Aircraft carries missile approach warning sensor (MAWS) and laser warning sensor (LWS) manufactured by the AVITRONICS company (South Africa).
The electronic warfare (EW) system, up-to-date radar (with a phased antenna array capable of simultaneously tracking 15 and attacking 4 targets), optic-location system with the laser rangefinder are all produced by leading Russian manufacturers.

Malaysia is close to a contract with Russia on the delivery of Kornet antitank missile systems, Igla portable anti-aircraft missiles and is also negotiating a deal on Russian guided missile and patrol boats, Russian state-controlled arms exporter Rosoboronexport said on Tuesday.
Rosoboronexport deputy chief Viktor Komardin said Russia is ready to sell Malaysia a license to build Molniya-class guided missile boats and Mirazh-class patrol boats.
“Malaysia is interested in our Molniya and Mirazh boats,” he said.
“This refers to their construction under license at local shipyards as shipbuilding in Malaysia is well developed.”

Russia Signs $35-Mln Missile Contract with Malaysia
Russia and Malaysia have signed a $35-million contract on the delivery of RVV-AE air-to-air missiles for the Malaysian air force, state-run arms exporter Rosoboronexport said on Thursday.
The deal was inked at the Defense Services Asia-2012 arms show currently under way in Malaysia.
“Russia will deliver the first batch of missiles by the end of 2012,” Rosoboronexport’s Deputy General Director Nikolai Dimidyuk said.
Malaysia has 16 MiG-29N Fulcrum and 18 Su-30MKM Flanker fighters in its combat aircraft fleet.
RVV-AE (AA-12 Adder) is a medium-range active radar-guided missile similar to the American AIM-120 AMRAAM.

La marine malaisienne prévoit d’acheter d’autres sous-marins
Outre les 2 sous-marins Scorpene achetés à DCNS, la marine royale malaisienne prévoit d’acheter d’autres sous-marins pour renforcer les capacités de défense navale du pays, a déclaré le chef de la marine, l’amiral Tan Sri Abdul Aziz Jaafar.
Il a cependant précisé que ce projet ne pourrait être concrétisé à court terme en raison des contraintes budgétaires. Il a ajouté qu’il fallait aussi du temps pour former les équipages aux compétences fondamentales nécessaires aux opérations sous-marines, et leur permettre d’acquérir une expérience suffisante.
« Les compétences et l’expérience sont indispensables pour que les sous-marins puissent naviguer en sécurité et efficacement, » a déclaré l’amiral. La marine malaisienne avait pris livraison des 2 Scorpene en 2009 et 2010.
L’amiral Abdul Aziz s’est dit satisfait des performances des 2 sous-marins, après 3 années d’opération pour protéger les eaux nationales de toute invasion ou violation.
« Je suis fier d’avoir reçu des lettres de félicitation de visiteurs, qui ont effectué une plongée à bord des sous-marins, comme le Sultan de Terengganu, Sultan Mizan Zainal Abidin, le Sultan de Selangor, Sultan Sharafuddin Idris Shah et le ministre Lim Guan Eng," a déclaré l’amiral Abdul Aziz.

Denel Inks €340 Million IFV Turret Deal with Malaysia
Denel’s turret systems grew out of the Badger IFV development.
Malaysian armoured IFVs to be equipped with turret and weapon systems
07:53 GMT, July 11, 2012 Denel has signed a €340 million (R3.5 billion*) contract with Malaysia to supply a range of turret and integrated weapon systems to be fitted onto 8x8 armoured infantry fighting vehicles. The deal has been several years in the making.
Zwelakhe Ntshepe, the Group Executive Business Development and Corporate Affairs of Denel, says this is the largest export contract in the company’s history and will result in a significant cash injection and job creation in the local industry. The turrets will be exported to Malaysia over a seven year period – with the first consignment ready for delivery this coming January.
Ntshepe says the final negotiations with Malaysia were concluded at the recent Defence Services Asia Exhibition held in Kuala Lumpur, together with their local partners DRB-Hicom (Deftech).
Denel Land Systems (DLS) CE Stephan Burger says his company will be responsible for a number of strategic components that have been designed and developed at its campus in Lyttelton:
• 69 two man turrets fitted with the South African GI30 30mm main gun. • 54 missile turrets equipped with the GI30 30mm gun and Denel Dynamics Ingwe anti-tank missile system. The order also includes the supply of 216 laser-guided Ingwe missiles. • 54 remote control weapons systems.
Burger says the production of the first consignment of turrets is on schedule and will be delivered in January 2013 for trials by the Malaysian Army. The turrets and weapon systems will be integrated on the Malaysian Army’s new 8x8 vehicles which are based on the Pars armoured vehicle platforms from the Turkish company, FNSS.
Through the contract Denel is participating in the Malaysian Economic Enhancement programme which entails the production and assembly of the turrets in Malaysia. The agreement provides a platform to transfer weapon system integration technology to Deftech in order to create a sustainable capability in Malaysia. Burger adds the contract opens the door to future industry cooperation between the two countries including on-going maintenance and future upgrades of the turrets.
Ntshepe reminds the manufacturing of the turret systems grew out of DLS’s development of the Badger infantry combat vehicle on behalf of the South African Army. The Badger, he says, meets the requirements of a modern army involved in both high-intensity warfare and peacekeeping operations and will replace the 30-year old Ratel as the mainstay of the mechanised infantry force.
Denel in a statement adds the Malaysian contract strengthens DLS’s reputation as a strategic hub of innovation and advanced manufacturing capabilities on the African continent. It will enable the company to retain skilled and highly-skilled engineers and artisans and attract a new generations of innovators.
Riaz Saloojee, the Denel Group Chief Executive says “I am excited by this contract as it confirms Denel’s position as a global player in the defence manufacturing industry and will lead to a growing interest from the international community in the quality and range of products and services produced by us.”
Deftech earmarked Denel as its technology partner in April 2010. The New Strait Times in Singapore at the time reported Deftech would build 257 of the 8x8 vehicles for eight billion Malaysian ringit or 3.436 billion Singapore dollars (about ZAR18.5 billion). Malaysian Minister of Defence Abdullah Bin Ahmad Badawi on April 20, 2010, handed over a Letter of Intent (LoI) to Deftech for the supply of vehicles at a ceremony at the 12th Defence Services Asia (DSA) Expo in Kuala Lumpur. Denel, in a media statement, at the time, said the letter served to confirm Malaysia’s intention to buy the vehicle over seven year period. Other technology partners selected for the programme include FNSS from Turkey for the PARS vehicle and Sapura Thales Electronics (STE) for the communication equipment on the vehicles.
Denel added Deftech “in turn handed over a LoI to Denel as a technology partner for the joint manufacture of turrets and for the systems integration of the programme.

PETALING JAYA (Sept 23, 2012): The Royal Malaysian Air Force (RMAF) is considering an offer from Sweden to lease up to 18 JAS39 Gripen fighter jets for its Multi-Role Combat Aircraft (MRCA) programme.
RMAF chief Tan Sri Rodzali Daud told theSun leasing the Gripens is a cheaper solution considering the huge capital expenditure needed for the procurement of new fighters.
"The Gripens had been leased to European air forces, so there is nothing new about such a deal.
"The aircraft also meets all of our MRCA requirements although I admit it is short on gas and range due to its small size," he said when asked to comment on claims by defence industry sources that Sweden has offered a lease-buy option for the Gripens.
Sources told theSun that offer was made after Gripen and the Sukhoi Su-30MKM were eliminated from the MRCA programme following technical evaluation by RMAF test pilots.
They said the three top contenders, namely Boeing F/A-18 Super Hornet, Dassault Rafale and Eurofighter Typhoon, would compete for the final stage of the programme, where their transfer of technology packages and off-set offers would be evaluated before the winner is selected.
Rodzali denied that Gripen and Sukhoi were no longer considered for the MRCA programme as "we are still evaluating all of the aircraft".
He also denied that RMAF had ranked the aircraft in the technical evaluation.
Instead, he said, the aircraft's strengths and weaknesses were documented for further evaluation.
According to him, one important factor for the final selection would be the lowest support cost. "If the Super Hornet is seen as the favourite, it is because we already have the Hornets (eight units) in service."
Asked how many Gripens will be leased if the offer is accepted, he said "preferably it will be 18 planes as specified in the MRCA".
He said despite budgetary constraints, the MRCA programme will go ahead as the air force has planned to retire the 10 MiG-29N Fulcrum air superiority fighters by 2015. "We may need a special budget, one that covers three Malaysian plans," he added.
Rodzali declined to confirm the budget allocation for the MRCA programme but sources told theSun the air force could only procure 12 jets if it opts for the Super Hornet, Rafale or Typhoon.
Hungary and Czech operate the Gripens under a 10-year lease-and-buy contract, for around RM398 million a year, which covers servicing and training. Rodzali dismissed any hint of an arm race in the impending buy.
"The reason we are looking for new fighters is because of the capability gap. We need to ensure we are on par with other nations.
"Another reason is technology. Technology is moving rapidly. We cannot afford to be left behind."

Défense : Saab propose des avions Gripen d'occasion à la Malaisie
Le constructeur suédois Saab aurait proposé à la Malaisie des avions de combat en location. Une offre qui interviendrait au moment où Kuala Lumpur aurait déjà fait une présélection : Rafale de Dassault Aviation, Super Hronet F-18 de Boeing et de Typhoon du consortium Eurofighter.
La dernière offre du constructeur Saab crée un certain trouble en Malaisie, qui pourrait changer les règles du jeu de son appel d'offre international (Multi-Role Combat Aircraft) portant sur l'achat de 18 avions de combat neufs. Outre le Gripen, le Rafale de Dassault Aviation, le Typhoon (consortium Eurofighter), le Super Hornet F-18 (Boeing) et le Sukhoï Su-30MKM sont en compétition pour équiper l'armée de l'air malaisienne (Royal Malaysian Air Force - RMAF). Ainsi, le patron de la RMAF, Tan Sri Rodzali Daud, pourrait envisager une offre de leasing du constructeur suédois Saab dans le cadre de son programme de renouvellement d'une partie de sa flotte, selon la presse locale The Sun Daily. L'armée de l'air a ainsi planifié de retirer du service dix vieux 10 MiG-29N avant 2015.
Le chef d'état-major de l'armée de l'air a expliqué au "Sun Daily" que le leasing du JAS39 Gripen est "la solution la moins chère au regard des investissements énormes nécessaires pour l'achat de nouveaux avions de combat". Et de rappeler que le Gripen avait déjà été loué à des armées de l'air européennes. La Hongrie et la République tchèque (10) disposent en contrat de leasing jusqu'en 2015 et 2016 de 14 Gripen chacun. Pour autant, selon Rodzali, il n'y a rien de nouveau sur un tel accord.
Le Rafale dans la short-list ?
"L'avion respecte aussi toutes nos conditions dans le cadre de l'appel d'offre MRCA bien que j'admette qu'il est un peu en rayon d'action et en kérozène en raison de sa petite taille", a-t-il toutefois expliqué. Selon "The Sun", l'offre a été faite après que le Gripen et le Sukhoi auraient été éliminés après l'évaluation technique par des pilotes d'essai de la RMAF. Cette dernière aurait établi une short-list : le F-18, le Rafale et le Typhoon. Les Malaisiens étudieraient en outre les transferts de technologies proposées par les constructeurs. Une information qu'a démenti Rodzali. "Nous évaluons toujours tous les appareils", a-t-il assuré. Tout comme il a démenti avoir fait un classement technique des appareils, le Super Hornet de Boeing arriverait en tête des évaluations. Il a expliqué qu'il y aurait de nouvelles évaluations sur les forces et les faiblesses des appareils en compétition. Selon des sources concordantes, il faut rester très prudent sur les informations qui circulent en période préélectorale en Malaisie. "Il peut y avoir tout et son contraire et le gouvernement ne devrait laisser aucun indice sur sa préférence", explique-t-on à La Tribune.
Selon Rodzali, un facteur important pour le choix sera le coût de support, qui devra être le plus bas possible. "Si on voit le Super Hornet comme favori, c'est parce que nous en avons déjà huit en service", a-t-il précisé. D'une manière générale, les Malaisiens ont été déçus par le support des MiG-29 qu'ils considèrent comme trop onéreux. D'où la volonté de prendre en compte le coût de possession (achat, support, maintenance, démantèlement) pour l'acquisition d'un nouvel avion de combat.
Une offre qui arrange industriellement Saab ?
En dépit des contraintes budgétaires, le chef d'état-major de l'armée de l'air a assuré que le programme MRCA irait de l'avant. "Nous pourrions avoir besoin d'un budget spécial" a-t-il précisé. Il a également refusé de confirmer une information du "Sun Daily" selon laquelle l'armée de l'air ne pourrait finalement acquérir que douze avions de combat en raison des contraintes budgétaires si Kuala Lumpur choisit le F-18, le Rafale ou le Typhoon. Ce qui ne serait pas le cas, selon nos informations. Et conclure que la Malaisie achète de nouveaux avions de combat, c'est "à cause de l'écart capacitaire". "Nous devons assurer que nous sommes au même niveau que les autres pays, a-t-il estimé. Une autre raison est technologique. La technologie évolue rapidement. Nous ne pouvons pas nous permettre de rester derrière".
En cas de succès, l'offre de Saab en Malaisie devrait avoir un impact sur le plan industriel, notamment sur l'avenir d'une chaine de production de Gripen. Car si l'offre des Gripen d'occasion était acceptée par Kuala Lumpur, quel est l'intérêt pour le constructeur suédois de confirmer à Berne la livraison d'avions de combat neufs. Selon les experts, la fabrication de 22 Gripen neufs n'est pas viable sur le plan économique pour Saab. D'autant que la Suède a annoncé vouloir acquérir pour son armée de l'air "40 à 60" Gripen modernisés à partir de la version C/D (JAS 39C). "Pour chaque nouvel avion, il faudra un Gripen C/D", a d'ailleurs expliqué au quotidien suisse "Matin Dimanche", daté du 23 septembre, le porte-parole du ministère suédois de la défense, Johan Elmberg. "Nous faisons cela pour des raisons économiques et écologiques".

1 / 1 KUALA LUMPUR: DEPUTY Royal Malaysian Air Force chief Lt-Gen Datuk Roslan Saad recently tested the nation's next-generation transport aircraft in France.
Following the test flight, which took place in Toulouse, the country's second highest ranking military pilot gave the thumbs up to the Airbus Military A400M airlifter, which was recently given the codename Atlas.
"It is an enormous pleasure to fly the aircraft that is going to be at the heart of the RMAF's transport capabilities in the future.
"It is a real 'pilot's aircraft' and I look forward to seeing it enter service so that we can apply its capabilities on a wide variety of missions," said Roslan.
The government is expected to take delivery of the first aircraft in January 2015.
The agreement to buy the A400Ms was first highlighted by the New Straits Times in December 2005. A few days later, a memorandum of understanding for the procurement of four aircraft for the RMAF was signed between the government and Airbus Military.
The negotiations also centred on making the Malaysian aerospace industry a partner in the A400M programme.
Along with the deal for the aircraft, Airbus Military also signed a RM907 million agreement in designing and manufacturing composite A400M airframe parts with Composites Technologies Research Sdn Bhd.
Larger than the C-130 Hercules transport plane, which is currently used by the RMAF, the A400M was purchased to boost the RMAF's capabilities to transport cargo and troops. It has a length of 43.8m with a wingspan of 42.4m and a height of 14.6m.
It is a multi-role military tactical airlifter built to compete with other aircraft companies in replacing the ageing fleets of Hercules and C-160 Transall planes in air forces around the world.
With a payload of 37 tonnes, the A400M can carry twice the load of the Hercules. It is capable of conducting strategic operations, tactical missions and delivering fuel.
The aircraft has a high-flotation landing gear which allows take-offs and landings on short, unpaved airfields. This is crucial in battlefield conditions where the aircraft can land on semi-prepared airstrips with less than 1km of runway.
A total of 174 aircraft had been ordered by Belgium, France, Germany, Luxembourg, Malaysia, Spain, Turkey and the United Kingdom.
The aircraft programme, however, had been plagued by problems that caused customers to receive their planes late. The RMAF was supposed to take delivery of its first plane next year.

15:59 GMT, October 22, 2012 Paris | DCI, a service provider with activities on the entire spectrum of defense and domestic security, reinforces its collaboration with the Royal Malaysian Navy (RMN) by participating in the creation and running of a training school for submariners and future submariners.
The two RMN French-made SCORPENE submarines are alongside on the Kota Kinabalu base. Malaysia has recently announced that from early next year this base is to become the first training centre in the world for SCORPENE submarines. The training school is installed by DCI teams within the framework of this Malaysian submarine force development strategy.
The school's objectives are many:
• maintain the high qualification level of Malaysian submarine experts already trained, • train some crewmembers as instructors, • renew the generations of submariners who will replace each other on board the SCORPENE submarines,
Since 2003, DCI-NAVFCO accompanies the RMN for the ab initio creation of a submarine force capable of operating SCORPENE type submarines. In only 4 years and with French Navy support, DCI has managed to form and train two complete submarine crews as well as a reserve crew and an embryonic staff.

RMAF to start using Eurocopter's simulator from 2013
Royal Malaysian Air Force (RMAF) helicopter pilots are set to start operating Eurocopter Malaysia's (ECM) newly developed EC225/EC725 full-flight simulator (FFS) from early 2013.
The simulator has successfully completed certification tests by the European Aviation Safety Agency and Malaysia's Department of Civil Aviation, and is currently being assembled at the new Eurocopter Malaysia Simulation Centre (EMSC), located at Sultan Abdul Aziz Shah Airport in Selangor.
The FFS training is designed to enhance helicopter safety by improving and maintaining the skill level of pilots and crew, while reducing customers' training costs, according to a statement by the company.
Eurocopter Malaysia president/chief executive officer Pierre Rossignol told Bernama News Agency that the country will serve as an ideal destination for the FFS establishment in Asia, in wake of impending deliveries of the RMAF's EC725 helicopters fleet.
"The simulator in Malaysia will be Eurocopter's 20th in the world and reflects the company's strong commitment to develop its support and services in Asia," Rossignol added.
The simulator is scheduled to provide operator training to both RMAF's and civilian pilots in the Asia Pacific.
A total of 12 EC725 Super Cougar helicopters were ordered by the RMAF in 2010 to help replace its Sikorsky-built S-61A-4 Nuri helicopter fleet, which is used for conducting search and rescue operations.
The first helicopter is expected to be handed over in December 2012, while the remaining deliveries are scheduled to complete by January 2014.
A derivative of Eurocopter's AS 532 Cougar, the EC725 is a long-range tactical transport helicopter designed for troop transport, casualty evacuation, combat search and rescue, maritime surveillance, humanitarian support, medical evacuation and shipborne missions.

Prime Minister Datuk Seri Najib Razak said French President Francois Hollande raised the issue of supplying Rafale jet-fighters and combat helicopters for the Royal Malaysian Air Force's multirole combat aircraft programme during their discussion.
He said France was also keen to sell more Airbus passenger aircraft to Malaysia.
"France sees Malaysia as an important country for economic cooperation," he told Malaysian journalists after one-on-one meetings with the leaders of the two European countries here.
Their discussions were held on the sidelines of the Ninth Asia-Europe Meeting (Asem) Summit at the National Convention Centre here in Laos.
Najib discussed trade issues with Hollande and Norwegian Prime Minister Jens Stoltenberg after holding bilateral talks with Pakistani Prime Minister Raja Pervez Ashraf earlier in the day.
Najib also said following his discussion with Hollande, Air France would start to fly to Kuala Lumpur International Airport in April.
As for Norway, Najib said Stoltenberg had highlighted missiles which could be used by the Royal Malaysian Navy ships.
He said Norway also wished to provide Malaysia with the latest technology in oil and gas drilling.
"The technology is said to be able to double oil extraction rates," he said, adding that Norway had developed sub-sea oil extraction by using robotic technology without the need to build oil platforms.
On Asem, Najib said he told the delegates that Asia should learn from the failures and successes of Europe.
Earlier, Najib opened the first Maybank branch here before witnessing the signing ceremony of a concession agreement between the Laos government and Malaysian company Giant Consolidated Ltd to build a 220km rail line in Laos.
