Elbit delivers Command and Staff Trainer to Royal Netherlands Army
23 November 2012
The Royal Netherlands Army (RNLA) has taken delivery of the Command and Staff Trainer (CST) system from Elbit Systems for use during battalion, brigade and higher levels headquarters training programmes.

The delivery forms part of a contract secured by Elbit, following a competition between US and European companies in November 2010 for the supply of CST to address lower-echelon headquarters staff training requirements.

Scheduled to be deployed during the army's 2013 command and staff exercises, the simulator will help RNLA operational units in concept development and experimentation (CD&E), as well as mission rehearsal events.

Designed to enhance operational readiness of commanders and staff personnel, the CST is an advanced simulator that replicates complex battlefield operations, including low and high-intensity conflicts within the operational headquarters.

Using advanced command, control, communications, computers and intelligence (C4I) systems suite, CST also simulates a broad spectrum of non-military settings, such as operations other than war (OOTW) and civil-military cooperation (CIMIC), which include operation of military forces with municipal authorities, police and medical organisations.

Equipped with advanced artificial intelligence and software interfaces, the system requires less personnel, maximum generation of operational scenarios, and also exhibits compliance with any command-and-control system deployed during training due to its high-level architecture (HLA).

Additional features include real-time combat interaction models, target selection, collision avoidance and manoeuvring, as well as an advanced virtual battle space scenario.

Combining full training with qualitative debriefing, CST is capable of integrating with command, control and communications systems using battle management language (BML) protocols, and also supports all levels of staff training during joint Nato missions.

Netherlands Ministry of Defence awards Thales Goalkeeper CIWS Modification contract

The Netherland’s Ministry of Defence and Thales Nederland have signed an agreement for the update of 16 Goalkeeper Close-In Weapon Systems that are operational in the Royal Netherlands Navy.

The operational modification will bring the system to the highest operational status again, capable of dealing with current and future threats. In addition, this contract solves various obsolescence issues. The enhanced surface target mode of Goalkeeper, in combination with a new frangible ammunition, provides Goalkeeper with the capability to act also as a highly effective defence weapon against surface targets including speed boats.

Goalkeeper’s prediction capabilities will be substantially increased through the use of new algorithms and state-of-the-art Electro-Optic tracking capabilities. This enables Goalkeeper to successfully engage the latest generation of missiles. Multi-Goalkeeper deployment capabilities will also be improved. Goalkeeper was developed in the 1980s; these modifications enable its deployment until 2025.

The first Goalkeeper will be modified in 2015 and will be performed by Thales. All other Goalkeepers will be modified by the Royal Netherlands Navy at the naval base in Den Helder.

The contract includes an option for the two Goalkeeper systems on board of the M-class frigates of the Royal Belgian Navy. This option would ensure identical configurations and facilitate maintenance.

About Goalkeeper
Goalkeeper is a close-in defence system against highly manoeuvrable missiles and aircraft. It is an autonomous and fully automatic system which detects and tracks targets, opens fire and performs kill assessment for several targets simultaneously. Continuous search with track-while-scan provides an automatic and fast switch-over to the next-priority target in multiple-target scenarios. Goalkeeper assures timely detection of small and supersonic targets, even in dense clutter and jamming environments. Pin-point tracking of sea-skimming targets is assured by the unique dual-frequency track radar. Last but not least, the high-rate-of-fire Gatling 30-mm gun and special ammunition provide the lethal power necessary to destroy missile warheads. Goalkeeper's excellent performance was clearly demonstrated during various live firing trials. A total of 63 Goalkeepers have been sold to Navies in Europe, the Middle East and the Far East.

Ballooning F-35 Costs Questioned in Netherlands, Italy and Canada

(Source: defense-aerospace.com; published Oct. 29, 2012)

By Giovanni de Briganti

PARIS --- While the F-35 Joint Strike Fighter appears to have cleared a major hurdle in the Netherlands, when two separate reports recommended completing the current Operational Test & Evaluation Phase, the program is becoming embroiled in further controversy in Canada over the government’s reluctance to look at alternatives, while its ballooning price is becoming a political hot potato in Italy, where taxpayers facing an increase in their tax burden to 55% of their income are beginning to question its 17 billion euro cost.

Dutch, 21st Cav kick off Chinook training with visit from Dutch chief

Dutch airmen training under 21st Cavalry Brigade (Air Combat) ushered in a new era of joint training Tuesday with the kickoff of their CH-47F Chinook program. To mark the occasion, Gen. Thomas Middendorp, chief of Dutch armed forces, visited the Central Texas installation to view the inaugural Chinook exercise and meet with his troops and their American counterparts.

During remarks to his Dutch army and air force troops Monday evening, Middendorp complimented the combined American-Netherlands contingent on their hard work and recognized the training benefit provided to the Dutch by 21st Cav. Bde. and Fort Hood.

“It is realistic training with unique scenarios. Compared with the facilities in the Netherlands, the huge exercise area here at Fort Hood provides almost unlimited training possibilities,” Middendorp said. “It enables me to prepare my men and women for real deployments.”

The Dutch chief’s visit coincided with the first Dutch CH-47

Chinook helicopter exercise and the lead off event to the newest American-Netherlands training partnership that will train Dutch pilots on tactics, techniques and procedures of the Chinook, as well as augment the ongoing Dutch army training program here by providing in-house lift capabilities.

Dutch forces have worked with Fort Hood and the 21st Cav. Bde. since 1996, and established a permanent contingent here in 1998. Training began with an AH-64 Apache helicopter program and has evolved to include ground training for Dutch soldiers, and now the Chinook program.

“Today marks an important milestone in the cooperation between two allies, specifically in the cooperation between American units here at Fort Hood and the Dutch units who train and exercise here,”

Middendorp said. “It is also an important step in the continuing professionalization of the Netherlands armed forces.”

That day was Tuesday, the beginning of American Falcon exercises, the five-week Chinook training program at Fort Hood that will augment and enhance skills for Dutch CH-47 pilots. Starting next year, five classes will be offered each year, Middendorp said.

Capt. Dirk Lange, a Chinook pilot with the Royal Netherlands Air Force, is part of the initial training group.

A pilot-in-command in the RNLAF, Lange is at Fort Hood for the five-week course learning tactics, techniques and procedures and helping validate the recently received Dutch Chinooks.

“There is great potential with the program,” Lange said. “This is great for skill building and developing strategies.”

One of the Dutch trainers, Capt. Harmen Profittlich, arrived at Fort Hood Monday, but he was already seeing the benefits of training at the Great Place. One of the biggest pluses for the Dutch aviators is the wide open space for flying, which is in contrast to much tougher flight restrictions in Holland.

“This is high-end training,” he said. “We can fly year-round here instead of six months.”

Profittlich said Middendorp’s visit to view the beginning of the Chinook training was a big deal and reflected the importance of their mission at Fort Hood.

“It shows he is interested in what we are doing and that it is important to him. It’s important to us, too,” Profittlich said. “Joint training is a big part of our training.”

Training is conducted here in five-week courses and allows the Dutch troops to not only work together in combined exercises, but builds rapport and communication between allies as the Netherlands works cooperatively with American troops on their exercises.

That joint training, not only between service branches, but between nations, is important not only because militaries benefit from shared resources in these tough fiscal times, but also because it strengthens international relations for joint operations, as seen in Afghanistan, Lt. Col. Emco Jellema, commander, Joint Netherlands Training Detachment, said.

“We share resources and utilize our funds better by doing this training together,” Jellema said. “The facilities and training grounds here give us completely new opportunities for training.”

Jellema has seen firsthand the benefit of the joint training during his time in southern Afghanistan.

“We build trust and can find each other quickly when we have trained together,” he said. “We take lessons learned together and implement them in future missions.”

For the Dutch, a large part of their joint training happens at Fort Hood because of the open training areas and air space, realistic training scenarios offered by 21st Cav., and favorable Central Texas weather conditions, Middendorp added.

That partnership will continue, the Dutch chief of armed forces said.

“This is where I can get the best out of my personnel and materiel,” Middendorp said.

Dutch troops "lack experience" on Patriot missiles in Turkey

(Reuters) - Some of the Dutch troops due to man Patriot missile batteries on Turkey's border with Syria are inadequately trained in the weapon systems, largely due to spending cuts, a trade union official said on Wednesday.

The Dutch Defence Ministry denied the assertion.

Turkey asked NATO for Patriots, designed to intercept aircraft or missiles, in November to bolster security after fighting in Syria spilled into Turkish territory.

Next month up to 360 Dutch army and air force troops will be posted on the border, near where Syrian rebels have battled government troops backed by combat jets and helicopters.

The United States, Germany and the Netherlands are the only three NATO members with advanced Patriot missile technology.

As many as 400 German personnel, 170 of them Patriot missile specialists, are going to Turkey, while the United States is sending 400. No concerns have been raised about the training levels of the German and U.S. units to be deployed.

"About 20 percent of those going have no experience with these systems," said Wim van den Burg, chairman of AFPM, the largest military trade union, referring to the Dutch.

"There are concerns that they will not be ready when the situation heats up and they need to use these rockets."

The Dutch merged the air force and the army last year and Defence Ministry spokesman Jos van der Leij said the army soldiers had received sufficient training for the purpose.

"We would not send out our people on a mission without proper training," he said. "The army personnel have been trained in using air defence systems. The people sitting at the controls of these systems have been trained to do that."

But Van den Burg, whose union represents roughly 25,000 Dutch personnel, said none of the army troops on the mission had actually fired a Patriot missile, unlike their air force counterparts. That has led to worries that they will not stand up to the pressure of working in a conflict zone, he said.

"The consequences could be grave if they are unable to use the systems when the time comes and they are really needed. That would be morally unjustifiable," he said.

Van den Burg blamed deep government spending cuts for the alleged training deficiencies and for what he said was pressure on troops to go on longer field deployments.

The stationing of Dutch, German and American Patriot batteries in Turkey has angered neighbouring Iran, whose military chief told an Iranian news agency at the weekend that it risks escalating the Syrian conflict into a world war. Contract Signed: Dutch Armed Forces to Continue Close Cooperation with Rheinmetall In Ammunition Procurement

(Source: Rheinmetall AG; issued Jan. 16 2013)

The Rheinmetall Group of Düsseldorf and the Dutch armed forces have agreed to extend an existing agreement for the supply of various ammunition types in close cooperation between Rheinmetall and the Netherlands. The new 7-year agreement runs to the end of 2019. Under the existing agreement, Rheinmetall generated annual sales averaging €25 million during each of the past two years.

Ad van de Geijn, Director of the Dutch Procurement Authority, and Armin Papperger, Chairman of the Executive Board of Rheinmetall Defence, signed the contract in December 2012 at Unterlüß in northern Germany.

The decision to extend the agreement, which dates from 2007, reflects the longstanding mutual trust that characterizes relations between Rheinmetall and the Dutch armed forces. At the same time, it sets the stage for intensified long-term cooperation that will benefit both sides.

This wide-ranging agreement further reinforces Rheinmetall’s role as a leading supplier of large- and medium-calibre weapons and ammunition to NATO member states and other likeminded nations.

The Dutch Army turns to Rheinmetall for a wide variety of ammunition types in many different calibres, including service and practice versions as well as propelling technology. The partnership agreement provides the Dutch military with a reliable, long-term source of supply for top-quality ammunition, coupled with a streamlined procurement process.

To date, both parties have benefitted in a multitude of ways from the agreement, leading to better communication as well as facilitating processing of customer requests and orders. The Dutch military has also gained from the sale of obsolete defence equipment. In short, major advantages have accrued to both customer and contractor, with close cooperation resulting in greater orientation to the evolving needs of the Dutch armed forces.

NH90 On-board Helicopter Makes Debut Mission in Somalia

(Source: Netherlands Ministry of Defence; issued Jan. 23, 2013)

(Issued in Dutch only; unofficial translation by defense-aerospace.com)

The Dutch military’s newest helicopter, the NH90, is on board the Netherlands navy frigate HNLMS De Ruyter as it sails for Somalia.

This is the first overseas mission for the maritime helicopter. Although in its current configuration the helicopter cannot perform all of its missions, it provides an important contribution to the EU’s anti-piracy mission, Operation Atalanta.

The on-board helicopter is mainly used for intelligence, reconnaissance and patrol, and thus acts as the 'eyes and ears' of the frigate.

With advanced detection equipment such as a thermal-imaging, radar and optical sensors, information can be collected and quickly and automatically transmitted via a secure data link connection.

The helicopter crew consists of a pilot, a tactical coordinator for the execution of the mission and an operator who operates the sensors, observes and, if necessary, analyzes whether it is necessary to use on-board weapons. For helicopter operations from the De Ruyter, a total of 13 equipped soldiers are carried on board.

Partners

Because the Dutch are participants in the international NFH maritime helicopter project, its partners are kept informed of the results and operational experiences. The NH90 (NATO Helicopter 90) is in fact the result of years of collaboration by the four NATO countries Italy, France, Germany and the Netherlands and their national helicopter manufacturers.

NH90 Purchase

The Netherlands have bought 20 NH90s: 12 have been specifically designed for maritime operations (NFH90) and eight for tactical transport (TTH) from the sea and over land. The NH90 is also used for search and rescue missions in the Netherlands.

Eventually, it will assume all of the missions currently carried out both by the AB-412 helicopters deployed on Leeuwarden Air Base and the Lynx helicopters in Den Helder, which are being phased out.

The eighth helicopter, due to arrive in February, will be the first to be delivered in the so-called Fully Operational Capable configuration.

After an evaluation period, the first NH90s will attain full operational capability in the second half of 2013.

Royal Netherlands Navy have been using training facilities at HMS Raleigh

DUTCH sailors have been learning the ropes while spending time at a South East Cornwall training centre.
A group of 13 Seaman Specialists from the Royal Netherlands Navy have been using HMS Raleigh's facilities to practice re-storing a ship at sea with fuel and other essential supplies.
Royal Netherlands Navy instructor Boatswain Niels Van Rooden said: "These students are our future Petty Officers and being able to train here is very valuable as we currently don't have a facility like this.
"This facility enables us to train in a controlled situation. If we were to put them on a ship straight away accidents could happen, whereas this gives us more time to explain things on the spot."
Warrant Officer Dave Deakin, Seamanship Training Officer, said: "Replenishment at sea is one of the most hazardous seamanship tasks undertaken by all Navies. It is a vital part of allowing ships to stay at sea maintaining the task in support of ongoing global operations. Methods of replenishment are very similar for all nations, thus allowing all Navies to re-supply each other whilst deployed.
"A variety of nations use the facility at HMS Raleigh, primarily those conducting Operational Sea Training in Plymouth. However, the Netherlands Navy have gone one step further and have for the last few years trained their Seamanship Specialists here at the Royal Navy's Seamanship Training Unit."
During their visit the Dutch Navy were taken on a tour of the new RAS training rig at HMS Raleigh, which is currently under construction. The £25million project is being managed by Rolls-Royce Power Engineering PLC and building works are nearly complete.
Initially it will be used to trial and prove new equipment for the Queen Elizabeth class aircraft carriers. Once proven the facility will become a state-of-the art training facility.

The Flying Dutchmen Train at MCAS Yuma

YUMA, Ariz. - A detachment of F-16 Fighting Falcons from the Dutch Royal Netherlands Air Force (RNLAF) is conducting combat training exercises in conjunction with Marine Corps Air Station Yuma based squadrons over Barry M. Goldwater Range West, Feb. 3 – 23.

The Dutch have journeyed across the Atlantic and most of the continental United States to utilize the ranges and airspace of MCAS Yuma. The chance to use the vast expanse of Barry M. Goldwater Range is a unique opportunity for the Dutch, as the Netherlands is a small but highly populated nation, with limited space for aviation combat operations.

“We are conducting as many training operations as possible, night flying especially, because there are many restrictions on flying at night back home,” said 1st Lt. Maurits Kraak, the public affairs officer for Volkel Airbase, Netherlands.

This detachment of the RNLAF composes a cross-section of the entire Dutch air force, in that personnel and equipment from all four of the Netherlands' F-16 squadrons and both airbases have come together for this training evolution.

With such a large proportion of their force represented here, the opportunity is not lost on American and Dutch forces to study and integrate each others' tactics, techniques and procedures.

“It is good to see if the manuals and tactics we are employing are still valid as we try to integrate more,” said Maj. Guido Schols, the director of operations for the 323rd Squadron out of Leeuwarden Airbase, Netherlands.

“The cooperation in this training is multinational as much as possible because that is how we have been operating in Afghanistan and Libya,” added Kraak. “We have been cooperating for 30 years with the U.S. Every opportunity we get to train with other nations, we take it, because in a real war scenario, we will be cooperating with other countries as well, especially the U.S.”

The operations the Dutch are conducting include surface-to-air tactics missions, close air support and air-to-air combat missions. They are also participating in Exercise Scorpion Fire alongside Marines.

These exercises hold a special significance for the Dutch, because during the Kosovo War the Dutch air force pioneered the swing role concept for fighter-bomber aircraft. This tactic involves a strike aircraft engaging targets in an air-to-air or air-to-ground role as the mission demands and being able to switch between the two on a moment's notice.

Not only in combat procedures, but in every aspect of military aviation operations both nations benefit from this multinational cooperative exercise.

“We have some hazardous material that is new to MCAS Yuma so we can train the fire crews here on something they haven't seen before,” stated Schols. “We can see if each of us have different ideas about how to handle it, and we can take that back with us.”
“Working with them provides us the ability to train in a coalition environment,” added Master Sgt. Dan Pappas, the MCAS Yuma air traffic control staff non-commissioned officer-in-charge and Cincinnati native. “They’re just like any other aircraft. The accent might be different, and they might not understand all the lingo we use, but English is the language for air traffic control, and it’s good practice to guide them through. Whenever we deploy, we work with other nations so how can we fight that way if we don’t train that way?”

All in all, spirits are running high among the Dutch as they experience what America has to offer.

“Everybody is excited to be here,” said Schols. “The weather is better here. It was minus five Celsius at home when we took off. Being away from home, people bond more than they do back at the squadron. We are having a great time, and we are getting good support from America. We do not have any complaints. Everything's running smoothly, and we really appreciate it”

“We are very happy to be here and to coordinate with multiple forces, Air Force and Marine Corps,” added Kraak. “When you need each other in real combat situations, it's beneficial to already be acquainted with the way you work. Also, everyone enjoys going into all the big towns and stores and sightseeing here.”

Before beginning their training at MCAS Yuma, the RNLAF detachment participated in two weeks of training at Red Flag 13-2 at Nellis Air Force Base, Nev.

The Dutch are no strangers to the desert southwest; a decent portion of their initial pilot training takes place at a permanent detachment they hold at Davis-Monthan Air Force Base, Ariz. Additionally, every two years the Dutch air force aims to detach to America to train with U.S. Forces.

This year, the RNLAF is celebrating its rich history and many contributions to worldwide aviation during its 100th birthday of military aviation in the Netherlands.

Netherlands trials passive C-RAM systems
By Menno Steketee
3/5/2013
A Dutch government and industry team has demonstrated the integration of newly developed passive technologies in a counter rocket, artillery, and mortar (C-RAM) scenario.

During the trials, a team from the Dutch Ministry of Defence (MoD), the TNO research organisation, Thales Netherlands, Microflown AVISA, and AirRobot assembled at the Oldenbroek range in late February, where hidden snipers and mortar teams tried to sneak up on a makeshift compound. This tested equipment may replace the Hughes AN/TPQ-37 Firefinder Weapon Location System, Thales Netherlands' Squire battlefield surveillance radars, and linked camera systems.

According to Major Henk te Kulve, from the Ground-Based Air Defence Command knowledge centre, the MoD financially and operationally supported research and development into the new technologies. "Without our extensive experience obtained in Afghanistan, the development process wouldn't have been possible," he said.

The MoD has set aside EUR85 million (USD110 million) for future acquisitions in the C-RAM and associated fields, such as the upgrade of the Demonstration of Integrated Sensors for Compound Security packages that have been in use with Dutch contingents deployed in Uruzgan Province, Afghanistan.

Fokker Services Delivers First Standard Parts for NH90 Helicopter

(Source: Fokker Services; issued March 19, 2013)

Today, Fokker Services performed its first official standard part delivery for a NH90 helicopter. During a ceremony in the Fokker Services warehouse in Hoofddorp, the Netherlands, representatives from the Dutch Ministry of Defense took receipt of the first batch of aeronautical standard hardware necessary to support their National NH90 helicopter fleet.

Fokker is partner in the consortium that develops, produces and supports the NH90 helicopter. In July 2012, Fokker Services was appointed by NHIndustries (NHI), the Eurocopter Group and Agusta Westland as the exclusive provider for all the NH90 helicopter standard parts for the entire support phase of the NH90 helicopter. The contract is valued at multiple millions Euro’s. Fokker Services was already part of the NHI supply chain with direct access to and a real time interface connection with the NHI Support system containing all logistic transactions (spares, warranty and component repairs) for the entire NH90 helicopter fleet.

Fokker owes this position thanks to their already strong position and excellent reputation as a stock keeping distributor and logistic services provider for several different aircraft, including Fokker, Airbus, Boeing, Bombardier and Lockheed Martin. On a yearly basis, the Fokker Services facilities in Hoofddorp processes 35.000 incoming and 55.000 outgoing logistic transactions.

“I am particularly pleased to have Fokker Services acting as a “center of excellence” within the NHI community taking care of all the many orders for standard hardware items. I am convinced that this addition will help NHI and its partners to further increase our logistic support performance and to further develop our logistic solutions” declared Xavier Poupardin, Delegated Managing Director of NHIndustries.

Peter Somers, President Fokker Services BV, added he is “very pleased that another platform is added to our logistic capabilities and I am confident that this achievement will further help us to apply our knowledge and experience for the Defense market”

NHIndustries is a French SAS company, based in Aix-en-Provence. It is wholly owned by Eurocopter, AgustaWestland and Fokker Aerostructures and provides the focal point for these companies for the NH90 programme. Established in 1992, NHI has managed the design, development and entry to service of the NH90 for both NAHEMA (NATO Helicopter Management Agency) and export customers.

Fokker Services is part of Fokker Technologies, which develops and produces advanced components and systems for the aerospace industry, and supplies integrated maintenance services and products to aircraft owners and operators. In 2011 the group achieved a turnover of € 685 million with 4,500 employees.
