Pakistan to buy German subs, ignore French



KARACHI: In a departure from the past practice of acquiring submarines from France, Pakistan will buy three German Type 214 submarines.

Walter Freitag, the chief executive officer of the HDW, the largest conventional submarine maker in the world, told The News on Tuesday in an exclusive interview at the IDEAS 2008 here that his company had finalised technical specifications with the navy to build three Type 214 submarines in Pakistan.

The commercial contract has been finalised up to 95 per cent, he said, hoping the final contract in this regard will be signed soon. This is the first time that a clear picture of the billion-dollar deal that the Pakistan Navy is expected to sign in coming months has emerged. Earlier, during mid-90s, the navy had selected three French Agosta 90-B submarines, which were in addition to the two acquired earlier. The deal had generated a lot of controversy at that time.

This time French firm Armaris had offered to supply Pakistan three updated single-hulled, diesel-electric submarines all-French version of the Franco-Spanish Scorpene boat equipped with air-independent propulsion, a deal totalling about $1.2 billion.

However, Walter Freitag said he did not see that kind of controversy enveloping this project perceived during the 90s. The Pakistan Navy understands submarines and ours are the best, he said, rejecting claims of competitors that the Greek Navy had rejected Type 214.

In the Hellenic Navys case, a neutral surveyor was appointed, who decided that the submarine was technically OK and ready for commissioning, he said. The HDW CEO said the Type 214 was technologically more advanced than those of competitors. We use higher grade steel material, which allows greater diving depth, he said. Also, we have fuel cell AIPs and can integrate Harpoons with the Type 214.

The first submarine would be delivered to the Pakistan Navy in 64 months after signing of the contract while the rest would be completed successively in 12 months. Walter Freitag stated that they would be using facilities at the Karachi Shipyard for building Type 214 and minimal upgrade would be required. He added that the Type 214 was 100 per cent German and there was no chance of embargo on it in any case.

Meanwhile, authoritative sources told The News that the decision to acquire Type 214 over the French submarine was made not only because the submarine was more advanced than the French Marlin, but also because many countries had deployed the Type 214 submarines, so there would be no issue of spares.

They said Turkey would be acquiring six Type 214s, South Korea had ordered six more in addition to three ordered earlier, Portugal had bought two, besides several bought by the German Navy. As such, supportability for the Type 214 for the next 30-35 years would not be a major concern.

Word from Islamabad is that the Pakistan Army’s Chief of the Army Staff, Gen Ashfaq Pervez Kayani, will be visiting Moscow in the coming days, following which Russian President Vladimir Putin will make a two-day official visit to Pakistan starting October 2, during which Putin will meet his Pakistani counterpart Asif Ali Zardari during talks that are part of a quadrilateral summit to be hosted by Pakistan on October 3 in which Afghanistan’s and Tajikistan’s Presidents will also take part.

To this end, Russia is reported to be willing to extend a sizeable quantum of security assistance to Pakistan, which is likely to include up to 12 new-build Mi-171 helicopters (to be built by the Ulan-Ude Aviation Plant) and hundreds of RPO-A Shmel (Bumblebee) shoulder-launched thermobaric rockets, items which the Pakistan Army urgently requires for its upcoming counter-insurgency campaign in North Waziristan.
While in Moscow, Gen Kayani is also likely to canvass for the Kremlin’s approval for three crucial projects: creation of an engine overhaul facility in Kamra for the 84.4kN-thrust Klimov RD-93, whuch powers the Pakistan Air Force’s (PAF) JF-17 ‘Thunder’ MRCA; another overhaul workshop for the 12 RD & PE Zvezda JSC-built UPAZ-1 aerial refuelling pods in service with the PAF’s four IL-78MKP MRTT transports; continued product-support for the four IL-78MKPs; and most importantly, the export approval for 132kN-thrust AL-31FN turbofans required for powering the initial 40 FC-20 (36-single-seat and four tandem-seat) M-MRCAs that the PAF wants to procure from China’s Chengdu Aircraft Industry Corp (which is also producing the JF-17).

The Hatf-VII Babur cruise missile developed in Pakistan was attributed by the military as having “stealth features”. Babur is a low-flying, terrain-hugging missile, which can strike targets both at land and sea with pinpoint accuracy. It has a range of 700km.
Pakistan’s last missile test, also of a Hatf-VII, came in June as part of six ballistic and cruise missile launches that came after a similar series of missile test launches by india.
The missile was launched from a “Multi Tube Missile Launch Vehicle (MLV)”, which facilitates supporting systems to improve the Babur targeting and deployment capabilities.

The missile is equipped with modern cruise missile technology of Terrain Contour Matching (TERCOM) and Digital Scene Matching and Area Co-relation (DSMAC), it can carry both nuclear and conventional warheads.

The test also evaluated the Pakistani National Command Authority’s fully automated Strategic Command and Control Support System (SCCSS), supervising the operations and deployment of the nation’s strategic weapons assets. The system also has the added capability of real time monitoring of the missile in flight.

Serbia wants to conclude an agreement with Pakistan that would enable the export of its military equipment to the Asian country, Defence Minister Aleksandar Vucic said Monday.

“What we can offer and what they are interested in are armored vehicles, large caliber ammunition, assault rifles and night-vision equipment,” Vucic said after the meeting with his Pakistani counterpart Syed Naveed Qamar.

The Pakistani minister said the details of a potential accord would be known after a Serbian delegation visits his country, planned in the coming months.

For several years, Serbia has been trying to increase its military industry’s exports, notably of ammunition, rifles, explosives and small planes.

According to the latest official data, these exports have increased in value to $247 million (190.5 million euros) from $75 million some five years ago.

PAKISTAN’S 7th Defence Exhibition and Seminar (IDEAS) opened at Karachi Expo Centre Wednesday show casing locally manufactured military equipment. Some of the major indigenously developed products being showcased in IDEAS-2012 include main battle tank Al Khalid, JF 17 Thunder fighter aircraft, jet trainer aircraft and UAVs in addition to other armaments and communication equipment.

Holding of IDEAS-2012 is a proud moment for Pakistan and is a clear manifestation of the fact that the country does not lack behind in quality defence production. Around 80 foreign delegations from across the world have arrived which reflects the deep interest of the international defence organisations in the products of Pakistan which are of high quality and meet international standards. A total of 209 firms including 74 local and 209 foreign have put on display their products. Though the exhibition is being held after a gap of four years but there is an over whelming response from the exhibitors as well as delegations. The country is already exporting defence equipment produced at POF Wah and Aeronautical complex Kamra and there is vast scope to enter the third world market because Pakistani equipment is cheaper compared to the developed countries. Even some of the Western countries are importers of spares and other equipment and we hope that the trade delegations would place significant orders at the conclusion of the exhibition. However we would stress that the country should step up its efforts and enter into joint ventures with different countries not only to meet the defence needs of our Armed Forces but also produce surpluses for export.

The locally built vessel will help it ensure maritime security, not just for Pakistan but also for the international community as the Pakistan Navy combats piracy and other threats in the Indian Ocean region.

Commodore Hisham of the Pakistan Navy, speaking at the International Defence Exhibition and Seminar (IDEAS) in Karachi today, said that Pakistan’s Navy has been part of Combined Task Force 151 (CTF-151) since January 2009 in an effort to combat piracy in the Gulf of Aden.

CTF 151 is an international naval task force that operates in the Gulf of Aden and off the eastern coast of Somalia covering an area of approximately 1.1 million square miles. It was established in January 2009 to conduct counterpiracy operations under a mission-based mandate throughout the Combined Maritime Forces (CMF) area of responsibility.

Pakistan has from the beginning participated in CTF-151 and so far has rotated 13 ships in the Task Force and commanded it twice. In December the Pakistan Navy will take command for a third time.

With the advent of pirates using hijacked mother ships from which to launch attack skiffs, piracy has expanded far beyond the Somali coast. Pirates have struck as far as the western coast of India, the Somali Basin and close to Pakistan’s Exclusive Economic Zone (EEZ). Indeed, Hisham noted that there have been three incidences of piracy on the edge of Pakistan’s EEZ in recent times.

Hisham said that Somali piracy has strategic fallout which includes disruption of trade, a rise in insurance premiums and freight charges and altered routes as shipping companies avoid high risk areas.

Hisham pointed out that terrorists and pirates operate hand-in-glove, as money made through piracy is used to further terrorist activities ashore, which distracts from activity at sea.

Apart from counter-piracy duties, the Pakistan Navy is also part of Combined Task Force 150 (CTF-150), a multinational coalition naval task force working under the 25 nation coalition of Combined Maritime Forces. It was established to promote maritime security in order to counter terrorist acts and related illegal activities, which terrorists use to fund or conceal their movements. CTF-150‘s Area of Operation covers the Red Sea, Gulf of Aden, Indian Ocean and Gulf of Oman.

The activities of CTF-150 directly influence events ashore, as terrorist organisations are denied a risk free method of conducting operations or moving personnel, weapons or income-generating narcotics.

Pakistan has five times commanded the Combined Task Force 150 since 2004. Hisham noted that the Pakistan Navy’s contribution to regional maritime security has involved 44 ships in rotation since 2004, which have accumulated more than 50 000 hours at sea. Pakistan Navy ships have had the second highest on-task time in the coalition second only to the United States.

Pakistan’s ability to provide maritime security is being increased with the arrival of its four new F-22P or Zulfiquar class multi-purpose frigates, the first of which was commissioned in September 2009. The Hudong-Zhonghua Shipbuilding Group, China State Shipbuilding Company, the China Shipbuilding and Trading Company and Karachi Shipyard and Engineering Works (KSEW) are all involved in the production of the vessels.

The first three frigates were built in China at the Hudong Zhonghau Shipyard, while the last vessel is being built by Karachi Shipyard and Engineering Works. The class carry Harbin Z-9 helicopters and are armed with a 76 mm gun, 30 mm Type 730B close-in weapons systems, FM-90N surface-to-air missiles, C-802 surface-to-surface missiles, ET-52C torpedoes and RDC-32 anti-submarine rockets.

The fourth frigate was launched in June last year at the Karachi Shipyard and Engineering Works. During the launch ceremony the Chief of Naval Staff Admiral Noman Bashir said that a strong navy was needed to defend the maritime interests of Pakistan. He said that the country does not have any aggressive plans but needed to protect sea routes, the exclusive economic zone and international energy lines that pass close to the coast. He said this was not only in the interest of Pakistan but the entire international community.

TAI, having previously supplied an air warfare test and training range, as well as upgrading Pakistan’s F-16A/B Block-15 fleet, is pushing its T-129 attack helicopter to fulfill Pakistan’s requirements for an AH-1F Cobra replacement.

According to a TAI spokesman, a deal was nearly signed with Pakistan for 15 T-129 helicopters, but it stalled because of financial issues. Due to the operational environments of the Pakistani and Turkish militaries being very similar in topographical and climatic terms, Bilgi is confident Pakistan will see its future attack helicopter in the T-129.

The T-129 program includes other Turkish defense firms, such as defense electronic system firm Aselsan and rocket munitions developer/manufacturer Roketsan. The Turkish defense ministry is very keen to promote the T-129 to potential foreign customers — and Pakistan and South Korea are key targets.

L'accord sera signé Yakuza, mais sera retardé à cause du financement. Comme tu dis, que cela les intéresse, c'est le plus important.

La Turquie pourrait proposer un prêt.. C'est un souhait. 750 millions $ n'est pas dure à trouver.

Oui ils sont un peu en galère d'argent.

J'ai l'impression qu'ils sont plus dans la course aux armements avec l'Inde que la sécurité intérieure.

Ils modernisent leur navy mais négligent les AH.
