- Le quotidien brésilien Correio Braziliense a annoncé jeudi que le Brésil devrait construit un total de 6 frégates multi-missions FREMM, un projet commun franco-italien à la furtivité élevée, et un total de 4 sous-marins Scorpène (rebaptisé Marlin par les français, puisque les espagnols ne font pas partie de ce projet). Ce contrat ferait partie d’un grand "paquet" que le gouvernement brésilien devrait annoncer le 9 septembre.
L’annonce du Plan Stratégique de Défense devait être effectuée le 7 septembre, mais le gouvernement a préféré la retarder de quelques jours à cause de problèmes d’agenda pour certaines réunions préliminaires avec le président Lula.
En décembre prochain, le président français Nicolas Sarkozy devrait venir au Brésil pour signer les contrats de construction de 6 frégates FREMM et de 4 sous-marins Scorpène. La construction sera effectuée à l’Arsenal de Marinha do Rio de Janeiro (AMRJ), qui devra être entièrement modernisé pour pouvoir effectuer des travaaux de grande envergure. Construites sur place, les 6 FREMM ne couteront au Brésil que 3 milliards $ (2,1 milliards €). Construites en France, elles auraient couté plus de 4 milliards $ (2,8 milliards €).
La marine nationale et la marine italienne développent conjointement le programme FREMM et devraient recevoir un total de 27 frégates, 17 pour la France, 10 pour l’Italie.
Pour l’instant, seules 8 unités ont été commandées par la France, 6 en version ASM, 2 en version lutte contre la terre. Le contrat est évalué à 3,5 milliards €, avec des livraisons entre 2011 et 2015. L’Italie devrait recevoir 10 frégates, 6 ASM et 4 multi-missions.
FREMM signifie FRégate Européenne Multi-Missions.
C’est un navire multi-missions innovateur, conçu par DCNS et Fincantieri, pour effectuer des missions de lutte anti-aérienne, anti-sous-marine et anti-navires. Il peut effectuer des attaques loin à l’intérieur des terres avec ses missiles de croisière Scalp Naval, lancés depuis des lanceurs verticaux.

Special training prepares Brazilian soldiers for operations in Arid climates Jun 26, 201638
The Caatinga, or “White Forest” in the native Tupi language, is a biome in Brazil with an average annual rainfall of 500 millimeters, similar to levels seen in deserts. Temperatures range between 25-27 degrees Celsius, while the hard, rocky soil can reach 60 degrees. Thirty-thousand Soldiers from the Brazilian Army’s Northeast Military Command (CMNE) serve in the region, which covers approximately 11 percent of the country.
In 1995, the Army, in an effort to prepare those who will serve in a CMNE unit, created the Caatinga Adaptation Traineeship and the Caatinga Adaptation and Operations Traineeship. Since then, seven training sessions have been held each year, with a total of 6,742 Soldiers having completed the course. The most recent traineeship, attended by 30 participants, occurred between May 14th-20th.
“The Adaptation Traineeship has a single phase, lasting a week, with the goal of having the Soldiers acquire the knowledge needed to survive in the harsh environment of the Caatinga,” explained Captain José Carlucio Gomes de Sousa Junior, head of the Caatinga Instruction and Operations Center’s (CIOpC) Education Division.
In the Adaptation and Operations Traineeship, as the name implies, the Soldiers complete the first instructional step and continue for another week with operational exercises. “The Northeast Military Command conducts Law and Order Assurance operations, which are operations that are intended to preserve public order,” Capt. Carlucio added. “The activities within it serve as context for the second stage of the traineeship.”

The unmanned aerial vehicle (UAV) Cacador has taken a step in the Brazilian industry of such systems. Avionics Services company, developer of the device, has officially presented. Avionics Services has the expectation to sell between 20 to 30 UAV Caçador in five years to internacional market and between 15 to 20 UAV Caçador to attend the brazilian Market, in 5 years.
Caçador is based on the Heron-1 UAV, operated by more than 20 customers worldwide and developed by Israel Aerospace Industries (IAI), which has been in use in Brazil by the Federal Police Department for more than 5 years, and whose maintenance has been conducted by Avionics itself. The aircraft has already complied with all proper regulations and obtained all permits required by the Brazilian government authorities. It is the only domestic UAV class 4 in operation in the country.
Among its features, Caçador is a medium-altitude, long endurance UAV capable of flying for more than 40 hours at an altitude of up to 30,000 feet, covering a 1,000 km range. The maximum takeoff weight is 1.270 kg, allowing Caçador to transport multiple payloads simultaneously for a variety of missions. Moreover, the aircraft includes a wideband satellite communication channel for a range over 1,000 km from its command and control station—a valuable feature, especially in the case of large countries such as Brazil.
Since signing a contract for cooperation 3 years ago, IAI and Avionics Services have been working together to establish a strong Brazilian industrial base in the field of unmanned aerial vehicles. The process includes the transfer of technology and know-how in order to ensure more independence to the Brazilian industry and proficiency in advanced and complex unmanned systems. The Brazilian Air Force (Força Aérea Brasileira: FAB) will officially receive its Boeing 767-300ER long-range airlifter sometime in July, a service spokesperson told IHS Jane's . An exact date has not been defined.
The aircraft, locally designated C-767 with serial number 2900, will operate from Galeão Air Base in Rio de Janeiro by Squadron Corsário, the FAB told IHS Jane's .
The 767-300ER was leased from local firm Colt Aviation, according to an 8 June contract by the service's Aeronautical Commission in Washington, DC, which managed the USD19.7 million tender. The company has no such aircraft model in its inventory, and it was provided by Spectre Air Capital.

- Brazilian Tiger II lost in training accident

A Brazilian Air Force (FAB) Northrop F-5FM Tiger II trainer aircraft was destroyed in a crash on 5 July. The crew ejected and survived.
The aircraft was on a training mission out of Santa Cruz airbase when it encountered technical difficulties on final approach for landing, the FAB said. The cause of the incident is not currently known and an investigation has been launched.
The twin-seat crashed aircraft with serial number FAB 4806 was assigned to the 1st Fighter Group (1º GAvCa). It was a former F-5F that was modernised by Embraer Defense & Security to F-5FM standard. | |

A contract to refurbish and upgrade 32 former US Army 155 mm M109A5 self-propelled howitzers to an M109A5+ BR configuration for Brazil is still, years later, pending an award by the US government to BAE Systems, the Brazilian Army recently told IHS Jane's .
Reasons for the delay were not revealed, but are likely associated with Brazil's budget limitations.
It is not yet clear when the contract will be signed, the service added. The effort has been in limbo since a Foreign Military Sales contract was agreed upon through a 'letter of offer and acceptance' between the Brazilian Army and US government in December 2014.
The initial plan covered delivery of 16 vehicles in 2016 and the remainder in 2017; however, it was later updated to 2017 and 2018, respectively. The platforms are intended for the 3rd and 5th Self-Propelled Field Artillery Groups of Santa Maria and Curitiba. The non-modernised vehicles are due for delivery in 2018.
A total of 40 M109A5s were granted to Brazil through the US Excess Defense Articles programme, comprising 36 in 2013 and four in 2014.

The Brazilian Navy's Marines Corps (CFN) has received the last vehicles to complete its battery of ASTROS CFN 2020 (Artillery SaTuration ROcket System) self-propelled multiple launch rocket system (MLRS), purchased from Avibras Indústria Aeroespacial.
The last vehicles were placed in service in June, the service recently told IHS Jane's , and the unit is fielded by the Marines Artillery Battalion based at the Island of Governador in Rio de Janeiro, the service said.
The system comprises six AV-LMU multiple launchers, three AV-RMD ammunition resupply vehicles, one AV-OFVE combined workshop, one AV-PCC command-and-control post (with tactical computer and digital messaging terminal that run on Barco's 19" rugged monitors; VHF antenna on Will-Burt 6-25 telescopic mast; and Elbit Systems' VRC-6200 HF radio set and VRC-950HDR radio), and one AV-MET meteorological post (with VRC-950HDR radio; Vaisala's MARWIN MW32 sounding system, RS92 series radiosonde, weather balloon and tripod-mounted remote CG31 portable UHF and GPS antenna with antenna of IRDAM 2056 weather sensor; VHF antenna on 6-25 telescopic mast; and VRC-950HDR radio).
The AV-LMU, AV-RMD and AV-OFVE vehicles are based on 6x6 Tatra T815-790R39 29 300 high-mobility heavy duty chassis, while AV-MET and AV-PCC units rely on 4x4 T815-7A0R59 19 240 chassis. All feature a NATO STANAG 4569 level 1 protected cab with Elbit Systems Tadiran CNR9000HDR tactical IP VHF radio, air conditioning unit, auxiliary power unit, Honeywell Talin 2000 inertial navigation unit, Garmin 16x HVS GPS receiver, smoke grenade launchers, and machine gun mount. AV-LMU and AV-PCC platforms also have a Trimble positioning system and SPS 852 receiver.

Projects to modernise the tanks and to obtain wheeled armoured vehicles are currently undergoing a study phase and a concept and budget feasibility analysis, the spokesperson said.
Those projects integrate the service's multi-phase Strategic Project for Consolidation of the Marines Amphibious Brigade Program (PROBANF), which is to add to marines' firepower, expeditionary, mobility, and protection capabilities.
Seventeen tanks and one 4KH7FA Greif recovery vehicle were received from Steyr-Daimler-Puch Spezialfahrzeug (now part of General Dynamics European Land Systems) in 2001 after they were acquired in 1998.

The CFN awarded Israel Military Industries (IMI) a USD15.8 million contract via the Naval Commission in London (CNBE) on 28 November 2008 to modernise 24 M113A1 troop carriers, two M577A2 command posts, two M125A1 mortar carriers, one M113A1G repair unit, and one XM806E1 recovery vehicle. The work was executed by the Marine Corps Technological Center with assistance by IMI, which was selected over bids from BAE Systems and Flensburger Fahrzeugbau Gesellschaft (FFG).

The system is meant to provide vehicle gunners with ballistic protection when firing a machine gun or 40 mm automatic grenade launcher. A tender is scheduled to be issued this year, the source told IHS Jane's . However, no date has yet been defined.

REMAX was developed jointly with army's Science and Technology Center (CTEx) and the UT30BR is a local adaptation of Elbit Systems' UT30 product.
A total of 213 REMAX systems for 6x6 VBTP-MR Guarani and 389 for 4x4 LMV armoured vehicles are to be purchased by the army's Logistics Command, EPEx said, adding that 36 UT30BRs are to be ordered for the 6x6s in 2017. The systems are intended for vehicles to be purchased from Iveco.

KUBINKA (Moscow Region) (Sputnik) – Russian state arms exporter Rosoboronexport has issued a preliminary response to the Brazilian air forces’ purchase request for the Pantsir-S1 anti-aircraft artillery systems and awaits an invitation for consultations, the firm’s deputy director told Sputnik on Tuesday.
"On April 25, 2016, Russia handed over a preliminary answer to the Brazilian Air Force to the Request for Proposal (RFP) on the Pantsir-S1 anti-aircraft missile system. We now expect an invitation for ‘face-to-face’ talks," Sergey Goreslavsky said at the Army-2016 military and technical forum near Moscow. Goreslavsky noted that Brazil’s domestic affairs related to the impeachment of its suspended president have not impeded the course of the talks.

Victor Barreira, Istanbul and Daniel Wasserbly, Washington, DC - IHS Jane's Defence Weekly 06 September 2016 The Brazilian Army in August began upgrading an additional 236 of its M113B tracked armoured personnel carriers (APCs) to the M113A2 Mk1 standard (locally designated M113BR), the service told IHS Jane's on 5 September.
The upgrades are being done at the 5th Military Region's Regional Maintenance Park in Curitiba through technology transfers from BAE Systems, and are to be complete in November 2019, the army said.
A Foreign Military Sale was signed between the Brazilian Army and the US Department of Defense in 2014, and a USD54.6 million modernisation contract was awarded in July 2015 by the US Army to BAE Systems
