| Rappel du premier message :L'Inde: l'autre Puissance d'Asie Les articles réguliers sur la Chine et ses avancées dans l’aéronautique civile et militaire ne doivent pas nous faire oublier que l’Asie compte d’autres puissances pour qui l’aéronautique est vitale. C’est le cas du plus grand compétiteur asiatique de la Chine : l’Inde. Ce pays-continent dispose des capacités scientifiques et industrielles pour développer comme lui ses capacités de frappe. Tout d’abord dans le domaine balistique l’Inde souhaite décupler ses capacités et sa volonté s’exprime dans les projets hautement symboliques que sont les missiles BRAHMOS et AGNI ; mais l’Inde a développé son propre chasseur, tout comme la Chine, et prépare la relève ! Grâce à l’apport technologique Russe, une joint venture a été créée entre les deux pays pour la mise au point et la commercialisation du missile de croisière BRAHMOS qui peut être de trois versions : sol-sol ou terre-mer, mer-mer ou air-mer (depuis un Su-30MKI). Une variante sous-marine est en cours de développement. Dans sa version navale, le BRAHMOS est supersonique (Mach 2, a une trajectoire rasante et une portée max de 300km (à comparer avec les capacités de l’exocet : missile subsonique Mach 0,9 et 180km de portée seulement). Récemment l’Inde a décidé d’investir 250 millions US$ pour développer une version du missile pouvant voler à Mach 5. On le voit ce missile donnera à la marine indienne et à ses forces armées en général des capacités de loin supérieures à ce que dispose toues les marines européennes et chinoise ! Le missile AGNI consiste lui en un missile balistique à capacité nucléaire (notez que le BRAHMOS pourrait être équipé lui aussi) initiale, de conception nationale. Il existe en trois versions : AGNI 1 DE 2500km de portée ; l’AGNI 2 de 3000km de portée théorique, et l’AGNI 3 (en développement) de 5000 km de portée à terme. Ces missiles représentent avec le missile de théâtre PRITHVI les vecteurs de la dissuasion nucléaire indienne. Mais l’Inde ne sera jamais une puissance aéronautique complète si elle ne développe pas son aéronautique militaire, et le dernier appel d’offre international pour acquérir un chasseur de dernière génération (9 milliards US$) pourrait bien être le dernier du genre, et voir les russes remporter le marché assez logiquement. En effet l’Inde et la Russie veulent développer en commun un chasseur de 5ème génération : c’est l’objet de l’accord signé à Moscou en octobre 2007 pour le projet PAK FA (Future Tactical Aviation Aircraft Complex). Contrairement au F-22 RAPTOR US le projet russo-indien prévoit un avion tant furtif qu’hyper manœuvrable via des tuyères mobiles développées pour le Su-27, ainsi qu’un radar et des missiles à longues portées. A noter que le radar disposera de capacité de brouillage (existant déjà sur des Mig 29 et qui pourrait exister sur le RAFALE cette information n’ayant jamais été confirmée). Le mariage entre le génie aéronautique russe et le génie électronique et informatique indien devrait donner un résultat très intéressant. Mais ce projet en commun ne signifie pas que l’Inde ne sait pas construire de chasseur de manière autonome : elle a en effet développé par elle-même le LCA (LIGHT COMBAT AIRCRAFT) . La décision de développer ce projet fut prise en 1983 pour remplacer les Mig-21 et les caractéristiques techniques sont fixées en 1990. Le projet recevra l’appui de constructeurs européens comme DASSAULT, SAAB, et BAE, et son design montre que les ingénieurs indiens se sont inspirés du mirage 2000 et du F-18 pour les entrées d’air. L’appareil sera à terme équipé d’un réacteur de conception nationale KAVERI GTX-35VS double flux de 8,5 tonnes de poussée (SNECMA SAFRAN fournissant les filtres et les régulateurs). Le radar doppler multi-cible est développé par HAL avec l’aide d’industriels étrangers, tout comme l’avionique (THOMSON-CSF aujourd’hui THALES) et une centrale inertielle fournie par l’américain HONEYWELL. L’avion sera équipé de missile russe R-73 VYMPEL et du missile de conception nationale ASTRA. Initialement prévu pour entrer en service en 1995 le LCA a fait son premier vol en 2001. Malgré le retard du projet et les difficultés de son développement, cet appareil donne aux industries indiennes des compétences et une expérience certaine au moins égale à ce que la Chine peut faire. On le voit là encore, l’Inde entend développer ses compétences pour faire face à la Chine mais aussi pour s’installer pleinement à la table des grandes puissances. Notons que la Russie s’installe comme un acteur moteur de l’essor indien dans l’aéronautique. Indian Air Force inducts upgraded Antonov-32 airlift aircraft
NEW DELHI: Augmenting its airlift capabilities, the Indian Air Force on Wednesday inducted four upgraded Antonov-32 aircraft, which underwent overhauling and technical life extension programme in Ukraine.
"Four of the first batch of five AN-32s that recently underwent 'Total Technical Life Extension', overhaul and re-equipment at Ukraine were inducted with a new nomenclature AN-32RE into the service," a senior IAF official said. The upgrades would help in extending the life of the aircraft up to and beyond 2025, Air Officer-in-charge Maintenance Air Marshal Joseph Neri said. The IAF had decided to upgrade the aircraft in 2005 to overcome maintenance challenges due to ageing and obsolescence and finalised the contract with a Ukrainian firm in 2009, they said. The special features provided in the AN-32RE include modification in cockpit layout, upgraded avionics equipment, noise and vibration reduction enhancing crew comfort, reliability and maintainability of the aircraft. Under the upgraded project, the life of the aircraft would be increased 25 to 40 years, and 40 aircraft would be overhauled and re-equipped in Ukraine. The Ukrainian side will supply material and 'transfer of technology' (ToT) for upgrade of 64 remaining aircraft at IAF's No. 1 Base Repair Depot (BRD) at Kanpur. The upgrade at Kiev is expected to be completed by March 2014 and upgrade at 1 BRD by March 2017. Gp Capt R C Mohile, who flew back the aircraft to India from Ukraine, said the new navigational equipment in it proved extremely useful and made the complex navigation process involved on the international route easy to negotiate.

Saab keeps watch on Indian fighter contest By Craig Hoyle
Saab has not given up hope of winning the Indian air force's medium multi-role combat aircraft (MMRCA) contest, despite having failed to make the service's shortlist when it narrowed the field to two European models early last month.
"We were not selected - at least not yet," said Saab chief executive Håkan Buskhe. Attributing New Delhi's "rather surprising decision" to concerns over the developmental status of his company's Gripen NG, he said "what we can do is give them our explanation if we feel they have misjudged something".
Speaking in London in late May, Buskhe said: "We have a list of things that they have some questions about, and we have been looking at those."
India narrowed its MMRCA contest to the Dassault Rafale and Eurofighter Typhoon, effectively eliminating the Gripen NG, Boeing F/A-18E/F Super Hornet, Lockheed Martin F-16 and RSK MiG-35 from the $10 billion-plus, 126-aircraft deal.
But with extended bids from the remaining contenders valid only until late December, Saab has decided to maintain a presence in support of the campaign in India. "We will wait and see," said Buskhe.
The Saab official also was part of a business delegation that accompanied Swedish prime minister Fredrik Reinfeldt to Brazil last month. "We have a fair chance to make it," Buskhe said, referring to Saab's campaign to offer the Gripen NG to meet the nation's F-X2 fighter requirement.
"We believe we have an extremely strong offer, with the transfer of technology and co-operation with Brazilian industry." The company again faces competition from the Rafale and Super Hornet, with a decision now expected during 2012. | |

'High accuracy' Prithvi-II missile successfully test-fired
India today achieved yet another success in missile technology as it successfully test-fired the Prithvi-II nuclear capable missile, which hit the target with “very high accuracy” of around 10 meters.
“The missile was successfully flight tested at 9 am from the Integrated Test Range at Chandipur near here as part of the regular training exercise of the armed forces,” a DRDO spokesperson said.
“Prithvi-II, the first indigenous surface-to-surface strategic missile, capable of attacking targets at ranges of 350 kms, reached the predefined target in the Bay of Bengal with a very high accuracy of better than 10 metres,” officials said.
Officials said today's test met all the mission objectives and was like a text book launch.
“Taken from routine production lot during earlier user trials, the missile had achieved single digit accuracy reaching close to zero circular error probability (CEP),” they said.

L'Inde a lancé jeudi les tests d'une nouvelle version du char d'assaut Arjun, a annoncé l'agence IANS, se référant à une source au sein du ministère de la Défense du pays. A Prithvi (P-II) surface-to-surface missile was successfully flight tested on 9th June 2011 at 9 A.M from Launch Complex-III, ITR Chandipur, Balasore District, Orissa, India. The Launch was carried out as part of the regular training exercise of the Indian Armed Forces.
Prithvi-II, the first indigenous surface to surface strategic Missile, capable of attacking targets at ranges of 350km, reached the predefined target in the Bay of Bengal with a very high accuracy of better than 10 meters. All the Radars, Electro optical systems located along the coast have tracked and monitored the Missile throughout the flight path.
An Indian Naval ship located near the target witnessed the final event. The entire launch operations of the Missile were carried by the Armed Forces, monitored by the Scientists of DRDO. The flight test of the Prithvi-II met all the Mission objectives and was like a text book launch. Dr. V.K. India to Do $2 Bn Deal for Jaguar Engines from Single Vendor
| | | By Gulshan Luthra New Delhi, June 13 (IANS) The Indian Air Force (IAF) has decided to acquire new engines for its battle-hardy Jaguar fighter aircraft from a single manufacturer in what is estimated to be a $2 billion deal. IAF's Chief of Air Staff, Air Chief Marshal P V Naik told India Strategic defence magazine (www.indiastrategic.in) in an interview that the Jaguars needed urgent upgrades. Since there was still considerable life left in the airframes and systems, it was necessary to go ahead with the process as fast as possible. IAF had actually issued a Request for Proposals (RfP), or tender, in November 2010 to Rolls-Royce, which had provided the Adour 102 engines when the aircraft were acquired beginning 1978 from the then British Aircraft Corporation (BAC), and the US Honeywell, which says it has offered to supply "more powerful engines at competitive rates." Rolls-Royce however opted out recently, and faced with the single vendor situation, the Ministry of Defence cancelled the RfP. Air Chief Marshal Naik said that the government had now decided to process the case on the "single vendor" basis keeping in view what is available, and most suited, and negotiate with the selected manufacturer. IAF has nearly 125 twin-engine Jaguars, dubbed as Deep Penetration Strike Aircraft (DPSA) for ground attack role, when the deal was initially signed. The aircraft can carry nuclear weapons. Jaguars were built for the Royal and French air forces. But today, most of them are operated by the IAF and the Royal Air Force of Oman. Indian aeronautical engineers also added overwing pylons on the aircraft to carry French Matra missiles and this innovation was adopted also by other air forces. Upgrades of the IAF Jaguars would also include modernisation of avionics, sensors for night operations, and integration of helmet mounted sights for the pilots. The deal for new engines, 250-plus, inclusive of spares, should be worth more than $ 2 billion. Rolls-Royce had offered Adour 821, an upgraded version of Adour 811 engines fitted on IAF's Hawk advanced trainer jets, while Honeywell said it would supply the "lighter and more powerful" F 125 IN, at present installed on Taiwan's indigenous defence fighter. Operationally, IAF deployed the Jaguars in the 1999 Kargil War to destroy fortified positions set up by intruding Pakistani troops on the Indian side of the border high in the mountains. The Foreign Military Sale -- approved by the U.S. Congress in May 2010 -- establishes India as the C-17's largest international customer. According to the agreement, India will take delivery of its C-17s in 2013 and 2014. "The C-17 will elevate India's leadership in the region," said Dinesh Keskar, president, Boeing India. India issues RFI for multi-role naval helicopters
India has issued a request for information for a naval multi-role helicopter (NMRH) to complement its existing fleet of Westland Sea King 42 anti-submarine warfare (ASW) helicopters.
The RFI calls for helicopters with a maximum all-up weight of between 9t and 12.5t. The NMRH, which will be expected to serve for 30 years, should have the capacity for 10% weight growth throughout its service life without hurting performance.
The navy foresees three primary roles: ASW, anti-surface warfare (ASuW), and special operations. Secondary roles include electronic intelligence, search and rescue (SAR), external cargo carrying, casualty evacuation and combat SAR.
Candidate helicopters must be able to operate from ships as small as the navy's Godavari-class frigates. They also need to be able to fit in shipboard hangars with a length of 15.5m (50.8ft), a width of 5.5m and a height of 5.3m.
"The NMRH should be a contemporary design with modern, reliable and fuel-efficient engines and fully integrated advanced avionics/weapons suite employing the latest concepts for detection, identification, classification of surface and sub-surface targets along with the ability to detect air targets," the RFI said.
It also outlines performance requirements for two variants: one focused on ASW/ASuW and the other for special operations.
For the former variant, India seeks an aircraft that can autonomously locate and destroy submarines, compile an integrated picture of the situation above and below the surface, and operate in all weather conditions.
The special operations variant needs the capability to carry unguided rockets and guns.
Possible candidates for the requirement could include the Lockheed Martin/Sikorsky MH-60R and NH Industries' NH90. The deal will require a minimum 30% offset obligation under Indian laws. | |

Defence brass split over French Mirage upgrade deal
NEW DELHI: With the $2.4 billion Mirage-2000 upgrade deal with France in its final stages, India's defence ministry and air force top brass seem to be split over the high costs and likely benefits to the country's future air power needs.
With the contract papers said to be headed to the Cabinet Committee on Security (CCS), the volume against the deal is rising, top officials told IANS here.
Among points of contention is the deal cost to upgrade the 52 Mirage-2000 combat aircraft by French company Dassault Aviation. Taking into account $1 billion for new weapons and another $500 million for new facilities at Bangalore-based Hindustan Aeronautics Limited ( HAL . for the upgrade, the cost could rise to $3.9 billion, the officials said.
"The upgrade programme will cost the Indian exchequer $7.9 million per Mirage-2000 aircraft. But India is buying 126 new Medium Multi-Role Combat Aircraft (MMRCA) under a $10.4 billion tender that is to be finalised in this fiscal.
"The cost of the new fourth generation fighter jet works out to $7.9 million per plane. Is it prudent to pay the same price for a swanky new plane and just an upgrade programme for a 25-year-old plane?" said a senior defence ministry official.
Confirming the raging debate, Indian Air Force (IAF) officers said this was the reason the contract has not seen the light of the day yet, though it has been in the pipeline for years now.
There was a strong push for the deal when French President Nicolas Sarkozy's visited India in December 2010 and the country's Defence Minister Gerard Longuet was here in May this year.
Among the upgrades planned for Mirage-2000 under the contract include night vision goggle compatible glass cockpit, advanced navigational systems, advanced Identify Friend or Foe (IFF) system, advanced multi-mode multi-layered radar, fully integrated electronic warfare suite and advanced beyond visual range (BVR) capability. The new weapons include 450 MICA interception and aerial combat missiles.
French firms Thales and MBDA will be the weapons systems integrator and missiles supplier respectively.
"In fact, Thales and MBDA were initially quoting much more," said IAF officers. "But even at this cost and age, an upgraded Mirage can operate efficiently for another 20 years and still be a potent, frontline fighter jet. The upgrade of the Mirages would provide it a fourth generation combat jet capability," the officers told IANS, requesting anonymity as they were not authorised to speak to the media.
India bought 52 Mirage-2000s in 1982 and fully inducted these into the IAF in 1986. Two of the planes will be upgraded in France, another two in India with French help, and the rest 48 entirely by HAL.
Another issue is the nine-year timeframe given by Dassault, the original equipment manufacturer (OEM) of Mirages, to complete the upgrade.
"In comparison, the same firm is quoting deliveries of just six years if it wins the MMRCA deal, on the lines of what its competitor in the final fray, EADS, too has quoted," officials noted.
"Not only will the upgraded Mirages cost as much as a brand new twin-engine fourth generation fighter, but some of the Mirages will be 35 years old by the time they are upgraded," they said.
Dassault, officials said, had in the original 1982 contract guaranteed 30-year plus 10-year life for the planes. "Thus the upgraded Mirages will have just another five years of service left, provided there is no time or cost over-runs. Then why spend a fortune?" they asked.
IAF officers also noted that Israel had also offered to upgrade the Mirages, but at half the price. But the defence ministry quoted an old policy that only OEMs could carry out an upgrade.
"The same ministry has called for competitive bids in recent months for equally complex fighter aircraft, particularly those from Russian or erstwhile Soviet stable," they said.

Lockheed Delivers Two More C-130Js to IAF
Lockheed Martin has announced the departure of the third and fourth of six C-130J Super Hercules aircraft for the Indian Air Force (IAF) from its facility in Georgia, US. The IAF will receive the transport / refuelling aircraft at Air Force Station Hindon, outside New Delhi. The C-130J will enhance IAF special operations capabilities, and provide modern airlift to support a wide range of national requirements. Lockheed has equipped the airlifters with an infrared detection set and protection systems to ensure aircraft survivability in hostile air environments. Equipped with air-to-air receiver refuelling capability for extended range operations, the aircraft can also perform precision low-level flying, airdrops and landing in blackout conditions. The IAF is expected to receive the remaining two C-130Js later this year.

Reports Suggest that Pilatus will be Awarded the $1 Billion Trainer Contract
Only week after the announcement of the shortlisted contenders for the $10.4-billion MMRCA fighter aircraft competition and the signing of a contract to purchase 10 C-17 Globemaster III heavy transport aircraft with an estimated value of more than $4.1 billion, the Indian Air Force is poised to sign another significant contract: According to press reports, India is about to award a $1 billion contract to Pilatus Aircraft for 75 of its PC-7 MkII trainer aircraft.
Despite the Swiss company’s refusal to comment on the possible deal, country’s daily “Le Temps” reported that Pilatus could secure the largest contract for its single-engine turboprop trainer aircraft. After India had to ground its fleet of Hindustan Aeronautics Ltd-built HPT-32 Deepak in 2009, the Air Force sought to purchase a new trainer aircraft for the basic training of its pilots.
Although the initial contract is for 75 aircraft, the contractor may, reportedly, be granted options for a total of 200 aircraft to be provided to the Indian Air Force. Deliveries for the first batches are expected to be carried out within the next two years.
According to press reports, the Swiss aircraft successfully emerged from a competition that involved several international contestants, including Grob’s G-120 TP, Embraer’s EMB-312 Super Tucano, Alenia Aermacchi’s M-311, Hawker Beechcraft’s T-6C Texan-II and KAI’s KT-1 Woongbi. The foreign aircraft manufacturers were invited to submit their bids for the multi-million deal two years ago and flight trails of the competing aircraft types were carried out in 2010.
Apparently, the price has been the determining factor for the Air Force. According to AviationWeek, India’s Chief of Air Staff, Air Marshall P.V. Naik, recently said: “Of the three short-listed firms from the U.S., Korea and Switzerland, the bid made by Pilatus has emerged the lowest.” Further, the Indian official explained: “We have started price negotiations with the Swiss vendor for supplying 75 aircraft to train new pilots.”
However, in addition to the financial factors, the PC-7 has an impressive record of some 500 aircraft sold to 21 international military and civilian customers, being an affordable and effective solution for smaller or developing countries to meet their pilot training as well as patrol, surveillance and light attack requirements.
The PC-7 Mk II is based on elements of the PC-7 and PC-9 single engine turboprop training aircraft. It incorporates the PC-9’s airframe and avionics, but relies on the PC-7’s wings. Further, it uses a Pratt & Whitney Canada PT6A-25C turboprop engine that, although providing less power than the stronger PC-9 engine, it is more efficient in terms of operating and maintenance requirements. La Russie et l’Inde ont convenu de commencer en novembre 2011 les essais à la mer du porte-aéronefs INS Vikramaditya (l’ancien Admiral Gorshkov soviétique). Selon The Tribune, le porte-aéronefs serait livré à la marine indienne en décembre 2012.
D’un déplacement de 45.000 t et long de 283 m, le porte-aéronefs est actuellement en cours d’équipement au chantier naval JSC Sevmash de Severodvinsk. Conformément aux demandes indiennes, le bâtiment a été modifié pour accueillir des chasseurs MiG-29 de la base aérienne de Goa.
Une partie de l’équipage du porte-aéronefs est actuellement formé à St. Pétersbourg. Ils devraient rejoindre le chantier Sevmash pour assister aux essais à la mer.
Les essais au mouillage du bâtiment ont commencé en mars 2011. Depuis, le fonctionnement de tous les systèmes embarqués, y compris les équipements électroniques fabriqués en Russie ou en Inde et les installations aériennes, sont contrôlées.
Le contrat de livraison du porte-aéronefs russe Admiral Gorshkov a été signé en 2004. Selon ce document, la Russie transférait la coque à l’Inde gratuitement, puisque la modernisation était effectuée par Sevmash. De plus, l’Inde s’engageait à équiper le porte-aéronefs d’avions russes.
Le cout du contrat s’élevait alors à 1,5 milliard $. Cependant, en 2008, l’Inde a suspendu les paiements et la Russie a exigé une révision de l’étendue des travaux et une augmentation du prix. Un nouvel accord a été signé en mars 2010, et le prix du contrat a été augmenté à 2,3 milliards $.

The Defense Security Cooperation Agency (DSCA) notified U.S. Congress Friday of a possible Foreign Military Sale (FMS) to the Government of India for 32 MK-54 All-Up-Round Lightweight Torpedoes and associated equipment, parts, training and logistical support for an estimated cost of $86 million. The Government of India has requested a possible sale of 32 MK-54 All-Up-Round Lightweight Torpedoes, 3 recoverable exercise torpedoes, 1 training shape, containers, spare and repair parts, support and test equipment, publications and technical documentation, personnel training and training equipment, transportation, U.S. Government and contractor representatives’ technical assistance, engineering and logistics support services, and other related elements of logistics support. The estimated cost is $86 million.
This proposed sale will contribute to the foreign policy and national security of the United States by helping to strengthen the U.S.-India strategic relationship and to improve the security of a key important partner which continues to be an important force for political stability, peace, and economic progress in South Asia.
India intends to use the torpedoes on its Indian Navy P-8I Neptune maritime patrol aircraft, which will provide enhanced capabilities in effective defense of critical sea lines of communication.
The proposed sale of this equipment and support will not alter the basic military balance in the region.
The prime contractors will be The Boeing Company in St. Louis, Missouri, and a yet to be identified U.S. torpedo contractor. Details of a potential offset agreement in connection with the proposed sale are not known as of the date of this transmittal.
Implementation of this proposed sale will require U.S. Government and contractor representative in-country visits on a temporary basis for technical reviews, support, and oversight.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
This notice of a potential sale is required by law and does not mean the sale has been concluded.

Indian navy considering Northrop's MQ-4C BAMS
Northrop Grumman is pitching its MQ-4C Broad Area Maritime Surveillance (BAMS) unmanned aircraft system to the Indian navy.
Earlier this year the company responded to an Indian request for information for a high-altitude, long-endurance UAS issued in October 2010, said an industry source.
In US Navy service BAMS is planned to work closely with the Boeing P-8A Poseidon maritime patrol aircraft. At a seminar about BAMS hosted by Northrop for members of the Indian military, possible co-operation between BAMS and the Indian navy's future P-8I aircraft was a point of discussion.
India's first of eight P-8Is recently entered final assembly at Boeing's Renton factory. The company has also proposed a variant of the 737-based P-8I for India's medium-range maritime reconnaissance aircraft requirement.
New Delhi is increasingly turning to unmanned systems to patrol its vast ocean frontiers, which include the Arabian Sea, Indian Ocean and Bay of Bengal. In January the Indian navy stood up its second UAS squadron, which will operate Israel Aerospace Industries-supplied Herons and Searcher IIs over the northern Arabian Sea.
In March, Israeli sources told Flightglobal that India's navy has operational requirements for additional systems made by IAI, potentially including improved Heron or Heron TP systems carrying maritime sensor payloads. Evaluations using some systems have already been carried out.
Northrop plans to roll out the first MQ-4C in early 2012, with the first flight to occur around the middle of the same year.
One stumbling block in a potential BAMS sale to India could be the international Missile Technology Control Regime, although India is not a signatory.

C'est un coup dur pour Mig. Donc au Maroc, des qu'on entendera parler d'un crash de F-16 au USA on arretera notre commande de Viper ... Non mais plus sérieusement, le titre parle de l'arret des commandes de ses Mig-29K mais apres il ne parle que d'une possibilité d'arret des vols des Mig-29K jusqu'à éclaircissement des causes du crash et la ça semble un peut plus logique que le titre je dirai. |
