for a
minimum of one year to support delivery of the HIMARS and to provide support and equipment familiarization.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

Brigade de réaction rapide qatarie



La brigade blindée de réaction rapide en projet au Qatar repose sur le concept de l’ancien projet de brigade blindée de réaction rapide de la garde nationale saoudienne. Cette nouvelle force qatarie devrait jouir d’une grande autonomie au sein de l’armée.

Elle serait dotée de véhicules blindés, de systèmes d’armements, de munitions, de camions logistiques, de systèmes de communications, d’aide technique et de formation opérationnelle et de maintenance. La force devrait être composée des unités suivantes : une compagnie de commandement, une compagnie de transmission, une compagnie de reconnaissance, une compagnie du génie, une batterie de défense aérienne, un régiment d’artillerie, trois régiments d’infanterie et un régiment logistique.

Plusieurs groupes de défense internationaux se pressent pour répondre aux éventuels besoins qataris, en proposant des solutions clés en main, notamment le français Nexter et l’allemand Rheinmetall.

Des sources qataries ont indiqué à TTU que la participation exceptionnellement importante de l’armée française aux manœuvres Gulf Falcon 2013, qui se déroulent du 16 février du 7 mars, constitue une vitrine pour le matériel militaire français.

Le ministre de la Défense, Jean-Yves Le Drian, a fait le déplacement à Doha pour assister au lancement de ces manœuvres. Plus de 1 300 soldats français participent à ce qui représente la plus importante opération de transfert de matériels et de soldats pour des manœuvres à l’étranger par l’armée française depuis dix ans.

La force française participant à Gulf Falcon 2013 met en œuvre trois Rafale, trois Mirage 2000, un hélicoptère Puma, une frégate de défense aérienne de la classe Horizon, 17 chars de combat Leclerc, 24 VBCI, 22 VAB, 4 pièces d’artillerie automoteur CAESAR et un poseur de pont SPRAT.

Les experts s’attendent à ce que Doha annonce, au cours des prochains mois, un certain nombre de contrats militaires reportés depuis quelques années.

The Government of Qatar has requested a possible sale of 500 Javelin Guided Missiles, 50 Command Launch Units (CLU), Battery Coolant Units, Enhanced Performance Basic Skills Trainer (EPBST), Missile Simulation Rounds (MSR), tripods, Javelin Weapon Effects Simulator (JAVWES), spare and repair parts, rechargeable and non-rechargeable batteries, battery chargers and dischargers, support equipment, publications and technical data, personnel training and training equipment, U.S. Government and contractor representative engineering, technical and logistics support services, and other related logistics support. The estimated cost is $122 million.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of an important partner which has been, and continues to be a force for political stability and economic progress in the Middle East.

The proposed sale will improve Qatar’s capability to meet current and future threats and provide greater security for its critical oil and natural gas infrastructure. Qatar will use the enhanced capability to strengthen its homeland defense. Qatar will have no difficulty absorbing these missiles into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The principal contractors will be Raytheon/Lockheed Martin Javelin Joint Venture in Orlando, Florida and Tucson, Arizona. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to Qatar.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

Le groupe allemand Krauss-Maffei a annoncé jeudi avoir signé un contrat avec le Qatar d'un montant de 1,89 milliard d'euros portant notamment sur la livraison de 86 chars.

Outre les chars, le groupe dont le siège est à Munich (sud) indique qu'il va également fournir des services et matériels annexes, qui permettront à l'armée qatarie de se moderniser.

The source said KMW beat a French competitor to the contract. It did not say who that competitor was or what the contract is worth.

The tanks and howitzers are made by KMW in collaboration with German industrial group Rheinmetall.

In July, German magazine Spiegel had reported that Qatar wanted to buy up to 200 Leopard tanks with a potential value of up to 2 billion euros ($2.6 billion).

En juillet dernier, la presse d’outre-Rhin avait révélé l’intérêt que portait le Qatar au char Leopard 2 produit par les firmes allemandes Krauss-Maffei Wegman et Rheinmetall dans l’optique de remplacer les AMX-30 actuellement en service au sein de ses forces armées. Selon Der Spiegel, il était alors question d’une commande portant sur l’achat de 200 exemplaires.

Ce nombre pouvait cependant étonner dans la mesure où les forces qataries ne disposent actuellement que d’une trentaine d’AMX-30 selon les sources. Finalement, Doha a commandé, auprès de Krauss-Maffei Wegman, 62 Leopard 2A7 ainsi que 24 obusiers blindés PzH 2000 de 155mm pour un montant total de 1,89 milliard d’euros. En gros, ces acquisitions vont permettre au Qatar de doubler ses capacités en la matière. Et c’est déjà pas mal.

Cela étant, la France comptait proposer à Doha une quarantaine de chars Leclerc… mais de seconde main. Cela aurait sans doute pu convaincre un pays ayant une marge limitée sur le plan financier. Mais ce n’est pas le cas du Qatar. Quand l’on peut dépenser sans compter, l’on ne va généralement pas sur le marché de l’occasion pour faire ses emplettes.

Qui plus est, Doha prévoit d’investir 20 milliards d’euros pour moderniser ses forces armées. La liste des équipements que l’émirat entend se procurer est significative : avions de combats, hélicoptères, corvettes, missiles, véhicules de transport de troupes, etc…

Quoi qu’il en soit, ce contrat risque de faire quelques vagues en Allemagne. Officiellement, Berlin s’interdit de vendre des armes à des pays qui ne respectent pas les droits de l’homme ou qui pourraient remettre en cause la sécurité d’Israël. Mais depuis quelques temps, les autorités allemandes s’affranchissent de ces règles.

Et la commande qatarie est une aubaine pour Krauss-Maffei Wegman qui a besoin de nouveaux marchés pour contrebalancer les effets de la réforme de l’armée allemande et espérer jouer un rôle majeur dans la restructuration du secteur européen de l’armement terrestre, notamment souhaitée par la France.
