- Czech govt nods to redundant combat planes´ sale to U.S. firm
Prague - The outgoing Czech government today approved the proposal to sell 28 redundant L-159 combat planes to the U.S. Draken International firm, Defence Minister Vlastimil Picek has told journalists after a government meeting.
The firm wants to buy 24 operable planes and four for spare parts.
The contract price will be between 434 and 516 million crowns, depending on the equipment of individual aircraft, Picek said previously.
The Czech military has 72 L-159 planes for which it paid 51 billion crowns years ago, but the pilots only need about a third of them. A total of 36 planes have been conserved.
Picek said the mothballing of the planes cost the Czech military 260 million crowns in 2006-2013.
The money that would be saved thanks to the planned sale of the L-159s would be invested in the development of the air forces, Picek said.
The Defence Ministry, owner of the L-159s, will sell the planes through their producer, Aero Vodochody. This method is based on Czech legislation under which a Czech mediator is needed for sales of military equipment abroad, Deputy Defence Minister Daniel Kostoval said.
The contract is to be signed in January and the first supply to the United States could be made in March.
The putting of the planes into full operation before sending them to the USA will cost millions of crowns that Aero Vodochody will cover. Aero Vodochody said it would not receive any commission for it, however, the U.S. firm would probably pay for it to Aero.
The Defence Ministry has been trying to sell the redundant L-159s for many years. Last year, it declared a public tender for the sale of eight of the planes, but no L-159 was sold because the bidders offered to pay too low prices. http://www.ceskenoviny.cz | |

- Czech Republic Names New Defense Minister
WARSAW — Czech President Milos Zeman has sworn in Martin Stropnicky as the country’s new defense minister. Stropnicky will be part of the newly appointed Cabinet of Prime Minister Bohuslav Sobotka from the Czech Social Democratic Party. The new defense minister was elected as a member of parliament in 2013. From 1990 to 2002 he held a number of posts with the Czech Ministry of Foreign Affairs, serving as the country’s ambassador to Portugal, Italy and the Holy See. In 1998, Stropnicky was briefly appointed to head the Czech Ministry of Culture. Between 2003 and 2012, he worked as the artistic director of the Vinohrady theater in Prague. Local analysts say one of the new minister’s most important tasks will be to ink a deal on extending the lease of 14 Saab JAS 39 Gripen jet fighters from Sweden. The Czech Republic has been reportedly planning to extend the contract, which is set to expire this year, to 2029, but the decision was put on hold by the previous caretaker government. From 2004 to 2014, Prague will pay about 19.6 billion crowns (US $972 million) for the lease of 14 jet fighters.

- Czech Republic confirms Gripen lease costs
The Czech Republic will pay CZK16.4 billion (USD830 million) for the lease of 14 Saab JAS 39C/D Gripen multirole fighter aircraft, confirming previous claims that the deal would be around one-third cheaper than its predecessor, the Czech Ministry of Defence announced on 14 March. "For the first 10-year contract in the years 2005 to 2015, Sweden was paid a total of CZK19.65 billion in 10 annual instalments, averaging CZK1.965 billion. In the subsequent 12-year contract ... for the period 2015 to 2027, Sweden will be reimbursed a total of CZK 16.4 billion (depending on the exchange rate), ie the annual payment will be approximately CZK1.368 billion," the Ministry said.

- Czechs plan new light helicopter purchase
Jiri Kominek, Prague - IHS Jane's Defence Weekly
The new helicopters will replace the Army of the Czech Republic's Mil Mil-24 'Hind' and W-3 Sokol helicopters. Source: Army of the Czech Republic
The Army of the Czech Republic (ACR) announced plans on 9 April to acquire up to 16 new light, multi-purpose helicopters between 2016 and 2020.
The new helicopters will primarily replace the country's Mil Mi-24/35 'Hind' combat support helicopters and PZL W-3 Sokol MEDEVAC/SAR helicopters.
"We do not want to replace the Mi-24/35 fleet with comparable platforms as they are too expensive to operate and maintain, instead we would prefer to use a smaller number of lighter, multi-role platforms", said Lieutenant General Petr Pavel, Chief of General Staff of the ACR on 9 April.
The new light, multi-purpose helicopters will serve in the armed combat support; light troop transport and MEDEVAC/SAR roles according to Gen Pavel.
Pavel would not specify what specific platform is being sought by the ACR, but said that it would be in a class slightly smaller than the Sikorsky UH-60 Black Hawk. Pavel added the ACR is currently evaluating approximately six manufacturers who offer a light helicopter in this class.
The ACR plans to retire its fleet of Russian Mil Mi-24/35 helicopters between 2016 and 2018, when some of the aircraft reach the end of their operational service life while the remainder would require costly mid-life upgrades (MLUs).
"We do not plan to retain these aircraft in our inventory beyond this period because we simply will not have the resources to upgrade and maintain them", said Gen Pavel.
Gen Pavel also ruled out the possibility of replacing the Mi-24/35 fleet with new attack helicopters in the class of the Boeing AH-64 Apache.
"Given the size of our military budget, such an acquisition (of modern attack helicopters) would mean sacrificing our entire budget set aside for aircraft operations", Pavel said.
Pavel added that the cost of upgrading one PZL W-3 Sokol airframe is the same as that for two Mil Mi-17 medium transport helicopter airframes.
The Czech Ministry of Defence (MoD) received allocated funds from the caretaker government led by Jiri Rusnok in late 2013 to proceed with a modernisation of the ACR helicopter fleet.
Defence minister Martin Stropnicky has said the MoD must decide by mid-2014 whether to announce a tender or select a specific helicopter in order to meet the 2016 retirement date for the Mi-24/35 fleet.

- Substantial movement of artillery as convoy reaches a dozen kilometres
Key personnel of the 131st Artillery Battalion last week conducted a tactical movement, 65-kilometre from their base in Jince, to a firing range at the Military Training Area in Brdy, to carry out live firing exercises with the self-propelled howitzer guns, DANA; their first this year. The Commander of the 131st Artillery Battalion, Lieutenant Colonel Pavel Louda, set in motion the convoy of 105 vehicles with 325 soldiers in the early morning of Monday, 31st March.
"The movement, carried out as a tactical scenario, meant that the convoy was organised into six battery lines with specific combat orders, along with support vehicles in each line in order to minimise damage in case of an attack. The movement included planned stops for inspections, maintenance and tactical procedures, such as refuelling, and also for refreshment breaks," explained Lieutenant Colonel Jiri Kyvala, Deputy Commander of the 13th Artillery Regiment.
The advance party was the first to set off, followed by two 30-ton self-propelled howitzer guns, 152 mm, type 77.
"Each convoy driver had to maintain a 50-metre distance from the other vehicle, and although the speed was just 25 kilometres per hour, the movement required a great deal of concentration and perfect cooperation with the vehicle commander who maintained radio contact with his superiors-in-command," said Corporal Daniel Ruckl, the driver of a UAZ.
The convoy successfully reached the Zadni Bahna firing range in Brdy by 6 p.m.
This huge artillery movement will be repeated again this May, when the entire 13th Artillery Regiment will conduct a similar tactical exercise.

- Czech govt approves money for Gripen fighters lease until 2027
Prague - The Czech government approved today the financing of supersonic aircraft and it will provide 21.4 billion crowns, including withholding tax and VAT, for them in 2015-27, Legislation Minister Jiri Dienstbier has told journalists.
The government decided to extend the lease of Gripen fighters by Sweden until 2027 in March.
"Particularly the system of multipurpose supersonic Jas-39 Gripen aircraft will serve the maintenance and raising of the capabilities of the supersonic air force," the Defence Ministry told CTK.
According to the new lease contract, the aircraft will be upgraded and the Czech Republic will also get more services.
The Defence Ministry says systems of the data transmission of information in the NATO format, systems of secret voice connection, night vision, and others will be obtained.
Further training of the Czech ground and flying personnel and the gaining of unnecessary ammunition are also counted with.
In Mardch the government approved an extension of the contract under which the Czech Republic is now leasing 14 Gripens, until 2027, with a two-year option.
The annual instalments are to be about one third lower compared with the current contract. The valid lease will expire in 2015. Negotiations about an addendum to it started more than two years ago.
Jas-39 Gripens are also used by Hungary, South Africa and Thailand.

- Czechs sign lease deal for Saab's Gripen fighters
LINKOPING, Sweden, May 16 (UPI) --The Czech Republic is to continue leasing Saab Gripen fighter aircraft for a dozen years under a government-to-government agreement signed Friday, Saab said.
The air force of the Czech Republic flies 14 Gripen C/D jets under a 2006 lease from Sweden, which expires next year.
"With this agreement, the Czech Republic is taking a long-term strategic decision to continue operating Gripen and ensuring the continued development of its national capability," said Lennart Sindahl, senior executive vice president and head of Saab's Aeronautics business area. "This is further proof of the confidence in Gripen, and its defense capacity."
The Gripen is a single-engine, multi-role fighter first introduced in the late 1990s. It has a maximum speed of 1,372 miles per hour at high altitude and a combat radius of 497 miles. It's flown by three other countries in addition to Sweden and the Czech Republic and was selected last year for procurement by Brazil.
Details of the leasing agreement were not immediately available.

- Artillerymen successfully coped with hand loading in a live firing exercise, with each shell weighing 43 kilos
More than 250 fired artillery shells and two dozen successfully performed fire assignments was the outcome of the exercise, Grass Fire 2014, conducted by the 131st Artillery Battalion last week in Brdy. "The main task of the exercise was to check the ability of this battalion, and for the members of the staff and units of the 13th Artillery Regiment to conduct, coordinate and provide efficient fire support to manoeuvring units of the 4th Brigade Task Force, since this battalion is earmarked for that," said the Deputy Commander of the 13th AR, who was the Director of this exercise at the Military Training Area in Brdy.
During the execution of the last firing assignment, a malfunction of an automated shell loader occurred with a DANA howitzer, therefore the crew had to quickly go back to hand loading of the shells, which is certainly a slower and more difficult procedure. It allows the firing of only two shots a minute, as the artillery shell weighs 43 kilogrammes. "Everything turned out well in the end and the target was destroyed," confirmed the Commander of the 2nd Fire Battery of the 131st Artillery Battalion, Captain Robert Hnilica.
More than 350 soldiers with almost 160 pieces of equipment participated in this exercise which was held last week. Each fire exercise was carefully observed by referees; specialists from Jince, the base of the 13th AR, and also from the Military Academy in Vyskov.
The preparedness of artillerymen, their equipment and fire skills was also observed by the Commander of the Czech Ground Forces, Major General Jan Gurnik, who highlights the irreplaceability of artillery fire support for any combat activities.
