Leopards, submarines and Sukhois

Lately, there has been much news about procurement of military weapons and equipment, including Leopard tanks, submarines and Sukhoi fighter aircraft. Happily, Indonesia now has the resources to meet the needs of war and defense equipment.

Lamentably, the procurements have been negatively received by observers, politicians and the man in the street. Criticism against the Leopard tanks procurement questioned the decision not to buy from the Netherlands, but from Germany instead. Others have questioned the usefulness of Leopard tanks in Indonesia.

The planned purchase of submarines from South Korea would, it seems, not benefit Indonesian maritime defense as the submarines have insufficient deterrence effects on neighboring countries.

The acquisition of Russian-made Sukhois and used American F-16 aircraft is criticized due to technical specifications.

The problem is that people are not given correct explanations, and whether the procurements are truly necessary or appropriate is never clarified. There is no clear explanation as to why the country requires advanced war equipment to ensure our sovereignty and defend the country.

At present, we face a variety of challenges as a nation and do not have an overview of our military strategy as a whole.

Armed conflict often occurs as a result of border disputes. The Great Wall of China was built to secure the national border territory. Such a wall is obviously impractical in our case and the effort would make no sense since our borders are mostly at sea anyway.

Sea border areas, therefore, should be our priority, due to their importance in safeguarding the country against intrusion, and thus safeguarding national sovereignty as well as defending our national honor. The archipelagic nature of our country without doubt makes formidable naval power of the utmost importance in the critical sea border areas.

Sea power without the support of air defense (indeed air superiority) is a futile defense system. The areas surrounding the Malacca Strait and those bordering Timor Leste and Australia are considered critical areas.

To talk of national sovereignty and honor in terms of arms procurement, is: We are sovereign if any Indonesian citizen can freely fish within the country’s own waters without fear of obstruction from neighboring countries’ navies, whereas illegal forays into Indonesian waters by foreign fishing vessels have long been a problem.

Regarding our land borders, our country’s land sovereignty is ensured simply if the land border remains static.

On the other hand, Indonesian sovereignty over its own airspace over the Malacca Strait, in the form of Flight Information Region (FIR) management, should be returned to us, and at the very least be put under the tight control of our national aviation authority.

As an archipelagic nation, we need our Army, Navy and Air Force to be strong to protect the honor of the motherland.

It will be easier to explain the necessity to procure tanks, combatant ships and fighter aircraft; to protect the citizens and the country’s territory; to defend land, sea and air space sovereignty, when we accept the necessity of integrated effort from the Army, Navy and Air Force.

São Paulo, August 6, 2012 – Embraer Defense and Security has today delivered four light attack and tactical training A-29 Super Tucano aircraft to Indonesia’s Air Force at a ceremony held in its facility in Gavião Peixoto, São Paulo, Brazil. Indonesia is the first operator of Super Tucano in the Asia-Pacific region.

These four A-29 Super Tucano are from the initial batch of eight aircraft purchased by the Indonesian Air Force (IAF) in 2010. The IAF has since ordered a second batch of eight Super Tucanos as part of their equipment modernization exercise, bringing the total number of orders to 16 aircraft.

“We are honored that the Indonesian Air force has selected the A-29 Super Tucano as the preferred choice in their fleet modernization program”, said Luiz Carlos Aguiar, President of Embraer Defense and Security. “The Super Tucano is a mature, proven and mission-ready aircraft with more than 160 units in operation globally.”

The Super Tucano was chosen by the Indonesian Defense Forces to replace a fleet of OV-10 Broncos as part of their equipment modernization exercise for years 2009 – 2014. With more than 157,000 flight hours and over 23,000 combat hours achieved, the Super Tucano offers the flexibility to perform a broad range of missions including light attack, surveillance, air-to-air interception and counter insurgence. The aircraft makes excellent use of the most recent electronic, optical, infra-red and laser technologies, as well as secure radio communications with data-link, and an unparalleled weaponry capability, making it highly reliable and at a top-level cost/benefit ratio for a wide range of military missions, even operating from unpaved runways.

Indonesia orders 3 submarines from ROK

JAKARTA - Indonesian Defense Minister Purnomo Yusgiantoro said on Tuesday the defense ministry had officially ordered three new submarines from a South Korean dockyard under Transfer of Technology (TOT) scheme.

"The contract had already been signed. There will be transition phase in the production process where Indonesia wants to build one in an Indonesian dockyard," the minister said in his office here.

Under the TOT scheme, one submarine will entirely be built in South Korea, one jointly produced by Indonesian and S. Korean engineers and another one built in Indonesia, the minister said.

He said that the three submarines are expected to improve the operation of the country's navy fleet.

Now operating two submarines, the Indonesian navy expects the delivery of three new submarines in 2015.

Indonesia to rely on upgraded F-16s and K-FX fighters

Indonesia has ruled out further buys of Sukhoi fighter jets from Russia, instead bolstering its fleet with upgraded ex-US Air Force Lockheed Martin F-16s and, in the longer term, aircraft jointly developed with South Korea through the K-FX programme.

The Indonesian air force has 10 Su-30 and Su-27s, with six additional fighters on the way, enough to form one fighter squadron.

But budget constraints mean that Jakarta's priority is its cargo and transport fleets, which have been plagued by fatal accidents in recent years.

Money is being made available to accelerate the refurbishment of some of its existing fleet of 15 Lockheed Martin C-130s, to buy four C-130Hs from Australia and upgrade them, and purchase more Indonesia Aerospace CN-295 transports, says Air Marshal Eris Herryanto, secretary general of the Indonesian defence ministry. According to Flightglobal's MiliCAS database, Indonesia has four active B-model and nine H-model C-130s in its fleet.

"We are waiting for 24 F-16s from the USA. With those, we will have enough aircraft in our fighter inventory for the next 20 years. And that means we have enough Sukhoi fighters for now," he says.

"Indonesia has also invested in South Korea's K-FX programme, which will produce fighters to replace aircraft like the [Northrop] F-5s and F-16s. We aim to buy enough K-FX fighters for three squadrons of 16-22 aircraft each. That will cover our long-term requirements."

Indonesia has also formally received itsfirst four Embraer EMB-314 Super Tucano turboprop aircraft, which it will deploy on counterinsurgency and surveillance and reconnaissance missions. These are the first of two batches of aircraft, for a total of 16, that it has ordered from the Brazilian airframer to replace its North American Rockwell OV-10 Broncos as part of its fleet modernisation programme.

The country is also in the market for more helicopters to replace its Eurocopter AS332 Super Puma fleet, while more manned and unmanned maritime patrol aircraft could be required to keep an eye on the large archipelago.

The armed forces and civil servants are lobbying the government to increase the budget allocated for the purchase of new aircraft in the next five-year plan, which will cover 2015-2019. Jakarta, however, is also planning to introduce a bill that will require around 20% of the value of the new contracts to be pumped back into the country through offsets.

"The policy of the defence ministry is that every procurement must have offsets or joint production. This should also include the support the aircraft will receive after purchase. So while we might get more money for the peaceful refurbishment of our armed forces, it is important both for the military and the country that the new contracts create jobs and train our people," says Herryanto.

Indonesia will buy no more Sukhoi fighter jets from Russia, opting instead for U.S. F-16s, Air Marshal Eris Herryanto told Flightglobal aviation news portal on Thursday.

The Indonesian Air Force has 10 Su-30 and Su-27s with six additional fighters on the way.

Money is being made available to accelerate the refurbishment of its existing fleet of 15 Lockheed Martin C-130s, as well as buy four C-130Hs from Australia and upgrade them, and purchase more Indonesia Aerospace CN-295 transports, said Herryanto, who is secretary general of the Indonesian Defense Ministry.

"We are waiting for 24 F-16s from the USA. With those, we will have enough aircraft in our fighter inventory for the next 20 years. And that means we have enough Sukhoi fighters for now," he said.

"Indonesia has also invested in South Korea's K-FX program, which will produce fighters to replace aircraft like the [Northrop] F-5s and F-16s. We aim to buy enough K-FX fighters for three squadrons of 16-22 aircraft each. That will cover our long-term requirements."

Sukhoi’s press service said they were not aware of Indonesia’s plans.

A source at United Aircraft Corp. (UAC) who spoke on condition of anonymity said he was not surprised by Indonesia’s decision, as there has been no discussion with Jakarta for any more Sukhoi sales.

Indonesia recently bought six Su-30 fighters to be delivered within the next three years (two a year).

The country’s Air Force will thus have a total of 16 Sukhois, which require spare parts, servicing, maintenance, etc, he said.

Any joint aircraft project with South Korea is unlikely to materialize soon, the source said

Australia and Indonesia have almost reached a deal to procure six more refurbished Lockheed Martin C-130H Hercules heavy transport aircraft from the Royal Australian Air Force (RAAF), a defense official has confirmed.

So far, Australia and Indonesia have agreed on the the donation of four aircraft from RAAF to the Indonesian Air Force.

Defense Ministry chief spokesman Brig. Gen. Hartind Asrin said on Thursday talks between officials of the two countries had been underway for weeks and that a deal to procure the six additional aircraft was almost on the table.

“This would be actually a good deal for us. The price is good,” Hartind told The Jakarta Post. “After being overhauled, the planes will be just like new, with their mileage reset to zero.”

Indonesian Defense Minister Purnomo Yusgiantoro and his Australian counterpart Stephen Smith signed agreements on defense cooperation in Darwin, Australia, in July, which included a grant of four refurbished C-130Hs.

The six C-130Hs, refurbished in a similar manner to the four donated aircraft, would cost about US$15 million each, for which the financing would come from the 2013 State Budget, Hartind said.

Australia decided to decommission the C-130H model as the RAAF is currently operating 12 C-130J Super Hercules, latest variant of Hercules. The RAAF has also ordered its sixth much larger Boeing C-17 Globemaster III strategic airlift aircraft and 10 units of the smaller Alenia C-27J Spartan tactical airlift aircraft.

Hartind said the delivery of the four Hercules aircraft would be made as soon as inspections were completed and approval had been acquired from both the Defense Minister and the House of Representatives.

“A team of our officials who checked the conditions of the four Hercules aircraft has just returned home. They are now working on a final report to be presented to the minister,” Hartind said. (nvn)

The estimated cost is $25 million.
This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country which has been, and continues to be, an important force for political stability and economic progress in Southeast Asia.
The Indonesian Air Force (IAF) needs these missiles to train its F-16 pilots in basic air-to-ground weapons employment. The quantities in the proposed sale will support the IAFs existing fleet of 10 F-16s, as well as the 24 F-16s being provided as Excess Defense Articles. The proposed sale will foster continued cooperation between the U.S. and Indonesia, making Indonesia a more valuable regional partner in an important area of the world.
The proposed sale of this equipment will not alter the basic military balance in the region.
The principal contractors will be Raytheon Missile Systems in Tucson, Arizona. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will not require the assignment of additional U.S. Government or contractor representatives to Indonesia.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
This notice of a potential sale is required by law and does not mean the sale has been concluded.

JAKARTA, August 31 (Xinhua) -- Indonesia launched on Friday the country's first-ever stealth warship for its navy that costs 114 billion rupiah (about 11.9 million U.S. dollars) in its domestic production, local media reported.

Logistic Deputy to Indonesian Navy's chief of staff Admiral Sayyid Anwar said that the missile launcher warship is heavily using carbon fiber in its body, which is incorporated with stealth technology. It has pods to launch missiles with maximum range of 120 kilometers.

"Such a warship is only produced in the United States and Indonesia," Sayyid was quoted by the detik.com as saying during the launching of the warship in the dockyard operated by domestic firm, PT Lundin Industry Invest, in Banyuwangi, East Java.

The production of the ship, codenamed "KRI Klewang" (machete), was under the order of Indonesian Defense Ministry to improve navy fleet.

The 63-meter long ship weights 53.1 tons is powered by 4 MAN marine engines that generate 1,800 horse power, capable to speed up to 35 knots. It is now stationed in Indonesian Navy's base in Banyuwangi, East Java.

Indonesia is in the process to rejuvenate its military armament and weaponry system. It has allocated 150 trillion rupiah (about 15.7 billion U.S. dollars) to procure new arsenals.

Sinon, Le transfert des 30 ( au lieu de 24 ) F16 ( 28 Block25 et 2 Block15 ) s'est effectué via le prog EDA 2011 ... à rappeller que ces avions vont recevoir un upgrad pour les mettre au standard Block52.

Indonesia has also formally received itsfirst four Embraer EMB-314 Super Tucano turboprop aircraft, which it will deploy on counterinsurgency and surveillance and reconnaissance missions. These are the first of two batches of aircraft, for a total of 16, that it has ordered from the Brazilian airframer to replace its North American Rockwell OV-10 Broncos as part of its fleet modernisation programme.

The country is also in the market for more helicopters to replace its Eurocopter AS332 Super Puma fleet, while more manned and unmanned maritime patrol aircraft could be required to keep an eye on the large archipelago.

The armed forces and civil servants are lobbying the government to increase the budget allocated for the purchase of new aircraft in the next five-year plan, which will cover 2015-2019. Jakarta, however, is also planning to introduce a bill that will require around 20% of the value of the new contracts to be pumped back into the country through offsets.

"The policy of the defence ministry is that every procurement must have offsets or joint production. This should also include the support the aircraft will receive after purchase. So while we might get more money for the peaceful refurbishment of our armed forces, it is important both for the military and the country that the new contracts create jobs and train our people," says Herryanto.

Exercise Kakadu 2012 is Australia’s largest maritime exercise and allows the RAN to develop operational capability and skills in a coalition environment. Exercise Kakadu will be conducted from 29 August to 14 September in the Northern Australian Exercise Area off the coast of Darwin. In 2012 there will be 15 ships, and over 2000 sailors and officers from 17 participating and observing nations taking part.

TNI-AD on massive tank buys


Indonesian Army is expected to acquire 163 tanks consist of 61 Leopard Revolution MBT, 41 Leopard 2A4 MBT, 50 Marder 1A3 medium tank and 10 armoured support vehicles. A final contract of such huge procurement will be signed by the end of September.

It is expected that an example of the Main Battle Tank could be displayed during this year’s Indo Defence exhibition which would be held on November. It is estimated that TNI-AD would spend USD 280 million for such huge undertakings.

Despite having initial setbacks as a result from Dutch Parliament decision not to approved the selling of surplus Dutch Leopard 2A4 MBT to Indonesia on human rights ground, Indonesia has been very persistent on acquiring such MBT by resorting to Germany Bundeswehr’s surplus stocks.

Indonesia has taken delivery of two Airbus Military C295 transport aircraft ordered in February this year. The aircraft are the first of nine to be delivered to the Indonesian Ministry of Defence under the terms of a contract signed by Airbus Military and PT Dirgantara Indonesia (PT DI).

The delivery took place in the Airbus Military San Pablo site in Seville, where the C295 final assembly line is located, at a ceremony attended by the Indonesian Vice Minister of Defence, Lt. Gen. (ret) Sjafrie Sjamsoeddin, and Airbus Military Vice President Head of Programmes Light & Medium and Derivatives, Rafael Tentor.

The aircraft will be operated by the Indonesian Air Force and known in service as the CN295. It will perform a wide variety of roles including military, logistical, humanitarian and medical evacuation missions throughout the huge territory of Indonesia, which includes around 17,000 islands. The delivery of the ninth and last aircraft ordered is scheduled for summer 2014.

Rafael Tentor said: “The delivery of these aircraft is an important step in Airbus Military´s collaboration with the Indonesian aerospace industry and we greatly look forward to increasing our level of co-operation in the years ahead.” To date, Airbus Military has sold 114 C295s. After the entry in service of these aircraft there will be 88 C295s in operation in 15 countries all over the world.The attached photograph shows the delivery ceremony held in Seville.

UPDATE 1-U.S. to sell Indonesia 8 Apache helicopters

WASHINGTON, Sept 20 (Reuters) - The United States said on
Thursday it will sell Indonesia eight AH-64/D Apache helicopters

To strengthen security ties with the largest country in
Southeast Asia and the world's most populous Muslim-majority
nation.

Secretary of State Hillary Clinton, speaking during a
meeting with Indonesian Foreign Minister Marty Natalegawa in
Washington, said Congress had been notified of the intent to
sell the aircraft.

"This agreement will strengthen our comprehensive
partnership and help enhance security across the region,"
Clinton said.

President Barack Obama's administration has sought to
buttress defense ties with Indonesia as it refocuses its
attention toward the Asia-Pacific following long years of war in
Iraq and Afghanistan.

The United States has stepped up military cooperation with
traditional allies such as the Philippines and Australia, and
joined regional efforts to press China to accept a multilateral
framework for solving flaring territorial disputes in the South
China Sea.

Clinton did not reveal an estimated cost for the Apache
deal, which Indonesian media have reported has been in the works
for months. The attack helicopters, used by militaries around
the world, are made by Boeing.

The United States last year announced it was giving
Indonesia two dozen second-hand F-16 fighter planes, with
Jakarta covering the estimated $750 million needed to refurbish
the late-model fighters and overhaul their engines.

U.S. officials say the delivery of U.S. hardware will
improve cooperation and information-sharing between the U.S. and
Indonesian militaries as they face common security threats.

The announcement of the helicopter sale came as Clinton and
Natalegawa wound up the third regular U.S.-Indonesia joint
commission meeting, with both saying that ties between the two
countries had grown stronger.

Clinton, who visited Indonesia this month as part of an
Asia-Pacific tour, said trade topped $26 billion last year and
that the United States would invest $600 million over the next
five years in Indonesian clean energy development, child health
and nutrition programs and government transparency initiatives
under its Millennium Challenge aid program.

Indonesia has been among the nations hit by violent
anti-American protests over the past week to protest against a
U.S.-made video seen as critical of Islam.

Clinton said that the United States had decided to
temporarily close its diplomatic facilities in the country on
Friday in case further protests erupt. But she praised Jakarta
for its response to the crisis.

"We are very grateful for not only the cooperation and the
protection that has been provided to our facilities, but also
for the strong statements condemning violence," Clinton said.

LONGBOW
Attack Helicopters and associated equipment, parts, training and logistical support. The estimated
cost is $1.42 billion.

The Government of Indonesia has requested a possible sale of 8 AH-64D APACHE Block III LONGBOW
Attack Helicopters, 19 T-700-GE-701D Engines (16 installed and 3 spares), 9 Modernized Target Acquisition
and Designation Sight/Modernized Pilot Night Vision Sensors, 4 AN/APG-78 Fire Control Radars (FCR) with
Radar Electronics Units (Longbow Component), 4 AN/APR-48A Radar Frequency Interferometers, 10 AAR-
57(V) 3/5 Common Missile Warning Systems (CMWS) with 5th Sensor and Improved Countermeasure
Dispenser, 10 AN/AVR-2B Laser Detecting Sets, 10 AN/APR-39A(V)4 Radar Signal Detecting Sets, 24
Integrated Helmet and Display Sight Systems (IHDSS-21), 32 M299A1 HELLFIRE Missile Launchers, and
140 HELLFIRE AGM-114R3 Missiles. Also included are Identification Friend or Foe transponders, 30mm
guns and ammunition, communication equipment, tools and test equipment, training devices, simulators,
generators, transportation, wheeled vehicles, organizational equipment, spare and repair parts, support
equipment, personnel training and training equipment, U.S. government and contractor engineering, technical,
and logistics support services, and other related elements of logistics support. The estimated cost is $1.42
billion.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to
improve the security of a friendly country which has been, and continues to be, an important force for political
stability and economic progress in Southeast Asia.

The proposed sale provides the Government of Indonesia with assets vital to protect and deter both external and
other potential threats. Indonesia will use these APACHE helicopters to defend its borders, conduct counterterrorism
and counter-piracy operations, and control the free flow of shipping through the Strait of Malacca.

The materiel and services under this program will enable Indonesia to become a more capable defensive force
and will also provide key elements required for interoperability with U.S. forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The prime contractors will be The Boeing Company in Mesa, Arizona; Lockheed Martin Corporation in
Orlando, Florida; General Electric Company in Cincinnati, Ohio; Lockheed Martin Millimeter Technology in
Owego, New York; and Longbow Limited Liability Corporation in Orlando, Florida.

Implementation of this proposed sale may require the assignment of five U.S. contractor representatives and
three U.S. Government representatives in country full-time for equipment checkout, fielding, and technical
support.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
