Turkey’s first tank takes shape in flesh and bones
More technical details come out about Turkey’s first national tank project. MKEK is the subcontractor for the 120 mm primary weapon. Serial production will start in 2017
Turkey is finally looking forward to obtaining the first four prototypes of its first main national battle tank, the Altay, nearly five years after signing a $500 million contract with Otokar, a private maker of armored vehicles.
During a visit marking the opening of an electro-magnetic capability test center for the four prototypes, procurement and company officials announced previously unknown details about Turkey’s tank program.
The tank center is related to the production of the Altay by the Otokar group, a company owned by the Istanbul-based Koç group.
The project was officially initiated on March 30, 2007, when the Undersecretariat for Defense Industries (SSM), Turkey’s procurement agency, and Otokar signed a $500 million agreement for the design, development and production of four Altay prototypes.
A decision was then made to select South Korea’s Hyundai Rotem for the overall technical support enabling business. Turkey’s Aselan was chosen as the Fire Control System and Command, Control and Communications Information system subcontractor. Also, the state-owned Turkish company MKEK was selected as the subcontractor for the 120 mm primary weapon, while Roketsan was tasked with the job of providing the armor.
The tank was named after Army Gen. Fahrettin Altay, who commanded the 5th Cavalry Corps in the Turkish War of Independence.
Hyundai Rotem was tasked with working closely with MKEK for the development of the tank’s 120 mm main gun and will also work with Roketsan for the tank’s armor.
Accordingly, Otokar’s present $500 million contract will finish by the end of 2015, when a total of four prototypes will be built. Because these prototypes will be accepted by the government’s procurement agency, a serial-production agreement will be signed.
New firms may bid However, because that agreement is not yet ready, there is no guarantee that Otokar will get the job, according to procurement and company officials. If this is the case the company’s main Turkish rivals, FNSS and BMC, could grab the contract.
Meanwhile, by the end of 2015, Huyundai Rotem will be left without a job with the completion of the prototypes.
By 2017, the serial-production agreement will be in effect, and together with the expected foreign orders, a first batch of at least 300 tanks is expected to be produced. The Altay will probably be the world’s most modern tank in the 60-ton-tank category by then, procurement officials said. The Altay’s prototypes are due to be finished in 2015, and serial production is due to start in the following years. The tank is due to be operated by four personnel and is expected to weigh about 60 tons.
The mock-up of the first Altay tank was introduced to the Turkish public during the IDEF-2011 fair in Istanbul last May.
The electro-magnetic test center will open before the tests for the capability of the tanks. The company’s director general, Serdar Görgüç, said the center could be used by the world’s military and civilian manufacturers, after obtaining permission from the firm.
But he and Kudret Önen, the head of the board of directors of Otokar, said the company would work without a partner if it were tasked with serial production responsibility. “We have all the necessary capability to manufacture the tank,” Önen

Aselsan may assist with spy plane project
Tension with Israel has pushed Turkey to move ahead with the “Peace Eagle” spy plane despite Israel’s refusal to deliver an electronic component for the plane. In order to complete the project, the development of which is led by U.S. aerospace giant Boeing, Turkish authorities have instructed local company Aselsan to produce an equivalent system.
Turkey had ordered four early warning airplanes in 2002. The planes, equipped with radar and electronic systems, were supposed be delivered by 2007, but none of them has been handed over so far. Israel’s refusal to deliver an electronic system used on the planes threatens to further delay the process. Turkish defense sources confirmed Israel’s position, but denied it would lead to further delays.
“Turkey ordered four planes and five electronic systems that Israel produces. Four systems will be used on the planes and the fifth will be kept as a backup. We have already received two of these systems, and they have been installed on two of the planes. So Israel cannot cause any delay with these two planes,” said an official who requested anonymity, speaking to the Hürriyet Daily News.
Negotiation with Aselsan
“The Israeli system is an identifier. It receives hostile radar waves uses them to identify planes. In other words, it would be good to have this system on the planes, but it is not an essential part that could delay the program. We need three more systems for the remaining two planes. As we do not expect Israel to deliver the systems soon, we have taken our own precautions and have begun negotiations with Aselsan, which will develop similar systems using Turkish sources. One could ask why Aselsan did not take part from the very beginning. Developing such systems requires a degree of experience and capacity. The project was signed 10 years ago, and Aselsan did not have the capacity at that time, but now they do.”
The official said that acceptance tests for the planes have begun, and the aircraft will be delivered to the Turkish Air Force after the tests are completed in early 2013.

Turkey to build free fly zone with jammers
The Undersecretariat for Defense Industries (SSM) is expected to open its new tender on Airborne Stand-off Jammer (SOJ) Systems.
Murad Bayar, of the SSM, told the Hürriyet Daily News that preparation for the tender process will be finalized soon. At least one civil airplane will be bought as part of the program and five companies are interested in the tender.
SOJs will serve to protect Turkish fighter planes from hostile radar waves, and will be placed on passenger airplanes to electronically jam the fly zone. Electronic systems will not be affected by interference and planes will be able to fly safely on the jammed area. The program will thus effectively create a “Turkish fly zone” for Turkish airplanes and a “no fly zone” to hostile countries because only hostile countries’ electronic systems will become electronically incapacitated. The U.S. has used similar system in Iraq in the past, and Turkish planes could only cross the Iraqi border after receiving permission from the American authorities.
SSM has already announced that a minimum of one plane will be bought and that the option to buy three additional planes will be on the table. Turkish electronic firmware company Aselsan, which produces mostly for the military, will produce the firmware.
Four planes
The financial aspect of the tender has not yet been announced, however the probable sale of four airplanes has already alerted five prominent companies. Airbus, Antonov, Boeing, Embraer and Gulf Stream are all companies known to be interested in the tender.
Airbus and Boeing traditionally compete in passenger airplanes. Gulf Stream won the Command and Control Airplane program and sold two airplanes in 2009. Prime Minister Tayyip Erdoğan visited Embraer in May 2010 during his trip to South America.

Turkish manufacturer TAI is advancing its HALE UAV design in an effort to replace the air force's Israeli UAV due to political tension between the two countries.
Speaking to Shephard at DSA 2012 in Kuala Lumpur on 16 April, Serdar Olez, VP of UAS for the company said the Turkish Air Force had a requirement for the Anka UAV in order to replace the Heron UAVs that it is currently operating.
'All manufacture and design activity is developed nationally,' Olez explained. 'We used to get parts from Israel, but not any more. It's a must that Turkey has an indigenous UAV.
'Turkey has sensitivity in the Southern region and UAVs are a real necessity in this combat.'
As for the operation of the Heron, Olez said there is a problem in so far as the logistics that would usually be done by the manufacturer now have to be done in Turkey.
The Anka programme began officially in 2005, and manufacture began in 2009, and an RfP from the air force was for ten platforms to replace the ten Herons, for which TAI was the only tender.
'We are now running the flight line of the programme, and have today flown 35 flights,' Olez continued.
'There are a few months to go on flight testing and we hope to deliver to the air force by June/July. We are currently negotiating the price with them. We hope to sign a serial order production by the mid part of this year.'
Other countries of interest include Saudi Arabia, Qatar and Jordan, and Olez confirmed that TAI has responded to RfPs from these nations, as well as Thailand: 'In this region we have also spoken to Thailand; they released an RfP.'
Olez said that the 30,000ft altitude capability of the Anka makes it a suitable platform for maritime operations, particularly of interest to the Asia-Pacific region, which has a dependence on maritime trade.
The platform has the same engine as the General Atomics-ASI Gray Eagle UAV, the Centurion II developed by German company Thielert.
'This is already a proven engine in UAVs, and we wanted to use a heavy fuel engine because there is an advantage for this in Turkey especially, because we have access to the fuel.'
The company's Simsek target is also due to embark on its maiden flight in June/July, and TAI is hoping to market this 'early next year.
'We are talking with the our air force not to sell it, but to service it,' Olez explained.
TAI is also converting the Mosquito manned helicopter into the unmanned R-iHA platform: 'We converted it into a UAV and now it's capable of carrying hundreds of kilos of payload.
'The test flights are going very well. By the end of the year we will complete autonomous take off and landing. We are also negotiating with the Turkish Navy for a bigger VTOL platform,' he concluded.
