Le National Audit Office (NAO), l’équivalent britannique de la Cour des Comptes, a indiqué que les nouveaux destroyers Type 45 de la Royal Navy auraient 2 ans de retard. Le budget prévu a été dépassé de 1,5 milliard de £ pour 6 exemplaires. Le NAO a aussi indiqué que les navires prendraient au départ la mer sans leur système de missiles anti-aériens à cause de retard dans la mise au point. Le ministère a indiqué que, après des retards au début du programme, il respectait désormais le calendrier. Les destroyers sont les chevaux de trait de la Royal Navy, protégeant contre des attaques aériennes les bâtiments plus gros comme les porte-avions, et fournissant un appui feu pour les troupes au sol. Ils effectuent aussi un large éventail d’autres missions comme les patrouilles anti-pirates et le secours en cas de catastrophe naturelle. Une flotte vieillissante Le ministère britannique de la défense avait d’abord prévu d’acheter 12 destroyers Type 45, mais ce chiffre avait été réduit à 8 en 2004, puis à seulement 6 l’an dernier. Néanmoins, le NAO indique que le programme, qui devait au départ couter 5 milliards de £, couterait au final près de 6,5 milliards de £ (pour un nombre de bâtiments divisé par 2). Le premier des destroyers, le HMS Daring, qui a été lancé en 2006, ne dispose toujours pas de la totalité de son système de communications. Il ne recevra pas avant 2011 son principal système de missiles anti-aérien, le PAAMS. Celui-ci peut abattre en même temps plusieurs appareils ou missiles ennemis. Il devra aussi attendre jusqu’en 2014 pour être équipé de la capacité de combat en coopération, qui relie ensemble les systèmes de combat et les senseurs de plusieurs navires, améliorant leur capacité à combattre ensemble. Le NAO indique que, en raison de ces retards, la Royal Navy devra conserver plus longtemps ses destroyers Type 42 vieillissants, qui avaient été conçus pour la Guerre Froide et que les Type 45 doivent remplacer.

Ancien porte-aéronefs transformé en porte-hélicoptères à l'issue d'une refonte de plus de 40 millions d'euros, le HMS Illustrious, après 18 mois de travaux à Rosyth, est en pleine phase de remontée en puissance. Cet été, le bâtiment a accueilli des Apache de l'Army Air Corps. Le HMS Illustrious se rôde ainsi à la mise en oeuvre d'hélicoptères de combat, préalable indispensable avant qu'il remplace, dans les prochains mois, le HMS Ocean. Ce porte-hélicoptères, actuellement déployé en Libye, où ses Apache interviennent contre les forces du colonel Kadhafi, doit en effet entrer prochainement en grand carénage. Long de 209 mètres pour un déplacement de 22.000 tonnes en charge, le HMS Illustrious, dernier survivant des trois unités de la classe Invincible, est entré en service en 1982. Capable d'embarquer une grosse vingtaine d'hélicoptères, il doit naviguer jusqu'à la mise en service du nouveau porte-avions britannique, le HMS Queen Elisabeth, dont la livraison est prévue en 2016 (ce bâtiment servira uniquement de porte-hélicoptères, son sistership, livrable en 2020, étant équipé de catapultes pour la mise en oeuvre d'avions F-35 C).

La Royal Navy a annoncé le début de la phase d'assemblage du HMS Queen Elizabeth, premier des deux porte-avions devant être livrés par l'Aircraft Carrier Alliance, composée de Babcock, BAE Systems et Thales. En fin de semaine dernière, sur le chantier écossais de Rosyth, la première section de 8000 tonnes d'un bloc central de deux ponts, comprenant notamment une portion du pont d'envol, a été posée sur le bloc 03. Comprenant 7 ponts pour une masse de 8000 tonnes, cette section, produite par le chantier de Govan, avait été transférée en août, sur une barge, jusqu'à Rosyth. En tout, 6 chantiers britanniques sont impliqués dans la réalisation du HMS Queen Elizabeth (Appledore, Glasgow, Portsmouth, Rosyth, Tyneside et Merseyside). Chaque site produit des sections et blocs qui sont acheminés à Rosyth pour assemblage. Long de 280 mètres pour une largeur de 70 mètres, le futur porte-avions affichera un déplacement de 65.000 tonnes en charge. La mise en service du navire est prévue vers 2016, celle de son sistership, le HMS Prince of Wales, étant attendue d'ici 2020. En raison de restrictions budgétaires, la Royal Navy ne devrait conserver que le second porte-avions, doté de deux catapultes et de brins d'arrêt pour la mise en oeuvre d'avions F-35 C. Le premier servirait de porte-hélicoptères avant, éventuellement, d'être vendu à une autre marine.

NAVY fliers who paved the way for Apache helicopter strikes against Gaddafi’s regime are safely home.
Nearly 50 members of 857 Naval Air Squadron today touched down at their Cornish base after four months away.
Using two Mark 7 Sea King Airborne Surveillance and Control helicopters, crews flew almost 100 operational sorties over Libya - all at night and usually lasting around three hours.
In one month alone, the helicopters were airborne for nearly 150 hours. The squadron only returned from Afghanistan in December, where it proved vital in large drugs busts and surveillance missions.
The squadron was only due to go sea for around six weeks in the spring, to prove the UK’s new response force of ships and aircraft could stand ready. But in late May it was ordered to support operations off Libya and all the people, kit and helicopters were shifted to the 20,000 tonne helicopter carrier HMS Ocean.
The mission was to clear a path for the Apaches – finding safe routes in and out of Libya without being spotted. They also fed back real-time information about ground movements in Libya, passing vital information back to headquarters in Britain and at NATO for analysis.
Lt Cdr Geoff Hayward, Commanding Officer 857 NAS, said: “We did what we did at short notice, on war-fighting operations at sea with a squadron just back from Afghanistan. We very quickly got to grips with operating at sea again.
“Our main task was ‘wide area surveillance’, protecting Ocean and her escorts, providing awareness of shipping and movements so that Ocean could be in the best position to launch the Apaches and maintain surprise. The key to Ocean’s success was launching Apaches on their strike missions and to do that our Sea Kings were critical. It wasn’t just because of the situational awareness of land and air, but also because we acted as a communications link between the Apaches and the command on Ocean. That link was crucial to the success of missions.
“There’s a great feeling coming back to the ship, seeing the Apaches there, attending the briefing and realising that the information that you passed to them was absolutely vital.”
As well as the aircrew flying the demanding missions, 857’s CO praised the squadron engineers back on HMS Ocean who worked around the clock ensuring the helicopters were always ready for action.
He said: “They deserve a big pat on the back – they’ve worked extremely hard and achieved a fantastic serviceability rate.”
Air Engineering Officer Lt Mark Roddy said everyone in the squadron was aware of the importance of the missions – and were kept fully up to date with events. He said:
“People were told what we were trying to achieve, and that motivated everyone. The first night of strike operations stands out – seeing the lights on the shore, we could see the tangible results of all the effort that we’d put into that mission. It made a massive difference. We set out for seven weeks – and managed to stretch it to four months, maintaining a very high operational tempo. I think we’ve proven again how versatile these squadrons are.”
The squadron is now back at Royal Naval Air Station Culdrose in Cornwall and is due to return to the front line in Afghanistan in due course.

Newest Astute-class sub completes first dive
The Navy's second hunter-killer submarine in the Astute-class has completed her first dive.
HMS Ambush completed the important milestone at Barrow-in-Furness in Cumbria ahead of sea trials early next year.
More than 70 Ministry of Defence personnel, BAE Systems engineers and Navy staff were involved in the two-day maiden dive, which proved the boat's safety and stability in water.
Commander Peter Green, Commanding Officer of Ambush, said: "This is a major milestone for Ambush and shows she is firmly on track to exit Barrow early next year in order to commence her sea trials.
"Nuclear submarines are some of the most complex machines on earth and therefore to see everything come together in order to dive the boat for the first time is very satisfying. It has been a superb team effort."
The Astute-class are the largest, most advanced and most powerful attack submarines in the history of the Navy, boasting world-class design, weaponry and versatility.
They can travel over 500 miles in a day, allowing them to be deployed anywhere in the world within two weeks. They can fire Tomahawk missiles as well as carrying out intelligence-gathering missions.

(CBS/AP) LONDON - Prince Harry has arrived in the United States for a two-month military helicopter training course, Buckingham Palace confirmed on Friday.
The prince, known as Captain Harry Wales in the British Army Air Corps, will start his training at the Naval Air Facility at El Centro, Calif., where he will fly Apache helicopters in the desert near the Mexican border.

The facility hosts allied troops throughout the year because its hot, dusty conditions replicate Afghanistan's harsh environment and the clear weather allows for constant flying.
Harry is among 20 students in the British Army participating in Exercise Crimson Eagle, which ends at Gila Bend Auxiliary Air Force Base in Arizona, where they will fire missiles, rockets and cannons from the Apache helicopters.
Upon completion of the course, Harry, 27, will return to the U.K. as a fully trained Apache pilot, where he will then be assigned to an Apache squadron. It will then be up to the Ministry of Defense, reports say, to determine whether he will be deployed.

LONDON — Oct. 14, 2011 — Northrop Grumman Corporation (NYSE:NOC) has signed a full production contract for the Navigation Lights Shapes and Sounds (NLSS) signaling system for the Royal Navy’s next-generation Queen Elizabeth Class Aircraft Carriers. The contract was awarded to Northrop Grumman’s Sperry Marine business unit by the Aircraft Carrier Alliance, an industrial alliance between the UK Ministry of Defence, BAE Systems Surface Ships, BAE Systems Integrated System Technologies, Babcock Marine and Thales Naval.
Northrop Grumman’s Sperry Marine business unit will build and deliver the complete NLSS system for the new aircraft carriers. The system has been designed by Northrop Grumman together with its technology partner Oxley Developments and includes an innovative solution for navigation and signal lights plus control of ships’ audible signaling equipment.
The system includes 47 lights utilizing state-of-the-art LED technology to ensure that it is night vision-friendly. This reduction in interference with night vision systems, coupled with an increase in service life, operational redundancy and survivability, were the key factors in the choice of LED technology.
“This innovative approach will meet the carrier’s navigation light and sound system requirements efficiently and cost-effectively,” said Alan Dix, managing director of Northrop Grumman Sperry Marine. “Our proven automation technology will last longer and be more redundant.”
The NLSS control system is based upon Northrop Grumman’s standard products using network-based Commercial-off-the-Shelf (COTS) industrial automation technology. International regulation and signaling requirements are met in the NLSS by using pre-programmed commands from touch screen workstations with full status and diagnostic indication.
Deliveries will commence in 2012 as Northrop Grumman has already completed the initial design phase of the contract.
Northrop Grumman is already delivering the Integrated Navigation Bridge System, Inertial Navigation System, Navigation Data Distribution System and the Warship Electronic Chart Display and Information System (WECDIS). Based on the company’s advanced VisionMaster FT™ ship navigation technology, WECDIS will integrate all the ship’s navigation sensors and systems into a modern, efficient, ergonomic network of multifunction workstations to meet operational requirements.

La mise sur cale du futur HMS Anson est intervenue jeudi dernier au chantier BAE Systems de Barrow in Furness. Il s'agit du cinquième sous-marin nucléaire d'attaque du type Astute. Pesant 190 tonnes, un premier bloc, haut de 11 mètres pour une largeur de 7 mètres, a été symboliquement posé dans le hall de construction couvert du site écossais de BAE, où sont réalisés les sous-marins britanniques. Et, déjà, plusieurs autres sections de la coque épaisse attendent d'y être soudées. En tout, 7 SNA du type Astute doivent être réalisés pour l'US Navy, afin de remplacer les sous-marins du type Trafalgar. La tête de série, le HMS Astute, a été livrée à l'été 2010 et le second, le HMS Ambush, doit commencer ses essais en mer début 2012. Longs de 97 mètres pour un déplacement de 7400 tonnes en plongée, ces bâtiments, conçus pour atteindre la vitesse de 29 noeuds, disposent d'un réacteur à eau pressurisée PWR-2 fourni par Rolls-Royce et développant une puissance de 20 MW. Dotés de six tubes de 533mm, ils mettront en oeuvre 38 missiles de croisière Tomahawk et torpilles lourdes Spearfish. Armés par un équipage de 98 hommes, les Astute pourront également embarquer 11 commandos et leurs équipements.
A Seawolf missile system will be a key upgrade in a £20 million refit of the Royal Navy frigate HMS Richmond.
It is being introduced across the entire fleet of Type 23 frigates as part of a £300 million programme.
The Seawolf short range ship defence missile system is designed to combat the increasing threat of faster, lower flying and more maneuverable missiles. It can track a target the size of a cricket ball at twice the speed of sound from over 20 miles away and launch two missiles to destroy it.
The MOD signed the contract for the refit in September with Babcock and the work will be carried out at their Devonport facility. The work is expected to last until next spring, with the ship due to return to the Fleet in the summer following sea trials.
Other upgrades include a new £800,000 command system that will be more cost effective to maintain and is compatible with other new ships entering service.
A new ‘brain’ of the ship’s weapons systems and upgraded communications systems are also being installed across the Type 23 Frigate Force to enhance operational capability and interoperability for the future.
An upgrade to the 30 mm automatic guns is also being carried out to extend their effective range and accuracy.
Minister for Defence Equipment, Support and Technology, Peter Luff, said: “This refit work will see HMS Richmond follow previous Type 23 frigates in benefiting from a range of essential upgrades that will maintain her at peak effectiveness. These frigates continue to form the backbone of the Royal Navy’s ability to deploy worldwide in defence of the UK’s interests.”
Rear Admiral P D Hudson, Chief of Staff Operations Capability, Naval Command Headquarters, said: “This important work will not only deliver an essential refresh of the ship’s war fighting capabilities in a wide range of operational environments, but will also improve the living conditions for the ship’s company. We look forward to HMS Richmond returning to the Fleet ready for the challenges of warfare in the 21st Century.”

One of the latest Royal Navy destroyers has set sail for the first stage of its sea trials.
Defender, a Type 45 destroyer, left BAE Systems' Scotstoun shipyard on Friday for the tests on its speed, manoeuvrability, power and propulsion. She will also undertake weapons trials and tests.
Construction of the vessel was completed at BVT shipyard on Glasgow's Clydeside two years ago.
It is the fifth ship to be made for the fleet which will protect ships from air attacks while at sea.
Paul Rafferty, programme director at BAE Systems' surface ships division, said: "Defender's trial period will be the shortest yet of the Type 45 destroyers, as we have incorporated lessons learned from the build and in-service support of previous ships in the class.
"This is a major achievement and these latest sea trials will give us the opportunity to continue to build on this success and prove the outstanding capability of the latest Type 45 destroyer."
Defender will also be capable of anti-piracy and anti-smuggling operations, disaster relief work and surveillance operations. It will be able to carry 60 Royal Marine Commandos and their equipment, and operate a Chinook-sized helicopter from the flight deck.
Commander Nicholas Boyd, senior naval officer on board the Defender, said: "The ship's company are excited about taking Defender to sea for the first time. These are the first steps in getting her awesome capability into service and deploying her in the support of UK interests worldwide.
"Our remaining time in Glasgow will be busy; primarily working with BAE Systems in getting the ship ready for acceptance but will also allow us to further deepen and broaden our formal affiliation to the cities of Glasgow and Exeter; a link that will endure for the next 35 years."
Following her sea trials, Defender will return to the Clyde for more testing and will then head to sea for second-stage trials next year, before its handover to the Royal Navy in late 2012.

WCSP will generate employment opportunities and support up to 600 jobs in the UK.

It will also bring significant job opportunities for our team of suppliers based here in the UK.”
Leading suppliers on Lockheed Martin’s Warrior Transformation Team (WTT) include Ultra Electronics; the Defence Support Group; SCISYS; Rheinmetall Defence; Curtiss Wright; Thales UK; Moog; Meggitt; CTA International; Westwire; TKE; MTL and Caterpillar UK.
UK Secretary of State for Defence, Philip Hammond, commented: “As a key step towards meeting our requirements for Future Force 2020, the upgraded Warriors will give commanders and their soldiers greater flexibility and firepower. Not only is this fantastic news for the Army, it also represents a great boost to British Industry – sustaining jobs, skills and capability within the UK’s armoured vehicle sector.”
Chief of the General Staff, General Sir Peter Wall, added: “This announcement of an upgrade to one of the Army’s most important fighting vehicles is extremely welcome. Warrior will continue to be at the heart of our combat capability for at least another 25 years with state of the art firepower and electronics. Wherever the Army deploys, our infantry will depend on its superior protection, mobility, and lethality. This will be a battle-winner.”
Lockheed Martin UK’s WTT will introduce major improvements to the current Warrior Armoured Fighting Vehicle, including fitting and integrating the CT40 weapon system, as well as an open electronic architecture system and improved armour protection.

Thales sonars key to Royal Navy minewarfare operations
A Royal Navy minehunter fitted with Thales sonar has located and destroyed a 2,000-pound mine and torpedo lying on the seabed off the port of Tobruk in eastern Libya.
HMS Bangor, a Sandown-class mine countermeasures vessel (MCMV), has been on NATO operations off the Libyan coast, tasked with searching for and disposing of any ordnance to clear a path for merchant shipping. The Sandown class operates with Sonar 2093, the most successful variable-depth multi-mode sonar in its field.
During this operation, Bangor's advanced sonar - described by the navy as ‘cutting edge’ - successfully detected both the heavily corroded 2,000-pound mine and the torpedo. Bangor was able to destroy both of the weapons using demolition charges dropped by her remotely controlled underwater submersible.
Both munitions were spotted by a mine warfare team working in Bangor's operations room as they kept a close eye on the data fed to them by the ship's sonar sensors.
Ops room supervisor, Petty Officer Steve Moss, says: “When we're mine hunting we have several people watching the screens for any contact. On this task we saw several items that looked about the size of a mine, and two of them turned out to be real. It's not a regular thing to happen, so we're really pleased we found them and we were able to destroy them.”
Earlier this summer HMS Brocklesby, a Hunt-class MCMV, has been patrolling off the Libyan coast during the civil war, keeping the sea lanes clear of any mines laid by pro-Government forces. The Hunt fleet is fitted with Thales’s Sonar 2193, the world’s most advanced hull-mounted wideband minehunting sonar.
Brocklesby used her Thales sonar and her mine-disposal system to locate and dispose of a mine that had been placed near the harbour entrance at Misurata. When Brocklesby had finished her tour of duty she handed over responsibility to HMS Bangor.
Phil Naybour, head of Thales UK’s naval business, says: “This latest operation proves yet again that the Royal Navy has the deserved reputation of being a global leader in mine warfare. To have Sonar 2093 playing such a crucial role in this operation only months after Sonar 2193 was involved the detection of live mines is a testament to the world-class capability of the technology.”
