Turkish RMK Launches 2nd Coast Guard Ship
ANKARA - Prominent Turkish shipyard RMK Marine has put the second Coast Guard search-and-rescue ship to sea, denoting critical progress in a 352 million euro ($480 million) program, company officials said Jan. 11.
TCSG Guven is the second in a program that involves the production of four ships, officials said. RMK Marine had earlier launched the TCSG Dost, and that ship started sea trials last month. The Dost will be delivered to Turkey's Coast Guard Command this year, and the delivery of all four ships will be completed in 2012, the company said. RMK Marine won the major contract in 2007. Its foreign technology partner is Italy's Fincantieri. The main local partner is state-run defense company Aselsan, which will manufacture command-and-control, communications and warfare systems. The Italian Sirio-class ships are 90 meters long, 12 meters wide and have a maximum speed of 22 knots. The vessels will be used for patrolling, anti-smuggling, fire fighting and anti-pollution missions. Turkey is bordered by sea on three sides: the Black Sea in the north, the Mediterranean in the south and the Aegean Sea in the west. In the northwest, there is also an important internal body, the Sea of Marmara, between the straits of the Dardanelles and the Bosphorus, which connect the Black Sea with the rest of the world. The total Turkish coastline is 4,474 miles, excluding islands

Turkish Submarine Plans Move Ahead
Turkey's multibillion-dollar submarine deal has received financial support worth €2.187bn in the form of a major loan agreement between German banks and the Turkish Treasury. Turkey and the German shipyard, HDW, had been in negotiations over the terms of finance for the submarine deal, which was signed in July 2009. An export credit agreement worth €1.878bn was signed between the Undersecretariat of the Treasury and a bank consortium, led by Bayerische Landesbank, for financing the production of six submarines in Turkey. A further commercial loan agreement worth €309m was signed between the Undersecretariat of the Treasury and a bank consortium led by WestLB London Branch, according to Hurriyet Daily News. A modernisation plan for Turkey's older Ay Class submarines has been scrapped following the finalisation of the submarine contract. Turkey is currently building its own corvette-type ships, patrol boats, coast guard boats and other amphibious platforms and plans to produce its own frigates by the end of this decade.

The United States has banned a range of advanced weapons for export to Turkey.
Officials said the administration of President Barack Obama has rejected a Turkish request for combat unmanned aerial vehicles as well as advanced munitions. They said the administration’s decision came after consultations with Congress late last year.
“There has been deep suspicion of Turkey in the United States, especially by Congress,” an official said.
So far, the Senate has blocked a Turkish request for the MQ-9 Reaper combat UAV by General Atomics. Ankara first relayed the Reaper request in late 2008, which encountered a cool reception from a Congress wary of Turkish relations with Iran, Middle East Newsline reported.
“There’s an effective arms embargo on some military products,” a Turkish diplomat said. “We don’t envision a significant change with the new Congress.”
Officials said the Turkish arms requests would mark a priority on Ankara’s agenda with Washington in 2011. They said the government of Prime Minister Recep Erdogan was heartened by Obama’s appointment of Francis Ricciardone to the post of ambassador in Ankara, which had been blocked by the previous Congress.

Dans l'océan Indien, un navire civil danois (LEOPARD) aurait demander l'aide du frégate turc Gaziantep, mais quand le navire turc est venu à la rescousse du navire, les commandos de marine turc, ont intervenu, mais il n'y avait plus de marins à bord, les pirates auraient kidnapper les marins en laissant le navire.

US firm sweetens Turkey helicopter bid
A helicopter manufacturer from the United States, competing with an Italian rival for a Turkish tender to jointly produce 109 mostly military-utility helicopters worth around $4 billion, sweetened its bid over the weekend.
A senior official from Sikorsky Aircraft told the Hürriyet Daily News & Economic Review that his company would guarantee that Turkey would do repair and maintenance work worth $1 billion on S-70i Black Haw International helicopters belonging to third countries. "Turkey will do maintenance-repair-overhaul work for the platforms of countries that have S-70i Black Hawk International helicopters. We guarantee this," the official said. "Altogether, this will be worth $1 billion for Turkey's defense industry over the next 20 years." Sikorsky Aircraft is offering Ankara the T-70, a Turkish version of the S-70i Black Hawk International, which already features in the inventories of several countries as the export model of the U.S. UH-60 Black Hawk. Sikorsky's rival, the Italian AgustaWestland, is proposing the TUHP 149, a Turkish version of its A149, a newly-developed utility helicopter, in the tender. Tough competition At the last meeting in mid-December of the Defense Industry Executive Committee, Turkey's top decision-making body for defense procurement, the highly anticipated decision for the selection of the Turkish military's next utility helicopter type did not come. Defense Minister Vecdi Gönül told reporters at the time that Sikorsky's and AgustaWestland's offers were both judged insufficient. The main point of disagreement was the price, the minister said. "Talks with both companies will continue, but we think they should cut their prices." Turkey's decision is now expected to be announced in March at the next meeting of the Defense Industry Executive Committee, whose members include Gonul, Prime Minister Recep Tayyip Erdoğan, Chief of Turkish General Staff Gen. Işık Koşaner and procurement chief Murad Bayar. In recent months, both Sikorsky Aircraft and AgustaWestland announced a series of sweeteners in return for the selection of their utility helicopters. The tender is for a first batch of 109 utility helicopters, mostly to be used by the military and security forces, but the number is expected to rise to a total of about 300 in the future. A top Sikorsky official said in October that his company had a fourfold benefit package worth billions of dollars to offer to Turkey. "If Turkey selects us for the 109 helicopter program, we will buy another 109 to be manufactured in Turkey and export them to third countries," Steve Estill, vice president for strategic partnerships at the Sikorsky President's Office, said at the time. Sikorsky is also proposing to buy $1.3 billion-worth of Turkish-made helicopter components, set up a regional Black Hawk support base in Turkey and invest in a future Turkish project to build a light utility helicopter, Estill said. Rival offer Shortly after, AgustaWestland challenged Sikorsky's proposal. "Our competition is offering the manufacture under license of an already existing product," Guiseppe Orsi, chief executive officer of AgustaWestland said late October. "We are offering much, much more ... We are offering Turkey to become a joint developer of a brand new product ... Turkey may become a real helicopter player in the world if it chooses us." Nearly 8,000 utility helicopters are expected to be replaced with new models throughout the world in the next few decades, Orsi said, adding that his company's Turkish program could grab international orders for at least 800 of such upgrades. Assuming that each helicopter's acquisition price and its lifetime maintenance cost are both around $25 million and the TUHP program gets orders for 800 platforms over the next 25-30 years, "this program would collect a total of $40 billion, half of which would go to Turkey," he said. Turkey's Army, Navy, Air Force, Special Operations Command and Coast Guard Command are among the buyers of the first batch of military utility helicopters. Turkish Aerospace Industries, or TAI, Turkey's main aerospace manufacturer, will officially be the program's prime contractor. Several other Turkish firms also will take part in production. The Turkish military currently operates several different types of utility helicopters, with more than 100 S-70s, more than 50 older U.S.-made UH-1 Hueys, around 20 French-designed AS-532 Cougars and about 15 Russian Mi-17s comprising its helicopter fleet. AgustaWestland earlier secured two contracts, worth billions of dollars, to lead the joint production of 60 T-129 attack helicopters to be used by the Turkish Army.

Le ministre de la défense turc Vecdi Gönül à annoncé que la Turquie va acquérir 116 F35 de type CTOL pour un coup total d'environ 10 milliard de dollars. Les premiers F35 seront livrés à l' armée turque en 2014.

Turkish combat helicopters to take off in April
T-129 combat helicopters (ATAK) being jointly developed by Turkey and Italy are almost ready, with the first helicopter scheduled to take off in April after Turkish Aerospace Industries (TAI) completes its assembly.
The fuselage, motor and fan of the prototype, named P-4, which will be tested in Turkey, were made by AgustaWestland in Italy. Mission equipment and the navigation system were manufactured with Turkish resources. A piece on the fuselage was also made by Turkey. According to information obtained from defense officials, other critical components such as the fuselage and transmission will start being manufactured in Turkey in the next phase of the project. The T-129 is an improved version of the Agusta A129 Mangusta. Turkish companies will be actively involved in the production of the helicopter’s weapons system. Hydra and Cirit rockets produced by Roketsan will also be used by the helicopters. The T-129 will be able to carry Hellfire antitank missiles and launch anti-aircraft Stinger missiles. The ATAK program aims to manufacture 50 combat and tactical reconnaissance helicopters and an optional 41 helicopters for the Turkish Land Forces in Turkey using software and equipment produced inside the country. In addition to AgustaWestland and TAI, Turkish defense industry companies such as Aselsan and Roketsan also have key roles in the $3 billion project. According to an agreement signed between TAI, AgustaWestland and Aselsan, mass production is expected to start by June 2013.The first helicopter to be completed in the TAI plants will take off into Turkish skies in April. If the test flight is successful, the production of other major parts in Turkey will gain momentum. Defense sector officials note that if the T-129 project is successful, Turkey will be able to meet its helicopter needs using its own resources for many years to come. Turkey will also obtain license agreements for the T-129 and be able to export these helicopters to Third World countries.
