Italian Army Aviation celebrates its anniversary with a tactical event involving heavy lifter, attack and special ops choppers May 15, 2012
On May 10, the Italian Army celebrated the 61st anniversary of the service’s Aviation at Viterbo airfield, northwest of Rome, with an interesting tactical event and final flypast which saw the participation of CH-47, NH-90, AB-412, AB-205, A-129 choppers, some of which are periodically deployed to Afghanistan in support of ISAF, as well as P-180 and Dornier 228 planes.
Viterbo is one of the most important Army airfields. Along with the Centro Addestrativo Aviazione dell’Esercito (Army Aviation Training Centre), it hosts several operational flying units: the 1° Reggimento “Antares”, the 28° Gruppo Squadroni “Tucano” and the 26° REOS (Reparto Operazioni Speciali – Special Operations Unit).
Last year, Viterbo hosted the Italian Call 2011, a Multinational Helicopter Exercise.

Obama set to arm Italy's drones in milestone move
(Reuters) - President Barack Obama's administration appears set to notify the U.S. Congress of plans to arm a fleet of Italian MQ-9 Reaper drones, a step that may spur a wider spread of remotely piloted hunter-killer aircraft.
The administration could move ahead within two weeks on the proposal to let Italy join Britain in deploying U.S. drones with weapons such as laser-guided bombs and Hellfire missiles, American officials said.
Italy has a fleet of six Reapers. The sale of the technology to arm them, including bomb racks and "weaponization" kits costing up to $17 million, would help the United States redistribute the burden of its global military operations as the Pentagon's budget is being squeezed by deficit-reduction requirements.
Aides to Obama have been informally consulting the House of Representatives' and Senate's foreign affairs committees about the proposed sale to Italy since last year, congressional staff said.
The latest such period of "pre-consultations" ended May 27 without a move to block the sale, according to the Wall Street Journal, which first reported the coming formal notification to lawmakers.
A transfer to Italy would make it harder for the United States to deny armed-drone technology if asked for it by other members of the 28-country NATO alliance or by close U.S. partners such as South Korea, Japan and Australia, arms-sale analysts said.
"I think that if you sell armed drones to Italy, you will very likely make a decision that any member of NATO that wants them can also get them," said a former congressional staff member who followed the issue.
Some lawmakers fear that a decision to arm Italian drones may spur overseas sales of related technology by Israel, Russia and China.
The United States has used its MQ-9s to hunt and kill members of al Qaeda and its allies in Afghanistan, Iraq, Yemen, Somalia and Pakistani tribal areas.
Britain, the first foreign country to get U.S. technology to arm its Reapers, is considered a special case. Many U.S. officials and members of Congress view it as Washington's staunchest and most reliable ally.
The State Department does not comment on proposed sales of U.S. military hardware until formal notifications have been completed. But a State Department official described Italy as a strong NATO ally which contributes significantly to coalition operations.
"The transfer of U.S. defense articles and service to allies like Italy enables us to work together more effectively to meet shared security challenges," said the official, who declined to be named.
SPREAD DRONES, OR LIMIT THEM?
Senator Dianne Feinstein, chairwoman of the Senate Intelligence Committee, has publicly opposed the transfer of armed drones. "There are some military technologies that I believe should not be shared with other countries, regardless of how close our partnership," Feinstein, a California Democrat, said last year.
She said she would put armed drones in the category of weapons the United States should try to rein in, not spread.
Turkey is among countries that have been seeking to buy U.S. unmanned aerial vehicles, or UAVs. The MQ-9 Reaper is larger and more capable than the earlier MQ-1 Predator, both built by General Atomics.
Turkish President Abdullah Gul said on the sidelines of a NATO summit in Chicago last week that Obama was leaning toward selling UAVs to Turkey, which has fought separatist Kurdish rebels for decades in a conflict that has killed 40,000 people.
"The administration's position (toward a sale) is favorable," Turkey's state-run Anadolu news agency quoted Gul as saying after he met Obama. "They are trying to convince Congress."
A proposed U.S. arms sale to Turkey may proceed unless lawmakers enact joint resolution barring it, an event that has never occurred.
The Obama administration says that all exports of sensitive military technology are considered on a case-by-case basis under a general policy of "restraint," taking into account national security and foreign-policy considerations as well as U.S. multilateral commitments.
Purchasers of U.S.-made military systems must agree to a strict set of "end-use" conditions designed to limit the system to approved uses such as self-defense and United Nations missions. They also must agree to let the United States monitor their adherence to these conditions.
Italy has sought to arm its drones for use in Afghanistan, where it maintains about 3,950 troops. But it initially wanted the drones themselves for such things as border patrols, the former congressional staff member said.
TEAL Group, a U.S. aerospace consultancy, estimated in April that worldwide UAV spending will almost double over the next decade, totaling more than $89 billion in the next 10 years.

Italian MoD to Use Lockheed Martin Airborne Multi-INT Lab in Operations
14:31 GMT, June 25, 2012 DENVER | An innovative Airborne Multi-Intelligence Laboratory (AML) developed by Lockheed Martin for intelligence, surveillance and reconnaissance (ISR) is now being used by the Italian Air Force in a live operational environment. Lockheed Martin signed a use agreement with the Italian Ministry of Defence (MoD) to provide the AML aircraft, three ground intelligence processing systems as well as flight crew and maintenance personnel for the plane. This agreement is for one year, with an option to extend to two years.
The AML is a Gulfstream III business jet that Lockheed Martin transformed into a flying test bed to expedite the testing and fielding of C4ISR capabilities.
“The AML has proved itself as an exceptional test platform for next generation intelligence sensors,” said Jim Quinn, vice president of C4ISR Systems with Lockheed Martin IS&GS-Defense. “We are excited to be under contract with the Italian Air Force to leverage this experimental ISR system into an operational environment.”
Under the agreement, the Italian Air Force will use the AML, with its full suite of intelligence computing capabilities that include signals intelligence arrays and forward-looking infrared radar (FLIR), in a live operational environment for the next year. With its open architecture and configurable exterior physical structure, the Italian Air Force can integrate additional C4ISR components (software and hardware) in a matter of hours, rather than days. This open architecture design also facilitates the integration of the AML with existing sovereign ground architectures while maintaining interoperability during NATO or coalition engagements.
During the course of the agreement, Lockheed Martin and the Italian Air Force will work together to fine tune the overall system requirements as well as hone the operational implementation concepts. Lockheed Martin’s AML will fly in support of a wide range of missions to include training, concept of operations development and ISR operations. Lockheed Martin will also maintain the aircraft and AML ground stations.
To provide the most robust solution tailored specifically to meet the Italian Air Force’s needs, Lockheed Martin assembled a team with deep domain expertise across the entire airborne ISR spectrum, including communications; multiple sensors; as well as a multi-purpose platform. Lockheed Martin’s AML team includes L-3 Communications Systems-West, Rockwell Collins, FLIR Government Systems and DRS.

Italy Delays Vehicle, Helicopter Buys
ROME — Italy’s newly released Defense Ministry budget for 2012 reveals that a number of key procurement programs are to be slowed as spending cuts announced last year begin to bite.
After deciding last year to slash 28 percent off procurement spending, Italy has reduced its F-35 Joint Strike Fighter order, announced a fire sale of Navy ships and hatched plans to cut 30,000 troops.
But Rome had not, until now, gone public with a full breakdown on its truncated spending plan for 2012. Due for publication last November, Italy’s 2012 budget had been delayed as generals divided up scarce funds for ongoing programs.
Released to the parliament at the end of June and seen by Defense News, the spending document describes a “reduction, remodulation, slow down and reorienting” of procurement in 2012.
The completion of Italy’s purchase of 249 VBM Freccia armored vehicles, built by Iveco and Oto Melara, slips from this year to 2016, while the full buy of Italy’s second pair of U 212 submarines is pushed back from 2016 to 2017.
The upgrading of Italian mine-sweepers is moved back from 2014 to 2018, while the full delivery of Army and Navy NH90 helicopters is pushed from 2018 to 2021. New combat search-and-rescue AW101 helicopters for the Air Force will be fully delivered by 2017, not 2014.
Deliveries of the new Vulcano munition for Army and Navy guns, and small-diameter bombs and a new direct infrared countermeasure system for the Air Force are all put back by at least two years.
“There has been a tendency for a number of years to delay big decisions about a large rebalancing of the budget,” said Roberto Menotti, an analyst at think tank Aspen Institute Italia. “It is a cautious way to proceed that makes sense when the future is uncertain, but you want to be at the table in Europe on major programs.”
The upshot, he added, is that producers such as Italy’s Finmeccanica defense and aerospace group are being driven “to find innovative ways into new markets as their traditional sources of income reduce.”
Total Defense Ministry spending this year stands at 13.61 billion euros ($16.75 billion), down 5.2 percent from 2011, and equal to 0.84 percent of Italy’s gross domestic product.
After years of taking the brunt of cuts, Italy’s maintenance and operations spending receives a 5.4 percent top-up to reach 1.52 billion euros, but the spending document warns that funding is still “insufficient,” and that if the situation does not improve, Italy could find it hard to meet overseas deployment commitments.
Personnel spending also is stable at 9.6 billion euros, leaving procurement to suffer the entire burden of the cut, which was decided last year as Italy scrambled to reduce its budget deficit. Spending on procurement stands at 2.48 billion euros, down by 28.2 percent.
The regular top-up from Italy’s Ministry of Industry amounts to 1.3 billion euros this year, with another 375 million euros starting to be freed for procurement from funds officially earmarked for military missions.
But the total still falls far short of 2011 spending. Defense Minister Giampaolo di Paola has said that combining all funding, Italy’s defense spending this year reaches 0.92 percent of GDP, well below the European average.
Finmeccanica also has reported that the Italian government has released no research-and-development funds under its Law 808 provision this year, after releasing 400 million euros last year.
The spending document reveals some programs have been accelerated. The upgrade of Mangusta attack helicopters — with new sighting systems to facilitate the adoption of Spike missiles — is moved forward from 2017 to 2014.
Other programs appear for the first time, including 40 explosive and roadside bomb disposal vehicles at a cost of 120 million euros. Built by Italy’s Iveco with Germany’s Krauss-Maffei Wegmann, these are part of the Multi-Purpose Vehicle family the companies are developing, which have been likened to U.S. mine-resistant, ambush-protected vehicle.
Italy has signed on to deliver an ambulance version to its Army.
The new program meets a stated aim in the spending document of prioritizing force protection in theater. The document also lists the purchase of 60 gun turrets to be mounted on Italy’s new Iveco VTLM 1A armored vehicles.
A 16 million euro program to buy 81mm mortars makes it into the spending column for the first time. Also listed is the acquisition of an unnamed Navy tactical UAV. The UAV, the document states, will be used for surveillance and flown from vessels during anti-pirate missions.
The document also lists the launch of the development of “onboard systems to equip the MC-27J destined to support Special Forces.” The MC-27J is the gunship version of the C-27J airlifter, planned by maker Alenia Aermacchi, a unit of Finmeccanica.
“At the moment, we are trying to keep up procurement and be flexible on running costs. But something has been adjusted on procurement, like the F-35 cuts,” said the Air Force chief, Gen. Giuseppe Bernardis.
“My personal view is that we cannot afford to cut too much, because we still have a strong industrial base, and we think that base has to be supported,” he said.
“We want to keep investment levels as much as possible,” Bernardis said. “In the case of the JSF, we accepted a reduction of numbers as long as we could keep up capabilities. To have enough to still be effective.”

Italy Expands Airborne C4ISR Capabilities
The ministries of defense Israel and Italy have signed today two agreements formalizing several defense acquisition packages worth over two billion US$. The Government-to-Govenrment (G2G) agreements include the selling 30 Alenia Aermacchi M346 advanced jet trainers to Israel, as part of a €1.1 billion arms transfer. As part of the buyback agreement, the Italian MOD acquired two G550 Airborne Early Warning aircraft from IAI. Under a parallel transaction, the Italian company Telespazio has signed IAI as a main subcontractor providing a reconnaissance satellite to be operated by the Italian company for the Itailain MOD. The total value of the Italian acquisition is US$932 million.
The G550 CAEW is currently operational with the Israel and Singapore Air Forces. Once the deal is signed, the Italian Air Force will become the third operator of this type.
The aircraft is equipped with four-panel bi-spectral AESA radar, IFF and passive electronic support measures (ESM) covering 360 degrees, a NATO compatible communications system developed by Elta and SELEX-Elsag, and a central computing system. The aircraft is also equipped with self-protection system (SPS) utilizing passive and active sensors and countermeasure systems. The system relays all data to the ground operations center in real time, in addition, a crew of six operators can operate the systems on a stand-alone mission.
The satellite to be built for the Italians is believed to be latest OPSAT 3000 based observation satellite, equipped with the latest ‘Jupiter’ multi-spectral imaging payload from Elbit Systems, providing high-resolution imagery simultaneously in color and B/W modes. The satellite is in development by IAI/MBT Space Division.

The Italians are seeking to improve battlefield targeting, an operational requirement that evolved from the Libyan campaign of 2011. Such targeting capabilities should rely on employing advanced command and control, intelligence, surveillance and reconnaissance (C4ISR) capabilities for ad-hoc targeting.
As part of this learning process the Italian MOD leased a Gulfstream III business jet carrying multi-intelligence (MultiINT) sensors to collect, process and disseminate aerial intelligence and target information. The platform, known as the ‘Airborne Multi-Intelligence Laboratory’ (AML) was developed by Lockheed Martin. It will be used by the Italians to test and evaluate integrated airborne sensors for a period of 12 months. The US company is delivering the aircraft with three ground intelligence processing systems, flight crew and maintenance personnel. This agreement is for one year, with an option to extend to two years.
The Italian Air Force will use the AML, with ‘multi-intelligence’ sensor suite that include signals intelligence arrays and electro-optical/infrared radar, in a live operational environment for the next year. The system is based on open architecture enabling the integration additional C4ISR components (software and hardware) in a matter of hours. Lockheed Martin’s AML team includes L-3 Communications Systems-West, Rockwell Collins, FLIR Government Systems and DRS. The team is currently offering an operational variant of the AML as the ‘Dragon’ family of ISR platforms. The Italian order is positioned as the first sale of the ‘Net Dragon’ provided under the ‘ISR as a Service’ concept.

Italian Army to buy IED clearance vehicles from Iveco, says official 13 September 2012
The Italian Army is likely to move ahead with the purchase of 40 medium multirole tactical vehicles (VTMM) from Iveco Defense to conduct route clearance missions in Afghanistan, mobility systems office head colonel Enrico Rinaldi has revealed.
Rinaldi was quoted by Defense News as saying that the vehicles are being purchased as part of €120m ($151m) allotted by the Ministry of Defence (MoD) for a total of 40 VTMMs along with logistical support services and an option for additional 40.
The vehicles will travel in a group of five, called a route clearance package, and the first is expected to be deployed to Afghanistan in 2013, Rinaldi confirmed.
The MoD is also in discussions with MBDA Italy for the delivery of Calife 3 wheeled decoys, which are used by the vehicle convoy for detonation of any pressure-plated improvised explosive devices (IEDs) in the battlefield.
An unidentified MBDA manager told the news agency: "The Italian military approached MBDA and we proposed adapting the system to the new vehicles."
Developed from the KMW Grizzly 6x6 tactical vehicle, the VTMM is a 4x4 medium protected vehicle designed to offer enhanced ballistic protection against IEDs, mine attacks and also provide direct fire to the crew.
According to Iveco officials, the 18t vehicles will be equipped with Oto Melara-built Hitfist turrets with 12.7mm guns and Selex Guardian jammer, having radio and data transmission systems.
Deliveries of all VTMMs are scheduled for completion by the end of 2014.
The army is currently using a leased pushed decoy-equipped Maxxpro Mine Resistant Ambush Protected (MRAP) vehicle for route clearance operations in Afghanistan. http://www.army-technology.com/news/newsitalian-army-buy-ied-clearance-vehicles-iveco-says-official

Italian air force stands up new Eurofighter unit
The Eurofighter combat aircraft has entered service with the Italian air force's 18 Sqn at Trapani-Birgi air base in Sicily, with the unit having been reformed following the phasing-out of its last Lockheed Martin F-16s in May.
Part of the air force's 37th Wing, 18 Sqn will be responsible for defending Italy's national airspace, alongside the service's 4th Wing at Grosseto and 36th Wing at Gioia del Colle.
The service says the unit was stood up on 18 October, with other sources saying that it has received at least eight aircraft, including four from each of its previously established Eurofighter wings.
Pilots from the reformed squadron have already participated with the other units crews during training activities, including at a German electronic warfare range during September.

Italian army aviation fully operational with NH90 in Afghanistan By Pieter Bastiaans 11/9/2012 Italy's Task Unit Nemo has quietly assumed full operating capability with the NH90 helicopter in Afghanistan.
The first of five Italian Army NH90s deployed to Herat aboard a US C-17 on 20 August and the last arrived on 22 September (all personnel had arrived by 6 September), but details have just emerged that the force has become operational on NH90's first deployment into theatre. The helicopters are now operating under Task Force Fenice, supporting Italy's contingent in Regional Command-West (RC-W) with troop lift and medical evacuation.
The unit performed 89 day and night sorties before full operational capability was reached on 25 September. Five full aircrews are currently deployed, enabling the unit to provide 60 flying hours during a 30 day period, but the ultimate goal is to reach 90 hours with four aircrews: eight pilots, four flight engineers, and eight door gunners.
The Herat-based NH90s were all brought up to an enhanced Initial Operational Capability configuration before deployment. According to Italian defence reports, NH90 has so far offered good dust resistance and overall robustness. Low-light night flying capabilities are said to have significantly improved with the introduction of Configuration 3 of the Thales TopOwl helmet-mounted sight/display before deployment.
