Le Brésil construira 6 frégates FREMM et 4 sous-marins Scorpène


Citation :
Le quotidien brésilien Correio Braziliense a annoncé jeudi que le Brésil devrait construit un total de 6 frégates multi-missions FREMM, un projet commun franco-italien à la furtivité élevée, et un total de 4 sous-marins Scorpène (rebaptisé Marlin par les français, puisque les espagnols ne font pas partie de ce projet). Ce contrat ferait partie d’un grand "paquet" que le gouvernement brésilien devrait annoncer le 9 septembre.


L’annonce du Plan Stratégique de Défense devait être effectuée le 7 septembre, mais le gouvernement a préféré la retarder de quelques jours à cause de problèmes d’agenda pour certaines réunions préliminaires avec le président Lula.

En décembre prochain, le président français Nicolas Sarkozy devrait venir au Brésil pour signer les contrats de construction de 6 frégates FREMM et de 4 sous-marins Scorpène. La construction sera effectuée à l’Arsenal de Marinha do Rio de Janeiro (AMRJ), qui devra être entièrement modernisé pour pouvoir effectuer des travaaux de grande envergure. Construites sur place, les 6 FREMM ne couteront au Brésil que 3 milliards $ (2,1 milliards €). Construites en France, elles auraient couté plus de 4 milliards $ (2,8 milliards €).

La marine nationale et la marine italienne développent conjointement le programme FREMM et devraient recevoir un total de 27 frégates, 17 pour la France, 10 pour l’Italie.

Pour l’instant, seules 8 unités ont été commandées par la France, 6 en version ASM, 2 en version lutte contre la terre. Le contrat est évalué à 3,5 milliards €, avec des livraisons entre 2011 et 2015. L’Italie devrait recevoir 10 frégates, 6 ASM et 4 multi-missions.

FREMM signifie FRégate Européenne Multi-Missions.

C’est un navire multi-missions innovateur, conçu par DCNS et Fincantieri, pour effectuer des missions de lutte anti-aérienne, anti-sous-marine et anti-navires. Il peut effectuer des attaques loin à l’intérieur des terres avec ses missiles de croisière Scalp Naval, lancés depuis des lanceurs verticaux.

This deal complements the previous contract to modernize AMX fighters signed in 2003.
“We’re very proud to support the Brazilian Air Force in keeping this strategic aircraft fully operational,” explains Orlando José Ferreira Neto, Commercial Vice President, Embraer Defense and Security. “With this new contract, we will be able to more adequately get the aircraft prepared and ready for their subsequent modernization program, under an ongoing contract, so as to ensure a more efficient and steady flow for the fighters’ overall updating process and to expedite their return to operation.”

The original modernization contract focuses on an upgrade of the electronic systems of the AMX jets, called the A-1 by the FAB. This new agreement deals with a structural overhaul and the repair and substitution of other outdated equipment.

The maiden flight of the modernized single-seat prototype is planned for early 2012, when the flight testing of the systems will begin. The first delivery is expected by the end of 2012.

The Brazilian Air Force began operations with the AMX 20 years ago. This new contract will strengthen the long and productive relationship between Embraer and the FAB, by contributing to improving Brazil’s defense system.

BRASILIA (Reuters) - New Brazilian President Dilma Rousseff has decided to delay awarding a multi-billion dollar Air Force jet contract and reevaluate the finalists' bids, in a move that could signal a realignment of Brazil's strategic and defense alliances, sources with knowledge of the decision told Reuters.
The surprise decision is a blow to France's Dassault, which as recently as last month looked like a lock to quickly win the deal, and puts its U.S.-based rival Boeing back in with a chance.
Rousseff's predecessor, Luiz Inacio Lula da Silva, had while in office repeatedly expressed his preference for Dassault's bid to build at least 36 Rafale jets at a cost of more than $4 billion as part of a long-running effort to modernize the Brazilian Air Force fleet.
The other finalists for the contract were the Gripen NG, produced by Sweden's Saab, and Boeing's F-18.
Lula left office on January 1 without resolving the issue, although many observers believed the final decision in favor of Dassault was a mere formality since Rousseff was Lula's chief of staff and she has retained many of his Cabinet members, including the defense minister.
Instead, Rousseff has opted to "start over" in her evaluation process with no clear preference for any of the finalists, a senior government source said.
"This is her decision now ... and she wants to look carefully at the details," the source said on condition of anonymity because of the sensitivity of the talks.
In a sign that Boeing is still in the running, Rousseff personally asked U.S. senators visiting Brasilia last week for additional technology transfer guarantees from the U.S. Congress to bolster the Boeing bid, sources with knowledge of the conversation said.

La F 11-5 les FAB acquise il y a longtemps à la force aérienne royale de Jordanie par unité de 5 millions de dollars, qui, en principe, n'étaient pas à la réforme, seront soumis au même processus de modernisation Qu'embraer avec Aeroletrónica externalisé faites depuis 2003, 46 aéronefs de ce modèle (lot, dont deux exemples récents dans les prochaines semaines se terminant deliver) pour un coût total de 285 millions de dollars la première fois et 158 en cette occasion.

Ce contrat comporte l'avionique, nouveaux éjecteurs, simulateur, stations au sol, soutien et mise à jour de toutes les équipes de publications techniques. Dit le plus grand défi que la modernisation est actuellement trouver certaines pièces structurelles fiables de F-5 dans le marché, qui, en dépit de sociétés brésiliennes offrent ce programme à la force aérienne au Kenya.

("AEL"), was awarded a contract to supply Hermes(R) 450 Unmanned Aircraft Systems (UAS) to the Brazilian Air Force. The contract is not in an amount that is material to Elbit Systems.
This project is a part of the Brazilian Air Forces' objective to establish independent UAS capabilities, allowing for self-reliant operation and development of UAS in Brazil. Three Brazilian army crew members had a lucky escape when their
Eurocopter AS550 Fennec helicopter crashed in Nova Friburgo on 20
January.
Media reports suggest that the mishap occurred when the
single-engined aircraft was caught by a gust of wind while hovering a
few feet above the ground before landing. One of 19 AS550s in Brazilian
army service, it sustained substantial damage to its main rotor and
Turbomecca Arriel 1D engine as it came to a rest on its side against a
mound of earth.

The aircraft was being flown as part of the military's contribution
to relief efforts following recent floods and mudslides near the capital
Rio de Janeiro.
Pictures show the damaged aircraft as carrying the registration EB-1032,
which Flightglobal's HeliCAS database says entered service in 1993.

Après le départ du président Lula, les changements de cap semblent se poursuivre, au Brésil, en matière de projets d'acquisition d'armements. Selon la presse spécialisée brésilienne, Dilma Roussef aurait décidé de suspendre l'accord préliminaire conclu l'an dernier avec l'Italie concernant le renouvellement de la flotte de surface brésilienne. La nouvelle présidente souhaiterait, en effet, revoir le projet et les propositions des industriels avant de prendre sa décision.
Faisant suite au programme PROSUB, notifié en 2009 et portant notamment sur la commande de quatre sous-marins français du type Scorpène, le projet PROSUP prévoit la réalisation de 5 frégates de 6000 tonnes, 5 patrouilleurs hauturiers (OPV) de 1800 tonnes et un bâtiment de soutien logistique. L'ensemble représenterait un investissement compris entre 3 et 4 milliards de dollars.
Le groupe italien Fincantieri est en lice, ainsi que le Français DCNS. Ce dernier, qui a décroché le contrat des sous-marins, propose des frégates multi-missions (FREMM), des OPV du type Gowind et vraisemblablement son nouveau design de bâtiment de ravitaillement (Brave). En dehors de ces deux industriels, l'Allemand TKMS, le Britannique BAE Systems et l'Espagnol Navantia, ainsi que le sud-coréen Daewoo, seraient également sur les rangs.
On notera que l'arrivée au pouvoir de Dilma Roussef a déjà entrainé une nouvelle réflexion autour du programme FX-2 de futur avion de combat de la force aérienne brésilienne. Cela alors qu'en septembre 2009, le président Luiz Inácio Lula da Silva avait annoncé sa préférence pour le Rafale français, en compétition avec le F/A-18 E/F Super Hornet américain et le Gripen NG suédois.

Je crois que dans ce domaine la France à aller à des hauts niveaux de coopération contrairement à ces concurents ... et la game proposée est d'une très bonne qualité ... le plus importants c'est que les 2 parties seront gagnés, surtout que fort probablement, tous ces rafiots seront construites au Brésil

Russia to offer fifth-generation prototype fighter to Brazil?




The global arms trade runs to billions of dollars, but few such deals attract as much media attention as Brazil's recent tender, for the purchase of 36 combat aircraft which includes an agreement on production of another 84 planes under license.
Media interest in the tender grew after Brazilian President Dilma Rousseff, who was inaugurated on January 1, 2011, annulled the results of the previous tender.
A modest beginning
The core of the Brazilian Air Force consists of obsolete U.S. F-5 fighters made in the 1960s and 1970s (50 to 60 aircraft) and 12 French Mirage-2000 planes made in the 1980s. It also has in excess of 50 Brazilian-Italian AMX assault aircraft and approximately 100 Super Tucano light attack, counter insurgency and pilot training planes all designed and manufactured in Brazil.
Brazil's 12 to 15 Mirage III fighters are rarely used because they are both worn out and obsolete.
The Brazilian Air Force has a combat capacity way below the country's economic potential, especially considering how hard it is working to enhance its global political role.
The first tender, known as the F-X, was announced in 1999, when Brazil planned to replace its obsolete Mirage III fighters with one or two squadrons of modern aircraft. It was ready and willing to spend up to $700 million to purchase between 12 and 24 fighter planes.
Almost all the world's main aircraft producers took part in the tender, offering modified versions of their most popular multirole fighter aircraft: Lockheed Martin's F-16, the Mirage-200BR made expressly with Brazil in mind, Sweden's latest fighter plane the JAS-39 Gripen, and Russia's MiG-29SMT Fulcrum.
Russia's other largest combat aircraft producer, Sukhoi, has also taken an interest in the Brazilian market and planned to offer it a Su-35 fighter, an early model of the Su-27� Flanker-E/F.
However, French producers were expected to win that tender.
A growing appetite
But due to economic problems the tender never materialized. Brazil made an interim decision to buy 12 used older-model Mirage-2000 fighters, allowing it to put off the whole issue of replacement until 2007.
By that time, Brazil's appetite had grown. It no longer only wanted to replace the obsolete Mirage III, but also the F-5 and AMX planes, and it had also increased its acquisition target from between 12 and 24 to 120 aircraft. Of that number, 36 were to be purchased outright and the rest manufactured under license in Brazil.
Since the contract price increased to $6-$10 billion, all the various bidders hurried to offer Brazil newer planes. The United States, ready to supply F-16s, also offered the latest model of its main combat aircraft, the F/A-18E/F Super Hornet. France, which no longer produces the Mirage-2000, rolled out Rafale. A consortium of three European companies put their Eurofighter Typhoon on the table, while Sweden's SAAB once again offered its JAS-39.
Russia, meanwhile, unveiled its latest design, the Sukhoi Su-35 Flanker-E (formerly the Su-27M).
The tender was expected to be won by whichever participant was willing to offer Brazil technology, that is, the option of producing more planes, itself, under license, with a view to upgrading its aircraft-building industry.
European producers led the race, while the U.S. bid was hamstrung by their insufficient willingness to share their expertise and technical know-how.
The reason Russia dropped out of the race was more complicated: Brazil was expecting it to supply Su-35BM fighters in exchange for the licensed production of Embraer civilian aircraft in Russia. However, this would have had a negative impact on Sukhoi's own plane project, the Sukhoi Superjet 100, and was therefore blocked.
Fifth-generation prototype
The second tender collapsed due to the European fighters' exorbitant prices. As a result, Brazil's new government made two decisions: first, it would hold yet another tender and second, among other options, its Air Force should consider buying Russia's Su-35BM fighter.
Analysts say that the possibility of Brazil buying a Sukhoi plane could push the European companies to be more flexible over their prices and even prompt the Americans to consider a technology transfer. However, the Su-35BM may yet win the tender, especially because, since 2007, its prestige has been boosted by its successful performance in trials and mass production for the Russian Air Force.
On top of that, Sukhoi's reputation across Latin America grew on the back of Venezuela's Su-30MK2 purchase.
The final argument in Russia's favor is the T-50, otherwise known as the PAK FA, a fifth-generation fighter-jet Sukhoi is currently developing.
Rumors that Russia and Brazil might join forces on a fifth-generation fighter plane first appeared last spring, and have not been refuted. Since Russia and India are allegedly ready to create a joint venture to manufacture the T-50 planes, Russian-Brazilian cooperation in this field is now a very real possibility, especially considering the two countries' friendly relations.
The supply of the Su-35BM planes, including fifth-generation equipment and materials, could be the first step toward delivering the T-50. If Russia makes this offer, it is almost guaranteed to win the tender.
The �-50's main rival, the U.S. F-22, is not currently being exported and there are no other similar planes on the market, with the exception of China's J-20, and experts remain divided over its advantages.

Brazil with a defence market described as “one of the fastest growing in the world” will be signing a defence agreement with the UK which should open the way for a deal worth “billions of dollars”, according to reports in the Brazilian and UK media.

If the agreement finally goes through a first deal could involve £ 2.9 billion which includes the purchase of six patrol vessels (£ 60 to £ 80 million) and five or six frigates Type 26 with a unit cost of £ 300 to £ 400 million, similar to those of the Royal Navy.
The main reason behind the strong Brazilian defence investment is the massive development of the offshore oil industry and its pre-salt deposits which could make the country one of the world’s main producers and exporters.
The articles mention that according to the agreement with BAE Systems and following on Brazilian policy of ‘technology transfer’ the first patrol and frigate units would be built in the UK and the rest in Brazilian yards.
A similar ‘technology transfer’ agreement has already been signed by BAE with Greece and Thailand point out the reports. The vessels would be used for anti-submarine warfare, protecting sea traffic in the oil basins and support for land operations.
Developed countries are most aware of defence dynamics in Brazil since the country’s long term policy is to increase defence expenditure from the current 1.5% of GDP to 2% of GDP by 2030. Since the country’s economy is forecasted to grow a sustained 5% in the coming decades, defence investments will also expand strongly.
With a nominal Brazilian GDP of 1.57 trillion US dollars, --IMF figures-- if defence expenditure was now 2.2% of GDP, it would represent 34 billion USD.
Another developed country poised to close a huge defence agreement with Brazil is France. Paris is hopeful that Brazil will finally opt for the Dassault Rafale fighter bombers, a contract worth billion of US dollars which comes on top of the already agreed purchase of several conventional ‘Scorpion’ submarines and technology transfer for a nuclear submersible by the 2020ies.
Apparently the decision regarding the contract for the purchase of at least 36 aircraft was delayed because of the presidential election.

L'appel d'offres pour l'achat de trente-six avions de combat par le Brésil "n'est toujours pas clos", a indiqué mercredi à l'AFP une source proche du dossier, alors que des informations de presse font état d'une préférence de la présidente Dilma Rousseff pour le F-18 américain. "Les trois offres concurrentes sont toujours en lice, donc aucune négociation exclusive n'a été entreprise", a-t-on précisé de même source.

La présidente brésilienne doit prendre prochainement une décision sur l'achat de trente-six avions de chasse de dernière génération dont le Brésil veut se doter pour moderniser son aviation. Dilma Rousseff préférerait, selon Reuters, qui cite une source proche du dossier, le F-18 de Boeing au Rafale de Dassault.

La question aurait été soulevée lundi lors d'une rencontre entre la dirigeante brésilienne et Timothy Geithner, le secrétaire au Trésor états-unien, ont dit les sources à Reuters. La nouvelle présidente du Brésil aurait déclaré que le F-18 était supérieur aux deux autres finalistes pour l'appel d'offres portant sur la livraison d'avions de chasse à l'armée de l'air brésilienne. L'avionneur américain est en compétition avec le Rafale, du français Dassault, et le Gripen, du suédois Saab.

La vente de ces appareils au Brésil est un feuilleton qui ne semble jamais devoir finir pour Dassault, qui peine toujours à vendre cet avion de chasse à l'étranger. Le prédécesseur de Dilma Rousseff, Luiz Inacio Lula da Silva, avait à plusieurs reprises fait part de sa préférence pour le chasseur de Dassault, ce qui avait donné à penser que la décision finale ne serait qu'une formalité, en dépit des réticences de l'armée de l'air brésilienne. Mais Lula a quitté la présidence le 1er janvier sans avoir mis un point final au dossier, laissant la responsabilité du choix définitif à Dilma Rousseff, qui réexamine actuellement le dossier.

Les propos de Dilma Rousseff laissent entendre que sa préférence va à l'américain, même si la présidente brésilienne entend faire pression sur les groupes en lice pour qu'ils améliorent leur offre. Selon les sources de Reuters, Dilma Rousseff souhaite notamment que le choix de l'avionneur s'accompagne d'un transfert de technologies militaires sensibles vers le Brésil.

Dassault a réaffirmé, samedi, qu'il était prêt à "transférer 100 % de l'ensemble des technologies civiles et militaires du Rafale au Brésil" en cas de victoire finale. "Nous avons reçu l'autorisation gouvernementale et pouvons nous engager à apporter dans la corbeille de la mariée toutes les technologies dans le cadre de partenariats stratégiques avec des sociétés brésiliennes", dont l'avionneur Embraer, selon le groupe aéronautique. Pour l'américain Boeing, un tel transfert serait soumis à approbation du Congrès. C'est également le cas pour le suédois Saab. Très offensif, Saab devrait démarrer ce trimestre l'installation d'un centre de recherche à Sao Bernardo do Campo au Brésil pour élaborer des projets en matière de sécurité civile et militaire, senseurs, radars, aéronautique, technologie environnementale et développement durable.

Des considérations diplomatiques pourraient aussi entrer en jeu, Dilma Rousseff semblant pencher vers une amélioration des relations avec Washington, qui s'étaient détériorées dans les dernières années de la présidence Lula. Joint par Reuters, un porte-parole de la présidence a refusé de commenter ces informations.

ESPOIR DE NOUVEAUX CLIENTS

Le PDG de l'entreprise française Dassault Aviation, Charles Edelstenne, a fait état de huit pays où son avion de combat Rafale a des chances d'être exporté, mais souligne qu'il est pénalisé par le taux de change entre l'euro et le dollar. "Il y a trois ans, après la perte du marché du Maroc, nous n'avions plus aucun prospect. Aujourd'hui, nous en avons environ huit", a déclaré M. Edelstenne le 2 février devant les députés de la commission de la défense de l'assemblée nationale, selon un compte-rendu publié mardi. "Les chances de succès sont réelles, mais les négociations sont longues et restent soumises à des aléas politiques que nous ne maîtrisons pas", commente-t-il. Brazil considers the Boeing F-18 the best jet among three participants vying to supply fighter aircraft to the Brazilian Air Force.

The country proposed the purchase of at least 36 fighter jets to modernise its air force in a deal worth at least $4bn, excluding maintenance deals and possible additional purchases.
Boeing is willing to provide technological know-how and assistance in the areas of transport, satellites and weapons systems as part of the deal, while the technology transfer guarantee issue would be decided by the two governments, Reuters reports, quoting Boeing spokeswoman Marcia Costley.
Dassault Aviation exports chief Eric Trappier said the company was ready to transfer all of its available technologies to Brazil if it won the contract.
Brazil is likely to make a decision on the contract by the end of the year.
The other two finalists are France's Dassault Rafale and Sweden's Saab Gripen.

Le ministère britannique de la défense a proposé au Brésil d’acheter un bâtiment de soutien de la flotte, le RFA Fort George.

Le bâtiment, conçu pour le transport et le transfert en mer de combustible et de matériel, est l’un des 2 qui ont été désarmés par la Royal Navy suite aux réductions budgétaires ordonnées par le gouvernement britannique.
Le RFA Fort George, qui a été mis en service en 1994, en même temps que son jumeau le RFA Fort Victoria, est l’un des 2 bâtiments britanniques construits pour appuyer les forces opérationnelles envoyées à grande distance de leur base de soutien.
Le RFA Fort George peut effectuer des ravitaillements en combustible, en armes, en munitions et pièces de rechange. Il est aussi équipé pour effectuer des réparations des systèmes électroniques et mécaniques.
Il dispose d’une plateforme et d’un hangar pouvant accueillir 3 hélicoptères. Ceux-ci peuvent participer à des opérations de lutte anti-sous-marines ou à des transferts verticaux de matériel ou de personnel.
Il peut embarquer jusqu’à 10.000 tonnes de diesel, de carburant aviation, de lubrifiants et d’eau douce, et 6.000 t de nourriture (produits secs).

Harris Corporation will supply Brazil’s armed forces Falcon III and Falcon II tactical radios under a new contract worth $14 million awarded by the Federative Republic of Brazil. Brazil plans to deploy the radios in a range of humanitarian, security and disaster relief missions. The communications gear included in this order is comprised of the Falcon III RF-7800V Very-High Frequency (VHF) handheld combat net radio, supporting forward-deployed forces with voice communications and data transfer services at rates up to 192 Kbps over the 30 to 108 MHz frequency band. The delivery also includes the Falcon II High-Frequency (HF) manpack radio set, providing the forces with secure, beyond-line-of-site communications. These radios were found most useful for operations in remote, mountainous or jungle areas, where on line-of-sight communications is restricted to short range only.

The Panther Squadron (5th/8th GAv), based at the Brazilian Air Force's Santa Maria Air Base, celebrated on March 1 the arrival of the first two UH-60L Black Hawk helicopters that will be operated by the Squadron.

These new American-made helicopters left Sikorsky's plant in Elmira, in upstate New York, on February 13 and crossed the skies of many countries in the Americas and 16 days later they are finally beginning to fly from their new base in Santa Maria.

An official ceremony of incorporation to mark the introduction of the new aircraft will take place in March or April, with the presence of the Commander of the Air Force and other high-ranking military officials at Santa Maria Air Base.

The squadron has been preparing to receive and operate the Black Hawk since April 2009, when it was first officially informed that it had been designated to operate the new helicopters.

The training marathon was carried out by the squadron and the Harpia Squadron (7th/8th GAv) based in Manaus (AM) with the US Air National Guard and Flight Safety in the United States, and included several courses for pilots, mechanics, equipment operators, gunners and rescue men.

Replacing the old UH-1H helicopters, which operated for nearly 40 years from Santa Maria, these first two aircraft, out of a total of eight, will require several operational changes for the personnel of the Fifth Squadron of the Eighth Aviation Group, since the new helicopters will allow humanitarian and Search and Rescue missions, like those that were flown during flooding in nearby Santa Maria, Agudo and Toropi in 2010, to be carried out more safely and under adverse weather conditions.

In addition, tools such as night vision goggles (NVG) and navigation among obstacles (Nap of the Earth) will be employed more efficiently as the aircraft is extremely reliable and manoeuvrable.

From now on, the Panther squadron begins a new phase of operational excellence, which will enable it to act more efficiently and effectively to promote the security and safety of the Brazilian people and of the skies of our nation.

Selon les journalistes de Folha qui ont reçu le document de 76 pages, la marine brésilienne est l’armée la mieux équipée du pays. Arrow Cependant, et toujours selon le document, 132 bâtiments, frégates et autres équipements matériels “sont en désuétude” sur un total de 318. La moitié des navires sont en réparation dans les chantiers navals. Selon les marins brésiliens, l’aéronautique navale est celle qui souffre le plus : seuls 2 des 23 avions de chasse dont elle dispose, sont capables de voler. L’ancien président Lula s’était engagé dans un rééquipement substantiel des 3 armées. Il avait promis, par exemple, les fonds nécessaires pour développer une flotte sous-marine, y compris un sous-marin nucléaire. C’est dans ce cadre qu’a été signé en 2009 un accord avec la France, qui prévoit la construction de 5 sous-marins, dont un à propulsion nucléaire.

Embraer Defense and Security signed a contract to purchase 64.7% of the capital of the radar division of OrbiSat da Amazônia S.A. The deal, which is valued at R$ 28.5 million, is an important strategic step to increase the participation of Embraer Defense and Security in the Brazilian Defense System.

“OrbiSat has technology that few countries in the world master,” said Luiz Carlos Aguiar, President of Embraer Defense and Security. “The synergy involved in this acquisition will bring important solutions for the development and manufacture of systems for monitoring and air defense, worldwide.” Founded in 1998, OrbiSat created a radar division, in 2002, to develop state-of-the-art technology to be applied to air, sea and land remote sensoring and aerial surveillance. The business grew quickly and now accounts for 40% of the revenue of OrbiSat. The company is currently negotiating contracts with the Brazilian Air Force and Navy for developing and producing integrated monitoring systems, which are similar to those already being operated by the Brazilian Army.

This sale implies the splitting of OrbiSat into two companies: one focusing on radar, which will be controlled by Embraer Defense and Security, and the other involved with electronic equipment, which will continue to be under the control of the former owners.

There are approximately 150 employees in OrbiSat’s radar division, whose estimated income for 2011 is R$ 50 million. In conjunction with the Brazilian Army, the company developed the SABER M60 radar, which will be the basis of the Border Surveillance System (Sistema de Vigilância de Fronteiras – SisFron).

DRS Defense Solutions announced today that it has been awarded a contract by Embraer S.A., located in São José dos Campos, São Paolo, Brazil, for the design, development, testing, production, and after-market support of the KC-390 Cargo Handling and Aerial Delivery System (CHS/ADS).

Work will be performed by DRS Training & Control Systems in Fort Walton Beach, Fla.
Embraer was awarded the KC-390 design and development contract by the Brazilian Air Force in April 2009. The KC-390 is a fixed-wing transport aircraft under development for the Brazilian Air Force launch customer and targeted customers around the world. As a medium- to heavy-class military transport aircraft, the KC-390 will perform troop and cargo transport, aerial delivery, in-flight refueling and medical evacuations. The KC-390 CHS/ADS is one of the five major aircraft subsystems.

The KC-390 CHS/ADS will be integral to the aircraft cabin for transporting palletized cargo and rolling stock onboard the aircraft as well as performing various aerial delivery missions involving parachute extraction of cargo. The CHS/ADS will be comprised of an electrical pallet locking system, electronic load master control subsystem involving DO178 level A software certification, retractable guide-rails, invertible cargo rollers, tie-down devices, and other system components integrated into purpose-designed structural floor panels custom configured to meet stringent weight limitations.

“We are very pleased to win a position on the KC-390 program and enter into a strategic partnership with Embraer and the Brazilian Air Force for this new aircraft,” states Richard Danforth, president and CEO of DRS Defense Solutions.

Em evento realizado no Rio de Janeiro nesta quarta-feira (23), a gigante européia de radares e de material eletrônico de defesa Thales comunicou que, após um novo investimento de cerca de 5 milhões de euros na Omnisys, sua subsidiária no Brasil, deverá se iniciar em breve a fabricação do novo radar de defesa aérea Ground Master GM-400. Este modelo, feito para detectar alvos do porte de um caça a até 400km de distância, atualmente é fabricado unicamente na planta da Thales em Limours, na França. O GM400 dispõe de uma matriz de pequenas antenas ativas (AESA) com capacidade de emissão de múltiplos feixes independentes e simultâneos para cobrir segmentos distintos do céu. Isto, especialmente, lhe garante um excelente desempenho contra alvos a baixa altitude como helicópteros, UAVs e até mesmo ultraleves.
O GM-400 é um radar 100% digital, desde a própria antena, o que traz para a Omnisys a oportunidade de desenvolvimento nos campos do software e dos algoritmos avançados.
A partir do programa GM-400, a Thales está criando um novo modelo de radar especialmente desenvolvido para emprego naval em fragatas e corvetas, o chamado “Variant”. Este modelo pode ser uma boa opção para equipar os hipotéticos novos navios derivados do programa da Corveta Barroso na Marinha do Brasil. No entanto, neste momento, ainda não existe nenhum contrato ou mesmo decisão de aquisição pelas forças armadas brasileiras do GM-400 ou do “Variant”. A Thales acredita que o estabelecimento da linha de produção em São Bernardo tenderá a incentivar os militares brasileiros a selecionar o seu produto.
Em termos de desempenho, o GM-400 fica num segmento claramente acima dos modelos SABER 60 e SABER 200 da Orbisat, empresa cuja linha de radares foi recentemente comprada pela Embraer. Jean-Loic Galle, VP Sênior da Divisão de Operações Aéreas da Thales disse que sua empresa “globalmente tem ótimas relações com a Embraer, permirindo a discução das as sinergias entre as duas linhas de produtos. E como nenhuma empresa pode fazer tudo sozinha, poder discutir de igual para igual com a Embraer é muito positivo”.

O Responsável pela Thales no Brasil, Laurent Mourre, por sua vez, salientou que apenas cinco países no mundo fabricam radares, o Brasil “se torna, através da atividade da Thales, o sexto país nesta lista”. Para Mourre, a possível discussão sobre se os produtos da Thales feitos no Brasil são ou não “produtos e tecnologia nacionais”, ignora o fato de que a “tecnologia avançada reside não nas empresas, mas, sim nas mentes dos profissionais envolvidos, que no caso da Omnisys são inquestionavelmente brasileiros. A soberania reside verdadeiramente no capital humano, e não no capital financeiro”. Mourre disse ainda que: “se o Brasil optar por focar por demasiado no segundo tipo de capital, ele pode vir a ter dificuldades para a obtenção das tecnologias mais avançadas no futuro”.
Este novo modelo de radar militar se somará ao radar civil de controle de tráfego aéreo (2D) de longa distância de Banda L, o modelo LP23SST, que já é fabricado no Brasil desde 2007. Após um investimento. inicial estimado entre cinco e dez milhões de euros, o radar de banda L já conta com 26 unidades entregues ou em produção, para clientes no Brasil e no exterior, especialmente na América Latina. Três destes radares já foram entregues no Brasil, e dez deles se destinarão a clientes no exterior. A linha de produção brasileira está dimensionada para entregar três a quatro unidades deste modelo por ano. Para Jean-Loic Galle, este é um programa “já coroado de sucesso”. A Omnisys, de São Bernardo do Campo, é, atualmente, o centro chave de desenvolvimento deste modelo para o mercado mundial. Dentro do programa original, a Omnisys saltou de uma equipe de apenas 30 profissionais, para um total de 300 atualmente, dos quais cerca de 120 são engenheiros e técnicos. A equipe crescerá mais ainda com a chegada de outros duzentos profissionais e a área ocupada pela Omnisys aumentará de 6000m2 para 6500m2, tudo isso para poder acomodar as necessidades do novo programa.
Em 2010 a receita da Omnisys foi de 56 milhões de reais, dos quais R$42 milhões são referentes ao segmento de radares.
Luiz Henriques, presidente da Omnisys, comentou que, junto com a sua empresa, crescem um número de empresas terceirizadas que orbitam ao redor da Omnisys. Para ele, uma das maiores vantagens para as forças armadas brasileiras, neste caso, é o de dispor de suporte local da Omnisys capaz de garantir o uptime dos sistemas vendidos. Sem que seja necessário a vinda de especialistas do exterior para realizar a sua manutenção.
Henriques disse também que “A Omnisys já tem a capacitação para assumir mais este desafio tecnológico, mesmo o software do novo radar sendo muito mais complexo do que o que atualmente a empresa fabrica.“ Jean-Loic Galle contou, ainda, que o GM-400 é muito automatizado e pode ser ativado com um único apertar de botão, além de poder se configurar automaticamente para minimizar o ‘clutter’ (interferência) criado por diversos aspectos climáticos locais. Este modelo é transportável em um único C-130 e pode estar plenamente operacional apenas 30 minutos após ser desempacotado. Segundo o VP da Thales o GM-400 é muito mais robusto do que os radares da geração anterior, podendo operar sem problemas 365 dias por ano em um ritmo de 24x7, e que, por isso, este modelo não perdeu nenhuma das concorrências internacionais das quais participou.
O radar GM-400 foi inteiramente desenvolvido na França pela equipe de 3000 engenheiros e técnicos da Thales. Para Jean-Loic Galles “afirmar que a completa concepção e o desenvolvimento de um novo sistema de radar complexo como o GM-400 pode ser feita no Brasil, sem contar com a experiência de mais de 50 anos como a da Thales, seria uma mentira”.
No novo programa, caberá à Omnisys a certificação de fornecedores locais de componentes, a montagem final e realização dos testes pré-entrega e a manutenção e suporte pós venda junto aos seus clientes. Adicionalmente a empresa de São Bernardo terá toda a capacitação técnica necessária para realizar modificações no software de acordo com requerimentos específicos das forças armadas brasileiras e sul-americanas sem que seja necessário envolver profissionais europeus da Thales. Cada radar GM-400 levará 24 meses para ficar pronto, desde o início de sua fabricação. Exatamente o dobro do tempo demandado pelo radar civil anterior. A busca de clientes não é uma questão emergencial para a empresa, uma vez que o primeiro radar GM-400 somente estará pronto para entrega no primeiro semestre de 2013.
