US Navy Awards Tomahawk Missile Contract to Raytheon

Raytheon has been awarded a $209m modification contract for the procurement of 196 fiscal 2011 Tomahawk block IV all-up-round missiles.
The modified contract allows the procurement of 132 vertical launch system (VLS) and 64 capsule launch system (CLS) missiles.
The Tomahawk block IV missile is capable of launch from surface ships equipped with VLS and from submarines equipped with CLS, as well as with the torpedo tube launch system.
Work will be carried out at the company's facilities in various locations throughout the US and is expected to be completed in July 2013.
The US Naval Air Systems Command is the contracting activity.

AT&T Mobility has been awarded an indefinite-delivery / indefinite-quantity multiple award task order contract, along with Sprint-Nextel, T-Mobile USA and Verizon Wireless, to provide wireless service and devices to the US Navy.
The four contracts have a total combined value of $96m including the base period and one six-month option period.
The four contractors could also compete for task orders as per the terms and conditions of the contract.
Work will be performed in various continental US locations, and is expected to be complete by June 2012.
The US Fleet and Industrial Supply Center in San Diego, California, US, is the contracting activity.

U.S. Navy Launches First Aircraft Using Electromagnetic System



PATUXENT RIVER, Md. | The U.S. Navy made history December 18 when it launched the first aircraft from the Naval Air Systems Command (NAVAIR), Lakehurst, N.J., test site using the Electromagnetic Aircraft Launch System, or EMALS, technology.

The Navy has been using steam for more than 50 years to launch aircraft from carriers.

The Aircraft Launch and Recovery Equipment (ALRE) program launched an F/A-18E Super Hornet Dec. 18 using the EMALS technology that will replace steam catapults on future aircraft carriers.

“This is a tremendous achievement not just for the ALRE team, but for the entire Navy,” said Capt. James Donnelly, ALRE program manager. “Saturday’s EMALS launch demonstrates an evolution in carrier flight deck operations using advanced computer control, system monitoring and automation for tomorrow’s carrier air wings.”

EMALS is a complete carrier-based launch system designed for Gerald R. Ford (CVN 78) and future Ford-class carriers.

“I thought the launch went great,” said Lt. Daniel Radocaj, the test pilot from Air Test and Evaluation
Squadron 23 (VX 23) who made the first EMALS manned launch. “I got excited once I was on the
catapult, but I went through the same procedures as on a steam catapult. The catapult stroke felt similar to a steam catapult and EMALS met all of the expectations I had.”

The current aircraft launch system for Navy aircraft carriers is the steam catapult. Newer, heavier and
faster aircraft will result in launch energy requirements approaching the limits of the steam catapult system.

The mission and function of EMALS remains the same as the steam catapult; however, EMALS employs entirely different technologies. EMALS will deliver the necessary higher launch energy capacity as well as substantial improvements in system weight, maintenance, increased efficiency and more accurate end-speed control.

“I felt honored to be chosen as the shooter to help launch the first live aircraft tested on the new EMALS track at Lakehurst,” said Chief Petty Officer Brandon Barr, Naval Air Warfare Center Aircraft Division Test Department, Lakehurst. “It was very exciting to knowingly be a part of naval aviation history. Petty Officers 1st Class Hunsaker and Robinson, Petty Officers 2nd Class Williams, Wong and Simmons, were the Sailors on my team who worked together to help make this test a success. We all look forward to seeing this cutting edge technology deployed on the Gerald R. Ford.”

“I’m excited about the improvement EMALS will bring to the fleet from a capability and reliability perspective,” said Cmdr. Russ McCormack, ALRE, PMA-251, deputy program manager for future systems. “EMALS was designed for just that purpose, and the team is delivering that requirement.”

The system’s technology allows for a smooth acceleration at both high and low speeds, increasing the carrier’s ability to launch aircraft in support of the warfighter.

The system will provide the capability for launching all current and future carrier air wing platforms – lightweight unmanned to heavy strike fighters. Engineers will continue system functional demonstration testing at NAVAIR Lakehurst. The team will expand aircraft launches with the addition of T-45 and C-2 aircraft in 2011.

Maritime Helicopter Support Co., Woodbridge, Va., is being awarded a $1,408,576,709 performance based logistics contract for repair of various line items for the Sikorsky Seahawk SH-60, SH-60B, SH-60F, HH-60H, MH-60R, and MH-60S helicopter systems and components.

This contract contains a four-year period of performance and does not contain a provision for option periods.

Work will be performed in Stratford, Conn. (70 percent), and Owego, N.Y. (30 percent), and is expected to be completed by January 2015. Contract funds will not expire before the end of the current fiscal year.

WASHINGTON, December 29th, 2010 -- The U.S. Navy has awarded a Lockheed Martin-led industry team a fixed-price-incentive-fee contract to construct up to 10 Littoral Combat Ships (LCS).

The first of the 10 ships will be acquired in 2010, at a contract value of $437 million, and the rest via options through 2015. If all options are exercised, the total value of the ship construction portion of the contract will reach approximately $3.6 billion. Marinette Marine Corporation, a Fincantieri company, will construct the ships in Marinette, Wis., and naval architect Gibbs & Cox will provide engineering and design support.

“The Lockheed Martin team’s Littoral Combat Ship is designed to confront rapidly changing global threats while providing a cost-effective solution in an era of tight budgets,” said Lockheed Martin Chairman and CEO Bob Stevens. “This team’s strong performance will enable the Navy to deploy a class of affordable, multi-mission combatants to address the nation's needs for decades to come.”

Fincantieri CEO Giuseppe Bono said, “We are extremely proud to provide the U.S. Navy with our team’s LCS. This contract highlights one of our firm’s core beliefs: the answer to tough competition is to think and act globally, bringing the best together into a single offering.”

Prior to this contract, the Lockheed Martin industry team designed and constructed the nation’s first LCS, USS Freedom. USS Freedom’s capabilities have been demonstrated since its commissioning in 2008. The ship successfully completed its first deployment earlier this year and also participated in the world’s largest maritime exercise, the Rim of the Pacific Exercise, known as RIMPAC.

LCS 3, the Navy’s future USS Fort Worth and Lockheed Martin’s second LCS, is more than 80 percent complete and was recently christened and launched. The program remains on schedule and budget for delivery to the Navy in 2012. In constructing LCS 3, the team incorporated lessons learned from USS Freedom to reduce costs and improve efficiency.

ORLANDO, FL, January 3rd, 2011 — Lockheed Martin [NYSE: LMT] has successfully completed a comprehensive series of tests to demonstrate the flight characteristics of the U.S. Navy’s F/A-18E/F while carrying the Joint Air-to-Ground Missile (JAGM). The flying qualities test series consisted of six flights from Patuxent River Naval Air Station, MD, between October 5 and November 2 with a total flying time of 11.2 hours.
The aircraft flew at altitudes ranging from 5,000 feet to 35,000 feet and at speeds approaching Mach 1.0. During each flight, the Super Hornet was refueled in the air by a support tanker to enable the aircraft to reach all the required speeds and altitudes at which JAGM had to be tested.
The JAGM test articles were six instrumented measurement vehicles (IMVs) equivalent in weight, size and dimensions to tactical JAGM rounds and outfitted with resistive temperature devices, acoustic sensors and accelerometers to measure the flight environments experienced by the launchers and the missiles.
Three IMVs were loaded onto each of two new Navy fixed-wing triple-rail launchers designed and manufactured by Lockheed Martin and Marvin Engineering to carry JAGM on the F/A-18E/F. Fully outfitted, the Super Hornet could be configured to carry 18 JAGMs, as opposed to just four of the Maverick air-to-ground missiles that JAGM will replace.
For the flight series, the two “three-packs” of JAGM IMVs were carried at the most challenging stations—outboard and midboard—in varying load-out combinations with other weapon systems including bombs, anti-radiation missiles and air-to-air missiles, as well as external fuel tanks.
“The F/A-18E/F presents some of the most challenging environments for JAGM,” said Hady Mourad, JAGM program director at Lockheed Martin Missiles and Fire Control. “Collecting vibration, acoustic and shock data in these environments for 11.2 hours of flight with no anomalies or problems represents a very successful beginning of flight test efforts that will continue into the EMD phase to integrate JAGM on the Super Hornet.”
Lockheed Martin’s Deputy Program Director Rick Packard, who is responsible for integrating JAGM with Navy platforms, said the company was very pleased with the results of the flying qualities tests. “When you couple the highly successful outcome of these flying quality tests with our previous hot and cold temperature missile motor tests, we remain confident in our ability to provide our customers with a single-missile-motor offering for JAGM, a critical capability voiced by all three Services since the inception of the joint program.”
“One of the key tenets of the JAGM program is to replace three aging weapon systems and their associated parts, supply and logistics networks with one weapon to increase operational flexibility and reduce support costs,” Packard said. “We remain steadfastly committed to meeting that requirement.”
Threshold aviation platforms include the U.S. Army’s AH-64D Apache attack helicopter, the Army’s Extended Range Multi-Purpose (ERMP) Sky Warrior unmanned aerial system, the U.S. Marine Corps’ AH-1Z Super Cobra attack helicopter, the U.S. Navy’s MH-60R Seahawk armed reconnaissance helicopter and the Navy’s F/A-18E/F Super Hornet jet fighter. The tri-service Joint Strike Fighter also is under consideration as an objective platform.
The initial operational capability of JAGM on the AH-64D, AH-1Z and F/A-18E/F is scheduled for 2016, and the IOC for the MH-60R and ERMP is 2017.

BAE Systems logs £47m support contract awarded for Royal Navy vessels

BAE Systems Mission Systems has been awarded a seven-year, £47m contract by the Ministry of Defence (MOD) to provide support for the Combat Management System (CMS) on the Royal Navy's Type 23 frigates and Royal Fleet Auxiliary (RFA) Argus.

The contract underlines BAE Systems' expertise in the provision of cost-effective support and services solutions to the armed forces.

The CMS assists a ship's command in detecting and countering threats to the ship and any surrounding forces by managing all relevant external and internal information provided by the ship's radars. It integrates this information with the activities of the anti-air weapons systems as well as other sensors and weapons.

This latest contract is part of a larger initiative entitled the Joint Support Solution (JSS) contract which integrates the Type 45 support contract, awarded to Mission Systems in September 2009, to create a support contract worth £86m. The JSS provides a common support framework for the CMS on the Type 45 destroyers, Type 23 frigates and RFA Argus, all of which are supplied by BAE Systems. The JSS extends efficiencies to new CMS deployments on future naval ships including the Queen Elizabeth Class aircraft carriers providing the Royal Navy with a cost effective long term support solution.

The JSS is an availability based service incentivised by key performance indicators that are common across all supported naval platforms. JSS will provide software support and spares and repairs combined with an innovative obsolescence management strategy designed specifically to resolve the challenges arising from the use of commercial IT equipment in an operational environment.

Dave Twitchin, Head of Maritime Combat Systems DE&S said "JSS is a shining example of the benefits that can be achieved through joint working between DE&S and Industry in the maritime combat systems domain. This was far from a straight forward piece of work and is the result of innovative thinking and months of sheer hard graft. The result is clear evidence of the benefits that can be delivered by working together to achieve a single shared objective of delivering front line capability at reduced cost and improved quality."

David Leitch, Naval Command and Information Systems Director, Mission Systems said: "This contract generates further significant through-life cost savings to the Royal Navy through management and engineering efficiencies. It will achieve the objectives of the Combat Management System Convergence strategy established by the MOD and BAE Systems."

The JSS is being delivered by Mission Systems employees in New Malden, Dorchester, Frimley and Portsmouth.

General Dynamics Advanced Information Systems has been awarded a contract by Austal to deliver open architecture-based combat systems for ten Independence Class littoral combat ships (LCS).
The company will act as the platform systems engineering agent (PSEA), and will be responsible for the design, integration and testing of the ship's combat and seaframe control systems.
The combat and seaframe control systems are based on an open architecture computing infrastructure, known as OPEN CI.
OPEN CI provides a highly flexible information technology backbone that allows the US Navy to reconfigure the ship for changing mission requirements.
The initial contract is for one ship and will be performed through 2014, with work on the nine additional ships over the following five years.
Work will be carried out at the company's facilities in Pittsfield, Massachusetts, as well as in Mobile, Alabama, Virginia, North Carolina, New Jersey and California in the US.

Fait rarissime, la marine américaine a décidé de relever de son commandement le pacha de l'un de ses porte-avions nucléaires, en l'occurence l'USS Enterprise. Owen Honors, fait les frais de son humour très douteux, qui a provoqué un beau scandale. En 2006 et 2007, alors qu'il était commandant en second du « Big E », l'officier animait sur la télévision du bord « XO Movie Night ». Dans cette émission, Owen Honors se livrait à des blagues potaches, sexistes et homophobes. Choqués, certains marins s'étaient plaints à la hiérarchie, aboutissant à la suppression de ce programme TV interne, sensé divertir l'équipage. L'affaire semblait bien partie pour ne pas sortir de la Navy mais, lundi, le journal américain Virginian Pilot a révélé l'existance de cette émission et diffusé des extraits sur son site Internet. Les prouesses du commandant Honors, peu flatteuses pour le corps des officiers américains, a provoqué un vrai tollé. Les vidéos étant étalées sur la place publique, l'US Navy a été contrainte de prendre des mesures expéditives pour sauver son image.

« Nos officiers doivent être irréprochables »

Nommé il y a quelques mois au poste de commandant de l'Enterprise, l'officier a été démis de ses fonctions. « Le commandement du capitaine Honors a été sans incident, mais son manque profond de jugement et de professionnalisme lorsqu'il était précédemment officier en second de l'Enterprise pose question sur son caractère et sape complètement sa crédibilité pour continuer à servir efficacement comme commandant », a déclaré le patron des forces navales américaines. Pour l'amiral John C. Harvey : « Comme officiers de marine, nous sommes tenus à un standard plus élévé. Ceux qui commandent doivent donner en exemple les valeurs fondamentales de la marine, qui sont l'honneur, le courage et l'engagement, afin que nos marins les suivent. Nos officiers doivent être irréprochables et nos équipages ne méritent rien de moins ».
Honors a été remplacé par le capitaine Dee Mewbourne, qui aura sans doute le privilège d'être le dernier pacha du célèbre porte-avions, admis au service actif en 1961 et dont le désarmement est prévu en novembre 2012.

Goodrich Delivers 24th Sonar Composite Dome for U.S. Navy FFG-7 Class Frigates

Goodrich Corporation has delivered its 24th Sonar Composite Dome (SCD) for U.S. Navy FFG-7 class frigates. Goodrich's Engineered Polymer Products (EPP) team in Jacksonville, Fla. has been the exclusive supplier of sonar domes for FFG-7, DDG-51, and CG-47 class ships to the U.S. Navy and allied navies for more than 40 years. A sonar dome is an acoustically transparent housing that surrounds the sonar transducer array, which together make up the sensor part of the sonar system.

The FFG-7 class frigates were designed in the mid 1970s as general-purpose escort vessels. They operated in an anti-submarine role to protect amphibious landing forces, supply and replenishment groups, and merchant convoys. Fifty-one ships were built for the U.S. Navy between 1977 and 1989. Some of the older FFG-7 class frigates have been decommissioned or transferred to allied navies, while others remain in U.S. Navy service.

Mounted on the keel of FFG-7 class frigates, the sonar dome surrounds and protects the ship's sonar array while offering minimum interference to sound transmission and reception for enhanced detection and classification of underwater targets. Combining rubber with durable and robust reinforcements, Goodrich pioneered the development of rubber wire-reinforced surface ship sonar domes for anti-submarine surface combatants. Capitalizing on its proprietary elastomer expertise, Goodrich developed the RHO-COR(R) composite material system which combined the best acoustic properties of rubber with the increased strength of engineered composite materials.

SCDs began replacing traditional sonar rubber domes (SRDs) on U.S. and allied Navy frigates in 1997. SCDs are designed to last well beyond the life of the ship while being virtually maintenance free. Goodrich has produced more than 500 sonar domes for submarines and anti-submarine warfare surface combatants over the past four decades.

"We are honored to have been able to contribute to the anti-submarine warfare capabilities for one of the U.S. Navy's most versatile warships throughout the years," said Jim Pollock, vice president for Goodrich's Engineered Polymer Products team. "This delivery marks another significant milestone and represents decades of delivering superior quality products to the U.S. Navy. Goodrich marine composite products and acoustic materials will be on display in stand 207 at the Surface Navy Association's Annual Symposium in Crystal City, Va. from January 11-13, 2011. Experts will be available from company sites in Jacksonville, Fla. and Washington, D.C.

Pentagon IG: BAMS suffering from lack of oversight

The US Navy is mishandling its new high-altitude surveillance unmanned air vehicle programme, says a Pentagon inspector general (IG) report, after failing to validate more than $329 million in bills from Northrop Grumman and being unable to reach a work-sharing agreement with the US Air Force.

If the problems persist, "the BAMS program is at risk for increased costs, schedule delays and not meeting the needs of the war fighter," the IG says.

Northrop won the $1.2 billion Broad Area Maritime Surveillance contract in April 2008 with the offering of a navy-specific version of the USAF's RQ-4 Global Hawk high-altitude, long-endurance UAV. A revision in February 2009 took the deal's total value to $1.8 billion. The IG estimates the eventual value of BAMS at $19 billion, with 40 UAVs to be deployed at five bases around the world.

As both services use the same Global Hawk airframe, manufactured in the same factory, BAMS is expected to share more than $150 million in manufacturing equipment. But according to the report, dated 23 December 2010, the US Naval Air Systems Command (NAVAIR) has still not finalised a property-sharing agreement, which should have covered more than 5,000 specialised tools and test equipment.

NAVAIR contracting officials and programme managers also failed to properly manage and review 39 invoices from Northrop prior to payment, approving bills for $329 million without any serious accounting detail, the IG says. Bills for $206,000 for unallowable travel expenses also slipped thorough the cracks and were paid, according to the report.

The root of many of the problems is that BAMS contracting officials did not comply with federal and defence policies, nor were they properly trained, the IG says.

Industry sources say some of the information in the report is outdated by months, or even years in some cases. While the IG report cites a lack of training for NAVAIR contract managers, the navy says contracting officials have received their training as well as additional training in December.

The IG recommends NAVAIR speeds cost audits for spending already incurred and conducts an administrative review of BAMS contracting officials, as well as completing the shared-cost agreements with the air force and Northrop.

Northrop, which faced down complaints from various Pentagon procurement officials last year that the Global Hawk programme was too pricey, says it is already working with both services to bring down costs and manage BAMS through the current system development and low-rate production phase.

US Navy Acquires Latest Generation MCM Software

The US Military has acquired six upgraded licences of the latest underwater situational awareness technology for supporting Clearance Diving and Mine Countermeasures (MCM) Forces. The software known as SeeTrack Military or COIN (Common Operator Interface Navy – specifically tailored for the US Navy EOD), was developed by Scottish-based software company, SeeByte.

The newest version comes with two modules - Performance Analysis Training Tool (PATT) and Automated Target Recognition (ATR) using Computer-Aided Detection & Computer-Aided Classification (CAD/CAC) components. They are designed to provide a higher level of awareness, accuracy and confidence within the context of the individual systems’ sortie and overall MCM Mission. The modules are visualised in the current COIN and SeeTrack Military software, originally developed by SeeByte specifically for US Navy EOD Forces, but now deployed in 10 NATO and NATO Friendly Nations’ Navies.

The ATR module uses CAD/CAC to detect specific regions in side-scan sonar data that potentially correspond to an object previously learned by the system. Multiple CAD detectors identify and discriminate objects several times providing better accuracy in mine detection. Obvious false alarms are removed by the CAC component creating an accurate map of contacts for operators to examine within the surveyed area. The new module is also being used as an engine to run third party CAD/CAC algorithms, such as those developed by the US Navy.

PATT allows users to add synthetic but highly realistic images of objects to real mission data, providing a clear understanding of the actual performance of the MCM system and sensors in use. ATR algorithms, MCM systems and operators can utilize PATT to train and to analyse performance and segment the mission area in a visual layer that is based upon the region’s seafloor complexity and mine-huntability.

Jon Wood, Vice President of SeeByte US-Operations said, “The software has been provided to allow evaluation and operator feedback. One of the strengths of COIN is its upgradeability and the spiral development approach taken by the US Navy during acquisition. These modules can be used to significantly improve overall performance of all the systems used in MCM missions and allow the operators to make rapid, well informed decisions. We’re confident that this additional software will prove to be a useful, useable and relevant tool for the US Navy.”

Wood adds, “MCM Operators come with a variety of individual skills, preferences and abilities, as do the systems they use in the minefield, therefore the system has to account for each Operator’s likes and dislikes, skill level, and specialty. The difficulties lay in the timeliness of mission and post mission analysis execution and in being able to successfully identify objects and characterize the environment in a repeatable fashion from one operator and/or system to the next (i.e. Detect mine-like objects efficiently and accurately every time). Due to varying degrees of experience, ability, and conditions, missions are not always completed resourcefully. These newly developed modules assist operators and the ATR algorithms to tune their abilities to a specific environment and analyse their performance; allowing for greater accuracy and overall improvements in mission efficiency.”

Todd Webber, of Space and Naval Warfare Systems Center, PACIFIC, commented that “successfully integrating these two new modules into COIN and SeeTrack Military will bring new efficiencies to the way we operate. Speedier and smarter decisions, enabled by the intuitive assistance provided by PATT and ATR, will significantly enhance the timeliness and effectiveness of our operations. We are excited and intrigued to review the latest capabilities offered by SeeByte.”

GEA wins $576 million contract for support for F414 engine from US Defense


General Electric Aviation, Lynn, Mass., is being awarded a $576,000,000 three-year performance-based logistics requirements contract for repair, replacement, and program support for F414 engine components used on F/A-18 E/F and EA-18G aircraft.
Work will be performed in Jacksonville, Fla. (62 percent), and Lynn, Mass. (38 percent), and is expected to be completed by December 2013.

Funding is provided by Navy Working Capital Funds. Contract funds will not expire before the end of the fiscal year. This contract was not competitively awarded.

Upgrades make P-3 Orion more efficient, more effective for the Fleet

Newly installed computer hardware and software on-board the P-3C Orion will save the Navy money while making the aging aircraft a better submarine hunter.

The Naval Air Systems Command (NAVAIR) recently delivered to the Fleet ten newly configured Orions installed with an upgraded acoustic system, called the Acoustic Receiver Technology Refresh (ARTR). Acoustic systems with ARTR are a vital component of the P-3C mission systems, enhancing the ability to receive and analyze sonobuoy data; a primary function of the P-3C mission. ARTR improved performance over the existing P-3C acoustic system was demonstrated during several recent exercises with a tenfold increase in system operating reliability. This latest upgrade continues the process of bridging the gap in technology between the Orion and the P-8A Poseidon and becomes the catalyst for commonalities among Fleet aircraft.
A significant benefit of the new system includes having one person lead the acoustic system program for the P-3C and the P-8A. This change means acoustic testing on the P-3C helps mitigate risk for the P-8A. Other benefits include common signal processing code, common hardware, and the opportunity to develop the system once for both aircraft. By combining resources and providing an upgrade to the P-3C which will be used in the P-8A, the Fleet could see long term efficiencies in training and greater financial benefits overall.
“As we look ahead to the future, our goal is to be smart about how we approach growth of the MPRA Fleet. If we enhance the P-3C now with a similar system used in the P-8A, it’s a win-win for the Fleet,” said CAPT Mike Moran, Program Manager for PMA 290. “Ultimately, we want a program that is more efficient and more cost effective than ever before and that’s what we strive for everyday.”
ARTR is the first of two steps that will help bring mission systems on the Orion up to par with the new Poseidon. NAVAIR plans to deliver 74 mission-ready Orions installed with ARTR by 2012. During the next two years, P-3 acoustic system upgrades will be aimed at improving system maintainability and digital sonobuoy monitoring capability, increasing system architecture openness, and growth of multi-static sensor processing capability. After the initial upgrades to the Orion, both the P-3C and the P-8A will undergo the second phase of system upgrades called the Acoustic Processor Technology Refresh (APTR). APTR will enable both maritime patrol and reconnaissance aircraft to operate using a similar set of acoustic software by 2014.
The acoustic program provides and improves anti-submarine warfare (ASW) capability required to neutralize enemy submarine threats. It establishes a common, but not identical, configuration of processors, recorders and receivers.
Additional technology currently being installed in the Orions, and keeping them relevant for years to come, includes C4 for ASW (Command, Control, Communications and Computers for anti-submarine warfare). The Navy is currently installing the first P-3C with C4 for ASW, a computer system allowing for broader network capabilities to support the ASW mission. Specifically, the system includes LINK-16, which provides enhanced situational awareness and interoperability with U.S. Navy surface fleet, other military services, and NATO forces; and an international maritime satellite (INMARSAT), that provides encrypted broadband services for the Fleet. These critical components will provide enhanced communications, resulting in stronger mission capabilities for current P-3C operators, and more seamless transitioning to the P-8A.

The U.S. Navy is moving towards selecting Raytheon’s Griffin missile as the replacement for the cancelled Non-Line of Sight missile on its Littoral Combat Ships, according to the director of the service’s surface warfare division.
After evaluating its options for replacing one of the key parts of the LCS’ surface warfare mission systems for six months, the surface warfare division settled on the Griffin due to the fact that it can hit targets at acceptable ranges for less money than the NLOS system, said Rear Adm. Frank Pandolfe today during a speech at a Surface Navy Association convention in Arlington, Va.
The Griffin — with its launchers pictured above mounted on a Humvee — will also be cheaper to install on the LCS than the larger NLOS system, according to Pandolfe.


Top Navy brass must now sign off on Pandolfe’s recommendation to buy the Griffin.
The service is hoping to field a short-range version of the weapon around mid-decade followed by a longer-range version of it a couple of years later, according to a chart he showed during his speech. The missile, which uses parts of the Javelin anti-tank and AIM-9X Sidewinder air-to-air missiles, was originally designed as a replacement for the Hellfire antitank missile used by UAVs. It’s equipped with a 13 pound warhead and semi-active laser seeker.
This comes a little more than a week after the Navy moved to buy 10 each of the Freedom and Independence class LCSs over the next five years. The sea service says this move will save $2.9 billion over the original plan to buy 19 of one class of LCS in the same time period.

WASHINGTON | The U.S. Navy demonstrated its continued commitment to keeping its MH-60R Seahawk helicopter fleet at the forefront of anti-submarine and anti-surface warfare, awarding Lockheed Martin (NYSE: LMT) a variety of production and development contracts totaling $360 million. The end-of-year awards cover a spectrum of systems aboard the MH-60R, built by Sikorsky Aircraft Corporation (NYSE: UTX).

"The Navy's investment in the MH-60R fleet ensures our pilots and aircrews have the best and most advanced equipment for every mission," said Capt. Dean Peters, U.S. Navy MH-60 program manager. "We are looking for reliable, modern aircraft upgraded efficiently and affordably, and that's why we have devoted these resources to the MH-60 fleet."

As Lockheed Martin prepares for its 300th cockpit delivery milestone in late February, the Navy exercised a $38 million option under the current multi-year contract to cover production of the next lot of common cockpits for MH-60S and MH-60R helicopters. The bulk of the work will be performed at Lockheed Martin's facility in Owego, N.Y., and is scheduled for completion by April 2013.

Additionally, the Navy will provide MH-60R/S crews with improved situational awareness by incorporating Lockheed Martin's Situational Awareness Technology Insertion (SATI) aboard the aircraft under a $35 million contract. The award covers a pre-development iteration of SATI, an eight-component package of upgrades and improvements to the helicopter's flight management system. Improvements include a new integrated digital map to give pilots a clear picture of their operating area, and an upgrade to the Identification Friend-or-Foe (IFF) system. The IFF upgrade will prevent interference during transmission and ensure interoperability with the Federal Aviation Administration and other agencies.

One of the most highly advanced systems aboard the MH-60R - Automatic Radar Periscope Detection and Discrimination (ARPDD) - will transition from system development and demonstration (SDD) to production under a $36 million contract award. The Telephonics radar used in ARPDD is the latest iteration of the radar currently deployed with the MH-60R, but adds a new mode requiring improved radar performance and eight times the processing power of the previous version.

In October 2010, Lockheed Martin and the Navy successfully completed initial flight tests of the system aboard an MH-60R, marking the first time a helicopter has had the functionality for its on-board radar to automatically discriminate between a periscope and other small surface objects, significantly improving the probability of finding a submarine. This recent contract award covers the infrastructure required to meet full-rate production and the fielding of the ARPDD radar system aboard six MH-60R production aircraft to support Initial Operational Capability in 2013.

Construction of the next lot of 24 MH-60R mission avionics suites and 18 MH-60S cockpits will begin under a $72 million Multi-Year II advanced acquisition contract award that covers long-lead items for the helicopters and cockpit systems. Lockheed Martin and partner Sikorsky Aircraft have delivered more than 85 MH-60R helicopters to date and are on track to reach the century mark early in 2011.
