WARSAW, Poland — Poland’s Ministry of Defence is aiming to acquire 24 Boeing AH-64 Apache helicopters under its ongoing tender to purchase new combat helos for the Polish Air Force, according to local business daily Dziennik Gazeta Prawna.
The procurement, dubbed the Kruk program, is most likely to be awarded to Boeing prior to the forthcoming NATO summit in Warsaw, which is to be held July 8-9, the daily was told by two sources close to the tender.
“The drafting of tactical-technical requirements was completed, and, by the end of June, a decision regarding the mode of acquiring combat helicopters will be made,” ministry spokesman Bartlomiej Misiewicz said.

Bell Helicopter is planning to offer its AH-1Z attack helicopter to Poland for a forthcoming requirement to replace the Mil M-24s operated by the country’s land forces.
“We can provide the most cost-effective solution and state-of the-art helicopter with unmatched capability for Poland,” says Joel Best, regional director, military business development at the US manufacturer.
“We are very interested in co-operation with Poland and in next few months we want to create Zulu Team with companies in the Polish defence sector,” he says.
Intriguingly, Bell is also touting the UH-1Y utility variant as a back-up plan in case Warsaw’s proposed tri-service order with Airbus Helicopters for 50 H225Ms falls through.
“If something happens with the Caracal deal, Bell will be happy to provide an attack and utility combination, with 85% of technical commonality and significant cost saving,” adds Mike Gleason, international military business development at Bell.

- Poland will increase Army size by half
Poland will increase the size of its Army by half within the next few years, according to a statement by the Defence Minister Antoni Macierewicz. Poland has increased its defence budget and capabilities since the start of the Crimean crisis, and called NATO on many occasions to increase its presence at its eastern borders.
The Defence Minister’s statement was made during his speech at the ceremony inaugurating the NATO Force Integration Unit (NFIU) at the Polish city of Bydgoszcz. NFIUs mission is to coordinate planning and exercises between the hosting nation and NATO in peacetime, and prepare the ground for deployment of allied forces during operations. Five more NFIUs have been established in the region, namely in Bulgaria, Romania, Lithuania, Latvia and Estonia.
The increase in the Army’s size will include the establishment of three new brigades at the borders adjacent to Russia. The new formations, which will have a territorial orientation, are expected to be ready in early 2017. Two of the brigades will be stationed at the area close to the borders with Russia and the third at the borders with Ukraine. In addition, the Polish Ministry of Defence plans to setup other types of operational brigades on a service-wide basis.

TALLINN (Sputnik) — The Spring Storm drills, which are due to run between May 2 and 20, will involve 6,000 troops, according to the Estonian military. The participants include domestic units, as well as NATO troops from a number of countries, including Belgium, Canada, Germany, Latvia, Lithuania, the United Kingdom and the United States. "Four Su-22 fighters of the Polish Air Force have landed today at the Amari Air Base to participate in the 'Spring Storm' drills," the statement reads. It was added in the statement that the Polish Air Force was participating in Estonia-hosted drills for the fourth time. NATO has been increasing its military presence in Eastern Europe and the Black Sea since the outbreak of the conflict in southeastern Ukraine in April 2014, in response to what it considers to be Russia's aggressive foreign policy. Moscow has repeatedly dismissed the Ukraine-related accusations leveled at it, warning that increased NATO activities near the country's borders could undermine regional and global stability.

WARSAW, Poland — Poland's Ministry of Defence has signed a contract to acquire 64 self-propelled 120mm RAK (Cancer) mortar vehicles and 32 artillery command vehicles. The vehicles will come from a consortium led by local manufacturer Huta Stalowa Wola S.A. (HSW) for the country’s armed forces.
The consortium was formed by HSW and local state-run defense manufacturer Rosomak S.A., the ministry’s Armament Inspectorate said in a statement. The latter company specializes in making the Rosomak armored modular vehicle (AMV). The eight-wheel drive AMV is produced at the company’s plant in Siemianowice Slaskie under a license from Finland’s Patria.
The deal, which is worth more than 968 million zloty (US $252 million), was signed in the presence of Polish Prime Minister Beata Szydlo, according to the statement.

The impending 8-9 July NATO summit in Warsaw and reports about Russian activities in eastern Ukraine and Estonia have prompted Poland to re-visit its procurement processes, with the Polish Ministry of National Defence (MND) focusing on a small number of programmes in the near-term while deferring other acquisitions until a later date.
What has been called the Technical Modernisation Plan (TMP) as originally put forward by the previous government involved some 14 acquisition programmes running in parallel. However, the Polish defence minister, Antoni Macierewicz, has instead decided to implement a three-year initiative that prioritises four specific areas: air defence, modernisation of armoured and mechanised units, procuring systems to address naval threats to Poland, and cyber security.
Moreover, putting these programmes front and centre above all others in importance will also have an impact on the development of Poland's defence industry. Colonel Karol Dymanowski, head of the Armament Policy Department at the Polish MND, told press conference on 29 April that these modernisation programmes will define which sectors within Poland's defence industry will be expanded. "They also define the essential capacities to be expanded," he said, "and the niches in which the industry should operate independently or in collaboration with other entities."
The MND had also previously migrated the ownership of the state-owned national defence industrial amalgamation, the Polska Grupa Zbrojeniowa (PGZ), under its control. In reference to this new arrangement Dymanowski said that the collaboration between the ministry and PGZ would be "re-shaped from a supplier-customer relationship into a more collaborative and partnership-like form".
In addition, the emphasis of Poland's planning will shift away from defensive systems to offensive strike capabilities. Platforms currently being bid in Poland such as the Boeing AH-64E - the newest variant of the Apache attack helicopter - and Lockheed Martin's M142 High Mobility Artillery Rocket System (HIMARS) may be the main beneficiaries of this change.

Polish and Czech airborne instructors were brushing up on their particular skydiving skills last week at a three-day joint training exercise of the 43rd Airborne Battalion in Chrudim. Professional airborne instructors from the Czech 43rd Airborne Battalion and Polish 18th Airborne Battalion, the 6th Paratrooper Brigade, focused on joint group jumps and coordination during a free fall exercise.
Paratroopers were jumping at a height of 3,000 metres from a CASA aircraft over the town of Chrudim. "The instructors created combined Czech/Polish groups who took up various configurations and formations during the skydiving exercise," said Master Sergeant Pavel Kopecky.
The soldiers opened their parachutes manually at about 1,000 metres and were required to land on a confined landing areas.
"Our Polish colleagues were able to test the newly designed Czech OVP 12 SL ‘round’ canopy parachutes which features excellent manoeuvrability and with a more comfortable touchdown," confirmed Kopecky.
This joint training exercise was just another example of building mutual contacts and interaction between the soldiers, as well as sharing information and experiences.

NATO began ‘Brilliant Jump’ military exercises in Poland ahead of the large-scale war games titled ‘Anaconda’ set to take place next month.
On Wednesday, expanded NATO military exercises kicked off in Poland involving more than 1500 troops as the Polish defense minister announced that he will lobby for a permanent military presence along Poland’s eastern flank during the July NATO summit in Warsaw.
The hostile NATO buildup along the Russian border comes after the military bloc’s missile defense system recently went online in Romania and last Friday’s announcement of ongoing construction of a separate anti-Russian missile shield in Poland. The Pentagon aims to get Russia to use resources to respond in kind along their Western border, also suggesting that Moscow’s nuclear deterrent will be neutralized by increased NATO missile defense. Russian President Vladimir Putin stated in November 2015 that Russia would not be baited into wasting money to combat an unnecessary NATO buildup, but warned last Friday that the missile defense system in Poland exacerbates the risk that Moscow will be forced to respond, calling NATO’s actions "a step toward a new arms race." Loud and Clear’s Brian Becker sat down with Daniel McAdams of the Ron Paul Institute for Peace and Prosperity to discuss the war exercises and NATO’s increasingly antagonistic posture toward Russia.

WARSAW, Poland — As it gears up to host a major NATO meeting in July, Poland is keeping its request relatively low — roughly a battalion’s worth of rotational troops inside its borders, which the country’s defense minister says will be enough to deter Russian aggression.
Antoni Macierewicz said Poland is seeking a “battalion-plus” of NATO troops inside its borders.
When pushed on what number of troops are actually being discussed, Macierewicz said, “we have not defined what the ‘plus’ means when we talk about ‘battalion-plus.’ And this is something that is currently being discussed.” He later indicated the issue will be settled after the Warsaw summit concludes in July.
For comparison, a US Army battalion is typically 300-800 soldiers.

Pendant que, en France, on parle de recréer une garde nationale, la Pologne va mettre en place, d’ici septembre prochain, une défense territoriale constituée de civil ayant préalablement suivi une formation militaire. Et selon, selon le ministre polonais de la Défense, Antoni Macierewicz, pour répondre à la « menace russe ressentie dans le pays ».
« En septembre commencera l’enrôlement des premiers membres de la défense territoriale », a ainsi annoncé M. Macierewicz, le 2 juin, lors d’un congrès de mouvements de défense civile et paramilitaires organisé à Ostrada. « Des décisions sur la mise sur pied des commandements et sur les nominations ont été prises en avril », a-t-il ajouté.
C’est une « réponse aux dangers liées à la guerre hybride », a, de son côté, fait valoir Grzegorz Kwasniak, le responsable de la création de cette défense territoriale. Il s’agit donc de pouvoir faire face à une tentative de déstabilisation du pays et d’éviter ainsi ce qui est arrivé à l’Ukraine, avec l’annexion de la Crimée et les tensions dans le Donbass (sud-est).
Concrètement, cette défense territoriale comptera 35.000 volontaires. Les départements polonais (voïodies) disposeront chacun d’une brigade, à l’exception de celui de Mazovie (centre) qui en aura deux. Les premières régions concernées seront celles qui situées à l’est du pays, c’est à dire celles de Podlasie, de Lublin et de Podkarpacie, considérées comme pouvant être les plus vulnérables.
Les forces armées polonaises, dont les effectifs s’élèvent à un peu plus de 100.000 personnels, ont été professionnalisées en 2008. Elles disposent d’environ 12.000 réservistes. En mars 2015, Tomasz Siemoniak, le prédécesseur de M. Macierewicz, avait exclu tout retour au service militaire obligatoire, comme en Lituanie, où une telle mesure fut prise en raison de la situation en Ukraine.
Cependant, il existe en Pologne, comme d’ailleurs dans les pays baltes, un groupe paramilitaire qui, appelé « Strzelec » (tirailleurs), a été créé au début du XXe siècle par le maréchal Jozef Pilsudski, le père de l’indépendance polonaise. Interdite par le régime communiste, cette organisation a revu le jour en 1991. Elle compte aujourd’hui plus de 12.000 civils. Son activité est vise essentiellement à donner une formation militaire à ses volontaires.
En 2015, le gouvernement polonais avait promis aux Strzelec des financements supplémentaires ainsi qu’un accès aux camps d’entraînement de l’armée. Cette année, l’organisation participera à l’important exercice militaire Anakonda, qui se tiendra du 7 au 17 juin, avec la participation de plusieurs pays de l’Otan.

LITPOLUKRBRIG begins its participation in ANAKONDA 16 Exercise oriented on training and coordination Crisis-response Operations in Nowa Dęba training ground, scheduled to take place between 6th and 17th of June.
The exercise opening ceremony was held by Brigadier General Adam Joks, the Multinational Brigade Commander today, on 6th of June, and involved participants from Poland, Lithuania, Ukraine, Hungary and the USA.
During welcoming speech Brigadier General Adam Joks expressed his belief in the significance of this event. According to the LITPOLUKRBRIG Commander’s words, ANAKONDA 16 Exercise creates a wide spectrum of opportunities to cooperate with military partners from participating nations. During next 10 days the soldiers will work, train and live together shoulder to shoulder to achieve all desired training objectives and develop military capabilities. Hence, participation in this operation will allow raising the level of training, establishing mutual trust and understanding between the involved armies.
For Lithuanian-Polish-Ukrainian Brigade this is the first significant training event since opening its Command on 26th of January this year. The unit deploys a command post which will issue orders to the subordinated and affiliated elements and run them during simulated operation.
“ANAKONDA 16 provides us, the LITPOLUKRBRIG Command and certain affiliated units, with a possibility to verify the capacities of interoperability within the Brigade, as well as cooperation with the potential and current partners of the unit. In particular, a Ukrainian airborne platoon with 80th Airborne Brigade has been attached to a Polish battalion. It opens an opportunity to exercise interoperability on tactical level and explore successfulness of combined tactical units.
It shall be recalled that the ANAKONDA 16 exercise, taking place at the largest Polish military ranges all around the country, will involve 31 thousand soldiers, hailing from 23 countries.
At the end of the ceremony Brigadier General Adam Joks wished all participants the successful and safe training and good working atmosphere.

Le plus grand exercice militaire de l’Otan depuis la Guerre froide, Anaconda 2016, qui mobilise actuellement 31 000 hommes et qui se déroule non loin de Kaliningrad, sur le territoire polonais et lituanien, offre à Varsovie une tribune de circonstance pour communiquer sur la menace qui pèse à ses frontières.
La Pologne milite très activement au sein de l’Otan pour concentrer toutes les ressources face à la Russie, en oubliant d’intégrer à son équation la menace terroriste qui pèse sur le flanc sud de l’Alliance. Défense antimissile, déploiement d’unités mécanisées et aéromobiles, le gouvernement polonais cherche à sanctuariser son territoire en demandant à l’Otan de lui accorder non seulement une présence militaire importante mais également de nouveaux moyens. Quitte à pousser l’Otan à revenir sur l’accord signé avec la Russie en 1997 sur le retrait de troupes permanentes à l’est de l’Allemagne.
Certes, Varsovie veut montrer l’exemple avec l’annonce d’une augmentation de 18 % de son budget de défense (qui était de 8,4 milliards d’euros en 2016), soit 2 % de son PIB, et ce pour être en conformité avec les objectifs de l’Otan. Malgré une dette publique en croissance à 51 %. De plus, le ministère de la Défense a annoncé, la semaine dernière, la mise en place fin 2016 d’un plan de modernisation de ses forces armées, qui pourrait atteindre 30 milliards d’euros.
Mais une grande partie de ces financements proviendront des aides de ses partenaires européens. Depuis son entrée dans l’union européenne, il y a dix ans, Varsovie a développé une véritable expertise pour en drainer les subventions. Ce n’est pas moins de 106 milliards d’euros qui seront versés entre 2014 et 2020 au gouvernement polonais, soit 11 % du budget total des aides prévues par la Commission européenne. Malheureusement, si la Pologne est l’Etat le plus subventionné de l’UE, cette politique ne suscite que peu de retombées sur son industrie de défense !
Après avoir consacré 2,2 milliards d’euros à l’achat de huit batteries de missiles Patriot, qui seront, selon les experts, inefficaces en cas d’attaque éclair depuis Kaliningrad (3 mn avant impact), 450 millions pour des missiles de croisière JASSM au standard A, entre septembre et février, Varsovie vient de débuter les négociations avec Washington pour la modernisation d’une partie de ses 48 F-16. Il s’agit de F-16 Block 52+ achetés en 2003 qui passeraient en version “Viper” (radar à antenne active, avionique et suivi de terrain). Une négociation est aussi en cours pour placer le F-16 comme remplaçant des 32 Mig-29 polonais à partir de 2025. En outre, l’achat de 24 hélicoptères Apache à Boeing pourrait être signé lors du sommet de l’Otan qui se tiendra à Varsovie les 8 et 9 juillet prochains.

"We’ve reached common ground that missile defense systems should be expanded to provide protection to all the three states and their populations," Cavusoglu said. His only evidence for this aggression is a speech made by Russian President Vladimir Putin during a joint press conference with Greek Prime Minister Alexis Tsipras in Greece last month.
"If yesterday people simply did not know what it means to be in the crosshairs in those areas of Romania, then today we will be forced to carry out certain measures to ensure our security. And it will be the same with Poland," Putin said. "According to Cavusoglu, this statement was intended as a literal threat “against NATO allies in the country that is a member of the alliance." NATO expansion in Eastern Europe has earned criticism from a number of experts. In an article for Die Zeit, journalist Jochen Bittner writes that "NATO is possibly about to make one of the biggest mistakes in its history." "Immediately after the opening of the missile station in Romania, the Head of Arms Control Department in the Russian Foreign Ministry, Mikhail Ulyanow noted that, in Russia’s view, this represents a violation of the INF Treaty."
Political analyst Lawrence Davidson argues that the missile defense system is less about defending against Russia, and more about containing Russia. "Obviously this placement of missiles in Eastern Europe sends a message to Russia. And the message is: 'Look, you are not allowed to have a sphere of influence,'" he told RT. "Indeed the Chinese aren’t allowed either. The only one who can really have a sphere of influence is the Americans and their proxies in Europe. This is essentially a Cold War theory of containment brought into the 21st century."

Polish Naval Missile Unit has finished its live fire training exercise, carried out jointly with the Norwegian Navy, involving the NSM guided missiles (Naval Strike Missile). An-124 Ruslan aircraft has landed at the 43rd Naval Aviation Base, transporting the Polish sailors and their equipment.
The activities took place in the Northern part of Norway, close to the Andoya island. It was the first international training of this profile ever to be organized, during which surface and maritime targets were being attacked, with the use of the NSM missile system. The missiles were used against decommissioned Norwegian frigates, adopted for telemetric testing of the armament. The vessels in question have no propulsion systems and they have been fitted with containers which house heat generators which cause the ship to replicate the target with a high degree of accuracy.
Not only did the Norwegian exercise involve a live-fire training operation, as it also posed a challenge within the scope of logistics and the process of securing the combat operations. Deployment of the equipment of the Naval Missile Unit was realized on the basis of transport by sea (ORP “Kontradmirał X. Czernicki” vessel) and by air (C-295 and C-130 cargo aircraft of the Polish Air Force and heavy Ukrainian An-124 airlifter). The Polish deployment involved 90 sailors, command vehicles for the squadron and for the battery and the missile launcher. The unit was commanded by the Commander of the Naval Missile Unit, Commander Roman Bubel.
Realizing the fire mission in the firing range located close to the island of Andoya constituted a test of strike capabilities of the anti-ship NSM system at vast distances. Secondly, the operation also made it possible too integrate the NMU crews, during the actual employment of the armament, and in a context of cooperation with the Norwegian ally. The joint exercise in question also constituted a perfect training opportunity for the crew of the An-28 Bryza 1R patrol aircraft, hailing from the Siemirowice 44th Naval Aviation Base. The aircraft in question relayed the targeting data to the Polish and Norwegian sailors. The naval training range located close to the sailing routes was being secured by the ORP “Kontradmirał Xawery Czernicki” command vessel, of the 8th Coastal Defence Flotilla based in Świnoujście.
An-124 Ruslan is a four-engined, strategic airlifter. The aircraft is the second largest cargo airframe in the world. It weighs 175 tonnes, while its wingspan is 73.3 meters. The fuselage is 69 meters long and 21 meters high. An-124 has a cruise speed of 850 kilometres per hour.

La protection se fait peut être avec l'argent des Européens mais du matériel US plus performant (bouclier anti-missile et radar band-X). Les USA sont beaucoup plus impliqué dans la défense de la Pologne que les Européens, rien qu'à voir les participants de l'opération Anaconda (USA, Turquie, Royaume-Uni, Ukraine). Cette phrase veut tout dire, 14 000 soldats US participent à Anaconda, combien d'Européens comparativement: - Citation :
