Pakistan to buy German subs, ignore French
KARACHI: In a departure from the past practice of acquiring submarines from France, Pakistan will buy three German Type 214 submarines.
Walter Freitag, the chief executive officer of the HDW, the largest conventional submarine maker in the world, told The News on Tuesday in an exclusive interview at the IDEAS 2008 here that his company had finalised technical specifications with the navy to build three Type 214 submarines in Pakistan.
The commercial contract has been finalised up to 95 per cent, he said, hoping the final contract in this regard will be signed soon. This is the first time that a clear picture of the billion-dollar deal that the Pakistan Navy is expected to sign in coming months has emerged. Earlier, during mid-90s, the navy had selected three French Agosta 90-B submarines, which were in addition to the two acquired earlier. The deal had generated a lot of controversy at that time.
This time French firm Armaris had offered to supply Pakistan three updated single-hulled, diesel-electric submarines all-French version of the Franco-Spanish Scorpene boat equipped with air-independent propulsion, a deal totalling about $1.2 billion.
However, Walter Freitag said he did not see that kind of controversy enveloping this project perceived during the 90s. The Pakistan Navy understands submarines and ours are the best, he said, rejecting claims of competitors that the Greek Navy had rejected Type 214.
In the Hellenic Navys case, a neutral surveyor was appointed, who decided that the submarine was technically OK and ready for commissioning, he said. The HDW CEO said the Type 214 was technologically more advanced than those of competitors. We use higher grade steel material, which allows greater diving depth, he said. Also, we have fuel cell AIPs and can integrate Harpoons with the Type 214.
The first submarine would be delivered to the Pakistan Navy in 64 months after signing of the contract while the rest would be completed successively in 12 months. Walter Freitag stated that they would be using facilities at the Karachi Shipyard for building Type 214 and minimal upgrade would be required. He added that the Type 214 was 100 per cent German and there was no chance of embargo on it in any case.
Meanwhile, authoritative sources told The News that the decision to acquire Type 214 over the French submarine was made not only because the submarine was more advanced than the French Marlin, but also because many countries had deployed the Type 214 submarines, so there would be no issue of spares.
They said Turkey would be acquiring six Type 214s, South Korea had ordered six more in addition to three ordered earlier, Portugal had bought two, besides several bought by the German Navy. As such, supportability for the Type 214 for the next 30-35 years would not be a major concern.

ISLAMABAD: Pakistani military will shoot down any US drone that intrudes the country's airspace he Punder a new defence policy in which troops have been given greater liberty to respond to incursions by Nato and allied forces in Afghanistan, according to a media report.
"Any object entering into our airspace, including US drones, will be treated as hostile and be shot down," a senior unnamed Pakistani military official was quoted as saying by NBC News.
The defence policy was changed after a Nato air strike on two military border posts killed 24 Pakistani soldiers on November 26.
Following the air strike, army chief Gen Ashfaq Parvez Kayani issued a communique that gave troops in the field full liberty to respond to any future attacks without consulting their superiors.
Kayani issued multiple directives since the November 26 attack, including orders to shoot down US drones, senior military officials said. Pakistan also shut down all Nato supply routes and asked the US to vacate the Shamsi airfield. The airbase is reportedly used by CIA-operated drones that target militants. The Pakistan army on Sunday took over Shamsi airbase in the country's southwest after it was vacated by US forces in line with a deadline set by the government following a cross-border Nato attack that killed two dozen Pakistani soldiers. The last flight carrying US personnel and equipment had departed from Shamsi airbase in Balochistan province and the facility had been "completely vacated" by the Americans, the Inter-Services Public Relations said. "The control of the base has been taken over by the (Pakistan) army," it said. Prime minister Yousaf Raza Gilani told the media that the US has vacated the airbase within the time limit given to it.

PNS Azmat en constuction en Chine. Le PLM de 600Tpc et une longueur de 60m, sera livré le mois d'Avril prochain. C'est un PLM furtif dont l'équipage est formé de 12 à 14 marins, il est aussi équipé de 4 lanceurs pour C802A.

Entendu lors de l émission "C EST A DIRE" d avant hier sur TV 5,a propos de l attentat de Karrachi,que ce sont les Saoudiens qui ont payé les sous marins francais vendus aux pakistanais.Je ne le savais pas.

16:19 GMT, January 23, 2012 ARLINGTON, Texas | L-3 Link Simulation & Training (L-3 Link) announced Jan. 19 that it has been awarded a contract modification from the U.S. Air Force to upgrade two Pakistan Air Force (PAF) F-16C Block 52 Aircrew Training Devices (ATDs) with the company's new SimuSphere HD-9 visual system display. This award represents the first use of SimuSphere HD-9 on training devices that will be delivered to a foreign nation.
L-3 Link's SimuSphere HD-9, which incorporates the full capabilities of the company's HD World integrated simulation product line, will provide PAF F-16 pilots with an increased level of tactical training realism. High-definition databases, image generators and the SimuSphere HD-9 visual display will combine to create a highly realistic and relevant training environment over a geo-specific visual system database of Pakistan. The F-16C Block 52 ATDs, scheduled for delivery in 2013, will be installed and networked at Shahbaz Air Base.
"This award demonstrates the value that SimuSphere HD-9 will bring to military fast jet training," said Leonard Genna, president of L-3 Link. "SimuSphere HD-9, combined with the trainers' overall HD World capabilities, will allow Pakistan Air Force F-16 pilots to gain training credit equivalent to live training."
SimuSphere HD-9 also provides a low-cost upgrade to trainers currently integrated with L-3 Link's SimuSphere visual displays, in addition to offering a cost-effective option for any fast jet simulator.
The PAF's F-16C Block 52 ATDs will support new pilot, pilot conversion and advanced skills training. The trainers will incorporate L-3 Link's simulated Joint Helmet Mounted Cueing System, enabling pilots to practice control of aircraft targeting systems and sensors. In addition, pilots will be able to wear their own night vision goggles when conducting simulated nighttime missions.
The two F-16C Block 52 ATDs will be supported by one mission support system, and each simulator will also have a dedicated instructor/operator station.
L-3 Link is the leading provider of F-16 simulators worldwide. Since the 1970s, the company has delivered approximately 140 F-16 training devices in support of the U.S. Air Force, Air National Guard and 10 foreign nations.

Pakistan Air Force aircraft crashes
Islamabad: Pakistan Air Force (PAF) aircraft Wednesday crashed in Mianwali district, officials and witnesses said.
A woman trainee pilot Fatima and her instructor Wing Commander Waqar Ahmad were critically injured in the crash who were later shifted to PAF Hospital in a helicopter.
The aircraft came down during a training mission.
According to an air force spokesman, it was FT-7 training aircraft. It crashed soon after take off from the base.
The PAF ordered an inquiry into the incident. Locals rushed to the crash site and removed the injured to hospital.

The Pakistani airforce received its first two MLU upgraded F-16s today at PAF Shahbaz airbase after the aircraft arrived back from the USA.
Accompanying the two upgraded F-16s was the final block 52 airframe a D-Model (#10801) which had remained in the US for testing & trials. This concludes the delivery of all 18 of the newer Block 52 aircraft ordered as part of the 'Peace Drive' program.
According to PAF public affairs officials the two F-16 block 15 aircraft, were earlier sent to USA for Mid Life Upgrade (MLU) and have been delivered back to the PAF on time. On there return a small ceremony was held at the base attended by PAF dignitaries.
The United States has released $ 116 million to finance mid-life upgrades for Pakistan's existing fleet of block 15 A/B aircraft.
Turkish Aerospace Industries (TAI) will do the upgrade MLU which primarily involves replacement of avionics and structural modifications bringing them close to block 40 standards.

Pakistan gets new fighter planes from US
Islamabad: With an eye to India, Pakistan Monday received the last of 18 F-16 fighter jets from the US.
The Dawn reports the primary consideration for purchasing the new aircraft was to improve the fighting capability of Pakistan Air Force (PAF) vis-à-vis the Indian Air Force.
The last F-16D Block 52 aircraft as well as the first two of the upgraded fighter jets have arrived in the country.
The fighter aircraft is equipped with state-of-the-art avionics suite and latest weapons with night precision attack capability.
"One F-16D Block 52 and two F-16 Block 15 MLU (Mid Life Upgrade) aircraft arrived today from the US at PAF Base Shahbaz (Jacobabad)," PAF said in a statement.
"The arrival of last F-16D Block 52 aircraft marked the completion of delivery of 18 aircraft of this category. The other two F-16 Block 15 aircraft ... were earlier sent to USA for Mid Life Upgrade," it further said.
The F-16 programme included purchase of 18 new jets, upgrade of 35 older aircraft and those purchased from the US under Excess Defence Articles (EDA) programme, and procurement of munitions.
The F-16 aircraft sale to Pakistan was announced in 2005.
WikiLeaks expose of leaked US diplomatic cables show that the deal was meant to assuage Pakistan's fears of an "existential threat it perceived from India".
The diplomatic cables suggest that the purpose of the sale was to divert Pakistan's attention from "the nuclear option", and give it "time and space to employ a conventional reaction" in the event of a conflict with India.

ANKARA, Feb. 8 (Xinhua) -- Turkish Aerospace Industries Inc. ( TUSAS) on Wednesday delivered three modernized F-16 aircraft to Pakistani Air Forces, the semi-official Anatolia news agency reported.
Turkish Defense Industry Undersecretary Murad Bayar was quoted as saying at a delivering ceremony that Turkey and Pakistan have successfully cooperated in a wide range of technologies, including radio, electronics and military information systems.
Pakistani Deputy Commander of Air Forces Gen. Asim Suleiman said Pakistan's air defense will become even stronger with the aircraft modernized in structural and avionic aspects.
TUSAS signed the contract with Pakistan Ministry of Defense in June 2009 after winning out in the tender of Pakistan Air Force F- 16 Modernization (Peace Drive II) program.
Under the program, TUSAS's engineers and technicians are responsible for the modernization of a total of 41 F-16 aircraft in the inventory of Pakistan Air Force (PAF).
The Peace Drive II program, which started in October 2010, is expected to finish by September 2014. The required parts, material and technical data are furnished to TUSAS in line with another contract between the U.S. government and PAF.
Within the scope of the Peace Drive II program, TUSAS also provides classroom and on-the-job training to 72 PAF technicians.
TUSAS, which was established for co-production of F-16 aircraft for the Turkish Air Force in 1984, is one of the major aerospace companies in the world in F-16 manufacturing and modernization. It is also currently modernizing 175 F-16s for the Turkish Air Force.
Pakistani Navy to Develop Nuclear-Powered Submarines: Reports
ISLAMABAD — Media reports on Feb. 11 state the Pakistan Navy intends to build nuclear-powered submarines as a matter of priority.
No sources were quoted in the reports, which indicated the first submarine would be operational in five to eight years.
When contacted by Defense News, a spokesman for the Pakistani Navy said he could not comment as to the veracity of the reports.
Mansoor Ahmed, a lecturer at Islamabad’s Quaid-e-Azam University who specializes in nonconventional weapons and missiles, believes the reports are the result of a calculated leak by the Navy, and that a message may be being sent to India.
“This news … appears to be some kind of signaling to the Indians seeing as they are taking delivery of a new nuclear-powered submarine from the Russians as well as their own Arihant Class SSBN,” he said.
“So Pakistan is signaling to the Indians that they are mindful of these developments and taking due measures in response.”
Ahmed said he has for some time believed Pakistan was working on a nuclear propulsion system for submarine applications and that Pakistan already has a functional submarine launched variant of the Babur cruise missile.
The Babur cruise missile is very similar to the U.S. BGM-109 Tomahawk, and perhaps derives at least some technology from Tomahawks which crashed in Pakistan during U.S. strikes on al-Qaida training camps in Afghanistan in 1998. It can be armed with conventional or nuclear warheads.
Ahmed believes Pakistan is now gearing up to build its own SSN/SSGN flotilla as a way of deterring India and maintaining the strategic balance in South Asia.
However, in the long term in order to fully ensure the credibility of its deterrent Ahmed said he believes Pakistan should build ballistic missile submarines.

ISLAMABAD: The Pakistani navy took delivery Tuesday of two state-of-the-art, US-made surveillance aircraft nine months after militants destroyed two similar planes, officials said.
Pakistan said the P3C aircraft, modified with the latest avionics, are designed to improve surveillance in the North Arabian sea, one of the world’s most important shipping routes deeply troubled by Somali piracy.
“The two aircraft have been delivered to the Pakistan navy. These aircraft have been provided under the foreign military funding programme,” a spokesman for the US embassy in Islamabad, told AFP.
The navy said the aircraft would help “maintain requisite vigil in our vital area of interest in the North Arabian Sea”, which it said was “home to intense maritime activity both legal and illegal and thus warrants continuous guard”.
Pakistan is to receive six P3C aircraft from the United States in three batches. The first two, received in 2010, were destroyed during a 17-hour siege of a key naval base in Karachi last May blamed on the Taliban.
