Answers to the technical dialogue will help in defining requirement and moving forwards with the contracting process. The current goal is to close the dialogue phase in March and officially open the tender during the summer. According to the Polish MOD, invitations to start technical dialogue were sent to several submarine builders in late 2014. The Polish MOD just announced that four companies answered the invitations: France's DCNS, German company ThyssenKrupp Marine Systems GmbH, Kockums from Sweden (in partnership with government agency FMV Forsvarets Materielverk.) and Navantia of Spain. DCNS Scorpene class SSK of the Chilean Navy DCNS (France): Scorpene DCNS answered the technical dialogue with the Scorpene SSK, a ~1,500 tons submarine already selected by Brazil, Chile, India and Malaysia. It would be the only submarine taking part in the technical dialogue capable of launching cruise missiles (MBDA's MdCN in this case) following some qualification tirals. According to the Polish MOD, invitations to start technical dialogue were sent to several submarine builders in late 2014. The Polish MOD just announced that four companies answered the invitations: France's DCNS, German company ThyssenKrupp Marine Systems GmbH, Kockums from Sweden (in partnership with government agency FMV Forsvarets Materielverk.) and Navantia of Spain. Class 212A Submarine ThyssenKrupp Marine Systems (Germany) Class 212A TKMS answered the technical dialogue with its Class 212A submarine which displaces ~1,450 and is the first submarine in the world to be equipped with an air-independent propulsion system as standard installation.
The class is currently deployed by the German and Italian navies. According to the Polish MOD, invitations to start technical dialogue were sent to several submarine builders in late 2014. Currently in project phase, this submarine is designed mainly for littoral operations with ocean-going capabilities. It displaces ~1,800 tons. The Polish Navy wishes to acquire the first two submarines before 2022 and a third one by 2030 as part of its modernization effort. - Warsaw to extend Su-22 service life
The Polish air force's fleet of Sukhoi Su-22 combat aircraft is to be upgraded, defence minister Tomasz Siemoniak has announced. The service has a current fleet of 26 M4-model strike aircraft and six UM3K-standard two-seat trainers, all of which are operated from Swidwin air base.
A full decision about the type's operational future will be taken in mid-March, with two options under consideration.
One such option would be to modernise all of the aircraft and retain them in service for the next three years. The other would upgrade only one squadron's fleet of 16 fighters, and keep these in use for 10 years. The scope of such work has not been revealed, but would likely include the installation of new avionics and cockpit displays, along with an airframe overhaul by the WZL-2 depot in Bydgoszcz.

Modernising the Su-22 will give Warsaw more time to select a successor. A few years ago the nation said the type would be replaced by either second-hand Lockheed Martin F-16s or new-generation Lockheed F-35s, but a lack of money prevented either idea from advancing.

Poland's defence ministry has confirmed its selection of the Alenia Aermacchi M-346 for its air force's advanced jet trainer requirement, after the completion of verification flights with the type from Deblin air base.
Performed between 3 and 5 February, the activity comprised two test flights, during each of which a Polish air force pilot joined an Alenia Aermacchi test pilot in the cockpit. The sorties included verifying the critical parameters of the aircraft's performance, including speed, rate of climb, service ceiling, maximum structural load factor and thrust loading.

A final agreement between the defence ministry and the Italian company is expected to be signed later this month, or in March. Also to include training services, flight simulators and technical and logistics support, the eight-aircraft order is expected to value €280 million ($383 million). Warsaw will also have an option to acquire a further four of the aircraft at a later date.
First announced last December, Warsaw's selection of the M-346 for the requirement followed a competition also involving the BAE Systems Hawk and Korea Aerospace Industries/Lockheed Martin T-50, offered by latter's UK business unit. Alenia Aermacchi's proposal was selected on the grounds of it having submitted a compliant solution at the lowest price.

- HUGIN AUV Chosen for Polish Navy Countermeasures
Remontowa Shipbuilding in Gdansk, Poland, has selected Kongsberg Maritime to supply a HUGIN 1000 MR Autonomous Underwater Vehicle (AUV) and associated underwater communications and positioning equipment for mine countermeasures (MCM) applications, as part of a minehunter class vessel delivery for the Polish Navy.
The HUGIN 1000 MR AUV has been selected as it is specifically designed for MCM operations and can detect, classify and identify mines in a single mission. The delivery includes the HiPAP underwater communication and positioning system, which provides USBL updates and underwater data communication with the HUGIN 1000, or other underwater vehicles.
HUGIN is currently operational with several navies around the world including the Royal Norwegian Navy, the Finnish Navy and the Italian Navy, in addition to being used by commercial companies. It is capable of performing high-speed surveys with excellent navigation and payload data quality to a depth of 1,000, 3,000 or 4,500 meters, depending on configuration. It can carry several different types of high performance survey sensors for synchronized and simultaneous operation.
The HUGIN concept allows integration of alternative sensors for geophysical, search and inspection purposes, subject to customer demands. Naval applications include MCM, Rapid Environmental Assessment (REA)/Battlespace access, and Intelligence, Surveillance and Reconnaissance (ISR). Commercial applications include offshore oil and gas geophysical survey, inspection of pipelines and underwater engineering structures, environmental monitoring, hydrography and marine research.
Remontowa Shipbuilding is the prime contractor for delivering the new minehunter class vessels for the Polish Navy. The HUGIN contract was negotiated in cooperation with ESCORT Ltd., Kongsberg Maritime’s official representative in Poland.

In addition to the eight aircraft, the provision also included logistic support, a training programme for pilots and engineers and ground-based training system with dedicated classroom and educational amterials.
After Italy, Singapore and Israel, Poland is the fourth customer to order the M-346, considered the most advanced/ lead-in fighter trainer aircraft currently avalaible on the market and the only new generation trainer specifically designed to train pilots to fly high-performance lates generation military aircraft. The Polish contract raises the number of M-346 aircraft ordered to date to 56.

- Poland unveils Orlik MPT trainer
Poland's PZL-130 Orlik MPT (multipurpose trainer) was unveiled at Airbus Defence & Space's Warsaw facility on 7 March.
Also involving Polish companies ATM, ETC-PZL, the Institute of Aviation (ILot) and the Air Force Institute of Technology (ITWL), the zlotych 37 million ($12.2 million) MPT project provides an upgrade to the Orlik TC I turboprop operated by the Polish air force since 2011. The service operates 16 of the current model.
The new version incorporates a more efficient wing, a 750hp (560kW) Pratt & Whitney PT6A-25C turboprop engine with a four-bladed Hartzell propeller with blade anti-icing system, and Martin-Baker Mk 11L ejection seats. First flight is scheduled for late March.

Digital avionics include two multifunctional displays and a head-up display (HUD) in the front cockpit, plus two displays and a HUD repeater in the rear cockpit, with lighting compatible for operations using night vision goggles. A third cockpit display is offered as an option.
The Orlik MPT will support tasks including basic tactical training, with its avionics capable of emulating air-to-air and air-to-surface tasks using virtual ammunition and flying air combat training against up to three virtual targets. Airbus is now carrying out feasibility studies for an Orlik air combat support variant, which would be able to carry up to 500kg (1,100lb) of weapons using six under-wing hardpoints.
In February, the defence ministry's inspectorate of armament launched a market analysis for an Orlik TC-II glass cockpit upgrade, seeking 12 new aircraft to be acquired for use from 2018. The type will be used during an introduction to fighter fundamentals course, before pilots progress to the air force's future Alenia Aermacchi M-346 Master and the Lockheed Martin F-16C/D Block 52+ Fighting Falcon.

- Thales to supply mission suite for Polish Patrol Vessel ORP SLAZAK
The Polish Ministry of National Defenceand Thales have signed a contract for the delivery of the integrated combat system and related acceptance activities on board the ORP SLAZAK Patrol Vessel. The system will be fully operational in 2016. The vessel is the successor of the GAWRON multipurpose corvette programme.
In the scope of this contract, Thales will deliver main combat system components such as the TACTICOS Combat Management System, SMART-S Mk2 surveillance radar, STING-EO Mk2 (currently named the STIR 1.2 EO Mk2) fire control radar, MIRADOR electro-optical observation and fire control system and LINK 11/16 tactical data link system. Thales is also responsible for the combat system integration related to other systems to be installed on board the vessel,such as weapons, communication and navigation systems,as well as several third party-supplied sensors.
Gerben Edelijn, CEO of Thales Nederland: “We won this contract because of our state of the art technical solution which perfectly matched the customer’s requirements. Taking the fierce international competition into account, this contract proves our position as no. 1 worldwide in naval mission systems.”
Related to this contract, Thales has concluded agreements with a number of institutes and enterprises in Poland for transfer of knowledge and technology concerning maintenance, training of Combat Information Centre staff and software development. http://www.navyrecognition.com | |

- Création d'une brigade militaire polono-lituano-ukrainienne
Le ministère de la Défense polonais annonce la création d'une brigade militaire réunissant des soldats polonais, lituaniens et ukrainiens. Il s'agit d'un ancien projet qui remonte à 2007, précise le journal des forces armées polonaises.
La mise en place d'une brigade commune composée de soldats polonais, lituaniens et ukrainiens est à l'ordre du jour de la réunion des ministres de la Défense des trois pays, le 20 mars, annonce le porte-parole du ministère de la Défense polonais Jacek Sonta, sur le site de l'hebdomadaire Polska Zbrojna, édité par les forces armées polonaises. Sonta souligne que ces négociations ont été prévues de longue date et qu'elles ne sont pas en relation avec la situation en Ukraine.
Le projet d'un bataillon commun remonte à 2007. En 2009, on a créé, sur le papier, une brigade commune (Litpolukkbig). Mais depuis, rien n'a bougé, le dossier s'étant "embourbé dans la bureaucratie ukrainienne", selon la formulation utilisée sur Twitter par Tomasz Siemioniak, le ministre de la Défense polonais.
Siemioniak rappelle que Viktor Ianoukovitch, président de l'Ukraine déstitué, a été favorable au projet, mais que finalement les Ukrainiens n'ont pas respecté les délais. Aujourd'hui, le nouveau ministre de la Défense à Kiev, Petro Mekhed, en visite au siège de l'Otan, a soulevé la question de l'opportunité d'une telle brigade, explique Polska Zbrojna.
Pour le moment, seul le composant polonais de la brigade est opérationnel. A terme, elle comptera 4 500 soldats et son commandement sera basé à Lublin, dans l'est de Pologne
