The Royal Thai Army Signs A Contract for Two AW139s
08/10/2012
AgustaWestland, a Finmeccanica company, is pleased to announce that the Royal Thai Army has signed a contract for two AW139 twin-engine helicopters. These aircraft will be delivered in 2014 to perform transport and utility missions across the nation. The contract, which also includes a comprehensive maintenance and training package, marks the entrance of the AW139 into Thailand’s military helicopter market and further expands the success of the type in the country.
Vincenzo Alaimo, Head of Region, AgustaWestland, said “It gives us great pleasure to sign this contract with the Royal Thai Army to support their transport requirements. We are confident this model, thanks to its unmatched performance, comfort and safety, has significant potential in Thailand in the future.” The Royal Thai Army adds to a growing number of military customers that have ordered or are already operating the AW139 for a wide range of roles including VVIP and government transport, utility, search and rescue, emergency medical service and homeland security. The armed forces of Ireland, Qatar, UAE, Italy and Egypt are just some of those operating the AW139 today.
The AW139 delivers best-in-class performance with a cruise speed of 165 knots (306 kph), a range in excess of 500 nm (927 km), endurance of 5 hours and superior hover performance. It also has the largest cabin in its class which can accommodate up to 15 passengers. The unobstructed cabin design allows maximum flexibility for different seating configurations and the transport of equipment. The baggage compartment, provides a massive 3.4 cubic metres (120 cubic feet) of storage which is easily accessible from both the cabin and outside the helicopter. The AW139 is the world’s best selling helicopter in its class and the only new generation aircraft in its class in service today. Over 500 AW139s are now in service worldwide. Almost 170 customers from more than 50 countries have ordered nearly 650 AW139 helicopters so far. agustawestland

_________________

- US to supply cut-price weaponry
Thailand will receive heavily discounted military equipment from the US Department of Defense, including retired warships and F-16 fighter jet engines, to help cement military ties.
Thailand is a major non-Nato ally of the US and the department wants to recognise that friendship by selling weaponry selected from its Excess Defense Articles (EDA) programme, a Thai military source said.
The EDA programme was set up to sell off excess military items to other countries, according to the US Defense Security Cooperation Agency website.
In addition to five new F-16 fighter jet engines which have been offered for sale to the Royal Thai Air Force, the US has also offered to sell 1,150 Humvee military vehicles to the army that were previously deployed in Iraq.
The US has also offered three new Black Hawk helicopters to the army with a price tag of 1.3 billion baht each, the source said.
The navy will be offered two second-hand Perry Class frigates - general purpose warships designed back in the mid-1970s with a displacement of 4,100 tonnes."All of these items will be sold at very special, cheap prices," the source said.
"The discussion did not go into details. The offer is amicable."
The offer follows talks in Washington last week between permanent secretary for defence Gen Thanongsak Apirakyothin and US defence assistant secretary Marc Lippert.
Thailand and the US will mark 180 years of bilateral relations next year.
Defence minister Sukumpol Suwanatat and armed forces chiefs are due to meet US defence secretary Leon Panetta next month during his Thailand visit.

- Thai Army To Acquire Starstreak Missile
LONDON — The Royal Thai Army has purchased Thales UK’s Starstreak air defense missile. The deal was announced during a visit to London by Thai Prime Minister Yingluck Shinawatra.
The two sides declined to give a value or delivery date for the very-short-range air defense missile already purchased by British and South African armed forces.
The Thai military will deploy the weapon from lightweight, portable, multiple launchers rather than the vehicle-mounted option favored by the British.
Built and developed by Thales in Northern Ireland, the missile has a peak speed of more than Mach 3. The company said that as the world’s fastest very-short-range missile, it can travel a kilometer in less than a second.

- Thai offset plans could be derailed by a move to reinstate countertrade
By Jon Grevatt 11/27/2012 Thailand's plan to introduce a formalised defence offset policy within the next few years could be derailed by a government move to reinstate countertrade, IHS Jane's understands.
The proposal to reintroduce countertrade is being backed by several government ministries, which see opportunities to boost exports of Thai goods through barter deals attached to acquisitions of military equipment from abroad.
It is also notable that the last Thai government to use military countertrade to any great extent was Thaksin Shinawatra's administration in the early- to mid-2000s. The present government, which took office following a 2011 general election, is politically aligned with Thaksin and is led by his sister, Prime Minister Yingluck Shinawatra.
Should political backing remain strong for the move, the government is likely to gradually reintroduce countertrade from 2013 alongside a continuing ad hoc effort to boost defence industry capability through collaboration. This, in turn, could halt plans currently being progressed by the Ministry of Defence's Defence Technology Institute (DTi) to introduce a defence offset policy that is intended to develop – in a structured manner – industrial capabilities and enhance self-reliance. http://www.janes.com/products/janes/defence-security-report.aspx?ID=1065973734&channel=defence

- Air force plans upgrades to radar system
The air force will improve its radar-based defence system next year and link it to the army and navy for joint missions.
It intends to replace ageing radars and support facilities with new systems to search for airborne targets under the Royal Thai Air Force Defence System (RTAD), said air force chief Prajin Jantong.
The air force will be able to communicate with the navy's frigates _ HTMS Naresuan and HTMS Taksin _ and the navy's aircraft carrier HTMS Chakri Naruebet.
The communications facilities of these vessels are being upgraded, a military source said.
Earlier, the air force bought 12 Gripen fighter jets from Sweden along with two Saab 340 AEW early warning aircraft and a Saab 340 transport plane for 34 billion baht.
Linking the air force with the navy will enable joint operations in the future, the source said.
Connections will also be expanded to the army under the air force's "Network Centric" plan to link the systems of the three armed forces. The plan will be completed in 2014, the source said.
Meanwhile, ACM Prajin also wants the air force's new communications facilities to be applied to disaster response efforts _ a goal backed by Asean defence ministers who have agreed to work in concert in the field of regional disaster relief in the lead-up to the Asean Economic Community in 2015. bangkokpost

The Royal Thai ESSMs will be fired from an MK 41 eight-cell vertical launch system using an MK 25 Quad Pack canister. This capability will allow for up to 32 ESSMs on each ship.
"This agreement brings the enhanced kinematics of the ESSM to the Royal Thai Navy's inventory and provides unsurpassed defense against a new generation of threats," said Rick Nelson, vice president of Raytheon Missile Systems' Naval and Area Mission Defense product line. "The addition of the ESSM will provide the Royal Thai Navy an unmatched ship self-defense capability, as well as allowing the fleet to take advantage of future spiral evolutions of the missile."

- Thai frigate competition among potential Lockheed Martin deals for ships, helos in Asia
By Marina Malenic 1/29/2013 Lockheed Martin is considering offering its Littoral Combat Ship (LCS) in response to a request for proposals (RfP) from the Royal Thai Navy (RTN) for a frigate, the US-headquarted group confirmed on 25 January.
The Thai government finally approved funding of up to USD1 billion in September 2012 to procure two modern frigates over the coming years. The requirement had previously been put on hold for more than a decade due to funding issues. Government support finally came as a result of economic expansion and the need to enhance the combat capability of the RTN.
Confirmation of Lockheed Martin's interest in the programme came from Doug Laurendeau, business development director of the company's ship and aviation systems unit. It is one of a number of opportunities that Lockheed Martin is pursuing in the Asia-Pacific region, he said.
Lockheed Martin would be likely to face competition to meet the Thai frigate requirement from South Korea and Germany. Platforms known to be under consideration include the DW3000H frigate design from South Korea's Daewoo Shipbuilding & Marine Engineering (DSME) and the MEKO platform of Germany's ThyssenKrupp Marine Systems

China offers Type 054 to meet Thai frigate requirement
By Jon Grevatt
1/30/2013
China has offered Thailand its Type 054-class Jiangkai frigate to meet a requirement to procure multipurpose frigates for the Royal Thai Navy (RTN), thus potentially putting Beijing and Washington head to head in a large-scale international procurement programme.
Sources have confirmed to IHS Jane's that preliminary discussions between Thailand and China have commenced over the potential deal, in which China has said it is prepared to sell to the RTN three Type 054-class vessels at a cost that will meet the programme's budget of USD1 billion.
While the RTN is said to favour a purchase of a US, European, or South Korean platform, the potential deal to procure from China is being led by the government, which views the Type 054-class as a cost-effective alternative to Western vessels. Additionally, logistical arrangements would favour China given that Thailand already operates a number of Chinese naval platforms.
Lockheed Martin of the US has already confirmed that it is considering offering its Littoral Combat Ship (LCS) as a solution.
A deal to procure the Type 054-class vessel would include technology transfer to enable maintenance, repair, and overhaul and to locally produce unspecified components under licence from Type 054-class designer and constructor Hudong-Zhonghua Shipbuilding. www.janes.com
