| Rappel du premier message :L'Inde: l'autre Puissance d'Asie Les articles réguliers sur la Chine et ses avancées dans l’aéronautique civile et militaire ne doivent pas nous faire oublier que l’Asie compte d’autres puissances pour qui l’aéronautique est vitale. C’est le cas du plus grand compétiteur asiatique de la Chine : l’Inde. Ce pays-continent dispose des capacités scientifiques et industrielles pour développer comme lui ses capacités de frappe. Tout d’abord dans le domaine balistique l’Inde souhaite décupler ses capacités et sa volonté s’exprime dans les projets hautement symboliques que sont les missiles BRAHMOS et AGNI ; mais l’Inde a développé son propre chasseur, tout comme la Chine, et prépare la relève ! Grâce à l’apport technologique Russe, une joint venture a été créée entre les deux pays pour la mise au point et la commercialisation du missile de croisière BRAHMOS qui peut être de trois versions : sol-sol ou terre-mer, mer-mer ou air-mer (depuis un Su-30MKI). Une variante sous-marine est en cours de développement. Dans sa version navale, le BRAHMOS est supersonique (Mach 2, a une trajectoire rasante et une portée max de 300km (à comparer avec les capacités de l’exocet : missile subsonique Mach 0,9 et 180km de portée seulement). Récemment l’Inde a décidé d’investir 250 millions US$ pour développer une version du missile pouvant voler à Mach 5. On le voit ce missile donnera à la marine indienne et à ses forces armées en général des capacités de loin supérieures à ce que dispose toues les marines européennes et chinoise ! Le missile AGNI consiste lui en un missile balistique à capacité nucléaire (notez que le BRAHMOS pourrait être équipé lui aussi) initiale, de conception nationale. Il existe en trois versions : AGNI 1 DE 2500km de portée ; l’AGNI 2 de 3000km de portée théorique, et l’AGNI 3 (en développement) de 5000 km de portée à terme. Ces missiles représentent avec le missile de théâtre PRITHVI les vecteurs de la dissuasion nucléaire indienne. Mais l’Inde ne sera jamais une puissance aéronautique complète si elle ne développe pas son aéronautique militaire, et le dernier appel d’offre international pour acquérir un chasseur de dernière génération (9 milliards US$) pourrait bien être le dernier du genre, et voir les russes remporter le marché assez logiquement. En effet l’Inde et la Russie veulent développer en commun un chasseur de 5ème génération : c’est l’objet de l’accord signé à Moscou en octobre 2007 pour le projet PAK FA (Future Tactical Aviation Aircraft Complex). Contrairement au F-22 RAPTOR US le projet russo-indien prévoit un avion tant furtif qu’hyper manœuvrable via des tuyères mobiles développées pour le Su-27, ainsi qu’un radar et des missiles à longues portées. A noter que le radar disposera de capacité de brouillage (existant déjà sur des Mig 29 et qui pourrait exister sur le RAFALE cette information n’ayant jamais été confirmée). Le mariage entre le génie aéronautique russe et le génie électronique et informatique indien devrait donner un résultat très intéressant. Mais ce projet en commun ne signifie pas que l’Inde ne sait pas construire de chasseur de manière autonome : elle a en effet développé par elle-même le LCA (LIGHT COMBAT AIRCRAFT) . La décision de développer ce projet fut prise en 1983 pour remplacer les Mig-21 et les caractéristiques techniques sont fixées en 1990. Le projet recevra l’appui de constructeurs européens comme DASSAULT, SAAB, et BAE, et son design montre que les ingénieurs indiens se sont inspirés du mirage 2000 et du F-18 pour les entrées d’air. L’appareil sera à terme équipé d’un réacteur de conception nationale KAVERI GTX-35VS double flux de 8,5 tonnes de poussée (SNECMA SAFRAN fournissant les filtres et les régulateurs). Le radar doppler multi-cible est développé par HAL avec l’aide d’industriels étrangers, tout comme l’avionique (THOMSON-CSF aujourd’hui THALES) et une centrale inertielle fournie par l’américain HONEYWELL. L’avion sera équipé de missile russe R-73 VYMPEL et du missile de conception nationale ASTRA. Initialement prévu pour entrer en service en 1995 le LCA a fait son premier vol en 2001. Malgré le retard du projet et les difficultés de son développement, cet appareil donne aux industries indiennes des compétences et une expérience certaine au moins égale à ce que la Chine peut faire. On le voit là encore, l’Inde entend développer ses compétences pour faire face à la Chine mais aussi pour s’installer pleinement à la table des grandes puissances. Notons que la Russie s’installe comme un acteur moteur de l’essor indien dans l’aéronautique. Sur ce point oui vous avez raison. Comme vous le savez Gémini, les raisons d'un crash peuvent être incertaines autant que multiples donc jusqu'a preuve du contraire, les Mig-29K ne représentent pas un aussi grand danger pour leur pilotes pour être complètement cloué au sol (pas comme pour les Mig-27 par exemple qui sont un vrai cauchemar, ou les Fishbed aussi). India May Consider Mirage 2000 Upgrade Deal
India's Cabinet Committee on Security (CCS) is expected to consider a deal with France to upgrade the Mirage 2000 aircraft for the Indian Air Force (IAF), a Defence Ministry official has said. "Two proposals related to upgrade of the 51 Mirage 2000 aircraft in the IAF fleet are expected to be considered by the CCS at its next meeting," The Press Trust of India quotes the official as saying. The over $3bn deal has been involved in negotiations for the last five years but could not be finalised for various reasons including the price of upgrade. According to the proposal, Dassault and Thales will upgrade engines, avionics, navigation systems, mission computers, electronic warfare systems and radars and will help bring the aircraft to the Mirage 2000-5 standards. The government is also considering proposals that include aircraft systems upgrade and procurement of 400 MICA missiles for the upgraded fleet. If the deal is finalised, four aircraft would be sent to France and the rest upgraded at Hindustan Aeronautics Limited facilities, India.

India all set to test new short-range tactical missile
Prahaar' (to strike), a totally new quick-reaction, short-range tactical missile, which will fill the gap for such a battlefield weapon system in India's missile arsenal, is all set to be flight-tested on July 17.
This was stated here on Saturday by Scientific Adviser to the Defence Minister and Director General, Defence Research and Development Organisation, V.K. Saraswat after inaugurating a new facility of Analogic Controls India Ltd. (ACIL) that manufactures electronic systems for mission critical defence and space applications.
Talking to journalists, Dr. Saraswat said the 150 km-range missile would replace unguided rockets and “is going to be an excellent weapon.” It would bridge the gap between Pinaka, a 40-km range multi-barrel rocket system, and the 350-km Prithvi-II, which had been converted into a strategic missile. Unguided rockets of 90-km range had also been imported from Russia.
Dr. Saraswat said that at present the services did not have a weapon such as Prahaar. The missile would be equipped with omni-directional warheads and could be used for hitting both tactical and strategic targets. The road-mobile system could be pulled out for quick deployment with each launcher carrying six missiles. “With different types of warheads, you can have different types of missiles from the same launcher,” he added.
Stating that the DRDO-developed missile was cost-effective, Dr. Saraswat said that only a few would be required to cause devastation equivalent to that produced by several unguided rockets. Initially, the missile would be given to the Army and later to other services.
Replying to a question, he said India's longest range, surface-to-surface Agni-V missile would be flight-tested by the year-end as scheduled earlier.
Avinash Chander, Chief Controller, (Missile & Strategic Systems), DRDO, said the most “critical milestone' — the testing of three propulsion motors for the first, second and third stages of the missile — was completed.
Electronic systems
Earlier, inaugurating the state-of-the-art manufacturing facility of ACIL, Dr. Saraswat called for forging public-private partnerships for producing electronic systems, which were being imported. The new Electronics Development Policy would aim to bridge the technological gap and seek large participation of the private sector.
He said a low cost laptop being produced by the DRDO in partnership with IIT, Jodhpur, was expected to be unveiled by December.

Russian frigate project for Navy likely to be delayed
Already hit by the massive delay in the Gorshkov aircraft carrier delivery, the Indian Navy may be in for another blow.
A top Russian official has said that the first of the new Talwar class frigates, ordered under a $1.1 billion contract in 2006 and set to be delivered by the end of this year, has been delayed.
While Russia has not formally conveyed any delay in the project for construction of three Talwar class frigates to India, concerns have risen after a senior official from the state-run arms exporter Rosoboronexport publicly stated that a new deadline will have to be drawn. India ordered three of the frigates in 2006, with the first ship to be delivered in 2011.
“We have not yet been informed of any delay. We have a team in Russia that is overseeing the project and they will discuss the matter,” a defence ministry official said.

Indian Navy to Buy 80 Fast Interception Craft
The Indian Navy has signed a contract with Sri Lanka-based SOLAS Marine for the procurement of 80 fast interception craft (FIC) as part of an exercise to strengthen its coastal security. The Rs3,000m ($66.1m) contract process is in its final stages and the deal is expected to be finalised soon. The FICs have a speed between 45mph and 50mph, and can accommodate four to five crew members, according to Press Trust of India. The boats would be deployed for coastal security duties that include engaging any suspicious vessel or activity and to protect vital assets and installations along coastal areas. The navy had earlier placed an order worth Rs600m ($13.2m) for 15 such boats last year with French shipyard Chantier Naval Couach. Delivery of the first 15 FICs is expected to be completed by the end of 2012, of which three boats have been already inducted, and the next 80 would be inducted in the coming 36 months.

L’Inde suspend sa procédure d’acquisition d’avions d’entraînement
L’Inde, qui avait mis sur la table un milliard de dollars pour l’achat de 75 appareils d’entraînement basique, a suspendu la procédure qui avait vu le suisse Pilatus remporter le marché, selon le quotidien The Indian Express. A la suite d’une demande de Korea Aerospace Industries, qui veut des précisions sur les documents fournis par la société suisse (déclarée offre la plus basse), les officiels indiens ont décidé de ralentir la procédure afin de procéder à des vérifications. L'offre de l’entreprise suisse a été déclarée la moins chère avec son PC-7, suivie de celle de KAI avec son KT-1 tandis que l’offre américaine d’Hawker-Beechcraft avec son T-6C Texan-II était la plus haute. En effet, des coûts tels que le transfert de technologie n’auraient pas été pris en compte dans le contrat de sélection de Pilatus. L’Indian Air Force a pourtant un besoin urgent d’avions car les cadets s’entraînent à l’heure actuelle sur des appareils destinés à l’acrobatie aérienne. En effet, les anciens avions d’entraînement HPT 32 avaient été mis à la retraite en 2009 à cause de leurs problèmes de sécurité.

Mumbai/New Delhi: Ashok Leyland (ALL), Larsen & Toubro (L&T), Bharat Forge, Tata Motors and Mahindra & Mahindra (M&M) are among those who have bid for a $10-billion (R44,000 core) defence ministry contract to supply combat vehicles for the Indian Army. The size of the tender is comparable to the one for combat aircraft being finalised by the ministry.
The ministry will shortlist two vendors for Futuristic Infantry Combat Vehicles (FICVs) by July end, based on technical and commercial criteria under the ‘buy & make’ category. Under this category, only Indian companies with technical and financial capabilities are asked to submit bids. Infantry combat vehicles are armoured vehicles carrying soldiers and supporting main battle tanks with firepower in war. Their armour is lighter than main tanks’ but heavier than armoured personnel carriers’. While ALL and L&T have bid as a team, state-owned Ordnance Factory Board (OFB) is also believed to be in the fray. The defence ministry was yet to respond to an email query sent to it several days ago on the subject.
The Army would require 2,610 FICVs to replace the existing, Soviet-vintage ‘Sarath’ BMP-II combat vehicles built by OFB. Sarath has been in service for around 31 years, and will be phased out from 2017. Confirming ALL’s involvement, V Sumantran, executive vice-chairman, Hinduja Automotive UK, said: “We are working on the FICV project with L&T.”

C-17 Globemaster III aircraft to be inducted at Hindan base
NEW DELHI: The Indian Air Force (IAF) will induct its first C-17 Globemaster III, its largest strategic heavy lift aircraft, at the Hindan air force in Ghaziabad near here after it is procured from the US.
"We have decided to induct the C-17 at the Hindan air force base when the first aircraft would be delivered to us in the 2013-14 time-frame," IAF officials told PTI here.
India had recently signed its biggest defence deal with the US to procure ten C-17 heavy-lift aircraft for USD 4.1 billion under which American defence major Boeing will set up test facilities for hi-tech aeronautics engines for the DRDO.
Hindan, the closest air force station outside the capital, is already the home base for the C-130J Super Hercules which was inducted in February for carrying out Special Operations.
Till now, Agra has been the main hub of heavy lift aircraft such as the Ilyushin-76 and Il-78 mid-air refuelers along with the bases in Chandigarh and Nagpur.
After procuring the initial ten aircraft, the IAF is also planning to order six more of them to augment its fleet of the Il-76, C-130J and An-32 transporters.
The deal was cleared by the Cabinet Committee on Security for procuring the aircraft through the Foreign Military Sales route.
The Globemaster is capable of carrying a maximum payload of 77.5 tonnes, including combat vehicles, artillery guns and battle-ready troops and will strengthen India's capabilities to rapidly move troops and equipment in its areas of interest.
The four-engine aircraft is capable of taking off and landing even on makeshift runways, barely 3,500-feet long and 90-feet wide, India will be able to transport soldiers and combat systems to forward areas both on western and eastern fronts much faster.

Air Marshal Pramod Vasant Athawale, AOC-in-C of the Maintenance Command of the Air Force who is on a two-day inspection of the 3 Base Repair Depot (BRD) Air Force station in Chandigarh, told HT on Tuesday, “We are going ahead with the upgradation work in Russia and we will be receiving a couple of aircraft next month. The work is in full swing and we have not asked for the fighter jets to be grounded.”
Elaborating on the MiG-29 sent to Russia for upgradation, Air Marshal Athawale said that after upgradation, the entire fleet would become more formidable. “The upgraded fleet will have improved radar and weapon designs. Five fighter jets are being upgraded in Russia in the first phase. Their estimate lifespan is 40 years,” he said.
The Air Force has also started a drive of upgrading and maintaining the machines and jets at all BRD stations across the country. Air Marshal Athawale said the Air Force was working on extending the life of several aircraft parts. “The older aircraft in the country definitely need attention and we have started overhauling them,” he said.

- Dassault, Thales, MBDA win $2.4 billion Indian Mirage 2000 Upgrade Deal
The Indian cabinet has cleared a US$2.4 billion proposal by the French company Dassault for upgrading India’s Mirage 2000 aircraft with beyond visual range missiles, navigation, communications and electronic warfare equipment.
The clearance came on Wednesday at a meeting of India’s supreme defence policy-making body, the Cabinet Committee on Security (CCS) which is chaired by the Prime Minister, Dr. Manmohan Singh. The news of the clearance was revealed by official Indian sources.
The upgrade will make the two-decade old planes nearly as potent as the Rafale and Eurofighter which are competing in a tender to provide Indian $10 billion worth of warplanes to replace several types of Russian origin warplanes.
The upgrade will be carried out at by Dassault in France for the first few planes while the bulk of the two squadron strong fleet will be upgraded at India’s Hindustan Aeronautics Limited in Bangalore.
The cost of the upgrade may work out to $7.9 million per aircraft, with the French firm, Thales being the lead integrator and missile manufacturer, MBDA will be the missile systems supplier. The weapons include over 400 MICA interception and aerial combat missiles for beyond visual range firing.

- Mirage 2000 Upgrade Offsets Deal to Benefit India’s Tata Group
French companies, Dassault, Thales and MBDA which have together won a US$2.4 billion Indian Mirage 2000 upgrade deal will have to plough back 30% of the contract value as offsets into Indian companies. India’s Tata industrial group will be the main beneficiary of this offsets program.
Informed sources told defenseworld.net that Tata group Chairman Ratan Tata and senior group executives held extensive discussions with their Dassault counterparts at the Paris Air Show last month. The offsets program will bring work to the Tata group in aero structures, communications systems and other advanced aeronautical systems.
The total offsets work package will involve several other Indian companies as well. This will be first major offsets program involving advanced aeronautical systems in India and will grow its capability in the manufacturing of avionics, communications and weapons control systems.

India needs these planes to shore up its falling squadron levels brought about by the retirement of the MiG series but has displayed little desperation, preferring to evaluate both bids on merits. The commercial bids open on the first of next month and available information indicates that the French bid is likely to beat the four-country offer on price. They also sought to underline the previous relationships with India stretching back to the early days of the Indian Air Force — Spitfires, Hawker Hunters, Jaguars, Canberras, Gnats, Sea Harriers (Navy) and Hawk advanced jet trainers. The French too have their compelling arguments to offer since they too have been intimately connected with the Indian military.
Defence Minister A.K. Antony has repeatedly said merits of the plane rather than geo-political considerations would be the prime consideration. Indian Navy Commissions Indigenous Fast Attack Craft
The Indian Navy has commissioned an indigenously built fast attack craft at its eastern naval command base in Visakhapatnam. The INS Koswari has been designed to operate in shallow waters at high speed, provide day-and-night surveillance capability, enhanced firepower and combat asymmetric threats. The 52m-long vessel has a displacement capacity of 325t, can cruise at speeds in excess of 30kts and is equipped with advanced MTU engines and latest communication sets. The craft will be deployed in coastal patrol and anti-piracy missions along the Konkan coast and Lakshadweep group of islands.

The Indian ministry of defence is in negotiations to purchase an additional airborne early warning system from Israel Aerospace Industries (IAI).
If the deal goes ahead, the AEW system will be deployed on an Ilyushin Il-76 transport aircraft, as with the three systems IAI supplied last year.
India's AEW aircraft are designed to integrate information from sensors carried on a number of manned and unmanned platform.

Ready for induction six to seven months behind schedule, the Satpura is equipped with a mix of imported and indigenous weapon systems and sensors, including Barak surface-to-air missiles, 'shtil' air defence system, rapid fire guns and basic anti-submarine warfare weapons.The Navy currently has a 130-warship-strong fleet which includes an aircraft carrier, 20 landing ships, eight destroyers, 12 frigates and 16 attack submarines.The ship is powered by one each of US-origin LM-2500 gas turbine engine and SEMT Pielstick diesel engine on each shaft driving a large diameter controllable pitch propeller.PTI AJD

Thales, Dassault Aviation Sign IAF Mirage 2000 Fleet Upgrade Contract
Thales and Dassault Aviation today signed a contract for the upgrade of the Indian Air Force’s Mirage 2000 fleet. The contract was signed in New Delhi between the Indian MoD, IAF and representatives of Dassault and Thales.
Based on the integration of latest generation equipment and systems, the upgrade will further enhance the technical-operational capabilities of the Indian Air Force’s Mirage 2000. The aircraft represents a long tradition of cooperation with French military aviation, initiated 50 years ago, a Thales-Dassault joint press release said.
The extensive involvement of Indian industry within the programme will consolidate existing ties with the French aerospace industry and will reinforce long-term cooperation based on cutting edge technologies and the sharing of technical know-how and expertise.
Dassault Aviation and Thales are highly appreciative of the Indian government's continuing trust in them and are delighted with this contract that further consolidates the long-term strategic partnership between India and France, the press release said.
