La Corée du Sud sur le point de vendre des sous-marins à l’Indonésie
Le ministre sud-coréen de la défense, Kim Kwan-jin, se rendra en Indonésie le mois prochain pour conclure un accord d’un milliard de $, qui serait la première exportation de sous-marins par la Corée du Sud.
Si l’accord est conclu, Daewoo Shipbuilding and Marine, qui sera probablement comme fournisseur préféré par le gouvernement indonésien, signera un protocole d’accord pour vendre 3 sous-marins de 1.400 t à l’Indonésie, ont indiqué des responsables du ministère.
Kim sera accompagné par 9 compagnies sud-coréennes de défense, dont Daewoo, du 7 au 9 septembre. Il aura des entretiens avec son homologue indonésien, Purnomo Yusgiantoro, sur le projet de modernisation de la flotte indonésienne.
Le projet d’achat de sous-marins, d’un montant de 1,08 milliard $, considéré comme une mine d’or par les entreprises de défense, a entrainé une lutte féroce dans laquelle Daewoo aurait battu des compagnies françaises et allemandes.
« Le sous-marin U-209, que le gouvernement indonésien veut acheter, a d’abord été développé au début des années 70. La Corée du Sud a acheté la licence pour le construire dès cette époque. La France est bien connue pour ses techniques de soudure. Le fait que la Corée l’ait emporté face à ces 2 rivaux forts, signifie que le pays va rejoindre les rangs des pays exportateurs de sous-marins. Il laisse aussi espérer la vente d’autres sous-marins à des pays d’Asie du Sud-Est, » a déclaré un responsable de l’industrie de défense.

Turkey and Indonesia are close to signing several defense agreements altogether worth $400 million, procurement officials and industry sources said Tuesday.
Indonesia, the largest Muslim country in the world, and Turkey have increasingly closer political relations, and their industrial ties also are boosting. The two countries decided to bolster their defense cooperation when President Abdullah Gül visited Jakarta in April as a guest of Indonesian President Susilo Bambang Yudhoyono, when the two nations signed a defense industry pact.
Later, major defense industry companies from both nations met multiple times to explore potential areas of cooperation. They decided to work together in military electronics, rockets and armored vehicles.
As a result, Aselsan, Turkey’s military electronics powerhouse, and its Indonesian counterparts agreed on Aselsan’s production of several types of military radios and other wireless equipment for the Indonesian military.
Roketsan, Turkey’s state-owned rocket maker, reached a general agreement to produce various short-range rockets for the Indonesians.
Meanwhile, private Turkish vehicle-maker FNSS agreed to develop a 6X6 wheeled tactical vehicle for the Indonesians. FNSS already is the maker of 6X6 and 8X8 Pars armored vehicles. Under the agreement with Indonesia, FNSS will modify the Pars 6X6 and then the two sides jointly will manufacture it.
The Aselsan deal is expected to be signed before the year ends, industry sources told the Hürriyet Daily News. Roketsan and the FNSS deals are expected to be closed in 2012. The Aselsan agreement should exceed $100 million, and the two other deals are expected to cost around $150 million both.
Separately, a team of German and Turkish companies and Turkey’s procurement agency are seeking to jointly sell two HDW-class Type-209 submarines to Indonesia’s navy. They are competing against South Korea’s Daewoo Shipbuilding and Marine.

Indonesia, a vast archipelago country with over 17,500 island, plans to purchase scores others Sukhoi jet fighters from Russia and a number of submarines.
Indonesian Defense Minister Purnomo Yusgiantoro said that Indonesia needs about 150 trillion rupiah (some 17.544 billion U.S. dollar) within the next 15 years. "The 150 trillion rupiah funds would be used for purchasing new military equipment and maintaining them," Minister Purnomo said after the cabinet meeting.
Strong defense system was needed to guard the country's territory, particularly the border areas, he said.
Terrorism and transitional crimes are among the challenges being faced by the Indonesian police and military.
Indonesia has diversified the sources of its defense equipment after exiting from the U.S. embargo of purchasing military spare parts following the accusation of violating human rights. (Xinhua)

An opposition lawmaker on Tuesday urged the Supreme Audit Agency to investigate the $56 million purchase of seven military helicopters from Russia that can not be used as they were intended.
Tritamtomo, from the opposition Indonesian Democratic Party of Struggle (PDI-P), said six MI-17 V-5 bought into Indonesia in August and an MI-35 that arrived last year were missing a number of key components, including communications equipment and weaponry.
The former military commander said without the equipment, the helicopters would be prone to attack as well the usual aircraft accidents that plague the Indonesian Military (TNI).
He said he was confused how the helicopters lacked the required hard-ware.
The deal raised questions about the procurement process undertaken by House of Representatives Commission I for defense.

The House of Representatives’ (DPR) Defense Commission has not made a decision about the 30 F-16 fighter planes granted by the US. The commission is still discussing the issue internally, said the commission’s deputy chief T.B. Hasanudin in a meeting with Defense Minister Purnomo Yusgiantoro and the Indonesian Air Force chief of staff, Marshall Imam Sufaat, yesterday.
The Indonesian Air Force has been granted 30 fighter planes from the US. However, these planes operate on old machines and technology.
In yesterday’s meeting, several DPR members questioned the ministry and the Indonesian Air Force, which have been eager to accept the used aircraft despite the government preparing six new F-16 planes.
Enggartiasto Lukita, a Golkar member, said the government would lose money if they accepted the grant because the planes would only be delivered in 2014. “To manufacture a new plane, we need 30 months,” he said.
Another member from the Golkar, Fayakhun Andriadi, questioned the mileage of the aircraft, which has reached 4,000 – 5,000 hours. With such condition, the Indonesian Air Force could only use them for another 3,000 hours. “If we buy a new one, we can get a new plane with a new technology,” he argued.
Indonesian Air Force secretary-general, Marshall Madya Errys Heryanto, said the purchase of new planes would mean other equipment, such as radars, must be replaced to adjust to the new planes. “The grant is more efficient,” he said, adding there was no problem with the flight hours. There are 3,000 to 4,000 remaining flight hours for the used planes, which means they can still be used for another 15 – 30 years.

The Indonesian Navy has decided to install C 705 missiles, which will be jointly produced by Indonesia and China, in its fast missile boats, an official says.
“Sastind will provide the technology,” Defense Ministry secretary-general Vice Marshal Eris Haryanto said on Monday as quoted by kompas.com.
Sastind is a China-based defense industry started cooperation with the Directorate General of Defense Capabilities on March 22.
Eris said that the C 705 missiles could reach a range of 110 to 120 kilometers and were for surface targets.
Currently, the Defense Ministry is working on a technology transfer plan, as well as discussing the 2014 target to implement the 1,000 missiles RHan 122 program, which is also related to the technology.

After almost a year of political bickering, lawmakers have finally approved the Defense Ministry’s request to take up the US offer of so-called “grants” of 24 second-hand and aging F-16 jet fighters.
But as ministry officials and lawmakers refused to disclose the exact price of the transportation of the aircraft to Indonesia or the cost of upgrades, the deal may come with a high price tag estimated by analysts at almost US$800 million.
Approval for the deal was made during a meeting between the ministry and the House of Representatives’ Commission I overseeing defense, foreign affairs and intelligence late on Tuesday.
“We’ve agreed to approve the deal but with a set of conditions,” commission member Yorrys Raweyai of the Golkar Party said. “All the planes have to be upgraded from Block 25 to Block 52; all components needed for the upgrade have to be produced here in Indonesia; and the upgrade must be procured through the foreign military sales scheme that prevents the role of brokers.”
Block 52 is the highest upgrade level that enables the jet fighters to have bigger thrust and advanced avionic and electronic systems.
Yorrys said the government had agreed to conditions laid down by the lawmakers otherwise the deal would have been off.
He added that the House was set to allocate $200 million in the 2012 state budget for the aircraft upgrade.
Defense Ministry secretary-general Air Marshal Erris Herryanto confirmed the Commission’s approval, but said the $200 million was only a down payment. He refused to detail the total cost of the upgrade and of the transportation of the aircraft.
The ministry has decided to take the used aircraft rather than purchasing six brand new F-16s with Block 52 specifications for economic reasons. The six aircraft would cost a total of around $430 million.
“The government had to accept the conditions that we set out because it has to pay for the down payment early next year in order to catch up with a target of having two F-16 squadrons by 2014,” said another Commission member Effendy Choirie of the National Awakening Party (PKB).
He suspected the government’s decision to accept the conditions was likely aimed at pleasing the US after the recent visit of US Defense Secretary Leon Panetta and Senator Jim Webb.
Visiting US assistant secretary of state for East Asian and Pacific Affairs Kurt Campbell said the government’s decision to purchase the 24 used planes was effective in terms of cost and defense.
“Indonesia in the end will have 24 planes with very high capabilities, compared to only … six or eight if they bought new ones,” he said.
US Ambassador to Indonesia Scot Marciel said it was the Indonesian government who requested the used planes. “The cost of refurbishment will be borne by the Indonesian government.”
Institute of Defense and Security Studies executive director Connie Rahakundini Bakrie said the upgrade was likely to be limited or lower than Block 52 capabilities.
Aside from technical reasons, she argued the US was unlikely to let Indonesia possess jet fighters with more sophisticated capabilities than those owned by members of the Five Power Defense Arrangements (the United Kingdom, New Zealand, Australia, Singapore and Malaysia).
With such an upgrade, she said, the government might need to spend around $600 million in total for the engines and another $160 million to $190 million on training for the technicians and pilots.
“That does not even include upgrades of the weaponry systems and drag chutes although the good news is the planes will be compatible with many kinds of weapons,” Connie said. thejakartapost | |

The Government of Indonesia has requested a sale for the regeneration and upgrade of 24 F-16C/D Block 25 aircraft and 28 F100-PW-200 or F100-PW-220E engines being granted as Excess Defense Articles. The upgrade includes the following major systems and components: LAU-129A/A Launchers, ALR-69 Radar Warning Receivers, ARC-164/186 Radios, Expanded Enhanced Fire Control (EEFC) or Commercial Fire Control, or Modular Mission Computers, ALQ-213 Electronic Warfare Management Systems, ALE-47 Countermeasures Dispenser Systems, Cartridge Actuated Devices/Propellant Actuated Devices (CAD/PAD), Situational Awareness Data Link, Enhance Position Location Reporting Systems (EPLRS), LN-260 (SPS version, non-PPS), and AN/AAQ-33 SNIPER or AN/AAQ-28 LITENING Targeting Systems. Also included are tools, support and test equipment, spare and repair parts, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor engineering, technical and logistics support services, and other related elements of logistical and program support. The estimated cost is $750 million.
The proposed sale will contribute to the foreign policy and national security of the United States by improving the security of a strategic partner that has been, and continues to be, an important force for economic progress in Southeast Asia.
Indonesia desires the F-16 aircraft to modernize the Indonesian Air Force (IAF) fleet with aircraft more capable of conducting operations in the outermost border regions of Indonesia. The IAF’s current fleet of F-16 Block 15 aircraft is not capable of fulfilling that role, and the aging F-5 aircraft are expensive to maintain and operate due to diminishing resources existing to support the aircraft. The avionics upgrade will provide the IAF an additional capability benefitting security by modernizing the force structure, and enhancing interoperability by greater use of U.S.-produced equipment. Indonesia, which already has F-16 Block 15 and F-5 aircraft in its inventory, will have no difficulty absorbing these upgraded systems.
The proposed sale of this equipment and support will not alter the basic military balance in the region.
Indonesia requested the regeneration be sole sourced to the 309th Maintenance Wing, Hill Air Force Base, in Ogden, Utah, and Pratt Whitney, in East Hartford, Connecticut for the engine overhaul. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to Indonesia. DSCA _________________ | |

AUSTRALIA will give four C-130 Hercules - worth an estimated $30 million - to Indonesia for disaster relief and humanitarian work in the first military swap of its kind between the two countries.
Three high-speed Australian naval vessels will also be deployed to Indonesian waters to launch an offensive against people smugglers.
The agreements struck yesterday in Indonesia's resort island of Bali between Prime Minister Julia Gillard and Indonesian President Susilo Bambang Yudhoyono marked a series of new strategic partnerships in what appeared a peace offering to soothe tensions about Australia's deal to host more US troops on Australian soil.
The aircraft, which need about $25 million spent to restore them to airworthiness, were due to be sold on the open market as Australia upgrades its fleet.
But the Australian Defence Force has agreed to give them to the Indonesian military, following a request for more resources to boost disaster relief across the region.
"These aircraft are important to the movement of people and equipment and food in times of difficulty," Ms Gillard said.
In a further strengthening of military ties, Australia will provide support for an Indonesian armed forces peacekeeping centre. www.news.com.au | |
