The new radar’s primary purpose is to identify the launching points of mortars in order to immobilize them instantly by the ground forces

IAI is developing first models of the “Liraz” for the IDF – new tactical radar carried on an ATV. The system is designed to detect fire sources by ground combat forces to enable them to paralize the source of the fire immediately, and without the need of remote assistance.

The “Liraz” is a radar and a command and control system expressing a new operating concept developed in the GOC Army Headquarters, and is produced in the IAI’s Elta plants in Ashdod. The development of the “Liraz” follows a Call for Proposals published by the GOC Army Headquarters and the Israeli Ministry of Defense, calling Israeli and worldwide enterprises. IDF’s request was to receive offers for a radar with a range of ten kilometers, weight of ten pounds at the most, and power output of up to ten watts.

In Israel there are three companies that develop tactical radars: RADA Electronic Industries is developing two families of radars CHR (Compact Hemispheric Radar) and MHR (Multi-mission Hemispheric Radar). This digital radars have software-defined capabilities and antennas based on AESA technology, which allows obtaining shell protection and full dome cover, for detection, tracking and positioning of threats relevant to the force, including the discovery of fire hostile missiles, RPG, mortars and small arms, detecting any penetration, on the ground and in the air, and as well Ariel defense in tactical ranges.

The radar was originally developed as part of an anti-tank missile defense system, manufactured by IMI. RADA made radars that participated in preliminary tests of the U.S. Army for developing a tactical radar - and passed them successfully. IAI’s Elta has several models of tactical radars it developed, that successfully passed the tests of the U.S. Army as well.

GD, Israel Renegotiate Troop Carrier Deal To Cut US Production

WASHINGTON — General Dynamics Land Systems (GDLS) is renegotiating a 2011 contract with Israel that will likely include penalties due to budget-driven cuts in the number of heavy troop carrier kits Israel agreed to buy from the firm.
The Sterling, Mich.-based firm beat out BAE Systems and Textron Marine and Land Systems in October 2010 for rights to build chassis and main components for several hundred Namers, a heavy troop carrier based on Israel’s indigenous Merkava Mk4 main battle tank.
Under the eight-year deal, GDLS committed to delivering kits for some 386 vehicles through 2019 at a per-unit cost of approximately $730,000 based on full-rate production of 60 vehicles per year.
The two-part contract stated GDLS would invest in tooling and perform work at the US government-owned, General Dynamics-operated Joint Systems Manufacturing Center (JSMC) in Lima, Ohio, for an initial 110 vehicles, with firm price options for 276 more.
The Lima facility has been in the middle of a heated debate in the United States over military spending and sequestration, since it is the country’s main hub for the manufacture and refurbishment of the Abrams tank for both the Pentagon and foreign customers like Egypt, Saudi Arabia and Iraq.
At the time that the contract with Israel was signed, Israeli officials characterized the planned multiyear, US-based Namer production as a program that could surpass $800 million and trigger potential global sales for the Israeli MoD and GDLS, its selected strategic partner.
But US and Israeli sources said Israel’s latest five-year spending plan cuts US-based Namer production by more than half, with revised funding allowing for no more than 170 produced vehicles through 2017.
In preliminary talks with Israeli Defense Ministry officials, GDLS warned that restructuring the existing agreement would result in penalties of some $17 million, with unit costs estimated at just under $900,000 due to lost economies of scale. GDLS officials declined to comment on potential job losses at the Lima facility, referring all questions to the Israeli Ministry of Defense.
In a Jan. 31, 2011, interview, Yaron Livnat, then-director of Israel’s Tank Production Office managing the program, said the MoD contract — to be funded with annual US military aid — marked “the first joint mass production major platform program in our history.
“Right now, we’re focusing on the main body and major components, ... but even now, in the initial phases, we’re looking at a huge program ... with many options to expand our strategic partnership with GDLS,” Livnat said at the time.
Industry sources expect Israel’s MoD to release its revised request for proposals by early February.
At the end of 2013, GDLS had delivered seven Namer hulls, one of which has been fielded with Israel’s Golani infantry brigade, sources in Israel said.
An Israeli Defense Ministry spokeswoman said final approval of the IDF’s five-year plan is still pending, and therefore MoD could not comment on the prospective impact on the Namer program or its contract with GDLS.
At the height of its wartime production, the joint GD/government plant at Lima employed some 1,200 workers, churning out Abrams tanks for US and foreign customers, but with budget cutbacks and the end of most war-related work, the JSMC currently employs about 700 people.
The US Army has said it wants to stop Abrams production in 2016 and resume work in 2019 when it will start building its next-generation Abrams tank, which it is developing with General Dynamics.
Despite assurances to the company that Foreign Military Sales would be enough to keep the line warm during that break in tank production, company officials and the congressional Ohio delegation have said that foreign orders alone would not suffice.

The proposed sale of V-22B aircraft will enhance and increase the Israel Defense Forces’ search and rescue and special operations capabilities. The V-22B provides the capability to move personnel and equipment to areas not accessible by fixed wing lift assets. The GOI will have no difficulty absorbing this technology into its current aircraft inventory.

The proposed sale of these aircraft will not alter the basic military balance in the region.

The principal contractors involved with this proposed sale will be Bell and Boeing in California, MD via a joint venture arrangement with final aircraft assembly occurring in Amarillo, TX. There are no known offset agreements in connection with this potential sale.

Implementation of this proposed sale will require travel of up to thirty (30) U.S. Government or contractor representatives to Israel on a temporary basis for program technical support and management oversight.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

Elbit receives Israeli C-130H upgrade follow-on contract




Elbit Systems has secured a contract to upgrade the Israeli Air Force's (IAF) C-130 Hercules military tactical transport aircraft fleet.
 
Awarded by the Israeli Ministry of Defense (IMOD), the $15m contract will see the company supplying the IAF with additional C-130H capabilities, as a follow-on to a previous contract signed in December 2012.
 
The new capabilities are expected to enable the aircraft to meet the stringent international communications navigation and surveillance/air traffic management (CNS/ATM) standard and operate in the civilian airspace.
 
Elbit Systems Aerospace Division general manager Yoram Shmuely said the new capabilities will help the air force meet demanding international standards.
 
''We have witnessed a growing demand for operability of transport aircraft in commercial airspace and trust that further customers will require similar capabilities for their transport fleets," Shmuely said.
Work under the contract is scheduled to be carried out over the next two years.

The upgrades provided under the previous contract are designed to extend the aircraft's operational life, and also enhance its operational capability, particularly in precision flying, low-level night flight and operations in adverse weather conditions.
 
Manufactured by Lockheed Martin, the C-130 Hercules is a four-engine turboprop military transport aircraft designed to support airborne assault, search and rescue, scientific research support, weather reconnaissance, maritime patrol and aerial firefighting missions.
 
Powered by four Allison AE2100D3 turboprop engines, the heavy-lift aircraft features a glass cockpit, digital avionics and a new propulsion system with a four-bladed propeller, and is capable of accommodating a payload of up to 20t, or more than 90 passengers.
 
The aircraft entered operational service with US military in the 1950s, and is also used by Australia, Indonesia, Canada, Denmark, India, Italy, Norway, Qatar and the UK air forces, and the US Coast Guard.

The Next Missile Frigate of the IDF Navy

The next missile frigate of the IDF Navy may come from Germany. The electronic warfare and weapon systems will be Israeli made.


Advanced negotiations are under way between Israel and Germany regarding the procurement of 2-4 new missile frigates that would be assigned to defend, among other things, the offshore gas drilling rigs in the Mediterranean.

Israeli defense industry officials are demanding that Germany be required to make offset purchases in Israel if the new missile frigate deal is approved.

The German deal appears to be materializing after the IDF Navy had examined several vessel types around the world in an effort to select its next missile frigate. One of the options examined was a vessel made by the Hyundai shipyards in South Korea. The new vessel will have a displacement of about 1,300 tons, like the largest vessels currently in service in the IDF Navy – the Sa'ar-5 missiles frigates, manufactured by Ingalls Shipbuilding in the USA.

With the beginning of the quest for a vessel of this size, the IDF Navy had abandoned its previous plans of acquiring vessels with a displacement of 2,000 tons minimum. The IDF Navy had originally intended to acquire vessels manufactured by Lockheed-Martin in the context of Project LCS (Littoral Combat Ship), but negotiations were discontinued owing to the reduction in the scope of the US project, which led to a substantial increase in the cost of each vessel.

Subsequently, the IDF Navy examined the possibility of having a vessel of a similar size built by Israel Shipyards, based on the blueprints of the German Meko-100 vessel design, but this option was rejected, too. Nevertheless, the IDF Navy will require a vessel with a displacement of 1,300 tons and special characteristics that would enable it to carry the latest weapon systems used by the Navy: the Barak-8 surface-to-surface missile system and a new anti-aircraft system.

The procurement of the new missile frigates is a part of a renewal process the IDF Navy is undergoing after its latest surface vessels, the Sa'ar-5 frigates, have reached their mid-life point – they are almost 20 years old, on average.

Originally, the IDF Navy should have initiated the procurement of the new missile frigates in the context of the previous multi-year plan, and funds had been allocated for this purpose as part of that plan, but owing to the cancellation of the LCS option, the process never materialized.

Now the intention of the IDF is to finance the procurement of the new vessels by a dedicated budget allocated by the government outside the framework of the normal defense budget, in order to secure the offshore gas drilling rigs. The procurement plan notwithstanding, the total number of missile frigates in the IDF Navy is expected to decrease during the next five-year period, owing to the obsolescence of the present vessels, some of which are to be decommissioned.

If the new vessels are purchased from Germany, some parts of the work may be performed at Israel Shipyards. The electronic warfare systems and weapon systems fitted to the new vessels will be mostly Israeli-made systems. ž

Israel-Kazakhstan Ink Cooperation Accord




TEL AVIV — Defense ministers from Israel and Kazakhstan inked a security cooperation accord Jan. 20 formalizing military and defense industrial ties between the two nations.
The bilateral agreement, signed in Tel Aviv by Israeli Defense Minister Moshe Ya’alon and his Kazakh counterpart, Adilbek Dzhaksbekov, provides a general “umbrella” for cultivating defense trade and future cooperation between the two governments, an Israeli defense official here said.
Since Israel and Kazakhstan established diplomatic ties in 1992, the two countries have signed multiple cooperation accords involving telecommunications, science and technology, and other dual-use sectors.
The Jan. 20 accord formalizes more than a decade of Israeli arms sales to the largely Sunni Muslim, Central Asian republic. Corruption charges stemming from the 2004 sale of Israeli artillery systems forced Kazakh President Nursultan Nazarabayev, in June 2009, to sack the nation’s defense minister and other senior government officials.
Soltam Systems, the Israeli prime contractor at the time, has since been acquired by Elbit Systems and executives and agents implicated in the Kazakh scandal are no longer representing the company, industry sources here said.
“We appreciate Kazakhstan, a country with a desire to strengthen cooperation with us,” said Ya’alon.
Ya’alon did not publicly address specific areas for expanded cooperation, but Israeli government and industry officials cited unmanned systems, border security, command-and-control capabilities and satellite communications as leading sectors of interest to Astana.
This week’s visit marks Dzhaksbekov’s first trip to Israel. The Kazakh defense minister and members of his delegation will spend the next two days meeting with senior executives of leading Israeli defense firms and program officials.
“Israel is known worldwide for its capabilities,” Dzhaksbekov said. “I hope this visit will mark a milestone for strengthened defense cooperation between our countries.”

IAI begins Arrow 3 production
The system designed to intercept missiles in outer-space will become operational in 2015.

In addition to being Israel's answer to the threat from Iran's long-range missiles, the new Arrow 3 anti-ballistic missile system is another demonstration of Israeli defense industries' prowess. In a world still thrilled with the impressive interception capabilities of Iron Dome, Israel Aerospace Industries Ltd. (IAI) (TASE: ARSP.B1) and the Ministry of Defense are trying to do the same thing, but completely differently: to intercept ballistic missiles long before they enter Israeli airspace by neutralizing them in outer space.

20 years ago, Israel unveiled its technological capabilities in response to the missile threat against the home front, making it a global pioneer in missile defense. In 2000, the Arrow system was declared operational, and it seems that as the missile threat expands and grows stronger, the Ministry of Defense's Directorate of Defense R&D team is whistling all the way to new arena of warfare.

The latest test of the Arrow 3 was successfully completed in early January, giving the green light to complete the system which will add the upper layer to Israel's missile defense. For a decade, the IDF and IAI have been developing the Arrow 3, with generous financial aid from the US, which is separate from regular defense aid.

Syrian opposition: Israeli jets bomb missile launchers in Latakia

Israeli fighter planes bombarded S-300 missile launchers in the Syrian port city of Latakia late Sunday, Syrian opposition groups were quoted as saying by Israel's Channel 2 television. Residents of the city reported hearing loud explosions just around midnight.

Opposition sources are quoted as saying that the explosion took place in the Sheikh Dahar neighborhood just near the local port, Channel 2 reported. The claims by the opposition have not been confirmed by any official sources.

Israel has on numerous occasions been fingered as responsible for attacks on Syrian military targets during the two-year long uprising against the Assad regime.

The claims of an Israeli strike in Syria coincided with reports that IAF jets breached the sound barrier at medium altitude over the city of Baalbek, located in the Hezbollah stronghold of the Bekaa Valley. The flights caused panic among the residents, the Lebanese Broadcasting Corporation International (LBCI) reported Monday morning.

"On Sunday at 10:45 p.m., two Israeli war planes violated Lebanese airspace off west Batroun [district in north Lebanon], executed circular flight over the Lebanese regions; and then left at 11:55 p.m. off west Nakoura village [in the south," the Lebanese Army Command Guidance Directorate said in a statement according to Lebanon's National News Agency.

Despite opposition claims, it is unclear if Syria has even acquired the S-300 system. Russian President Vladimir Putin revealed in September that the delivery was suspended, even though some components had been delivered.

"We have delivered separate components but the whole delivery has not been completed and for the moment we have suspended it," Putin said according to AFP.

A military source told the state RIA Novosti news agency that the components were not enough to use the S-300 missile system, according to AFP.

Edward Hunt, an aerospace and defense consultant for HIS Janes in London, told The Jerusalem Post back in August that it is believed that the S-300 system was not yet delivered.

Syria possesses a mixed range of surface to air anti-aircraft weapons, “some old and some quite new, like the SA-10, SA- 11, SA-19 and SA-22.”

“It is not clear how effective they would be when facing well-trained and equipped US, British [and] French pilots using stand-off weapons,” said Hunt. “In the absence of the S- 300 long-range SAMs that Russia seems not to have delivered, that’s probably the best they have outside of unconventional methods.”

In October, a US official said that Israel conducted air raids against a Syrian missile base near Latakia.
The official, speaking to CNN, said Israel targeted missiles and related equipment out of concern that they would be transferred to Hezbollah.

The Syrian Observatory for Human Rights, which collates reports from opposition activists, said there had been an explosion at a Syrian air defense base near Jableh, in the Mediterranean coastal province of Latakia. The Latakia area is an Alawite and regime stronghold.

Israel has repeatedly warned that it is prepared to use force to prevent advanced weapons, particularly from Iran, reaching Hezbollah through Syria. According to foreign reports, Israel reportedly carried out several air strikes on Syria earlier this year.

In September, Israel was believed responsible for an attack on an arms depot in Latakia that killed between 10 and 20 Syrian troops. The Israeli government has consistently denied involvement in the Syrian civil war.

“For a long time we have continued to say that we are not involving ourselves in the bloody civil war in Syria," Defense Minister Moshe Ya'alon said this past fall. "We have established our red lines and we are sticking to them.

Rafael advances missile evaluation for Israeli F-35s

Rafael has completed an initial evaluation of the requirements for a sixth-generation air-to-air missile that will be carried by the Israeli air force's Lockheed Martin F-35s.

The step was confirmed by Yosi Druker, vice-president and general manager of Rafael's air superiority systems division. In the past, the company said only that it was developing the "building blocks" for such a weapon. It also previously announced that its Stunner missile – developed for the David's Sling rocket interceptor system – would provide the basis for a future air-to-air system.

Druker says Rafael has been looking into the design of a so-called sixth-generation weapon for some years, with one requirement being for the design to be carried within the internal weapons bay of the F-35.

"The missile must have better performance than any air-to-air missile that will be used by someone in our arena for the next 20 years. In general, it must have a longer range and super manoeuvrability in short and long ranges," Druker says.

An Israeli-made air-to-air missile will form part of a package of nationally-developed systems that the Israeli air force wants to have on its future fleet of stealth fighters.

So far, Israel will be able to install its own radio and datalink systems in the first 20 F-35s it will acquire. Discussions over the integration of electronic warfare capabilities continue, and may be approved should the nation purchase additional aircraft. In such a case, Israeli sources say the most realistic option is for the air force to add on EW equipment with capabilities unique to the service.

Selon la société de sécurité informatique israélienne Seculert, une quinzaine d’ordinateurs appartenant à des administrations et à des entreprises privées travaillant pour le ministère israélien de la Défense ont été piratés par des activistes très vraisemblablement d’origine palestinienne.
Pendant 15 jours, ces derniers ont ainsi pu avoir accès à des données émanant notamment de l’Administration civile israélienne, une agence du ministère de la Défense chargée de superviser le passage des marchandises entre Israël et les territoires palestiniens et de sociétés qui fournissent des matériels destinés à renforcer les infrastructures de défense.
D’après Aviv Raff, un responsable de Seculert, le mode opératoire utilisé par les pirates est classique, dans la mesure où ils ont tout simplement envoyés des courriels avec un fichier joint appelé “Shabak Report” (rapport du Shabak, l’acronyme en hébreu du Shin Bet, le service de renseignement intérieur) contenant un programme malveillant de type “cheval de troie”. L’ouverture de ce dernier leur a ainsi donné accès aux informations stockées dans les disques durs des ordinateurs des utilisateurs qui s’y sont fait prendre.
Ce n’est pas la première fois qu’une telle cyberattaque a été menée contre des organismes officiels israéliens. Déjà, en octobre 2012, plusieurs ordinateurs du ministère des Affaires étrangères avaient été compromis de la même manière. A la différence que les messages électroniques envoyés semblaient provenir du général Benny Ganz, le chef d’état-major de Tsahal.
Cette action avait été menée depuis la bande de Gaza, contrôlée par le Hamas. D’où les soupçons, pour ce qui concerne la dernière, à l’égard d’un groupe de pirates informatiques palestiniens, même si un serveur situé aux Etats-Unis a été utilisé pour envoyer les faux courriels du Shin Bet. En effet, selon Aviv Raff, les deux opérations présentent quelques points communs, comme l’écriture du code du malware.
Pour le moment, l’enquête n’a pas encore permis de déterminer si des documents ont effectivement été dérobés ou modifiés.
La révélation de cette cyberattaque vient quelques jours après l’annonce faite par l’agence iranienne Fars News du piratage du système informatique de l’autorité israélienne de l’aviation civile par un groupe appelé “The Islamic Cyber Resistance Group”, lequel a prétendu avoir obtenu des informations “sensibles” sur les vols et provoqué des perturbations. Cette information n’a pas été confirmée côté israélien. “C’est juste un autre exemple de la guerre psychologique menée par les Iraniens. Chaque fois que ce groupe peut mettre sur pied une histoire plausible, ils le font”, a commenté Tal Paval, un expert en sécurité israélien, dans les colonnes du quotidien The Times of Israel.
Par ailleurs, le Premier ministre israélien, Benjamin Netanyahu, a annoncé, le 27 janvier, la création d’un parc industriel dédié à la “cyber-sécurité”, afin de regrouper, à Beersheva (sud) les sociétés privées et les institutions publiques israéliennes spécialisées dans ce domaine.
