Le quotidien brésilien Correio Braziliense a annoncé jeudi que le Brésil devrait construit un total de 6 frégates multi-missions FREMM, un projet commun franco-italien à la furtivité élevée, et un total de 4 sous-marins Scorpène (rebaptisé Marlin par les français, puisque les espagnols ne font pas partie de ce projet). Ce contrat ferait partie d’un grand "paquet" que le gouvernement brésilien devrait annoncer le 9 septembre.


L’annonce du Plan Stratégique de Défense devait être effectuée le 7 septembre, mais le gouvernement a préféré la retarder de quelques jours à cause de problèmes d’agenda pour certaines réunions préliminaires avec le président Lula.

En décembre prochain, le président français Nicolas Sarkozy devrait venir au Brésil pour signer les contrats de construction de 6 frégates FREMM et de 4 sous-marins Scorpène. La construction sera effectuée à l’Arsenal de Marinha do Rio de Janeiro (AMRJ), qui devra être entièrement modernisé pour pouvoir effectuer des travaaux de grande envergure. Construites sur place, les 6 FREMM ne couteront au Brésil que 3 milliards $ (2,1 milliards €). Construites en France, elles auraient couté plus de 4 milliards $ (2,8 milliards €).

La marine nationale et la marine italienne développent conjointement le programme FREMM et devraient recevoir un total de 27 frégates, 17 pour la France, 10 pour l’Italie.

Pour l’instant, seules 8 unités ont été commandées par la France, 6 en version ASM, 2 en version lutte contre la terre. Le contrat est évalué à 3,5 milliards €, avec des livraisons entre 2011 et 2015. L’Italie devrait recevoir 10 frégates, 6 ASM et 4 multi-missions.

FREMM signifie FRégate Européenne Multi-Missions.

C’est un navire multi-missions innovateur, conçu par DCNS et Fincantieri, pour effectuer des missions de lutte anti-aérienne, anti-sous-marine et anti-navires. Il peut effectuer des attaques loin à l’intérieur des terres avec ses missiles de croisière Scalp Naval, lancés depuis des lanceurs verticaux.

Sagem has signed a contract with French shipbuilder DCNS for the development and production of air-surface detection systems to be installed on Brazil's four new-generation submarines.
Under the terms of the agreement, Sagem will supply three assemblies that include a multisensor tracking optronics mast, attack periscope system and compact submarine navigation radar mast for each ship.
The systems also feature advanced technologies that include an integrated digital imaging system, high-resolution panoramic display and user-friendly operation from multifunction combat system consoles.
The new-generation, non-penetrating masts and periscopes can easily integrate additional sensors, whether optronic or electronic support measures (ESM), are designed to enable navies to carry out their own advanced maintenance.

Test d'un nouveau drone
RIO DE JANEIRO, 6 novembre - RIA Novosti
L'armée brésilienne a testé vendredi son nouveau drone de surveillance et de reconnaissance qui a fait des vols d'essai dans l'Etat de Sao Paulo, a annoncé samedi le service de presse de l'armée.

Selon le service de presse, le drone télécommandé de dimensions réduites a fait plusieurs vols d'essai pour photographier et filmer le terrain qu'il survolait.

L'appareil, mis au point par des spécialistes brésiliens, sera utilisé pour la surveillance et la reconnaissance des terrains difficilement accessibles, notamment des régions frontalières qui sont souvent utilisées par les contrebandiers pour le trafic de drogue en provenance de la Bolivie et de la Colombie.

On s'attend à ce que les drones passent leur "baptême du feu" lors des exercices impliquant 4.500 militaires qui se dérouleront samedi au Brésil.

South Korea Bids for Brazilian Warship Project
South Korea is bidding to sell 11 warships to the Brazilian Navy, which is seeking to build its maritime defence of offshore oil deposits.
Daewoo Shipbuilding, a South Korean shipbuilder, recently submitted a preliminary proposal for the $3.5bn contract, a govenment official said.
"The Brazilian Navy has been moving to purchase 11 warships in the form of a government-to-government project since June. At this stage, specific details for the bid have not been publicised yet," an official said.
The project is expected to take shape after the new Brazilian Government is formed in January 2011, according to the Korea Herald.
Italy and France, amongst other European nations, are also expected to bid for the Brazilian contract

Le F/A-18 Super Hornet est en compétition avec le Rafale du Français Dassault, qui n'a encore jamais été vendu à l'étranger, et le Gripen NG du suédois Saab, pour fournir 36 avions de combat multirôles au Brésil. Le Rafale est le favori du gouvernement brésilien en raison du transfert de technologies total promis par la France.

Aprés c'est dépendre ou non d'un pays ,est ce que la France vaut mieux que les USA en terme de loyauté
Lula etait contre une dependance avec les USA mais si ces derniers leur "donnent pour vraiment pas bien chére " du F18 qui est bien amorti ils peuvent se permettre de lacher du lest ,le probléme qui ce pose est ,est ce que les Français peuvent en faire autant sans y perdrent leur chemise (voir l'affaire des Leclerc au EAU )
Perso je repondrai par la négative,bien que le produit soit bon nous n'avons pas les moyens de lutter......

Franchement quand tu voie ce qu'est le F-15SG et le F-15K j'ai des gros doutes que le Rafale etais réellement le préfére...

Ben pourtant c'est ce qui se dit,l'evaluation Sud Coreene le classé 1er, quand au F15 ,meme si c'est un tres bon chasseur bombardier ,il accuse son age .

Brazilian air force retires last Xavante trainers


After nearly 39 years of service, the Brazilian air force formally retired its Embraer EMB-326 (AT-26) Xavante fleet on 2 December. The event is expected to signal the start of a search for a replacement jet trainer.

Local sources indicate that the service is finalising the technical and operational requirements for a new lead-in fighter trainer, with an eye on releasing a request for proposals in 2011.

Air force sources list the prime candidates as the Alenia Aermacchi M-346, BAE Systems Hawk 128 and Korea Aerospace Industries/Lockheed Martin T-50. However, other contenders are also expected to enter the fray for the 18-24 aircraft requirement

The Brazilian manufacturer assembled 182 EMB-326GBs under licence between 1971 and 1983. Of these, 166 were sold to the Brazilian air force. Employed primarily as an advanced trainer and light strike aircraft, the Xavante's career with the service began winding down in 1998, making way for the Alenia Aermacchi/Embraer AMX and Embraer EMB-314 Super Tucano.

However, in 2005, 14 ex-South African air force Atlas Impala Mk 1/2s were purchased to cover a jet trainer shortfall. Embraer had previously proposed a new version of the two-seat AMX, but the project was shelved because of industrial reluctance in Brazil and Italy to jointly develop the design.

The search for a Xavante replacement had been placed on hold until Brazil's F-X2 fighter had been selected. But delays to that programme have spurred the air force to place its trainer programme in the fast lane. It could seek a decision no later than 2012, with initial deliveries to be made in early 2014, sources say.

Three of Brazil's Xavantes are expected to remain in service with the air force's flight-test unit at São José dos Campos until 2013. Other low-time airframes are expected to be handed over to the Paraguayan air force.

Brazilian Minister of Defence views first P-3 Orion modernised by Airbus Military



The first P-3 Orion aircraft modified by Airbus Military for the Brazilian Air Force was inspected today by Brazilian Minister of Defence, Nelson Jobim, during his official visit to Spain.
The aircraft is the first of a fleet of nine which will undergo a complete systems modernisation programme, including the installation of Airbus Military´s Fully Integrated Tactical System (FITS).

As well as FITS, the aircraft will benefit from a powerful new suite of mission sensors, communications systems, and upgraded cockpit avionics. The engines are being updated and, depending on the condition of each individual aircraft, the structures are being renovated to permit many more years of effective operation.
The Brazilian Air Force will use the aircraft for maritime patrol, anti-submarine warfare, and a range of civic missions including economic exclusion zone enforcement and search and rescue.

Brazil to seek deal for A330 tankers

After issuing a request for proposals in September, the Brazilian air force's KC-X tanker/transport procurement has taken an unexpected turn. Despite having initially forecast the participation of at least three bidders, sources in Brasilia indicate that Airbus Military's A330 multi-role tanker/transport might be selected before the end of the year.

Launched earlier in the decade to replace the air force's four Boeing KC-137 (707) tanker/transports, the use of which has been hampered by low availability rates over the last few years, the KC-X programme was fast-tracked early this year.

Problems with the service's sole long-range air transport assets were highlighted by its provision of only a small number of relief flights following the earthquake in Haiti early this year. Its KC-137s were then unable to take part in the 23-day Cruzex V exercise that was conducted during November.

However, it was the type's role as a long-range presidential transport that spurred the government to seek a quick replacement. Brazil purchased one Airbus A319CJ in 2005, but this is unable to satisfy seating and range requirements for longer presidential trips.

With an immediate requirement for two tanker/transports and an option for a third, Brazil's KC-X programme calls for one aircraft to be reconfigurable for presidential transport duties.

The air force originally expected Airbus to tender a proposal based on its A330-200-based MRTT design, with Boeing and Israel Aerospace Industries - the latter teamed with Brazil's VEM - to submit offers based on modified 767s. However, President Luiz Inácio Lula da Silva has indicated that a selection will be finalised later this month.

Le sous-secrétaire d'Etat a évité de parler "de contreparties" selon Folha qui affirme que l'achat d'une centaine d'avions brésiliens Supertucanos par la Marine américaine "est encore dans l'air".

Helibras delivers the first three Eurocopter EC725 helicopters for the Brazilian Armed Forces

Eurocopter’s Helicópteros do Brasil (Helibras) subsidiary today delivered the initial three EC725s for Brazil’s armed forces, marking a key milestone in the program to supply 50 of these medium-sized, multi-role helicopters – which will lead to in-country production of the rotary-wing aircraft.

These first three helicopters were provided in a standard configuration and will undergo final outfitting in Brazil. Eurocopter and Helibras pilots and technicians performed delivery flight tests, which were followed by acceptance evaluations carried out by Brazilian Armed Forces representatives – whose personnel have been in training since May to operate and maintain the EC725s.
While these helicopters were built by Eurocopter in France and finalized in Helibras, Brazilian assembly of EC725 will begin in 2012 at Helibras’ new production facility in Itajubá. Their Brazilian-supplied content will increase to a minimum of 50 per cent through 2016, when the final EC725s from the 50-aircraft order are delivered.
The EC725 program will contribute significantly to the growth of Helibras’ industrial capacity and staff through an investment of KR0 million, providing the subsidiary with manufacturing and maintenance capabilities for medium and large helicopters, and thereby becoming an important operation in South America for Eurocopter and its EADS parent company.
Established in 1978, Helibras currently has 450 employees and a plant area of 14,000 square meters at Itajubá, where it has been located since 1980. By the end of 2011, the Itajubá facility’s surface area is to nearly double, with its workforce increasing to more than 600.
Taking into account the anticipated growth in manufacturing and maintenance activities for military and civilian aircraft at Helibras, the company’s employee count is forecasted to reach 1,000 in three years. This planned growth includes the eventual production of the EC725 helicopter’s civilian EC225 version, which already is in service with Brazil’s oil sector.
Helibras’ new facility at Itajubá is being built to eco-efficient sustainability criteria, including the use of recyclable materials, modular structures with low maintenance costs, solar panels, natural lighting, air circulation circuits and rainwater recovery systems.
For the Brazilian Armed Forces’ 50-helicopter contract, a team representing the country’s Army, Navy and Air Force is now present at Helibras’ facility in Itajubá. Called the Group of Monitoring and Control (GAC), it oversees all topics related to the new EC725s, and will be composed of 16 members at the peak of in-country manufacturing for the helicopters. Its responsibilities range from quality control and material inspection to the delivery reception of the EC725s.
In the commitment of Helibras and Eurocopter to provide manufacturing activity for the Brazilian industry as part of the Brazilian Armed Forces’ EC725, the first contracts have been signed with suppliers in the country. The initial companies committed to provide parts for the Brazilian EC725s are InbraAerospace, a manufacturer of composite components and Toyo Matic, which produces machining parts for the aeronautical industry.
Inbra will supply composite tail boom fairings as well as intermediary structures in composites. Toyo Matic will machine the main rotor hub sleeve – a complex part that will be produced using 4- and 5-axis machines.
The EC725 being acquired by the Brazilian Armed Forces is the latest version of Eurocopter’s Super Puma/Cougar family. This 11-metric-ton medium twin-engine helicopter is equipped with a five-blade rotor and a large capacity fuel tank, providing enhanced performance and a greater flight endurance. It was designed to perform multiple missions, such as combat search and rescue, long-distance tactical airlift, air ambulance transport, logistics support and naval missions.

Brazilian Air Force Test Flights Upgraded C-95 Aircraft

The Brazilian Air Force has completed the debut flight of its C-95 freighter-wayfarer aircraft following its upgrade by Aeroeletrônica (AEL).
The upgrade included the integration of advanced avionics such as digital maps, displays, advanced communication and navigation systems, and additional advanced systems.

The Helicópteros do Brasil (Helibras) subsidiary of Eurocopter signed a contract for a major upgrade program on the Brazilian Army’s fleet of 36 AS350 Ecureuils. This modernization includes the rebuilding of three of these aircraft.
This activity, involving AS350s operated by the Brazilian Army Aviation Command (Comando de Aviação do Exército), will begin during 2011 – with its completion expected in 2018. The work is to be carried out at Helibras’ facilities in Itajubá, which are located in the southeastern Brazilian state of Minas Gerais.

Eurocopter’s single-engine, multipurpose AS350 entered service with the Brazilian Army Aviation Command more than two decades ago, and Helibras’ upgrade program will ensure the continued operation of these helicopters for at least 25 additional years.
Included in the modernization program is the installation of a glass cockpit with three large liquid crystal displays, the integration of an Automatic Flight Control System (AFCS) with autopilot and the use of improved seats for pilots to provide better visibility and enhanced protection.
Much of this upgrade package developed by Helibras can be applied to AS350 Ecureuils flown by other operators in Brazil, representing an inventory of some 300 helicopters.
“Technology has made huge leaps since the first AS350 entered service, with the use of digital avionics and computers providing better safety and performance, along with a lower workload for pilots,” said Helibras President Eduardo Marson. “The application of our modernization package to the AS350 will significantly improve this helicopter’s versatility for the Brazilian Army Aviation Command, and we are offering these enhancements for other Ecureuil operators in Brazil as well.”
The AS350’s new avionics will be developed by Helibras in Brazil with Sagem (Safran Group) and Aeroeletrônica, based on a cooperation agreement established in November. The displays will be supplied by Sagem Avionics Inc., while Aeroeletrônica will be responsible for providing the computer and assembling the avionics system.

Elbit Systems’ Brazilian Subsidiary Aeroeletrônica to Supply 30mm Unmanned Turrets to the Brazilian Army


Framework Contract Valued at up to $260 Million
Haifa, Israel | Elbit Systems Ltd. ("Elbit Systems") announced that its Brazilian subsidiary, Aeroeletrônica Ltda. ("AEL") was awarded a framework contract, valued at up to 440 million Brazilian Reals (approximately $260 million) for the supply of UT30 BR 30 mm Unmanned Turrets to the Brazilian Army’s Land Forces, as part of the Guarani Project.

This award follows an award of a contract to Elbit Systems in 2009 to supply several Unmanned Turrets in an open tender in which leading global manufacturers took part.

The contract calls for Elbit Systems' UT30 BR to be installed onboard a few hundred of Iveco 6X6 APCs, according to a schedule and a multi-year funding profile to be defined by the parties.

Joseph Ackerman, President and CEO of Elbit Systems, commented: "We are honored to have been awarded this significant contract by the Brazilian Ministry of Defense/Brazilian Army, a highly valued customer. The award is a major milestone for AEL in our continuing process to enhance local Brazilian capabilities and technologies.
