Pakistan to buy German subs, ignore French
KARACHI: In a departure from the past practice of acquiring submarines from France, Pakistan will buy three German Type 214 submarines.
Walter Freitag, the chief executive officer of the HDW, the largest conventional submarine maker in the world, told The News on Tuesday in an exclusive interview at the IDEAS 2008 here that his company had finalised technical specifications with the navy to build three Type 214 submarines in Pakistan.
The commercial contract has been finalised up to 95 per cent, he said, hoping the final contract in this regard will be signed soon. This is the first time that a clear picture of the billion-dollar deal that the Pakistan Navy is expected to sign in coming months has emerged. Earlier, during mid-90s, the navy had selected three French Agosta 90-B submarines, which were in addition to the two acquired earlier. The deal had generated a lot of controversy at that time.
This time French firm Armaris had offered to supply Pakistan three updated single-hulled, diesel-electric submarines all-French version of the Franco-Spanish Scorpene boat equipped with air-independent propulsion, a deal totalling about $1.2 billion.
However, Walter Freitag said he did not see that kind of controversy enveloping this project perceived during the 90s. The Pakistan Navy understands submarines and ours are the best, he said, rejecting claims of competitors that the Greek Navy had rejected Type 214.
In the Hellenic Navys case, a neutral surveyor was appointed, who decided that the submarine was technically OK and ready for commissioning, he said. The HDW CEO said the Type 214 was technologically more advanced than those of competitors. We use higher grade steel material, which allows greater diving depth, he said. Also, we have fuel cell AIPs and can integrate Harpoons with the Type 214.
The first submarine would be delivered to the Pakistan Navy in 64 months after signing of the contract while the rest would be completed successively in 12 months. Walter Freitag stated that they would be using facilities at the Karachi Shipyard for building Type 214 and minimal upgrade would be required. He added that the Type 214 was 100 per cent German and there was no chance of embargo on it in any case.
Meanwhile, authoritative sources told The News that the decision to acquire Type 214 over the French submarine was made not only because the submarine was more advanced than the French Marlin, but also because many countries had deployed the Type 214 submarines, so there would be no issue of spares.
They said Turkey would be acquiring six Type 214s, South Korea had ordered six more in addition to three ordered earlier, Portugal had bought two, besides several bought by the German Navy. As such, supportability for the Type 214 for the next 30-35 years would not be a major concern.

ISLAMABAD — The Pakistan Navy has test-fired a new land attack missile in the North Arabian Sea off the coast of Pakistan this week.
According to a Navy news release, the test included “firings of a variety of modern missiles including the maiden Land Attack Missile (LAM)” and the tests “demonstrated lethality, precision and efficacy” of the Navy’s weapon systems as well as the “high state of readiness and professionalism” of the Navy.
The release also stated the test “reaffirms credibility of deterrence at sea.”
A Navy spokesman confirmed “multiple platforms were engaged” in firing missiles. The firings took place on Dec. 19 and 21.
Though the Navy has a variety of anti-ship and surface-to-air missiles, the Navy would not confirm the identity of the land-attack missile when asked.
Mansoor Ahmed from Quaid-e-Azam University’s Department of Defence and Strategic Studies, who specializes in Pakistan’s national deterrent and delivery program, believes the missile is one of two varieties: either a land attack variant of the Chinese C-802/CSS-N-8 Saccade anti-ship missile in service with a variety of naval platforms; or a variant of the HATF-VII/Vengeance-VII Babur cruise missile.
“Coupled with a miniaturized plutonium warhead, a naval version of the several hundred kilometer-range Babur [land attack cruise missile] or a 120-kilometer range C-802 missile can potentially provide Pakistan with a reliable if not an assured second strike capability and will complete the third leg of Pakistan’s eventual triad-based credible minimum deterrent — of which the naval leg was missing until now,” he said.
A land-attack variant of the C-802 would be able to be fired from existing launchers aboard Pakistani ships.
Ahmed however pointed out that M. Irfan Burney — chairman of the National Engineering and Scientific Commission (NESCOM), the research and development body that designed and manufactured the Babur cruise missile — witnessed the test firings. Ahmed believes that supports the notion that the missile was the Babur.
Burney was joined by Chief of Naval Staff Adm. Muhammad Asif Sandila, onboard the F-22P class frigate Zulfiquar.
The test comes seven months after Pakistan inaugurated the Naval Strategic Force Command. The Babur, once integrated with an operational naval command and control, “will help diversify the options available to counter India’s growing second strike capabilities at sea,” Ahmed said.
He said the Navy will be able to “strike critical counter-value and other strategic targets all along India’s coastline and maintain a semblance of strategic stability in the Arabian Sea.”
“Pakistan’s response in this field was necessary in the face of an exponential increase in Indian strategic capabilities, such as ballistic-missile defenses and the induction of SSBNs [ballistic-missile submarines] and planned $40 billion worth of naval weapons platform acquisitions over the next decade,” he added.
Ahmed said a “nuclear-tipped [land-attack cruise missile] is a readily available and affordable alternative for Pakistan instead of a dedicated SSBN.”
With an economy in chronically poor shape, the question of affordability and meeting the Navy’s expansion requirements in the face of a shortage of funds is a pressing concern.

Ce n'est pas une question d'entrainement, même dans les armées les plus modernes et les mieux entraînées les soldats tirent sur des civils, des fois juste pour s'amuser/se défouler, ou parce que quand ils étaient gamins ils avaient l'habitude de le faire sur PS2 et ont envie de revivre cette sensation en réel, les guerres en Astan et Irak sont pleines d'exemples comme ça.
En tout cas, tu n'as pas à être désolé, j'ai juste tenu à exprimer mon avis, il ne faut pas que la barbarie se banalise quelque soit le prétexte.

Pakistan Navy test-fired a long-range missile from a warship on Friday.
Pakistan Navy Chief Admiral Asif Sandila along with Chairman Nescom witnessed the firing of the missile.
The naval chief on this occasion said that the successful firing of the missile was a testimony of the professional acumen and insurmountable capability of the warship. He said that the officers and soldiers of the Pakistan Navy deserve compliments.
Admiral Asif Sandila further said that Pakistan Navy was ever ready to meet any challenges. He added that the government was aware of the needs of the Pakistan Navy and efforts are afoot to address them.

The ship was built in Dalian (China), launched on 14 March 1987 and named PNS NASR. She was commissioned on 01 August 1987 and joined Pakistan Fleet on 26 August 1987. The ship is basically a Fleet Oil Tanker, which can also provide fresh/dry provisions to ships at sea. Fuelling system is completely hydraulic and automatic. Ship has the capability of accommodating all types of Naval Helicopters. Presently the ship is operational, and is being utilized as a Fleet Oil Tanker.

Maritime security operations against asymmetric threats as well as contemporary challenges like piracy, terrorism, narcotics, arms and human smuggling have a great impact on the maritime environment, Rear Admiral Muhammad Zakaullah said at a press briefing on Saturday.
“It needs no emphasis that present day navies are increasingly focused on policing roles and sharing of resources for countering these multifarious maritime security challenges requires collaborative approach at regional as well as international level,” he observed.
“To this end, the Pakistan Navy as a responsible maritime power is contributing relentlessly in maintaining legitimate maritime order at sea through the conduct of maritime security operations in the Arabian Sea and beyond.”
He said the Pakistan Navy regularly conducted bilateral and multilateral exercises with regional and extra-regional navies to improve its interoperability with international navies.
“These exercises are a clear manifestation of Pakistan’s commitment towards maintaining peace and stability in the region.”
Naseem Al Bahr is one such bilateral maritime exercise conducted with a brotherly navy, the Royal Saudi Naval Forces (RSNF). Pakistan and the Kingdom of Saudi Arabia not only enjoy deep-rooted fraternal ties, but also share historic maritime traditions.
Naseem Al Bahar is a biennial exercise evolved as a manifestation of the unique Pak-Saudi interpersonal relationship and mutual resolve to enhance bilateral cooperation in facing the common challenges.
“The participation of RSNF ships in the exercise will further strengthen the existing bilateral relations between the two brotherly navies. At this juncture, we thank the Kingdom of Saudi Arabia and particularly, the Royal Saudi Naval Forces, for their participation in the exercise, Naseem Al Bahr-X, which is scheduled from 12 to 22 Jan 13 off the coast of Makran,” Zakaullah said.
“It is also a milestone in history of the Pakistan Navy in which the complete exercise will be conducted from Jinnah Naval Base, Ormara. Naseem Al Bahr series of exercises is indeed a concerted effort from Pakistan and Saudi Arabia to promote maritime security awareness for collaborative maritime security in the region.”
The rear admiral said first Naseem Al Bahr exercise was conducted in January 1993 and the present exercise also marks the twentieth year of this interaction with the RSNF.
Zakaullah said the aim of the exercise was to foster friendship, develop common understanding and increase interoperability with the RSNF in the domains of traditional as well as non-traditional warfare in order to maintain peace and stability for the larger good of the region.
He said in the traditional warfare domain, the objective was to share and refine tactics, techniques and doctrines through jointly undertaking anti-surface, anti-submarine and anti-air operations with RSNF units.
In the non traditional domain, he added, the exercise would mainly focus to improve interoperability and tactical proficiency in the execution of combined maritime security operations against asymmetric threats like piracy, counter terrorism and defence of port infrastructure to mention a few.
He disclosed that four RSNF ships which include frigate (HMS Makkah) embarked with a Dauphin helicopter, a guided missile equipped patrol craft (HMS Tabuk), Mine counter measures vessel (HMS Shaqra) and a tanker (HMS Boraida) were participating in the exercise.
In addition, he said a platoon of the RSNF Marines and a Special Operations Force team along with explosive ordnance disposal elements had also arrived in Pakistan for various exercises.
Three PN destroyers/frigates, missile boats, mine hunters, submarine, PN long range maritime patrol aircraft, helicopters, elements of Pak Marines, Special Services Group (Navy) and PAF fighters are representing Pakistan in the exercise.
After the arrival of the RSNF ships, the exercise will progress through phased activities in harbour and at sea for gradual improvement and coordination in all professional realms.
The exercise will culminate with live weapons firing by RSNF and PN units.
The activities in harbour include professional seminars on information security, counter piracy, mine counter measures and host of other events which will provide opportunity to share experiences and knowledge.
The sea phase of the exercise is planned from January 15 till 20 in which RSNF and PN units will operate together and will exercise all facets of modern warfare.
Zakaullah said the good thing about the exercises was that each series was refined and improved based on the lessons learnt from the previous ones.

ISLAMABAD: Contract for construction of Fleet Tanker (Logistic Support Ship) for Pakistan Navy was signed between Ministry of Defence Production, Pakistan and STM of Turkey on Tuesday in Rawalpindi. The contract has been signed by Munitions Productions Director General Rear Admiral Imtiaz Ahmed SI(M) on behalf of the government of Pakistan and Board of STM Chairperson and Electronics Warfare and Sensors programmes in SSM Department Head Elife Unal on behalf of STM, Turkey. The main highlights of the project are that design of the ship along with kit of Matrial (KoM) will be provided by STM and the complete construction and assembly activities will be undertaken at Karachi Shipyard and Engineering Works Ltd. Ship construction is a strategic industry, in fact no country has gained the status of a developed country without the development of the shipbuilding industry and trained manpower in this field. Therefore, construction Fleet Tanker at Karachi Shipyard and Engineering Works will not only enhance ship construction (tanker) capacity and expertise of the Karachi Shipyard and Engineering Works, but will also help in developing its human resource to meet the future challenges of warship design and construction. Local downstream industry, in the long run will also benefit from the ship construction in the form of procurement of construction consumables by Karachi Shipyard and Engineering Works from the local market. The Karachi Shipyard and Engineering Works is already constructing ships and craft for Pakistan Navy, however, this is the first time in the history of Pakistan that Karachi Shipyard and Engineering Works will build a Fleet Tanker (Logistics Support Ship) at its facilities. Construction of the Fleet Tanker is in line with Admiral Mohammad Asif Sandila NI (M), Chief of the Naval Staff’s vision of achieving self-reliance and indigenisation of defence equipment. The tanker with its modern design and state-of-the-art capabilities will significantly enhance Pakistan Navy’s fleet combat prowess and logistic stamina. Karachi Shipyard and Engineering Works has three main business areas: building military and civil vessels, ship repair and heavy engineering. It builds vessels for all of Pakistan’s port authorities. Since inception in the 1950s the yard has built around 440 different vessels and is equipped build large vessels, such as naval vessels, tugs, dredgers, hopper barges, ferries, trawlers and launches. Ship repair is a major part of Karachi Shipyard and Engineering Works undertakings and the company has so far repaired more than 5,000 domestic and international vessels. In order to enhance the capacity and capability for shipbuilding and repair, Karachi Shipyard and Engineering Works is installing a ship lift and transfer system, which is due to be completed by the current year. The partnership in the field of defence production speaks volume of the relations enjoyed by two countries. Pakistan and Turkey have long-standing strategic ties. Pakistan’s Navy will receive the P3C Orion surveillance aircraft from U.S. later this year, indicating strengthening defense ties between the two countries, said state media, quoting the country's ambassador Sherry Rehman in Washington.
The Pakistani ambassador emphasized that Pakistan-US interactions were crucial to push forward bilateral defense ties and the Navy's key role in securing North Arabian sea lanes as part of the anti-piracy international coalition was widely appreciated by the US.
Pakistan’s agreement with Lockheed Martin for the delivery of seven Orion aircrafts was signed seven years ago. Of these, three aircraft were delivered in 2010, while two were delivered in 2011.
The Orion is a four-engine turboprop, anti-submarine and maritime surveillance aircraft with a distinctive tail stinger or ‘MAD Boom’, used for the magnetic detection of submarines. They are used by most of the world’s naval forces including the U.S., Japan, New Zealand and Brazil, primarily for maritime patrol, reconnaissance, anti-surface warfare and anti-submarine warfare.
In addition to the Orions, the Pakistan navy is also operating seven aging Fokker F27-200 Friendship naval surveillance aircrafts, acquired during the 1980s.

KUALA LUMPUR: Malaysia has welcomed Pakistan’s offer to jointly manufacture tactical unmanned aerial vehicles (UAV) and satellites to boost our defence industry.
Revealing this, Defence Minister Datuk Seri Ahmad Zahid Hamidi said that Pakistan had made an impression on him of its capability to manufacture the said items on a large scale, which could mutually benefit both nations.
“Pakistan was convincing in terms of producing long-range UAVs, along with other strategic assets and equipment.
“With such offers, Malaysia need not depend solely on a country for such expertise,” he told newsmen after receiving a courtesy call from Pakistan’s joint chiefs of staff chairman Gen Khalid Shameem Wynne at the former’s officer in Jalan Padang Tembak, today.
Zahid said Khalid had expressed greater defence cooperation with Malaysia in terms of other areas including exercises, training, education and exchange of officers.
Zahid added UAVs proved an effective eye-in-the-sky to thwart non-traditional threats like piracy, illegal trafficking of goods, people and drugs as well as illegal fishing, that could influence and shape maritime security.
Our enforcement agencies have in the last decade begun using UAVs, especially along the Sabah coastline to check on the infiltration of illegal immigrants, smuggling and other maritime border crimes.
These locally-made UAVs, which could endure up to 20 hours of operation and be controlled within a radius of 200km, had been tested by the Malaysian Armed Forces (ATM) during "Ops Pasir" in eastern Sabah Composite Technology Research Malaysia (CTRM) Sdn Bhd and Sapura has jointly designed and manufactured UAVs like the Aludra model, more than 15 of which have been sold to the Defence Ministry since 2007 for surveillance and reconnaissance missions.
Both companies also assisting the ministry to manage the network centric warfare centre in Tawau, Sabah.
The UAVs, which have an endurance of 20 hours and a radius of 200km, had proven their mettle during "Ops Pasir" to check on illeggal immigrants in eastern Sabah.
Malaysia had the past two decades launched a series of telecommunication and weather satellites.
These include the geostationary Malaysia East Asia Satellites - Measat-1, and -2 launched in 1996, and -3 in 2006 for television on communications. They were designed and manufactured by Boeing Satellite Systems.
Then came Malaysia’s first mircro-satellite - Tiung SAT - that was launched in 2000. Nine years later, the high-resolution Malaysian Low Earth Orbit RazakSat was launched.
All these further led to our Angkasawan programme where Datuk Dr Sheikh Muszaphar Shukor Al Masrie Sheikh Mustapha became the first Malaysian in space on October 10, 2007 on a Russian Soyuz TMA-11.
On another note, Zahid said Khalid was supportive of Malaysia’s United Nations peacekeepers continuing their humanitarian and healthcare programmes in Afghanistan.
“We plan to move from our base in Bamyam to Kabut and join Pakistani troops to continue our mission,” he said.

AWACS plane destroyed in Kamra attack, NA body toldISLAMABAD: In an attack on Kamra airbase, an Airborne Warning and Control System (AWACS) plane was destroyed, while ten attackers were also killed, the National Assembly Standing Committee on Defence was told on Wednesday. It was informed that defence installations have been attacked 16 times in the country since 2009. The meeting of the standing committee was chaired by Azra Fazal Pechuho. Defence Secretary Lieutenant General (retired) Asif Yasin Malik informed the committee that the defence installations saw their last attacks in Peshawar and the Kamra airbase. He said that in the attack on the Kamra airbase an Airborne Warning and Control System (AWACS) plane was destroyed. The terrorists attacked Peshawar Air Base from all four sides, but fortunately all the defence installations remained safe, Malik said. He said after back-to-back attacks, army personnel have been deployed at all defence facilities of the country. He said intelligence officials who supported the terrorists had also been charged.

The test fire was conducted with successive launches of two missiles from a state of the art multi-tube launcher. NASR, with a range of 60km, and in-flight manoeuvre capability can carry nuclear warheads of appropriate yield, with high accuracy, said the press release.
