Flying a MiG-21 amounted to “violation of his fundamental right to life”, a serving wing commander has told the Delhi high court, seeking redressal after a regular flight exercise in 2005 went awry, leaving him with debilitating neck and back pain that has rendered him unfit for flying and even day-to-day tasks.
The court on Tuesday directed the Centre to provide a list of MiG-21 crashes that have taken place till date and posted the matter for October 10, 2013.
The petition was filed by Sanjeet Singh Kaila, a serving officer in theIndian Air Force, who cited “violation of his fundamental right to life, especially the right to work in a safe environment” under Article 21 of the Constitution.
In his plea, Kaila said he was posted at Air Force Station Nal in Rajasthan as a Squadron Leader in 2005. On January 4 that year, he embarked on a regular flight exercise along with three other pilots. “Immediately after take-off, the petitioner experienced a drift to the left side of the aircraft. Simultaneously, the petitioner was informed by the other pilot flying the second aircraft, of a fire at the rear end of his aircraft. Assessing the emergency, the petitioner promptly carried out all the essential directives and got the tyres of the aircraft down for a landing,” the petition said.
“The petitioner performed all the aforementioned actions despite the rear of the aircraft being engulfed in thick fire. Despite a near-complete engine/control failure and at grave risk to his own life, the petitioner continued to stay put in an almost uncontrollable aircraft so as to steer it away to safety from a nearby village… To save human life, the petitioner ejected only seconds before the crash of the aircraft.”
Kaila said following the incident, he was injured and later forced to discontinue flying after a comprehensive medical examination showed he was suffering from cervicalgia and disc bulges of vertebrae (cervical spine). “The medical report also clearly mentions that the petitioner was rendered unfit for flying duties because of the incident. He was additionally instructed and advised by the doctors to even refrain from performing even day-to-day tasks,” it said.

IAF has dismissed a Wing Commander who was allegedly caught demanding a bribe of Rs 20,000 from officials of a French defence firm at the Aero India show in Bangalore in 2011.
Wing Commander A K Thakur was dismissed after a General Court Martial found him guilty of seeking bribe from French defence firm Dassault Aviation during the show in February 2011, IAF sources said here today.
Thakur was accused of demanding bribe for allotting a 'more advantageous position' for its Rafale aircraft in the 'static' aircraft display section at the biennial airshow, the sources said.
An official of Dassault Aviation, who had filed a complaint against the officer, also appeared before the GCM headed by a Group Captain-rank officer, the sources said.
Dassault Aviation's Rafale, which has now won the race for IAF's multi-billion dollar combat aircraft deal, was one of the six contenders in the hotly-contested tender when the alleged incident took place.
The GCM had recommended Thakur's dismissal last year itself but its recommendations could not be confirmed so far as the officer had approached the courts seeking relief. http://www.indianexpress.com | |

India to become largest C-17 operator outside the US
LONG BEACH, Calif., July 22, 2013 – Boeing [NYSE: BA] delivered the Indian Air Force’s (IAF) second C-17 Globemaster III today, a month after India’s first C-17 arrived in the country and immediately began supporting IAF operations.
This second IAF C-17 also will immediately enter service. India will receive 10 aircraft by 2014.
"Our first C-17 Globemaster III not only signifies a tremendous boost in our strategic airlift capability, but also is poised to form a major component in the IAF's modernization drive,” said Air Chief Marshal NAK Browne, Chief of the Indian Air Force. “Because it was delivered mission-ready, it soon undertook its first strategic mission to our Andaman Nicobar Command at Port Blair. I wish to place on record my appreciation to the U.S. government, the U.S. Air Force and the Boeing team for the timely delivery of the aircraft that makes the IAF the world's second-largest operator of the C-17 after the U.S."
Boeing is on schedule to deliver three more IAF C-17s this year and five in 2014. The C-17 can operate in extreme climates, transport large payloads across vast ranges and land on short, austere runways.
“C-17s have an important role in supporting unique Indian Air Force operations in remote locations such as the Himalayas and desert environments," said Nan Bouchard, Boeing vice president and C-17 program manager. "The C-17 provides the versatility to complete any mission, anywhere. We look forward to working with the Indian Air Force and the U.S. Air Force as we deliver the remainder of India’s fleet."
Boeing is supporting the IAF aircraft through the Globemaster III Integrated Sustainment Program (GISP) Performance-Based Logistics contract. The GISP “virtual fleet” arrangement ensures mission readiness by providing all C-17 customers access to an extensive support network for worldwide parts availability and economies of scale.

Aircraft carrier INS Vikramaditya (also Gorshkov), the Indian Navy's last remaining vessel to be delivered by a foreign shipyard, came out with flying colours when it was operated on full throttle during exhaustive sea trials in Barents Sea in Russia on Saturday.
The trial feedback helped in overcoming anxiety in New Delhi about the performance of the ship which had faltered during high speed runs last year when its boilers faulted resulting in engines failing to produce adequate power to propel the 45,000-ton vessel.
It was a major setback as the delivery of the ship, India's second aircraft carrier, was pushed by a year. After extensive repairs, the ship was back in the sea earlier this month for final delivery trials.
Navy personnel are onboard the vessel, keeping a hawk eye on the performance of the carrier which is going to be the flagship of its fleet in the coming decades.
Sources said the carrier touched top speed of around 32 knots in wind and tide condition and the trials will continue to test capability of the retrofitted ship that will cost India around $ 2.3 billion.
The high speed trials will continue for some more days to ensure that performance is stable. It will be followed by trial landings by the Mig-29K fighters. The deck landings and take-offs were performed by the Russian pilots last year as well.
The navy hopes that its floating airbase would be ready for commissioning by the end of this year and its formal induction will take place in the early months of 2014.
INS Vikramaditya is now the only naval warship in a foreign shipyard. All the remaining 41 warships are being constructed in domestic shipyards in a major boost to the local shipbuilding industry.

India: Army 'mistook planets for spy drones'
India's army reportedly spent six months watching "Chinese spy drones" violating its air space, only to find out they were actually Jupiter and Venus.
Tensions have been high in the disputed Himalayan border area between the two nations in recent years, with India frequently accusing its neighbour of making incursions onto its territory. Things came to a head during a stand-off in April when Chinese troops were accused of erecting a camp on the Indian side of the de facto boundary known as the Line of Actual Control (LAC). By that stage, Indian troops had already documented 329 sightings of unidentified objects over a lake in the border region, between last August and February, according to the Calcutta-based Telegraph.
It quotes military sources as saying the objects violated the LAC 155 times. So, the army called the Indian Institute of Astrophysics to identify the objects. "Our task was to determine whether these unidentified objects were celestial or terrestrial," astronomer Tushar Prabhu told the paper. Only once the objects' movements were noted in relation to the stars were they identified as planets. The Telegraph suggests the sentry ought to be forgiven, with planets appearing brighter as a result of the different atmosphere at altitude and the increased use of surveillance drones.

Ukraine is preparing to send to India in August a sixth batch of five An-32 light transport aircraft, which were modernized at the facilities of the Ukrainian defence industry on the order of the Indian Air Force.
"The technical acceptance by the customer of the next batch of An-32s has already begun. Once it is completed, the transport aircraft are due to depart from Kyiv to Kanpur in August," a source in the defense sector familiar with the implementation of the Indian contract told Interfax-Ukraine. The source said that the Indian customer had currently ensured the full supply to Ukraine of the An-32s the modernization, which, under the contract, should be carried out at Ukrainian defense industry facilities. "Of the 40 aircraft that are to be upgraded in Ukraine, 25 have already been modernized and passed to the customer, and five more are at the stage of technical acceptance and will be sent to India soon. A seventh batch of An-32s is to be transferred to the Indian side by the end of the year. An eighth batch arrived in Kyiv for modernization in mid-July, and its transfer to the customer is scheduled for early 2014," he said. "Given the high pace and quality of the modernization work by the Ukrainian side, the parties are currently discussing the possibility of increasing capacity utilization as part of the contract," he said. The contract, worth some $400 million, involves repairing and modernizing 103 An-32 aircraft for the Indian Air Force. It was signed in July 2009 between the Indian Air Force and Spectechnoexport, a subsidiary of Ukrspecexport. Under the contract, 40 airplanes are to be modernized in Ukraine and the rest of the aircraft at the BRD-1 aviation plant of the Indian Air Force in Kanpur (North India). Ukraine's Antonov Plant and Civil Aviation Plant 410 are executing the contract. As part of the upgrade, the Indian aircraft will be fitted with around 25 types of modern equipment made in Ukraine and other countries. The equipment increases flight safety. The upgraded An-32 will be able to land on an ICAO category II approach. Fuel consumption and the mass of the empty upgraded aircraft will be lower than for the basic model. In addition, in line with a three-year contract worth $110 million signed in December 2009 by OJSC Motor Sich (Zaporizhia) and the Indian Air Force, the AI-20 engines of the Indian An-32s are to be upgraded. The An-32 is a light transport aircraft with a maximum payload of 7.5 tonnes and a range of 800 kilometers. Its cruise speed is 470-530 kilometers per hour. The aircraft is capable of transporting 42 paratroopers. According to expert estimation, more than 350 An-32 aircraft have been sold to 20 countries as of today. BAE Systems remains hopeful of closing a third deal to sell Hawk advanced jet trainers to India, which has so far committed to acquiring 123 of the type.
"Deliveries of materials and equipment in support of licence production of the 57 Batch 2 aircraft by Hindustan Aeronautics [HAL] continue to schedule," the UK company says in a half-year trading update published on 1 August.
To be assembled at the Indian firm's facilities in Bengaluru, these will follow a first batch of 66 UK-built trainers. These were delivered to the Indian air force between 2006 and 2012, says Flightglobal's MiliCAS database, with one having been destroyed in a crash in 2008. Forty of the aircraft contained within the second order will enter air force use, with 17 to be introduced by the Indian navy. "A proposal has been submitted to HAL for the third batch of [20] Hawk trainer aircraft for the Indian air force, and discussions with the customer continue," says BAE. The company in mid-2012 revealed that the aircraft could be acquired to re-equip the air force's Surya Kiran aerobatic display team, which previously operated HAL-built HJT-16 Kiran jet trainers.

- Final nod soon for Navy’s advanced stealth frigate
India's largest ever indigenous defence contract is shortly expected to get final approval with the Navy freezing the design and specifications for the P 17 A stealth warships and completing all commercial negotiations for the project.
Top Navy designers who have been working on the project have confirmed that the project is expected to get final clearances from the Cabinet Committee of Security (CCS) shortly after which construction of seven modern warships will commence at shipyards in Kolkata and Mumbai.
The mega project, that was expected to be worth Rs 45,000 crore when it was cleared by the Defence Acquisition Committee (DAC) in 2009, is billed as a game changer for the Indian ship-building industry not only for being the most expensive Indian warship yet but also because it will give shipyards the critical technology of modular construction that enables a rapid production rate.
The Navy's top ship designer, the Director General of Naval Design Rear Admiral A K Saxena, said Friday the P 17 A class frigates would be in the 6,700-ton category and would have the latest in stealth features, including fully concealed weapon systems and sensors.
"The warships will have the latest stealth features as well as advanced indigenous weapon systems. The modular construction methodology that GRSE (Kolkata) and MDL (Mumbai) have acquired will ensure the warships will be built in a reduced time-frame," a senior Navy officer said. While GRSE will construct three ships, four will be constructed by MDL.
The new generation warships, which will be based on the P 17 'Shivalik' class that has already been inducted but will be larger at 149 metre with a draught of 5.3 metre, are currently running behind schedule by at least two years.
As per the original plan approved by the Defence Ministry in 2009, the shipyards were to commence production by 2011 after the two shipyards had absorbed modular construction technology. The last of the seven frigates were to be inducted by 2021. http://www.indianexpress.com | |

The Government of India has requested a possible sale of 145 M777 155mm Light-Weight Towed Howitzers with Laser Inertial Artillery Pointing Systems (LINAPS), warranty, spare and repair parts, support and test equipment, publications and technical documentation, maintenance, personnel training and training equipment, U.S. Government and contractor representatives’ technical assistance, engineering and logistics support services, and other related elements of logistics support. The estimated cost is $885 million.
This proposed sale will contribute to the foreign policy and national security of the United States by helping to strengthen the U.S.-India strategic relationship and to improve the security of an important partner which continues to be a for political stability, peace, and economic progress in South Asia.
India intends to use the howitzers to modernize its armed forces and enhance its ability to operate in hazardous conditions.
India will have no difficulty absorbing these weapons into its armed forces.
The proposed sale of this equipment and support will not alter the basic military balance in the region.
The principal contractors will be BAE of Hattiesburg, Mississippi; Watervliet Arsenal of Watervliet, New York; Seiler Instrument Company of St Louis, Missouri; Triumph Actuation Systems of Bloomfield, Connecticut; Taylor Devices of North Tonawanda, New York; Hutchinson Industries of Trenton, New Jersey; and Selex, Edinburgh, United Kingdom. In accordance with the Indian Defense Procurement Procedure (DPP), it is anticipated that the vendor will be required to negotiate an offset contract with the government of India.

- India seeks domestic companies for battlefield management system development
8 August 2013 The Indian Ministry of Defence (MoD) is planning to send expressions of interest (EOIs) to both private and state-owned domestic companies in the coming months for development of a new battlefield management system (BMS) for the national army.
Release of EOIs to Bharat Electronics (BEL), Electronics Corporation of India, Computer Maintenance Corporation, ITI, Tata Power SED, Rolta India, Wipro, Larsen & Toubro, HCL, Punj Lloyd, Bharat Forge, Tata Consultancy, Info Systems and Tech Mahindra supports the MoD's efforts to augment the local defence industry, Defense News reports.
An unnamed MoD official was quoted by the news agency as saying even though the BMS development seeks only domestic competitors, those companies could collaborate with foreign manufacturers to procure advanced technologies.
Foreign companies that are likely to compete for the $5bn contract include Israel Aerospace Industries, Rafael, Elbit Systems, French companies Thales and Nexter, German Rhode & Schwartz, UK-based BAE Systems, Selex, as well as US manufactures, Lockheed Martin, Raytheon and General Dynamics.
Two vendors are expected to be shortlisted by the MoD for production of four BMS prototypes for mountain, jungle, plain and desert operations, following four months of EOI evaluation.
Of the total $67m anticipated to be required for prototypes development, the ministry will pay 80%, while the remaining 20% will be covered by the company.
Around 500 BMS systems will be produced by the selected company, following comprehensive field trials of the prototypes, according to the MoD sources, who also noted that the process will take three years.
Representing a part of the army's network-centric warfare programme, BMS will be designed to network the infantry-level soldiers in the battlefield to command headquarters.
Integrating all surveillance resources, including unmanned aerial vehicles (UAVs) and ground sensors, the system will offer instant location of the soldiers and important weapon platforms, as well as details of friendly and hostile forces.

La Chine a mis en service en septembre 2012 son premier porte-avions, le Liaoning, construit à partir de la coque d'un navire destiné à l'origine à la Marine soviétique, le Varyag, qui n'avait jamais été achevé.
L'Inde doit par ailleurs recevoir de la Russie un ancien navire de guerre russe, Admiral Gorshkov, rebaptisé INS Vikramaditya, d'ici la fin de l'année, soit avec quatre ans de retard.
Le pays possède actuellement un seul porte-avions, un vaisseau britannique de 60 ans, acquis en 1987 et rebaptisé INS Viraat, qui sera peu à peu abandonné au cours des prochaines années.

Massive search effort is under way to rescue 18 sailors trapped onboard sunken submarine in Mumbai, navy says. An Indian navy submarine with about 18 sailors on board has caught fire after an explosion and sank at a port in Mumbai.
Navy spokesperson Narendra Vispute said on Wednesday that efforts were being made to ascertain the safety of the personnel feared to be trapped on board the diesel-powered submarine.
"There are no reports of casualties at the moment," he added.
The cause of the explosion is being investigated, the navy spokesman said. Further details were not available.
Vinod Kumar Menon, city editor of Mid-Day newspaper based in Mumbai, said that the fire has been put off and cooling operation has begun.
Fire started at midnight and went on till 5:30-6:00am local time, he said.
Indian news channel, NDTV, said nearly a dozen fire engines rushed to the dockyard to douse the fire.
The submarine was nearly submerged at its berth in the naval dockyard.
Indian media reports say the 16-year-old Russian-made submarine, INS Sindhurakshak, had recently returned from Russia after undergoing an overhaul and upgrade.
Al Jazeera's Anu Anand, reporting from Rajouri, Kashmir, said that the cause of the explosion is still unknown.
Last year, India acquired a Russian Nerpa nuclear submarine for its navy on a 10-year lease from Russia at a total cost of nearly $1bn.
On Saturday, India activated the atomic reactor on its first indigenously designed and built nuclear submarine, which the navy could deploy in the next two years.
India has steadily built up its naval capabilities in recent years, spurred by its rivalry with neighbouring China.

In a scathing 38-page report on the VVIP chopper deal, the Comptroller and Auditor General (CAG) said the IAF conducted field trials only on "representative helicopters" and not AW-101 VVIP choppers that were bought - a glaring violation of procurement rules.

The CAG nailed "frequent deviations" from rules in awarding the contract to AgustaWestland for 12 helicopters.
AgustaWestland is a subsidiary of Italian defence group Finmeccanica.
In an indictment of the defence ministry and IAF, the CAG raised questions on "accountability and lack of transparency" at various stages -- from firming up requirements, conducting trials to commercial negotiations.
AgustaWestland allegedly paid more than Rs. 375 crore in kickbacks, which is being probed by the CBI. Former IAF chief Air Chief Marshal SP Tyagi and his cousins are among the accused.
Three of the 12 choppers were delivered by February 2013 before the government put the contract on hold following the kickback charges.
Commercial negotiations were also botched, the CAG found. The government failed to assess "the reasonableness of price". The "benchmarked cost" of Rs. 4,877 crore was far higher than that offered by the vendor (Rs 3,966 crore).
The auditor faulted the government for raising the requirement for VVIP choppers from eight to 12 at an extra cost of Rs. 1,240 crore, saying the assessment was not in line with the low utilisation of the existing VVIP chopper fleet.
The report, prepared during the tenure of former CAG Vinod Rai, said the revision of requirements in 2006 restricted competition and led to a single-vendor situation that benefitted AgustaWestland. | |

Un incendie et des explosions se sont produits dans la nuit de mardi à mercredi à bord de l'INS Sindhurakshak. Le submersible a ensuite partiellement coulé. Il a été annoncé que plusieurs membres d'équipage ont réussi à quitter son bord. Toutefois, 18 personnes se sont retrouvées bloquées à l'intérieur.
Rénové et modernisé par la Russie, l'INS Sindhurakshak a été remis à la marine indienne le 26 janvier dernier. Il s'agit d'un sous-marin du projet 877 EKM (version export du projet Paltus/Kilo selon la classification de l'Otan) construit aux chantiers navals Admiralteïskie Verfi de Saint-Pétersbourg en 1995 sur demande de la Marine indienne.

La Marine indienne emploie des ouvriers sous-qualifiés au port militaire de Mumbai (Bombay), où le sous-marin militaire Sindhurakshak a sombré le 14 août faisant 18 morts, a rapporté mardi le journal India Today se référant à une source au sein de l'administration du port.
"Pourquoi tous ces incidents arrivent-ils? Je ne doute pas qu'ils s'expliquent par le fait que des ouvriers mal qualifiés ont accès à des armes sophistiquées, à des systèmes de navigation, etc. Cela présente un danger pour la sécurité de nos navires", a indiqué un ancien responsable des chantiers navals de Mumbai, SK Gorhe, commentant la deuxième grande perte de la Marine indienne en trois ans.
Le sous-marin INS Sindhurakshak a coulé dans le port de Bombay dans la nuit du 13 au 14 août 2013, suite à trois explosions et un incendie à son bord. Dix-huit membres d'équipage se trouvaient à bord du submersible. Les corps de sept sous-mariniers ont été retrouvés. D'après le journal Mumbai Mirror, les explosions à bord du sous-marin seraient dues à un court-circuit provoqué par une erreur humaine lors du chargement de missiles.
Le 30 janvier 2011, la frégate indienne Vindhyagiri a coulé dans le port de Bombay suite à une collision avec le porte-conteneurs chypriote MV Nordlake, qui avait provoqué un incendie. Tous les occupants du Vindhyagiri ont pu être évacués.

ZHUKOVSKY, August 28 (RIA Novosti) – Russia’s MiG fighter jet maker has signed two additional contracts with India worth a total $55 million, the corporation said Wednesday.
They are part of a general contract with India’s air force.
Under the first, $43 million contract, a servicing center will be established in India for maintenance and repair of Zhuk-ME on-board radars, MiG representatives said.
The second, $12 million contract provides for the creation in India of a servicing center for modernized MiG-29UPG fighter jets.
Russia will deliver six MiG-29K Fulcrum “generation 4++” fighters to India this year as part of a 2010 contract for 29 planes worth $1.5 billion, MiG CEO Sergei Korotkov said at the MAKS-2013 international air and space show.
India currently has 21 aircraft. Under the contract, MiG is to deliver 29 planes before 2015, Korotkov said. Last year four aircraft were delivered and one has been delivered so far this year, he added. | |
