(Reuters) - Poland has decided to speed up its tender for a missile defense system, the Defence Ministry said, in a sign of Warsaw's disquiet over the tension between neighboring Ukraine and Russia.
"By the end of this year we want to already have chosen an offer. That is the acceleration by several months, compared to our original plans, that we are talking about," Czeslaw Mroczek, Deputy Defence Minister, told Reuters.
The NATO member had planned to determine the supplier of its missile defence system in 2015, but the crisis in Ukraine and concerns about Russia's annexation of Crimea have prompted officials to speed up the timetable.
There are four bidders: France's Thales, in a consortium with European group MBDA and the Polish state defence group; the Israeli government; Raytheon of the United States; and the MEADS consortium led by Lockheed Martin.
One of the bidders, MEADS, said the tender was worth about $5 billion, but experts say the whole missile defence system could be worth as much as 40 billion zlotys ($13 billion), including maintenance costs. It is to be completed by the end of 2022.
Mroczek said the decision to accelerate the process was partly caused by Russia's military intervention in Ukraine's Crimea Peninsula.
"To a certain extent, the decision on accelerating this process is the result of a review commissioned by the prime minister and the defence minister because of the situation in Ukraine," Mroczek said.
Poland fell under Soviet domination after World War Two, along with the rest of Eastern Europe, but was one of the first to shake off Communist rule in 1989. It has taken an active diplomatic role in the crisis over Ukraine, including by requesting NATO consultations earlier this month.
U.S. Congressman Stephen Lynch welcomed Poland's decision to speed up its defence plans.
"I think the action in Crimea makes it abundantly clear that NATO needs to do more to upgrade its defenses, not just missile defenses," the Massachusetts Democrat told Reuters.
"But certainly I can fully support the decision by Poland to expedite that whole process and I think it's entirely appropriate that we should support that effort," he added.
The first phase of the Polish system is to comprise eight sets of mid-range interceptor rockets, which may later be supplemented by short-range ones. Poland has already passed legislation to secure funding for the shield, a Defence Ministry spokesman said.
The planned system is separate from elements of a U.S. missile shield to be deployed in Poland by 2018, as confirmed by U.S. Vice President Joe Biden on a visit to Warsaw this week. ($1 = 3.0482 Polish Zlotys)

The Polish Ministry of National Defense has eventually decided that the Polish Air Force Su-22 Fitters will remain active for at least 10 more years. The Cold War era fighter bomber has been in service in the Polish Air Force for nearly 30 years now.
As reported earlier this year, Poland was considering to get rid of its fleet of Su-22 attack planes, possibly replacing them with UCAVs (unmanned combat air vehicles).
eighteen of the Fitterss in best shape are to remain active, including 12 Su-22M4 single seaters and 6 UM3K trainers.
The Military Aviation Works no. 2 in Bydgoszcz is going to refurbish the aircraft’s equipment. It is the same facility that takes care of the more modern Polish F-16s.
The main aim of the refurbishment is to make the old fighter-bombers more interoperable with other NATO aircraft.
Additionally the Su-22 engines are going to be refurbished by Military Aviation Works No. 4. This facility is located in Warsaw.
The Su-22s are going to be used then in accordance with their technical status. The planned modifications are quite interesting, even though the scope of works is not so wide.
According to dziennikzbrojny.pl website the changes would include installation of an ICAO and Eurocontrol compliant communications suite (8, 33 kHz channel spacing).
There are also rumors that the Polish Fitters are to get new instruments, scaled in the imperial units. This would also make cooperation with the NATO aircraft easier for the pilots.
When it comes to application of the old fighter-bombers, they will be an important asset within the special forces and anti-aircraft gunners training programs, taking over the duties already done by the Polish F-16.

Deployed from an air base in Malbork on 29 April as part of a four-month, “Orlik 5” detachment to protect the airspace of Estonia, Latvia and Lithuania, the Polish air force aircraft are supported by a contingent totalling about 100 personnel, including eight pilots. They are joined at Šiauliai by four Eurofighter Typhoons from the UK Royal Air Force.
On 28 April, four Dassault Rafale C fighters from the French air force’s Mont-de-Marsan and Saint-Dizier air bases landed in Malbork, starting a four-month detachment also involving roughly 100 personnel. The single-seat aircraft will perform joint training with the Polish air force, and could also be sent to support the Baltic air policing mission if required.

“We are starting to make not only symbolic gestures, but also starting responsible work so that the North Atlantic Alliance could always find an appropriate and adequate response to threats that emerge close to our borders,” says Polish president Bronislaw Komorowski, who supports a “permanent principle of constant monitoring and updating contingency plans”.
Defence minister Tomasz Siemoniak, joined by his French counterpart Jean-Yves Le Drian, notes: “This is a special mission and it creates special challenges for us. I am convinced that Polish and French soldiers will fulfil that task excellently.”
Polish MiG-29s have logged a combined 750 flight hours on four previous Orlik detachments in Lithuania between 2006 and 2010. Warsaw’s latest commitment has an associated cost of Zl7.8 million ($2.6 million).
The Baltic mission will also be supported from 1 May by four Lockheed Martin F-16AMs from the Royal Danish Air Force, with these forward-deployed to Ämari air base in Estonia, NATO says.
Separately, six Royal Canadian Air Force Boeing CF-18A fighters left Bagotville air base in Quebec for Romania on 29 April, accompanied by an Airbus A310 tanker/transport. “The Air Task Force will remain deployed until otherwise ordered by the government of Canada,” says the service, which is committing almost 230 personnel to the activity.

May 13 (Reuters) - Poland may choose a single winning bidder by June or July in a multi-billion dollar missile defense competition, months earlier than planned due to the crisis in Ukraine, a senior Lockheed Martin Corp executive said on Tuesday.
Marty Coyne, business development director for Lockheed's air and missile defense business, said he saw "a good chance" that a single foreign provider could be selected by early summer.
"There's clearly a sense of urgency," he said.
Coyne, who spoke to Reuters from a defense conference in Slovakia, said Polish concerns about Russia's annexation of Crimea and the crisis in Ukraine could further accelerate a decision in the Polish competition.
Polish Deputy Defense Minister Czeslaw Mroczek told Reuters in March that the country wanted to choose a winner by the end of the year, which already marked an acceleration from its initial plan to buy a new missile defense system in 2015.
President Barack Obama is due to visit Poland in June as part of a trip that will take him to a G7 summit in Brussels and to France for the 70th anniversary of the D-Day invasion.

NATO's top military commander this month said the alliance must consider permanently stationing troops in parts of Eastern Europe as a result of the increased tension.
Coyne said Lockheed remained convinced the MEADS offer would give Poland the best value: a new missile defense system with 360-degree coverage, and partnership with Italy and Germany, which developed MEADS together with the United States.
The MEADS offer also includes construction of a third plant in Poland to build baseline PAC-3 missiles, besides existing sites in Arkansas and Japan. Coyne said the new plant could then be used to upgrade and recertify 1,000-plus of the PAC-3 missiles already in use by seven countries.
Lockheed also offered to help Poland develop its own long-range missile, which could be fired by the MEADS system against less complex targets like aircraft, Coyne said.
Raytheon, which is the prime contractor for the Patriot missile defense system, argues that Poland should join 12 other countries that are using it. The company says the Patriot system has been heavily modernized to include new digital processors, touch panel screens and portable trainers.
Critics of MEADS say it has not been tested in combat, while the Patriot system has demonstrated it can fire the PAC-3 Missile Segment Enhancement (MSE) missiles developed for MEADS. (Reporting by Andrea Shalal; Editing by Ken Wills and Clarence Fernandez)

Poland has received its first batch of Leopard 2A5 main battle tanks (MBTs) from ex-German Army stocks, the Polish General Command announced on 16 May.
A total of 11 Leopard 2A5s were delivered by rail to Zagan in west Poland, where their intended user, the 34th Armoured Cavalry Brigade, is based.
Poland ordered a total of 105 Leopard 2A5 MBTs, plus 14 of the earlier Leopard 2A4 variant and around 200 support and logistics vehicles, from ex-German stocks in November 2013 under a EUR187 million (USD253 million) contract with the German government. Poland already operates 124 Leopard 2A4 MBTs, plus a large inventory of Soviet-era T-72M and PT-91 Twardy MBTs. The new Leopards will replace the 34th Armoured Cavalry Brigade's two battalions of PT-91 tanks, while Poland's T-72M MBTs are planned to be phased out of service.
The Polish General Command stated that 49 of the new tanks should be delivered by mid-2014, with all vehicles being delivered by mid-2015.

The Double Eagle concept uses a modular approach to provide flexible systems for MCM and Maritime Security. It is aimed at providing a hydro dynamically stable, highly reliable system with exceptional performance and low life cycle cost. The Double Eagle, available in MkII, MkIII and Sarov versions, is used by navies around the world on many types of ships. It has also been adapted to the craft of opportunities (COOP) concept where the Double Eagle is integrated in a container that easily can be installed on almost any type of ship.
The design was from day one targeted on modular design and open architecture with the possibility to replace main system elements. This allows upgrades and reconfiguration, enabling use of new technology and changes in naval tactics/strategy as part of an evolutionary strategy. This has led to a system where core functionality and core subsystems have been reused in several products and configurations, all to provide system with extreme stability yet still highly manoeuvrable.
The new generation of Double Eagle is able to operate both as a battery powered AUV and a as a conventional tethered ROV. As a new feature the AUV will be able to find and by automatic dock with the tether while still in the water. This will enable download of collected data and recharge of batteries without any risky launch and recovery operations.

The Polish Armament Inspectorate signed two contracts on 27 June for the Tytan (Titan) future soldier system worth more than USD1.5 billion.
Under a framework agreement, the Polish Ministry of Defence (MoD) will finance research and development for the 27 different subcomponents within Tytan, and will retain intellectual rights over the system.
The framework agreement also guarantees that the companies involved in the development of the Tytan system will receive an order for at least 14,000 equipment sets between 2018 and 2022. This values the framework agreement at about PLN5 billion (USD1.63 billion), and doesn't include some of the Tytan subcomponent developments, such as the MSBS-5.56 modular firearms family, that are financed independently from the Tytan programme.
The second agreement completes negotiations between the 13 different organisations involved in the Tytan programme. These are: PCO, Polish Defence Holding (PHO), Bumar Elektronika, FB Lucznik, PSO Maskpol, WB Electronics, WAT, MESKO, ZM Dezamet, WIML, WIHE, RADMOR, and ZM Tarnow.
Speaking following the contract signings, Deputy Defence Minister Czeslaw Mroczek said: "The Polish industry has given a long-term contract for couple of billions zlotys, which gives Polish industry solid base for long-standing existence.
"The agreement gives industry the guarantee to keep the Tytan programme running even if the government changes in next election." According to Mroczek, the MoD is also keen to support potential export sales of the Tytan system.
The first phase of the project will see the creation and integration of the 27 different parts of the Tytan soldier system. These include five different subsystem sets: C4I; observation and reconnaissance (including various weapon sights); armament and ammunition; clothing; ballistic protection; and nuclear, biological, and chemical protection. A new camouflage pattern for the Polish Army will also be developed.
The first phase of research and development will conclude in 2015, and will be followed by a test and qualification phase running until 2017. The first low-rate initial production Tytan sets will be tested by the 17 Mechanized Brigade from Miedzyrzecz. when this has been completed, serial production is scheduled to start in 2018.
Poland has ordered 34 WRT engineering reconnaissance variants of its Rosomak (Patria AMV) 8x8 armoured fighting vehicle.
A contract for the purchase was awarded to WZM Siemianowice Slaskie by the Polish Armament Inspectorate, worth a total of PLN233.5 million (USD77 million).
The contract is divided into two parts. The first covers the development of a second Rosomak-WRT prototype which will be used for qualification trials. The second part covers the manufacturing of 33 production-standard engineering reconnaissance vehicles.
The Rosomak-WRT is equipped with an HIAB crane with 1 tonne lift capability, diagnostic and maintenance tools, pneumatic ramp, two generators (one vehicle-based and one portable), a tent, and portable light sources provides the night repair work capability.
The vehicles will be manufactured by WZM Siemianowice Slaskie and WZM Poznan, the latter being the owner of the intellectual property rights to the vehicle.
A prototype Rosomak-WRT was first presented at the MSPO 2011 defence exhibition in 2011, with a slightly re-worked version, due to altered Polish requirements, being shown at the 2012 iteration.

The Rosomak-WRT crew consist of 4-5 personnel: a driver; commander; two mechanics; and a medic as an option.
Rosomak-WRT will be the first Polish vehicle equipped with a remote weapon station (RWS). Zaklady Mechaniczne Tarnow is the supplier of its ZSMU-1276A3 'Kobuz' RWS armed with a 7.62 mm UKM-2000C machine gun. The vehicle will be also equipped with SPP-1 Obra-3 self-defence system linked with smoke grenade launchers. The second prototype will be equipped also with telescopic mast with a stabilised thermal imaging system.
The Polish Land Forces have divided typical armoured repair and recovery tasks onto three vehicles: Rosomak-WRT engineering reconnaissance vehicle equipped with 1-tonne crane; the Rosomak-WPT engineering support vehicle equipped with 4-tonne crane (capable of lifting the Rosomak power-pack); and the CKPEZT 8x8 truck-based wheeled heavy recovery vehicles equipped with an 8-tonne crane and rear fork capable of towing Rosomak armoured personnel carriers, Dana self-propelled howitzers, and trucks with a curb weight up to 26,000 kg.
The role of the Rosomak-WRT is to assure a basic-level engineering support to damaged or immobilised Rosomak 8x8 vehicles on the battlefield. More serious repair works will be made by Rosomak-WPT and recovery tasks by CKPEZT.
The Rosomak APCs are operational with the 12th and 17th Mechanised Brigades. According to the Polish Army Modernisation Plan 2013-22, the Land Forces are planning to purchase additional 307 Rosomak vehicles by 2022.

WARSAW, June 30 (Reuters) - Poland has short-listed a consortium of France's Thales and European group MBDA, as well as U.S. firm Raytheon, in its tender for a mid-range missile defence system, the defence ministry said on Monday.
The bids that lost out on the tender, which is estimated to be worth about $5 billion, were from the Israeli government and the MEADS consortium led by Lockheed Martin.
Poland, a NATO member since 1999, had accelerated the process to select a supplier for the missile system after Russia's intervention in Ukraine prompted fears among NATO members in eastern Europe they could be next in line.
The Polish defence ministry also changed the criteria for the system, saying it should be already operational and in use by a NATO member state's armed forces.
That ruled out the Lockheed Martin-led bid, which involved technology still in development, and the Israeli bid, called David's Sling, which is also not yet in operation.
The ministry said terms of the tender will ensure the participation of Poland's domestic defence industry in the construction of the missile defence, with the state defence holding Polska Grupa Zbrojeniowa playing a key role.
Raytheon welcomed the announcement.
"We are moving ahead to provide Poland with the most advanced air and missile defense system in use today by 12 countries around the world," said Dan Crowley, President, Raytheon Integrated Defense Systems.
"And (we) look forward to partnering with the Polish industry to build the next generation Patriot system."

Il y a maintenant neuf mois, les pilotes de chasse polonais du 41st Air Tactical Squadron, qui opèrent sur Mig-29 Fulcrum depuis la 22. Baza Lotnicza (22è Base Tactique), ont publié une vidéo exceptionnelle montrant plusieurs séquences aussi belles que spectaculaires, et qui avaient fait le tour de tous les réseaux sociaux.
A noter que la 22è Base Tactique de Malbork, au Nord de la Pologne, est la base où sont stationnés les Mirage 2000-5F et 2000C, du Groupe de Chasse 1/2 "Cigognes" et de l'Escadron de Chasse 2/5 "Ile de France", dans le cadre de mesure en soutien des pays de l'Est. Ils ont par ailleurs, au début du mois de Juin, effectué leur première interception d'un aéronef russe.
Le 29 Juin, Mirosław Gawroński, pilote au sein de cet escadron polonais selon le magazine AIRFAN, a publié la seconde partie de la vidéo. On y aperçoit, entre autre, des vols d'entraînement avec des Eurofighter Typhoon de la Luftwaffe, ainsi que le tir d'un missile infrarouge air-air Vympel R-60.

Poland on Tuesday launched a tender for assault helicopters as part of its 33.6 billion euro drive to upgrade its Soviet-era military equipment.

The defence ministry did not specify the number of choppers it is planning to buy.
Likely contenders are Boeing with its Apache, Airbus with its Eurocopter Tiger and Anglo-Italian AgustaWestland with its AW-120 Mangusta.
The new contract comes on top of a tender launched in September 2013 for 70 multi-purpose helicopters worth an estimated 2.5 billion euros.
Companies seeking that deal -- believed to be the largest of its kind in Europe -- must guarantee they will build locally.
Both tenders are seen as a significant step in the Polish army's drive to replace 250 Soviet-era helicopters.
Overall, Warsaw is planning to spend 33.6 billion euros to upgrade its military equipment over ten years, including acquiring a national missile shield, armoured personnel carriers, submarines and drones.
Legislation in force since 2001 has fixed defence spending here at 1.95 percent of the gross domestic product.
President Bronislaw Komorowski recently proposed raising that to 2 percent of output amid the escalation of conflict in Ukraine.
A former Soviet satellite state of 38 million, Poland joined Nato in 1999 a decade after shedding communism. It acceded to the European Union in 2004.

La Pologne reçoit ses MiG-29 modernisés!
Varsovie, les premières livraisons de MiG-29 modernisés à l'armée de l'air polonaise ont débuté et les négociations pour un deuxième lot vont prochainement commencer.
En 2011, le gouvernement polonais a signé un accord, pour la modernisation des 16 avions de combat MiG-29, sur un total de 32 en service, pour un montant de 42,6 millions de dollars. Cette modernisation concerne 13 MiG-29A monoplace et trois biplaces MiG-29UB.
La mise à niveau est effectuée par l’entreprise polonaise WZL en Pologne et est basée sur une conception et des systèmes fournis par Israel Aerospace Industries (IAI). Le paquet de modernisation comprend une nouvelle avionique, des instruments du poste de pilotage et un système de compte rendu avancé. En détail, celle-ci comprend :
une modernisation de l’avionique qui remplace les systèmes analogiques, par des unités numériques soit, un nouvel affichage multifonctions, un gestionnaire de mission et de planification, un GPS couplé à un affichage multi-rôle MFD (Multi-Function Display), un enregistreur vidéo numérique avec caméra CTVS, système MIL-STD-1553B multiplex de données. En outre, le gyroscope mécanique est remplacé par une centrale de navigation à laser.
Les appareils reçoivent une nouvelle radio Rockwell Collins RT-8200 (AN/ARC-210 Talon) à deux canaux UHF / VHF (conformément à la réglementation de l'OACI) avec un Have Quick I/II et système Saturne à saut de fréquence.
En parallèle, la Pologne modernise également 18 Sukhoi Su-22. Cela permettra à la Pologne de prolonger les opérations avec ce tape d’appareil pour 10 ans. A terme, la Pologne prépare le remplacement combinés de ses MiG-29 et Su-22 par un nouvel appareil pour rejoindre sa flotte de 48 F-16C/D Block55/60.

Au moment où le salon de l'armement de Kielce s'ouvre lundi, le ministre de la Défense Jean-Yves Le Drian sera en Pologne pour défendre les intérêts des groupes d'armement tricolores dans un contexte géopolitique compliqué pour la France avec la crise ukrainienne.
C'est à Kielce, petite ville touristique tranquille du sud de la Pologne, que la plupart des grands patrons de l'industrie d'armement française vont faire leur rentrée à l'occasion du salon de défense MSPO Expo (1er au 4 septembre). Pourquoi un tel engouement des groupes français pour Kielce ? Parce que la France est cette année l'invitée d'honneur du salon et surtout, les industriels tricolores sont engagés dans trois très importantes campagnes commerciales : renouvellement de la flotte d'hélicoptères de transport (70 appareils), puis d'attaque (32) des forces armées polonaises, acquisition d'un système de défense aérienne et, enfin, de trois sous-marins à propulsion conventionnelle.
Dans ce cadre, le ministre de la Défense Jean-Yves Le Drian fait un déplacement de deux jours en Pologne où il rencontrera plusieurs fois son homologue polonais, Thomasz Siemoniak. Après avoir visité la base aérienne de Malbork, il dînera dimanche soir avec le ministre de la Défense polonais au château de Malbork. Puis, il rencontrera lundi le Premier ministre Donald Tusk, qui a été choisi samedi pour présider le Conseil européen, lors d'une cérémonie militaire commémorant le début de la seconde guerre mondiale. Enfin, il inaugurera le salon de Kielce, en présence de Thomasz Siemoniak et d'une belle délégation de PDG de groupes français, notamment Guillaume Faury (Airbus Helicopters), Olivier Andriès (Turbomeca), Hervé Guillou (DCNS), Antoine Bouvier (MBDA) et Patrice Caine, numéro deux de Thales.
Contexte géopolitique compliqué
La crise entre l'Ukraine et la Russie sera-t-elle fatale en Pologne à la France, qui a pris la décision de livrer les deux porte-hélicoptères Mistral vendus en 2011 à la marine russe ? Les différentes sources interrogées par la Tribune sont inquiètes. "La France a choisi de sauvegarder ce contrat, explique-t-on à Paris. La Pologne va-t-elle faire payer à la France le prix de ces livraisons ? Cela pèse lourd dans les relations franco-polonaises". D'autant que l'Ukraine est pour la Pologne un enjeu stratégique. Parallèlement, les relations entre Varsovie, membre de l'Alliance atlantique (OTAN), et Moscou sont à l'heure actuelle très chaotiques, le gouvernement polonais se montrant l'un des plus critiques à l'égard des événements se déroulant sur le sol ukrainien Le nouveau président du conseil européen, Donald Tusk s'était prononcé pour des sanctions efficaces à l'égard de Moscou à la suite des opérations russes en Ukraine.
Le salon de Kielce et les entretiens de Jean-Yves Le Drian avec les responsables politiques polonais, très inquiets des intentions de la Russie en Ukraine, devrait donner le ton des relations entre les deux pays entachées par le dossier des Mistral. Et donc donner des indications sur les chances de réussite des industriels français.
De nouvelles relations entre la France et la Pologne
De façon générale, la Pologne a jusqu'ici royalement ignoré les industriels de l'armement français, notamment Dassault Aviation en 2002 préférant les F-16 de Lockheed Martin aux Mirage 2000. Ainsi, sur la période 2007 et 2011, Varsovie, qui achète américain, allemand ou israélien, n'a commandé à l'industrie tricolore que pour 54,7 millions d'euros d'équipements militaires, selon le rapport au Parlement sur les exportations d'armement de la France publié en octobre 2012. C'est peu, très peu.
Mais à partir de 2008, la France a commencé un très gros travail de séduction après avoir noué sous la présidence de Nicolas Sarkozy un partenariat stratégique entre les deux pays. Un travail qui a été poursuivi par François Hollande et Jean-Yves Le Drian, qui ont été très régulièrement en contact avec leurs homologues polonais. De nouvelles relations qui ont permis lors de la dernière visite de François Hollande en Pologne en novembre 2013 de lancer un programme de coopération très détaillé dans plusieurs domaines, dont la défense et l'armement.
Renforcement de la coopération dans la défense et l'armement
Dans ce programme de coopération, les deux pays doivent identifier des intérêts partagés en matière de défense et de sécurité, grâce au dialogue stratégique commun renforcé, notamment par la mobilisation des directions des ministères de la défense, des états-majors, des structures d'acquisition d'armements...
Trois LoI (Letter of Intent) ont été signées le 29 novembre 2013 entre les deux ministres de la défense, Jean-Yves Le Drian et Tomasz Siemoniak. Elles concernent les secteurs naval (sous-marins et corvettes), aéroterrestre (hélicoptères et équipements terrestres) et aérospatial (spatial, avions ravitailleurs, avions de transport et défense sol-air).
La puissance américaine
Mais la puissance américaine pourrait emporter la volonté des Polonais de s'ouvrir un peu plus à l'Europe en général et à la France en particulier dans le domaine de l'armement. "Vu des Polonais, les Etats-Unis, c'est leur assurance tous risques", observe un grand patron français. C'est donc peut-être un match déséquilibré que livre en Pologne la France face aux Etats-Unis. Ainsi, le constructeur Sikorsky, par ailleurs très présent sur le plan industriel en Pologne, est en compétition face à Airbus Helicopters, et le missilier Raytheon (missile Patriot), est un rival très sérieux pour Eurosam (MBDA et Thales), qui propose le système SAMP/T armé du missile Aster 30.
Les Etats-Unis, qui sont à la pointe des critiques et des sanctions contre la Russie, avaient projeté dès la mi-août d'augmenter les effectifs de l'US Army en Pologne. Le 14 août dernier, le commandant des forces américaines en Europe s'était rendu en Pologne pour évoquer ce projet. Devant l'aggravation de la situation, les Etats-Unis ont décidé jeudi d'envoyer des chars et des soldats en Europe de l'Est pour tenter de rassurer leurs alliés de l'Otan, ont indiqué ce jeudi des responsables du Pentagone. Environ 600 soldats de la 1ère brigade de la 1ère division de cavalerie doivent être déployés en octobre en Pologne et dans les pays baltes pour des exercices avec des membres de l'Alliance atlantique. Les soldats de cette brigade dite des "Chevaux de fer" (Iron Horse) basée à Fort Hood, au Texas (sud), seront déployés avec des chars M-1 Abrams et des véhicules d'infanterie.
La Pologne et les Etats-Unis ont signé début juillet un accord sur la mise en place d'un bouclier antimissile révisé, malgré les objections de la Russie. Cet accord permet aux deux pays de stationner des intercepteurs de missile américains en territoire polonais afin de défendre le pays contre d'éventuelles menaces de l'Iran ou d'autres parties du monde.

La France propose à la Pologne des Scorpène dotés de missiles de croisière
C’est un argument de poids pour emporter le contrat des nouveaux sous-marins polonais. Afin de prendre l’avantage sur les Allemands, les Français offrent à Varsovie la possibilité d’acquérir le nouveau missile de croisière naval (MdCN) développé par MBDA pour le compte de la Marine nationale. Pour la première fois, l'industriel européen, qui produit le MdCN dans l'Hexagone, présente officiellement la nouvelle arme en Pologne, à l'occasion du salon MSPO, qui se déroule du 1er au 4 septembre.
Uniquement disponible sur les Scorpène proposés par DCNS à la Pologne, le MdCN permettrait au pays de disposer d’une capacité de frappe en profondeur depuis la mer. Un atout militaire et stratégique de premier plan que les Français sont les seuls à proposer. Ce qui, au passage, ne devrait guère plaire aux Russes, d'autant que le Scorpène, adopté par le Chili, la Malaisie, l'Inde et le Brésil, est réputé comme faisant partie des sous-marins les plus discrets au monde.
Prévu pour effectuer à l’automne son dernier tir de qualification terrestre, le MdCN doit entrer en service en 2015, à l’issue d’un premier lancement depuis une frégate multi-missions (FREMM) française. La version sous-marine du missile, tirée dans une capsule depuis un tube lance-torpille, suivra à partir de 2017 afin d’équiper les nouveaux sous-marins nucléaires d’attaque du type Barracuda. Dérivé du missile de croisière aéroporté Scalp EG, le MdCN est conçu pour la destruction d’objectifs terrestres, y compris des cibles durcies, avec une portée estimée à 1000 kilomètres environ. C’est la première arme européenne de ce type, la seule autre marine d’Europe à mettre en oeuvre des missiles de croisière tirés depuis des sous-marins étant la Royal Navy, qui emploie le Tomahawk américain.
Considéré comme une arme stratégique, le MdCN n’a pas encore été vendu à l’export. Jusqu’ici, il avait seulement été proposé à la Grèce lorsque celle-ci envisageait d’acquérir six FREMM.
Pour mémoire, la Pologne compte se doter de trois nouveaux sous-marins dans le cadre du projet Orka. Il s’agit de remplacer les quatre anciennes unités norvégiennes du type Kobben, mises en service entre 1964 et 1967 (et intégrées dans la marine polonaise entre 2002 et 2004), ainsi que le bâtiment du type Kilo transféré par la Russie en 1986.
Alors que le Scorpène de DCNS est notamment en compétition avec le type 214 de TKMS, Varsovie entend également moderniser sa flotte de surface.
La commande de corvettes est à l’étude, DCNS proposant dans cette perspective la nouvelle Gowind 1000 (voir notre article sur le sujet).

Early assembly work is under way on the first Alenia Aermacchi M-346 advanced/lead-in fighter trainer destined to be delivered to the Polish air force in November 2016, as part of a €280 million ($383 million) deal.
Speaking at the MSPO defence show in Kielce, Poland, the Italian airframer says it ordered long lead-time items, such as the aircraft's Honeywell F124 engines, shortly after the order was confirmed in February 2014.
Warsaw has ordered eight M-346s, plus associated simulators and other training equipment. However, Alenia Aermacchi says Poland is considering increasing its commitment to 12 aircraft, as it eyes the potential to train pilots from outside its borders at its Deblin air base.
"They see they can train not just their own pilots but those of other countries as well – from eastern Europe and nations like Bulgaria and Romania too," the airframer says. Closer co-operation on training between the Polish air force and its Italian counterpart is also envisioned, the company adds.
Poland's initial cadre of six M-346 pilot instructors will begin transitioning to the type in early 2016 at Alenia Aermacchi's facility in Venegono, Italy. The airframer says it plans to induct three groups of two pilots each.
The M-346s will replace the Polish air force's fleet of 38 aged PZL Mielec-produced TS-11 Iskras.

Polish navy tests Barak-8 missile
The Polish navy is evaluating the Israeli developed Barak-8 missile for the protection of its new navy ships.
With a top speed of Mach 2 and a maximum operational range of 38nm (70km), the Barak-8 is 4.5m (14.8ft) long and has a diameter of 0.54m. Its wingspan is 0.94m and it weighs 275kg (606lb), including a 60kg payload.
Developed based on an agreement signed in 2007 between India and Israel, it has been selected by the Indian navy.
According to the India media, the initial co-development cost was about $350 million, 50% of which was financed by Israel Aerospace Industries.
The Israeli company says the missile is highly man0euvrable at target interception range.
The Barak-8 is designed to counter a wide variety of airborne threats, such as anti-ship missiles, aircraft, unmanned air vehicles and supersonic cruise missiles.
India is arming its aircraft carriers and front-line warships with Barak-8s to protect them against strike aircraft and anti-ship missiles. The missile will be fitted to at least 14 Indian warships.
A land-based short-, medium- and long-range version is also available.
One new potential market is protecting offshore oil and gas rigs from marine and aerial threats.

Poland - Joint Air-to-Surface Standoff Missiles and F-16 Operational Flight Plan Upgrade
WASHINGTON, Sep 19, 2014 - The State Department has made a determination approving a possible Foreign Military Sale to Poland for Joint Air-to-Surface Standoff Missiles and F-16 Operational Flight Plan upgrades, associated equipment, parts, training and logistical support for an estimated cost of $500 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on September 17, 2014.
The Government of Poland has requested a possible sale of 40 AGM-158A Joint Air-to-Surface Standoff Missiles (JASSM), 2 AGM-158A JASSM Live with Test Instrumentation Kit (TIK) and Flight Termination Systems (FTS), 2 AGM-158A JASSM Inert with TIK and FTS, and 2 Flight Certification Test Vehicles. Also included: Operational Flight Plan upgrade to M6.5 tape for the Polish F-16C/D Block 52 aircraft to include JASSM integration, missile containers, spare and repair parts, support and test equipment, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor engineering, technical, and logistics support services, and other related elements of logistical and program support. The estimated cost is $500 million.
The proposed sale will contribute to the foreign policy and the national security objectives of the United States by helping to improve the security of a NATO ally. Poland continues to be an important force for political stability and economic progress in Central Europe.
The proposed sale will improve Poland’s capability to meet current and future threats of enemy air and ground weapons systems. Poland will use the enhanced capability as a deterrent to regional threats and to strengthen its homeland defense. These weapon and capability upgrades will allow Poland to strengthen its air-to-ground strike capabilities and increase its contribution to future NATO operations.
The proposed sale of the weapons, equipment, and support will not alter the basic military balance in the region.
The principal contractor will be Lockheed Martin in Ft. Worth, Texas. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to Poland.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
This notice of a potential sale is required by law and does not mean the sale has been concluded.
