WASHINGTON, Jul 7, 2014 – The State Department has made a determination approving a possible Foreign Military Sale to Singapore for Joint Direct Attack Munition (JDAM) kits and associated equipment, parts, training and logistical support for an estimated cost of $63 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on July 3, 2014.
The Government of Singapore has requested a possible sale of 913 KMU-556B/B Joint Direct Attack Munition (JDAM) kits for Mk-84 2000 lb bombs, 100 FMU-152A/B fuzes, and 300 DSU-40 Precision Laser Guidance Sets. Also included are containers, munition trailers, support equipment, spare and repair parts, test equipment, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor engineering and technical support, and other related elements of logistics support. The estimated cost is $63 million.
This proposed sale will contribute to the foreign policy objectives and strategic national security objectives of the United States by supporting Singapore as a key regional partner in counter-terrorism and an important force for political stability and economic progress in South East Asia.
Singapore is requesting these guidance sets, services and equipment to sustain its air-to-ground weapons stockpiles and to accommodate training expenditures. This sale will enable the Republic of Singapore Air Force to sustain mission-ready status to ensure it can contribute to coalition operations and meet its national defense requirements. Singapore maintains a large CONUS F-15SG training presence at Mountain Home AFB. A portion of these munitions are anticipated for use at this CONUS training facility, and will enable RSAF pilots to practice using GPS-guided munitions that will further refine their combat capability. Singapore should have no difficulty absorbing these additional munitions into its armed forces.
The proposed sale of these munitions and support will not alter the basic military balance in the region.
The principal contractor will be the Boeing Defense, Space and Security in St. Louis, Missouri. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to Singapore.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
This notice of a potential sale is required by law and does not mean the sale has been concluded.

It's been busy down under at Darwin, Australia. Exercise Pitch Black 2014 is in full swing!
The RSAF deployed about 300 personnel, six F-15SG fighter aircraft, eight F-16C/D fighter aircraft, one G550-AEW aircraft, and one KC-135R aircraft for this year's Exercise Pitch Black.

Singapore appears to have quietly boosted the size of its F-15SG fleet from 24 aircraft to 40, according to Boeing financial statements, aircraft registration filings, and US congressional reports.
Singapore originally bought 12 F-15SGs - with an option for eight more - under a contract signed in December 2005. In October 2007 the city-state modified this option by buying 12 more to give it a total of 24.
These aircraft have all been confirmed as delivered and have US-type serial numbers running from 05-0001 to 05-0024. Several remain in the United States with the Republic of Singapore Air Force's (RSAF's) 428th Fighter Squadron at Mountain Home Air Force Base (AFB) in southwestern Idaho, while the remainder are active in Singapore with 149 Squadron.
Aircraft operating in Singapore use four-digit serial numbers in the 83xx sequence, starting at 8301, although these do not run consecutively.
In January 2014, several aircraft with new serial numbers - 05-0025, 05-0028, 05-0030, 05-0031, and 05-0032 - were seen at Mountain Home AFB. These had not been previously reported and suggest that Singapore has obtained another batch of eight aircraft.
Meanwhile, a 26 November 2012 letter from the US State Department to House of Representatives Speaker John Boehner under the Arms Export Control Act refers to the "sale, modification, and follow-on support of eight F-15SG aircraft to the Government of Singapore".
Figures released by Boeing show that eight F-15s were delivered to an unspecified customer in 2012.
Boeing financial data also shows that a total of 93 F-15s were delivered from 2005 to 2012. South Korea has confirmed that it received 61 and Singapore that it received 24 for a total of 85, leaving eight unaccounted for in public records.
Finally, on 5-6 August 2014, Boeing took out civil aircraft registrations for what it described as F-15SG aircraft: N361SG, N363SG, N366SG, N368SG, N373SG, N376SG, N378SG and N837SG.
Neither Boeing nor the Singapore Ministry of Defence (MINDEF) would confirm whether the city-state had acquired 16 more F-15s than previously disclosed, although they also did not deny it.
A Boeing spokesman told IHS Jane's that the company was "unable to discuss" the number of F-15s it had supplied to Singapore, while a MINDEF spokesman said: "The Singapore Armed Forces (SAF) bases our procurement on the assessed long-term defence needs, and the RSAF has purchased sufficient F-15SGs to meet our defence requirements."
COMMENT
Singapore's reticence on its follow-on purchases of F-15s is unsurprising: it has long demurred on outlining the extent of its defence procurement and capabilities, instead preferring to quietly build up what is widely seen as the best equipped military in Southeast Asia.
One retired armed forces officer told IHS Jane's that this was a strategic decision to keep its neighbours guessing, and also because the country's leaders did not need to use military procurement as a populist crutch.
However, this refusal to confirm acquisitions can occasionally lead to surreal conversations with military and defence industry officials, such as at the 2012 Singapore Airshow, when Israeli officials would not confirm the sale of IAI Heron unmanned aerial vehicles to Singapore despite the presence of one on static display at the show.

The newly inaugurated M-346 Advanced Jet Trainer is more than just a trainer aircraft. Our pilots at 150 SQN, home to our Advanced Jet Training programme at Cazaux Air Base in France, explained what makes the M-346 special -
“With the advanced avionics systems in the aircraft, we are now able to teach additional skills to trainees such as air-to-air radar mechanics, Beyond Visual Range missile deployment, air-to-ground radar mapping and datalink operations. These features were not available in the previous trainer aircraft”, said MAJ Dennis Lin, a Qualified Flying Instructor, on how the M-346 aircraft adds new dimensions in the training and development of future pilots.

Yesterday Defence Minister, Dr Ng Eng Hen, inaugurated the M-346 Advanced Jet Trainers into 150 SQN based at Cazaux Air Base, France. Chief of Air Force, MG Hoo Cher Mou, and Commander Air Force Training Command, COL Benedict Ang, also graced the ceremony.

U.S. eyes deal with S.Korea on F-16 upgrades by year-end -sources
(Reuters) - The U.S. government hopes to hammer out an agreement with South Korea by the end of the year for the U.S. unit of Britain's BAE Systems Plc to carry out $1 billion-plus of upgrades to more than 130 F-16 fighter jets, sources familiar with the discussions said this week.
The U.S. Air Force has been leading talks with Seoul about the second phase of a contract won by BAE in 2012, when it beat out F-16 maker Lockheed Martin Corp to upgrade 134 of South Korea's fighter jets for $1.3 billion.
BAE, the first non-original equipment maker to win such an F-16 upgrade order, is already developing the design for the upgrades under a $140 million contract that includes new radars, mission avionics, higher resolution screens and new weapons.
But the two sides are trying to finalize the pricing and schedule of the second phase of the contract, given some changes requested by South Korea that have increased the cost, said the sources, who were not authorized to speak publicly about the discussions.
"The question now for BAE, the U.S. government and the South Korean government is, can we fulfill the requirements the South Koreans are asking for at the price they're asking for," said one of the sources.
The source said South Korea had budgeted money for the project this year, and the goal was to conclude the current negotiations before the end of the year.
"It's a normal part of any FMS program," said the second source, when asked about the discussions. "The basic scope of the contract isn't changing. I wouldn't expect to see a significant increase in the price."
Air Force spokeswoman Ann Stefanek said the U.S. government routinely communicates with other countries about weapons systems upgrades and procurements, but declined to address any specific communications between the Air Force and South Korea.
BAE said it was assisting as needed in the talks between the U.S. Air Force and South Korea. "Phase One of the program began earlier this year and is proceeding on schedule, and we look forward to soon beginning Phase Two," said spokesman Neil Franz.
BAE said in its half-yearly report for 2014 that it expected to wrap up the second part of the contract before year end.
BAE, Lockheed and other companies are jockeying for position in the $10 billion estimated market for F-16 upgrades keen to offset declining orders for new jets.
Singapore and Greece are also weighing F-16 upgrade orders.
Singapore has decided to stick with F-16 maker Lockheed to do the upgrades, an additional source familiar with the matter said, although no formal announcement has been made.
Heidi Grant, deputy undersecretary of the Air Force for international affairs, traveled to Singapore last month for its National Day holiday.

Singapore and Indian Air Forces Hone Operational Skills in Joint Military Training
The Republic of Singapore Air Force (RSAF) and the Indian Air Force (IAF) are conducting a Joint Military Training (JMT) at Kalaikunda Air Force Station (AFS KKD), India from 14 October to 20 November 2014. Minister of State for Defence Dr Mohamad Maliki Bin Osman visited JMT today as part of his trip to attend the India Global Forum held on 9 and 10 November 2014 in New Delhi, India. At the air base, Dr Maliki was hosted to lunch by Air Commodore Rakesh Sinha, Air Officer Commanding, 5 Wing, AFS KKD.
The RSAF deployed F-16D Block 52+ fighter aircraft to train with the IAF's MiG-21 and MiG-29 fighter aircraft in this year's JMT. JMT is conducted under the Bilateral Agreement between both air forces. The Bilateral Agreement, which was signed in 2007 and renewed in July 2012, provides for the conduct of joint military training and exercises in India. Over the years, JMT has grown in scale and complexity. It now involves advanced air assets from both countries and includes high-end training missions such as Dissimilar Air Combat Training and Mission-Oriented Training.
Highlighting the significance of JMT, the RSAF Detachment Commander, Lieutenant Colonel (LTC) Stanley Selva said, "We value the opportunity to train alongside our counterparts from India regularly in this Joint Military Training. It allows us to be exposed to a range of aircraft platforms, and enables us to strengthen the close and long-standing relationship between the RSAF and the IAF."
The RSAF's participation in the JMT underscores the warm defence relations Singapore shares with India. Aside from training together, the two air forces also interact regularly through the exchange of visits, cross-attendance of courses and other professional exchange programmes.

The contract is for the production of the AMRAAM® missile and other AMRAAM system items, including the captive air training missile, common munitions bit/reprogramming equipment and non-developmental item airborne instrumentation unit.

Work will be performed in Tucson and is expected to be completed by February 2017.

US Program Chief: Singapore Nearing F-35 Buy
VICTORIA, Australia — Singapore is moving closer to ordering the Lockheed Martin F-35 joint strike fighter, according to program head US Lt. Gen. Chris Bogdan.
Bogdan also noted increased activity from potential foreign military sales (FMS) customers for the F-35, including Israel, which recently committed to a further 14 aircraft.
"On the FMS sales front we're getting an increase in customer interest in the airplane," he said here at the Australian International Airshow at the Avalon Airport.
"We have a number of other [potential] foreign military sales customers that are asking us to start a greater dialogue with them in terms of the airplane, including Singapore."
Bogdan said that the joint program office (JPO) has been exchanging information with the Republic of Singapore Air Force for a number of years to support their decision making within their timeline.
"Over the past year, the discussions we have had have deepened [and] their request for information has gotten broader, so that would indicate to us that Singapore has begun to take the next step toward making a decision," he said.
The government of Singapore had not indicated which F-35 variant it was interested in and had requested information on all three: the conventional takeoff, the short-takeoff vertical-landing, and the carrier model.
Bogdan hosted a media roundtable on the opening day of Avalon 2015 with Australia's F-35 program head, Air Vice Marshal Chris Deeble. Deeble said the project to acquire 72 conventional F-35s for the Royal Australian Air Force was on track to deliver an initial operating capability by the end of 2020.
However, Deeble identified several areas that were causing him concern, noting that the Australian project office carries out an independent analysis of the technical problems.
"Understanding what capability we will get at the end of the development phase is really important," he said.
"What does worry me is sustainment and training and support to the aircraft. The autonomic logistics global system is still evolving. It is behind, it is late and we have to do more work to accelerate that and understand what that means in a national context."

At this year's IMDEX Asia exhibition, TKMS Germany provided some technical details of new conventional submarines Type 218SG. As we know, based on a request from the Navy in 2013, Singapore has taken the decision to buy at least two units of submarines from the German shipyard Howaldtswerke-Deutsche Werft. The German manufacturer beat other bidders include the Swedish Kockums shipyard.
New Singapore Navy submarines built in HDW shipyard in Kiel, northern Germany. At IMDEX Asia announced that Type 218SG will have a length of 70 meters and a width of 6.3 meters. Displacement at the surface will be 2,000 tons, a total of 28 officers and sailors needed. Estimated speed and range are still unknown. The unit will be designed to carry heavy torpedoes and fired cruise missiles. Torpedo tubes will also be used for landing troops and deep sea submersible vehicles for special forces.
Type 218SG will have eight 533-mm torpedo tubes, equipped with AIP and used X-shaped tail rudder. The contract value is estimated exceed 1 billion euros (photo : Coffee and Bullets)
The main tasks will include patrolling submarines in waters controlled by Singapore and protect the economic exclusive zone. The units can also be used for the observation and analysis of the marine environment, detection and removal of sea mines, conduct reconnaissance and support activities carried out by the army in the coastal region.
The first Type 218SG submarine will be completed in 2020. To enter service two years later, after passing through the sea acceptance tests and final test, as well as the completion of the training program for the crew. Both units should be in line 2025.
New submarines will complete two Singapore Navy fleet in service : two Archer-class submarines (1,400 tonnes surfaced) the former Swedish Västergötland class submarines which nearly 30 years old, RSS Archer (ex-HMS Halsingland) and RSS Swordsman (ex-HMS Vastergotland).

During a military parade rehearsal held on June 28, Singapore unveils new 6x6 armoured vehicles. The Army of Singapore studied a project for replacement of its old V200 4x4 armoured vehicle personnel carrier with the new Protected Response Vehicle (PRV). It seems Singapore has opted for the Renault Trucks Defense (RTD) Higuard solutions.
The security threats the Republic of Singapore is facing is constantly evolving - which is why the Singapore Armed Forces must constantly "remake itself" to ensure it is able to nullify the evolving threats the Republic could face, said Defence Minister Dr Ng Eng Hen.
"The SAF will further leverage new technologies to respond to security challenges both externally and internally. New units for cyber defence are being raised. Better capabilities using infocomm technology, robotics and artificial intelligence are in the pipe-line for testing and integration into existing systems." added Dr Ng Eng Hen.
The V-200 is a 4x4 armoured vehicle which was designed and manufactured by the American Company Cadillac Gage based on the V-100 Commando. First batch of V-200 vehicles were delivered to Singapore in July 1970.
The V-200 was sold only to Singapore and is no longer being produced. Versions of the V-200 used by Singapore include: anti-aircraft, with the Swedish SAAB Bofors Dynamics RBS 70 surface-to-air missile system; recovery, fitted with an A-frame at the front of the hull; fire support, fitted with a two-man turret armed with a 90mm MECAR gun with 7.62mm coaxial and 7.62mm anti-aircraft machine guns; and APC, fitted with a two-man turret armed with a 20mm Oerlikon Contraves cannon, 7.62mm coaxial and 7.62mm anti-aircraft machine guns.
Renault Trucks Defense’s HIGUARD (MRAP) combines the excellent off-road mobility of the Sherpa Medium 6x6 tactical vehicle with the very high level of protection of its specially armoured cab (ballistic, mine and IED protection).
The HIGUARD (MRAP) is ideally suited for tactical missions such as troop transport in asymmetric combat areas. Its large volume and payload accommodates up to 12 soldiers with their equipments. The HIGUARD (MRAP) is also fitted for a roof mounted weapon system. Singapore Higuard seems to be fitted with a 7.62mm remote controle weapon system. Some might be equipped with 12.7mm heavy machine guns or with 40mm grenade launchers.

Singapore launches LMV Independence, the first replacement for Fearless-class patrol vessels The ship will prove out new concepts for the RSN, including an integrated bridge and combat centre Singapore has launched the first of eight Littoral Mission Vessels (LMVs) on order for the Republic of Singapore Navy (RSN).
The vessel, Independence , was launched on 3 July at ST Marine's shipyard in Benoi in a ceremony presided over by Singapore's defence minister Ng Eng Hen.
Singapore's Ministry of Defence (MINDEF) signed a contract for the LMVs in January 2013, with the ships replacing the RSN's 11 Fearless-class patrol boats (which have been in service since the mid-1990s). The LMV has been jointly designed by Saab Kockums AB and ST Marine, and is being built in Singapore by ST Marine. Singapore's Defence Science and Technology Agency (DSTA) is the overall manager and systems integrator for the programme.
The Independence class is fitted with one Oto Melara 76 mm main gun, two Oto Melara Hitrole 12.7 mm remote-controlled weapon stations (one each on the port and starboard sides), and a stern-facing Rafael 25 mm Typhoon gun system. Protection against hostile aircraft and missiles is provided by MBDA's VL Mica anti-air missile system deployed via a 12-cell vertical launching system (VLS) in the forward section.
The platform's non-lethal options are provided by two water cannon and two remote-controlled long-range acoustic device (LRAD) system turrets with integrated xenon lights.
The sensor suite includes the Thales NS100 3D surveillance radar, Kelvin Hughes' SharpEye navigation radar, and an electro-optical director and 360° surveillance system supplied by Stelop (a business unit of ST Electronics). In response to a question from IHS Jane's , the RSN confirmed that the LMV does not have an anti-submarine warfare (ASW) capability.
The 1,250-tonne ship has a length of 80 m, a beam of 12 m, and a draught of 3 m. It has a top speed in excess of 27 kt and a range of 3,500 n miles on an endurance of 14 days.
The LMV can embark a medium-lift helicopter on its flight deck. It also features a launch-and-recovery system (provided by Norwegian Deck Machinery) that can accommodate at the stern two rigid hull inflatable boats (RHIBs) or the Protector unmanned surface vessel (USV). The LMV has a baseline crew complement of 23, including five officers.
A concept that is being proven out in the RSN for the first time is the LMV's integrated command centre, which co-locates the ship's bridge, combat information centre (CIC), and machinery control spaces.
"The integrated command centre integrates and synergises the management of navigation, engineering, and combat functions to achieve greater operational effectiveness and efficiency, especially during maritime security operations", said MINDEF. This approach mirrors that adopted on the US Navy's Independence-class Littoral Combat Ship (LCS).
Also fitted is a remote monitoring system that allows for real-time reporting of serviceability data. "The ship's platform and combat systems' health status can also be transmitted back to shore for centralised monitoring and prognosis of the systems to detect anomalies and plan for pre-emptive maintenance," said MINDEF.
To maximise versatility, the LMV has been configured to deploy a range of containerised mission packages such as a medical module to support humanitarian assistance and disaster relief (HADR) operations. The platform can also deploy unmanned systems for surveillance and mine countermeasures (MCM) operations.
Following the launch, Independence will undergo a combat system installation period, and will then start sea trials. The vessel is scheduled for delivery in 2016 and is expected to be fully operational by 2017. All eight LMVs are expected to achieve full operational capability by 2020.
COMMENT Concepts such as the integrated command centre exemplify the RSN's service-wide effort to reduce manpower requirements. In an interview in the Singapore Armed Forces' publication Pioneer in May 2015, chief of navy Rear Admiral Lai Chung Han highlighted the republic's dwindling birth-rate as a challenge facing the service.
Other recent efforts to ease the manpower burden include the deployment on board RSN vessels of unmanned systems, such as the Scan Eagle unmanned aerial vehicle (UAV) and the REMUS autonomous underwater vehicle (AUV).
The LMV's lack of organic ASW capability, in contrast to its sonar-equipped predecessors, suggests that the RSN is now relying on its Formidable-class frigates as the service's main submarine prosecutors. It could also be an indication that the RSN may employ helicopter-based submarine prosecution capabilities for the LMVs.

Singapore Army commissions Peacekeeper Protected Response Vehicle (PRV) armoured vehicle
On July 8, Singapore minister for Defence officialy commissions the Peacekeeper Protected Response Vehicle (PRV). The PRV will replace the aging fleet of V200 armoured vehicles, which have been in service since 1970. PRV armoured vehicle was unveiled during a military parade held on June 28. Peacekeeper Protected Response Vehicle is a 6x6 armoured personnel carrier / MRAP based on Renault Trucks Defense HIGUARD armoured vehicle.

Foldable Longspan Bridge Transporter and Launcher

Mobility 3rd Generation (M3G) Military Float Bridge
Its walk is a little ungainly until the M3G hits the water. Then, the iron giant unfolds to link up with other M3Gs to form a stable platform. The mobile field kitchen is equipped for basic cooking in the field and in large quantities. This is accomplished through a modular design, which allows cooking to be done on the trailer itself or on separate sub-units. It also allows chefs to use different cooking methods, from baking, boiling, braising and frying to roasting, steaming and stewing.

No water, no problem!
The Singapore Combat Engineers' Water Purification Unit (WPU) is the SAF's solution to this issue. Relying on a dedicated diesel engine to generate power to run its pump and filtration systems, the self-sufficient WPU produces up to 500 litres of clean water per hour.
The ARTHUR is a radar which can detect shells 40km away and can track a maximum of 8 rounds simultaneously. The ARTHUR can track 100 rounds a minute!
Check out the newly-commissioned Protected Response Vehicle (PRV)! The PRV is mounted with an Integrated Remote Control Weapon System (RCWS) which allows it to configure between three weapons – the 7.62mm Machine Gun, 12.7mm Heavy Machine Gun, and 40mm Automatic Grenade Launcher, allowing it to respond to a multitude of threats.

The High Mobility Artillery Rocket System (HIMARS) carries a single pod of six Multiple Launch Rocket Systems (MLRS) rockets and is able to strike targets as far as 70km away. The HIMARS requires less than 20 seconds to be prepared for firing and a full launcher load of six rockets can be fired within 45 seconds. The HIMARS is equipped with the Increased Crew Protection cabin, which is designed to protect the three-man operating crew against plume gases, rocket launch debris and small arms.
