Pakistan to buy German subs, ignore French
KARACHI: In a departure from the past practice of acquiring submarines from France, Pakistan will buy three German Type 214 submarines.
Walter Freitag, the chief executive officer of the HDW, the largest conventional submarine maker in the world, told The News on Tuesday in an exclusive interview at the IDEAS 2008 here that his company had finalised technical specifications with the navy to build three Type 214 submarines in Pakistan.
The commercial contract has been finalised up to 95 per cent, he said, hoping the final contract in this regard will be signed soon. This is the first time that a clear picture of the billion-dollar deal that the Pakistan Navy is expected to sign in coming months has emerged. Earlier, during mid-90s, the navy had selected three French Agosta 90-B submarines, which were in addition to the two acquired earlier. The deal had generated a lot of controversy at that time.
This time French firm Armaris had offered to supply Pakistan three updated single-hulled, diesel-electric submarines all-French version of the Franco-Spanish Scorpene boat equipped with air-independent propulsion, a deal totalling about $1.2 billion.
However, Walter Freitag said he did not see that kind of controversy enveloping this project perceived during the 90s. The Pakistan Navy understands submarines and ours are the best, he said, rejecting claims of competitors that the Greek Navy had rejected Type 214.
In the Hellenic Navys case, a neutral surveyor was appointed, who decided that the submarine was technically OK and ready for commissioning, he said. The HDW CEO said the Type 214 was technologically more advanced than those of competitors. We use higher grade steel material, which allows greater diving depth, he said. Also, we have fuel cell AIPs and can integrate Harpoons with the Type 214.
The first submarine would be delivered to the Pakistan Navy in 64 months after signing of the contract while the rest would be completed successively in 12 months. Walter Freitag stated that they would be using facilities at the Karachi Shipyard for building Type 214 and minimal upgrade would be required. He added that the Type 214 was 100 per cent German and there was no chance of embargo on it in any case.
Meanwhile, authoritative sources told The News that the decision to acquire Type 214 over the French submarine was made not only because the submarine was more advanced than the French Marlin, but also because many countries had deployed the Type 214 submarines, so there would be no issue of spares.
They said Turkey would be acquiring six Type 214s, South Korea had ordered six more in addition to three ordered earlier, Portugal had bought two, besides several bought by the German Navy. As such, supportability for the Type 214 for the next 30-35 years would not be a major concern.

ISLAMABAD: Inter-Services Public Relations (ISPR) said Monday it the military successfully test fired a short-range ballistic missile capable of carrying atomic warheads.
The Hatf II (Abdali) has a range of 180 kilometres and carries nuclear as well as conventional warheads with “high accuracy”, the military said in a statement.
“It provides an operational level capability to Pakistan’s strategic forces, additional to the strategic and tactical level capability which Pakistan already possesses,” the statement said.
South Asian rivals India and Pakistan – which have fought three wars since independence from Britain in 1947 – have routinely carried out missile tests since both demonstrated nuclear weapons capability in 1998.
Pakistan’s arsenal includes short-, medium- and long-range missiles named after Muslim conquerors.
The neighbours were on the brink of nuclear conflict in 2002 over the disputed territory of Kashmir, but a slow-moving peace dialogue resumed last March after a three-year suspension following the November 2008 Mumbai attacks.
India and the United States blamed the attacks on Pakistani militant group Lashkar-e-Taiba and Islamabad later admitted that the assault was at least partly planned in Pakistan.

AZMAT Class Fast Attack Craft (Missile) has a crew of 12 to 14 sailors which is less than half that of similar FAC(M). Each FAC(M) will cost of around $50 million each.

Arabian Sea - Continuing to enhance its fighting capabilities and maintain the minimum deterrence, the Pakistan Navy would commission the fourth F-22P Frigate being built in collaboration with China and two latest fast attack craft within a year reported.
The F-22P, a multi-mission conventionally-powered frigate, is being built at Pakistan Shipyard. Under the deal with China, the PNS Aslat (the name of sword) will be inducted by April 2013, said an official of Pakistan Navy during a briefing onboard PNS Shamsheer.
The deal involved four F-22P frigates, six Harbin Z-9EC helicopters (already delivered to Pakistan Navy) and ammunition for the frigates. The first of the frigates, PNS Zulifqar, was delivered in September 2009, second PNS Shamsheer in 2010 and the third PNS Saif was handed over to Pakistan Navy in February 2011. An official of the 18th Destroyer Squadron said that Pakistan Navy with the available strength was fully capable of defending the country’s coastal line effectively.
Vice Admiral (retd) Ahmed Tasneem who was commander of submarine ‘Hangor’, which destroyed India’s warship ‘Kukri’ in 1971 said although Pakistan Navy with minimum resources was maintaining higher professional standards but they needed to acquire more surface ships and submarines. The F-22P’s hull contains China’s type 054 frigate’s radar cross-section reduction, which helps prevent detection by radars mounted on other ships, aircraft and anti-ship missiles.

le contrat est déja signé d'après certaine personne du site m'aurait-on induit en ereur
de plus autant acheté un char supposé concurencé le t90sa au un prix dérisoire et garder un paquet de fric pour avoir ce qui est vitale pour nous(avion,hélico,dat)

Prime Minister Syed Yusuf Raza Gilani Monday said the two countries need to fully translate their deep political ties into stronger economic relations for the mutual good of their people. He was talking to the President of the Aviation Industry Corporation of China (AVIC) Lin Zuoming here on the sidelines of the BOAO Economic Forum. Gilani said the Pakistan-China “all-weather” friendship spanned all facets of their ties from political to economic relations, that continued to grow stronger with each passing day.
Gilani said under the second Pak-China five year program of cooperation, launched in 2012, 36 projects would be undertaken in the areas of energy, transportation, infrastructure, health, agriculture and education sectors.
He deeply appreciated the ongoing cooperation between the aviation industries of Pakistan and China and mentioned the successful joint production of the JF-17 Thunder fighter aircraft that was being used by the airforce of both the countries.
He said the success of the Pakistan Aviation industry was due to the strong support of the Chinese Aviation industry. He also invited Lin Zuoming to visit Pakistan.
The President of AVIC said his company was pleased to extend cooperation to Pakistan’s aviation industry and said it would lead to further strengthening of ties between the two countries.
He said his company was also keen to extend these ties to the private sector in Pakistan, besides diversifying it into cooperation in the field of electronics.
Plus de 100 militaires pakistanais ont été emportés samedi par une avalanche près du glacier de Siachen, à la frontière avec l’Inde, a annoncé l’armée du Pakistan, qui dit craindre des victimes. « A six heures ce matin, cette avalanche s’est abattue sur une caserne. Plus de 100 militaires et membres du personnel sont ensevelis », a dit un porte-parole de l’armée, le général Athar Abbas.

Le glacier de Siachen se trouve dans le nord du Cachemire, région à majorité musulmane au coeur du contentieux territorial entre l’Inde et le Pakistan.
Selon les estimations, entre 10.000 et 20.000 militaires indiens et pakistanais se font face depuis 1984 dans les montagnes du Karakoram, où se trouve le glacier de Siachen, lui-même situé à 6.000 mètres d’altitude.
D’après les experts militaires, la rigueur du climat et les avalanches ont fait plus de morts que les combats.
