- Le quotidien brésilien Correio Braziliense a annoncé jeudi que le Brésil devrait construit un total de 6 frégates multi-missions FREMM, un projet commun franco-italien à la furtivité élevée, et un total de 4 sous-marins Scorpène (rebaptisé Marlin par les français, puisque les espagnols ne font pas partie de ce projet). Ce contrat ferait partie d’un grand "paquet" que le gouvernement brésilien devrait annoncer le 9 septembre.
L’annonce du Plan Stratégique de Défense devait être effectuée le 7 septembre, mais le gouvernement a préféré la retarder de quelques jours à cause de problèmes d’agenda pour certaines réunions préliminaires avec le président Lula.
En décembre prochain, le président français Nicolas Sarkozy devrait venir au Brésil pour signer les contrats de construction de 6 frégates FREMM et de 4 sous-marins Scorpène. La construction sera effectuée à l’Arsenal de Marinha do Rio de Janeiro (AMRJ), qui devra être entièrement modernisé pour pouvoir effectuer des travaaux de grande envergure. Construites sur place, les 6 FREMM ne couteront au Brésil que 3 milliards $ (2,1 milliards €). Construites en France, elles auraient couté plus de 4 milliards $ (2,8 milliards €).
La marine nationale et la marine italienne développent conjointement le programme FREMM et devraient recevoir un total de 27 frégates, 17 pour la France, 10 pour l’Italie.
Pour l’instant, seules 8 unités ont été commandées par la France, 6 en version ASM, 2 en version lutte contre la terre. Le contrat est évalué à 3,5 milliards €, avec des livraisons entre 2011 et 2015. L’Italie devrait recevoir 10 frégates, 6 ASM et 4 multi-missions.
FREMM signifie FRégate Européenne Multi-Missions.
C’est un navire multi-missions innovateur, conçu par DCNS et Fincantieri, pour effectuer des missions de lutte anti-aérienne, anti-sous-marine et anti-navires. Il peut effectuer des attaques loin à l’intérieur des terres avec ses missiles de croisière Scalp Naval, lancés depuis des lanceurs verticaux.

LAAD11: Brazil reveals details of 14-X hypersonic vehicle By Stephen Trimble
With first flight of the 14-X waverider scramjet scheduled in 2013, Brazilian military officials have revealed details of the country's first venture into hypersonic flight tests.
The 14-X is a 2 x 0.8m (6.5 x 2.6ft) vehicle designed to demonstrate speeds beyond Mach 6.0. If the design is sound, Brazil could scale up the vehicle to deliver mini-satellites into space, says Maj Roberto Follador, 14-X flight test director for Brazil's department of aerospace science and technology.
Air-breathing scramjets, in theory, can carry 15% of their mass as payload. In contrast, rockets must carry their own oxygen for combustion, and payloads comprise only 5% of their total mass, Follador says.
Brazil launched the 14-X programme in 2006, the centennial year of the first flight of the 14-Bis - Brazil's first powered aircraft.
The first captive-carry flight test had been scheduled between 2010 and 2012, but has slipped to 2013 and could be delayed further, Follador says.
For its maiden flight, the 14-X will be joined at the front of a two-stage VSB-30 rocket, he says. The S-31 motor first stage will boost the vehicle to M4.0 before separating. Then, the S-30 motor second stage will ignite, pushing both the motor and the 14-X beyond M6.0 at about 100,000ft altitude for around 4s.
The three scramjet engines powering the 14-X will not be ignited while joined to the S-30 motor on the first flight test, Follador says.
Instead, the vehicle's designers will examine the 14-X's aerodynamic characteristics and thermal loads inside each scramjet engine, he says.
In the next series of captive carry tests, the 14-X scramjet engine will be engaged while still connected to the front end of the S-30 motor second stage, Follador says.
The 14-X will separate from the S-30 motor only on a third series of flight tests, with the scramjets powering the aircraft beyond M6.0, Follador says. | |

LAAD11: Brazil defines new surveillance needs worth up to $11 billion By Stephen Trimble
Brazil's military has outlined requirements, valued at up to $11 billion, to establish two vast new surveillance networks with coverage ranging from the remote and lawless north-west border to the oil fields discovered hundreds of kilometres off the country's eastern coastline.
Both programmes would create surveillance networks for the army and navy on a par with the system used to cover the Amazon (SIVAM) initially deployed by the air force nine years ago.
Military officials are seeking to launch the programmes ahead of an expected surge of government spending on security to support the football World Cup in 2014 and the Olympics in 2016. Luis Carlos Aguiar, chief executive of Embraer's Defense and Security business, estimates the army network - dubbed the System for the Surveillance of the Frontier (SISFRON) - will cost $6-7 billion, and a request for proposals will be issued later this year, with the contract award in 2012.
The navy's network - the system for the surveillance of the Blue Amazon (SISGAAZ) - could cost up to $4 billion, Aguiar says. But the timing for the request for proposals release is not clear. "It will take some time," Aguiar says.
Both networks would establish multiple layers of surveillance coverage against Brazil's principal security threats - smugglers, pirates and criminal gangs - with existing assets supported by new satellites and unmanned aircraft systems.
The existence of SISFRON and SISGAAZ help explain several recent strategic moves by Embraer, including the December launch of its standalone Defence and Security business led by Aguiar.
Embraer also has made two key acquisitions of local companies, including a majority stake in unmanned air vehicle-maker and sensor developer OrbiSat in March.
At the Latin America Aerospace and Defence conference, Embraer also announced acquiring 50% of the shares of Atech, a local company which defined and developed the command and control systems for SIVAM in 1997 while it was part of a government agency.
Atech was spun off into a private company in late 2009, but has been involved in defining the requirements for SISFRON, Aguiar says.
Embraer has moved quickly to reposition itself as a systems integrator in the defence market, where it was previously content to supply aircraft and system upgrades.
Foreign companies are also seeking to move into the same market in Brazil. Israel Aerospace Industries has launched a partnership with local company Synergy, seeking to provide system integration services combining the Israeli firms products spanning from satellites, UAVs and manned aircraft.
Meanwhile, Saab also has advertised its interest to become an integrator for SISGAAZ, tying together either the company's mix of surveillance sensors and platforms or technologies by other firms. | |

LAAD 2011: Brazilian Mi-35s take on the drug runners
April 15, 2011 The Brazilian Air Force's (FAB's) Mi-35M attack helicopters are proving themselves on anti-narcotic operations and the service is still hopeful additional numbers of the type will be procured. At the LAAD 2011 exhibition in Rio de Janeiro from 12 to 15 April, the air force displayed one of the six Mi-35Ms currently in service, which support counter-narcotics operations across the Amazon region. Service representatives said while there were some limitations to the aircraft’s performance due to the heat and humidity of the region, the Mi-35M had had a successful introduction into service and was operating at around 70% availability. ‘It is a very good helicopter for the type of missions we operate. In cooperation with other aircraft, we intercept all aircraft in the region, whether they are carrying drugs or not, and the Mi-35 is ideal for this,’ Capt Danilo said. He said the air force was also looking at integrating its operations more closely with the army, in line with the NATO model, and was considering how the Mi-35 could support ground troops. The FAB is procuring 12 of the aircraft with the next batch of three currently painted in Brazilian colours and awaiting delivery at the Rostvertol facility. The final three Mi-35Ms, which are known as the AH-2 Sabre in Brazilian service, will then be delivered by the end of 2011 or beginning of 2012. While the Russian Helicopters representatives at the exhibition would not be drawn on any ongoing negotiations for any follow-on order of Mi-35s for the FAB, service members said they were hopeful an additional 12 aircraft would be procured in the 2014 timeframe. Meanwhile, Russian Helicopters signed a number of cooperation agreements with Brazilian helicopter operators during LAAD 2011, in a significant expansion of the helicopter group’s presence in the country. On 15 April, the group announced it signed an agreement with Brazilian investment group Qualy Group Brasil for the joint promotion of the Mi-34C1 light helicopter. With an eye on the FIFA World Cup 2014 and the Olympic Games 2016 in Brazil, the agreement provides for the possible delivery of 150 Mi-34C1 helicopters before 2023. A maintenance, logistics, and training centre will also be created for the aircraft. Other agreements during the show will provide for support centres in Brazil for the Mi-171A1 and Ka-32A11BC helicopters.

En 2001, le Brésil a lancé son premier appel d'offres visant à remplacer ses F-5E américains obsolètes. L'avion russe Su-35UB a remporté ce concours grâce à ses caractéristiques techniques, mais les résultats de l'appel d'offres ont été annulés en 2005. Un nouvel appel d'offres a été lancé en 2008. Le chasseur Su-35 de génération 4++ présenté par l'agence russe d'exportation d'armements "Rosoboronexport" n'y a pas été admis. Le concours brésilien a été suspendu en 2010. Brazilian Navy nourishes an idea to purchase at least two assault landing ships. Those ships should have a "double football ground" deck and be capable to perform wide range of missions – transport infantry, tanks, helicopters, landing craft, missiles, have onboard hospital, and carry out functions of a "sophisticated analytic center", i.e. command ship.
Each of those vessels costs today $600-850 mln. Procurement plan of such ships is considered to be "ambitious". According to Brazilian Navy Commander ADM Julio Moura Neto, acquirement of those ships depends on budgetary funds available; the ship's type has not been chosen so far".
The most competitive suppliers are the US and France. Reportedly, France has developed advanced variant of Mistral class assault landing ship. Russia is about to purchase four such ships.
Assault landing ships must be capable to transport 900-1,400 men of landing party, 280 self-propelled vehicles, and 30 helicopters at the range of up to 5,000 km; operate 10 days autonomously 100 miles away from landing zone. Such ship should have early warning helicopters to support fighters covering the ship. In high seas the ship should be protected by escort ships.
An assault landing ship is virtually autonomous. Apart from helicopters, tanks, armored transport vehicles, and hundreds of marines on board, such ship has a hospital capable to conduct any surgical operations. Sophisticated electronics interfaced with encrypted communication satellite systems is located in command post at the level of 15th floor.
There are some political reasons in favor of these big ships. As is known, Brazil strives for being a member of UN Security Council, and such ships would raise prestige of the country; old aircraft carrier San Paulo plays no part any more. Brazilian Navy plans to purchase 61 ships within 20 years. When having assault landing ships in inventory, Brazil will be able to attend various multinational transcontinental operations, which is a requirement to the world-leading countries. L’achat de ces frégates permettrait de désarmer les bâtiments plus anciens, en attendant que le programme Prosuper porte ses fruits. Brazilian Navy Signs Agreement To Acquire Additional S-70B™ Aircraft

PARIS, France - Sikorsky Aircraft Corp. announced today at the Paris Air Show that the Brazilian Navy has signed an agreement with the U.S. Government to acquire two additional Sikorsky S-70B™ maritime helicopters via the Foreign Military Sales (FMS) process. Sikorsky is a subsidiary of United Technologies Corp. (NYSE:UTX).
In 2010, the Brazilian Navy contracted for four S-70B aircraft, also through the FMS system, with deliveries starting in December 2011 and continuing through the end of the First Quarter of 2012. Sikorsky expects contract finalization for the additional two aircraft in 2012. The multi-role S-70B SEAHAWK™ helicopter can perform anti-submarine and anti-surface warfare missions, among others. “The Brazilian Navy has relied on Sikorsky aircraft for decades, including the venerable H-3 SEA KING™ helicopters dating to the 1960s. | Navantia participra à l'appel d'offre international portant sur le programme Prosuper, d'une valeur de 4.3MM €. 11 navires ( 5 Frégates, 5 Corvettes et un navire de Soutien logistique 20 000T ). Le Bérsil demande que 10 navires doivent être construites localement sous licence, avec ToT. Plusieurs autres pays ont exprimé leur intérêt à ce programme, notamment le France, UK, Hollande, Corée de Sud ...

SELEX Galileo, a Finmeccanica Company, and Israel’s Aeroeletronica International Ltd, an ELBIT Systems Ltd company, have signed a contract for the supply of 11 further Grifo F/BR radars to upgrade Brazilian F-5 planes. The Grifo has been in service with the Força Aérea Brasiliera during the last 10 years, delivering unrivalled situational awareness and strike capability to its pilots. The signing of the contract further strengthens the excellent reputation of the Grifo radar which, in all variants, has achieved sales in excess of 450 units, satisfying the most demanding end users such as the Air Forces of Singapore, Brazil, the Czech Republic, Pakistan and South Korea. Developed as the ideal solution for the F-5 retrofit, the Grifo fire control radar met with immediate success and, thanks to a process of continuous technology and capability insertion, remains a benchmark in terms of performance levels and the comprehensive nature of its operating modes. These modes make it possible to support multi-role missions effectively. As well as an air-to-air mode, an air-to-surface mode, modes for supporting navigation and a flight-proven suite of functions to combat electronic threats, the Grifo radar now includes modes for the search and identification of targets with high resolution imaging capability, boosting its competitiveness in the market. “We are delighted with this new order. Israel prohibits Brazil to sell anti-drug aircrafts to Venezuela
The airplanes cannot be sold to Bolivia either
Foreign Affairs Brazil will start manufacturing unmanned aircrafts with the help from Israel, thus allowing the South American country to control drug trafficking on its border areas. However, the Brazilian authorities may not sell them neither to Bolivia nor to Venezuela, as instructed by the Israeli government.
Miki Bar, a representative of state-run company IAI, which manufactures the unmanned aerial vehicles Vants, said that Tel Aviv authorized the manufacturing and export of the aircrafts to Brazil, provided that they are not sold to its South American neighbors, Bolivian newspaper Página Siete reported.
The relations between the two South American countries and Israel have deteriorated. In the case of Venezuela, Hugo Chávez expelled Israel's Ambassador Shlomo Cohen in 2009, in solidarity with the Palestinian cause. Israel also expelled the head of the Venezuelan embassy. Therefore, the diplomatic relations between both countries have been broken since January 2009.

Unmanned aircraft patrol Bolivia/Brazil border to control drugs and smuggling
“By the end of August four Drones will be over-flying Bolivian air space”, said Cáceres who is responsible for drugs trafficking in the country. “The operation follows on an agreement between La Paz and Brasilia signed last March”, added Cáceres. The border stretches to be air surveyed are Bolebra (a geographical point shared by Brazil, Bolivia and Peru) and the common geographical area of Bolivia, Paraguay and Brazil. Cáceres pointed out that the Drone operations “should provide Bolivian authorities precise data on those aircraft crossing or flying Bolivian air space and which could be involved in illicit operations related to drugs, contraband or other crimes”.

(Easybourse.com) Alors que la France multiplie ses efforts pour remporter l'appel d'offre lancé par le Brésil, le pays repousse une fois de plus son choix entre le Rafale de Dassault, le F-18 de Boeing et le Jas-39 de Saab. La décision devrait être prise début 2012. Le Brésil à reporté, ce samedi 9 juillet, sa décision concernant le renouvellement d’une partie de la flotte de son armée de l’air à début 2012. Nelson Azevedo Jobim, ministre brésilien de la défense, précise que le changement politique opéré en novembre dernier, portant Dilma Rousseff à la tête du pays, implique un nouveau délai dans le processus de décision. Il ajoute également que le gouvernement privilégie pour le moment «des questions de politique intérieure».
Coup dur pour la France, qui s’efforce de convaincre le Brésil depuis plusieurs mois sur les capacités du Rafale. Un contrat qui permettrait de donner un vrai coup de fouet à l’industrie aéronautique française. En effet, le président Nicolas Sarkozy s’est beaucoup investi pour vanter les mérites du Rafale, auprès de l’ex-président brésilien Luiz Inacio Lula da Silva et son successeur, Dilma Rousseff lors du G20 à Séoul, en novembre dernier. Il s’estimait d’ailleurs, à l’époque, très confiant sur l’éventualité d’un partenariat avec le Brésil. De même, François Fillion avait précisé fin juin, en marge du salon aéronautique du Bourget, que la France procéderait à un transfert de technologie «sans limite», clause qui tient particulièrement à cœur au gouvernement brésilien.
La possibilité de nouer un contrat avec le Brésil, équivalent à environ 8 milliards d’euros, semble donc s’éloigner petit à petit. Nouvel épisode qui ne semble pas trop affoler les marchés pour l’instant, puisque le titre Dassault Aviation est en légère baisse de 0.21%, sur un marché en forte correction de 1,32%.
