It seems Serbia is upgrading refining its 8 wheeled MRAPs.
Interesting. By going to what are in essence multi-wheeled truck platforms, the market for APCs has opened dramatically. In its rush to lower operating costs, the Western Allies have created competition for their domestic weapons manufacturers. They'll never meet the low costs of the developing countries and because of the numerous production sharing contracts of the past, they've essentially taught their comp how its done. I can't wait to watch what happens when China turns its full attention to armored vehicles. We'll be in a hurt locker of our own making...sorta like what we're seeing in aviation.

Serbian Air Force to buy “stealthy” MiG-29 Fulcrums
According to various media outlets the negotiations between Russia and Serbia are in a process.
Serbians wants to upgrade their armed forces defense capabilities by buying S-300 missile systems along with MiG-29 fighters in a “stealth” variant.
Serbia is not the sole country that seeks ways to update their Fulcrums as the Polish MiGs are also undergoing an upgrade program.
The MiG-29 fighters are to be purchased in their newest variant, M2. According to the MiG CEO, Viktor Korotkov, the plane is to feature composite airframe along with RAM (Radar Absorbent Material) coating, which both contribute for a diminished radar echo.
Besides that, the airplane features modern avionics, that is able to integrate both Russian and Western armement.
The price tag is significantly lower than the one on the Western designs. Still, the price of 6 airframes would be about 150 million USD.
What is more the training process would be much easier, as the Serbian pilots are already familiar with the Fulcrum.
M2 is one of the export versions of MiG-35 that was initially designed for the Indian Air Force (that selected the Rafale for its MMRCA requirement). Thrust vectoring, as that of the Mig-29OVT is believed to be offered on customers’ request.
What is interesting is the fact that the Russian Air Force contract to buy MiG-35 was delayed synchronically with the Serbian contract being negotiated even if, according to various media outlets, Serbians intend to buy only 6 airframes (whereas the Russians had planned to buy 37 aircraft).
Option of extending the contract with 6 further airplanes later is also considered.
Earlier this year, in May, First Deputy Prime Minister and Defense Minister Aleksandar Vucic said that Serbians are to buy the aircraft and pay the money back in separate installments. It was said that the costs will depend on the final shape of the avionics, weapon systems and the volume of spare parts that would come together with the MiGs.
During the meetings in May, Serbian PM Ivica Dacic said that the Serbian army needs advanced vehicles, weapons and equipment. Also during the May meetings it was stated that industrial cooperation between Serbia and Russia might also start in the field of armored vehicles.
At the time of the negotiations modernization and maitenance of the Serbian MiG-21s was also considered as an option.

Russia, Serbia Ink Military Cooperation Agreement
BELGRADE, November 13 (RIA Novosti) – Russia and Serbia signed an agreement Wednesday on military cooperation as part of further development of the strategic partnership between the two countries.
The deal was overseen in Belgrade by Russian Defense Minister Sergei Shoigu, whose visit is being seen as a prelude to a possibly imminent deal on the sale of Russian fighter jets to Serbia.
Shoigu said contacts between the countries had recently reached new heights.
The agreements reached Wednesday included provisions, among other things, for collaboration in peacekeeping operations under the aegis of the United Nations.
Russia and Serbia have agreed to carry out joint military exercises and exchange visits of military personnel and hardware, including combat aircraft and aerobatics teams.
The main points of broader interest in the agreements hint at possible upcoming weapons purchases.
“Additional [military] agreements are being drafted, including an agreement on cooperation in defense industry and arms sales,” Shoigu said.
Serbian media reported in late April that the country hopes to buy a total of six MiG-29M/M2 fighters and two radar stations from Russia. It is believed the deal could be closed before the end of this year.

Signing of EDA-Serbia Administrative Arrangement
(Source: European Defence Agency; issued December 13, 2013)
Catherine Ashton, High Representative of the Union for Foreign Affairs and Security Policy and Head of the European Defence Agency (EDA), and Nebojša Rodić, Serbian Minister of Defence, signed today an Administrative Arrangement between the EDA and the Serbian Ministry of Defence.
The conclusion of the Administrative Arrangement follows a mandate provided by the EDA Steering Board. The EU Council approved the Administrative Arrangement in May 2013.
The Administrative Arrangement formalises the relationship between EDA and Serbia, enabling Serbia’s potential participation in EDA’s projects and programmes. Cooperative areas remain to be further defined, but Research & Technology and training are examples of possible cooperative areas.

Russia donates parts for Serbian MiG-29 jets
Serbian Prime Minister Aleksandar Vucic on Sunday thanked Russia which continues sending humanitarian aid to the country hit by severe floods last May.
Late on Saturday, a Russian military transport plane airlifted to Serbia a new batch of aid, including accumulators for MiG jets, ITAR-TASS reports. “We announced a tender, but Russian President Vladimir Putin personally insisted on donating them (accumulators),” the president said. “I am very grateful to President Putin for the present,” he added, saying his country “will for the first time over a long period get full control over the Serbian air” in terms of “police patrolling”. Three MiG-29 as well as MiG-21planes will be ready for use already on Monday, he said.

Serbia successfully test-fires missiles with LRSVM Morava
NIKINCI – Serbia successfully test-fired missiles with their newly developed LRSVM Morava multiple rocket launcher on Friday, and the system should become operational with the Serbian Armed Forces (VS) by the end of the year.
The demonstration of what the missile system is able to do, organized at the Nikinci military training area in the Serbian province of Vojvodina, was attended by Defense Minister Bratislav Gasic. Today is an important day for the VS as we have successfully completed the development and demonstration tests of the Morava missile system after five years of trial testing, Minister Gasic told reporters who attended the firing of Grad 122mm and Oganj 128mm rockets today.
He observed that the introduction of the new launcher in its military system would place Serbia among the 17 countries that possessed modern weapons of that type and expressed confidence that it would be a great export opportunity for Serbia’s defense industry. “The only country in the region that has a similar missile system is Turkey, which provides Serbia with a great opportunity for exports,” he said, adding that he expected the system, 98 percent made in Serbian factories and institutes, to start being mass-produced during the course of 2015. Director of Serbia’s Military Technical Institute Zoran Rajic said that LRSVM Morava was a complex weapon that took a lot of knowledge and technology expertise from Serbian experts to be developed. Rajic pointed out that the development of the missile system had been completed in five years’ time, a global standard for that type of weaponry. LRSVM Morava is intended to destroy combat equipment of command posts, bases, warehouses, airports, and lightly armored targets. The Oganj rockets can be fired for a maximum range of 22.5km and Grad rocket can be launched to a maximum range of up to 35km. The missile system was developed at the Military-Technical Institute, and is manufactured in domestic factories – 14. Oktobar in Krusevac, Prva Petoletka in Trstenik, and FAP in Priboj. The development of the LRSVM Morava missile system was a EUR 1 million investment which saw new technologies for construction of launch tubes developed and tested and a new navigation system produced that can be operated without the use of satellite data.
