- Le quotidien brésilien Correio Braziliense a annoncé jeudi que le Brésil devrait construit un total de 6 frégates multi-missions FREMM, un projet commun franco-italien à la furtivité élevée, et un total de 4 sous-marins Scorpène (rebaptisé Marlin par les français, puisque les espagnols ne font pas partie de ce projet). Ce contrat ferait partie d’un grand "paquet" que le gouvernement brésilien devrait annoncer le 9 septembre.
L’annonce du Plan Stratégique de Défense devait être effectuée le 7 septembre, mais le gouvernement a préféré la retarder de quelques jours à cause de problèmes d’agenda pour certaines réunions préliminaires avec le président Lula.
En décembre prochain, le président français Nicolas Sarkozy devrait venir au Brésil pour signer les contrats de construction de 6 frégates FREMM et de 4 sous-marins Scorpène. La construction sera effectuée à l’Arsenal de Marinha do Rio de Janeiro (AMRJ), qui devra être entièrement modernisé pour pouvoir effectuer des travaaux de grande envergure. Construites sur place, les 6 FREMM ne couteront au Brésil que 3 milliards $ (2,1 milliards €). Construites en France, elles auraient couté plus de 4 milliards $ (2,8 milliards €).
La marine nationale et la marine italienne développent conjointement le programme FREMM et devraient recevoir un total de 27 frégates, 17 pour la France, 10 pour l’Italie.
Pour l’instant, seules 8 unités ont été commandées par la France, 6 en version ASM, 2 en version lutte contre la terre. Le contrat est évalué à 3,5 milliards €, avec des livraisons entre 2011 et 2015. L’Italie devrait recevoir 10 frégates, 6 ASM et 4 multi-missions.
FREMM signifie FRégate Européenne Multi-Missions.
C’est un navire multi-missions innovateur, conçu par DCNS et Fincantieri, pour effectuer des missions de lutte anti-aérienne, anti-sous-marine et anti-navires. Il peut effectuer des attaques loin à l’intérieur des terres avec ses missiles de croisière Scalp Naval, lancés depuis des lanceurs verticaux.

The Brazilian Navy’s latest BAE Systems built warship has set sail for the first time to be put through her paces on an extensive programme of sea trials off the UK coast.
ARAGUARI, the third Ocean Patrol Vessel in the Amazonas Class, sailed out of Portsmouth this morning with her BAE Systems crew and Brazilian Navy observers. They will spend two weeks testing all elements of the ship’s functionality, including her propulsion and combat systems.
Members of ARAGUARI’s 81 strong crew have now moved into their new residence on HM Naval Base Portsmouth and have begun training to handle the Ocean Patrol Vessel. The naval base is already home to the Brazilian Navy support team, which is overseeing the delivery of the entire class of ships.
Nigel Stewart, Commercial Director of BAE Systems Maritime, said: “Today is the start of an exciting new stage in the delivery of this highly capable warship, as well as another milestone in our strong partnership with the Brazilian Navy. The BAE Systems team will test ARAGUARI’s performance and work with her crew to ensure they are ready for the challenges that the ship will face when delivered to Brazil to provide maritime security, humanitarian relief and search and rescue.”
Over 250 members of the Brazilian Navy have now been stationed in the UK since the contract was signed at the end of 2011 for three Ocean Patrol Vessels and ancillary support services, which includes a manufacturing licence to enable further vessels of the same class to be constructed in Brazil.
AMAZONAS, the first ship in the class, is already in operation after arriving in Brazil while APA, the second ship, is currently on her 10,000 mile delivery voyage. ARAGUARI is scheduled to be handed over to the Brazilian Navy in June.
The 90 metre Amazonas Class ships are based on the design of the Royal Navy’s River Class Offshore Patrol Vessels and are ideal for providing maritime security in Brazil’s territorial waters, including the protection of the country’s oil and gas platforms.
The ships are equipped with a 30mm cannon and two 25mm guns, as well as rigid inflatable boats and a helicopter flight deck. There is additional accommodation for 40, designed for use by a boarding party of troops or passengers such as evacuees.

La Russie a pris la décision de principe de livrer des systèmes de défense antiaérienne Pantsir-S1 au Brésil, a annoncé mercredi à Rio de Janeiro le directeur du Service fédéral russe pour la coopération militaire et technique (FSVTS) Alexandre Fomine.
"Ces systèmes peuvent protéger les sites sportifs de la Coupe du monde 2014 de football au Brésil", a indiqué M.Fomine devant les journalistes lors du Salon de défense et de sécurité LAAD 2013.
Le chef d'Etat-major des forces armées brésiliennes, le général José Carlos de Nardi, cité par les médias internationaux, a déclaré début février que le Brésil souhaitait acquérir trois batteries de systèmes antiaériens Pantsir-S1 et deux batteries de missiles portables antiaériens russes Igla. Un accord russo-brésilien pourrait également prévoir la construction d'une entreprise chargée de la production de ces armements ainsi que le transfert de technologies permettant de fabriquer les Pantsir-S1 et les Igla sur le territoire brésilien.
Le système antiaérien de courte portée Pantsir-S1 est destiné à protéger les sites militaires et civils (centrales nucléaires, grandes usines, sites importants) ou à appuyer les systèmes sol-air de longue portée S-300 et S-400. Chaque véhicule doté du système Pantsir-S1 est capable de protéger un terrain dans un rayon de 20 km et à une altitude allant jusqu'à 15 km.
Pantsir-S1 tire des missiles et des obus d'artillerie. Les missiles, d'une portée de 20 kilomètres, se déplacent à la vitesse de 1.300 mètres par seconde et sont capables de neutraliser les cibles aériennes les plus modernes (surtout les armes de haute précision). Les obus, d'une portée de 4 kilomètres, détruisent les cibles navales, terrestres ou aériennes à une altitude allant de 0 à 3 kilomètres. RIO DE JANEIRO, April 10 (RIA Novosti) – Russia will complete the delivery to Brazil of 12 Mi-35 (AH-2 Sabre) attack helicopters worth $150 million by this fall, the head of the Federal Service for Military-Technical Cooperation (FSMTC) said on Wednesday. “As of today, nine helicopters have been delivered and the remaining three will be shipped in the fall,” FSMTC director Alexander Fomin said at the LAAD 2013 defense exhibition in Rio de Janeiro. The Mi-35M is an export version of the Mi-24 Hind that was used extensively in the Soviet war in Afghanistan. The Mi-24/35 is unique among dedicated attack helicopters insofar as it can carry troops, in addition to performing its attack role. Brazil signed the contract to purchase the helicopters back in 2008. The Sao Paulo-based newspaper Valor Economico previously reported that the Mi-35s would be used in the Amazon region, in conjunction with Brazil's Embraer land and ground surveillance jets. The Amazon region borders both Venezuela and Colombia, and is a prime location for transnational narco-terrorists and drug traffickers. Fomin also said on Wednesday Russia has decided to deliver Pantsir surface-to-air missile systems to Brazil. Brazil’s Defense Ministry said last month it wanted to buy three batteries of Pantsir-S1 missiles and two batteries of Igla missiles. The Pantsir-S, produced by Russia's KBP, is a gun-missile system combining a wheeled vehicle mounting a fire-control radar and electro-optical sensor, two 30-mm cannons and up to 12 57E6 radio-command guided short-range missiles, and is designed to take on a variety of targets flying at low altitudes. The Pantsir can engage targets up to 20 km (12 miles) by missiles and 4 km (2.5 miles) using cannons, KBP claims. The export version of the system, Pantsir-S1, has been sold to the United Arab Emirates, Syria and Algeria. The Igla is a Russian man-portable infrared homing surface-to-air missile. Russian state-owned defense firm Rosoboronexport said on Monday that Russia and Brazil would discuss the possibility of the joint development of an advanced surface-to-air missile system, Parana. Eight of the armoured vehicles are to be delivered before June and will be used during World Youth Day, the Catholic youth fest that Pope Francis plans to attend in Rio in July.
"I want all troops to be ready and trained to use this new (anti-aircraft) system at the opening and closing of the Confederations Cup and during the pope's visit to protect those who will be in stadiums," Heise said.
The other tanks are to be delivered by 2015.
Rio is hosting Latin America's biggest defence trade fair this week. South Africa's privately-owned Paramount Group, which is attending the LAAD Defense and Security expo, signed a contract with Rio de Janeiro state for the sale of eight police armoured vehicles that will be delivered by December.

19 April 2013 Safran Engineering Services has been selected as system integrator for the avionics systems modernisation of the Brazilian Army's AS350 L1 Esquilo and AS550 Fennec multi-purpose military helicopters.
The selection by Helibras includes supply of the installation design and full integration of multiple avionics communication and navigation systems, including a new Sagem-built glass cockpit system and integration of the auto-pilot system into the helicopters.
Safran Engineering Services general manager Ricardo Varela said the company was fully committed to support Helibras on the strategic project through its unique engineering and certification capabilities, and is also looking to establish a long-term partnership in future.
In addition, the company will support Helibras during the Denton County Transportation Authority (DCTA) certification of the helicopters.
Safran Brazil programmes senior vice-president Gérald Farrenc said: "This selection is the first stand alone contract of engineering for Safran in Brazil and widens our long-term partnership with Helibras already developed through Turbomeca and Sagem companies."
The Brazilian Army Aviation Command's Fennec and Esquilo helicopters are currently under a modernisation programme carried out at Helibras' facility in Itajuba, Brazil.
Started in January 2012, the programme features installation of Becker Avionics DVCS6100 digital ICS system, glass cockpit system with three displays, an automatic flight control system (AFCS), new communication and navigation equipment onboard a total of 36 helicopters.
New flight crew seating with energy absorption and height adjustment capabilities, improved ballistic protection for greater safety, as well as new weapon systems are also being integrated as part of the programme, which is expected to be compete in 2018.
Primarily used for utility transportation, the Fennec and Esquilo helicopters can also be equipped for anti-tank, air-to-air combat, ground support and training missions

- Brazilian navy begins UAS evaluation
The Brazilian navy has begun to evaluate unmanned air systems for its missions. The two current options are the Elbit Systems Hermes 450 and Israel Aerospace Industries Heron 1, both of which are already in service in Brazil in other configurations.
Elbit and IAI have already developed maritime versions of these two types equipped with a maritime search radar and electro-optical/infrared sensors, and Brazil's navy now wants to field its own maritime configuration.
The Brazilian air force's Horus squadron is operating its first two Hermes 450 systems from Santa Maria air base in Rio Grande do Sul, while the nation's federal police flies the Heron 1 from the Parana district. The type is mainly performing missions as part of an effort to fight drug trafficking.
According to the Brazilian police, four bases will be equipped with UAS by 2014.

RIO DE JANEIRO, May 20 (UPI) -- Swedish manufacturer Saab is upgrading its bid for Brazil's long-delayed FX-2 jet fighter purchase plan, even as it weighs challenges from formidable rivals Boeing and France's Dassault. Saab is one of the three leading contenders for Brazil's jet fighter replacement program, said to be worth $6 billion-8 billion but wants to make sure its jet will compete successfully for roles in both the Brazilian air force and navy. Boeing's F/A-18 Super Hornet and Dassault's Rafale-M have already demonstrated their multirole fighter capabilities extend from air force to naval operations. Saab ran tests on a naval version of its Gripen NG with the aim to show that its jet, if successful in the FX-2 competition, will be equal to the tasks demanded of an all-rounder combat aircraft. The three companies have invested millions in positioning themselves for a Brazilian decision on the FX-2 acquisition program, which is no nearer the crunch time than it was at when Brazilian President Dilma Rousseff put off consideration of the project last year. Brazil's FX-2 jet fighter acquisition program coincides with a vigorous campaign by the government and local defense industry to develop indigenous aviation industry. The long delay in the FX-2 program has fed speculation that Brazil may push off again a decision on buying new jet fighters to replace its aging MiG planes. There are also signs the government in backing Brazilian industry initiatives to develop manufacturing capability related to the jet fighter program as much as possible. Brazil's Embraer has advanced aviation manufacturing capacity that moved over a few years from executive jet making to light attack aircraft and tactical transport and airborne jet refueling systems. But Embraer is many years from developing a jet fighter all on its own. Saab remains serious about its "Sea Gripen NG" and has been working on the idea since their May 2011 announcement, Defense Industry Daily said on its website. The Brazilian navy is expected to buy its own fighters to equip a new aircraft carrier and will expect its aircraft to be the same type as those to be chosen by the air force at the end of the FX-2 competition. That prospect has pitted Saab against proven naval fighters Boeing's F/A-18 Super Hornet and Dassault's Rafale-M. The plane maker recently organized a test flight for its JAS-39D "to verify the design's basic suitability for naval conversion," Defense Industry Daily said. Besides Brazil, Saab identified future demand for naval fighters in countries like India, Italy and the United Kingdom which, in the coming years will be commissioning new aircraft carriers in their navies, Saab's Gripen blog said. "According to Saab, there is a real and viable market for this type of aircraft," former Brazilian naval aviator Romulo Sobral said in the blog post. Aiming this market, the company is developing a naval version of JAS-39 Gripen, called "Sea Gripen," which aims to be a variant of its Gripen NG contender in Brazil's FX-2 program.

Et si le Rafale, le Gripen et le F-18 Super Hornet se faisaient coiffer sur le poteau par un autre appareil dans le cadre de l’appel d’offres brésilien FX-2? Voilà maintenant des années que cette procédure a été lancée et qu’aucun avion de combat n’a encore été sélectionné pour équiper les forces aériennes brésiliennes.
Si le Rafale de Dassault Aviation semblait avoir une longueur d’avance sur ses deux autres concurrents quand le président Lula avait marqué sa préférence à son endroit, l’on n’est plus sûr de rien aujourd’hui, la décision qui mettrait un terme à ce feuilleton étant sans cesse repoussée à des jours meilleurs. En attendant, les trois constructeurs en lice s’attachent à améliorer leurs offres et à faire de la surenchère dans les promesses de transferts technologiques au bénéfice de l’industrie brésilienne.
Cela étant, Moscou ne perd pas de vue ce marché de 36 appareils alors que la candidature du Sukhoï 35 a été repoussée en 2008. En avril 2011, l’agence Itar-Tass avait indiqué que la société exportatrice d’armements russe Rosoboronexport était revenue à la charge. Lors d’un sommets des pays dits BRICS (Brésil, Russie, Inde, Chine, Afrique du Sud), l’affaire avait même été évoquée entre les responsables russes et brésiliens. Et il fut rapporté que la présidente du Brésil, Dilma Rousseff, y avait “témoigné de l’intérêt”. Cette dernière avait d’ailleurs fait connaître son intention de remettre le dossier à plat dès son arrivée à la tête de l’Etat brésilien.
Depuis, l’annonce du vainqueur de l’appel d’offres FX-2 ayant été une nouvelle fois reportée, l’on en était resté là. Jusqu’à ce que Sergueï Ladygine, le chef de la délégation russe au salon international de la technologie pour la défense SITDEF 2013 de Lima, remette cette affaire sur le tapis.
“Bien que la Russie soit sortie de cet appel d’offres (FX-2, ndlr), nous avons fait en parallèle une proposition à la partie brésilienne de participer en dehors des appels d’offres avec nos systèmes Pantsir (ndlr, 3 batteries) et chasseurs Su-35. Notre proposition est en train d’être examinée”, a-t-il déclaré, selon l’agence russe Ria Novosti. Et d’ajouter que la proposition russe allait jusqu’à transférer l’ensemble des technologies relatives au Su-35 ainsi qu’aux appareils dits de 5e génération.
Conçu à partir du Su-27 Flanker, le Su-35 a connu une longue éclipse après l’effondrement de l’Union soviétique. Ce n’est qu’en 2006 que les travaux le concernant ont repris. Deux ans plus, un appareil nouvelle version a pris l’air pour la première fois. Présenté comme étant un chasseur polyvalent “à haute manoeuvrabilité”, cet avion équipera les forces aériennes russes à compter de 2015.
Cela étant, le coup de dés russe est loin d’être donné gagnant dans la mesure où l’armée brésilienne souhaiterait que l’avion désigné dans le cadre de l’appel d’offres FX-2 soit le identique à celui qui équipera sa force aéronavale. C’est l’une des raisons pour laquelle le constructeur Saab a mis au point, le “Sea Gripen NG“, une version navale de l’appareil en concurrence avec le F-18 Super Hornet et le Rafale, ces deux derniers pouvant déjà opérer depuis un porte-avions. Une initiative qui a de quoi rendre sceptique quand l’on sait que l’avionneur suédois n’a aucune expérience dans ce domaine…

By Janet Tappin Coelho 5/23/2013 Brazil has launched an unprecedented military operation with the mobilisation of 25,000 troops to patrol the vast land frontier it shares with 10 countries.
Hundreds of aircraft and armoured vehicles and dozens of naval vessels have been deployed for Operation 'Agatha 7' under the co-ordination of the Brazilian Ministry of Defence (MoD) and the Joint Command of the Armed Forces (EMCFA).
"It is the biggest operation we've ever done. Previous operations were only able to cover some areas of the border," explained Brigadier Ricardo Vieira, MoD chief of joint operations.
The intensive campaign along Brazil's 16,886 km (10,480 mile) border started on 18 May and is scheduled to last three weeks. The armed forces' focus is on reinforcing homeland security and combating cross-border criminal activity such as arms and ammunition smuggling, human and drug trafficking, illegal mining, and deforestation.
The operation - deliberately staged ahead of the Confederations Cup football tournament Brazil is hosting from 15-30 June - is supported by federal police agents, the federal highway patrol, 12 ministries, and 20 government agencies and institutions from the 11 Brazilian states along the border.

24 May 2013 Decatron has been awarded a contract for delivery of MASA Group's SWORD constructive simulation system to add realism to the Brazilian Army's battalion, brigade and division levels training programmes.
The competitively awarded contract involves acquisition and full customisation of SWORD to help enhance training, analysis, and decision support for both military commanding officers and crisis managers in the emergency preparedness sector.
The software is expected to be used by the army to replicate combat and combat-support actions for command posts, and also for other non-military actions at both Subunidade and Unidade levels.
Brazilian Army Comando de Operações Terrestres (COTER) Combat Simulation Division head colonel Paulo Eduardo said the selection followed a long and carefully planned screening and selection process carried out worldwide.
MASA Group president and CEO Juan-Pablo Torres said the software would help the army significantly enhance its training capabilities, in addition to enlarging the range of defence and public safety scenarios their command posts are trained for.
"Important benefits for the users of SWORD include more efficient, realistic training and analysis capabilities, which can also be applied for the training of crisis managers within the context of large-scale events such as the World Cup or the Olympic Games," Torres said.
RustCon head Carlos Rust said the company was fully prepared to start modification of SWORD to the Brazilian military doctrine, and looking to set up efficient cooperation with MASA to address the army's requirements.
A complete solution for multi-level training of corps, brigade or battalion commanders, SWORD provides highly realistic scenarios and an open simulation platform, which is interoperable with command and control (C2) systems, as well as with other multi-level, joint, and emergency management simulations.
Available in English, French, Spanish, Portuguese and Arabic, the software is currently in use with several armies and system integrators worldwide, including Brazil, Denmark, Ecuador, France, Peru, Sweden and the US.
The company has not disclosed the delivery schedule.

(Reuters) - Brazil is closer to choosing Boeing Co.'s (BA.N) F-18 for one of the developing world's most sought-after defense contracts after U.S. Vice President Joe Biden addressed the government's main misgivings during a visit to Brasilia, officials told Reuters. Biden met with President Dilma Rousseff on Friday and assured her that the U.S. Congress was likely to respect Boeing's agreement to transfer sensitive technology to Brazil as part of the deal, three officials who were present said on condition of anonymity.
The deal will involve 36 jets worth about $4 billion, with probable follow-up orders that would greatly increase the value of the contract over time. That makes it a critical prize for defense companies at a moment when the United States and many European countries are tightening military budgets.
The other finalists are France's Dassault Aviation SA (AVMD.PA) and Sweden's Saab AB (SAABb.ST).
Rousseff has not made her final decision, and the timing for an announcement remains unclear, the officials stressed.
But they said Rousseff's comments to Biden and other recent developments suggest a preference for Boeing, with a decision possible before she makes a state visit to the White House to see President Barack Obama in October.
"If it's Boeing, Biden will deserve much of the credit," one senior Brazilian official said.
Rousseff's main concern with Boeing's bid has been that the U.S. Congress could block technology transfers because of national security concerns. Brazil has cordial relations with the United States but angered some legislators in recent years through its interactions with Iran, Venezuela and other countries that antagonize Washington.
Rousseff, a pragmatic leftist, has said the technology is even more important than the jets themselves because the deal must boost Brazil's own budding defense industry, including planemaker Embraer SA (EMBR3.SA), to be worth the price.
In Friday's meeting, Rousseff first raised the jets deal and her concern over the transfers, officials said.
Biden did not make absolute promises about what Congress would do. But he did cite his more than three decades of experience in the Senate to address her worries point by point, the officials said.
"SEQUESTRATION" A FACTOR?
According to the officials' account, Biden explained that Senate Democrats have never gone against Obama on strategic defense sales, while most Republicans take the lead from Arizona Senator John McCain, who has expressed support for the Brazil deal.
Biden said U.S. defense budget cuts could reduce opposition in Congress to a deal that could help a U.S. company.
He also cited examples showing Congress has blocked defense sales in strategically difficult parts of the world such as the Middle East, but not peaceful, overwhelmingly democratic areas such as South America.
Before the conversation turned to other matters, Rousseff thanked Biden for giving her "strong" arguments to use in Boeing's favor, two of the officials said.
Asked to confirm the account, a White House official said: "We aren't going to comment on private conversations, but in general the United States strongly supports Boeing's bid."
Handicapping Brazil's decision on the jets deal has been difficult, largely because it has dragged on for so long.
Brazil first began looking into replacing its aging Mirage jets in the 1990s, and Rousseff's predecessor declared publicly in 2009 he was going to choose Dassault.
Yet for a variety of reasons, from budget constraints to election cycles, successive governments have not pulled the trigger. Company executives, some of whom have spent a decade or more pursuing Brazil, have joked in private that the country may have no real intention of buying the jets at all.
LONG-TERM RELATIONSHIP
Nevertheless, there are mounting reasons to believe that Rousseff will announce her decision before the end of this year, and that Boeing will be the winner.
Brazil's military has said maintaining its Mirages will become difficult after this year. Meanwhile, the sensitivities of spending billions of dollars during a rough economic spell could lead Rousseff to announce her decision before 2014, when she faces reelection.
Rousseff has cast the deal as a crucial part of Brazil's strategic alignment for decades to come - a message she repeated to Biden on Friday, the officials said.
While defying Washington's wishes on issues like Syria, Rousseff has sought a closer partnership with the United States. She has received a steady stream of Cabinet secretaries and senators, and accepted Obama's invitation for a state visit, the first by a Brazilian leader in 20 years.
The United States, for its part, chose Embraer in February to provide the Air Force with 20 light attack planes - a deal many Brazilians saw as a necessary condition to buy the F-18.
Boeing has also deepened its partnership with Embraer in recent months.
Meanwhile, the government has been less happy with the other finalists. France's recent agreement to build submarines with Brazil has resulted in fewer technology transfers than expected, one official said.
France and Sweden reportedly opposed Brazil's candidate to lead the World Trade Organization, who won the post last month. The United States also favored a different candidate, but was more restrained in its support, in Brazil's view.
"We notice these things, and they're all factors in the (jets) decision," a Brazilian official said. "This is so much money, and we want to choose the right partner."
