The equipment to be provided by the U.S. will be AN/TPQ-36 radar systems that can target the point of origin of missiles from between 18-24 kilometers (11-15 miles) away. The equipment is so precise that it can originate the location of a missile or artillery weapon after a single shot.
Nearly 75 percent of the fatalities experienced on the Ukrainian side, according Ukraine's Ministry of Defense, have been because of artillery or missile attacks, and the new radar equipment could be a game changer for the Ukrainian military. The Ukrainian military was attacked by pro-Russian separatists in the Donbass region Wednesday, the Kyiv Post reported. No fatalities have been reported from Wednesday's attack.
The U.S. decision to send the radar could have very significant consequences for the outcome of the conflict in Ukraine, some experts said. "Washington's willingness to move forward with radars sends a clear signal that the U.S. may consider sending lethal weapons should the Minsk II process fail," said Adrian Karatnycky, an analyst for the Atlantic Council, a defense and security think tank. "In the long term, the West must help Ukraine's arms industry modernize, which can be modeled on the successful efforts undertaken in Poland and other Central European states," Karatnycky said.

“AutoKrAZ” movers forward and shows increase in output and sales. 843 vehicles have been built by Kremenchug Automobile Plant since the beginning of 2015, up 15 percent as compared to the same period a year ago.
he company’s sales grew 8 percent as compared to January-August period of the previous year. 758 vehicles have been shipped to customers. Export sales account only for 28 percent of the total number of shipped vehicles, 72 percent have been shipped to Ukrainian customers.
Except trucks the company has manufactured and shipped 5 semi-trailers and 14 trailers for the period in question, this is 7 times more than for the same period of last year.
In August “AutoKrAZ” manufactured 134 trucks, up almost 9 percent as compared to the same period a year ago and up 1,5 percent from this July’s figure. Platform trucks account for 75 percent of the total output, chassis cabs for 17 percent, truck tractors for 7 percent, special vehicles for 1 percent. Most trucks made in August, 81 percent, are intended for inner market, the rest, 19 percent, are to be exported.
“AutoKrAZ” celebrated on August 28 a landmark event in its history: 70th anniversary of its foundation.
Festivities have taken place on the company’s proving ground in a family atmosphere. Here the best workers and veterans have been awarded governmental and corporate decorations, there have been a parade of historical, mass-produced and new vehicles built by KrAZ and course over proving ground obstacles.
The highlight of the celebration was a debut of the KrAZ Fiona armored vehicle based on the KrAZ-6322 chassis. It features monocoque armored hull providing reliable protection for 12 crewmembers against small arms fire and landmine explosion.
Another outstanding event to commemorate the company‘s anniversary was an inauguration of the Museum of Kremenchug Automobile Plant History.

"Le processus de retrait commence par établir la liste des armes et des équipements militaires à retirer de la ligne de front entre les parties", a expliqué le porte-parole de l'Etat-major général des Forces armées nationales Vladislav Seleznev. Les listes seront coordonnées avec les représentants de la commission de suivi de l'OSCE.
M.Seleznev n'a pas précisé à quelle heure le retrait des équipements avait commencé.
Plus tôt samedi, la milice populaire de la République populaire autoproclamée de Lougansk (LNR) a également procédé au retrait de ses chars. Edouard Bassourine, représentant du ministère de la Défense de la République populaire de Donetsk (DNR) avait déclaré que le retrait des armes commencerait par Lougansk.
Le président ukrainien Piotr Porochenko a promis de commencer le retrait des armes ukrainiennes d’un calibre inférieur à 100 millimètres suite au sommet au format Normandie tenu le 2 octobre à Paris.
D'après le document paraphé le 29 septembre, les armes lourdes doivent être retirées dans une zone de 15 km derrière la ligne de contact entre chaque partie du conflit, en deux étapes. La première doit commencer dans deux jours et durer 15 jours, la seconde devrait durer 24 jours. Il est précisé que l'accord entrera en vigueur dès que les dirigeants de la LNR et de la DNR l'auront signé. Le 30 septembre, les dirigeants de la LNR Igor Plotnitski et de la DNR Alexandre Zakhartchenko ont accolé leurs signatures.

The Stugna-P has been developed by Kiev-based Luch design bureau to compete with foreign models of the same class. Maximum firing range – 5 km. The tandem-warhead cumulative 24.5 kg. 100mm caliber. Armor-piercing at least 550mm. Maximum speed 105 km / h.

Le parquet militaire ukrainien étudie actuellement environ 16.000 affaires pénales portant sur des incriminations de désertion.
De jour en jour, le nombre des jeunes désireux de rejoindre les rangs de l'armée ukrainienne diminue. Des militaires ukrainiens se sont ouverts sur les problèmes de leur armée et les démarches entreprises par l'Etat afin de les résoudre.
Le procureur militaire général ukrainien Anatolï Matios a abordé la question des fuites massives de soldats ukrainiens:
"Nous avons étudié environ 16.000 affaires criminelles sur les déserteurs ayant quitté les zones d'opérations militaires. La plupart d'entre eux ont quitté avec leurs armes", a-t-il déploré aux médias ukrainiens.
Néanmoins, les autorités ukrainiennes ne baissent pas les bras et tentent d'attaquer le problème à la racine. Ainsi, la Rada suprême d'Ukraine (parlement monocaméral, ndlr), a récemment adopté une loi qui stipule:
"Les commandants sont habilités à recourir personnellement à la force physique et à des moyens spéciaux, et, en situation de combat, à utiliser des armes ou à donner l'ordre d'employer de tels moyens s'il n'y a pas d'autre possibilité de mettre un terme aux actes criminels des subordonnés".
Le gouvernement de Kiev a dû également affronter le problème de la mobilisation. Au cours de la sixième vague de mobilisation, environ 27.000 (soit 50-55% du nombre total) de conscrits ukrainiens se sont soustraits au service militaire, a communiqué Alexandre Pravdivets, chef adjoint du département ukrainien de mobilisation.
Parmi les causes les plus fréquentes de l'échec de la mobilisation, M.Pravdivets a mentionné le fait que les convocations à la mobilisation se heurtaient souvent à des portes closes ou que les éventuels conscrits avaient déménagé à l'étranger.
Pourtant, la Rada suprême d'Ukraine a tout prévu et envisage d'adopter une autre loi d'après laquelle les portables des insoumis pourront être mis sur écoute afin qu'on puisse les localiser.

Ukrainian state-owned company UkrOboronServis presented a new helicopter, called the Lev-1 (Leo-1), to officials from the country's Ministry of Defence and internal security ministries.
According to UkrOboronServis, the Lev-1 is based on the 1960s-era Bell 47G-4 helicopter, with an overhauled GTD-350 engine from a Mil Mi-2 'Hoplite'. The new engine gives it a take-off rating of 294 kW, or 394 shp, over the platform's original Lycoming VO-540-B1B3 engine that delivered 226 kW (305 hp), which was derated to 207 kW; 280 hp.
The twin-bladed helicopter retains the Bell 47G-4's accommodation and load characteristics of one pilot and two passengers in a Perspex enclosed cockpit, with accommodation for two additional passengers in either transport or casualty evacuation (casevac) positions on the exterior of the aircraft.
In pictures released on the UkrOboronServis website, the helicopter was demonstrated undertaking troop transport and medevac missions.
First designed in the 1940s, the helicopter is also able to undertake light cargo carrying operations using a hook mounted underneath the cabin. Its original military use also included observation and training, with civilian versions being utilised in agricultural roles such as crop spraying.
The news of the Lev-1 demonstration comes shortly after Ukraine's Motor Sich exhibited the Mil Mi-2MSB-W variant of the Mi-2 at the Kiev defence exhibition in early October. The Mi-2MSB-W is an armed variant of the Motor Sich developed Mi-2MSB, which features an upgraded powerplant in the form of an Ivchenko Progress AI-450M turboshaft engine. It is able to carry 80 mm rockets on external pylons, as well as crew-served machine guns and automatic grenade launchers. Improvements to the helicopter's self-defence suite, in response to the increased threat of man-portable air defence systems (MANPADS) in eastern Ukraine, have also been added.

Foreigners allowed to serve in the Ukrainian Armed Forces The Ukrainian Parliament is giving the right to foreign nationals to serve in the Ukrainian Armed Forces. According to the Ukrainian MOD, the law No 2389 was approved in 6 October and around 1,000 combat-ready and experienced servicemen will legally join the Ukrainian Army.
he legislation also simplifies the bureaucratic process required for non-Ukrainian nationals to serve with the Ukrainian Armed Forces. More specifically, foreigners who serve or have served in the Ukrainian military will be able to obtain the citizenship after living for three years in the country. Until now, foreigners had this right after five years of living in the country.
Furthermore, those who have obtained a medal for their military service, would see the language knowledge requirement being waved, as long as they can prove that they have a residence permit and that they can financially support themselves.
The new law has been adopted in an effort to honour those who joined the Armed Forces and volunteer brigades after the war with the separatists in Eastern Ukraine and to attract more of them in the near future.

Victime d'un canular téléphonique, l’actuel consul général des Etats-Unis à Ekaterinbourg a dévoilé des détails sensibles de l'accord entre Washington et Kiev.
Le spécialiste russe en canular téléphonique Alexeï Stoliarov, surnommé Lexus, qui avait déjà réussi à tromper plusieurs hommes politiques, célébrités et oligarques, a publié des informations exclusives obtenues lors d'une conversation avec le consul général des Etats-Unis à Ekaterinbourg (Oural) Marcus Micheli.
Le blagueur a appelé M.Micheli en se présentant comme le ministre ukrainien de l'Intérieur Arsen Avakov. Ne se doutant de rien, le diplomate américain a avoué son implication politique directe dans le conflit tout en confirmant qu'il participait "à la résolution du problème ukrainien". En outre, Michael Micheli a dévoilé les détails d'un accord sur les livraisons d'armes à l'Ukraine d'un montant total de 46 millions de dollars, conclu entre Washington et Kiev.
"Autant que je m'en souvienne, il s'agissait de la livraison d'un grand nombre de systèmes de défense et d'armements pour l'armée, les garde-côtes et à l'avenir — la garde nationale, n'est-ce pas?", a précisé M.Micheli au faux ministre.
"Quand le président Porochenko était ici il y a une semaine, un accord sur la livraison d'équipement supplémentaire d'un montant total de 46 millions de dollars a été conclu. Je vous présenterai volontiers la liste (des armements, ndlr) en le transférant via l'ambassadeur Pyatt à Kiev. Certains modèles n'ont pas encore été livrés à l'Ukraine. Cela concerne des types d'armes qui avaient été annoncés par (Barack) Obama lors de la visite de (Piotr) Porochenko"
Le spécialiste en canular téléphonique Lexus a expliqué que la conversation téléphonique avec le consul général US s'était tenue il y a un an.
"Je ne l'ai pas publiée parce que le consul Micheli n'était pas une personnalité publique. Il s'occupait des questions relatives à l'Ukraine. Maintenant il a été envoyé à Ekaterinbourg, où il va apparemment collecter de l'information dans la région pour la transférer aux Etats-Unis", a précisé Lexus.
Quand il s'est rendu compte du canular, Michael Micheli, a eu un moment de panique, a-t-il poursuivi. Il est à noter qu'en dépit des négociations sur les livraisons d'armes entre Kiev et Washington, qui ont duré pendant plus d'un an en coulisses, le Sénat n'a adopté la loi autorisant les livraisons d'armes qu'hier.
Près de 70 sénateurs ont voté pour l'adoption de la loi, tandis que 27 se sont prononcés contre. Le document stipule que près de 612 milliards de dollars seront affectés aux objectifs militaires des Etats-Unis, dont 300 millions de dollars seront attribués à Kiev.

Ukraine to receive two AN/TPQ-36 radar systems from US next month
Ukrainian President Petro Poroshenko said Wednesday, Oct. 21 2015, that he has reached an agreement with U.S. President Barack Obama on supplying counter-battery radar systems to Ukraine next month. U.S. forces plan to begin training on how to use them as soon as they arrive. U.S. Army officials said the systems will protect against both rocket and artillery attacks.
Russia-backed rebels unload mortars from trucks during a pullback of weapons near Luhansk in eastern Ukraine on Oct. 15. U.S. officials said advanced radar systems being shipped to Ukraine to counter artillery strikes by pro-Russia separatists have been modified to prevent them from peering into Russia.
US Army officials identified surplus radar that could be sent to Ukraine last summer. But the transfer had to be approved by the White House. Officials said giving Ukraine the systems was consistent with the current policy of providing nonlethal defensive material.
The AN/TPQ-36 radar systems have a range of at least 15 miles, and represent a significant advance from the U.S.-provided Lightweight Counter Mortar Radar systems that Ukrainian forces have been using to pinpoint artillery fire. U.S. officials said Ukrainians have developed innovative tactics for the use of the lightweight systems, and hope they will do the same with the larger, longer range systems.

Friday, October 23. ZHYTOMYR — The units of the Ukrainian airborne troops underwent battalion tactical training organized in several phases.
Firstly, they moved to a defined region. Then, paratroopers conducted reconnaissance of the imaginary enemy’s territory where a raid would be made. Finally, servicemen performed mobile and active combat actions within the imaginary enemy’s territory. Moreover, they overcame mined areas, ambushes, etc. and moved gradually within the imaginary enemy’s territory.
Artillerists supported raid actions targeting the ‘enemy’ hardware. Servicemen worked out rendering of medical aid, evacuation of WIA to hospital.
In the context of the ongoing conflict in the east of Ukraine, the raids of the Ukrainian airborne troops are the most efficient methods of tasks accomplishment behind the enemy.
Washington instruira six bataillons de l’armée ukrainienne

Le Pentagone envisage d’instruire six bataillons des Forces aérospatiales ukrainiennes, a déclaré Donald Renn, représentant du commandement des forces terrestres des Etats-Unis en Europe.
Jusqu'à présent, les instructeurs américains ne s'occupaient que de la préparation de six régiments de la Garde nationale de l'Ukraine (une nouvelle force armée destinée à renforcer le dispositif de défense de Kiev). Le Pentagone compte donc étendre ce programme à des unités de l'armée régulière.
"En plus de la formation des bataillons, nous envisageons de coopérer avec le ministère ukrainien de la Défense dans le but d'assurer son développement au niveau institutionnel", a ajouté M. Renn. Il a également précisé que le début des entraînements en question était prévu pour le 23 novembre.
D'après M. Renn, la formation aura principalement lieu au Centre de partenariat de l'OTAN pour la formation et l'éducation au maintien de la paix de Yavorov, situé près de la ville de Lvov (ouest).
Environ 300 conseillers militaires américains et membres du personnel de soutien, y compris un bataillon de forces aéroportées de la 173e Brigade aéroportée des forces terrestres des Etats-Unis, y seront impliqués. Il s'agit donc des mêmes spécialistes qui ont entraîné les unités de la Garde nationale ukrainienne pendant six mois au cours de cette année.
La préparation des officiers de la Garde nationale a été effectuée dans le cadre du programme américain Fearless Guardian (Gardien sans peur). L'entraînement des soldats ukrainiens en constituera la "deuxième étape".
"Le développement et la prolongation du programme Fearless Guardian s'inscrit dans le cadre de nos efforts continus visant à contribuer à la réalisation d'une réforme militaire à long terme et à l'amélioration du niveau professionnel des soldats ukrainiens", a expliqué M. Renn.
Il a également fait remarquer que ces démarches, entreprises à la demande de Kiev, s'inscrivaient dans le contexte de la "coopération militaire à long terme avec l'Ukraine".
A la mi-avril 2015, les Etats-Unis et l'Ukraine ont entamé des exercices militaires conjoints sur la base militaire de Yavorov. L'organisation de ces manœuvres a été critiquée par le ministère russe des Affaires étrangères.

Ukraine’s state-owned defence firm Ukroboronprom will increase weapon supplies to the Ukrainian army from next year.
The company plans to increase production of the Oplot-M main battle tank – a modernized variant of the T-84 – up to 120 units annually.
Ukraine and Thailand signed an agreement to extend the supply of tanks “Oplot-M”, the next batch of more than 10 main battle tank will be shipped in 2016.
The Oplot-M main battle tank (MBT) is developed by Kharkiv Morozov Machine Building Design Bureau (KMDB) for the Ukrainian Armed Forces. The MBT can destroy ground-based and low-flying, low-speed aerial targets, while offering superior protection and high mobility for troops.
The Ukrainian Ministry of Defence inducted the Oplot-M MBTs into service in 2009. In September 2011, the Royal Thai Army placed an order with Ukrainian arms trading company Ukrspetzexport for 49 Oplot MBTs. The Royal Thai Army now has 5 Oplot-M in service.

Textron Systems Marine and Land Systems is looking launch its Survivable Combat Tactical Vehicle (SCVT), possibly as early as 2016.
There are plans for Ukraine and possibly Colombia to become launch customers for the vehicle. The company told Shephard at AUSA in October that both countries had received sample vehicles.
The SCTV is a development of the ubiquitous but lightweight High Mobility Multipurpose Wheeled Vehicle (HMMWV), well used by European and Middle East militaries, and has been redesigned from the ground up to enhance crew survivability and data-links.
The UAE has also been identified as a prospective customer but any deal has been described as ‘not as advanced’ as the other two, according to Textron officials.
Speaking to Shephard, Jonathan Dalrymple, VP business development at Marine and Land Systems, said the HMMWV was never designed with the survivability of a specific ambush and mine-resistant vehicle, given the roles it was expected to carry out.
A staged upgrade programme first sees the legacy HMMWV delivered to local contractors who then refurbish the vehicle and add to capsule protection and any procured components, before final assembly and delivery.
‘We will do [the modifications] in country. The model we are looking at deploying in the host country and not to do it in the US,’ said Dalrymple.
Thousands were purchased in the past by countries in the Middle East like the UAE, Saudi Arabia and Iraq. Some existing customers are operating in conflict zones and wars in Yemen and Syria.
The SCTV was not driven by former customers however, rather a former US special forces soldier who had seen the devastating effects IEDs and asymmetric warfare had on the thin-skinned four-wheeler.
Unlike the HMMWV, the SCTV has a monocock crew compartment, shaped sides and belly plate armour. The vehicle has been ‘stripped down to the frame’ in order to achieve these enhancements, which Dalrymple says make the SCTV more survivable than an MRAP.
Vehicle performance kits include a mobility, engine, cooling and braking packages. Safety enhancements will see roll-over crush protection added, the isolating of fuel cells from the crew compartment, fire-retardant insulation panels fitted, an external battery compartment, and an improved air conditioner.
The roof will support the weight and function of most gunner protection kits and weapon systems currently in use, according to Textron Systems.
A modular upgrade approach enables all 11-series HMMWVs and select 10- and 9-series vehicles compatibility with the five primary kit selections. Future developments could include using strong but lightweight materials to reduce the overall weight of the vehicle.

The recon units conducted reconnaissance.

Armored Dozor-B passed state tests and recommended to the adoption of Armed Forces of Ukraine.
The “Dozor-B” reaches the speed of 120 km per hour and has a highway operating range of 700 km. The vehicle can overcome half-meter-high obstacles and its maximum roll angle is 24ᵒ. “Dozor-B” withstands the hits of armor-piercing bullets from the distance of 30 meters and 150-mm projectile wreckages, blasted within 50 meters.
The hull of the armored personnel carrier has the Kevlar splinter-proof protection, to keep people inside the vehicle safe.
The “Dozor-B” is armed with a remote controlled 12.7mm machine-gun mount, camera, thermal imagery camera with laser range-finder and a NSBT-12.7 machine gun. “Dozor-B” can hit enemy troops and lightly armored vehicles, as well as successfully fire the air targets

Tuesday, 12 January 2016 Lithuanian Special forces will train Ukrainian soldiers within the training Group-Ukraine As Lithuania increases its contribution to the U.S.-led Joint Multinational Training Group-Ukraine, over 10 soldiers of the Lithuanian Special Operations Forces joined the programme as of the end of 2015. Alongside with other allies, Lithuanian troops will train soldiers of the Ukrainian Special Operations Forces and share with them the experience gained in multinational deployments.

Ukraine to collaborate with Poland for modernization of Polish PT-91 Twardy main battle tanks.
Ukraine plans to supply Poland with vertical drives to modernize main battle tanks PT-91 Twardy (based on T-72M1), the ones Polish Army is armed with. Relevant prospects were discussed by the head of UKROBORONPROM SE "Kharkiv Machine-Building Plant "FED " - Oleksandr Pashchenko - and the chairman of the Polish Defense Industry Association during the visit of Ukrainian delegation to Warsaw.
The PT-91 MBT, which is also referred as the Twardy (Hard), is a further development by the Zaklady Mechaniczne Bumar-Labedy SA of the Russian-made T-72M1 which has been produced under license in Poland for many years.
The first prototype of the PT-91 was completed late in 1992 and underwent trials with the Polish Army during the same year. First PT-91 enters in service with the Polish army in 1995.
The Twardy PT-91 is armed with the same 125-mm smoothbore gun 2A46 used in the T-72, fitted with an automatic reloading mechanism which allowed for removing the gun's loader as a crew member, and gave a rate of fire of 8 to 10 rounds per minute. Additional armament includes a 7.62-mm coaxial PKT and 12.7mm anti-aircraft NSVT machine guns.
According to Oleksandr Pashchenko, soon after the Christmas season, Ukrainian and Polish delegations will meet on the territory of UKROBORONPROM SE "Lviv Armored Plant." During the meeting, the Polish side will demonstrate the work of vertical drive - installed on the tank T-72 - providing all the necessary specifications and conclusions.
SE "Kharkiv Machine-Building Plant" FED" management has also confirmed readiness to cooperate with Poland in MiG-29modernization.
In 2015 UKROBORONPROM increased production of military equipment by 36 times, systematically providing the Armed Forced of Ukraine with the latest armament samples.
United States have delivered military communications and medical equipment to Ukrainian army.
Sunday, January 17, 2016, at Boryspil International Airport, the United States delivered $23 million in vital military communications and medical equipment to Ukraine. The shipment included $21 million in secure radio equipment to help Ukrainian soldiers communicate effectively without putting themselves in harm’s way, as well as nearly $2 million in battlefield life-saving medical equipment.
After clearing customs, the U.S.-donated equipment will be delivered to Ukrainian Army units participating in U.S.-led training taking place at Yavoriv and Khmelnitsky. U.S. trainers from the Joint Multinational Training Group (JMTG-U) will train Ukrainian soldiers on the equipment for use on the frontlines.
This $23 million in assistance is part of the United States’ $75 million dollar European Reassurance Initiative (ERI). Since the Ukraine conflict began, the United States has committed more than $260 million in security assistance to Ukraine, including the provision of body armor, vehicles, night and thermal vision devices, medical equipment, heavy engineering equipment, radios, patrol boats, rations, tents, and counter-mortar radars.
