à bord d'un Il-76, les 2 premier Ceasar indonésien ont arrivé à Jakarta le 21 septembre. Selon la Tribune, l'indonsie a signé un contrat l'été dernier pour la fourniture de 37 système Ceasar. Ces Ceasars vont participer à la parade du 5 Octobre prochain

The Indonesian Air Force will soon receive two military transport aircraft CN295 from plane manufacturer PT Dirgantara Indonesia (PTDI) to replace its retiring Fokker-27 Paratrooper.
PTDI spokesman IP Windu Nugraha said in Bandung, West Java, on Wednesday that Defense Minister Purnomo Yusgiantoro would officially take delivery of the aircraft before handing them over to the Air Force on Thursday. “The handing-over ceremony will take place at Halim Perdanakusuma air base,” Windu said.
The two CN295 planes are part of the nine aircraft ordered by the Defense Ministry, the contract of which was signed during the Singapore Airshow in February this year, Antara news agency reported.
The CN295, a joint production between PTDI and Spain-based Airbus Military (formerly known as CASA), was manufactured in Seville, Spain. The aircraft landed at Husein Sastranegara International Airport in Bandung on Sept. 30.
The Air Force plans to operate the CN295 for military purposes, logistics transportation and humanitarian missions across the archipelago.

Jakarta, Indonesia: Germany is expected to deliver 44 Leopard II Main Battle Tanks and refurbished Marder armored infantry fighting vehicles to Indonesia by November 2012, as part of the Indonesian National Army (TNI) effort to establish the ‘Minimum Essential Force’ (MEF). The new armored formation will comprise 103 tanks, 50 AIFVs and 10 tank support vehicles procured in Germany from German Army surplus. This force will be sufficient to establish a mechanized brigade size force, comprised of two armored and one mechanized battalions, plus enough vehicles to maintain at least two company size training formations.
Jakarta has strengthened its army in recent months with the establishment of two battalions of ASTOR multiple launch rocket systems procured in Brazil, two self-propelled artillery battalions equipped with 155mm CAESAR self propelled howitzers and an air defense battalion equipped with Mistral missiles.
Following the delivery of the first CN-295 from Spain, the Indonesian Air Force is expecting the delivery of two additional aircraft from plane manufacturer PT Dirgantara Indonesia (PTDI). The CN-295 will replace the Fokker-27 currently used for aerial transport and parachutist support. The Air Force plans to operate the CN295 for military purposes, logistics transportation and humanitarian missions across the archipelago.

A small green aircraft flew in the blue sky over the Halim Perdanakusuma airbase in East Jakarta on Thursday morning.
The unmanned aerial vehicle (UAV) features all the characteristics of a surveillance drone, except for its thunderous sound.
“The plane is designed to carry out surveillance. Given its noise levels, however, its targets would easily become aware of its position,” Research and Technology Minister Gusti M. Hatta said during the drone’s flight demonstration, which was also attended by Defense Minister Purnomo Yusgiantoro.
The drone was developed jointly by the Agency for the Assessment and Application of Technology (BPPT) and the research and development division at the Defense Ministry.
Purnomo said after the demo that a squadron of drones would soon join the Indonesian Air Force (TNI-AU), making Indonesia one of a few countries that develop UAVs.
The aircraft, according to the minister, would be placed in the country’s vast border regions.
Indonesia shares land borders with Papua New Guinea to the east, Malaysia and Brunei Darussalam on Borneo, and Timor Leste on Timor Island. Most illegal migrants enter the country along these borders.
As of August this year, some 7,370 migrants had illegally entered Indonesia via Nunukan in East Kalimantan, which directly borders Malaysia.
Aside from surveillance, the UAVs can also be equipped with military applications.
“These UAVs can be upgraded to fire missiles and to carry bombs,” Purnomo said.
Currently, the BPPT and the Defense Ministry’s research and development division have created around 12 UAV prototypes, which bear names including Sriti, Alap-Alap, Gagak, Pelatuk and Wulung.
Wulung, which was tested on Thursday, has a wingspan of about 6 meters, a height of 1.2 meters and a length of around 4 meters. The aircraft performed surprisingly well during the test flight.
Despite the country’s achievement with the UAVs, the BPPT’s engineering researcher, Adrian Zulkifli, admitted that Indonesia was still far behind other countries in terms of unmanned aircraft development.
A report by CNN stated that the US had only 11 drones in 2011 when it declared its War on Terror. However, it currently had around 7,500 drones that have been deployed in many of its military operations overseas, the report said.
The drones can fly as far as Afghanistan, Iran and Pakistan, despite being remotely operated by pilots from military bases in the US.
Meanwhile, their Indonesian counterpart, the Wulung, can currently only fly as far as 73 kilometers from its ground controllers.
“We are working on enabling our UAVs to travel up to 300 kilometers,” Adrian said, adding that the Wulung could fly up to four hours non-stop.
The Wulung and the other UAVs are operated by software originally made by the BPPT.
“We created the software to operate the UAVs,” Adrian said, adding, however, that the aircraft’s engines and cameras were imported from European countries.
“We are learning to produce the engines so that we will not be forever dependent on other nations. However, their quality may not initially be as good as those from countries with advanced experience in UAV production.”
With the planned inclusion of a squadron of UAVs in the Air Force, the Indonesian Army will be one step closer to achieving its minimum essential force in 2025. However, the government still has much to do to meet the goal. (riz)

India to train, support Indonesian Sukhoi fleet
In a move that will significantly shore up bilateral military ties, India has agreed to train and support the Indonesian Air Force in operating its fleet of Russian Sukhoi fighter jets. It will shortly send a high-level team to work out the details of a support package.
While India had a similar agreement with Malaysia that also operates the fighter jets, the decision to cooperate in training, technical help and spares support with Indonesia has been taken during the ongoing visit of Defence Minister A K Antony to Jakarta.
The Indonesian Air Force currently operates both the Su 27 and Su 30 fighters and will eventually have 16 of them in service, if more orders are not placed.
In the past, Jakarta has had a pact with China to train its pilots and provide technical support for the fighter fleet.
Given that India also operates the fighters and will have one of the largest fleets in service once all the 272 jets enter service, Jakarta has been interested in seeking New Delhi’s assistance for technical support and training.
In his interaction with top Indonesian officials in which the issue came up, Antony has said that a “high-level Indian Air Force team would be sent to finalise details of training and spares support package”. The team, Antony conveyed, will be sent across “once the Indonesian Air Force firms up its requirements”.
While the details will be worked out, the package is likely to involve a maintenance contract for the aircraft to Hindustan Aeronautics Limited (HAL), which is producing and maintaining the Indian fleet of the fighters. In 2007, India had embarked on a similar deal with Malaysia to train its pilots and weapon operators on their Su 30 MKMs.
Besides the Air Force cooperation, India and Indonesia deliberated on several issues of mutual interest and decided to “significantly enhance their defence cooperation”, a defence ministry spokesperson said. “The two sides exchanged views on issues relating to regional and global security, bilateral exercises involving Services, training, co-production of defence equipment and ammunitions and visits at high levels,” Defence Ministry spokesperson Sitanshu Kar said.
During his visit, Antony spoke at length on ‘power rivalries’ in the Indian Ocean Region and said that although conducted in local theatres, their impact is felt in the wider regional arena too.
“Our view is that all countries should exercise restraint and resolve the issue through dialogues according to principles of international law,” he commented on the South China Sea dispute. Antony is leading a high-level delegation to Jakarta that includes Defence Secretary Shashikant Sharma, CISC Vice Admiral SPS Cheema, C-in-C Andaman & Nicobar Command Lt Gen NC Marwah and DG Ordnance Factory Board SK Beri.

Jakarta (dpa) - Indonesia is to sign a 280-million-dollar deal with Germany for the purchase of 130 Leopard 2 battle tanks, the Defence Ministry said Monday.
The deal between the government and Munich-based defence company Krauss-Maffei Wegmann GmbH & Co KG would be signed on November 7 in Jakarta, said ministry spokesman Hartind Asrin.
"The memorandum of understanding will stipulate the transfer of technology and the provision of spare parts," Asrin said.
He said Indonesia would in future produce the Leopards at the country‘s weapons manufacturer PT. Pindad.
"It‘s a very good deal, which not only involves hardware, but also the system," he said.
Indonesia has launched an ambitious plan to modernize its under-equipped military and build a strong defence industry.
The government allocated a defence budget of 156 trillion rupiah (16.4 billion dollars) for the 2011-2014 period, allowing it buy hardware such as modern fighter aircraft and submarines.

The memorandum of understanding (MoU) was signed in London on 1 November by UK Secretary of State for Defence Philip Hammond and Indonesia's Defence Minister Purnomo Yusgiantoro, who was accompanying Indonesian President Susilo Bambang Yudhoyono during his state visit to the United Kingdom.
A spokesman for UK Prime Minister David Cameron, who witnessed the signing, said in a statement that the defence MoU would "set the stage for increased co-operation in research and development, investment and production in this industry".
Under the terms of the agreement the two countries are expected to explore areas of defence collaboration, based on possible military exports from the UK followed by localised production in Indonesia.
During their talks in London, Cameron and Yudhoyono also witnessed the signing of bilateral agreements covering enhanced co-operation in trade, energy, and education, and they announced a USD12 billion contract awarded to BP to develop liquid natural gas in Indonesia.

Un demi-siècle dans les rangs
A titre d'exemple "récent", il cite les véhicules de combat BMP-3F achetés en Russie, qui ont déjà conquis l'infanterie de la marine indonésienne. Il a également rappelé que l'URSS avait fourni du matériel à l’Indonésie en 1962 et qu’il était toujours opérationnel.
"La marine indonésienne utilise encore les chars-amphibie achetés à la Russie et, dans l'ensemble, les performances du matériel russe peuvent être qualifiées d'impressionnantes. Ainsi, à terme, notre coopération continuera à se développer : le potentiel militaire russe est assez impressionnant et la liste de livraisons proposée est très intéressante pour l'Indonésie", a souligné le vice-amiral.
Les objectifs
Au total en 2012, la Russie a fourni dix chasseurs Su de divers types à l'Indonésie, 10 hélicoptères Mi-35, 14 hélicoptères Mi-17, 17 véhicules BMP-3F, 40 véhicules blindés de transport BTP-80A et 9 000 fusils Kalachnikov AK-102. En décembre 2011, un contrat pour la fourniture de 6 chasseurs supplémentaires a été signé, pour près de 500 millions de dollars.
"La coopération militaire et technique entre nos deux pays répond aux besoins de l'armée indonésienne - et ce que nous recevons de la part de Moscou correspond à nos commandes et nos nécessités opérationnelles", a déclaré Sjafrie Sjamsoeddin, vice-ministre de la Défense.
"Cependant, les deux parties doivent aujourd'hui déterminer comment faire passer cette coopération au niveau supérieur, avant tout à l'étape du service après-vente en créant un centre d'infrastructure technique par exemple", a-t-il souligné.
Un bouclier aérien?
Dans le cadre de cette coopération militaire, la compagnie russe d'exportation d'armements, Rosoboronexport, a également proposé de fournir à l’Indonésie des systèmes de défense antiaérienne mais également d'aider à mettre en œuvre un véritable concept de défense sol-air, a annoncé Viktor Komardine, directeur général adjoint de Rosoboronexport et chef de la délégation russe, à la veille de l'inauguration de l'exposition.
A son tour, le plus grand fabricant russe de systèmes antiaériens Almaz-Anteï, définit l'Indonésie comme un marché prioritaire et estime que les systèmes sol-air Bouk-M2E et Tor-M2E, les radars Kasta et Gamma, ainsi que les missiles mer-air pourraient particulièrement intéresser ce pays, a déclaré à RIA Novosti Iouri Baïkov, le porte-parole officiel du groupe.
"Je pense que nous avons de grandes chances de mettre en place un système antiaérien en Indonésie, non stratégique et échelonné de défense sol-air. Les questions de mise en service des radars et des systèmes modernes de défense antiaérienne - y compris navale - acquièrent une importance capitale si l’on prend en compte la situation insulaire de l’Indonésie", estime Igor Korotchenko, directeur du Centre d'analyse du commerce mondial d'armes et président du Conseil public auprès du ministère russe de la Défense.
Cette cinquième exposition Indo Defence Expo & Forum est organisée par le ministère de la Défense indonésien tous les deux ans et fait partie des plus importantes activités en Asie-Pacifique. Plus de 500 compagnies de 40 pays y participent cette année, et presque 16 000 représentants d'acheteurs de 44 pays se sont enregistrés pour assister à l'exposition de Jakarta, qui s'achèvera le 10 novembre.

PT. Rizki Abadi and PT. Royal Advanced Fiber (RAF boats) were displaying their VITESSE Mark II Interceptor boat during IndoDefence 2012. The VITESSE Mark II is a high speed military delta conic airventilated triple step hull interceptor type vessel. It was designed following a special request from Indonesian Special Forces for Anti-terror and interception missions.
As per Indonesian Navy requirement, the VITESSE Mark II can sustain speeds of 35 knots in 2 meter high waves. Following some tests, the Indonesian Navy Research & Technical department certified this vessel. Indonesian Navy ordered six VITESSE Mark II class interceptors with the first delivery expected to take place in 2013.

The vessel is suited for typical missions conducted by Military, Police, Coast Guard or Customs such as Search and Rescue, Patrolling, Interception, Surveillance, Anti-Smuggling etc...
The vessels Indonesian Navy have ordered will each be equipped with a 12.7mm gun mount at the bow, two extra gun mounts at the stern. Also present at the stern will be a (deflated) RHIB.

The vessel on display during IndoDefence was the demo boat. It was the first of the class to be built and will be kept as a test platform for the future. The units ordered for the Indonesian Navy will all be newly built.
According to RAF Boats, the fact that Indonesian Navy Research & Technical department could test their boat before making a final decision was a real advantage and played in their favor.
Indonesian Navy will probably not be the only user of that class of Interceptor, since we were told that several neighboring countries of Indonesia have shown interest for the vessel during and even before IndoDefence.

Indonesia to establish cyber-defence unit By Jon Grevatt 11/30/2012 Indonesia has announced plans to establish a cyber-defence unit dedicated to securing systems and networks within the defence and military establishments and those related to national IT infrastructure.
The move – announced by Deputy Defence Minister Sjafrie Sjamsoeddin on 27 November – is reflective of increasing efforts across Southeast Asia to protect expanding financial assets and increasingly sophisticated military systems.
In a conference on internet security in Bandung, West Java, Sjamsoeddin said that the Ministry of Defence (MoD) plans to establish a cyber-defence operations centre (CDOC) that will enhance security and protection of internal IT defence mechanisms and processes as well as national networks, particularly those related to finance.
An MoD statement indicated that the CDOC is expected to work closely with a cyber-defence task force recently established by the Indonesian Armed Forces (Tentara Nasional Indonesia - TNI). The CDOC is also expected to draft a national doctrine on cyber security, implement related strategies across the MoD and other agencies as well as lead the development and acquisition of IT security technologies and systems.
