P-3C concerns may freeze deliveries from Lockheed plant

US government officials may freeze deliveries from a major Lockheed Martin aircraft factory after finding "quality issues" on P-3C Orion wing components.

A team of inspectors from the Defense Contract Management Agency and Naval Air Systems Command are assessing Lockheed's plans for fixing the root causes of the issues, the company says.

If the inspectors decide Lockheed's plan is inadequate, the team can order a freeze on all deliveries from and new contracts for the factory in Greenville, South Carolina, or order Lockheed to develop another plan.

Lockheed expects the inspectors "will acknowledge that we are making good progress and have confidence in our ability" to fix the causes of the quality problems in Greenville, the company says.

Lockheed's Greenville site is spread across 65Ha (161 acres), where aircraft maintenance and overhaul services are performed in 16 hangars with 31 bays. It is installing outer wing assemblies on 17 P-3Cs operated by the US Navy, plus about 40 more for other P-3 customers.
The inspections began earlier this year after "quality issues" were discovered on corner wing fittings on P-3Cs delivered to the USN, Lockheed says.

The company was given a 180-day deadline to develop the correction plan, which expires on 20 November.

US Navy to Commission Newest Guided Missile Destroyer
The US Navy will commission its newest Arleigh Burke Class guided missile destroyer, Gravely (DDG 107), on 20 November 2010, in Wilmington, North Carolina, US.
The 509ft-long Gravely is the 57th Arleigh Burke Class destroyer with a displacement capacity of 9,200t, a waterline beam of 59ft and a navigational draft of 31ft. It can cruise at speeds in excess of 30kt.
Gravely will be powered by four gas turbine engines and carry a crew of 276 officers. It contains numerous offensive and defensive weapons designed to support maritime warfare.
The destroyer will be capable of conducting a variety of operations, including fighting air, surface and subsurface battles simultaneously, peacetime presence and crisis management, sea control and power projection.
The ship was built by Northrop, and Commander Douglas Kunzman will become the first commanding officer of the ship

US Congress Could Approve Littoral Combat Ships Deal
Congress is expected to approve US Navy plans to alter a wording change to move forward with a plan to buy littoral combat ships from two builders.
The navy has plans to buy 20 ships, costing $480m each, of two different designs from Marinette Marine, which is working with Lockheed, and an Alabama yard that is contracted by Austal.
A review of the proposals from both companies indicated that the navy could purchase both designs without allocating more funding for the programme, according to Green Bay Press Gazette.
Marinette Marine CEO and president Richard McCreary said the change could be approved within two weeks.
"We have a lot of political support. We believe this will get done because it's truly a language change, it's not new money ... but again it's a work in progress," he said.
The dual purchase option will be approved by Congress by the middle of December and if the option is not approved, a single supplier will be selected.

Raytheon Awarded $32 Million U.S. Navy Bomb Rack Contract

The U.S. Navy’s Naval Air Systems Command has awarded Raytheon Company (NYSE: RTN) a $32.4 million cost-plus-incentive-fee contract for engineering and manufacturing development of the BRU-69/A Multi-Purpose Bomb Rack system.

The MPBR will replace several bomb racks currently deployed on Navy aircraft. It will use pneumatic energy instead of an explosive charge to release the weapon from the rack. Advanced electronics built into the bomb rack will ensure the new system is compatible with current and future precision-guided weapons, or “smart bombs.”
The MPBR system will be designed and built at the Raytheon Technical Services Company LLC (RTSC) facility in Indianapolis, Ind. The engineering and manufacturing development phase of the program will be completed in 2014, when low rate initial production is expected to begin, with full scale production starting in 2017.
For this program, RTSC is teamed with Ultra Electronics Precision Air Systems. Raytheon will design, develop and build the bomb rack, while Ultra will produce the airborne High Pressure Pure Air Generator that produces the pneumatic energy for the release system.
“Because of its low-maintenance, high-reliability design, the MPBR is expected to provide substantial life-cycle cost savings, compared with existing racks,” said RTSC Customized Engineering and Depot Support Vice President Wayne Iurillo. “The single configuration for multiple stores will also be designed to significantly increase savings.”

AUSTIN, Texas | BAE Systems will provide laser warning sensor sets to protect U.S. military aircraft under a $17.7 million contract by Alliant Techsystems.

The contract provides components for the AAR-47 Missile Approach Warning System, part of the ongoing U.S. Navy road-map of airborne protection and system improvements for U.S. Navy, Air Force, Army and foreign allied fleets. The laser detection sensors provide critical warning systems for hostile threats.

“With more than 16,000 systems delivered to date, this award continues our support to Alliant Techsystems and the Navy team," said David Millspaugh, director of Product Support for Soldier & Vehicle Solutions in Austin, Texas. “We are very proud of our long heritage of protecting the warfighter by providing the components for the AAR-47 Missile Approach Warning System,” Millspaugh added.

A longtime prime contractor and development partner, Alliant Techsystems provides integration and delivery of the AAR-47 system to the military.

BAE Systems has been at the forefront of laser detection technology for more than 20 years. Its laser detection systems solutions provide the operator reliable laser threat warning including threat class identification and angle-of-arrival data. Each sensor can process and report simultaneous threats.
The sole-source award to the Austin facility is for the Naval Air Systems Command's production and spares requirements. The circuit card assemblies are built in Wayne, New Jersey and Austin, Texas.
Deliveries will begin in July 2011 and run through November 2012.

The US Navy will christen its new littoral combat ship (LCS), the Fort Worth, on 4 December at Marinette Marine Corp. shipyard in Marinette, Wisconsin, US.
The Fort Worth has been designed to operate in shallow-water environments to counter challenging threats in coastal regions such as mines, submarines and fast-surface craft.
The innovative combatant is capable of cruising at speeds in excess of 40kt and can operate in water less than 20ft deep.
The fast, agile and high-technology surface combatant will also serve as a platform for the launch and recovery of manned and unmanned vehicles.
The ship's modular design allows it to be reconfigured for anti-submarine warfare, mine countermeasures or surface warfare missions whenever required.
The LCS features an advanced networking capability to share tactical information with other navy aircraft, ships, submarines and joint units, will be manned by two rotational crews and will be homeported in San Diego, California, US.

MARINETTE, Wis. | The Lockheed Martin [NYSE: LMT]-led industry team today launched the nation’s third Littoral Combat Ship (LCS), Fort Worth, at the Marinette Marine shipyard.

The 389-foot Fort Worth was launched into the Menominee River. Just prior to its launch, the ship’s sponsor, Congresswoman Kay Granger of Texas, christened Fort Worth with the traditional smashing of a champagne bottle across the ship’s bow.

“It is an incredibly rewarding experience to see Fort Worth launch into the water – on time and on budget,” said Orlando Carvalho, president of Lockheed Martin’s Mission Systems and Sensors business. “The team’s strong performance and hard work in bringing Fort Worth to this point illustrates our ability to meet the Navy’s need for a class of affordable, multi-mission combatants.”

“Serving as the USS Fort Worth’s sponsor is one of the proudest moments in my career,” Congresswoman Granger said. “This is just the beginning of a commitment I am making with everyone in Fort Worth to all those who will sail on the ship over the course of her life. The enthusiastic residents of our fine city and I have pledged to take great care of this magnificent ship and its crew. With ‘Grit and Tenacity’ we will once again demonstrate our community’s key principles of service and patriotism.”

In March 2009, the U.S. Navy awarded the Lockheed Martin-led industry team a contract to construct Fort Worth. Only 20 months later, the ship is 80 percent complete. Now formally christened and launched, Fort Worth will continue to undergo outfitting and testing at Marinette Marine before delivery to the Navy in 2012.

Prior to constructing Fort Worth, the Lockheed Martin-led team designed and constructed USS Freedom (LCS 1), which was deployed in February and is now based in its homeport of San Diego, Calif. USS Freedom was christened in 2006 and delivered to the Navy in 2008.

In addition to Marinette Marine Corporation, a Fincantieri company, the Lockheed Martin-led industry team for Fort Worth includes naval architect Gibbs & Cox as well as best-of-industry domestic and international companies.

Le Prowler est équipé du système de brouillage AN/ALQ-99 Tactical Jamming System. Le pod au sommet de la dérive contient différents détecteurs destinés à repérer les émissions radar adverses en vue de leur brouillage
Le Prowler peut emporter jusqu'à 4 nacelles d'équipements complémentaires sous les ailes, voire être armé de missiles anti-radar AGM-88 HARM si besoin

The US Navy has awarded GD Electric Boat an order to support engineering and design services for the its Ohio Replacement Programme.
The $8.8m order modifies an existing $76m contract signed in 2008 for engineering, technical services, concept studies and design of a common missile compartment for the next-generation of ballistic missile submarines.
The nation's next-generation strategic deterrent submarine is being developed for the Royal Navy and the US Navy.
The overall contract would have a value of more than $652m if all options are exercised and funded.
GD Electric Boat is a wholly owned subsidiary of GD.

The U.S. Navy announced today that the nuclear aircraft carrier USS Nimitz (CVN 68) will be homeported at Naval Station Everett, Wash., upon completion of the ship’s docking planned incremental availability (DPIA) maintenance at Bremerton, Wash., in December 2011.

After a thorough analysis and review of related factors, Secretary of the Navy Ray Mabus decided to homeport Nimitz in Everett following the departure of USS Abraham Lincoln (CVN 72) in early fiscal 2012 for a four-year refueling complex overhaul (RCOH) in Hampton Roads, Va. Abraham Lincoln is presently deployed to the Central Command area of responsibility.

Nimitz was homeported in San Diego from Nov. 13, 2001, to Dec. 6, 2010, when the ship administratively shifted homeport to Bremerton for the duration of its year-long maintenance period.

The Navy’s decision to homeport Nimitz in Everett ensures long-term strategic dispersal of aircraft carriers on the West Coast and yields estimated cost savings and avoidance totaling more than $100 million.

“Many factors were considered here, including the quality of life for our sailors and their families, and the considerable cost savings to the American taxpayers,” said Mabus. “Maintaining a carrier in Everett will ensure long-term strategic dispersal and operational readiness of our fleet which is critical to our national security.”

Nimitz crewmembers who opted not to move family members during the extended maintenance period in Bremerton will be afforded the opportunity to conduct permanent change of station moves for eligible family members from San Diego to Bremerton and, subsequently, to Everett after completion of the DPIA.

The first in its class of 10 nuclear-powered aircraft carriers, Nimitz was commissioned May 3, 1975, and was homeported in Bremerton from 1987 to 1997. With a planned 50-year service life expectancy, Nimitz conducted a RCOH at Newport News, Va., from 1998 to 2001.

Nimitz is commanded by Capt. Paul O. Monger.

WASHINGTON — Un canon électromagnétique, qui permet de tirer un projectile à 200 km de distance et à cinq fois la vitesse du son, a été testé avec succès vendredi aux Etats-Unis, battant au passage un record de puissance, a annoncé la marine américaine.

Il s'agit de l'étape la plus récente dans les efforts de l'US Navy pour mettre au point un canon futuriste qui permet de lancer des projectiles sans poudre ou autre propulseur chimique.

Le canon, en fait une sorte de grille-pain à rallonge, maintient en place deux rails entre lesquels est posé un projectile et permet de tirer des munitions grâce au passage d'un courant électrique très puissant dans les rails.

L'essai du "railgun" s'est déroulé dans la journée au Centre de recherche de la Navy basé à Dahlgren en Virginie (est), a indiqué cet institut dans un communiqué.

La puissance du tir a atteint 33 mégajoules, soit trois fois plus qu'un précédent essai effectué en janvier 2008 (10,64 mégajoules). Un mégajoule correspond à l'énergie dégagée par une voiture de une tonne qui s'écraserait contre un mur à plus de 160 kmh.

Un tir de projectile à la puissance de 33 mégajoules permet d'atteindre mach 5, soit cinq fois la vitesse du son, a expliqué la marine.

"Ce tir montre que la marine peut tirer des projectiles à une distance d'au moins 110 miles nautiques" (200 km), soit près de 20 fois plus loin que les engins embarqués actuellement en mer, s'est félicité l'amiral Nevin Carr, chef de la recherche navale.

Un tel canon permettrait de tirer de plus loin --ce qui protège le navire d'une éventuelle riposte ennemie-- mais aussi d'améliorer les conditions de sécurité des équipages qui n'auront plus à manipuler des obus ou des missiles bourrés de matières explosives.

"Le test du canon électromagnétique effectué aujourd'hui démontre l'intérêt tactique de cette technologie, qui pourrait un jour compléter l'arsenal des systèmes de combat des bâtiments de surface", a ajouté l'amiral cité dans le communiqué.

The US Naval Air Systems Command has awarded a contract to Lockheed and Kaman Aerospace for K-MAX unmanned aircraft systems (UAS) for deployment.
The $45.8m contract includes delivery of two K-MAX air vehicles and three remote control ground stations to the US Marine Corps for a quick reaction assessment, scheduled for mid 2011.
Lockheed Aviation Systems vice-president Dan Spoor said the K-MAX UAS had been specifically designed for battlefield cargo resupply missions.
"K-MAX's capabilities directly answer the Marine Corps' requirement to augment ground and air logistics operations, supplement rotary-wing assets and keep warfighters supplied and out of harm's way," he said.
The unmanned K-MAX can carry and deliver 6,000lb of cargo at sea level and more than 4,000lb at 10,000ft altitude.
The aircraft in one flight can deliver more cargo to more locations when compared to any other unmanned rotary wing aircraft.
Lockheed and Kaman have met all milestones for US Marine Corps urgent military requirement.

Lockheed has been awarded a fixed-price-incentive, cost-plus-incentive-fee, cost-plus-fixed-fee contract worth $920.7m to make Trident II (D5) missiles and provide related support.
The Trident missile is a submarine-launched ballistic missile (SLBM) with multiple independently targetable reentry vehicle (MIRV) capability and is the primary weapon carried by the US Navy's Ohio Class submarines.
The missile is a sophisticated three-stage, solid-propellant, inertially guided missile capable of carrying a heavy payload and is accurate enough to be a first strike, counterforce, or second strike weapon.
Lockheed Martin Space Systems Company is expected to complete the work by 30 April 2016.
The US Strategic Systems Programs in Arlington, Virginia, US, is the contracting activity.

Rolls-Royce, the global power systems company, has been awarded an $89 million MissionCare™ contract by the U.S. Department of Defense Naval Air Systems Command at Patuxent River to provide support for the F405 (Adour) engines that power the U.S. Navy’s T-45 training aircraft.
This contract modification exercises the second option year to provide guaranteed engine availability, which includes support ranging from on-wing through intermediate and depot level maintenance, under the base contract signed in 2008. MissionCare is used within the Rolls-Royce Defense sector to apply commercial Power By The Hour® principles to the unique requirements of the defense business.
Wayne Moni, Chief Operating Officer of Rolls-Royce Defense Services said, “We are proud of our partnership with the U.S. Navy and its mission to prepare student aviators for jet carrier aviation and tactical strike missions. We look forward to another successful year of providing the best engine readiness and availability.”
Under the terms of the agreement, which is administered by the Naval Air Systems Command (NAVAIR), Rolls-Royce will provide all maintenance, support, troubleshooting, parts supply and logistics for both the F405 engine and the aircraft gas turbine starting system. This contract provides comprehensive propulsion services to more than 200 aircraft, operating at four main Naval Air Stations – Kingsville, Texas; Meridian, Mississippi; Pensacola, Florida and Patuxent River, Maryland.
Rolls-Royce manufactures the F405-RR-401 (Adour) engine in partnership with Turbomeca. Rolls-Royce has been involved with T-45 program support since its inception through a variety of contracts awarded by both the U.S. Navy and Boeing.

The first unmanned aircraft designed as a carrier-based strike jet is almost ready to take to the air for the first time, U.S. Navy officials have confirmed.

Program officials had hoped for a flight by mid-December, but weather and other factors have delayed the event. Officials were reluctant to specify an exact date, but are hopeful the flight will take place before the end of the year.
Two X-47Bs have been built by Northrop's Aerospace Systems sector under a 2007 development contract. The stealthy aircraft, which resembles a miniature B-2 bomber - also built by Northrop - is intended to test the concept of operating a small, unmanned, combat jet from aircraft carriers.
Although numerous technical and command-and-control issues need to be addressed to bring the concept to maturity, war planners have routinely been using X-47s in war games as part of a carrier strike group. In some cases, they have even swapped out the manned air wing for an all-UCAS wing, with, reportedly, great success.
Northrop's work on the program includes the design and development of airborne precision-guided positioning system algorithms to help navigate the aircraft, and autonomous aerial refueling technology to keep the planes aloft - perhaps for several days at a time.
The first plane was to have taken to the air in late 2009 under the original contract, with the first at-sea tests on a carrier to have been in 2011, but those dates have been pushed back. Initial seagoing tests now are scheduled for early 2013.
The single-engine, tailless X-47B has a wingspan of 62 feet and is 38 feet long. It is designed to carry 4,500 pounds of weapons in its payload bay, reach high subsonic speeds, and fly to altitudes of about 40,000 feet. Without refueling, it should be able to operate at ranges up to 2,100 nautical miles and stay in the air for more than six hours.
Lockheed Martin, Pratt & Whitney and GKN Aerospace are teamed with prime contractor Northrop on the UCAS-D program.
