Qatar is on schedule to receive the final Boeing AH-64E Apache Guardian attack helicopter currently under contract in the coming weeks, a company spokesperson told Jane's .
The Qatar Emiri Air Force (QEAF) received the first of 24 Apaches during a ceremony at Boeing's Mesa production plant in Arizona on 14 March 2019. Boeing's Director, Vertical Lift International Sales, Terry Jamison, said on 5 May that the delivery timeline to have all helicopters delivered by the end of May, which was set out when the contract was signed in June 2016, is still the goal.
Just after deliveries commenced, the US State Department approved the sale of a further 24 AH-64Es to Qatar, making for a final fleet of 48. However, that follow-on contract has not yet been finalised.
Weapons being delivered include Lockheed Martin AGM-114R Hellfire air-to-surface missiles, 70 mm Hydra rockets (the approval for the follow-on Apaches included BAE Systems Advanced Precision Kill Weapon Systems [APKWS] II kits to convert such rockets into laser-guided munitions) and FIM-92H Stinger air-to-air missiles.
The Apache will replace the QEAF's ageing Aerospatiale SA 342 Gazelle attack helicopters in the close air support, armed reconnaissance, and anti-tank roles. Qatar's Apache procurement is part of a major recapitalisation of its capabilities that has included the purchase of the Boeing C-17 Globemaster IIIs, the Airbus Defence and Space A330 Multi Role Tanker Transport (MRTT), and the tactical Lockheed Martin C-130J Hercules airlifters; Dassault Rafale, Eurofighter Typhoon, and Boeing F-15QA Advanced Eagle fighters; NHIndustries NH90 helicopters; and the Raytheon Patriot ground-based air-defence system

According to Military Balance 2020, Qatar is attempting to transform its military capabilities and the regional defense standing based on significant equipment acquisitions, with the aim of creating one of the most well-equipped forces in the region. The speed and scale of the equipment plan suggests that Qatar will need significant foreign help to integrate and operate its new capabilities.
Qatar placed an order with KMW for 62 tanks in 2013. In 2016, German Company Krauss-Maffei Wegmann (KMW) has delivered the first batch of Leopard 2A7+ to Qatar, according to a contract for the purchase of 62 main battle tanks. The Leopard 2A7+ is an improved version of the Leopard 2A6 especially designed to perform combat operations in the urban areas. The tank was unveiled in 2010 during the defense exhibition in Paris, Eurosatory.
The Leopard 2A7+ is armed with a 120 mm smoothbore gun L55, which has been developed by Rheinmetall GmbH of Ratingen, Germany to replace the shorter 120 millimeter L44 smoothbore tank gun on the Leopard 2. The Leopard 2A7+ is equipped with IED and mine protection modular concept allows the integration of an urban operations kit that also offers a 360° protection against RPG while a duel-kit retains the crew from KE- and SC-projectiles, especially on the frontal arc in classical duel-situations.

In 2013, Qatar has ordered 24 PzH 2000 155mm self-propelled howitzer from the German Company KMW in support of its armed forces’ modernization program. Manufactured in collaboration with German company Rheinmetall Land Systems, the PzH 2000 si one the most modern tracked self-propelled howitzer in the world.
The PzH 2000 (Panzerhaubitze 2000) is a 155mm self-propelled howitzer mounted on tracked armored developed by German company Krauss-Maffei Wegmann (KMW) together with the main Rheinmetall Landsysteme for the German Army.
The main armament consists of a Rheinmetall 155mm 52 cal. gun with a chromium-plated barrel and semi-automatic lifting breech block with integrated 32-round standard primer magazine. The 30 km range requirement with NATO standard shells and the 40 km requirement with base-bleed shells has been met with the development of a new 155 mm 52 cal barrel.
The core element of the PzH 2000 is the electrically powered and digitally controlled automatic shell loading system designed to handle the 155 mm shells when loading and unloading the 60-round magazine, loading the gun from the magazine and loading from outside, including inductive fuze setting.
Qatar has purchase Dingo 2 HD (Heavy Duty) the latest version of the 4x4 armored vehicle in the Dingo family. Qatar is the launch customer for the Dingo 2 HD, having taken delivery of 14 vehicles in three versions, ambulance, command post, and radar reconnaissance vehicle. These vehicles have also been optimized for use in high ambient temperatures.
The Dingo 2 HD is based on the UNIMOG FGA20 chassis and features an increased payload with a maximum gross vehicle weight of up to 20,000 kg. A raised roofline to the rear of the commander’s and driver’s position increases its volume for mission flexibility, while a central tire inflation system is fitted as standard to improve cross-country mobility.

Fincantieri press release
The event took place in the presence of the Italian Minister of Defence Lorenzo Guerini, of the Deputy Prime Minister and Minister of Defence of Qatar Khalid bin Mohammed Al Attiyah, of the Chief of Staff of the Qatari Emiri Navy Maj. Gen. Abdulla Hassan Al Suleiti, and of the Chief of Staff of the Italian Navy, Admiral Giuseppe Cavo Dragone, welcomed by the Chairman and CEO of Fincantieri, Giampiero Massolo and Giuseppe Bono.
The launch, held privately and in full compliance with the current health regulations, followed the first steel cutting of the vessel “Sumaysimah”, fourth corvette of the same program.
The “Musherib” OPV vessel, to be delivered in 2022 and whose design is consistent with the RINAMIL for Fast Patrol Vessel (FPV) rules, will be a flexible type of ship capable of performing several services, from surveillance to combat functions.
It is about 63 meters long, 9.2 meters wide, with a maximum speed of 30 knots and it will accommodate as many as 38 of crew members. The propulsion system has four variable pitch propellers, two to starboard and two to the left, each in line with a diesel propulsion engine.
Furthermore, the vessel will be capable of operating a RHIB (Rigid Hull Inflatable Boat) through a crane located at the stern. The contract, worth for Fincantieri nearly 4 billion euros, envisages the supply of seven surface vessels, including four corvettes, one amphibious vessel (LPD – Landing Platform Dock), and two patrol vessels (OPV – Offshore Patrol Vessel) as well as support services in Qatar for further 10 years after the delivery of the vessels. All the units are entirely built in the Group’s Italian shipyards, ensuring continuity to the activities until 2024 as well as guaranteeing an important impact on the main Italian defense companies.

A rendering of the Qatari Navy future OPV (Credit: Fincantieri)
A global order worth 5 billion euros (including 1 billion for missiles) was announced in August 2017. In addition to four air defense corvettes, the contract includes the construction of two OPV/FACM type ships based on the Falaj 2-class (selected by the UAE Navy) and an air defense LPD (fitted with long range radar and ASTER 30 SAM) based on the “BDSL Kalaat Beni Abbes” (143 meters long, 9,000 tonnes displacement), which was delivered in 2015 by Fincantieri to Algeria.
In terms of weapon systems, the OPVs will actually be closer to FACM (Fast Attack Craft Missile) or even light corvettes: The OPVs will be fitted with a 76mm main gun by Leonardo, 8x VLS cells for VL MICA surface to air missiles (by MBDA), two Marlins 30mm remote weapon stations (Leonardo), 4x Exocet MM40 Block III (MBDA) anti-ship missiles.
Leonardo is responsible for the integrated supply of the new naval units’ combat system (Athena), main radar system (Kronos) and on-board sensors and defence sub-systems, including the fire control system.
Two Sylena Mk2 decoy launchers by Lacroix will protect the vessels against anti-ship missile threats.

The Lockheed Martin AN/AAQ-33 Sniper Extended Range (XR), under the left hand air intake, is a targeting pod that provides positive target identification, autonomous tracking, GPS coordinate generation, and precise weapons guidance from extended standoff ranges.
The Lockheed Martin AN/AAQ-13 LANTIRN (Low Altitude Navigation and Targeting Infra Red at Night) navigation pod, under the right hand air intake, provides high-speed penetration and precision attack on tactical targets at night and in adverse weather. The navigation pod contains a terrain-following radar and a fixed thermographic camera.

The Jerusalem Post a écrit:
Qatar F-35 request fraught with controversy and challenges
Qatar may be seeking to purchase the 5th generation F-35 from the US, in a request that has raised eyebrows because it comes in the wake of a UAE-Israel deal and after rumors suggested Abu Dhabi might acquire the plane as well. The Lockheed Martin F-35 is America’s premier warplane with advanced capabilities; only a handful of countries in the world, all key US allies, possess the warplane.
Israel is one of those countries and American and Israeli pilots have been increasingly drilling together, with several exercises this year. Israel seeks to maintain its qualitative military edge in the region, which means any sales of the plane raise eyebrows, especially because Qatar has been accused of being too close to Iran and also to an increasingly belligerent Turkey.
The Qatari request was reported by Reuters but there was no official confirmation – and it remains unclear how many aircraft Qatar might want or how the approval might proceed.
The F-35 is an expensive aircraft, almost $100 million, and has its origins in the 1990s. It is described as a joint strike fighter and has stealth capabilities. It has been procured by the US Air Force since 2006 and then by the Marine Corps and Navy. By 2019 almost 200 F-35s had been delivered to the US Air Force but deliveries have slowed at home and abroad due to the Covid-19 crisis this year.
Less than the 141 jets slated for construction will be completed this year, Defense News reported. Part of the issue is that the program relies on some 1,900 suppliers. Controversy has happened in the past after the US was going to sell F-35s to Turkey but appeared to put the Turkish sales program on ice when Ankara acquired Russia’s S-400 air defense system in 2017. Israeli defense companies such as IAI and Elbit Systems play a role in making the wing skins and helmets for the fighter.
CURRENT SALES of the aircraft have included countries that played a role in the program, such as Italy, Australia, the United Kingdom, Canada, Norway, the Netherlands and Denmark, as well as other countries such as Singapore, Japan and South Korea. Israel is the only Middle Eastern country to receive the aircraft, with two squadrons already opened and fifty planes ordered, and an option for another 25. The aircraft has proven its worthiness to Israel and is a key part of the strategy that links Jerusalem and Washington and their vision in the region.
The United Arab Emirates wants F-35s as well, and September reports indicated that Abu Dhabi had submitted a request. Like the news of the Qatar request, the full details are not available. Reports also indicate that Saudi Arabia would want the aircraft.
There are many considerations that go into selling advanced US aircraft to countries in the Middle East. In the past there have been considerations of the balance of power. That was the case in the 1970s when the US considered selling F-15s to Saudi Arabia. Another issue is time. It takes years for countries to pursue purchases of US military equipment. This is true whether they already possess the equipment or not. Approvals are slow, and so are requests and studies of needs. And it also takes time to build aircraft.
Considering the history of the F-35, it is clear that even if it were sold to Gulf states, the numbers would be small. Singapore, for instance, acquired only four of the aircraft, with an option for eight more. In some ways, F-35 sales are therefore more symbolic than they are necessarily a game-changer for a Gulf state. However, symbols are important and Qatar and the UAE vie for influence in Washington.
Since 2017 there has been a Gulf crisis in which Saudi Arabia led the other Gulf states to break relations with Qatar. Qatar is closer to Iran than its neighbors and also works closely with Turkey. It has also hosted and supported religious extremists in the region, often linked to the Muslim Brotherhood. This is seen as a double-edged sword because Qatar’s backing for religious extremists means it can sell itself to the US as the only country that influences groups like Hamas or the Taliban.
In fact, Qatar has become a key conduit for financial support of Gaza, which Israel facilitates, and it hosts peace talks with the Taliban. This is how Doha gains influence. Instead of opposing extremism, it hosts it and then says that only it can get the extremists to play nice. Instead of this leading to opprobrium in the US, Qatar has carved out near hegemonic influence in media and government circles. It hosts politicians and influencers from the Left and Right, even inviting pro-Israel activists on visits to meet the Emir.
Qatar has pursued a “strategic” relationship with the US, to formalize its alliance. It hosts the US Udeid airbase and has held three rounds of strategic talks with Washington. It is clear that those talks in September came as the US administration was finalizing the Abraham Accord with the UAE and Bahrain. In short, those two countries agreed to normalize relations with Israel, and Qatar appears to get all the strategic dialogue and support.
THERE ARE other considerations as well. Not only does the US want to balance the powers in the region and balance Gulf rivalries, but it also doesn’t want countries like Qatar turning to competitors. Turkey has already turned to Russia and many countries are buying drones from China, for instance. The US prefers to have these countries dependent on American weapon systems and sales. However, there is another problem.
Back in 2015, the Gulf states all sought more warplanes during the Iran-deal era. They believed that if the US was going to back the Joint Comprehensive Plan of Action with Iran, then an empowered Iran would acquire more weapons and threaten them. They asked for planes at the time, including the F-35, according to reports. They didn’t get the F-35 that year; it has been five years.
In that five years Qatar has chosen to be more amicable with Tehran, so as not to be threatened and to hedge its bets while working with the US. The other states, such as Saudi Arabia and the UAE, have chosen a different path. Opposing the Muslim Brotherhood, Hamas and Hezbollah, they have sought out a closer relationship with the Trump administration and also Israel, Egypt, Greece and Cyprus.
However, Qatar has sought to undermine the traditional support Riyadh received in Washington, working with key media and influencers to paint Saudi Arabia as a renegade and unstable or authoritarian state. The latter is an ironic accusation, since Doha is also a monarchy. However, the Middle East is divided between the authoritarian regimes of Qatar and Turkey, which are allies, and the UAE and Saudi Arabia – and Iran and its friends. Tehran increasingly works with Moscow and Ankara, while the southern Gulf states are concerned about Turkey's growing influence.
THE US decision on F-35s will thus have major ramifications for the region. If it says no to requests by either Abu Dhabi or Doha, it will potentially humiliate them. If it sells them a token number of aircraft, which will take years to deliver, it will show it supports them.
However, there will be lingering questions about why Qatar is rewarded in the same way as the UAE, despite the UAE normalizing relations with Israel. In essence, the question is: What did Qatar do to deserve the aircraft? But if the US only sells the aircraft to one and not the other, it will show favoritism. In addition, Israel has expressed concern about preserving its qualitative military edge, and that will factor into the decision.
In the end, the Trump administration faces an election, so it likely will not make the decision quickly, and there could be other hurdles in Congress. That could put the ball in the next administration’s court.
F-35s are a key part of US military industrial complex diplomacy, a way that the US shows who its real friends are and knits together a global alliance system. Toward that end, it likely wants more sales in the Middle East because 5th generation fighter jets work well together and then the US could do joint drills with the UAE, Israel and its F-35s.
But that is a long way in the future. If history tells us anything, it won’t be before 2025 that these countries could conceive of getting a squadron of the planes. And a lot can change in five years.
