Airbus expects Far East orders for tsunami rescue aircraft
Both Japan and New Zealand have inquired about the A400M to handle humanitarian crises
By Mark Leftly
Far Eastern governments have contacted Airbus about ordering its latest military aircraft, which can cost more than $80m (£49m), to tackle humanitarian crises.
The A400M was originally designed for the defence needs of seven European countries, including the UK, Germany and France. Last year, the governments of those nations agreed a ¤3.5bn (£3.04bn) deal to salvage the much-delayed programme.
The aircraft is extremely flexible. Countries such as Japan and New Zealand have looked at buying it for humanitarian aid and rescue purposes after recent tsunamis and earthquakes. The Britain's Department for International Development (DfID) has also looked at the A400M.
Neighbouring Far Eastern governments are understood to have started looking at the possibility of teaming up in partnerships of two to three to afford the aircraft. There is no fixed cost because different clients have their own specifications, but the cost – tens of millions – puts them out of reach for most humanitarian groups.
At present, the Airbus parent company, EADS, is not officially trying to push A400 sales until 2012. But a soft marketing push, including conference presentations, has started.
Ian Elliott, the head of defence marketing at Airbus Military, said: "There's been quite some interest shown from affiliates of NGOs – government departments, like DfID.
"There has been interest from Far Eastern governments. You've only got to look at the disasters in the area to see how the A400 could help."
Mr Elliott added that the A400 had "enormous potential" in disaster relief, anti-piracy and illegal immigration control. For example, the advanced radar and communication facilities could easily track pirates.
He also confirmed that "informal contacts at mid-level staff levels" had started with some countries. "We will kick-off the export campaign next year," he said. "The full potential of this aircraft will really begin demonstrating itself when entering service."
The first delivery of the A400 is expected to be made to France in 2013. The other four initial clients are Luxembourg, Belgium, Spain and Turkey.
The news comes after a significant week for Airbus. The World Trade Organisation announced that it was partially overturning a 2010 verdict that the European Union had given Airbus $18bn in illegal subsidies to develop the A380 jumbo. Boeing, its US rival, had challenged the subsidies. Confusingly, both sides claimed victory. Airbus's president, Tom Enders, claimed the group had won on "all the key elements" and Boeing's Jim McNerney said it was "a clear, final win" for the US.
Lord Mandelson, the former European trade commissioner, urged the two parties not to continue the seven-year dispute because of the potential threat from emerging economies

Signature of a Cooperative Agreement on A400M Support
The French Minister of Defence and Veteran Affairs, Gérard Longuet, announced at the Paris air show that Belgium, France, Germany, Spain and the United Kingdom had signed a Memorandum of Understanding for the in-service support of their fleet of A400M transport aircraft. Belgium also signed on behalf of Luxemburg, and Turkey should sign the agreement in the coming weeks.
Implementation of this agreement will entail the establishment of:
-- a “common core” which concerns all partner countries, which will manage configuration standards and future evolution of both the aircraft and, possibly, spare parts; -- an enhanced French-British partnership that will cover all other sustainment activities, including maintenance and repairs.
This agreement will be implemented by the award of contracts by OCCAR (Organisme conjoint de coopération en matière d'armement) on behalf of participating nations. The first such contract should be awarded for the joint support of French and British aircraft, according to the terms of the treaty signed by the two countries in November 2010.
Seven customer nations are partners in the European A400M transport aircraft program: Belgium, France, Germany, Luxemburg, Spain, Turkey, and the United Kingdom. France will be the first to take delivery of its aircraft, in 2013.
Four aircraft have been taking part in the program’s flight test program since 2009.

A400M passes key certification test
Published September 22, 2011 | By Rob Vogelaar
The Airbus Military A400M new generation airlifter has passed a series of key tests in the last week as the aircraft continues to progress towards civil and military type certification.
On 17th September the aircraft (Grizzly 1) successfully performed the high-energy rejected take-off test which confirms the capability of the braking system to stop the aircraft safely following a rejected take-off at high speed and high weight. During the week the emergency evacuation tests were also carried out to demonstrate that the aircraft can be safely evacuated in a specified time when loaded with troops or other passengers in various configurations.
The high-energy rejected take-off test is one of the toughest in the programme and, because of the risk of damage to the aircraft, is among the last items performed before preparation of the aircraft flight manual. It was carried out on runway 14R at Toulouse [color:6d21=#7da7d9 !important][color:6d21=#7da7d9 !important]Airport and required the aircraft, loaded to the maximum take-off weight, to make a simulated take-off run which was aborted at the V1 decision speed. V1 is the maximum speed at which the pilot has to decide whether to continue a take-off or abort it.
As specified by the testing authorities the aircraft was then taxied clear of the runway and stopped for five minutes before firefighters were allowed to cool the brakes and wheels. As is typical in this test, three of the aircraft´s tyres deflated. There was no further damage and the test was highly successful.
The emergency evacuation tests were performed over several days at the A400M Final Assembly Line in Seville using the fifth development aircraft which is mostly complete and due to fly before the end of the year. All the tests required for certification were passed. They were performed with, respectively, paratroopers, conventional troops, in a medical evacuation configuration,
and in a mixed configuration of troops and cargo.
Airbus Head of Flight Operations Fernando Alonso said: “These are vital tests to satisfy highly specific certification requirements and it is very satisfying to see the aircraft performing so well against them. We look forward to more strong progress in the next few weeks as we work towards type certification.

Airbus Military A400M performs water ingestion test
Published October 27, 2011 | By Rob Vogelaar
Airbus Military has successfully completed tests to demonstrate the ability of the A400M new generation airlifter to operate on wet runways and taxiways without ingesting water into the engines.
During the tests at Istres, France the aircraft travelled through troughs containing 2-6cm of water at speeds up to 90kt in take-off and landing configurations, including operations with reverse thrust.
The aircraft performed satisfactorily and no water was ingested into the engines.

A400M Type Certification Delayed
LONDON — Airbus now projects the type certification for the A400M military airlifter will be delayed until the second quarter of 2012.
A few weeks ago Airbus Military officials still thought a 2011 certification might be possible, although there were already indications the milestone could be delayed until 2012.
One of the issues has been finding the right weather conditions to complete the anti-icing trials. Another was a delay in some flight trials because of problems with the TP400D turboprop.
In a briefing to investors, Airbus COO Fabrice Bregier notes, however, that preparations are still under way to meet the contractual deadline of handing the first airlifter to a customer (in this case the French military) in March 2013. The aircraft, MSN007, is now in final assembly.
Flight testing of the A400M has now reached 2,554 hr. with 859 flights. Bregier adds that systems are matching customer needs.
Bregier also notes that production of the aircraft is set to reach 2.5 per month in 2015.
But the earnings outlook for the A400M is weak, although EADS CFO Hans-Peter Ring indicates that some improvement could come from exports, service opportunities and operational improvements.

Fifth Airbus Military A400M development aircraft makes first flight
The fifth Airbus Military A400M military airlifter has made its first flight, marking the end of a highly successful year for the programme and meaning that the full fleet of Grizzly development aircraft is now in the air, completing the flight-test programme.
Known as Grizzly 5, the aircraft took off from Seville, Spain with a take-off weight of 125 tonnes at 08:55 local time (GMT+1) and landed back at Seville 2 hours 10 minutes later.
Experimental Test Pilot Christophe Marchand captained the flight, supported by Experimental Test Pilot Etienne Miche-de-Malleray. The crew also included Test Flight Engineer Jean-Paul Lambert and Flight Test Engineers Ludovic Girard and Cesar Gonzales-Gomez.
is the final member of the fleet which has now completed more than 2,500 hours of the 3,700 hour flight-test programme leading to first delivery. It carries a light flight-test instrumentation load and will be primarily dedicated to electromagnetic interference (EMI)-testing, cargo development, operational demonstrations and extreme cold weather trials.
Airbus Head of Flight Operations Fernando Alonso said: “The first flight of Grizzly 5 is right on schedule and is an excellent way to end this second year of A400M flight-testing. It provides a strong platform from which to address the challenging year ahead leading to first delivery to the French Air Force.”
During 2011 the A400M has successfully completed an extremely intensive test schedule and the aircraft has now been flown by more than 60 pilots. The key high-energy rejected take-off test has been passed as well as emergency evacuations in different configurations. Crosswind and wet runway testing is complete, and so is testing with artificial ice shapes fitted to the wings.
All stalling and braking tests have been passed, together with cruise performance, and the minimum unstick speed (Vmu), minimum control speed on ground (Vmcg) and minimum control speed in the air (Vmca) tests are also complete.
The Grizzly fleet will immediately start 2012 with an aggressive test programme, including an increasing proportion of military tests, in preparation for first delivery around the turn of the year 2012/2013.
The attached photo shows Grizzly 5 taking off from Seville this morning.

A400M refund clears way for Airbus Military to compete in other SA programmes
European aerospace company Airbus Military believes that its refund, last month, of South Africa’s initial payments and other costs (plus interest) regarding the A400M programme, from which this country withdrew in 2009, opens the way for the company to bid for other South African Air Force (SAAF) projects.
“The Department of Defence (DoD) has other acquisitions in its sights, including maritime patrol aircraft (MPA), VIP aircraft and there is also still the requirement for airlift, which hasn’t gone away,” Airbus Military spokesperson for Southern Africa Linden Birns told Engineering News Online on Tuesday.
He confirmed that the company is offering its C295 twin-turboprop aircraft for the SAAF’s MPA requirement. “We are talking to the SAAF and DoD to brief them on the A330 MRTT,” he added.
This latter is being proposed by the company as a multirole strategic tanker, transport and VIP aircraft (the letters MRTT stand for multirole tanker transport) for the SAAF. “The A330 MRTT could incorporate either a fixed VIP section or a modular one which could quite easily be removed if the aircraft needed to be reconfigured to perform other roles, say as a troop transport in a peacekeeping mission,” he explained.
“When there is clarity about what the South African government wants for airlift, we’ll offer which of our products is most appropriate to meet the identified requirement,” he said. “So far, we’ve heard nothing that would rule out the A400M.”
According to the DoD’s acquisitions and disposals agency Armscor, Airbus Military refunded €321 050 157.81, or R3 486 924 949.40. It took 18 months to negotiate this refund because, the agency stated in its press release, “this was the first time that Armscor was involved in the termination process of a contract of this magnitude”.
“We should furthermore hasten to say that the parties have never questioned the correctness of the decision taken by SA to terminate [the contract], neither was there any attempt on the part of Airbus to challenge SA in this regard,” explained Armscor. “This was a matter of following the process and the legal requirements involved in the matter.”
In its press release concerning the refund, Airbus Military pointed out that South Africa had originally ordered eight A400Ms in a fixed price contract worth €837-million, and that the price of the South African A400Ms was never increased. South African companies Denel Aerostructures and Aerosud have been and continue to be responsible for the design, engineering and manufacture of several significant parts of the aircraft.
“The investments we’ve already made [in South Africa regarding the A400M] are proof of our commitment to the country,” affirmed Birns on Tuesday. Meanwhile, the fifth flying prototype of the A400M, designated MSN6, call sign Grizzly 5, made its maiden flight, from Seville in Spain, on December 20

Airbus: A400M Interim Service Deal Expected Soon
HAMBURG, Germany — Airbus expects to reach an agreement on an interim service contract for the A400M airlifter in a matter of weeks, Fabrice Bregier, chief operating officer of the European aircraft maker, said Jan. 17.
Talks with France for a maintenance contract have dragged on for months. In October, French procurement chief Laurent Collet-Billon to threatened to withhold payment if a service support deal was not ready when the first transport aircraft is delivered to the air force.
“We hope to finalize in the coming weeks,” Bregier said at a joint Airbus-EADS press conference here.
Bregier said the initial deal would be an interim agreement to be extended to the full fleet for Britain and France, the first countries to take delivery of the four-engine A400M aircraft.
The talks have been complicated by difficulties between prime contractor Airbus and the companies in the Europrop International (EPI) engine consortium, French Defense Minister Gérard Longuet said Jan. 9.
“On engine maintenance, everyone is looking at everyone else and wondering what risk he can reasonably take on,” Longuet told the French aerospace press club.
“What we want is a global service agreement with someone who signs and assumes an undertaking,” Longuet said. “On the other side, companies are looking at each other and saying this is going to cost a fortune in lawyers and experts.”
Airbus Military, a subsidiary of Airbus and EADS, makes the A400M. EPI builds the plane’s TP400-D6 engine. The EPI consortium includes ITP of Spain, MTU of Germany, Rolls-Royce of Britain, and Snecma of France’s Safran group.
EADS CEO Louis Gallois said earlier the A380 superjumbo airliner and A400M programs “are now on track.”
Those programs would help boost EADS’ profitability in 2012. Higher aircraft deliveries, improving prices, cost-savings programs and ambitious profitability targets at the division level would also help, he said.
Under a revised scheduled, France is due to take delivery of the first A400M in 2013, with Britain to follow in 2014. Airbus Military hopes to ship the French aircraft by the end of this year, ahead of the contracted date.
France announced at the Paris Air Show in June a memorandum of understanding to cover A400M maintenance, with common support to be shared by Britain and France. Germany has made its own national arrangements for service.

First series production A400M takes shape
Airbus Military is busy completing the first production A400M airlifter, which will be delivered to the French Air Force around the end of the year.
The aircraft is being assembled in Seville, Spain, where the A400M final assembly line is located. The final assembly process for the aircraft, known as MSN7, started last November. The nose and fuselage are already integrated and the aircraft was recently moved, on its landing gear, to the workstation in which the structural assembly is carried out, Airbus Military reports.
Integration works for the wing started last week and both the horizontal and the vertical tailplanes, which have already been mated, have just been moved to the final assembly station, known as Station 40, with the rest of the aircraft. The A400M will then be powered up for the first time before the aircraft is moved to the Ground System Tests area.
France has 50 A400M heavy transport on order. The A400M is four years late, largely due to development problems with its engines, the largest turboprops built in the West, and the flight management system from Thales. Last year Europrop International, which makes the A400M’s TP400-D6 engines, said the engine problems have been addressed and fixes are in place. An engine glitch caused the A400M to be pulled from the flight display lineup at last year’s Paris Air Show.
The A400M has been developed at a cost of more than 20 billion euros for Britain, Belgium, France, Germany, Luxembourg, Spain and Turkey. The aircraft has been flying since December 2009. Safety certification is scheduled for the second quarter of this year.
By late December last year the A400M had accumulated more than 2,500 of the 3,700 hours required to complete a core programme of flight testing before the start of production deliveries.
The fifth and final A400M development aircraft joined the flight test fleet at the end of last year, which will assist in the completion of flight testing before deliveries begin.
Despite the aircraft's complexity and development problems, Airbus parent EADS says the A400M will be a reliable and effective aircraft once it enters service. Airbus hopes to sell around 500 more of the planes, from which it will pay back part of the extra money pumped in by purchasing nations.
Some 174 aircraft remain on order with seven NATO nations and one export customer – Malaysia, which ordered four. Turkey, with 10 aircraft on order, will be the second user to receive an aircraft, delivery being expected in the second half of 2013 by when the aircraft should meet Standard Operational Capability 1 (SOC1).
Britain and Germany will receive aircraft in 2014 (they have 22 and 53 A400M on order respectively), while Malaysia will receive its first heavy-lifter at the end of 2014 or in early 2015. Spain’s first delivery of 27 aircraft bought falls over the year-end 2015/16, when SOC2 should be available, with SOC2.5 following in late 2017 and SOC3 at the end of 2018. This will also be when deliveries to Belgium and Luxembourg should start – the former has seven and the latter one aircraft on order.
SOC3 will include the software required to allow the A400M to conduct low level terrain avoidance flight.
Due to delays and cost increases, some nations have cut back their A400M orders or cancelled them outright, as South Africa did in November 2009 after citing massive cost inflation. At the end of November last year Airbus signed an agreement with Armscor that confirmed the cancellation of the eight aircraft ordered in 2005. As a result, Airbus Military refunded South Africa €321 million (R3.48 billion) in pre-payments and other related costs.
“The agreement we signed with Armscor…lets us all move forward together to explore further opportunities, including upcoming acquisition projects led by Armscor,” said Airbus Military CE, Domingo Urena.
The A400M was designed to give Europe autonomy in military transport, which is dominated by the Lockheed Martin C130 Hercules turboprop and the Boeing C-17 Globemaster III jet transport. But technical problems and mismanagement kicked the project four years behind schedule and €7.6 billion over budget. For a while, the A400M crisis cast a shadow over the future of EADS as the cost of abandoning the project would have been staggering in penalties alone. More recently, EADS has been embarrassed by an improvement in its finances, which left it with a sharply higher cash surplus than it had when it approached buyer nations for help.

Airbus Military Begins Final Assembly of Second Serial A400M
The Airbus Military A400M final assembly line (FAL) in Seville (Spain) has begun working on the second serial production A400M. The integration of the wings and central wing-box for this aircraft, known as MSN8, began in February. The rest of the main components of the second A400M destined for delivery to a customer –the French Air Force– arrived in Seville over the last few weeks: the vertical tailplane (VTP) from Stade (Germany); the nose from Saint Nazaire (France), the horizontal tailplane (HTP) from the nearby Tablada site (Seville), and the fuselage from Bremen (Germany).
France will receive this second A400M military airlifter in 2013.
THE A400M
The A400M is an all-new military airlifter designed to meet the needs of the world's Armed Forces in the 21st Century. Thanks to its most advanced technologies, it is able to fly higher, faster and further, while retaining high manoeuvrability, low speed, and short, soft and rough airfield capabilities. It combines both tactical and strategic/logistic missions. With its cargo hold specifically designed to carry the outsize equipment needed today for both military and humanitarian disaster relief missions, it can bring this material quickly and directly to where it is most needed. Conceived to be highly reliable, dependable, and with a great survivability, the multipurpose A400M can do more with less, implying smaller fleets and less investment from the operator. The A400M is the most cost efficient and versatile airlifter ever conceived and absolutely unique in its capabilities.

Airbus Military A400M Flies to Latin America as Part of Flight Test Campaign
1000th flight of the A400M achieved
The Airbus Military A400M new generation airlifter for the 21st Century, landed today in Santiago de Chile during its first visit to Latin America as part of the A400M flight test campaign. Flown by Experimental Test Pilot Ignacio “Nacho” Lombo, the aircraft landed at FIDAE Airshow at approximately 13:15.
Grizzly 2, one of the five development aircraft, arrived in Latin America on 23 of March to perform high altitude flight tests at Cochabamba, Bolivia, where the airfield is located at 8,360ft (2,550 m) above sea level. Flying from Cochabamba towards FIDAE Airshow, the A400M reached another milestone in its flight test programme: the 1000th flight.
After its arrival at FIDAE, it will stay at the show in static display until 28th of March when the aircraft will fly to Lima, Peru, for a visit and to La Paz, Bolivia, at more than 13,000ft (3,960 m), for further flight tests.
“I had the privilege to land the A380 for the first time at FIDAE in 2008, which was a proud moment. I am delighted to be back again at FIDAE and this time to bring the most versatile new generation airlifter: the A400M. It is an honor for us to have the A400M for the first time at FIDAE and see it here next to the A380, two new generation aircraft together”, said Nacho Lombo.
THE A400M
The A400M is the all new military airlifter designed to satisfy not only the Armed Forces’ needs in the 21st Century, but also the needs of humanitarian aid and other “civic” missions to the benefit of society. Thanks to its advanced technologies, it is able to fly higher, faster and further while retaining high maneuverability, low speed and short, soft and rough airfield capabilities.

Airbus Military A400M Performs High-Altitude Tests at La Paz, Bolivia
The Airbus Military A400M new generation airlifter recently visited La Paz, Bolivia as part of a series of high-altitude performance tests. Grizzly 2 completed a number of flights from the airport at La Paz which is more than 13,000ft above mean sea level. Operations from high-altitude airports like La Paz are challenging because of the low air density.
The tests took place shortly after the aircraft visited the FIDAE airshow in Chile, and Lima, Peru during its first deployment to Latin America. Airbus Head of Flight and Integration Tests, Fernando Alonso said: “High altitude testing is a critical part of the overall flight-test programme which will ensure that we deliver on our performance guarantees to customers. I am pleased to say that the early results from these trials have been very positive.”

Published April 10, 2012 | By Rob Vogelaar
The Airbus Military A400M new generation airlifter for the 21st Century, is to visit Asia between April 14 and 20. Malaysia, an A400M customer, is the first and longest stop of its three-nation Asia tour, with the aircraft staying there from 14 – 17 April. The tour continues with visits to Jakarta, Indonesia, and Chiang Mai and Bangkok, Thailand, before returning to Europe.
The visit, the first time that the A400M will be seen in Asia, will give the Malaysian Government and Air Force a chance to see the A400M at first hand. The Malaysian Government has ordered four of the new aircraft which has as its launch customer nations Belgium, France, Germany, Luxembourg, Spain, Turkey and the UK.
The aircraft that will be flown for the Asia Pacific tour is Grizzly 4, one of the five development aircraft.
For the Malaysian leg of the tour, the A400M will be welcomed by the Chief of the Royal Malaysian Air Force on 15 April at the Subang Airbase. The aircraft will then remain there on static display, for visits by the Minister of Defence, Royal Malaysian Air Force personnel and invited guests who will be participating at Defence Services Asia 2012. Demonstration flights will take place over the following days with selected Air Forces and VIP guests.
