Alors que les casques bleus peinent à trouver leur place sur le théâtre malien avec les réels moyens que la mission exige, les Pays-Bas ont annoncé l’envoi d’un participation significative de quatre hélicoptères d’attaque Apache. Des drones ainsi que 90 commandos hollandais doivent également être déployés au Mali jusqu’à fin 2015.
Les militaires néerlandais fourniront ainsi du renseignement et un appui feu destinés à la MINUSMA. Les hélicoptères Apache seront basés à Gao là où des poches djhadistes sont régulièrement découvertes.
Selon le gouvernement néerlandais, cette participation militaire à la stabilisation du Mali coûtera 51 millions d’euros par an. Avec 380 militaires néerlandais envoyés dans le pays, la contribution des Pays Bas sera ainsi la deuxième plus forte au sein de l’Union Européenne, après la France. La MINUSMA compte quant à elle actuellement 5200 casques bleus issus de 30 pays différents. Elle doit doubler de volume d’ici le milieu de l’année prochaine.

Le gouvernement néerlandais a décidé, vendredi (15 novembre) de prolonger son engagement dans les différentes opérations anti-piraterie, ce jusqu’à fin décembre 2014. La frégate de commandement et de défense aérienne, Zr. Ms. Evertsen (F-805), sera ainsi engagée de février à la mi-mai dans l’opération de l’OTAN (Ocean Shield). Tandis que le Zr. Ms. De Zeven Provinciën (F-802), une frégate de même type prendra part jusqu’à la fin août à l’opération anti-piraterie de l’Union européenne, Atalanta. Jusqu’à décembre, ce sera au tour du patrouilleur océanique, Zr. Ms. Holland (P-840), récemment incorporé dans la marine néerlandaise (en 2012), dont ce sera la première sortie dans l’Océan indien. Un officier supérieur néerlandais devrait, par ailleurs, prendre le commandement adjoint de l’opération Atalanta durant la deuxième moitié de 2014. Un poste qui est attribué par rotation aux différents pays européens, le poste de commandement revenant de façon traditionnelle à un amiral britannique.

The Dutch defence ministry is buying four unmanned aircraft from an American company at a cost of up to €250m.
The MQ-9 Reaper drones are being bought ‘off the shelf’ and must be fully operational by the end of 2017, defence minister Jeanine Hennis-Plasschaert told parliament in a statement on Thursday.
The drones can also carry weapons but the Netherlands does not need that capacity at present, a ministry spokesman told Nos television later. ‘That is not the intention but it can change in the future,’ the broadcaster quoted the spokesman as saying.

AAR, Royal Netherlands Air Force Sign Partnership Agreement
AAR signed a partnering agreement with the Netherlands Ministry of Defense that allows AAR ACS to provide new and expanded component repair services using equipment at Logistic Center Woensdrecht (LCW).
The signing took place during a ceremony at the 25th NIDV Symposium and Exhibition in the Netherlands, initiating an agreement that is intended to foster utilization of LCW facilities and expand AAR ACS’s Apache and Chinook component repair capabilities for the RNLAF and other countries.
“We are proud to further expand our business relationship with the Royal Netherlands Air Force through this agreement that will benefit both organizations, while supporting the mission readiness of the Air Force fleet for when duty calls,” said Mat van Vugt, General Manager of AAR Aircraft Component Services in Amsterdam. “It is an honor to assist the RNLAF with their goals of increasing aircraft availability and reducing operational costs for the Air Force."
The RNLAF partnering agreement is related to a previously announced licensing arrangement between AAR and Boeing to support the RNLAF’s LCW and expand AAR’s rotorcraft service offerings in the region

IVECO Defence Vehicles to deliver first Trakker Hi-Land 8x8 to fire brigade of Dutch Army. On November 21st 2013, the first Iveco Trakker Hi-Land 8x8 was handed over from Iveco Defence Vehicles Benelux to the fire brigades of the Dutch army’s infantry (ISK) and artillery (ASK) firing ranges. The hand-over ceremony was held at the NIDV Symposium in Rotterdam and was attended by military representatives and industrial partners.

AgustaWestland, a Finmeccanica company, is pleased to announce that the Royal Netherlands Navy (RNLN) has taken delivery of a Mission Planning & Analysis System (MPAS) in the Final Operative Configuration for its fleet of NH90 NFH medium twin naval helicopters. This delivery of MPAS follows the one released into service in 2011 and it is aimed at both supporting new aircraft functionalities and implementing enhancements based on operational feedback from more than one year of RNLN in service experience. The system delivery to the Navy was achieved after successful execution of the Acceptance Tests and Operational Verifications, initially at the AgustaWestland Helicopter Support Systems facility in Sesto Calende and then at the De Kooy Naval Base in the Netherlands. The RNLN MPAS is based on the state of the art AgustaWestland designed Skyflight Planning System, a multi-helicopter flight and mission planning solution core to all variants of AgustaWestland’s mission planning stations. The delivered final configuration is now fully supporting the RNLN’s operations by providing the users with the means for complex mission planning including sonic, auto-protection and surveillance systems as well as a complete aircraft data upload/download capability and post mission analysis.

The Royal Netherlands Navy has ordered a total of 20 NH90 NFHs and was the first customer to receive the NFH variant aircraft in April 2010. The NH90 is the most successful European helicopter programme ever. A total of 529 firm orders have been placed by 19 armed forces in 14 countries including The Netherlands, France, Germany, Italy, Sweden, Finland, Norway, Greece, Spain and Belgium in Europe, as well as Australia, New Zealand and Oman. Almost 170 units have been delivered to customers worldwide. The NH90 programme is managed by NAHEMA (NATO Helicopter Management Agency) representing France, Germany, Italy, The Netherlands and Portugal, and by the NH Industries industrial consortium comprising AgustaWestland (32%), Eurocopter (62.5%) and Fokker Aerostructures (5.5%). In the framework of the NH90 programme, AgustaWestland is responsible for the production of the main transmission, tail drive shafts, hydraulic system, automatic flight control system, rear ramp, rear fuselage, the T700/6E1 engine solution installation and on-board computers. Furthermore, AgustaWestland is also responsible for the overall integration of the NH90 naval mission system for all NFH variants.

As part of a wider 5,000-vehicle procurement effort, the Netherlands Ministry of Defence (MoD) signed a contract on 5 December with Pon Holdings BV for the delivery of 1,667 Volkswagen Amarok DC light vehicles.
As an essentially commercial specification product to replace a fleet of far more military-specific designs, the Amarok's selection could be seen as controversial by some, but could also be a pointer towards an emerging trend.
The Amoraks have been acquired primarily for homeland use and will replace around 1,350 Mercedes-Benz G-Class, 71 Land Rover Defender XD of the Royal Netherlands Marine Corps, a small number of the Airmobile Brigade's Lohr LSVs, and around 200 DAF YA4442 4-tonne trucks. A contract option provides for an additional 833 vehicles to be ordered.
Militarisation/modification of the base four-door crewcab Amarok is limited to little more than the application of flat green paint, the use of steel road wheels, and the installation of blackout lighting, fixings/fittings for military radios and rifle racks, plus the addition of tie-down rings for air/sea transport. As any global deployment will likely be limited to humanitarian-type operations, there was no requirement for crew protection or for the engine to be capable of operating on 'dirty' high-sulphur or JP-8 type fuels.
Procured with a 10-year service life expectancy, the contract award includes a significant maintenance and support element, with all maintenance beyond standard first parade checks being the responsibility of Pon. Service and support will be carried out throughout the Netherlands at appointed Volkswagen dealerships, with roadside and main dealer assistance extending to selected European countries for the duration of the contract.
In what is believed to be a defence sector first, and resulting from extensive pre-award dialogue with industry, each vehicle will be fitted with a so-called 'black box'. Among other things, this will provide a user profile for each vehicle, seen as an essential tool in keeping maintenance costs to a minimum. Excluding accidental damage, each vehicle has a maximum guaranteed downtime per year, with penalties in place for exceeding this.
Vehicles have an anticipated lifetime mileage of 200,000 km, and those running more than 20,000 km per year will be rotated with those of lower mileage. In another forward-thinking move, to better utilise what will ultimately be a smaller number of vehicles, the Amarok fleet will be pooled with a percentage of vehicles allocated on an 'as required' basis. Safeguards will be in place to ensure 'hire car mentality' usage issues do not arise with these vehicles.
As a volume-production commercial vehicle, deliveries will run over just two years (2014-15) and the contract itself is fixed with no option for review - by either side - over the full 10 years. Value is estimated at between EUR1 million (USD1.4 million) and EUR10 million annually, and a contract option for an additional five years is in place.
The Amarok has been procured to meet the 7.5 kN (750 kg payload) component of the Netherlands' wider Defense Wide Replacement Wheel Vehicles (DVOW) programme, this a long-running project to replacement around 8,000 legacy light, medium and heavy logistic vehicles with around 5,000 new vehicles.
To complete the light fleet replacement the remaining 1,600 G-Class vehicles will be replaced by a 12 kN (1.2 tonne payload) light vehicle. Around 1,000 will be required, a request for information for which was released in February 2013; current projections suggest an invitation to tender will be issued in late 2014.
With the 7.5 kN and 12 kN requirements, the Dutch MoD is the first European NATO member to fully replace an aging fleet of militarised light utility vehicles geared towards Cold War operations.
The 12 kN procurement will deliver a protected light tactical vehicle for use on operations, and while the roles this vehicle performs include those once the remit of the vehicles it replaces, a protected option comes with a procurement price premium, unit price an estimated six times that of an unprotected equivalent. Operating and through-life costs will also be considerably higher.
Even before the current climate of austerity, the procurement of a vehicle in the 12 kN class would need to be offset elsewhere, and the obvious place to start would be with the remainder of the light vehicle fleet. Some argue that a fully tactical (but unprotected) light utility vehicle is the only option, but others argue a near-commercial specification design to be a better option. After some considerable deliberation, the Dutch obviously fall into the latter camp. The Amarok has a unit price of potentially less than 50% of that of a fully tactical light utility vehicle, with considerable additional savings projected to be in through-life costs.
However, with durability, longevity, and even suitability of what is essentially a commercial product questioned by some, this latest Dutch procurement will doubtless be monitored closely. With similar replacement requirements looming in France, Poland, the UK, and even the United States, the Dutch could find themselves considered trendsetters.

First Dutch F-35 pilot takes to skies
12/18/2013 - EGLIN AIR FORCE BASE, Fla. -- The first Netherlands pilot took to the skies here in the F-35A Lightning II, making the Netherlands the second partner country to operate the fifth-generation multirole fighter.
Maj. Laurens J.W. Vijge, Royal Netherlands Air Force F-35 Integrated Training Center training lead, completed his first flight after 210 hours of classroom training and 13 flights in the simulators.
"The jet handles great and is very easy to fly - in fact, it's actually easier to fly than the simulator," said Vijge. "I could not have been better prepared than I was for this flight, and it's all thanks to the hard work and dedication of people working in the F-35 Academic Training Center."
The Netherlands currently has two aircraft stationed here where they will continue to train pilots for operational testing and evaluation of the aircraft starting 2015. The Netherlands' aircraft and personnel are incorporated into the U.S. Air Force's 58th Fighter Squadron at the 33rd Fighter Wing.
"It was incredible - not only was my first flight in the first Dutch F-35, but I also got to fly this historic mission with Lt. Col. Matthew Renbarger (the 58th FS commander) as my wingman," said Vijge, who is an experienced F-16 pilot with more than 2,500 flying hours. "It was truly amazing to start this day knowing that a lot of people, both in the U.S. as well as back in the Netherlands, have worked very hard to make this possible."
The F-35 is designed to penetrate air defenses and deliver a wide range of precision munitions. This modern, next-generation aircraft brings the added benefits of stealth, increased interoperability with our allies and cost-sharing across U.S. services and partner nations.
"This first flight marks the start of an essential training program our pilots require, and it is a great example of the solid partnership between the Royal Netherlands Air Force and the United States Air Force," said Lt. Col. Albert J. De Smit, Netherlands senior national representative for U.S. F-35 operations.
"The F-35 OT&E will be a cooperative effort with the United States Services and the United Kingdom. This is another example of the cooperative nature of the F-35 program," added De Smit.
The F-35 program completed approximately 7,400 flights and 11,600 hours to date. More than 3,200 flights and 4,250 hours of the F-35 program were completed at Eglin Air Force Base's F-35 Integrated Training Center within the last two years.
The F-35 Lightning II is a fifth-generation fighter, combining advanced stealth with fighter speed and agility, fully fused sensor information, network-enabled operations and advanced sustainment. Three distinct variants of the F-35 will replace the A-10 and F-16 for the U.S. Air Force, the F/A-18 for the U.S. Navy, the F/A-18 and AV-8B Harrier for the U.S. Marine Corps, and a variety of fighters for at least 10 other countries.

Netherlands details F-35 transition plan
The Royal Netherlands Air Force's 322 Sqn will become the service's first operational unit to fly the Lockheed Martin F-35, after converting to the type from the Lockheed F-16.
Also currently located at Leeuwarden air base, 323 Sqn will end its operational duties with the F-16 on 1 November 2014. The unit will be relocated to the USA to take part in the F-35 programme's initial operational test and evaluation (IOT&E) phase, established alongside US and UK squadrons at Edwards AFB in California from 2015.
Lockheed has already delivered two conventional take-off and landing F-35As to the Royal Netherlands Air Force in the USA, to support the nation's involvement in IOT&E activities. Maj Laurens Jan Vijge in December 2013 became the first Dutch pilot to fly the type, from Eglin AFB in Florida.
Meanwhile, the Dutch defence ministry has announced that the three Agusta-Bell AB412 search and rescue helicopters flown by its 303 Sqn will be retained in service until 1 January 2015 – one year longer than previously planned. The decision stems partly from the delayed introduction of the replacement NH Industries NH90.

JSF could go nuclear
The Dutch government wants the Joint Strike Fighter (JSF) F-35 fighter aircraft to carry nuclear weapons.
In a letter to the Lower House, defense minister Jeanine Hennis-Plasschaert and foreign affairs minister Frans Timmermans said that the JSF may indeed have nuclear weapons on board, Nos reported on Tuesday.
Last year, a majority of the House supported a motion of the SP stating that the F-35 fighter jet should not perform nuclear duties.
According to the ministers, the Netherlands is member of NATO and it can be required to perform a nuclear task.
The government does not favor unilateral decisions because that would not fit the allied commitments and “undermine the credibility and the position of the Netherlands.”
In September, the Dutch government announced that it plans to buy 37 JSF jets. The contract for the purchase of fighter jets is expected to be signed in 2015.
The JSF will replace the F-16.
Major Laurens Jan Vijge is the first Dutch pilot to make a solo flight in an F-35 at Eglin Air Force Base in Florida, U.S.

Three tugs will enter service for the Dutch Navy and two will enter service for the Swedish Navy. The tugs are Commercial of the Shelf, which means that they are based on a proven design and product. Some alterations allowing optimal use for the respective navies will be implemented. The Dutch tugs will be of a Hybrid type whilst the Swedish tugs will be able to operate in icy waters.
The procurement of the tugs is a combined effort of the Defence Material Organisation and the Swedish Försvarets Materielverk (FMV). The five ASD Tugs will be delivered in 2015 and 2016. For the RNLN they will replace four tugs of the Linge Class.

The Royal Netherlands Navy (RNN) is committed to increasing cooperation with the Indonesian Navy in various sectors, Navy chief of staff Adm. Marsetio said on Thursday.
“In the education sector, we are sending a number of officers to study with the RNN,” he told The Jakarta Post after receiving the Prins Hendrik medal of honor on behalf of the Navy, in honor of the cooperation between the two navies.
“We also have cooperation in the procurement of new warships such as the SIGMA corvettes and a guided-missile destroyer escort [PKR].”
The medal was handed over by the RNN commander Vice Adm. Matthieu Borsboom on the KRI Ahmad Yani-351 which was berthed at the Madura Pier in the Eastern Fleet headquarters in Surabaya.
Also attending the ceremony was Dutch Ambassador to Indonesia Tjeerd de Zwaan and Eastern Fleet commander Rear Adm. Agung Pramono. The Prins Hendrik medal of honor has been awarded since 1998 to individuals or institutions who have made an exceptional contributions to the RNN. “I hope the cooperation between TNI AL [Navy] and the RNN can thrive and be constructive and increase in the future,” Marsetio said.
He added that Navy was the second institution to receive the medal after the British Royal Navy, which received it in 2010.
“Indonesia is the second country to get the medal with the UK the first. This is natural because the UK and the Netherlands are neighbors.”
Meanwhile, Borsboom said the RNN had been cooperating with the Navy for almost 30 years with significant benefits.
There are a number of Indonesian loan words that are still in use in the RNN such as “barang” (goods), “baru” (new) and “Atjeh jasje” (Aceh military coat). On Wednesdays, Indonesian-style dinners are served aboard all Dutch warships.
The KRI Ahmad Yani-351 is the leading vessel of six Ahmad Yani-class frigates. The warships were formerly Van Speijk-class frigates of the RNN.
The Navy operates four Diponegoro-class SIGMA corvettes and a SIGMA PKR is currently under construction by Dutch shipbuilder Damen Group with the involvement of state-owned shipyard PT PAL.
Before the medal award ceremony, Borsboom led a ceremony at the Kembang Kuning Ereveld cemetery to commemorate the Battle of the Java Sea, which took place on Feb. 27, 1942. The battle saw the annihilation of the Allied forces by an Imperial Japanese fleet, which allowed Japan to occupy the then Dutch East Indies largely unopposed.
Previously, Borsboom had conducted a series of courtesy calls to Defense Minister Purnomo Yusgiantoro, the Indonesian Military chief Gen. Moeldoko and Marsetio.
