PARIS, October 29 (RIA Novosti) — Moscow and Beijing are continuing talks on the delivery of Su-35 Flanker multirole fighters to China and the contract is currently being clarified, the deputy general manager of Russia’s arms export company said Wednesday.
“Russia and China are continuing negotiations on the Su-35 and the process of agreeing the documents is ongoing. The subject is very complex, there are an awful lot of domestic government agreements so we can’t be rushed on this issue," Rosoboronexport Deputy General Manager Sergei Ladygin said on the sidelines of the Euronaval-2014 exposition in Paris.
Earlier in September, Rosoboronexport deputy head Viktor Komardin said that Moscow and Beijing were expecting to seal the deal on the Su-35 jets in 2014.
According to open sources, China plans to buy 24 Su-35 fighters from Russia. Negotiations on China’s purchase of the Russian Su-35 - a thorough modernization of the Su-27M, the current staple of the Russian Air Force - were opened in 2010.

Women J-10 fighter pilots make debut
China's first group of women fighter pilots of the J-10 fighter jet, have made their debut in an airshow that opened in the country's southern city of Zhuhai in Guangdong Province.
The five pilots performed an aerobatic display during the show, which has attracted over 700 companies from around the world. Now in its tenth year, China International Aviation and Aerospace Exhibition is one of the world’s top five aviation and aerospace forums.

Chinese submarines to get a new, long range cruise missile
A cruise missile designed to be launched from attack submarines was unveiled today at Airshow China. The new missile, designated CM-708UNA, was developed by Aerospace Science and Industry Corporation (CASIC). Company sources confirmed the missile has entered production.
The CM-708UNA is launched by torpedo tube and is therefore adaptable to conventional submarines (not equipped with vertical launchers). The missile employs an inertial navigation and satellite navigation for mid-course guidance, using a radar seeker for terminal homing. The missile is powered by a rocket boosted turbojet engine carrying the missile to a range of 128 km.
Chinese submarines are already equipped with Ying Ji (C-801) submarine launched anti-ship missiles, which have also been exported to Pakistan. These missiles have a range of up to 42 km.

Sa seule présence est un signe fort. La Russie a envoyé au pour la première fois salon de Zhuhai un exemplaire du chasseur Sukhoi Su-35. Pour beaucoup d'observateurs il s'agit de la preuve que la dernière évolution du Flanker sera bientôt acquise par Pékin. La presse russe, présente sur le salon, annonce qu'un accord pourrait être trouvé au cours du mois de novembre.
Dans les années 1990 et jusqu'au début des années 2000, la Russie a vendu à la Chine un nombre substantiel de chasseurs Su-27 puis Su-30. La Chine a ensuite commencé la production sous licence du Su-27 en se faisant livrer des kits d'assemblage par Moscou. Mais progressivement Pékin s'est éloigné de la tutelle russe en poursuivant seul la production du J-11, version locale du Su-27, et en développant illégalement des versions dérivées du Su-30 et du Su-33, les J-16 et J-15.
Il semble cependant que Pékin est encore dépendant de Moscou en particulier pour la production de moteurs. L'élément du Su-35 qui intéresserait le plus Pékin serait d'ailleurs son moteur, le Saturn 117S. De son côté Moscou cherche un débouché pour son chasseur qui n'a pas encore été exporté. Jusqu'à présent, les négociations ont achoppé sur la quantité d'appareils à commander. Moscou veut vendre au moins 48 Su-35 alors que Pékin réclamerait l'achat de 24 unités.
La venue du Su-35 à Zhuhai pourrait être le signe d'un déblocage des négociations. La Chine renforcerait ainsi rapidement ses capacités en attendant le développement de ses chasseurs de cinquième génération J-20 et J-31.

Chinese man held for spying on country's 1st aircraft carrier
A Chinese man has been arrested for allegedly spying on country's first aircraft carrier for a foreign nation in eastern Shandong Province.
Liaoning, China's first aircraft carrier was berthed in the port city of Qingdao when a local man, surnamed Cao, tried to click photographs and more information, Hong Kong-based South China Morning Post reported today.
The man, who was recruited by a foreign spy to take photos of mainland military bases, has been apprehended and awaiting sentencing, the report said.
State-run CCTV reported that Cao, whose full name and age were not given, was one of a number of young Chinese professionals and students who were lured with offers of money by foreign spies on the internet.
He came to the security bureau's attention in January after he was found "lurking" and taking photos of an aircraft carrier base in Qingdao at dawn, the report said, adding that police seized a camera, telescope, laptop computer, cell phones and other equipments when they arrested Cao.
He confessed that he went to the base after being commissioned by a man claiming to be the editor of a military magazine. The "editor" called him at the end of last year, offering him a "field inspection" project.
Cao, an employee of a large company in Shandong province, said he was contacted by the man shortly after listing his information at online job sites.
In order to complete his assignments, which earned him anything between USD 150 to USD 1500, Cao bought more equipments including a telescope and a mobile phone lens to take better quality photos.
Early this year, Cao sneaked into a military airport to take photos with his new camera for one of his assignments.
Spying cases are rarely discussed by the state-run media as they imply internal security failures but, according to the CCTV report, individual internet users are easily manipulated by foreign spies to conduct espionage against China.
In recent years, similar incidents have surfaced in Shandong, Hainan, Zhejiang, Anhui and other provinces.
In one instance, a man surnamed Xu was arrested for taking photos of a Hainan naval port and airport for a foreign spy, the Post report said.
In May, the Global Times said state security organisations discovered at least 30 students at leading high schools or military-related universities had agreed to work for overseas spies for extra cash since 2012.

China Negotiating to Buy Russian S-400 Anti-Aircraft Missile Systems
Russia is in the process of selling cutting-edge S-400 anti-aircraft missile systems to China, which would hand Beijing a defense system capable of deterring even the most advanced air powers from infringing on Chinese airspace, the Vedomosti newspaper reported Wednesday.
China this fall signed an agreement with Russia's arms export agency, Rosoboronexport, that calls for the delivery of at least six divisions of the S-400 system costing over $3 billion, the paper said citing unidentified Defense Ministry and industry officials.

The report comes a week after Russian Defense Minister Sergei Shoigu on a visit to Beijing agreed to deepen military-industrial ties and hold more joint naval exercises with China.
The Moscow Times was unable to receive confirmation from Rosoboronexport that a contract has been signed, but a representative of another government agency involved in defense exports, the Federal Service for Military-Technical Cooperation, told the RIA Novosti news agency the contract had not yet been signed.
A next-generation air defense system originally designed to counter the increasing air power of the U.S., the S-400 can strike F-35 stealth fighters and shoot down ballistic missiles.
Built by Russia's largest defense contractor Almaz-Antey, primarily for use by the Russian military but also for export, the system provides a coverage of up to 400 kilometers and an altitude of 30 kilometers, and is ideal for defending cities, military bases and sensitive facilities from enemy aircraft, according to Russian media reports.
Armed with three types of missiles suited for short-, medium- and long-range intercepts with aerial targets, a single S-400 battery can engage up to 36 targets with 72 missiles simultaneously, according to Russian media reports.
The S-400's ability to deter well-equipped foreign aggressors has earned both it and its predecessor, the S-300, high demand among nations that do not consider themselves to be U.S. allies.
China appears to be particularly interested. It already has Russian-made S-300s, and is licensed to produce its own versions of that system. But the defensive capabilities and wider range of the S-400 give it superiority over anything else that Chinese industry can field at the moment, which is limited to about 200 kilometers.
In modern warfare, domination of the sky is perhaps the single most important factor in achieving victory over an enemy. A system such as the S-400 would make it very difficult for an invading power to advance without diverting time, energy and resources to destroying these defenses.
The S-300 was a huge export success for Russia, and the S-400 has garnered interest from India, Algeria and Vietnam as well as China. These four are Russia's primary arms customers, accounting for over 60 percent of its annual exports, according to data from the Stockholm International Peace Research Institute.
Moscow has however run into problems with its anti-aircraft missile system sales. The United Nations pressured Russia to halt an $800 million purchase of five S-300 systems by Iran in 2010 and a similar sale to Bashar Assad's regime in Syria, but Russia is holding of on completing the deal after the international body placed sanctions on Damascus last year.
Had Russia gone through with the deliveries, Iran and Syria would be much less vulnerable to intervention by foreign powers.

According to Navy Recognition's Chinese sources, "Chaozhou" (hull number 595) was launched in the water one year ago (on 12/11/2013).
"Chaozhou" is 17th to be commissioned in the PLAN and the 9th corvette commissioned so far this year. It will serve in the PLAN's South Sea Fleet.

"Zhuzhou" is the 18th Type 056 corvette to be commissioned in the PLAN (and the second Type 055A as the first ASW Corvette was commissioned just days ago). It will serve in the PLAN's East Sea Fleet.
November 28th 2014 marked the first time that the PLAN commissioned two corvettes on the same day. It was probably the last commissioning of PLAN vessels for 2014 but many more Type 056 corvettes are expected to be inducted next year.
Of the 23 Type 056 launched in the water to date, 16 hulls are "regular" Type 056 corvettes (hull numbers in the order of their construction: 582, 596, 584, 580, 583, 597, 585, 581, 586, 587, 590, 589, 588, 592, 591, 595) and 7 are the ASW variant Type 056A (hull numbers in the order of their construction: 593, 594, 501, 502, 503, 504 plus a seventh hull that has not number yet but which was launched on 11/10/2014).

Xian JH-7B fighter-bomber has new homegrown engine: Huanqiu
A Russian military news website claims China has installed an indigenous engine in its Xian JH-7B fighter bomber. The plane has been designed to be difficult to detect, reports Huanqiu, the website of China's nationalistic Global Times.
A Xian JH-7B that has carried out test flights has been powered by the LM6 turbofan engine designed specifically for the aircraft which boasts more powerful thrust than the country's latest WS-10A engine. The LM6's air intake has been designed to be less visible and its exterior is coated with materials that can absorb electromagnetic waves. The engine is undergoing fine-tuning in preparation for mass production and the fighter bomber will be installed with new avionics and may use an active phased array radar.
The development of the plane began as early as 1974 after a battle against Vietnam in the Paracel Islands in the South China Sea. The incident prompted Beijing to decide to develop a supersonic all-weather aircraft that could be used by both the navy and air force. Development was slow, however, since a suitable engine for the aircraft could not be found and other countries were unwilling to sell advanced engines to the country.
The Xian JH-7 was China's first aircraft capable of mid-air refueling. Its advanced JH-7A variant has seen service with three navy battalions and three air force battalions.

Chinese army helicopter shot down drone that sparked security alert over Beijing
A Chinese military helicopter shot down a drone that sparked a major security alert and delayed commercial flights over Beijing after flying in restricted airspace, Chinese media has reported.
The emergency caused by the unmanned 2.3-metre long drone last December 29 led rapid-response forces and military aircraft from 10 different People’s Liberation Army regiments and surface-to-air missiles to go into battle mode, The People’s Liberation Army Daily reported.
Three people who flew the drone went on trial in Pinggu, in the far east of Beijing Municipality, on October 22, charged with endangering public security, the report said.
The PLA army’s troops and forces and aircraft from 10 regiments, and its surface-to-air missiles automatically go into battle mode if a suspicious low-altitude flight activity is detected, the newspaper said.
However the threat in this case was a small white drone, which was reportedly carrying out mapping and site measurements of real estate developments, the newspaper reported.
The security alert began after a suspicious, unidentified object was detected taking off from a small airport in Sanhe, Hebei province, the court was told.
Commanders in the PLA’s north air division immediately ordered soldiers and other personnel from its land and air forces to prepare for battle. Up to six teams of military personnel rushed to the airport to investigate.
Within six minutes, the command centre had discovered that a small aircraft was involved and ordered an armed helicopter to intercept it and make a closer examination, The People’s Liberation Army Daily reported.
The PLA Air Force, Beijing Military Region, and the Public Security Bureaus in both Beijing and Hebei were also alerted.
The helicopter spotted the drone, but was unable to discover what it was doing in restricted airspace or who was controlling it.
The newspaper said the drone continued to head for Beijing, and had ignored a series of “emergency warning” manoeuvres carried out by the helicopter.
The helicopter was ordered to shoot down the drone, while avoiding densely populated areas, because of the possible threat to national security if the drone reached Beijing Capital International Airport, the newspaper said.
After destroying the drone, the crew of the helicopter spotted three people who had been controlling the drone in a car. Military and public security personnel were sent to the scene to arrest the three suspects.
The emergency sparked by drone’s flight into restricted airspace not only led the PLA to mobilise its forces, aircraft and missiles, but also delayed the flight of an Air China passenger jet.
The carrier claimed that the drone had caused a total of 11 flights to be delayed and caused losses totalling 18,000 yuan (about HK$23,000).
The court will announced its verdict at a future date, the newspaper reported.
Currently, the military and the local government has a coordinated system to respond to emergencies in the event of suspicious low-altitude flight activity being detected, including carrying out joint investigations and holding media briefings.
The local government and the civil aviation sector jointly control the use of small aircrafts, including all purchases, registration, development, production and flights.
In China, drones flying at a height of less than 1,000 metres cannot take off with the require prior permission from the PLA Air Force.
Only certain low-altitude flights are given approval, such as small aircraft being used in particular areas that meet safety requirements.
All low-altitude flights must be made within existing laws, including China’s Civil Aviation Law and General Aviation Flight Control Ordinance.

PLA's JH-7 fighter bomber modified for S China Sea conflict
Facing a potential conflict with Vietnam in the South China Sea, China is continuing the modification of Xian Aircraft Industry Corporation's two-seat JH-7 fighter bomber for the PLA Navy, according to the Sina Military Network based in Beijing.
Photos released on the website indicate that a new version of the JH-7 attacker is under development, constructed with composite materials. Internet users believe that the avionics and engine of the aircraft, referred to as the JH-7B, have been upgraded as well, while the Communist Party paper Global Times said the plane is equipped with an LM6 turbofan engine. Once the JH-7B enters service, it may also be fitted with the more advanced WS-10 Taihang engine designed by Shenyang Liming Aircraft Engine Company.
The idea for China to develop a modern fighter bomber came during the country's naval clash with South Vietnam over the disputed Paracel Islands in 1974. During the conflict, the Q-5 attackers and J-6 fighters of the PLA Navy Air Force did not have the combat radius to provide air support to the Chinese warships in the region.
Neither did China deploy its H-5 bombers to attack South Vietnamese vessels, even though they had the range, as it was unwilling to risk them being shot down by the F-5E fighters of the South Vietnamese Air Force. China eventually gained the control of the Paracels from South Vietnam without air support.
With advanced radar and engines purchased from the United States, the JH-7A entered service in 1988 to replace the obsolete Q-5 as China's new fighter bomber. It is deployed with three air force and three navy regiments. Each regiment is estimated to operate between 18 and 20 JH-7As. The JH-7A is also China's first aircraft which can be refueled in midair.
The JH-7A was upgraded because the Su-30MK2 fighter bombers the PLA Navy purchased from Russia cannot launch missiles made in China. It is not only large enough to carry a large enough payload but is also much cheaper than the Russian aircraft. Like most fourth-generation military aircraft, it is likely to be fitted with the active electronically scanned array radar system, according to the Sina Military Network
