alors la c'est très très chaud non seulement il attaquent le rafale (sous la ceinture), mais aussi il mettent en doute le processus de sélection chez les indiens qui a conduit a la sélection du rafale, c'est bizarre qu'il n y a pas eu de réaction de leur part face à ces propos...

NEW DELHI (BNS): India's leading business house Mahindra & Mahindra and Rafael Advanced Defense Systems have signed a Memorandum of Understanding which will lead to the formation of a Joint Venture Company in India.
The MoU was singed at the ongoing Defexpo 2012. The JV will develop and manufacture products such as Anti Torpedo Defence Systems, Electronic Warfare Systems, Advanced Armouring Solutions and remotely operated weapon stations for Futuristic Infantry Combat Vehicles (FICV).
According to the Company, the Foreign Investment Promotion Board (FIPB) has been approached for the creation of a 74:26 company.
Israel's Rafael Company will make investments in Mahindra's existing Naval Systems division in Pune where a production facility will be set up to meet the long-term requirements of the JV Company.
"Our Joint venture with Rafael signals our strategic entry into a wide range of high tech-defence solutions which will enable the Mahindra Group to become a leading defence systems integrator in India," said Anand Mahindra, Vice Chairman & Managing Director, Mahindra & Mahindra.
Maj. Gen (Retd) Ilan Biran, Chairman, Rafael said, "As part of our global strategy, we form alliances to develop military applications based on our proprietary technologies and in Mahindra we see a lot of synergy and opportunities for growth in new markets and especially in India which is a strategic market for us."

The Arjun tank used by the Indian Army India is equipping its Arjun tanks with the LAHAT missile produced by Israel Aerospace Industries (IAI). The missile will provide the tank with the ability to hit moving targets from great distances while in motion.
IAI developed and produced the LAHAT – a laser-guided missile that can be launched from a tank's cannon, reaching its target by homing in on a laser spot. The shell-missile weighs approximately 12 kg and has a range of 8 kg, including a lethal 2.5 kg warhead.
Despite the many technical difficulties the Arjun tank project experienced over the years, its serial production and is well underway.
The Indian army recently announced that it intends to order 250 more improved Arjun tanks following the conclusion of the user tests. The newer version has received dozens of improvements compared to the MK-1 variant.
Improvements include its mobility, brigade-power, and the capability to fire missiles through a gun barrel. The tank will also be equipped with advanced reactive shielding.
The Indian Army has committed to continue procuring the tanks if the improvements prove worthy during testing. Four brigades equipped with the Arjun tanks are expected to be operational by 2016.

Il est plutôt rare qu'un chef des armées défraie la chronique : c'est pourtant ce que fait depuis quelques jours, à répétition, le général V.K. Singh, patron de l'armée indienne.
Le général a commencé par affirmer dans une interview qu'un de ses collègues devenu lobbyiste lui avait proposé 2 millions d'euros pour l'achat de 600 camions pour l'armée de terre. Suite à cette révélation, des enquêtes ont été lancées tous azimuts et l'opposition se déchaîne contre le ministre de la Défense, A.K. Antony, qui, informé de la tentative de corruption depuis longtemps, n'avait pas bougé. V.K. Singh a récidivé quelques jours plus tard en transmettant à l'équivalent indien de la brigade financière la lettre d'un député accusant un autre général de corruption. Entre-temps, une lettre explosive du chef des armées adressée au Premier ministre est sortie dans la presse : il y affirme que l'armée est hors d'état de se battre faute de matériel, avec des chars sans munitions et une défense aérienne obsolète à 97 %... V.K. Singh dit ne pas être l'auteur de la fuite, mais sa lettre porte un rude coup à l'image de l'armée indienne vis-à-vis des voisins difficiles que sont le Pakistan et la Chine.
Quelle mouche a donc piqué le général ? Le chef des armées part à la retraite fin mai contre son gré, après avoir tenté de faire valoir qu'une erreur avait été commise sur sa date de naissance et qu'il pouvait rester en service un an de plus. Cela lui a été refusé et le général semble régler ses comptes.
Mais ce déballage fait des dégâts. Sur la défensive, A.K. Antony répète qu'aucune corruption ne sera tolérée et que chaque contrat de l'armée sera examiné de fond en comble à la moindre allégation d'irrégularité. Dans les milieux français de la défense, on commence à redouter l'impact que ce climat irrespirable pourrait avoir sur le calendrier de la signature de l'achat de 126 Rafale par l'Indian Air Force..

Visakhapatnam, Apr 4, 2012, (PTI) India today inducted the Russian-origin nuclear-powered submarine 'Nerpa' into the Navy, joining the elite league of nations having such sophisticated warships.
Defence Minister A K Antony formally commissioned the Akula II class Nerpa, rechristened 'INS Chakra', into the Navy at the Ship Building Complex here.
"INS Chakra will ensure security and sovereignty of the country," Antony said after commissioning the vessel.
India has earlier leased and operated a Charlie Class Russian nuclear submarine from 1988 for training its personnel on such warships.
With the induction of INS Chakra, India has joined the elite group of nations with nuclear-power submarines after a gap of two decades.
With INS Chakra and the indigenous INS Arihant expected to start operational patrols soon, India will soon have two nuclear submarines guarding its vast maritime boundaries.
The Nerpa has been taken on lease from Russia for ten years and would provide the Navy the opportunity to train and operate such nuclear-powered vessels.
India had signed a deal with Russia in 2004 worth over USD 900 million for leasing the submarine. It was expected to be inducted a couple of years earlier, but after an accident in 2008, in which scores of Russian sailors died during trials, the delivery schedule was changed.
Indian Navy crews have already been imparted training for operating the submarine in Russia. A crew of over 70 people, including around 30 officers, is required to operate INS Chakra.
The heart of the submarine is its nuclear reactor which has been made by Russia. Its displacement is around 8,140 tonnes.
With a maximum speed of 30 knots, the vessel can go to a depth of 600 metres and has an endurance of 100 days with a crew of 73.
The vessel is armed with four 533mm and four 650mm torpedo tubes

Russian AA, ABM systems - alternative for India
India's army chief General Vijay Kumar Singh said in March that the Indian army had been rendered inefficient, slamming the defense ministry for corruption, which can help Russia get its foot in the door of the secluded Indian anti-missile market.
The recent letter by Gen. VK Singh to the Indian Prime Minister, leaked by Daily News&Analysis, didn’t focus on the Indian anti-missile defenses alone. The army chief criticized most of India’s armed forces for their lack of fighting capacity and stigmatized the country’s military procurement system as highly corrupt.
According to General Singh, most of the Indian armed forces are underequipped with cutting-edge weapons and ammo. The air defense, with 97% of its hardware being obsolete, has revealed the biggest holes.
Russia dominates Indian military imports, supplying armored vehicles, aircraft carriers, nuclear submarines, multi-purpose fighters and helicopters. For more than four decades, India has been leading the pack of Soviet and Russian weapon buyers.
Still, Russian anti-aircraft manufacturers haven’t been able to tap into any major Indian air defense deals for several years now, being figuratively ‘locked out’ of the Indian medium and long range air defense market.
“Russia has offered India a number of modern anti-aircraft systems,” Said Aminov, editor-in-chief with the VestnikPVO military news site, told The Voice of Russia. “It was actively offering India its S-300 and the “Buk” missile system, also known as Gang. But India showed no interest in them. As a result, its air defense is currently outfitted with the “not so cutting-edge” 2K22 “Tunguska” system, as well as with “Shtil” and “Shtil-1” naval anti-missile systems, supplied by Russia since the Soviet collapse,” the military maven said.
The reason the Indians are shunning Russian modern air defense hardware, says Said Aminov, lies in Israel’s influence and in India’s reliance on its own powers. “Israel has already supplied them with its “Spyder” and “Barak” systems. The Israelis have also talked the Indian military into developing a joint “Barak-8” missile system, which covers a range of up to 85 km. Moreover, India is now developing its own medium-range “Akash” anti-missile complex, based on the 1960s “Kvadrat” of the Soviet origin. But the system has been under development way too long and already became morally obsolete.”
Experts believe that modern India possesses no air defense capable of protecting it from Pakistani (or Chinese) medium-range ballistic missiles (MRBM). It’s striving to build an interceptor missile based on its own research, which will take them a while. The Israeli “Arrow” system isn’t likely to secure the Indian skies either, since it was built with a considerable help from the US, which doesn’t tolerate such military secrets being passed on to non-satellite states. In 2002, America has already blocked a similar deal, which left India with nothing but a “Green Pine” radar complex instead of the whole “Arrow.”
The Pakistani missile threat is meanwhile too high for India to ignore. That’s why India has no other alternative today than the Russian Antei-2500 or S-300VMD, the export variant of the S-300V system.
Taking into account India’s course towards localization of foreign military research, it may be interested in diversifying its air defense with imported Russian systems (the S-300VMD, for one) and a joint anti-missile system deal, which it could then export to third countries.
The Indian Defense Ministry scandal is only gaining pace but it has not yet affected the Russian military industry. With the right approach, Russian weapon-makers could get a firm foothold in the Indian market. The only question is whether they are ready for a long and hard talk.

"Today's successful Agni-V test launch is another milestone in our quest to add to the credibility of our security and preparedness," Prime Minister Manmohan Singh said in a message to the scientists who developed the rocket.
Almost entirely Indian-made, the Agni-V is the crowning achievement of a program developed primarily with a threat from neighboring China in mind. It will not be operational for at least two years, the government says.
Only the U.N. Security Council permanent members - China, France, Russia the United States and Britain - along with Israel, are believed to have such long-range weapons.
Fast emerging as a world economic power, India is keen to play a larger role on the global stage and has long angled for a permanent seat on the Security Council. In recent years it has emerged as the world's top arms importer as it upgrades equipment for a large but outdated military.
"It is one of the ways of signaling India's arrival on the global stage, that India deserves to be sitting at the high table," said Harsh Pant, a defense expert at King's College, London, describing the launch as a "confidence boost".
The launch, which was flagged well in advance, has attracted none of the criticism from the West faced by hermit state North Korea for a failed bid to send up a similar rocket last week.
China's Foreign Ministry said the two countries should "work hard to uphold friendly strategic cooperation", and for peace and stability in the region.
"China and India are large developing nations. We are not competitors but partners," the Chinese ministry spokesman, Liu Weimin, said when asked about the missile test at a briefing.
The Global Times tabloid, which is owned by the Chinese Communist Party's main mouthpiece the People's Daily, struck a less conciliatory tone.
"India should not overestimate its strength, "the paper said in an editorial published before the launch, which was delayed by a day because of bad weather.
India has not signed the non-proliferation treaty for nuclear nations, but enjoys a de facto legitimacy for its arsenal, boosted by a landmark 2008 deal with the United States.
On Wednesday, NATO said it did not consider India a threat. The U.S. State Department said India's non-proliferation record was "solid", while urging restraint.
"NO ARMS RACE - MUTUALITY"
India says its nuclear weapons program is for deterrence only. It is close to completing a nuclear submarine that will increase its ability to launch a counter strike if it were attacked.
India lost a brief Himalayan border war with its larger neighbor, China, in 1962 and has ever since strived to improve its defenses. In recent years the government has fretted over China's enhanced military presence near the border.
It is buying more than 100 advanced fighter jets, likely Rafales built by France's Dassault, in one of the largest global arms deals.
Even so, slow procurement procedures and corruption scandals mean its army, the world's second biggest, relies on critically outdated guns and suffers ammunition shortages.
Defense analyst Uday Bhaskar said India was not in an arms race with China, which has far greater capabilities, including missiles with a range closer to 10,000 km (6,000 miles).
"As and when Agni-V moves from technological proficiency to assured, credible and proven operational induction - maybe by 2014 - India will move towards acquiring that elusive mutuality it seeks with China," Bhaskar said in a column for Reuters.
Thursday's launch may prompt a renewed push from within India's defense establishment for a fully fledged intercontinental ballistic missile (ICBM) program, with weapons capable of reaching the Americas, though some of India's allies may bridle at such an ambition.
"Policy-wise it becomes more complicated from now on, until Agni-V, India really has been able to make a case about its strategic objectives, but as it moves into the ICBM frontier there'll be more questions asked," said Pant.
The Agni-V is the most advanced version of the indigenously built Agni, or Fire, series, part of a program that started in the 1960s. Earlier versions could reach old rival Pakistan and Western China.
The three stage rocket is powered by easier-to-use solid rocket propellants, can carry a 1-tonne nuclear warhead and is road mobile.

IAF temporarily stops routine training flying of Mirage
NEW DELHI: Indian Air Force has temporarily stopped all routine training flying of Mirage-2000 fighter aircraft as a precautionary measure after two of these planes crashed within a span of 11 days in February and March.
In written reply to a question in Rajya Sabha on Wednesday, Defence Minister A K Antony said, "The commencement of flying of Mirage-2000 fleet is being undertaken in stages post completion of checks."
"Following the accidents of Mirage-2000 aircraft of the IAF on February 24 and March 5, all routine training flying on the Mirage-2000 fleet has been temporarily stopped as a precautionary measure," he said.
No loss of life was reported in these crashes. During the last two years from 2010 to 2012 and current financial year upto April, two Mirage-2000 aircraft have crashed and technical defect was the cause of both accidents, he told the House.
On upgradation of aircraft fleet, he said, "Upgradation of aircraft fleet, including Mirage-2000 aircraft, is reviewed from time to time keeping in view several factors including the operational requirements of the IAF. This is a continuous process."
On simulator training in the force, he said the IAF has simulators for Kiran Mkl/IA, Hawk Mk-32, An-32 and Dornier aircraft.
"All these simulators are serviceable. Further simulators are being procured along with new induction of aircraft like the Basic Trainer Aircraft and Intermediate Jet Trainer aircraft," he said.
